The Bay Area Houston Economic Partnership is successful due to its many and diversified partnerships. Our greatest asset, however, is our members. Throughout 2016, these members volunteered an unknown number of hours in support of this organization. They helped us to stage a truly incredible 40th Anniversary Celebration. We received input from over 400 individuals in the development of our 2017-2021 Strategic Plan, and we are so grateful to those who served on the Strategic Planning Committee. As we get settled into the new year, we are making preparations to travel to Austin to present our legislative agenda to the 85th Legislature. BAHEP’s Political Protocol Committee has spent months working on the agenda, which addresses issues that are so important to this region. We’re also gearing up to travel to Washington, D.C., in February to meet with freshmen congressional representatives to help educate them about the im-

portant role that NASA plays in both our economy and our leadership position on the world stage. Our Citizens for Space Exploration / Texas will be part of a much larger delegation visiting Capitol Hill again in May. These committees and BAHEP’s other committees — the Aerospace Advisory Committee, Small Business Committee, International Maritime Advisory Committee, Education & Workforce Development Committee, Health Care Committee, Space Center Volunteers, Team NASA, the Quasar Award Banquet Committee, and Ellington Field Task Force — are the engines that drive the BAHEP machine. Their efforts to make Bay Area Houston a wonderful place to live, work and play are truly appreciated.

(TX36) spoke on “The Reality of Deep Space Exploration – Leadership, Policy, Planning, Resources and Partnerships” at the Oct. 26, 2016, general membership meeting of the Bay Area Houston Economic Partnership held at Lakewood Yacht Club in Seabrook, Texas. More than 125 elected officials, business leaders and educators attended the event. Elected to Congress in 2014, Rep. Babin is chairman of the House

Space Subcommittee, which has legislative jurisdiction and congressional oversight authority over all matters relating to U.S. national space policy, including NASA and space commercialization. Congressman Babin covered a lot of ground in his insightful, informative speech. In part he stated, “Politics always plays a role in space policy. Protecting NASA human spaceflight budgets and exploration budgets are my top priorities. NASA needs to stick to its primary purpose of human spaceflight and exploration, or it will continue to suffer unnecessary setbacks.” He spoke of the ongoing testing of the Orion crew module and the SLS launch system saying, “These are truly exciting times for us, which is why it is critical that NASA’s human spaceflight programs be THE funding priority within NASA.” The congressman also supports keeping the International Space Station, ISS, flying for as long as possible saying, “It’s important for Congress to fully fund this program.” Rep. Babin spoke of the Texas Space Congressional Caucus, which he established and co-chairs along with Rep. John Culberson. The caucus’s principal aim is to bring focus to the Johnson Space Center programs that are essential to the center. He said, “I believe that a strong JSC leads to a stronger human spaceflight program and a more robust overall space industry.” BAHEP Participates in Trade and Economic Roundtable with Congressman Randy Weber BAHEP President Bob Mitchell and other business leaders from around the region met with Congressman Randy Weber (TX Dist. 14) on Sept. 19, 2016, for a roundtable discussion of issues involving trade and the economy and how they affect the Bay Area Houston region. The roundtable was hosted by the League City Regional Chamber of Commerce.

BAHEP Supports the Galveston County Transportation Summit The inaugural Galveston County Transportation Summit, organized by Bix Rathburn, Ph.D., director of Economic Development, Galveston County, was held on Sept. 1, 2016. This event brought together more than 600 attendees to hear updates on a full array of highway, transportation and construction activities that are currently underway in Galveston County and the region. BAHEP sponsored this event by purchasing a table and hosted State Senator Larry Taylor, U.S. Congressman Randy Weber, Kemah Mayor Carl Joiner, Seabrook Mayor Glenn Royal and other guests. Seabrook Economic Development Summit Addresses Highway 146 Expansion Project BAHEP President Bob Mitchell, Membership Director Harriet Lukee and Marketing Manager Barbara Cutsinger attended the Seabrook Economic Summit held at the new Tookie’s Seafood on Nov. 2, 2016. While over 50 economic development professionals, elected officials and other community leaders enjoyed a delicious lunch, Mayor Glenn Royal gave an update on the City of Seabrook’s new developments and new branding initiatives. Seabrook’s Economic Development Director Paul Chavez and City Manager Gayle Cook followed Mayor Royal with interesting information on available commercial real estate, business incentives and Seabrook’s State Highway 146 expansion project. Included in the presentation by Chavez and Cook was a Geographic Information System (GIS) schematic depicting the SH 146 expansion. BAHEP Hosts 2017 Legislative Tour Planning Meeting BAHEP’s Jimmy Spence and Harriet Lukee met with Jackie King of Sen. Larry Taylor’s office, Fay Picard of Rep. Greg Bonnen’s office, as well as Kathryn McLaurin of the NASA JSC Legislative Affairs Office on Nov. 3, 2016, to begin planning for the 2017 legislative tour of Bay Area Houston region, which will take place on March 9-11, 2017. This legislative tour will give BAHEP the opportunity to familiarize Texas lawmakers with important initiatives that BAHEP supports in the region, such as a fully-funded NASA budget and construction of a coastal spine for storm surge protection. BAHEP Participates in Export-Import Bank Conference Call on Reauthorization of Full Lending Power BAHEP Marketing Manager C.A. Shields participated in a conference call on Nov. 17, 2016, arranged by the National Association of Manufacturers regarding preserving the Export-Import Bank of the United States. Supporters

