Letter From the President
The close of third quarter of the year is rapidly approaching. I’m excited to share with you the highlights of BAHEP’s work that has been accomplished through a great team effort thus far in 2023. This coordinated effort across business, industry, government, and international borders is detailed in the following pages.
I am happy to report that our membership base has grown over the past months. Our outreach initiatives have resonated with individuals who share our vision of a vibrant economy that offers opportunity for everyone. BAHEP’s newly formed Membership Engagement Committee will play a vital role in welcoming new members and fostering a sense of community among all members.
Building meaningful collaborations has always been a priority for us. Our strategic partnerships with our members, 18 member cities, Harris and Galveston counties, elected leaders, and the academic community have opened doors to shared resources, expertise, and broader avenues for positive impact. These partnerships are vital to BAHEP’s continued success.

Through its highly successful partnership with San Jacinto College’s EDGE Center at the Houston Spaceport, certified advanced manufacturing training is providing exceptional career opportunities for unemployed high school graduates and others and a welltrained workforce for industry.
The BAHEP marketing staff is currently working on 25 projects for Bay Area Houston. The majority of the projects are in manufacturing or related projects. The BAHEP staff has also worked with a number of our member cities in their economic development efforts that include marketing, redevelopment initiatives, and comprehensive planning.

TXU Recognizes BAHEP with Leadership in Community Award
BAHEP was recognized with TXU Energy’s annual “Leadership in Community” award during the TXU Energy Summit held in Houston, Texas, on May 3, 2023. Gabe Castro, TXU Energy senior vice president of Business Markets, said, “TXU Energy is proud to recognize the Bay Area Houston Economic Partnership (BAHEP) for its 47
years of service to Harris and Galveston counties. BAHEP engages more than 280 investor companies, business professionals, local governments, and education institutions to power the economy with new business and jobs.

BAHEP Hosts Congressman Babin for Discussions

Kim Morris organized a meeting with Congressman Brian Babin (TX Dist. 36) on Feb. 16, 2023, to discuss BAHEP accomplishments in workforce development and education for local industries, especially the aerospace industry. Congressman Babin was given a tour of the EDGE Center located at the Houston Spaceport where technicians are receiving electrical, composites, and structures training through the BayTech (Bay Area Houston Advanced Technology Consortium) WagnerPeyser Grant.
BAHEP Hosts ‘Fireside Chat’ with Leaders from Higher Education
On May 31, 2023, Bay Area Houston Economic Partnership hosted a “fireside chat” with five distinguished regional leaders from higher education. The late afternoon event, held at the Hilton Houston NASA Clear Lake, was well attended by members of the organization. The conversation focused on recent legislation, funding, and the impact of these institutions on economic development.

a significant point of discussion as it passed unanimously in both the Texas House and Senate. It is seen as transformational for community colleges, proposing changes to funding models and leading to increased support.
During the forum, the panelists addressed the importance of strategic partnerships, community engagement, and the development of various industry sectors in the region. They spoke about the roles and achievements of their institutions and emphasized the need to respond to the changing demands of the community and industry. Also highlighted were the initiatives taken by community colleges to ensure their students receive a comprehensive education and are ready for the workforce.
BayTech Works on Successful Wagner-Peyser Grant
BayTech (Bay Area Houston Advanced
Technology Consortium) is currently working on a highly successful WagnerPeyser Grant awarded through the Texas Governor’s Office. The purpose of the grant is to train unemployed high school graduates and others as certified composite technicians, certified structures technicians, or certified electrical technicians. The training is being delivered by the San Jacinto College EDGE Center for advanced manufacturing training located at the Houston Spaceport.
As the Wagner-Peyser Grant is in its fourth quarter, there are currently 35 participants enrolled in the program. Ten participants are enrolled in the electrical technician tract, 15 enrolled in the structures technician tract, and 10 enrolled in the composite technician tract.

