Indonesia spares Pinay mom, but executes seven foreigners Manila, Philippines (AFP) – Tuesday 4/28/2015 The mother of a Filipina drug convict reprieved at the 11th hour after facing execution in Indonesia told Philippine radio Wednesday: “Miracles do come true”. Mary Jane Veloso was spared after someone suspected of recruiting her and tricking her into carrying drugs to Indonesia turned herself in to authorities in the Philippines, MetroTV and the Jakarta Post reported in Indonesia. The Philippine Foreign Affairs Department confirmed the reprieve. “We are relieved that the execution of Mary Jane Veloso was not carried out tonight,” said spokesman Charles Jose. “The Lord has answered our prayers.” Seven other foreigners and one
local man were executed early Wednesday for drug offences on a prison island after Indonesia defied international criticism and heartrending pleas from relatives. “We are so happy, I can’t believe it. I can’t believe my child will live,” Mary Jane’s mother Celia Veloso told Philippine radio station DZMM. “We had no more hope. My (other) children were already in the island waiting to pick up her body,” she told the radio station in an interview from Indonesia. “We are all so happy. Corruption at Customs continues, says Lacson MANILA, Apr 24 (Mabuhay) – The corruption at the Bureau of Customs (BoC) continues, former Senator Panfilo Lacson said Friday, citing reports that he has been getting. “Based on reports I’ve been receiving from knowledgable persons, the corruption continues at the bureau,” Lacson said in a text message. “In fact, Commissioner Sevilla admitted that it was not his illusion for corruption to stop at Customs. It shouldn’t be an illusion
but an objective or target to eradicate corruption under his watch,” he said, referring to resigned BoC Commissioner John Phillip Sevilla. Sevilla announced his resignation Thursday and was immediately replaced by Alberto Lina, who headed the BoC until 2005 during the Arroyo administration. Pacquiao-Mayweather weigh-in tickets to cost $10 Los Angeles, United States (AFP) Friday 4/24/2015 – Promoters of the Manny Pacquiao-Floyd Mayweather mega fight have taken the unusual step of charging for the weigh-in after a limited number of tickets for the fight were snapped up almost immediately on Thursday. Tickets for the May 1 weigh-in, also at the Grand Garden Arena inside the MGM Hotel in Las Vegas, will go on sale Friday and cost $10 each. “The weigh-in is always the grand finale of fight week activities.” said Leonard Ellerbe, chief executive of Mayweather Promotions. “And with the massive interest in this fight, the number of fans looking to attend the official weigh-in is going to be something we’ve never seen before.” Pacquiao’s promoter Bob Arum said Thursday the money from the sale of weigh-in tickets will to
charity. “The charge of $10 for the weigh-in will benefit two great charities. All proceeds will go right to them. This is a win-win situation for all,” said Arum. Under Arizona law, weigh-ins are supposed to be free to the public. But promoters are hoping that by charging $10 they will discourage thousands of boxing fans from camping out overnight at the MGM to try and snag a ticket. Mayweather against Pacquiao is the biggest boxing spectacle in recent memory and it will go a long way towards determining who is the greatest fighter of their era. Both fighters are expected to make well over $100 million from the welterweight unification bout with 60 percent of the purse going to Mayweather and Pacquiao collecting the other 40 percent. PHL has strong arbitration case vs China – Carpio MANILA, Apr 24 (Mabuhay) – Using maps and historical records, Supreme Court (SC) Justice Antonio Carpio discussed in detail evidence that bolsters the Philippines’ territorial claim in the South China Sea against China. The case is filed before the United Nations Convention on the Law of the Sea (UNCLOS). Carpio produced a 1734 map that shows the Kalayaan Island group is part of Philippine territory. Carpio, likewise, produced a Chinese book that says the Chinese planted a marker dated 1911 on one of the disputed islands in 1937. Although Carpio is convinced the Philippines will win its case before the arbitration panel, he believes China will never recognize the ruling. In fact, he said, the Chinese is about to build a military base in Kagitingan Reef where reclamation work continues. But the justice said the Philippines should not rely on the US military assistance despite the