of the nation’s only export credit agency have been urging congressional lawmakers to restore the bank’s full lending powers during the lame-duck session. Business leaders have been making one last push to convince Congress to pass a provision that would temporarily lower a quorum requirement so the agency can approve loans of more than $10 million. The bank now has only two confirmed board members, which means that one more is needed to approve larger transactions that are in the pipeline.

Storm Surge Protection Initiative Bob Mitchell Testifies at Public Hearing on Coastal Barrier System BAHEP President Bob Mitchell was invited to testify before the Texas Legislature’s Joint Interim Committee to Study a Coastal Barrier System, co-chaired by Sen. Larry Taylor and Rep. Joe Deshotel, on Oct. 5, 2016. Mitchell told the committee that BAHEP believes that the coastal spine alternative is the best available storm surge protection system for the Houston Ship Channel, Galveston Bay and surrounding region. He said that storm surge protection is so important to BAHEP that the organization has been working on the issue since Hurricane Ike devastated portions of the region in 2008. Mitchell cited the many initiatives undertaken by BAHEP to help facilitate the construction of a coastal spine. Testimony was also provided by Texas A&M University at Galveston, Rice University, East Harris County Manufacturers Association, the General Land Office, Galveston Bay Foundation, Dannenbaum Engineering and the Gulf Coast Community Protection and Recovery District. BAHEP Works with Congressional Staffers on Future Funding for the Coastal Spine BAHEP President Bob Mitchell hosted a meeting with staff members from the offices of Congressmen Pete Olson, Brian Babin and Randy Weber to discuss future legislation for funding the construction of the coastal spine protection system. BAHEP Speaks on Storm Surge Protection BAHEP Executive Director for Special Initiatives Dan Seal participated in Council Member Dave Martin’s local Town Hall meeting on Oct. 13, 2016, at Space Center Houston. Council Member Martin hosted approximately 70 community members at the Town Hall meeting. Seal was invited to update the audience on the Gulf Coast Community Protection and Recovery District’s

(GCCPRD) overall strategy to keep the storm surge out of the Houston Ship Channel and Galveston Bay by using a coastal spine, often referred to as the “Ike Dike.” For the Central Region of this study, which includes Chambers, Harris and Galveston counties, the GCCPRD has recommended the High Island to San Luis Pass Coastal Spine. According to the study, the coastal spine provides a region-wide reduction in storm surge that extends from the Gulf of Mexico to Houston, providing enhanced protection for communities located along the shoreline of Galveston Bay and industry located along the Houston Ship Channel.

Marketing BAHEP’s 2016 Broker/Developer Reception is Huge Success The Broker/Developer Reception, held on Nov. 2, 2016, showcased BAHEP’s municipal members’ opportunities to brokers and developers. The event also highlighted commercial activities within the Bay Area Houston region. BAHEP had representatives from more than 50 commercial real estate and related companies. Municipal members participating were City of Dickinson, City of El Lago, City of La Porte, City of League City, City of Morgan’s Point, City of Pasadena, City of Seabrook, City of Taylor Lake Village and City of Webster. BAHEP Helps Port Houston with Cold Storage Facilities Projects BAHEP Marketing Managers Jimmy Spence and C.A. Shields met with Jordan Frisby of Port Houston to discuss Foreign Trade Zone projects on which Port Houston is working in conjunction with BAHEP, as well as Port Houston’s desire to bring more refrigerated storage to the Houston area. BAHEP is looking for available property in the area for potential sites for cold storage facilities and identifying obstacles to placing such facilities.