Education Committee
Addresses Transportation and Aerospace Needs
As 2023 began, BAHEP’s Education and Workforce Development Committee launched an initiative to review the workforce needs and the educational implications for the region’s major business sectors with an initial focus on
transportation and aerospace.
Transportation
On Jan. 19, 2023, the committee had an in-depth meeting with senior leaders from the transportation and related construction services sectors. These leaders reminded committee members of the extensive road construction work going on in the area (i.e. I-45 in Webster to Galveston, Highway 146 in the Seabrook and Kemah area, and the pending Grand Parkway extensions) and how important this is to the economic vitality of the region. They also spent time looking ahead to the significant construction work on the horizon as “dirt begins to fly” on the Coastal Barrier project.
Education leaders gained a renewed appreciation for the workforce challenges and encouraged the business leaders to explore partnerships with schools that could provide talent that met their needs. One outgrowth of this particular meeting was that the Bay Area Houston Transportation Partnership (BAYTRAN) began exploring more internships and externships with interested educational institutions.
Aerospace
The Education and Workforce Development committee meeting on March 23, 2023, had in-depth conversations with leaders in the aerospace sector to learn about their workforce needs, both now and into

the future. It was decided to hold a future session to focus on the workforce needs of the commercial/ entrepreneurial space sector.
Workforce Development for NASA Johnson Space Center Community
BAHEP President Brian Freedman met with NASA JSC Deputy Director Stephen Koerner and Jacobs ESC Group Vice President & General Manager Dr. Joy Kelly on Feb. 16, 2023, to discuss issues surrounding workforce development for the aerospace community. Freedman discussed the BAHEP workforce development initiatives of its Education and Workforce Development Committee and the collaborations with the Houston Airport System and San Jacinto College and its EDGE Center at the Houston Spaceport that provides certified technicians for the local industries.
BAHEP Contributes to Clear Creek ISD Visioning
BAHEP President Brian Freedman participated in a Clear Creek ISD strategic planning meeting, Visioning, on Jan. 20, 2023, to provide input to an update of the district’s strategic plan. The mission of the Clear Creek ISD states, “The visionary leader igniting learning for all, is to ensure each
student achieves, contributes and leads with integrity in a safe and nurturing environment distinguished by authentic relationships, service before self and the spirit of exploration.” To achieve this, the strategic plan for 2020-2026 needs to be periodically reassessed and updated.

With an increase in the state budget and a substantial surplus, Gov. Abbott initiated a special session focusing on property tax relief with a potential $17 billion tax cut.

mitigation and $5 billion to TXDOT to help with road projects. The session also saw significant infrastructure investments like $550 million for the Army Corps of Engineers and $1 billion for the Water Development Board.
BAHEP Meets with Mayor Turner to Discuss Priorities
BAHEP President Brian Freedman attended a lunch meeting with Houston Mayor Sylvester Turner on April 3, 2023, to discuss regional economic development priorities and future issues to include the Houston Spaceport, storm surge protection and the Gulf Coast Protection District, and the initiative to promote Houston, the Space City, as the best location for new commercial space companies.

NASA JSC Small Business Conference Attendees Learn about BAHEP Special Initiatives
BAHEP President Brian Freedman gave a presentation to the NASA Johnson Space Center (JSC) Small Business Council’s “Looking to the Future Conference” on April 13, 2023.
Freedman’s presentation to an audience of more than 150 attendees included information on BAHEP’s economic development projects and special initiatives to include the initiative to grow the commercial space ecosystem in the Houston region.
In addition to a slate of presentations, the conference, held at the NASA JSC Gilruth Center, hosted a matching event for small businesses and startups.
Council of Mayors Briefed on Flooding Issues
BAHEP conducted a Council of Mayors meeting on May 25, 2023. Following an update from each mayor on his respective city, the Texas Director of the American Flood Coalition (AFC), Chase Kronzer, gave a presentation on the AFC’s work to protect communities vulnerable to flooding and sea level rise and advance legislative priorities to this end.
Kronzer stated that protecting communities vulnerable to flooding and sea level rise is a statewide issue that must be met with statewide solutions. It is vitally important to our well-being, economic strength, and security.