Mutual Defense Treaty between the two countries. Instead, Carpio said the Philippines should beef up its own defense capabilities. “The US already said, ‘We don’t take sides.’ So what do we do? It’s very clear, it’s up to us now. Our problem now is we don’t even have a ship to bring them there, we don’t have jetplanes to defend them, because we have not acquired and maintained a credible self-defense force which is the number one obligation of a state if it wants to remain sovereign and independent,” he said. China’s reclamation work in the South China Sea also threatens the Philippine economy. Carpio said at least 40 percent of the country’s sea produce comes from that area. The Malampaya operation, which supplies 40 percent of the country’s energy, will also be affected. “This is about food resources, energy resources, security issue, our economic zone will be taken away from us, then what is left for us for the next generation of Philippines?” Carpio said. SE Asia holds summit amid differences over China
Kuala Lumpur, Malaysia (AFP) Sunday 4/26/2015 – Southeast Asian leaders hold a summit in Malaysia Monday seeking to maintain unity in the face of differences over how to respond to China’s expanding territorial ambitions at sea. The Philippines on Sunday challenged fellow members of the Association of Southeast Asian Nations (ASEAN) to “finally stand up” to Beijing’s assertiveness in the South China Sea. Philippine Foreign Secretary Albert del Rosario warned his regional peers in a precursor meeting in Kuala Lumpur that China was poised to take “de facto control” of the strategic seaway. But his Malaysian counterpart Anifah Aman pointedly brushed aside Manila’s call. “The Philippines is free to issue any statements that they wish. Insofar as ASEAN’s stand: We want to engage with China,” he said. Despite regular paeans to regional integration, ASEAN has a history of failing to reach consensus on any robust response to Beijing. This is due to its members’ dependence on China’s huge economy for trade, and because not all ASEAN states have a stake in the maritime disputes. ASEAN members Vietnam, the Philippines, Malaysia and Brunei claim parts of the sea. But Beijing claims nearly all of it, and its increasingly strident territorial assertions have caused concern in the region and beyond. Limited progress These concerns were re-ignited this month by satellite photos showing large-scale land reclamation projects that were turning fragile coral reefs claimed by the Philippines into Chinese islands. The moves raise the spectre of permanent Chinese bases far out in the sea from which Beijing can enforce its claim on a waterway rich in energy reserves, fishery
resources, and which serves as a vital conduit for much of world trade. Defence analysts say some of the new islands will be big enough for airstrips and other large facilities. ASEAN has pushed China for more than a decade to agree on a code of conduct at sea under which rival claimants would commit to avoiding steps that could inflame the situation. But actual discussions only started in 2013 and have progressed slowly, with analysts saying Beijing is delaying on agreeing to any rules so that it can buy time to consolidate its foothold. China has angrily rejected criticism over the land reclamation, saying it can do as it pleases in waters that are its “indisputable” territory. Malaysian Prime Minister Najib Razak is expected to shift attention at the summit to his plans to formally declare the establishment of an “ASEAN Economic Community” (AEC) by the end of the year, a deadline set years ago by ASEAN. The AEC is a proposed single economic market with free flow of goods, capital and skilled labor across borders. But ASEAN diplomats say the vision remains far-off due to significant non-tariff barriers, vested interests, and large development gaps between member-states. They admit the year-end declaration is merely symbolic. Muslim-majority Malaysia also plans to push for greater regional cooperation against extremism.

