all is officially here and your Chamber is busier than ever. We’re working on multiple initiatives, collaborating with our key partners and beginning the work of planning for 2019. This month, you’ll find a lot of information about upcoming programs and events including our upcoming Downtown Street Party, a Labor Law and HR Forum focusing on preventing Nick Ortiz sexual harassment and our remaining mixers for the year. Finally, since it’s an election year, you’ll find the latest updates on endorsements and ballot measure positions. While the national business press has been focused on the upcoming election and the President’s pronouncements on Twitter, the real story is looking deeper into the policy and economic trends of the first two years of the Trump presidency. That was the message at the US Chamber of Commerce’s Committee of 100 meeting last month in Florida. The Committee of 100 is a select group of local, regional and state Chamber executives that meet twice annually to exchange ideas, receive updates on the federal policy issues, and discuss economic and workforce trends. I serve as a member of the committee and have found the access to national leaders insightful and invaluable. We heard from US Labor Secretary, Alexander Acosta, on small business outreach within the Labor Department, and many of the US Chamber’s leading experts. Key topics discussed included the robust economic growth and positive voter sentiment about the economy. They also identified some headwinds facing the economy, including the tariff war with China as well as other trade related policies and the potential for more health insurance premium increases. Jonathan Lettieri, who heads EIG, the Economic Innovation Group, presented data from a recent report, The Distressed Communities Index. The index utilized national and local economic trends to chart the unevenness of the post-Great Recession recovery. EIG has compiled data demonstrating that throughout the country, entrepreneurship and small business startups have dropped dramatically since 2008 and the new businesses that are METRO | PAGE 4
developed are increasingly clustered in super-metro areas. This illuminating presentation stimulated a lot of discussion around the need to spur entrepreneurial activity. Switching gears to the local front, on the cover of METRO this month, we’re featuring Valley Children’s Healthcare Eagle Oaks Facility, which opens October 5. Eagle Oaks will house pediatric specialists to improve access for patients in the South San Joaquin Valley. This major investment will not only attract highly-skilled professionals to work at the facility; but the construction of the facility utilized subcontractors and employees who were mostly from Kern County and Bakersfield, stimulating the economy before they open their doors! Finally, this month we hosted the inaugural fundraiser for the Bakersfield Chamber of Commerce Political Action Committee or BCCPAC (pronounced Backpack). BCCPAC endorses candidates and provides monetary support to candidates and issues that focus on business needs and improvements in quality of life. BCCPAC was founded in 1999, and has been very active in all election cycles since its early days. BCCPAC is governed by a Board of 11 members – 5 independent members and 6 members from the Chamber’s Board – and raises money through voluntary donations, no member dues fund the PAC. Over the last two election cycles, we have become more engaged and we hope our members will help us make the fundraiser an annual success! A big thanks to Kaelyn De Leon on the Chamber team, our consultant Justin Salters with Russo McGarty and Associates, and our BCCPAC Chair Keith Brice for working hard to plan this inaugural event.

he Chamber is offering a timely sexual harassment training at our next Labor Law & HR Forum on Nov. 8. Current law in the State of California, requires two hours of sexual harassment training every two years for all supervisors who work for private companies that engage or employ 50 or more individuals (including temporary workers, independent contractors and employees outside of California) and all government employers. Beginning in 2020 all California businesses with 5 or more employees will be required to train their supervising employees. Join local employment and labor law attorney Jefferson X. Eberhardt, of Young Wooldridge LLP, for an interactive session that meets California’s specific training requirements as well as valuable tools to reduce your liability. The two-day kickoff session

lass is now in session for the 32 individuals enrolled in Leadership Bakersfield. The two-day “Leadership and Business” class session began with a kickoff luncheon at The Padre Hotel on Sept. 13. Estella Casas, Executive Director of the Greater Bakersfield Legal Assistance, served as the luncheon’s keynote speaker. Participants also completed personality evaluations, heard from business and community leaders and toured the businesses at the Seven Oaks Business Park hosted by Paul Skarphol, Architect, Skarphol Associates.
The class members also attended an interactive session led by Dr. Nate Olson, Associate Director of the Kegley Institute of Ethics and Assistant Professor of Philosophy at CSUB. The session focused on the centrality of ethics to effective leadership.
