he application process for the 2020 Leadership Bakersfield Class closes June 19. Every year, LB brings together a group of 32 individuals from across the city and asks them to step out of their daily lives and imagine how they can help create a better Bakersfield. The class of 2019 is getting ready to graduate in the next couple of weeks and a few of the class members would like to share their experiences about the program and encourage others to apply. "I have wanted to be a part of the Leadership Bakersfield program for a few years. I finally had the opportunity and it far exceeded what I ever imagined. I have lived in Bakersfield my whole life, and been involved in community events for the past 12 years as both a volunteer and a professional. There was not a single class that I did not learn something new and valuable about our community, find networking opportunities, or spark new ideas of how the work I do can connect to the various industries we are submerged into. I am sad for this program to end, but hope to return as an advisor one day because I truly believe in this program. It is beneficial for nonprofits, government organizations, private businesses, local business owners, or simply community members looking for a way to expand their knowledge about our amazing community. I have made life-long friends in this program, and our team project will always be one of the best ventures I have ever been a part of. Agriculture Day
ern County’s ag fields provide food on a global scale and fuel the local economy. On May 17, Leadership Bakersfield class members received a first-hand look into Kern’s agriculture industry and the challenges it faces. The day began at the D.M. Camp private ag museum north of Bakersfield. Then participants took a tour of Southern Cross Dairy where the group learned the high tech procedures and processes being used in the dairy industry and the many challenges faced by dairy farmers to ensure safe, healthy milk products. The class then traveled to EFI Farms in Shafter and saw pistachios, almonds, grapes and other crops in the field. The group met with Mr. Espericueta, a small family farmer, who talked about the intense management required to keep a small farm afloat in California. At Semitropic Water Storage District, class members learned about the important role water plays in agriculture and what impacts the Sustainable Groundwater Management Act (SGMA) will have on the industry. As much as a third of Kern's farmland could be fallowed.
The afternoon included a tour of Wonderful Nurseries where the group saw large scale grapevine grafting, production and distribution processes and learned how new grape varieties are created. At Sunworld International, discussion included the breeding techniques and science used to find new varieties of fruit and the group tasted new peach varieties being tested at the company. The day wrapped up at D.M. Camp & Sons with a discussion with Lucas Espericueta, an ag lender, and Jim Gardiner, a farmer, about the future of farming in Kern County. COMPLIANCE LABOR LAW & HR FORUM
E
ach year the California legislature considers employment law changes that can have a significant impact on employers. This year is no exception. It’s the main reason the Chamber hosts its Labor Law & HR Forum series, which brings in some of Bakersfield’s top legal experts to discuss new employment laws and the HR topics you need to know about. Join us on June 13 to have your questions answered by employment law attorneys Jerry Pearson, of Young Wooldridge, LLP; Jay Rosenlieb, of Klein, DeNatale, Goldner; and Dan Klingenberger, of LeBeau-Thelen LLP. A few of the key bills that have been proposed and which will be addressed during the Labor Law & HR Forum, are as follows: • AB 5 – Codifies into California law the 2018 Dynamex court decision that created a new set of factors to determine when a worker can be classified as an independent contractor rather than an employee. • AB 9 – Extends the statute of limitations from one year to three years for all claims for violation of the Fair Employment and Housing Act (FEHA). The bill would create new document retention periods and could revive stale claims. • AB 51 – Prohibits mandatory arbitration agreements for FEHA and Labor Code claims. • AB 555 – Increases statewide paid sick leave from 3 days to 5 days.

The presentation will also address the status of the U.S. Department of Labor’s proposed changes to determine whether an employee is exempt from federal overtime compensation rules. In addition, important court decisions that continue to change the employment law landscape in California will be discussed. Cost is $25 for members; $50 for nonmembers. REPORT FROM THE CAPITOL Melissa Hurtado (SD-14) n May 17, the Chamber was joined by recently elected Senator Melissa Hurtado for a special Report from the Capitol Series Roundtable. Report from the Capitol is sponsored by Valley Children’s Healthcare, as well as Castle and Cooke, Chevron, Aera Energy and California Resources Corporation. This is a Chamber members only event and offers our members the exclusive opportunity to hear directly from our representatives in Sacramento and Washington D.C. Senator Hurtado addressed an intimate room of Chamber members and discussed questions relating to many of Bakersfield’s top industries such as agriculture, oil and gas, education and health care. This was the first time the Chamber has hosted the Senator and one of the first appearances that the Senator has made with business groups in Bakersfield. She addressed the importance of advocating on behalf of her district and the important role that we play when we engage in issues that affect Kern County business. Senator Hurtado also discussed her bill, SB 559, that would significantly help the Friant-Kern Canal.

CAPITOL SUMMIT
T
he Central Valley matters. This was the theme throughout our annual Capitol Summit trip to Sacramento as we heard from top California trade associations, business leaders, legislators and the Governor’s office. Throughout the year, Chamber staff is advocating on behalf of your business in Sacramento, but once a year, we take a group of our members to join us in the Capitol to talk about policy that directly affects our local economy and businesses for our annual Capitol Summit trip. We join the CalChamber and hear from their top policy advisors on upcoming and pending legislation that will affect California business as well as hear from their guest speakers — this year the keynote speaker was CalMatters’ Dan Walters, who spoke on the current California legislative climate. In addition, for the 11th year in a row, the Greater Bakersfield Chamber won the “President’s Circle” Award from CalChamber for our outstanding work in political advocacy and compliance. This year, we traveled with a group of 10 of our volunteer Chamber leaders who had the opportunity to sit down and talk with all of our local state representatives. We kicked off our trip with our annual legislative reception. During the reception, we were joined by Assemblyman Vince Fong and Senators Shannon Grove and Melissa Hurtado. We also had a meeting with Lenny Mendonca, the Director of the Governor's office of Business and Economic Development. This meeting focused on economic development in the Central Valley and the administration’s push to focus more on the San Joaquin Valley. From rebranding, to jobs, to economic impact, we advocated and expressed the importance that our region plays throughout the state. Furthermore, the Chamber also met with John Kabateck, State Director with the NFIB (National Federation

of Independent Business) where we discussed the importance of small businesses for the local economy. Our members also sat through two panels we hosted — the first with trade association executives Catherine ReheisBoyd (WSPA), Dave Puglia (Western Growers) and Rob Lapsley (CBRT). The second with Senator Shannon Grove, Senator Andreas Borgeas, Assemblyman Rudy Salas and Assemblyman Jim Patterson, who each discussed the importance Central Valley business plays not only in our region but in the state. We closed out our trip with a private dinner with Assemblyman Fong where we got to discuss what we could be doing to further advocate for business friendly policy. Lastly, we attended the Sacramento Host Breakfast, where we heard from Governor Gavin Newsom, who emphasized the importance of a city like Bakersfield is to the rest of the state of California. Moving forward, we plan to continue meeting with the administration to ensure the voice of the Central Valley is heard and matters.
