President’s Letter I just celebrated my 20th anniversary working at BAHEP. If there’s one thing I’ve learned over those years it’s that nothing is static. Something or someone somewhere is moving or changing. That makes the business of economic development challenging, interesting, and, honestly, at times very demanding. During the past year, we’ve all experienced the highs and lows of keeping the economy of the region and the world moving while COVID-19 has been doing its best to prevent that from happening. Our fight against this virus is not over, but the strides that we have made in protecting ourselves and others from its devastation have been nothing short of miraculous. Turning to the business of economic development, there is much that takes place behind the scenes. Months or even years can be spent on bringing a project to the region that often ends in disappointment. However, we learn from everything we do, and this experience just makes us better. With that said, I’m really excited to report that BAHEP has had five major wins take place since the end of December 2020. Projects Anchor, Surfboard,

The first three projects will be located at the Houston Spaceport, and what a success story that has turned out to be. Granted its license in 2015, the Houston Spaceport went from vacant land and a dream to a place where dreams are being realized today. BAHEP has participated closely with the Houston Airport System every step of the way, and it has been a very rewarding partnership. In other good news, we recently welcomed two new member cities — Hitchcock and Santa Fe — bringing the number of our member cities to 16. We also added several other great new members to our organization, and you can see who they are in our Membership section. As always, we sincerely appreciate the support of all of our members. Dan Seal distributed a brochure on the Dickinson Bayou Watershed Study to the International Maritime Advisory Committee to promote community awareness. BAHEP Strategic Plan for 2022 - 2024 BAHEP’s Strategic Planning Steering Committee is completing the revisions for the 2022-2024 Strategic Plan, based on a review by all BAHEP members. The plan will be different in four significant ways than pre-

vious BAHEP plans. First, it is a three-year rather than a five-year plan. Second, it takes into account BAHEP President Bob Mitchell's retirement and the search for his successor. Third, it elevates the importance of two themes the committee has heard over and over: the importance of workforce development and the critical need for a sustainable infrastructure, starting with the coastal barrier, but including much more. And fourth, the plan proposes that BAHEP not only leads regional economic development through its partnerships and initiatives but also begins the conversations about what we collectively want our region to be in the future.
Marketing Project Wins for Bay Area Houston During Past Year BAHEP’s major project wins in the past year are outlined below: Project Anchor (Collins Aerospace) On May 19, 2021, Collins Aerospace, a division of Raytheon Technologies, and the Houston Airport System announced plans for a new, eight-acre, 120,000 square-foot campus at the Houston Spaceport that will support spaceflight, host Houston’s first spaceflight

incubator, and bring 150 new jobs to the region. “For 45 years now, the Bay Area Houston Economic Partnership, BAHEP, has worked very closely with the aerospace community in Houston to help this very important industry cluster continue to be successful. The work Collins Aerospace has brought to Houston for nearly 40 years has provided valuable aerospace career opportunities for Houstonians,” BAHEP President Bob Mitchell said. Mitchell assisted Collins Aerospace by providing real estate options and available economic development incentives. Project Surfboard (Venus Aerospace) Venus Aerospace announced plans to locate its hypersonic spaceplane manufacturing at the Houston Spaceport on March 10, 2021. This project will create 40 jobs in its initial stages. The spaceplane will travel 12 times faster than the speed of sound at an altitude of 150,000 feet, which is high enough to see the blackness of space. The founders envision a future where high-speed travel connects Houston to other international cities. BAHEP assisted Venus Aerospace by providing interim real estate options and available economic development incentives. BAHEP Assists Project Axle (Axiom Space) On Dec. 22, 2020, Axiom Space announced plans to build a 14-acre headquarters campus at the Houston Spaceport. Axiom Space’s campus will train private astronauts and begin production of its Axiom Station — the world’s first free-flying, internationally available private space station that will serve as a hub for research manufacturing and commerce in low Earth orbit, according to the Houston Airport System. The partnership between Axiom Space and the Houston Spaceport is expected to bring more than 1,000 high-paying jobs.