Gay parade held in Japan amid calls for same-sex marriage Sunday April 26 2015 (AFP) – Some 3,000 people marched in a gay pride parade in Tokyo on Sunday as calls grow for Japan to legalize same-sex marriage after a lesbian couple held a symbolic wedding ceremony. The crowd, mainly from the lesbian, gay, bisexual and transgender (LGBT) community as well as their supporters and sex workers, paraded through the capital’s entertainment and shopping district of Shibuya. Waving rainbow-colored flags and banners, foreign and Japanese campaigners marched in
colorful carnival and kimono-clad “geisha” outfits. The annual parade came a week after a lesbian couple tied the knot in front of some 80 relatives and friends in Shibuya, although their marriage is not legally recognized. The Shibuya district council voted earlier this year to issue “partnership” certificates to gay couples, the first such recognition of same-sex unions in Japan. Other municipalities are now considering doing the same. The certificate will carry only symbolic significance, since the Japanese constitution identifies
marriage as a union based on mutual consent of the parties from “both sexes”. “We simply want to be with a loved one,” said Fumino Sugiyama, 33, one of the parade organizers. “But (the law) denies our idea. We are frustrated and don’t know what to do.” While Japan is largely tolerant of homosexuality, there is no specific legal protection for gay people. Los Angeles, United States (AFP) Saturday 4/25/2015 – US Olympic champion turned reality TV star Bruce Jenner won praise Saturday from celebrities and activists for revealing he is transitioning from male to female, ending long-running speculation he identifies as a woman. In a highly anticipated, twohour television interview aired Friday – hailed by transgender rights’ campaigners and his own Kardashian-linked family – the 65-year-old said he had wrestled with his sexual identity since he was a kid. “I’ve always been confused about my gender identity since I was this big,” he told ABC’s celebrity interviewer Diane Sawyer. “Here I am, stuck – and I hate the word – (a) girl stuck in a guy’s body... As of now I have all the male parts and all that kind of stuff.” But asked point blank if he was a woman, Jenner said: “Yes. For all intents and purposes, I’m a woman.” Speculation that the actor, race-car enthusiast and 1976 Montreal Summer Olympics decathlon gold medalist was undergoing a sex change has been rich fodder for supermarket tabloids for months. Supposed telltale signs, based on paparazzi photos from the streets of Los Angeles, include
shaved limbs, long hair worn in a ponytail and what appears to be a sports bra under a T-shirt. ‘I am not gay’ Jenner said he identifies himself as “her,” but not by a specific name. Kuala Lumpur, Malaysia (AFP) Sunday 4/26/2015 – Beijing is poised to take “de facto control” of the South China Sea, the Philippines warned Sunday, but its call for a robust Southeast Asian response at a regional summit was shot down. Vietnam, the Philippines, Malaysia and Brunei claim parts of the strategic body of water, but Beijing claims nearly all of it, and its increasingly strident territorial assertions have caused concern in the region and beyond. “(China) is poised to consolidate de facto control of the South China Sea,” Philippine Foreign Secretary Albert del Rosario said in Kuala Lumpur a day ahead of an annual Association of Southeast Asian Nations (ASEAN) summit. He singled out a campaign of land reclamation on disputed reefs that has raised the specter of permanent Chinese bases far out in the sea from which it can enforce its sovereignty. ‘Stand up for what is right’ “Is it not time for ASEAN to say to our northern neighbor that what it is doing is wrong and that the massive reclamations must be immediately stopped?” del Rosario asked his fellow ministers. “Is it not time for ASEAN to finally stand up for what is right?” But summit host Malaysia later rejected the idea of a response that could antagonise China. “We must avoid any action that would be counter-productive and bring us further apart, either amongst ourselves, or with China,” Malaysian Foreign Minister Anifah Aman said. “I don’t think ASEAN would like to be given an ultimatum, and by the same token I don’t think China would like to be given an ultimatum.” Faced with Beijing’s immense trade and diplomatic leverage, ASEAN has a history of failing to agree on strong responses over the issue on behalf of its members with disputed maritime claims. Concern over Chinese land reclamation was re-ignited this month by satellite photos showing huge amounts of sand being dredged and dumped onto fragile coral reefs claimed by the Philippines. Malaysia police said they arrested on Sunday 12 Islamic militants planning attacks in Kuala Lumpur during the ASEAN meeting, seizing materials that could be used to make explosives. Police did not make clear whether the planned attacks were specifically directed at the diplomatic gathering, but have warned of rising militant activity inspired by the Islamic State jihadists in Syria.