Singapore Economic Development Board Visits BAHEP BAHEP President Bob Mitchell met with representatives from the Singapore Economic Development Board (EDB) on Oct. 31, 2016, to discuss possible opportunities between regional companies and Singapore companies. The EDB is Singapore’s lead government agency for planning and executing strategies towards shaping the future of Singapore’s business and economy. BAHEP Helps Facilitate Symposium, Synergies between Two Chemical Hubs: Belgium & Texas BAHEP attended and helped to organize a symposium, Synergies between Two Chemical Hubs: Belgium & Texas, held at the George R. Brown Convention Center, on Dec. 9, 2016. ESSENSCIA, the Belgian Federation for Chemistry and Life Sciences industries, and EHCMA, the East Harris County Manufacturers Association, provided representatives to discuss the chemical clusters in each region. Dow Chemical’s Monty Hines, chairman of EHCMA, and EHCMA Executive Director Craig Beskid kicked off the meeting by welcoming the foreign delegation and giving an overview of EHCMA and the regional chemical industry. Yves Verschueren then followed by covering the chemical clustering in Ghent, Antwerp, and Belgium’s interior industrial areas. Wim Dillen and Daan Schalck both covered the extension and modern port facilities of Belgium. A panel discussion featuring Belgian and U.S. chemical companies focused on open collaboration and innovation practices. This was then followed by a visit from Her Royal Highness Princess Astrid of Belgium. This symposium was part of the Belgian Economic Mission to Texas reported by BayTech on page 7.

Government of South Korea Delegation Tours Bay Area Houston Members of the Korean Trade-Investment Promotion Agency (KOTRA) and the Board of Audit and Inspection of the Republic of Korea (BAI) visited Bay Area Houston on Dec. 13, 2016, to learn about the region and tour the Houston Ship Channel and Bayport Industrial District.

A goal is to develop an innovation/incubator center that will promote development in the space and aviation sectors. Machuca’s Spaceport presentation was followed by city and county reports.

The group was interested in an overview of the region, including core industries and economic generators. The tour began at the BAHEP office where Marketing Manager C.A. Shields gave the group a summary of BAHEP’s industry clusters, demographics, infrastructure, and overview of recent capital investments.

BAHEP’s Mitchell Addresses Houston Chemical Association Monthly Meeting BAHEP President Bob Mitchell gave an update on regional issues, including the storm surge protection initiative, transportation mobility and workforce development, to the Houston Chemical Association (HCA) during its Oct. 6, 2016, meeting. The HCA meetings, held at the Doubletree Hotel in downtown Houston, are hosted by the association monthly to promote the education of its members and the public by gathering and distributing information of general interest within the field of chemical manufacture and distribution.

The visiting delegation was interested in low-cost natural gas as both an energy source and as feedstock for potential chemical projects. The delegation was impressed by Port Houston’s facilities in Bayport and Barbours Cut, as well as the surrounding resources on which local industries have come to rely. BAHEP Markets Region at ICSC Texas Deal Making Conference BAHEP exhibited at the International Council of Shopping Centers (ICSC) Deal Making Conference in Dallas on Oct. 6-7, 2016. ICSC is the premier annual event for retail marketing. BAHEP, represented by Marketing Manager Barbara Cutsinger, shared the exhibit booth with member municipalities. Municipal representatives were Angela Forbes, City of Dickinson; Wendy Ellis, City of Kemah; Scott Livingston, City of League City; and Karen Coglianese, City of Webster. The ICSC Conference attracted more than 4,000 attendees and 250 exhibitors. Booth visitors included local brokers and developers. This annual event is a great opportunity for owners, developers, retailers, brokers, lenders, municipalities, property asset managers and product and service providers to gather under one roof to exhibit, make deals and form successful business partnerships. BAHEP Hosts Prospect Review Meeting BAHEP marketing staff members conducted a Prospect Review meeting on Nov. 30, 2016, to review new projects, as well as give updates on older projects, with city, county and BAHEP member representatives. Upcoming marketing opportunities and trends were also discussed. Included in the discussions were the 36 projects in Bay Area Houston. Bob Mitchell Quoted in Houston Chronicle Article, The New Space Race A Houston Chronicle article on Nov. 15, 2016, included an interview with Bob Mitchell, president of the Bay Area Houston Economic Partnership. Mitchell said that Boeing, Sierra Nevada, SpaceX and other big players created opportunities for smaller companies to enter the space business, but in Houston, he stated, the creation of commercial space companies was largely driven by a need to test experiments on the space station. He said the region has 47 space-related aerospace companies employing from five to 1,700 people. KTRH Radio Broadcasts Live Interview with Bob Mitchell on Future of NASA BAHEP President Bob Mitchell was interviewed by KTRH radio on Nov. 16, 2016. Mitchell provided com-

Special Initiatives Preserve NASA Funding Levels BAHEP Hosts NASA Headquarters Legislative Affairs Official BAHEP Aerospace Marketing Manager Jimmy Spence hosted Rebecca Lee, the newly-appointed NASA deputy associate administrator for Legislative Affairs, at BAHEP’s Aerospace Advisory Committee (AAC) meeting on Nov. 3, 2017. New to NASA, Lee has been touring NASA centers to familiarize herself with the agency. After briefing her about BAHEP and the AAC, members of the AAC offered opinions regarding the operations of the space program.

