President’s Letter Good news is always welcome in turbulent times like we’re experiencing. On March 10th, Congress approved a $24 billion NASA budget as part of the $1.5 trillion overall government spending bill. NASA’s portion is about $700 million more than the agency received last year, although it falls $100 million short of what was requested. The increase in NASA’s budget has a widespread trickle-down effect, which is good for large contractors and Mom and Pop businesses alike. BAHEP’s Citizens for Space Exploration will continue their advocacy for a fully funded NASA budget when they make virtual visits with members of Congress on May 16-18. BAHEP continues its support of the aerospace industry through its active involvement with The EDGE Center at the Houston Spaceport, the development of Space Club Texas, and BAHEP’s Commercial Space and Aviation Task Force (CSAT). This newsletter contains details of the progress being made.

Bob Mitchell for BAHEP and its municipal partners. Additionally, Sen. John Cornyn, his staff, and BAHEP have been working together to ensure funding for the Water Resources Development Act of 2022. We’ve also been closely involved with the Coalition for Sustainable Flood Insurance (CSFI) to discuss the implementation of FEMA’s Risk Rating 2.0. The process is extremely complicated, and CSFI is advising Congress to delay implementation until there is greater transparency and public education. BAHEP’s SATOP initiative is having great success through its partnership with Texas A&M Engineering Experiment Station and its Capstone Design Program that you can read about on p. 8. BAHEP’s Council of Mayors was formed by the Bay Area Houston Economic Partnership to discuss regional matters of importance and to give a regional perspective when communicating with elected officials in Austin. The Council recently presented retiring state Sen. During the discussion on transportation issues, the mayors requested a special meeting with District Engineer Eliza Paul, Texas Department of Transportation, to address the council on specific transportation projects affecting our region. BAHEP arranged the requested meeting for March 10, 2022. The meeting was attended by a well-represented group of mayors and elected officials. BAHEP Healthcare Workforce Assessment Continues The BAHEP Education and Workforce Development Committee’s healthcare workforce assessment, which began in late 2021, is designed to gain a better understanding of the healthcare industry and especially the dynamics of its workforce. The goal of the assessment is to help bring a better alignment of the various healthcare organizations’ workforce needs with the region’s educational institutions. Leaders of the major healthcare organizations are being interviewed to gain an understanding of the healthcare workforce of the future and ways to assure that recruitment, retention, and professional development programs are meeting the industry’s needs. Military Veteran Receives Mentoring from BAHEP Cares! The BAHEP Cares! committee is mentoring a U.S. Air Force veteran who is seeking a job while pursuing a college degree. The veteran, a former specialist mechanic, is being coached during the job seeking process and advised on how to pursue his college education. BAHEP Participates in San Jacinto College EDGE Center Meetings BAHEP Executive Director for Economic Development Dan Seal and Aerospace Marketing Manager Kim Morris, along with other industry board members, participated in a San Jacinto College Aerospace & Aviation Advisory Committee meeting on Dec. 7, 2021, to hear an update on the Houston Spaceport Center for Research, Education, and Workforce Development (HS-CREW) as well as the EDGE Center and industry partner developments. Seal and Morris participated in a follow-up meeting on Feb. 1, 2022, to hear updates from industry partners and to discuss drafts of a one-year and three-year strategic plan. Seal and Morris will review the draft plans and provide feedback to the committee. BAHEP Participates in Discussion about CCISD Students attending EDGE Center BAHEP Executive Director for Economic Development Dan Seal and Aerospace Marketing Manager Kim Morris participated in a meeting between Clear Creek ISD Superintendent Dr. Eric Williams and San Jacinto College Dean for Workforce Development Ken Tidwell regarding CCISD students attending classes at the EDGE Center. Also attending the meeting were Dr. Janis Fowler of San Jacinto College, CCISD Assistant Superintendent Dr. Susan Silva, and CCISD CTE Director Dana Morgan. BAHEP Represented in Harris County Precinct 2 Partnership Projects BAHEP Executive Director for Economic Development Dan Seal represented BAHEP during a meeting with Doug Peterson of Harris County Precinct 2 on Feb. 9,

