Texas students and teachers finally came out as winners during this session, and, for the most part, educational leaders were very pleased with the bills that were passed. It’s very rewarding for BAHEP and its partners to see such positive results following our advocacy work on behalf of education over the past several sessions (see page 4). Alternatively, there were a number of bills that were passed (see pages 3 and 4) during the 86th Texas Legislature that will be discussed within BAHEP’s Council of Mayors and potentially revisited with our regional legislators prior to the 87th Legislature.

Bob Mitchell System toward the development of Ellington Airport, and the transformation of this historic piece of real estate has been remarkable. Ellington Field was facing closure years ago through the government’s Base Realignment and Closure (BRAC) activities. Now, Ellington is a joint U.S. defense and homeland security base with more than 5,000 national guard and reserve military personnel based there. Ellington Airport is also home to the nation’s 10th spaceport with infrastructure construction underway (page 3), as well as the newly-opened EDGE Center (page 2). The vision and leadership of so many individuals and organizations in Bay Area Houston have truly made our region a great example of what can be accomplished when we all work together.

gram stating, “I am writing this letter due to my overwhelming concern about the possible delay of the construction of the segments of SH 99 (Grand Parkway’s Segments B and C) which extend from I-45 South to Hwy. 69 (59). Construction of Grand Parkway’s Segments B and C is essential as an evacuation route, a critical corridor for citizens’ daily use, an essential means to reduce traffic congestion, and to support on-going economic de-

velopment in Galveston, Brazoria, and Fort Bend counties.”

Mitchell went on to say, “I am urging you to take appropriate action to ensure that Grand Parkway’s Segments B and C, as well as the entirety of the Grand Parkway, is completed as quickly as possible. To not do so would be a great detriment to the well-being of a huge segment of the citizens who live and work in this region of Texas.” Media Campaign Mitchell conducted a telephone interview with the news outlet i45NOW about the SH 99 issue on July 25, 2019, and BAHEP followed up with a Facebook and Twitter campaign to encourage the public to write TxDOT in support of completing construction of the entire Grand Parkway. TxDOT Public Hearing on 2020 Budget Mitchell, along with local elected officials and more than 100 citizens, attended the TxDOT Public Hearing on the 2020 Unified Transportation Program (UTP) in Austin, Texas, on Aug. 6, 2019. Mitchell and others testified on the need and rationale for TxDOT to keep funding in the UTP 2020 budget. Others providing testi-

mony were Galveston County Judge Mark Henry, Galveston County Commissioner Ken Clark, and League City Mayor Pat Hallisey. Texas 86th Legislative Update The Legislative Update, organized by BAHEP, was held on July 23, 2019. The panelists were State Sens. Larry Taylor and Carol Alvarado and State Reps. Mary Ann Perez and Dennis Paul. The panel answered questions prepared by BAHEP’s Political Protocol Committee on education funding, school safety, border security, electronic fraud legislation, the USS Texas (Battleship Texas), and insurance legislation regarding home flood coverage. The panel also discussed TxDOT’s recent announcement of a plan to remove segments of the SH 99 (Grand Parkway) planned for Brazoria and Galveston counties from the Unified Transportation Program in 2020. Local municipalities and other government agencies oppose this proposal to not fund the toll road segments and are seeking public support for the Grand Parkway to be completed in its entirety. Houston Spaceport EDGE Center Ramping Up to Begin Classes BAHEP Executive Director for Special Initiatives Dan Seal and Marketing Manager Jimmy Spence met with Ellington Airport General Manager Arturo Machuca and San Jacinto College Associate Vice Chancellor Sallie Kay Janes, Ph.D., and other Industry Advisory Committee members in April, May, and June to discuss next steps regarding the development of a workforce development / research center (EDGE Center) located at the Houston Spaceport. The EDGE Center will serve not only the aerospace/aviation industry but other industries and community sectors in the region. The purpose of these meetings was to engage in discussions regarding skill

The EDGE Center is the outgrowth of a collaborative initiative by the Houston Airport System, BAHEP, and San Jacinto College District. On July 3, 2019, San Jacinto College announced, “As the official education training partner for the Houston Spaceport, the San Jacinto College EDGE Center will offer four initial training programs: composites manufacturing and repair technician, aerospace electrical assembly technician, aerospace structures technician, mechatronics and industrial automation technician. In addition to these programs, San Jacinto College will also offer customized and individualized training based on the needs of the spaceport partners.”