Project 3D (Texas Injection Molding) Project 3D, a retention and expansion project, is the code name for Texas Injection Molding, which is building a new and larger facility, 65,000 SF, at Gulf Point Business Park in Houston on the Gulf Freeway at Scarsdale. BAHEP started working with the company in 2017 to find a site for a new location and completed assistance to the company in 2020. The company was unable to secure additional land for expansion at its current location in the Hobby Airport vicinity and needed to find a new location close to the existing facility for employee convenience.

BAHEP’s role in this major project was providing Axiom with real estate options for its location and available economic development incentives. BAHEP President Bob Mitchell assisted the Houston Airport System and Axiom Space in the development of a Memorandum of Understanding which led to land lease negotiations that culminated in the lease for Axiom’s headquarters campus.

Its business is custom plastic injection molding services for OEM manufacturing and consumer products. The company has 95 employees and will invest $6.5 million on this project. Project Exe (Celanese Corp.) BAHEP assisted the Celanese Corporation with an expansion project at its Fairway Methanol facility located in Pasadena by working with the La Porte ISD to provide a tax abatement through Chapter 313 of the Texas Property Tax Code.
Since this project was initiated, it has grown over time to see a capital expenditure of approximately $400 million with 25 new jobs created. The project expands capabilities for acetic acid production and increases methanol production to 1.7 million metric tons per year – roughly 125 percent of the original capacity. “Celanese is pleased to deliver on a historic milestone

achievement in methanol production using engineering leadership, manufacturing excellence, and chemical industry expertise,” said Senior Vice President Todd Elliott. “Methanol is a crucial raw material for the production of acetic acid and other key chemical products, and these expansions will enable Celanese to manage future productivity and growth configuration options for the world’s largest acetyl intermediates production facility as well as the production network of Celanese acetyls plants globally.” Galveston County Regional Economic Development Allies Weekly Meeting BAHEP participated in virtual meetings of the Galveston County Regional Economic Development Allies on April 21 and May 5, 2021, led by Dane Carlson, director of Galveston County Economic Development. Attendees reported on developments and related activities in their municipalities, including reports by Carlson on projects inquiring about opportunities in Galveston County. Joining the meetings were: Scott Livingston and Devin DePascal / City of League City, Alex Getty and Colleen Martin / City of La Marque, Tyler Robert / City of Hitchcock, Scott Jones / City of Dickinson, and Dan Seal and Barbara Cutsinger / BAHEP. John Cornyn requesting the senator to support the San Jacinto College’s request for Federal Community Project Funding for the EDGE Center at the Houston Spaceport. Mitchell wrote, “It would provide additional equipment and would allow the college, along with other regional and industry partners, to address the critical need for trained technicians. This would facilitate growth at the Houston Spaceport and the EDGE Center as well.” Letter of Support for All Trusted Programs within Office of the Governor BAHEP President Bob Mitchell signed on to a letter from 60 chambers of commerce and business associations requesting that Sen. Jane Nelson, chair of Senate Finance Committee, Rep. Greg Bonnen, M.D., chair of House Appropriations, and the Senate and House Budget Conferees support all of the Trusted Programs within the Office of the Governor, including the Texas Enterprise Fund (TEF), Moving Image Industry Incentive Program, and Governors University Research Initiative (GURI).

Letter of Support for Senate Bill 1102 BAHEP President Bob Mitchell wrote a letter of support for Senate Bill 1102, Reskilling and Upskilling Through Education (TRUE), to Brandon Creighton, chair of the Senate Committee on Higher Education. In part Mitchell wrote, “TRUE will not only reskill and upskill the Texas workforce but will engage our business community in the development of new industry-aligned credential programs to meet new

TexSpace is in the process of applying for a 501(c)(3) designation, continuing to enhance its website, and talking to potential funding organizations. TexSpace, through BAHEP, is in the process of helping a tech start-up locate affordable facility space in our region.