2022, to learn more about infrastructure partnership projects and how BAHEP can help the precinct. It was decided that BAHEP can best assist by serving as a referral service for Precinct 2 in the next program year to identify potential infrastructure projects. BAHEP Provides National Flood Insurance Program Update On Feb. 24, 2022, BAHEP joined its partners with the Coalition for Sustainable Flood Insurance (CSFI) to discuss the implementation of FEMA’s Risk Rating 2.0 which is to provide more transparency to flood insurance rates. The National Flood Insurance Program reauthorization is part of the stopgap bill that Congress passed on Feb. 17, 2022, and now heads to the president’s desk. The measure funds the government and keeps the NFIP reauthorized through March 11, 2022. The CSFI and some members of Congress continue to press for additional transparency measures from FEMA ahead of Risk Rating 2.0 implementation for all policies on April 1, 2022. There is still much confusion and lack of transparency from FEMA for new home builders, new home buyers, current homeowners, insurers, realtors, investors, and the multiple layers of government with respect to the rollout of Risk Rating 2.0 and the rationale for flood insurance rates. Some CSFI members gave examples of new home builds that were initially given an NFIP rate of $900 annually that is now $3,000 with no explanation on how that rate was determined. Moreover, FEMA is unable to give estimates on levee protection rates once the new coastal barrier, or similar mitigation efforts, are implemented. Many in Louisiana gave examples of rates not being affected, or lowered, by new flood mitigation infrastructure that has cost billions. The CSFI is urging Congress to disclose full-risk rates at the time of NFIP renewals or when a new policy is issued. We’re asking Congress for premium stabilization with respect to quoted rates and an insurance policy rate that is locked-in for 90 days. Currently rates are subject to change when an agent actually places the policy and can vary widely as to the initial quote. Enhanced public education is needed before the new policies impact millions of homeowners. Responsibility for consumer education is placed on insurance agents. Congress must provide access to the rating engine that determines how different factors are calculated and weighted. Homebuilders and contractors need access to these data to inform construction companies about building design standards. So far, FEMA has failed to provide the full details of Risk Rating 2.0, and that is why CSFI advises Congress to delay implementation until there is greater transparency and public education.

TexSpace Continues Development BAHEP President Bob Mitchell and Aerospace Marketing Manager Kim Morris have continued to periodically meet with James Adams of TexSpace and the director of Gallant Culture, a Houston marketing agency, to continue development of TexSpace. TexSpace was initiated in the spring of 2021 with the mission of removing industry barriers and to support companies, entrepreneurs, and startups by utilizing a shared infrastructure, robust funding networks, and connected innovation communities in the Houston region and ultimately throughout Texas. To date, TexSpace has developed a brand ID, has interim approval on its 501(c)(3) status, recruited industry expert volunteers, launched a website portal at www.texspace.org designed to be a one-stop shop for users to engage shared facilities, venture capital, accelerators/incubators, commercial real estate, and legal services in the Houston region, and launched a board of directors. A resource registry of assets continues to be under development. TexSpace continues to develop partnerships with these assets and with regional economic development organizations. TexSpace is continuing a social media/email marketing campaign, issuing press releases, and conducting interviews. TexSpace partnered with the Space Force Association (SFA) to organize and plan the “Lasso The Moon” event, in association with the Houston Tech Rodeo, that was held at The ION in Houston on Feb. 28, 2022. This event highlighted Houston’s innovation and academic communities that can help solve civil, commercial, and military space players’ most far-reaching challenges. Space Club Texas Chapter Formation and Initiatives Move Forward Stakeholders are continuing to establish a committee structure as a step towards finalizing the development of Space Club Texas, a chapter of the National Space Club. The National Space Club is a non-profit association devoted to excellence in space activity and creating partnerships between industry and government in the aerospace community. A significant initiative of Space Club Texas is to host an annual event bringing together industry leaders. BAHEP Executive Director for Economic Development Dan Seal and Aerospace Marketing Manager Kim Morris are working with a Space Club Texas steering committee that is collaborating with the AIAA ASCENDx organization to hold a two-day event, ASCENDx Texas 2022, on April 27-28, 2022, in Houston, Texas. This will be an open conference that will bring together a broad community of stakeholders from around NASA, industry, academia, and other federal

