BATANGAS City – UPANG lalo pang mabigyang-diin ang potensyal ng lalawigan ng Batangas na maging primera klaseng destinasyon ng turismo sa buong Pilipinas, nagtipun-tipon ang mga tourism officers ng mga lunsod at bayan sa lalawigan, mga kilalang indibidwal sa pribado at pampublikong sector, at ang ilang opisyal ng pamahalaan sa pangunguna ni incoming Batangas governor Hermilando “Dodo” Mandanas sa Montemaria Shrine, Brgy. Pagkilatan sa siyudad na ito nitong nakaraang Miyerkules, Hunyo 15. Sa kaniyang opening remarks, ibinida ni Mandanas ang mga natatangi at magagandang katangian ng Batangas na magiging pasaporte upang lalo pang

Hangad natin na baling araw, ang ating lalawigan ang manguna pagdating sa turismo sa buong bansa”, pahayag ni Mandanas. Samantala, nabanggit din sa naturang pagtitipon ang kontribusyon ng turismo sa local na ekonomiya.

“Mayroon po tayong 4.6 milyong turista na pumasok sa ating lalawigan sa unang kwarter pa lang ng taong 2016 at inaasahang patuloy na dadagsa pa dahil sa patuloy na pagpapaunlad ng turismo sa ating lalawigan,” pahayag naman ni outgoing Governor Vilma Santos Recto. ‘Droga sa Lemery, galing sa provincial jail’– Alilio Opisyal ng bilibid, pinabulaanan ang pahayag ni mayor LEMERY, Batangas – TAHASANG inihayag ni Mayor Charisma M. Alilio sa publiko na umano’y nadiskubre nila sa isinagawang raid noong Biyernes na isa source ng iligal na drogang ibinebenta sa bayang ito ay ang Batangas Provincial Jail sa Lunsod Batangas. “Saan nanggagaling ang droga… di ga hepe, dinig nyo, dinig din ni Atty. (Genaro) Cabral… ang droga ay nanggaling sa bilibid, di ba Atty. Cabral?… sa Batangas… doon nila kinukuha..,” pahayag ng alkalde sa harap ng mga nagsidalo sa isinagawang “Public Safety Awareness and Peace and Order Issues and Concerns” public forum sa naturang bayan noong Biyernes ng umaga. Ayon pa sa alkalde, nakaaalarma na ang ganitong sitwasyon. Ang pahayag umanong ito ng alkalde ay batay sa isinagot sa kanila ng isa sa mga naaresto sa naturang raid.

Ngunit kaagad din namang pinabulaanan ng pamunuan ng provincial jail ang pahayag ni Alilio. Sa pahayag ni Ret. Col. Gaudencio Pucyutan, deputy provincial jail warden, sa isang lokal na himpilan ng radyo, tahasan nitong itinanggi ang pahayag ng alkalde. Aniya pa, walang katotohanan ang ulat sapagkat mahigpit ang seguridad na ipinaiiral sa loob ng bilangguan. Binanggit pa nito na sinisiguro nilang hindi sila nalulusutan ng mga dumadalaw dahil dumadaan sa masusing inspeksyon ang lahat ng mga pumapasok na bisita at ang anumang bagay na dala ng mga itong ipinapasok sa loob. Kaugnay nito, sinabi rin ni Pucyutan na nagsasagawa rin ng hiwalay na imbestigasyon ang pamunuan ng panlalawigang piitan upang tiyaking hindi sila malusutan ng nasabing mga kontrabando.| BALIKAS News team