On April 3, 2023, BAHEP President Brian Freedman and Executive Director for Economic Development Dan Seal visited the Ellington Field Joint Reserve Base (JRB) to meet with Base Commander Col. Travis Walters as well as Congressman Bryan Babin (TX District 36), and Babin’s chief of staff, Steve Janushkowsky. Topics discussed included the expansion of future military operations at Ellington Field JRB.

FEMA Rate Risk 2.0 Flood Insurance Changes have Huge Negative Impact on Homeowners
BAHEP continues to partner with the Coalition for Sustainable Flood Insurance (CSFI) advocating for affordable and inclusive flood insurance through the National Flood
Insurance Program (NFIP). During recent meetings involving stakeholder members of the CSFI, it was announced that the FEMA implementation of Risk Rating 2.0 for the National Flood Insurance Program continues to

negatively impact the cost of homeowners’ flood insurance policies.
FEMA has proposed to eliminate grandfathered policies, properties built in compliance with the Federal Insurance Rate Maps (FIRM) that were effective at the time of construction. This would result in a significant premium increase for many policyholders.
Ten states, including the State of Texas, filed a lawsuit in June 2023 against FEMA declaring, among other reasons, that Risk Rating 2.0 is unconstitutional. An online form is available to express concern about flood insurance rates and interest in joining the litigation. This form can be used by any individual NFIP policyholder or government representative from any state. The form will collect contact information from concerned parties. Furthermore, the form has fields for (1) describing concerns about a personal flood insurance situation (or the situation in your area) and (2) expressing interest in joining legal action.

BAHEP Collaborates with City of League City on Regional Tourism Promotions
BAHEP President Brian Freedman met Stephanie Polk, League City Convention and Visitors Bureau manager, and Bridgett Bear, South Shore Harbour Resort and Conference Center director of Sales and Catering, on May 2, 2023, to discuss tourism and how BAHEP can work with the League City Convention and Visitors Bureau. League City has taken a lead with regional tourism promotions and is working to ensure that Bay Area Houston is represented in important destination marketing programs.
BAHEP Participates in City of Santa Fe Comprehensive Plan
BAHEP Executive Director for Economic Development Dan Seal attended the City of Santa Fe Comprehensive Advisory Committee meeting at Santa Fe City Hall on May 1, 2023. Seal participated in the final review of the draft copy of the city’s comprehensive plan which is being developed by Kimley Horn Consultants.

BAHEP Executive Director for Economic Development Dan Seal provided an economic development workshop to City of La Marque leaders during an Economic Development Corporation board meeting on June 8, 2023. Attendees included City of La Marque Economic Development Corporation Board members and City Council members. Seal’s presentation topics covered the importance of economic development and how BAHEP can assist in these areas.
City of Texas City Hosts BAHEP for Tour and Planning Discussions
BAHEP President Brian Freedman and Marketing Manager Barbara Cutsinger were given a driving tour of the industrial area and current projects in the city by Kristin Edwards, Texas City Economic Development director, and Jon Branson, executive director of Management Services. The tour on June 12, 2023, included the exciting 6th Street projects, Mall of the Mainland, Lago Mar, and much more.

Hitchcock EDC and Galveston County EDO Host Meeting
BAHEP Executive Director for Economic Development Dan Seal and Marketing Manager Barbara Cutsinger attended a lunch meeting on May 9, 2023, hosted by the Hitchcock Economic Development Corporation and the Galveston County Economic Development Office to discuss developments in the county and how the cities and county can collaborate.

Selected upcoming events were reviewed including the ASCENDx 2023 Conference, several inbound delegations, Space Symposium, Texas Space Commission, and the annual advocacy trip to Washington, D.C., by the Citizens for Space Exploration. Following this introductory review, representatives from BAHEP’s member municipalities provided reports on economic developments in their respective communities.