agencies to engage in discussions related to strategy building, development, and implementation of human and robotic space exploration. Commercial Space and Aviation Task Force Pursues Opportunities The Commercial Space and Aviation Task Force (CSAT) was initiated by BAHEP’s Aerospace Advisory Committee (AAC) and was charged to aggressively pursue economic development opportunities for the BAHEP service region in the commercial aerospace and aviation industry. The AAC engaged with Griffin Communications Group (GCG) to execute a Discovery & Assessment phase of a larger study proposal to establish the facts and perceptions of the market and verify the business case, building upon earlier work by Dr. Glenn Freedman, president, Edu-Safe. GCG completed the Discovery & Assessment phase resulting in a Brand Blueprint for CSAT and has presented it to BAHEP’s AAC. Feedback was received from the AAC and is being incorporated into the Brand Blueprint document which was delivered to BAHEP at the end of February 2022. The drive behind this initiative is to seize the opportunity to extend Houston’s Space City legacy into the future through the location and growth of commercial space and aerospace businesses. Once this report has been reviewed, the AAC will determine the next steps.

Marketing Galveston County Regional Economic Development Allies Meet BAHEP Executive Director for Economic Development Dan Seal and Marketing Manager Barbara Cutsinger participated in the virtual meeting of the Galveston County Regional Economic Development Allies on Jan. 19, 2022, led by Dane Carlson, director of Galveston County Economic Development. The attendees reported on developments and related activities in their municipalities as reported below: 

Jeff Sjostrom of the Galveston County Economic Development Partnership reported that Galveston’s Customs House is undergoing a build-out and will open soon for business. He noted that several biotech and related companies are interested.

BAHEP’s Prospect Review meetings are always well attended as evidenced by this meeting held on Dec. 2, 2021. BAHEP Executive Director for Economic Development Dan Seal (seated at the end of the table) gave a presentation on the activities at the Houston Spaceport. city is still acquiring properties for the downtown square development, and housing development has picked up. 

Devin Pascal with City of League City Economic Development said the city is working on a platform to help California companies move to Texas. These companies are overwhelmed by the size of Texas and are having difficulty figuring out where they should aim a relocation effort. Michelle Hay with the City of Galveston said the city lost a maritime project to Florida, but the city still has a lot of project activity going on.

BAHEP Executive Director for Economic Development Dan Seal and Marketing Manager Barbara Cutsinger participated in the virtual meeting of the Galveston County Regional Economic Development Allies on Feb. 22, 2022. The highlight of this meeting was Mark Winchester, deputy director of the Houston Small Business Administration office, discussing COVID and the impact of the pandemic on small businesses. BAHEP Presents ED 101 to City of Santa Fe Citizens The citizens of Santa Fe heard a presentation by BAHEP Executive Director for Economic Development Dan Seal on Economic Development 101 (ED 101), an introduction to the process. Seal’s topic for the Feb. 17, 2022, event included “game changers” that are impacting the economy and economic development both positively and negatively

– price of oil, supply chain “just in case,” tourism with the return of cruise ships, the Grand Parkway completion, and the rise of commercial space. Seal’s presentation was part of a larger citizens meeting organized by Fidencio Leija, Santa Fe City Council Member Place 4, and president of the Santa Fe Economic Development Corporation. Prospect Review Meeting Held BAHEP conducted a Prospect Review meeting on Dec. 2, 2021. Following a review of BAHEP’s newest projects, member representatives gave reports on economic development activities in their communities. Representatives from Harris County Precinct 2, Nassau Bay, Hitchcock, and Houston City Council District E provided reports on economic developments in their respective municipalities. Executive Director for Economic Development Dan Seal gave presentation on the activities at the Houston Spaceport, to include a synopsis of the following projects: Axiom Space, Collins Aerospace, Intuitive Machines, and Venus Aerospace. Seal also gave an update on the EDGE Center and its importance to workforce development in support of the Houston Spaceport and local aerospace companies. At the March 9, 2022, meeting of the Board of Directors of the Gulf Coast Protection District, Cory Stull with Freese and Nichols presented project updates, background information on flood management, funding processes related to the Coastal Spine project, and how to embed the Coastal Spine and Gulf Coast Protection District within local and state flood management plans to secure both support and funding.