Itinatadhana rin sa ordinansa ang otoridad at responsibilidad ng Business Permits and Licensing Office na bisitahing regular ang lahat ng naturang tindahan upang masiguro na naipapatupad nang maayos ang nasabing ordinansa. Sakaling may mapatunayang lumabag sa mga probisyon ng ordinansa, itinakda ang kaukulang parusang pagkakulong ng mula 1 hanggang 3 buwan kasama na ang multang P5,000 o higit pa. Malawakang paglilinis kontra dengue, inilunsad sa 72 barangay LUNSOD NG LIPA, Batangas – UPANG tuluyang mapigilan ang pagkalat ng sakit na dengue sa lunsod, naglunsad ng malawakang paglilinis kontra dengue ang mga opisyal at residente ng 72 barangay rito katuwang ang mga kawani ng pamahalaang lunsod, Hunyo 15. Bawat residente ng barangay ay nagtulung-tulong upang maglinis ng kalye, kanal at maging mga bakuran kung saan hinanap nila ang mga bagay at gamit na karaniwang pinamumugaran ng lamok tulad ng mga lumang gulong ng sasakyan, lata, bote at iba pang basura.

Ang naturang programa ay bahagi ng National Dengue Awareness Day naglalayong lipulin ang naturang sakit na malaki ang pinsalang naidudulot lalo na sa mga kabataan. Layunin din nitong maisulong ang zero-free dengue city. Ayon kay City Administrator Atty. Leo Latido, nararanasan na naman ang pag-ulan at kasunod nito ay ang pagdating ng mga bagyo at masamang panahon kung kaya’t dapat ngayon pa lamang ay paghandaan na ito. “Kinakailangang maglinis tayo upang wala tayong pagsisihan

sapagkat ang dengue ay hindi lamang sakit na nakakaperwisyo sa kalusugan ng isang tao kundi maaari rin itong magdulot ng kamatayan lalo na kung huli na bago maagapan at tuluyang bumaba na ang platelet ng biktima nito”, dagdag pa ni Latido. Ika-131 taong kapanganakan ni Gov. Modesto Castillo, ipinagdiwang sa Tanauan City TANAUAN CITY, Batangas – SAMA-SAMANG ginunita ng sambayanang Tanaueño ang ika-131 taong kapanganakan nang dating Gobernador Modesto Quino Castillo noong Miyerkules, Hunyo 15. Pinangunahan ni Tanauan City Mayor Antonio C. Halili ang pagaalay ng bulaklak sa busto ng dating gobernador na nilahukan din ng iba’t ibang mga organisasyon at samahan sa lungsod. Isang misa rin ang inialay ng mga kaanak na sinundan naman ng isang maikling programa at simpleng salu-salo na ginanap mismo sa Governor Modesto Castillo Memorial Cultural Center sa lunsod na ito. Isinilang noong Hunyo 15, 1885 sa Tanauan, Batangas, si Modesto Castillo ay panganay na anak nina Sixto Castillo at Severina Quino. Nag-aral siya sa Ateneo De Manila at nagtapos ng abogasiya sa Pamantasan ng Santo Tomas (UST). Taong 1912 nang siya ay unang sumabak sa pulitika, at nahalal na miyembro ng Konseho ng noon ay bayan ng Tanauan. Matapos nito, siya ay nahalal na gobernador ng Lalawigan ng Batangas at nanilbihan sa loob ng tatlong sunudsunod na termino mula taong 1922 hanggang 1930. Sa ilalim ng kanyang administrasyon, naipatayo ang kasalukuyang gusali ng Kapitolyo at ang dating Panlalawigang Ospital (ngayon at Batangas Medical Center) nang walang ayudang pinansiyal mula sa pamahalaang nasyonal. Siya rin ang nagpalaganap ng sistemang “diversification of crops” na nagpataas ng ani at nag-angat ng kabuhayan ng mga

magsasaka ng lalawigan. Matapos ang kanyang paninilbihan sa Pamahalaang Panlalawigan, siya naman ay hinirang na pinuno ng Executive Bureau sa ilalim ni Pangulong Manuel L. Quezon at natalagang Judge of the Court of First Instance of Batangas noong kasagsagan ng Ikalawang Digmaang Pandaigdig. Noong taong 1946-47, panandalian siyang muling naglingkod bilang gobernador ng lalawigan at sa huli ay itinalagang Chief Judge of the Court of Industrial Relations mula 1947 hanggang 1955. Samantala, dinaluhan din ang nasabing pagdiriwang ni Vice