Freedman Writes Letters of Support for Ellington JRB Infrastructure Improvements
BAHEP President Brian Freedman met with Col. Travis Walters, commander of the USAF 147th Attack Wing, Air National Guard, to discuss a Defense Economic Adjustment Assistance Grant for construction of a running track for reservists at the Ellington Joint Reserve Base and the need for a new Consolidated Maintenance Facility for the Attack Wing. Col Walters was seeking letters of support from BAHEP for the grants.

Larry Taylor was announced as the new committee chairman succeeding former chairman Col. Len Waterworth (USA, Ret.) of Texas A&M University at Galveston. Taylor has agreed to lead the committee for the year 2023; he has long been a champion for the storm surge protection initiative.

Freedman stated in the letter, “If the proposal is selected for funding by Texas OneGulf, it is my intent to collaborate by participating in the model co-production process through a series of three focus groups, as detailed in the Project Description section of the proposal.”
Texas OneGulf is a consortium of nine top state institutions led by the Harte Research Institute for Gulf of Mexico Studies at Texas A&M University-Corpus Christi with wideranging expertise in the environment, the economy, and human health.

Citizens for Space Exploration (CSE) conducted its 31st advocacy
for members of Congress and their staff. Over 50 staff members attended representing 34 congressional offices. Congressional representatives attending were Brian Babin (TX-36), Sheila Jackson-Lee (TX-18), Dale Strong (AL05), and Ron Estes (KS-04).

“somewhat knowledgeable” about NASA’s exploration programs.
• 75% of visits were considered “highly supportive” and 19% “moderately supportive” of human space exploration, for a total of 94% support for NASA.

The 2023 CSE congressional visits were a success and helped advance support for human space exploration and demonstrate a large, grassroots constituency for space exploration. The diverse group of travelers included educators, students studying engineering or related STEM fields, industry representatives, and community leaders.

BAHEP member companies participated with table displays/handouts/demos in the LCC during the afternoon. They were Boeing, Lockheed Martin Space, Collins Aerospace, and Space Center Houston. Also displaying in the LCC were NASA, BAHEP/SATOP, Space
X, Blue Origin, and FireFly Aerospace. BAHEP and Firefly Aerospace sponsored an ice cream social in the afternoon and a legislative reception from 5:30 p.m. – 7:30 p.m. Both were very well attended.

German Delegation
BAHEP President Brian Freedman coordinated with the German American Chamber of Commerce for a visit and briefing on April 21, 2023, by BeamNG, a German company, as part of a larger German delegation to Harris County and Texas entitled “Future Oriented Urban Planning – Smart City Solutions.” The delegation was investigating commercial space collaborations within the region. Freedman provided an overview of the region’s aerospace ecosystem to the companies.
Hungarian Delegation
BAHEP coordinated, planned, and conducted a regional briefing on May 2, 2023, for a Hungarian government delegation investigating potential aerospace collaborations in the Bay Area Houston region.
Hungarian Ambassador Coordination Meeting
On June 12, 2023, BAHEP Aerospace Marketing Manager Kim Morris participated in a meeting with the Hungarian ambassador to the U.S., Szabolcs Takács, hosted by Space Center Houston. The ambassador was in Texas to finalize the plans for Hungarian Minister of Foreign Affairs and Trade Péter
Szijjártó’s visit to Bay Area Houston on Sept. 18 when he will sign an agreement with Axiom Space to fly a Hungarian astronaut to the International Space Station in 2024 as part of Hungary’s HUNOR Program, “Hungarian to Orbit Program.”
Other participants in the meeting with the ambassador were William Harris, president and CEO of Space Center Houston; Jimmy Spence, business development manager with the Houston
Spaceport; and Kevin Tipton, senior director, Aviation and Aerospace, Greater Houston Partnership.
American Chambers of Commerce of Europe Delegation
BAHEP President Brian Freedman coordinated with Space Center Houston to provide an overview briefing of the Bay Area Houston region to the American Chambers of Commerce of Europe delegation on May 11, 2023. Freedman’s overview included the economy, NASA, and the Houston Spaceport.
The American Chambers of Commerce (AmChams) of Europe serves as the umbrella organization for 46 American Chambers of Commerce from 44 countries throughout Europe and Eurasia.
Denmark Delegation
BAHEP Executive Director for Economic Development Dan Seal and Aerospace Marketing Manager Kim Morris coordinated with the Greater Houston Partnership (GHP), NASA Johnson Space Center (JSC), Houston Airport System (HAS), San Jacinto College, and Rice University to provide tours and briefings to an inbound Danish delegation.
Seal and Morris organized a briefing and tour of the Houston Spaceport, the EDGE Center, Rice University, and NASA JSC facilities and conducted a B2B day and one-on-one meetings with Houston aerospace companies for the Danish delegation seeking to establish commercial space collaborations in the region. The four-day event occurred on Jan. 30 – Feb. 2, 2023.