Lee assured the group that she looks forward to working with it going forward and to the report following the Citizens for Space Exploration trip in May 2017 to meet with members of Congress to explain the importance of NASA to the nation’s economy and national security. BAHEP has been working for years to develop and maintain relationships with aerospace industry leaders, law makers, and NASA to ensure that Johnson Space Center remains healthy for the good of the regional economy. BAHEP Sponsors Breakfast Meeting at 2016 SpaceCom Conference BAHEP staff members attended the Space Commerce Conference and Exposition (SpaceCom) on Nov. 15-17, 2016, to network with other attendees and develop project leads. The purpose of SpaceCom is to bring together multiple market segments that currently use or benefit from the use of space applications. During the conference, Spence met with several companies interested in Bay Area Houston and being in proximity to NASA JSC. The BAHEP Aerospace Advisory Committee sponsored a breakfast meeting on the third day of the conference and used the opportunity to promote the annual Citizens for Space Exploration trip to Washington, D.C., to conference attendees. BAHEP has been involved with SpaceCom since its inception and was excited to see a second successful year of the event. Congressional Representatives and Area Mayors Tour Boeing Astronaut Trainers at JSC On Sept. 28, 2016, BAHEP’s Jimmy Spence toured the new Boeing CST-100 Starliner Crew Part-Task Trainers at the Jake Garn Training Facility at Johnson Space Center. In attendance were Mayor Mark Denman, Nassau Bay; Mayor Jon Keeney, Taylor Lake Village; and representatives from the offices of Sen. Ted Cruz, Rep. Brian Babin, Rep. Randy Weber, Rep. Pete Olsen, Rep. John Culberson and the office of Houston Mayor Sylvester Turner. The installation of the Part-Task Trainers marks the first step in creating the training facilities for the Boeing Starliner and a major milestone in the development of NASA’s Commercial Crew Program. BAHEP supports the Commercial Crew Program as part of NASA’s Journey to Mars and has been working to keep competencies, such as astronaut training, at NASA JSC.

Texas Aerospace and Aviation Advisory Committee Works on Strategic Plan BAHEP President Bob Mitchell, a member of the Governor’s Aerospace and Aviation Advisory Committee, traveled to Austin on Oct. 18, 2016, to participate in the committee’s fourth meeting of 2016. The committee is focused on developing a long-range strategic plan for the State of Texas. BAHEP Participates in NASA JSC Super Bowl Working Group BAHEP Marketing Manager Jimmy Spence attended the NASA JSC Super Bowl working group meetings on Oct. 14 and 28, 2016. The purpose of these meetings is to identify and take advantage of opportunities Super Bowl LI has to offer NASA and the Johnson Space Center. BAHEP has been invited to participate in the working group to provide marketing insights to the Super Bowl events.

Bay Area Houston Advanced Technology Consortium (BayTech) What is BayTech? BayTech was formed by BAHEP and has built a network of partners across multiple industries and academia, creating a resource pool which will be drawn on as collaborations are identified and research funding is pursued. BayTech’s goals are to 1) acquire public and private research and technology development funding for the Bay Area Houston region; 2) secure customers for, and provide simplified access to, NASA JSC’s capabilities and facilities through its Space Act Agreement; and 3) pursue partnerships to support technology development. BayTech Partners with Belgian Trade Commission Office BayTech has partnered with the Belgian Trade Commission office in Houston in the planning activities for the Belgian Economic Mission to Texas. This is a Belgian trade delegation of 240 participants led by Her Royal Highness Princess Astrid of Belgium. This delegation visited Austin, San Antonio, College Station, and Houston. The delegation spent two days in Houston on Dec. 8–9, 2016. BayTech attended a reception hosted by His Excellency Dirk Wouters, Ambassador of the Kingdom of Belgium to the United States of America, on Dec. 8, 2016. BayTech has led the effort since last spring, along with the Belgian Trade Commission, for HRH Princess Astrid