Governor-elect Sofronio C. Ona, Jr., bilang panauhing-pandangal, at mga kasapi ng Sangguniang Panlunsod sa pangunguna ni Vice Mayor Jhoanna C. Corona. West Philippine Sea in the Public Mind: Beyond Sound Bites AS the Philippines heads into a new political dispensation, much of the country is watching with bated breath how the newly minted Presidentelect Rodrigo Duterte will sooner or later deal with the issue of China’s aggressive intrusion into the West Philippine Sea (or areas of the South China Sea lying within the country’s exclusive economic zone prescribed by international law). By this time, thanks or no thanks to a media feeding frenzy over the maverick presidential winner from the south, who hasn’t heard or read Duterte’s public statements (or watched him on television issuing the same) on the country’s territorial conflict with China? His pronouncements have sent mixed, nay, contradictory, signals on where he stands or sits amid this simmering maritime flashpoint in Philippine-Sino ties. This, against a backdrop of the much anticipated ruling of The Hague tribunal, where the Philippines, taking the path of international arbitration under outgoing President Benigno ‘Noynoy’ Aquino III’s watch, has lodged its case against China. Such declarations easily lend themselves to sound bite-riddled, “he said/she said”, media reports, the better to dumb down important issues and public discourse. That they have generated more media hype is best viewed in light of the fact that they come no less from from the country’s recently proclaimed president, who has earned a global reputation not only for his foul mouth bent on spewing out invective-laden rants each time he speaks, but also for his predictable yet no less disturbing off-the-cuff comments even on a highly volatile issue that is the West Philippine Sea. Duterte is known to have said he would seek multilateral talks with other claimant states to the South China Sea and major Philippine allies like the United States, favored a joint exploration with China in the resourcerich, strategic waterway, and, perhaps tongue-in-cheek, that he would jetski to the Panatag (Scarborough) Shoal to plant a Philippine flag on the disputed island. The 71-year-old soon-to-be-erstwhile Davao City mayor’s every declaration, however facetious or mind-boggling to some, and clearly a sharp departure from the Aquino administration’s posture on the West Philippine Sea, has merited prominent print space and airtime. But whether extensive media coverage of the country’s territorial tensions with China, conveniently alongside Duterte’s propensity to flipflop on the maritime wrangling in the West Philippine Sea, has led to more nuanced and expansive understanding among Filipinos of the relevant issues involved is entirely another matter. To date much of the narrative on the escalating territorial quarrel between the two Asian neighbors tends to pit the states involved against one other — China vs the Philippines and other regional claimants, and China vs the US as well as Japan as major global powers keen to assert freedom of navigation in the contested waters of the South China Sea, and push for regional peace and stability in the face of China’s bluster. There is no gainsaying the polarizing impact of the South China Sea disputes, which involve other Southeast Asian neighbors. Yet such discords carry more complexities than what the Philippine media may have cared to examine and bring to the forefront of public discussion. Are there other frames besides conflict through which the South China Sea issue — and how it impacts a smaller country like the Philippines — must be seen and reported by the press? Surely there are, such as the economic and historical sides of the dispute. What are the dominant narratives driving public discussions on the West Philippine Sea? What issues are being glossed over or have merited little, if any, media attention? Is there adequate context and background in media coverage of the ongoing maritime standoff between China and the Philippines? To what extent have the media, citing carefully researched pieces of evidence presented by experts including Associate Justice Antonio Carpio, challenged China’s extensive territorial claims, moored in the historically dubious nine-dash line that covers practically the entire West Philippine Sea? Media’s role in fostering public understanding of important issues — not least of which are the dark clouds hovering over the West Philippine Sea — cannot be underscored enough. This is true not only at the national level but also across communities that are far removed from the center of foreign policymaking in the Philippines. Interestingly enough, it is in these areas where impoverished and marginalized sectors such as fisherfolk have been feeling the brunt of China’s bellicose actions, enough to send alarm bells ringing and crisis