Bay Area Houston Advanced Technology Consortium (BayTech) BayTech was formed by BAHEP and has built a network of partners across multiple industries and academia creating a resource pool which will be drawn on as collaborations are identified and research funding is pursued. BayTech’s goals are to 1) acquire public and private research and technology development funding for the Bay Area Houston region; 2) secure customers for, and provide simplified access to, NASA Johnson Space Center’s capabilities and facilities through its Space Act Agreement; and 3) pursue partnerships to support technology development. NASA JSC Test Facility Support For calendar year 2021 to date, BayTech has executed approximately $37K in agreements with commercial companies for the use of NASA Johnson Space Center (JSC) facilities and capabilities, with another $15K in agreements being worked. The customers BayTech supports with this work include traditional aerospace organizations, oil and gas suppliers, and electrical and hardware suppliers, with several new companies seeking this support in 2021. Certified Manufacturing Technician Training BayTech (Bay Area Houston Advanced Technology Consortium) has submitted a Wagner-Peyser grant proposal to the Texas Governor’s Office proposing to train unemployed high school graduates and others as certified composite technicians and certified electrical technicians. This training will be delivered by the San Jacinto College EDGE Center for advanced manufacturing training, located at the Houston Spaceport. Students who complete the training and pass a composites certification test or electrical certification test will be awarded this nationally recognized industry certification. BayTech will work industry partners to facilitate their placement into industry thereby helping to create a pipeline of needed technician talent.

This is accomplished by utilizing the vast engineering expertise of NASA and participating Alliance Partners (NASA contractors, subcontractors, or colleges). SATOP is designed to speed the transfer of the U.S. Space Program’s knowledge and technology to the private sector, to provide economic benefits to the community, and to raise public awareness of the Space Program.
Space Alliance Technology Outreach Program (SATOP)
SATOP Provides Assistance to Small Business Owners SATOP worked on 10 requests for technical assistance (RTAs) from small businesses and held meetings with three other businesses that were seeking a partnership with SATOP. Six of the 10 RTAs were closed, and four RTAs are still active. They are either in work, or SATOP is seeking an Alliance Partner that will provide technical assistance. One of the active RTAs submitted by a minority-owned medical device manufacturer is scheduled for Alliance Partner Texas A&M University’s Summer Internship Class. Three student teams led by three professors will work on various aspects of the project.
What is SATOP? The Space Alliance Technology Outreach Program (SATOP) is a State of Texas funded program that helps small businesses, especially minority- and

help. Another small business owner was seeking CAD drawing assistance for an exercise machine he has developed. The requestor was referred to a small business development center. SATOP Alliance Partner College of the Mainland (COM) provided positive information to a small minority-owned business. This small business owner needed information on fast-acting yeasts for his home beer-making machine. SATOP organized a meeting between the requestor and a COM professor who has a specialty in beer making and yeasts. The professor concluded, based on his research and personal experiences, that there are no fast-acting yeasts. The professor made several recommendations, including a suggestion that the requestor develop and market his beer-making pods for existing home beermaking machines. Three small businesses withdrew their requests for technical assistance. The requests were out-of-scope for SATOP, and, subsequent to meetings with SATOP, each small business withdrew the request. SATOP held meetings with the three businesses that were interested in either a partnership or some form of collaboration. Each business has a specialty that could be helpful to SATOP clients that need help not provided by SATOP. These include product commercialization, marketing, and software development. SATOP will consider referring its clients to one of these businesses but only if the client agrees to be contacted. Publicity and Promotions SATOP gave two virtual presentations to small businesses during this report period. The first presentation was to the ION Accelerator for minority business enterprises on April 21, 2021. The ION, located in Houston, Texas, is home to a collection of small business incubators and accelerators. Twenty-six business owners attended this meeting. The second presentation was given to small businesses and startups during the Houston Tech Rodeo, held on May 18, 2021. Twenty-eight small businesses attended this presentation. The Small Business Administration – Houston office organized the Houston Tech Rodeo session for SATOP. The SBA has been a terrific partner for SATOP.