China’s island-building to loom large at SE Asia summit By Dan Martin
Kuala Lumpur, Malaysia (AFP) Saturday 4/25/2015 – China’s creation of new island footholds in contested seas will hover over a Southeast Asian summit that has become an annual test of the region’s nerve in standing up to its massive neighbor. The South China Sea hot potato drops this year into Malaysia’s lap as the rotating chair of the 10 member Association of Southeast Asian Nations (ASEAN) and host of Monday’s meeting. ASEAN states Vietnam, the Philippines, Malaysia and Brunei claim parts of the strategic South China Sea, but Beijing claims nearly all of it and has moved aggressively to back that up. Satellite photos that emerged this month triggered alarm bells by providing fresh evidence of large-scale reclamation works on contested reefs, which suggest that land masses big enough for airstrips and other large facilities are being created. “It’s a very significant escalation. We haven’t really seen anything on this scale ever,” said Ian Storey, a South China Sea expert at Singapore’s Institute of Southeast Asian Studies. “We are talking about construction of significant military and civilian facilities and infrastructure.” Photographic proof The photos show a flotilla of Chinese vessels dredging sand onto Mischief Reef, which is near the Philippines and is claimed by Manila. The activities there, and more advanced reclamation works elsewhere, raise the spectre of a permanent Chinese presence far out at sea from which it can project its growing might. Manila also has accused China’s coastguard of inciting recent confrontations with Philippine fishing vessels. President Benigno Aquino warned in a recent AFP interview that China’s actions “should engender fear for the rest of the world”, and Philippine officials say he will seeks a strong statement of concern from ASEAN members in Malaysia. But the bloc has a history of failing to reach consensus on any robust response, due to both its members’ dependence on China’s huge economy for trade and because not all ASEAN states have a stake in the maritime disputes. Summit hosts Malaysia were caught off-guard in January 2014 when Chinese naval forces conducted exercises near James Shoal, which both countries claim. During the operation, the sailors swore an oath to
defend the sandy bank, according to Chinese media. A Southeast Asian diplomatic source told AFP that a final summit statement by member states— currently in a draft form—will call for “self-restraint”, avoiding threats or use of force, and the peaceful resolution of disputes, but will avoid direct criticism of Beijing. The statement, which could change, also calls for ASEAN-China discussions on a code of conduct to preserve peace in the South China Sea to be expedited, the source said. ‘Speed up’ talks ASEAN has pushed China for more than a decade to agree on a code of conduct, but discussions on an agreement only stated in 2013. Analysts say Beijing is dragging its feet on any rules that could impede its actions at sea, while beefing up its de facto presence in the meantime. “We want (the talks) to be speeded up and we hope (China) will give us a positive response,” Malaysian Foreign Minister Anifah Aman said Friday. The Philippines and Vietnam have been the most outspoken countries in the region in criticizing Chinese actions, and Manila said in February they were in talks to deepen bilateral cooperation, citing their “common concerns” at sea. Malaysia avoids antagonizing China on the issue, however, and Prime Minister Najib Razak is expected to place more emphasis on his plans to formally declare the establishment of the “ASEAN Economic Community” (AEC) by the end of the year. ASEAN years ago set an ambitious 2015 deadline for the AEC—a proposed single economic market with free flow of goods, capital and skilled labour across borders. The plan envisions leveraging the immense trade and market potential of a region with a fast-growing population of around 630 million and expanding middle class. But though tariffs have been stripped away, ASEAN diplomats said the AEC remains far-off due to significant non-tariff barriers, vested interests, and large development gaps between memberstates. Diplomats admit the year-end declaration is purely symbolic. Muslim-majority Malaysia also will push for greater regional cooperation against extremism. Malaysia and Indonesia both say that scores of their citizens have been lured to the Islamic State jihad in Syria, and have made a number of arrests of suspected IS sympathizers at home.
US softens stance on hostage ransoms: report Washington, United States (AFP) Sunday 4/26/2015 – US officials are expected to stop prosecuting families of American hostages who communicate with kidnappers abroad or raise funds and pay ransoms, ABC news reported Sunday. A National Counterterrorism Center advisory group, ordered by the White House, is expected to recommend what would mark a radical shift in US hostage policy, according to the report. The NCTC interviewed families of hostages, including the parents of journalist James Foley, who was killed by Islamic State fighters. Foley’s mother Diane has said that officials from President Barack Obama’s administration repeatedly told her family it was illegal to try to raise a ransom to free her son, and warned that her family could face prosecution for doing so. The Obama administration has denied making any such threats.