Under his proposal, those found guilty of grave crimes would receive a new sentence called “qualified reclusion perpetua,” in lieu of the death penalty, which had been long abandoned by 140 countries, including the Philippines, as a cruel and degrading punishment that violates the sanctity of human life. “The problem with the death penalty is that it leaves no room for rectification. We cannot bring a dead convict back to life, even if another party later on confesses to having committed the crime for which the convict had been wrongfully condemned,” Atienza said. years, whichever comes first, before becoming eligible for possible parole. Convicts drawing the new sentence would effectively spend their natural lives behind bars, with the accessory penalty compelling them to provide full restitution to their victims, or to their victims’ families, Atienza said. At present, the lawmaker explained that the maximum penalty in the country’s Penal Code is “reclusion perpetua,” or a simple life term, which he said actually means 30 to 40 years in prison, with the convict becoming eligible for possible conditional early release after serving just half of the term, or after 15 to 20 years.

A so-called “life termer” under existing laws is also entitled to good conduct or loyalty allowances, and a reduction of sentence for preventive detention, or for time spent in jail prior to conviction, Atienza said. “But under our proposal, all these allowances and the benefit of reduced sentence for preventive detention would not apply to convicts sentenced to qualified reclusion perpetua,” he said. Atienza also wants heinous crime convicts to perform productive labor while in prison, with the earnings derived therefrom placed in a fund to indemnify their victims. Understanding the primacy of conscience CONSCIENCE continues to be a hot issue among theologians and those who try to describe how our moral life should be. In the blogosphere, there is now a lot of discussion, often raising dust and emitting sparks that tend to darken and confuse people rather than enlighten and clarify. There is even now a group of theologians who, reacting to recent scandals and other problems of the Church today, boldly propose ecclesiastical structural reforms that more or less are inspired by this so-called primacy of conscience. Fine, but let’s look at things more closely. Offhand, at first reading, I already get the impression that what they are proposing does not amount to a further homogeneous development of our understanding of Church, faithful to the original, but rather a mutation, a heterogeneous departure from the original, a different banana, so to speak. Appeals to understanding, compassion and charity are made to sweeten the acceptability of these proposals. For sure, we all have to be understanding, compassionate and charitable, but all these should not depart from the truth, from faith, from Church teaching, and from Christ himself. Our quest for Church development and Christian maturity should not abandon our duty to fidelity. To flow with the times, to adapt to the current situations should never be understood as having the right to transfer our anchor to another set of beliefs. We have to be wary when we react to problems and issues simply relying on gut feel or instincts or the Pavlovian way that take in only the here and now and ignoring the eternal, the short-run and forgetting the long-run, the literal while setting aside the other deeper aspects and higher angles from which they should be viewed. Sad to say, some of our local thinkers invoke this so-called primacy of conscience to support the view that people should be left on their own to decide what is good for them in terms of reproductive rights and health. They should not be told they are wrong when they opt to go into a contraceptive lifestyle. To them, that would not be respecting their conscience. It’s obvious that our conscience plays an indispensable part in our lives. We always have to follow it, because right or wrong, it is the judgment we make whether the action we are going to do, are doing or have already done, is good or bad. From there, we can readily see that our conscience does not operate in a vacuum. It is neither absolutely

self-generated nor selfcontained. It has to be conformed to a law which it does not invent, but rather only discovers. And it has the duty to uphold that law, know and live it better each day, protect and defend it, etc. The primacy of conscience or the freedom of conscience should not be understood as the right for one to be absolutely left on his own when he decides, without giving him support, advice, clarification, and even correction from God through human instruments. No one is free from God who is our Creator, and who establishes the original divine law that governs all of us. From this law springs the moral law that governs our human acts. No one is free from the human instruments and institutions God has made available to guide us. Even in our political and social life, we immediately acknowledge the need for offices and officials with power and authority to help us live out our life as a nation. In our spiritual and moral life, the same thing happens. We need offices, officials, institutions, etc. with power and authority to guide us. We just cannot fence our conscience from them. In one blog, I read a twisted interpretation of how the Catechism itself describes conscience. That it is “man’s most secret core and his sanctuary (where) he is alone with God whose voice echoes in his depths (1776),” is now taken to mean that no one can tell anything to anyone about what his conscience tells him, because conscience is supposedly an affair strictly between God and man. Even the Catechism point on the need for the formation of conscience is understood as one undertaken strictly by oneself and his view of God. No one can teach him anything. So now, all consciences are correct. There can be no erroneous consciences! This phenomenon reminds me of the scribes and Pharisees of Christ’s time. They were also intelligent and religious, but preferred to have their own views instead of acknowledging Christ as Redeemer.|