Public Relations & Media Communications Community Impact Newspaper Interviews BayTech Director Kim Morris Kim Morris, director of the Bay Area Houston Advanced Technology Consortium, or BayTech, was interviewed by the Community Impact Newspaper on Jan. 10, 2022, about the Houston Spaceport and TexSpace. Morris described the new space companies that have located operations at the Houston Spaceport and how TexSpace, an innovation hub, has as its mission to keep Houston “The Space City.” BAHEP Submits Letter of Support for San Jacinto College Good Jobs Challenge Grant Application BAHEP President Bob Mitchell wrote a letter to the Economic Development Administration on Jan. 20, 2022, in support of San Jacinto College Good Jobs Challenge grant application. Mitchell stated, “Bay Area Houston Economic Partnership is committed to partnering in the Texas Southmost College Good

Jobs Challenge project to develop a regional workforce training system for the aerospace and defense industries, which will continue to support workers in securing and retaining high-quality jobs. We will collaborate with the network of community colleges in our region—especially San Jacinto Community College—employers, and other economic and workforce development partners in the region’s aerospace/ aviation sector and seaports of entry to address the workforce needs of these two rapidly growing industries. This collaboration will produce many benefits for our economic development ecosystem including increasing the pool of qualified candidates for highdemand, high-wage jobs in the area and other outcomes that lead to diversification of our industry base. Ultimately, these activities will lead to increased economic growth, innovation, competitiveness, and resiliency in our area.” BAHEP Writes Letter of Support for San Jacinto College Upskilling Grant Application BAHEP President Bob Mitchell wrote a letter to the Economic Development Administration on Dec. 21, 2021, stating, “The Bay Area Houston Economic Partnership strongly supports the application of the

Texas Gulf Coast @ Work: Upskilling for Good Jobs grant that the San Jacinto Community College District and the Greater Houston Partnership’s UpSkill Houston initiative are leading.” Mitchell further stated, “Our members welcome all efforts to strengthen the region’s workforce system that creates a skilled talent pipeline needed by regional employers in these two sectors as well as the business services that support them.” BAHEP Attends Intuitive Machines Groundbreaking Ceremony at Spaceport BAHEP President Bob Mitchell, Executive Director for Economic Development Dan Seal, and Aerospace Marketing Manager Kim Morris attended the groundbreaking ceremony on Dec. 2, 2021, for Intuitive Machines’ new facility at the Houston Spaceport. Notable participants in the ceremony included Houston Mayor Sylvester Turner and Intuitive Machines CEO Steve Altemus. Dan Seal Provides Opening Comments for NASA JSC Small Business Association Event BAHEP Executive Director for Economic Development Dan Seal was invited to give the opening comments for the NASA Johnson Space Center Small Business Association Holiday Party on Dec. 2, 2021, at the Lone Star Flight Museum. Seal gave a quick update on aviation and aerospace activities in Bay Area Houston. Seal received good feedback from the attendees on his update.

Special Initiatives Storm Surge Protection for Bay Area Houston Gulf Coast Protection District Board Meets Bob Mitchell, BAHEP president, hosted the Gulf Coast Protection District (GCPD) Board of Directors in the BAHEP board room on Feb. 9 and March 9, 2022. The GCPD was created by the Texas Legislature to operate and leverage funding to build the unique flood control and surge protection needs for coastal communities. When completed, this coastal Texas protection system will be the largest civil works project in U.S. history. This system will protect our state and national economy and millions of Texans for generations to come. Major topics of discussion were a project partnership agreement with the U.S. Army Corps of Engineers and interlocal government agreements with the counties within the district. The Texas Coastal Study (Coastal Barrier) U.S. Army Corps of Engineers Chief’s Report was approved in September 2021, and the project is now eligible for federal funding through the Water Resources Development Act (WRDA) when appropriated by the U.S. Congress.

IMAC Addresses Wide Range of Topics During the Feb. 17, 2022, International Maritime Advisory Committee (IMAC) meeting, the committee members discussed topics including the Gulf Coast Protection District, the Coastal Barrier testimony to Congress by Morgan’s Point Mayor Michel Bechtel and others, operations and maintenance cost of the Coastal Barrier, advocacy for Coastal Barrier funding, impacts from the supply chain issues, and freight rail issues.

Preserve NASA Funding Levels Citizens for Space Exploration to Meet Virtually to Advocate for NASA Budget and Missions BAHEP Aerospace Marketing Manager Kim Morris has continued discussions during this quarter with the national team for the 2022 Citizens for Space Exploration (CSE) trip to Washington, D.C., in May 2022 to advocate for NASA’s human exploration program. Based on COVID protocols in Washington, D.C., and new security protocols and restrictions at the U.S. Capitol and congressional office buildings, CSE has decided to conduct a virtual trip again this year. The security protocols and restrictions make it extremely difficult for a group of this size (90 – 100 travelers) to plan and execute the high number of planned in-person meetings (>400). The 2022 virtual trip to Washington, D.C., is planned for May 16 – 18, 2022. The trip registration invitation went out the first week of March 2022.