“There will be absolutely zero chance of any family member of an American held hostage overseas ever facing jail themselves, or even the threat of prosecution, for trying to free their loved ones,” a senior official told ABC News. Diane Foley welcomed the potential policy shift, which officials discussed with her last week. “There’s a lot that needs to be fixed,” she told ABC News. She said the past threats were “the straw that broke the camel’s back. It was incredible.” A number of hostage families expressed outrage after US Army Sergeant Bowe Bergdahl was freed by the Haqqani Network in Pakistan a year ago in exchange for the release of five Taliban leaders held at the Guantanamo Bay military prison. Washington, United States (AFP) Sunday 4/26/2015 – Back in 2008, a freshman senator named Barack Obama got savaged for his inexperience. As Republicans prepare their 2016 presidential races, political messaging has flip-flopped as they face the most seasoned woman in American politics. Hillary Clinton’s decades-deep curriculum vitae – US first lady, senator, secretary of state – contrasts dramatically with three first-term Senate Republicans who have launched White House campaigns but have little national record to stand on. Obama survived a bruising party nomination battle with the more experienced Clinton to become the first sitting senator to win the White House in more than half a century, when voters embraced a young, fresh-faced politician peddling a message of hope and change over veteran Senator John McCain. With Senators Ted Cruz, Rand Paul and Marco Rubio borrowing a page out of Obama’s playbook, some Republicans who once hailed candidate McCain for his vast knowledge and experience are casting some 2016’ers as ambitious outsiders who could win the White House without Washington baggage. “I think politics has changed a lot,” said Senator Richard Shelby, one of several lawmakers who discussed the 2016 landscape with AFP. “For the presidency, experience probably was never that valuable,” Shelby said. “People get tired of you.” Even McCain, who once called Obama “naive” given his mere two years in the Senate before announcing his presidential bid, recognized that voters could well embrace green-behind-the-ears candidates Cruz, Paul and Rubio. Articulation over experience “Do I think that they would be better off with more experience in the Senate? Absolutely,” McCain said recently. “But I think the American people judge them much more on their vision and the articulation of that vision. “If they like somebody and they think they could be a good president, I’m not sure they’ll care how much time they spend in the Senate.” Well-known former governors are also signalling their White House aims, including Jeb Bush of Florida and Rick Perry, the longest serving governor in Texas history. Current governors Scott Walker of Wisconsin, New Jersey’s Chris Christie and Louisiana’s Bobby Jindal are possible contenders.
But for the Senate’s young guns, their Washington inexperience may be a primary asset. “The longer you serve, the more detailed your record, with thousands of votes that can be used to attack you,” said Larry Sabato, director of the Center for Politics at University of Virginia. “It points to the perversity of our system,” he added. Being an experienced “creature” of Washington hardly endears today’s candidate to heartland voters. While the Republican National Committee dwelled on Obama’s “inexperience” in 2008, it assailed Clinton this month for her “decades as a Washington insider.” Rubio, who topped a Thursday poll of Republican hopefuls, not-so-subtly suggested that Clinton’s 30 years in the public eye could be her Achilles heel. At his campaign launch this month, the 43-yearold Rubio tarred Clinton, 24 years his senior, as “a leader from yesterday.” ‘I’ve been around’ Democrats too have changed tack. Support for Obama’s “Yes We Can” newness has given way to a call for stability and a veteran hand to keep the American economy on a relatively even keel and tackle global challenges. “I actually think there are a lot of voters who are looking for someone who has experience, who they feel is going to be able to do the job when they get elected, without a lot of on-the-job training,” said Senate Democrat and former New Hampshire governor Jeanne Shaheen, a Clinton supporter. During what is expected to be a fierce Republican primary battle, Cruz, Paul and Rubio will no doubt face pressure to explain why they feel they are prepared for the mantle of commander-in-chief. Rubio can claim he was more experienced than Obama by citing his time as speaker of Florida’s House of Representatives, said Fergus Cullen, a former Republican chairman in New Hampshire, which hosts one of the first presidential primary votes of 2016. “I’m not sure Ted Cruz or Rand Paul can,” he said. A fourth senator might throw his hat in the ring: Lindsey Graham, who built a reputation as a hawkish third-term Republican who reaches across party lines on vital issues like immigration. “My challenge is, hey, I’ve been around a while,” Graham acknowledged. After Obama, voters will be looking for “maturity and judgment,” he said. “And that can come early in life, it can come later in life.