Minister of Industry, Business, and Financial Affairs and 12 members of Parliament (Standing Committee for Business) in March.
Italian Delegation
BAHEP Executive Director for Economic Development Dan Seal and Aerospace Marketing Manager Kim Morris coordinated with the Italian Trade Agency, GHP, NASA JSC, HAS, San Jacinto College, and Rice University to provide tours and briefings to an inbound Italian delegation of aerospace companies on March 27 -30, 2023. The briefings were held at Space Center Houston.
The Italian aerospace companies were seeking to establish commercial space collaborations within the region. At a B2B luncheon on March 28, 2023, Seal, along with Dan Jacobs with NASA JSC, provided a presentation on the Houston aerospace ecosystem, particularly in the Bay Area Houston region, and the ongoing programs at NASA JSC. The presentations were well received.
On March 29, 2023, the delegation received a presentation by Jimmy Spence, Houston Spaceport business development manager, on the Spaceport, and they were given tours of the San Jacinto College EDGE Center and Intuitive Machines located at the Houston Spaceport.
The delegation attended and participated in the 2023 ASCENDx Texas Conference at South Shore Harbor Resort on March 29 and 30.

The website possesses information about the MS4B initiative, the companies that are involved in promoting the initiative, job opportunities and quality of life information for Houston, and news within the industry. It also serves as a place where local companies can submit aerospace-related content to be shared on the MS4B social media platforms to further highlight things that are going on within the aerospace industry in our region. The MS4B website, https:// www.makingspace4business.com, can be informative for anyone, but the primary audience is for business professionals and the aerospace community across the nation.

BayTech Awarded WagnerPeyser Workforce Development Grant
The Texas Workforce Commission (TWC) awarded a Year 3 follow-on Wagner-Peyser Workforce Development Grant to BayTech during this report period. Work is in progress on the current grant (see page 3 for details). BayTech has been awarded several grants for workforce develop-
ment by the TWC, which is a testament to its successes on the previous grants.