Bay Area Houston Advanced Technology Consortium (BayTech) BayTech was formed by BAHEP and has built a network of partners across multiple industries and academia creating a resource pool which will be drawn on as collaborations are identified and research funding is pursued. BayTech’s goals are to 1) acquire public and private research funding, technology development funding, and workforce development funding for the Bay Area Houston region; 2) secure customers for, and provide simplified access to, NASA Johnson Space Center’s capabilities and facilities through its Space Act Agreement; and 3) pursue partnerships to support technology development. BayTech Certified Manufacturing Technician Training Delivered by EDGE Center BayTech was awarded a Wagner-Peyser grant for $324,029 through the Texas Governor’s Office. The goal is to train 50 unemployed high school graduates and others as certified composite technicians or certified electrical technicians. This training is being delivered by the San Jacinto College EDGE Center for advanced manufacturing training located at the Houston Spaceport. Currently, 30 students have enrolled in the training program, and eight students are going through the certification pro-

cess. Students who complete the training and pass a composites or electrical SpaceTEC/CertTEC certification test will be awarded this nationally-recognized industry certification. BayTech is working with industry partners and is identifying potential internship and employment opportunities for these students during and after their training. Once they have successfully completed the training, BayTech will facilitate the students’ placement into industry thereby helping to create a pipeline of needed technician talent. BayTech Board Will Not Renew SAA with NASA Johnson Space Center For calendar year 2021 to date, BayTech has executed approximately $150,000 in agreements through its Space Act Agreement (SAA) with commercial companies for the use of NASA Johnson Space Center (JSC) facilities and capabilities. Approximately $6,000 in agreements were executed in January 2022. This SAA was up for renewal in February 2022; however, the BayTech Board of Directors decided not to renew the SAA due to unacceptable liability language that was added to the agreement by NASA. This liability language issue affects all new, and renewed, SAAs across NASA. BayTech will continue to work with NASA in hopes of a future resolution of this issue.

Space Alliance Technology Outreach Program (SATOP) What is SATOP? The Space Alliance Technology Outreach Program (SATOP) is a State of Texas funded program that helps small businesses, especially minority- and women-owned businesses, faced with technical challenges by providing up to 40 hours of FREE technical assistance. This is accomplished by utilizing the vast engineering expertise of NASA and participating Alliance Partners (NASA contractors, subcontractors, or colleges). SATOP is designed to speed the transfer of the U.S. Space Program’s knowledge and technology to the private sector, to provide economic benefits to the community, and to raise public awareness of the Space Program. Assistance for Small Businesses Provided Through Texas A&M University Engineering Capstone Design Program Thanks to State Rep. Greg Bonnen’s help with additional funding during the recent legislative session, SATOP can offer small businesses and startups additional technical assistance through the Texas A&M University Engineering Capstone Design Program.

This program is administered through the Texas A&M Engineering Experiment Station. Senior engineering students led by a professor of practice work on a SATOP project for two semesters as a learning experience. The values to small businesses in this program are innovative designs, new manufacturing alternatives, and prototype development. SATOP had three small businesses entered into the 2022 spring and fall semesters Capstone Design Program. Two additional small businesses are candidates for the 2022 summer and fall program. SATOP Helps Startup with Product Design and Material Selection CC Coveralls, a small startup located in East Texas, has developed sanitary wraps for use on cart handles in healthcare facilities and grocery stores and needed help with material selection and product design. A SATOP Alliance Partner recommended design changes to the shape of the cart handle wraps and recommended materials that met CC Coveralls’ sanitation specifications. Both of these recommendations have allowed for more efficient and cost-effective manufacturing. SATOP Receives New Requests for Technical Assistance Three small businesses located in the Houston region have submitted requests for help in solving product development challenges. One business, a startup, is developing an innovative cooking oven; a second business is expanding its hydroponic farm by developing larger growth containers; and the third business is developing an advanced wire coating based on a licensed NASA technology. SATOP’s Free Technical Assistance Promoted to The Ion The Houston Startup Showcase at The ION highlights the growing startup culture in the greater Houston area and occurs each fourth Wednesday of every month. SATOP attended the January and February showcases to meet the startup owners and inform them of the free technical assistance. Two of the small businesses that SATOP contacted at these events have applied for technical assistance.