UTREACH Winning in the U.S. Army She’s not your typical dalagang Pilipina – commonly used to describe women who are meek, shy and delicate. In fact, United States Army Sargeant First Class (SFC) Melanie Domaoan Williams was strong, brave and opinionated enough to decide for herself that she wanted to be a soldier. She was recruited at a mall in Daly City, California, by a fellow Filipino recruiter. The young Pinay signed up for four years. But like most Filipino parents who are protective of their children and have some misconceptions about the Army in general, SFC Williams’ mom was apprehensive. “My mom didn’t want me to join. I guess because I’m a female and she didn’t think I’d be able to complete the training. It took a lot of convincing,” SFC Williams said of her mother Nadia’s hesitation to give her blessing to join the U.S. Army. “She was scared because she thought I was going to go to war. I think that’s the main misconception. When we go to combat environment, we are there to do our job. I’m a human resources specialist, so even in a combat , when I’m deployed, I’m doing my HR job. We’re not all gonna fight the enemy. We’re there to support the guys who are actually fighting,” SFC Williams explained. While stationed at Fort Drum, SFC Williams deployed to Iraq for 15 months in support of Operation Iraqi Freedom. In August 2008, SFC Williams was reassigned to Fort Jackson, SC and served as the Battalion human resources sergeant for 1st Battalion, 34th Infantry Regiment. In February 2011, she was reassigned to Fort Hood, TX as the senior human resources sergeant for 720th Military Police Battalion. While at Fort Hood, she completed a 12-month deployment to Afghanistan in support of Operation Enduring Freedom. In April 2013, SFC Williams attended the Army Recruiting Course in Fort Jackson, SC and is currently assigned to LA Battalion, Long Beach Company, Lakewood Center. Looking back during the interview, SFC Williams Admitted she had fears before she entered the Army; but not the same things her mother was afraid of. She said she was afraid she wasn’t going to be fit enough to complete the training. “But in the army, you have to have a lot of self motivation. I think that’s what got me through,” she said. While SFC Williams’ self motivation carried her through training, she said she also developed one of life’s most important virtues while serving in the Army: “Discipline is one of the biggest things I learned. If I didn’t join the Army, I wouldn’t be as disciplined as far as physical fitness and general discipline in life, making sure that everything is organized. Now I follow my See U.S. Army, page 5
‘No turning back in peace process,’ Coronel-Ferrer says WASHINGTON, D.C. – “We have gone this far in our peace process. There should be no turning back.” This was the message lead government peace negotiator Miriam Coronel-Ferrer gave after receiving the Hillary Rodham Clinton Award for Advancing Women in Peace and Security on 22 April 2015 at the Georgetown University. “The Comprehensive Agreement on the Bangsamoro acknowledges a different narrative of our national being, one that would bridge our majority-minority divide toward a shared future where fellow-Filipinos live in peace under one flag in an undivided territory,” said Coronel-Ferrer as she expressed hope and optimism for the future of peace in Mindanao as well as for the Philippines. Coronel-Ferrer, chair of the government peace panel negotiating with the Moro Islamic Liberation Front (MILF), received the award from no less than former Secretary of State and Democratic presidential candidate Hillary Clinton. Clinton cited Coronel-Ferrer as a concrete example of a woman who has brought to life UN Security Council Resolution 1325 on Women, Peace, and Security passed in 2000 by being the first woman ever to chair a negotiating panel on behalf of a government in a peace process. She also recognized women as agents of change, drivers of progress, and makers of peace. “Peace and security are only possible when women have a seat at the table. I’ve seen this in so many different ways in so many different places,” said Clinton. In her acceptance speech, Coronel-Ferrer also highlighted the important role women played in the Comprehensive Agreement on the Bangsamoro, which was signed in March 2014.

