ach year the California legislature considers employment law changes that can have significant impact on employers. This year is no exception. It’s the main reason the Chamber hosts its Labor Law & HR Forum series, which brings in some of Bakersfield’s top legal experts to discuss new employment laws and the HR topics you need to know about. Join us on June 13 to have your questions answered by employment law attorneys Jerry Pearson, of Young Wooldridge, LLP, Jay Rosenlieb, of Klein, DeNatale, Goldner et al and Dan Klingenberger, of LeBeau Thelen LLP.

AB 170 – Creates shared legal responsibility and civil liability for client employers and labor contractors for unlawful harassment as defined in the FEHA. The presentation will also address the status of the U.S. Department of Labor’s proposed changes to determine whether an employee is exempt from federal overtime compensation rules. In addition, important court decisions that continue to change the employment law landscape in California will be discussed. Cost is $25 for members; $50 for nonmembers. A few of the key bills that have been proposed and which will be addressed during the Labor Law & HR Forum, are as follows: • AB 5 – Codifies into California law the 2018 Dynamex court decision that created a new set of factors to determine when a worker can be classified as an independent contractor rather than an employee. • AB 9 – Extends the statute of limitations from one year to three years for all claims for violation of the Fair Employment and Housing Act (FEHA). The bill would create new document retention periods and could revive stale claims. • AB 51 - Prohibits mandatory arbitration agreements for FEHA and Labor Code claims. • AB 555 - Increases statewide paid sick leave from 3 days to 5 days. LEADERSHIP BAKERSFIELD
E
very time a call comes in, law enforcement officials respond with the goal of keeping the public safe. The Leadership Bakersfield class received a first-hand look of the challenges and issues officers face every day on April 12. The Criminal Justice and Law Enforcement Day began with a tour of the Bakersfield Police Activities League. Formed in 1994 by police officers and local citizens, BPAL allows officers to establish positive relationships with local youth through mentoring and activities with the goal of keeping them safe and off the streets. Bakersfield Police Chief Lyle Martin, H.A. Sala, Criminal Defense Attorney and District Attorney Cynthia Zimmer discussed important topics impacting the criminal justice sector. The Kern County Sheriff’s Office and Bakersfield Police Department showcased their special operation units. Class members toured the Sheriff's Office Air Support Unit, where they learned how vital helicopters are to tracking suspects and helping in other situations.
The day wrapped up at BPD’s training facility, where participants met with the bomb squad, SWAT team and K-9 officers. The Chamber would like to thank Leadership Bakersfield Advisory Chair Lt. he 2019 Youth Leadership Bakersfield program brought together 33 students from 16 area high schools for a journey they’re likely to never forget. Over the course of six class sessions, they connected with key decision makers in the community, took exclusive tours and participated in hands-on experiences. The accomplishments and dedication of the YLB Class of 2019 were celebrated at the graduation ceremony at the DoubleTree by Hilton. KGET-TV 17 morning anchor Maddie Janssen served as the event’s emcee. Keynote speaker Chief Lyle Martin, Bakersfield Police Department shared his experiences leading up to becoming the Police Chief and the important role that leadership plays in our daily lives.

Arts & Culture Day
tudents began the session at the Bakersfield Museum of Art, where they received a personal tour from its curator, Rachel Magnus and discussed various techniques used by the artists in the museum’s current exhibits. Retired high school art teacher, Art Sherwyn explained how art and leadership are intertwined, and led students through an art activity. The class visited MESH Co-work where they heard from Jocelyn Dimaya and Amanda Shafer, Co-Founders of Kern Creatives and how they encourage collaboration, community and networking. They also viewed Mural Alley located at Locale Farm to Table. Nina Ha lead the students through an etiquette lesson during lunch at The Padre Hotel. The day concluded at the Fox Theatre where they went on a tour, saw a performance by the Kern Dance Alliance and a music set by Richard Cheney. Agriculture Day
he day began with a tour of the Grimmway Carrot Processing Facility where the students learned how baby carrots are made. Just outside Arvin, they toured a local vegetable field and heard from the Harvest Manager about how a green onion crop is processed. After lunch, the class was given a presentation about the many different career opportunities in the agriculture industry from the Grimmway Drone Department and Agronomy Team. They then visited a field where they harvested their own carrots and potatos. The event will open with Robin Paggi from WorklogicHR with a workshop on the power of emotional intelligence and how
it can impact your career and relationships. The summit will close with Cherese Grell, owner of Positive Results Unlimited – a leading local executive and business coach – on the power of leadership. The Summit will feature two panels of local executives sharing their stories of success and challenges. Our nonprofit executives panel includes Amy Travis from CASA; Galen Kline from Houchin Community Blood Bank; Ariana Joven from the Kern County Farm Bureau; and Nick Ortiz from the Greater Bakersfield Chamber. Appearing on our business owners and executives’ panel are Derek Jeffery from KGET-TV 17; G Riar from DEPRIGO; Heather Abbott owner of Bella at The Marketplace and Allie Mae Perkins owner of The Beautiful Life LLC. The summit will also include presentations on the mentor programs at Cal State University, Bakersfield and Bakersfield College. The 2019 BYP Summit is planned for 10:30 a.m. to 3:00 p.m. on Thursday, June 20th at the Aera Energy Conference Center.