The Texas 86th Legislature passed landmark legislation that addressed BAHEP’s legislative agenda themes: • Provide a fair, adequate and sustainable system for funding public education. • Provide adequate funding to assure school safety and security for students, teachers, and the community. BAHEP Hosts “Hire Houston Youth” Presentation to Member Aerospace Companies BAHEP hosted Juliet Stipeche and Brandon Denton of Hire Houston Youth, a City of Houston initiative to promote employment opportunity for youth in the Houston MSA. Stipeche and Denton briefed the Aerospace Advisory Committee (AAC) on June 5, 2019, on the merits of companies participating in the intern program. The briefing came at the suggestion of Brian Freedman of Boeing, an AAC member, which has participated for the last two years. Freedman brought along Boeing’s current intern from the Hire Houston Youth program. The goal is to place socio-economically disadvantaged high school and college students in internships with local aerospace companies. BAHEP Participates in Workforce Development Roundtable Hosted by Sen. Ted Cruz BAHEP President Bob Mitchell participated in a roundtable discussion organized by Sen. Ted Cruz to seek support for the Education Freedom Scholarships and Opportunity Act, Senate Bill 634, introduced by Cruz and Rep. Bradley Byrne, House Resolution 1434. The goal of this legislation is to drive increased investment in students by creating a federal tax credit for taxpayers who donate to scholarship organizations. The Education Freedom Scholarships and Opportunity Act would enable all students to access a personalized education experience that meets their individual needs by providing access to scholarships for various educational programs, including apprenticeships, industry certifications, home schooling, tutoring, and transportation.

Marketing Prospect Review Meeting – Project Wins Announced BAHEP marketing staff members conducted their quarterly Prospect Review meeting on June 27, 2019, to review projects with city, county, and BAHEP member representatives. Staff members announced wins for two of BAHEP’s projects: Project Reagan, NanoRacks aerospace facility expansion to

22,000 SF located in Bay Area Houston, and Project Annex, San Jacinto College’s EDGE Center, a workforce development project located at the Houston Spaceport. Upcoming marketing opportunities and trends were also discussed. BAHEP Co-hosts Houston Ship Channel Reverse Trade Show The Houston Ship Channel Reverse Trade Show, held on June 27, 2019, at the Pasadena Convention Center, was co-hosted by BAHEP and the Association of Chemical Industry of Texas. Petrochemical and refining companies were available to meet vendors and small businesses interested in doing business with the large companies. BAHEP invited its member companies that provide various goods and services for manufacturers to attend and meet with large companies like Chevron Phillips, Dow, ExxonMobil, and Kaneka. BAHEP and its Space Alliance Technology Outreach Program exhibited at the event to develop project leads and network with member companies. Pipeline Map and Product Identification to Galveston County BAHEP provided a comprehensive pipeline report in June 2019 to the Galveston County Economic Development Department covering the City of Hitchcock. The report, prepared at the request of the Economic Development Department, detailed mapping and labeled location of all pipelines in the City of Hitchcock, as well as pipeline attributes such as the operator information, commodity description, system name, pipe diameter, P5 organization report, and T4 permitting information. Several of the lines that traverse Hitchcock run from the Texas City industrial complex to Chocolate Bayou facilities and further south to Freeport. The products that flow through the lines include, but are not limited to, natural gas, ethane, ethylene, propane, hydrogen, and benzene. Opportunity Zone Sites Sought by Prospects During July 2019, BAHEP received numerous requests for sites located in federally approved Opportunity Zones. For incoming projects with this type of request, BAHEP has identified sites within the zones that are available for development. The areas in Harris County include Houston and Pasadena, mostly along the ship channel corridor, and Highway 225. For Galveston County, the cities of Hitchcock, Texas City, and parts of Galveston Island are located within a zone.

Opportunity Zones and Opportunity Funds are used to revitalize economically distressed communities using private investment instead of public money. The program is being used to entice long-term investment in distressed communities. Investing companies are allowed to defer paying capital gains taxes if they sell appreciated investments and reinvest that money in Opportunity Funds. There are no capital gains taxes on any appreciation if the investment is kept in an Opportunity Fund for at least a decade.