“Three out of six government signatories to the agreement are women, with myself as the chair. The MILF panel was all men. In all, just three of the 12 signatories are women. Still, it’s a big leap: nearly all past negotiations were exclusively done by men,” said Coronel-Ferrer. “These three women were not alone. They were backed up by a strong and active contingent of women outside of the formal table. From them, we got the strength and fortitude to see the process through, a delightful dynamic of women inspiring fellow women,” Coronel-Ferrer added. She also talked about how the peace process aims to protect women and advance their role in society. “Our peace process, indeed, was informed by the very goals of this award: to protect women against all forms of violence and advance the role of women in attaining peace and security in and outside of their homes,” CoronelFerrer said. “I speak especially of the women in the Bangsamoro, who have endured the burden of strife, and who must now secure their places in the public sphere as equal partners in peace and development,” she added. Ambassador Jose L. Cuisia, Jr., who attended the ceremonies, extended his congratulations to Coronel-Ferrer for her contributions to lasting peace in the Philippines.

US sending disaster response team to Nepal Washington, United States (AFP) Saturday 4/25/2015 – The United States is sending a disaster response team to earthquake-hit Nepal and has authorized an initial $1 million to address immediate needs. A White House official said Saturday that President Barack Obama was briefed on the devastating 7.8 magnitude earthquake believed to have killed more than 1,200 people in Nepal and dozens more in
neighboring China and India. US Secretary of State John Kerry said the United States was working closely with the government of Nepal to provide assistance and support. “To the people in Nepal and the region affected by this tragedy we send our heartfelt sympathies,” he said. “The United States stands with you during this difficult time. Initially, the US is sending a disaster assistance re-
sponse team, White House National Security Council spokeswoman Bernadette Meehan said. She said an initial $1 million has been authorized for disaster relief assistance. Group of respected medical experts to advise VA on health care for 9 million vets WASHINGTON, April 24, 2015 – The Department of Veterans Affairs (VA) today announced a new 11-member Special Medical Advisory Group (SMAG) composed of leading medical experts to assist the Department in delivering health care to the 9 million Veterans enrolled in the Veterans Health Administration. The SMAG is a reconstituted federally-chartered committee that advises the Secretary of Veterans Affairs, through the Under Secretary for Health, on matters related to health care delivery, research, education, training of health care staff and planning on shared care issues facing VA and the Department of Defense. “We want the best of the best to work on behalf of our
nation’s Veterans,” said VA Secretary Robert A. Asia-Pacific • Japan sent a 70-strong emergency services team and a medical team due to arrive on Tuesday, while local media reported Tokyo had pledged $8.4 million in financial assistance. •• Neighbouring India has dispatched 13 military aircraft loaded with tonnes of food, blankets and other aid. • China, which already has a 62-strong search and rescue team on the ground that include sniffer

They have to have been in the US for at least 2 years with legal status, and must satisfy the basic requirements for joining the Army: must be 17-35 years old; at least a high school graduate; must have a Valid visa, be a citizen or green card holder. There are some law violations that are not qualified for the army, some medical issues and physical requirements. The U.S. Army also has a tattoo policy. “When applicants join through MAVNI, part of processing is language test – listening and speaking. schedule all the time.” SFC Williams’ schedule for her life and short term goals are to complete her bachelor’s degree in Psychology and immediately start a master’s program in counseling. Her long term goals are to attain the rank of Command Sergeant Major, retire with 20 plus years of service and continue to work for the Army as a civilian counselor for soldiers and family members. She stressed that she believes education is the biggest reward from joining the military: “You only have to sign up for four years. When you complete that, even if you no longer want to extend your contract, you can get out with your G.I. Bill, which will pay for a college degree. Then you won’t have to pay for anything. That’s the biggest benefit.” SFC Williams is currently a senior at Troy University pursuing a bachelor’s degree in psychology, while being married to husband, Anthony and mother to son Malcolm. “Being in the Army helped me to become a stronger and more dedicated person, for my family as a spouse and as a mom,” she said. Aside from school and family, the human resources specialist continues to serve the Army as a recruiter in Long Beach, CA. And because she experienced the same hesitation from her own parents, she had this to say to parents of young hopefuls who are wanting to sign up to the U.S. Military: “Para sa mga parents nang mga applicants na gustong mag-sign up, they should know that in the Army, we get all the training we need. Your kids will be trained and taken care of. There’s nothing to worry about because we are trained for everything that we do. Human trafficking bill gets unanimous committee support SACRAMENTO: Legislation authored by Senate Minority Leader Bob Huff (R-Diamond Bar) passed a key policy committee test in the Senate Public Safety Committee today. SB 420 targets the demand side of human trafficking by amending Penal Code Section 647b to make a clear distinction between the buyers and sellers of human trafficking and prostitution.