and a group of Belgian ministers and business leaders to tour NASA Johnson Space Center. Following that tour, BayTech attended a ceremony at Katoen Natie for the inauguration of the Katoen Natie Chambers Logistics Terminal in Baytown. The ceremony was attended by HRH Princess Astrid. BayTech Executes Agreements with NASA JSC Facility Support BayTech executed agreements valued at approximately $100,000 through November 2016, utilizing, through its Space Act Agreement (SAA), the NASA Johnson Space Center (JSC) Receiving, Inspection, and Test Facility (RITF). BayTech continues to work with JSC Engineering to offer access to engineering services to the University of Houston Subsea Institute and other commercial customers. BayTech Continues Activities to Provide Cybersecurity Training BayTech continued in its 2016 WagnerPeyser grant activities providing cybersecurity training, cybersecurity awareness workshops and tabletop exercises. The cybersecurity training through the University of Houston, University of Houston-Clear Lake, and San Jacinto College was completed in September 2016. A total of 22 participants successfully completed the 320-hour training program. BayTech, along with its partner Workforce Solutions, has been engaged in placing the participants in industry. To date, five have been placed. BayTech conducted four cybersecurity awareness workshops during 2016 on April 22, July 8, Sept. 22, and Nov. 18. The workshop conducted on Sept. 22 took place at Galveston Community College and

featured a speaker from the FBI discussing current trends and threats in cybersecurity, as well as strategies for protecting an organization’s systems and information. This workshop was attended by 50 people representing 34 organizations. The workshop conducted on Nov. 8 was held at the Courtyard by Marriott NASA Clear Lake and featured a speaker from The Federal Reserve Bank of Dallas – Houston Branch discussing issues that are plaguing business owners, such as corporate account takeovers, credit card fraud, ransomware, and other trending cyber attacks and how to protect an organization. This workshop was attended by 24 people representing 19 organizations. BayTech conducted a two-part cybersecurity tabletop exercise (TTX) designed to foster collaboration and communication among the various stakeholders in the Bay Area Houston region, as part of a coordinated response to the various types of real -world cyber threats, and to provide resources and start participants on the path of developing a cyber incident response plan for their organizations. The TTX was attended by representatives from the cities of League City, Seabrook, Kemah, La Porte, and Houston, the University of Houston (UH), UH Victoria, Galveston County, the U.S. Coast Guard, the FBI, MEI Technologies, and Community Strategies. This TTX is the logical follow-on to the two previously conducted TTXs from past Wagner-Peyser grants on Dec. 4, 2014, and Nov. 6, 2015, and leverages the findings and recommendations from those TTXs. BayTech Awarded Grant to Provide Fiber Optic Technician Training for Military Veterans BayTech was awarded a Wagner-Peyser grant through the Texas Governor’s Office to provide fiber optic technical training to unemployed military veterans, followed by placement into the fiber optic

Space Alliance Technology Outreach Program (SATOP) What is SATOP? The Space Alliance Technology Outreach Program (SATOP) is a State of Texas funded program that helps small businesses faced with technical challenges by providing up to 40 hours of FREE technical assistance for qualified requests. This is accomplished by utilizing the vast engineering expertise of NASA and participating Alliance Partners (NASA contractors, subcontractors or colleges). SATOP is designed to speed the transfer of the U.S. Space Program’s knowledge and technology to the private sector, to provide economic benefits to the community, and to raise public awareness of the Space Program. SATOP’s Marketing Reaches Small Businesses Seeking Technical Assistance The SATOP team has been hard at work promoting the program at tradeshows, expos and other community events. The numbers speak for themselves: 10 small businesses have requested technical assistance and seven small businesses have currently qualified for the program. This quarter the Texas businesses entering the SATOP program represent various industries. Typical industries include oil and gas, medical supplies and equipment, and recreational. However, small businesses in unique industries, such as wastewater treatment, aviation, fashion, maritime and more, have connected with SATOP seeking expertise that is otherwise not readily available to the public sector. The following highlight summarizes a recent marketing activity. SATOP Exhibits at 2016 AmCon Design & Contract Manufacturing Expo On Oct. 4-5, 2016, SATOP Director Bob Payne exhibited at the 2016 AmCon Design & Contract Manufacturing Expo in Dallas, Texas. The Expo had a wide range of manufacturers exhibiting their products and services, including assembly, fabrication, electronics design and manufacturing, machining, prototyping and forming. Payne identified 13 manufacturers that indicated a strong interest in receiving SATOP’s technical assistance. One additional company, which is in the process of relocating

from North Carolina to North Texas, expressed interest in receiving technical assistance after it completes the move to Texas. TMAC’s Metroplex Regional Center in Dallas, Texas, shared its exhibit booth with SATOP, providing the opportunity to promote its services not only to the exhibitors but also the tradeshow attendees.