Public Relations & Media Communications ABC13, KTRK Television Shines Light on Bay Area Houston ABC13 aired a series each day from July 22 through July 26, 2019, featuring interesting stories about Bay Area Houston called HTX+ Clear Lake and Bay Area. BAHEP President Bob Mitchell and staff members provided a list of interesting activities, events, venues, and locations to ABC13 to consider as it filmed and developed the various episodes. These included Armand Bayou Nature Center, area hike and bike trails, Seabrook fish markets, youth sailing lessons at Lakewood Yacht Club, Seabrook’s ‘painted pelicans,’ special needs education, local aerospace company Intuitive Machines, and many others. The ABC13 series was a huge success and can viewed at www.abc13.com/ HTXClearLake. Letter of Support for Girls STEM Career Conference at UTMB BAHEP President Bob Mitchell wrote a letter to the UTMB Office of Educational Outreach expressing BAHEP’s willingness to partner with UTMB in providing a Girls STEM Career Confer-

ence at UTMB, which will enable 5th8th grade girls in the Houston/ Galveston region to: 1) experience hands-on, career-related activities; 2) connect with women mentors/role models; 3) make real-world connections between possible future STEM careers and science, math, and technology content that they are learning in school; and 4) learn about careers in aerospace, biomedical and health, petrochemical, engineering, veterinary, biotechnology/life sciences, technology, maritime, tourism, academia, and more! BAHEP will help identify industry contacts for financial and/or inkind contributions to support future events. Community Impact Newspaper Bay Area Highlights EDGE Center with Dan Seal’s Help BAHEP Executive Director for Special Initiatives Dan Seal met with Community Impact Newspaper’s Editor Jake Magee in July to provide detailed information on the San Jacinto College EDGE Center at the Houston Spaceport. An outstanding article was published on Aug. 9, 2019, citing the work and collaborations of the Houston Airport System, BAHEP, and San Jacinto College to bring this advanced manufacturing training center to fruition.

(USACE) and Texas General Land Office (GLO), holds regular CWG meetings to engage the community regarding the storm surge protection study for the Texas Gulf Coast. The study team has expressed the need for and the importance of open dialogue and teamwork. Attendees included the GLO, USACE, Morgan’s Point Mayor Michel Bechtel, Harris County Precinct 2 representatives Milton Rahman and Jacque Darbunne, and various other stakeholders. Topics for discussion included San Luis Pass closure, proposed Galveston Ring Barrier, sand only dunes, size of the sector gates, width of the vertical gates, salinity of Galveston Bay with the proposed gate structure, and species chosen for the Habitat Evaluation Model.

Preserve NASA Funding Levels Bob Mitchell Attends Governor’s Aerospace and Aviation Advisory Committee Meeting BAHEP President Bob Mitchell, an appointed member of the Governor’s Aerospace and Aviation Advisory Committee, participated in the Aug. 6, 2019, meeting. The committee continued the development of its 2020 Strategic Plan and heard presentations from the Texas Workforce Commission on jobs, education, skills development, and the labor market. Bob Mitchell, Panelist on GHP’s Regions and Neighborhoods Program with NASA Focus BAHEP President Bob Mitchell joined NASA JSC Center Director Mark Geyer and Boeing Government Relations Director Darcie Durham as panelists for the Greater Houston Partnership’s Regions and Neighborhoods Program held at Space Center Houston on June 19, 2019, discussing the local business environment, economy, and culture in Bay Area Houston. Bob Mitchell discussed the organization’s history and economic impact. He focused on how the organization was influential in saving and expanding the United States Military Reserves stationed at Ellington Field, as well as in the creation of the new Houston Spaceport, the world’s first urban commercial spaceport. He also touched on BAHEP’s commitment to strategic community partnerships with local educators and institutions, like San Jacinto College, funneling talent into STEM fields, and ensuring a highly skilled workforce to meet the needs of area employers.

Following the panel discussion and luncheon, the group was given a tour of working modules of the International Space Station, Orion space capsule, space vehicle mock-ups, and robotics projects.