Texas Workforce Commission Chairman Bryan Daniel presented BayTech a Texas Talent Connection grant award check for its follow-on Aerospace/Space/Aviation Technician Readiness training program. Texas Talent Connection grants are awarded by Texas Gov. Greg Abbott as part of Wagner-Peyser 7(b) grant funds allocat-
ed to the Governor’s Office by the U.S. Department of Labor to encourage innovation in workforce training and job placement services.
The check presentation was made during an award ceremony hosted by San Jacinto College on Feb. 16, 2023, at its EDGE Center. Located at the Houston Spaceport, the EDGE Center for advanced manufacturing training is the training provider for this grant. BayTech Director Kim Morris served as emcee of the event. Space Alliance Technology Outreach Program
What is SATOP?
The Space Alliance Technology Outreach Program (SATOP) is a State of Texas funded program that helps small businesses, especially minority- and women-owned businesses, faced with technical challenges by providing up to 40 hours of FREE technical assistance.
This is accomplished by utilizing the vast engineering expertise of NASA and participating Alliance Partners (NASA contractors, subcontractors, or colleges). SATOP is designed to speed the transfer of the U.S. Space Program’s knowledge and technology to the private sector, to provide economic benefits to the community, and to raise public awareness of the Space Program.
Texas A&M University Engineering Students Help SATOP Clients
Through an agreement with the Texas A&M Engineering Experiment Station, SATOP offers small businesses and startups extensive technical assistance from the Texas A&M University Engineering Capstone Design Program.
Senior engineering students, led by a Professor of Practice, work on a SATOP project for two consecutive semesters as a hands-on learning experience. The values to small businesses in this program are innovative designs, new manufacturing alternatives, and prototype development.
SATOP entered 11 small business projects into the fall 2023 semester Capstone Design Program for design and prototyping of new, innovative products. The projects include medical products, consumer products, and a virtual reality environment. During the fall 2023 semester, the students will complete the design phase for nine projects and complete prototypes for two of the projects. The nine design projects will have prototypes built during the spring 2024 semester.
Minority / Women-owned Business Enterprise (M/WBE) projects comprise 75 percent of the projects entered into the Capstone Design Program.

SATOP Projects Featured at Texas A&M Engineering Project Showcase
SATOP officials attended the Texas A&M University’s Spring Engineering Project Showcase at the Zachry Engineering Education Complex in College Station, Texas, on April 28, 2023. This year’s showcase featured more than 250 Capstone Projects submitted by small business owners, eight of which were sponsored through SATOP. These eight projects ranged from an electronic garment for inducing weight loss to a hydroponic grow tower for agricultural products to a novel AI-based system to detect and track an active shooter.
The Capstone Projects are conducted through Texas A&M University’s Engineering Capstone Design Program. Teams composed of three to five senior engineering students spend one to two semesters, under the guidance of a Professor of Practice, designing solutions and then developing prototypes for sponsors of these projects.
Small Businesses Request Technical Assistance
Four small businesses located in the Houston region have requested technical assistance from SATOP. The businesses are developing new products that require assistance with materials and engineering design. Dr. Yu-Ping Tang completed work on the first project, and the University of HoustonClear Lake has begun work on the second project. The third and fourth projects are pending technical assistance from SATOP’s Alliance Partners.
SATOP Exhibits at NASA JSC Small Business Council Conference
BAHEP and SATOP participated in the Johnson Space Center (JSC) Small Business Council (SBC) Conference on April 13, 2023. The theme of the Conference was “Looking to The Future.” SATOP officials, including SATOP Director Bob Payne, met with entrepreneurs and small businesses in “matchmaking” sessions. SATOP also staffed an informational exhibit booth at the event and networked with potential requestors in need of technical as-
sistance and potential Alliance Partners.
Clear Lake Area Chamber of Commerce 2023 Business and Wellness Expo
SATOP participated in the 2023 “Buy into Bay Area” Business and Wellness Expo on May 11, 2023. The event was hosted by the Clear Lake Area Chamber of Commerce. SATOP staffed an exhibit booth and promoted its free Technical Assistance Program. Many visitors attended the event including entrepreneurs, small businesses, BAHEP members, and potential requestors in need of technical assistance.
Ion Activation Festival
BAHEP Marketing Manager Mark Mitchell participated in the Ion Activation Festival in Houston, Texas, on May 19, 2023. During the event, there was a “mingle lounge” for networking and discussions. Mitchell discussed aerospace topics and promoted the SATOP program to potential volunteer engineers and potential requestors in need of technical assistance.
We at SATOP would like to extend our deepest gratitude to Texas A&M University and the Texas A&M Engineering Experiment Station (TEES) for hosting the SATOP team! Our recent visit was an opportunity to discuss the expansion of the SATOP program. Special thanks go to the TEES team, who shared their invaluable insights with us.