“Let’s all stay the course!” OSLO, NORWAY — Four (4) years after its breakdown and collapse, we are now on the threshold of a resumption of the stalled peace talks with the CPP/NPA/NDF. Our yesterday’s signing of the Joint Statement in Oslo, Norway will usher in the formal re-start next month of what could be another renewed effort to end conflict and bring about that long elusive but cherished peace in the land. Our recent Oslo “encounter” was a reunion of sorts of old friends on both sides of the negotiating table but whose efforts in various times and climes in the past proved futile. Now, new sparks of the dawning Rodrigo Duterte presidency are re-igniting the peace landscape. After our 2-day Oslo parley, there is now evident optimism and trust. There is mutual enthusiasm and hope, not only amongst us negotiators across the table, but most significantly, among us all Filipinos, in whose behalf all these efforts are being done in the first place. Yet, the road ahead to trek is not that always smooth and easy. There will expectedly be humps and bumps along the way. But there is a destination that we must all inevitably reach. Personalism and democracy AS values usually stand for what is proper and correct, what is right and worthwhile, what is ideal and the like, people should be vigilant and careful lest their value system become but ego-centered. These are the times that seem to promote if not actually affirm the social liability of personalism in what is right or wrong, what is virtue or vice—particularly in the sphere of governance anchored on egoism. Whereas such downright egoism would readily and eventually promote if not even facilitate socio-political disorder in terms of individuals and/or groups thereof simply doing what they please, a supposedly democratic government would find it really hard if not practically impossible to work for the common good, for the public welfare of society in general—precisely under such a personalistic or egoistic orientation in the local/national level of governance anchored on egoism. Democracy and self-discipline are not contradictory. True freedom and proper regulations are not mutually exclusive. In other words, without discipline, democracy becomes a moral difficulty if not a downright political impossibility. There is, however, a big difference between the freedom upheld and promoted by true democracy vis-à-vis relativism subscribed to and justified by liberalism which considers objective truths as inimical even to what is true, right, and proper. The truth is that freedom promotes choice such that there is even the reality known as “Freedom of Choice”. So it is that there is really no objective ethical and moral choice between what is virtuous and what is vicious, what is democratic and what is tyrannical. In a democratic system of government, political authority is accountable to the people. Such accountability is by virtue of the free election of those holding accountable public authority. So it is that—when eventually perceived and actually proven incapable of heading a democratic leadership—despotic public authority are ultimately dismissed from office in due time by the people themselves through subsequent uprising if not free elections. As it is correctly said, some individuals can fool some people some of the time—but definitely not all people at the same time. To make civil life proceed well in its over-all course towards truth and justice, peace, and development—such is the over-all commitment of those elected by the people to public offices in a true, actual, and lasting democracy. And those thus representing the people in general are held accountable to the same people that gave them their respective elective public authority in a democratic government. This, however, in no way means that public officials may just remain passive agents, indolent individuals, laid back characters. The said officials should then have the freedom to fulfill their mandate generally in terms of knowing and working for the common good of the people, whereas public offices are categorically intended for public service in favor of the common good. So it is thus provided: “The Philippines is a democratic and republican State. Sovereignty resides in the people and all government authority emanates from them.” (1987 Phil. Constitution, Art. II, Sec. 1) So it is that in the context of the above provision, personalism, egoism, individualism in government are the enemies of people living in a democratic country.

Suffice it to say that public engagement and dialogue around the West Philippine Sea vary at best —and it behooves the media