Bay Area Houston Advanced Technology Consortium (BayTech) BayTech was formed by BAHEP and has built a network of partners across multiple industries and academia, creating a resource pool which will be drawn on as collaborations are identified and research funding is pursued. BayTech’s goals are to 1) acquire public and private research and technology development funding for the Bay Area Houston region; 2) secure customers for, and provide simplified access to, NASA Johnson Space Center (JSC) capabilities and facilities through its Space Act Agreement; and 3) pursue partnerships to support technology development. NASA JSC Facility Support Since the beginning of 2019, BayTech has executed approximately $79,000 in agreements for work performed by NASA JSC for commercial businesses. The customers BayTech is supporting with this work include traditional aerospace organizations and suppliers and oil & gas service companies. BayTech and NASA personnel provided a tour of the NASA JSC Receiving, Inspection Test Facility (RITF) to two companies in July 2019 — mPower Electronics, a global manufacturer of gas detectors and alarm systems, and Techline, a manufacturer of electric utility, tool & safety, and water/wastewater products. BayTech and NASA continue working to schedule a tour of the NASA JSC RITF testing facility with representatives from Schlumberger, as well as other commercial companies. Fiber Optic Technician Training BayTech was awarded a Wagner-Peyser grant by the Governor’s Office to continue to offer fiber optic technician training to unemployed military veterans and offer placement services in 2019. The period of performance for this grant is Dec. 1, 2018, through Nov. 30, 2019. The goal is to train 47 unemployed military veterans and offer placement services to them. In order to better facilitate the successful placement services under this follow-on grant, BayTech is utilizing a strategy of partnering with telecommunications companies, inviting them to visit and observe classes, and to speak with the students to inform

them of opportunities within their company and invite them to apply if applicable. Additionally, the BayTech team has secured a commitment from AT&T to consider BayTech students for open positions it may have. BayTech has conducted four fiber optic training classes to date: in December 2018, January 2019, June 2019, and July 2019 with a fifth class to be held in September. A total of 39 veterans have been trained between the four classes. BayTech continues to engage with its Workforce Solutions partner to facilitate the placement of these veterans into industry.

Space Alliance Technology Outreach Program (SATOP) What is SATOP? The Space Alliance Technology Outreach Program (SATOP) is a State of Texas funded program that helps small businesses, especially minority- and womenowned businesses, faced with technical challenges by providing up to 40 hours of FREE technical assistance for qualified requests. This is accomplished by utilizing the vast engineering expertise of NASA and participating Alliance Partners (NASA contractors, subcontractors, or colleges). SATOP is designed to speed the transfer of the U.S. Space Program’s knowledge and technology to the private sector, to provide economic benefits to the community, and to raise public awareness of the Space Program. SATOP Helps La Porte Entrepreneur with New, Innovative Product Tutus Solutions, located in La Porte, Texas, manufactures safety enclosures

for elevated work platforms. The enclosures, constructed with vinyl-coated polyester yarn, capture objects dropped from elevated platforms. Tutus needed an analysis of the enclosure fabric design prior to wind tunnel testing, which will test for stability and safety factors. SATOP Alliance Partner Design By Analysis conducted several analyses of the enclosure and identified the design that would meet government safety requirements. This free technical assistance allowed Tutus to redesign the fabric for the upcoming wind tunnel tests. Legislature Funds High School Aerospace Scholars and Technology Outreach Programs Advocacy initiatives, led by BAHEP, have resulted in the Texas 86th Legislature funding the High School Aerospace Scholars and Space Alliance Technology Outreach programs for the upcoming biennium, 2020 – 2021, to the highest funding level in eight years. BAHEP President Bob Mitchell, Executive Director for Special Initiatives Dan Seal, SATOP Director Bob Payne, and Marketing Manager Jimmy Spence traveled to the State Capitol on March 5, 2019, along with NASA Johnson Space Center (JSC) officials, to hold scheduled meetings with legislators, the governor, and lieutenant governor to explain the importance of the High School Aerospace Scholars (HAS) Program and the Space Alliance Technology Outreach Program (SATOP) to the state’s economy and educational system. The State of Texas has funded these 20 -year-old programs in part through the University of Houston System. Fiftytwo (52) high school juniors in East Harris County participated in the 2018 High School Aerospace Scholars Program. More than 450 Harris County high school juniors across all socio-

economic sectors have participated in the NASA JSC program since its inception. Many of these students have gone on to work at NASA JSC and its contractor companies. SATOP, administered by BAHEP, provides free technical solutions to entrepreneurs allowing them to complete the development of new products. More than 450 Harris County small business enterprises have received technical assistance from SATOP, including 34% which are minority- and women -owned businesses. State Rep. Greg Bonnen, M.D., was instrumental this legislative session in getting these two important programs placed into the Texas A&M University system as part of the Texas Engineering Experiment Station (TEES). For 100 years, TEES has performed groundbreaking engineering research and developed technology to address state and national problems. This provides a stable source of funding for SATOP / TAS into the future. SATOP Exhibits at Governor’s Small Business Workshop in League City BAHEP SATOP Director Bob Payne exhibited the SATOP program at the Governor’s Small Business Workshop hosted by the City of League City on Aug. 1, 2019. More than 50 small business owners and representatives visited the SATOP exhibit to learn about the free technical assistance.