There is no distinction under current law between an adult who is selling, from the adult who is purchasing, or an adult who is purchasing a minor for sex. The Huff measure will collect accurate and verifiable data with a focus on the buyers of sex, which can help shape future public policies, best practices, and provide accurate data necessary to direct existing law enforcement resources.
“By US State Department estimates, sex trafficking is a $32 billion industry in this country and 50 percent of trafficking victims are minors,” said Senator Huff. “Yet according to the 2007 Final Report of the California Alliance to Combat Trafficking and Slavery Task Force, California lacks comprehensive statistics on human trafficking. SB 420 will help collect the statistics that law enforcement needs.” Sponsored by the Alameda County District Attorney’s Office and supported by the California District Attorneys Association, SB 420 will allow the state to collect important data regarding buyers and sellers of sex. This information is essential for prosecutors when it comes to crafting solutions to a growing problem in our communities, especially among atrisk youth. For the purposes of data collection, SB 420 would break down Penal Code 647b into three sections: Adults offering to engage in commercial sex acts with a buyer Solicitors of commercial sexual acts from adults Solicitors of commercial sexual acts from minors Recently passed legislation has strengthened the ability to prosecute traffickers but the challenge of putting a stop to human trafficking does not end there. As Senator Huff pointed out during the committee hearing, as long as there is demand, there will be an exploiter to fill it.

Kris on ‘The Buzz’ cancellation: I am to blame Kris Aquino said she and Toni Gonzaga have apologized to Boy Abunda, their former co-host in “The Buzz,” over the Sunday talk show’s cancellation after 16 years on air. The 44-year-old actress said her brother, President Benigno Aquino III, sent her a text message on New Year’s Day requesting her to set aside Sundays for their family. She explained that at the time, she and her two sons, Josh and Bimby, had missed family gatherings on Sundays for four straight months due to her hectic schedule. Since she has already fulfilled her contractual obligations – including one that covers her “The Buzz” stint – Aquino said she sought permission from ABSCBN executives to excuse her from further hosting the program. Abusing dietary supplements could increase risk of cancer (Relaxnews) – Nearly one in two Americans and one in four Frenchwomen use dietary supplements today. And yet, according to this study, exceeding the daily recommended dose increases the risk of developing cancer. Dietary supplements have developed and diversified considerably in recent years. Used to fight fatigue or stimulate memory, to ready skin for sun or boost the immune system, they are essentially made up of vitamins, minerals, trace elements, proteins, fatty and amino acids, plants (or plant preparations) and excipients. According to the latest Nutrinet health study by the French Agency for Food, Environmental and Occupational Health & Safety (ANSES), more than 25% of Frenchwomen and 15% of Frenchmen use them regularly. One in ten children also take some at least once a year. In the US, where the phenomenon is similar and spreading, Tim Byers, an expert in cancer prevention and a scientist at the
University of Colorado, has led a group study on the subject for more than 20 years. His conclusions were just presented at the American Association for Cancer Research’s annual conference, where he showed how these products, if taken in excess of their daily recommended dose, increase the risk of cancer. Tested on animals, then people The study, which began 20 years ago, was based on the observation that trace elements, fibers and nutrients present in fruits and vegetables protected from cancer if they were consumed regularly. Tim Byers and his team then wanted to know if that was also the case with dietary supplements that contained similar substances. “When we first tested dietary supplements in animal models we found that the results were promising,” says the author of the study. Once the scientists started testing on humans, “We found that the supplements were actually not beneficial for their health.” Over the course of several
years, thousands of volunteers consumed dietary supplements while others were taking placebos. The team led several random clinical trials in Finland and the USA. At the conclusion of these trials, the scientists observed that beta-carotene, an antioxidant used in these products, increased the risk of lung cancer by 18% (in Finland) and by 28% (in the USA). Byers also refers to other studies in the same vein that indicate that vitamin E increases the chance of prostate cancer by 17% while selenium raised the risk of squamous cell skin cancer by 25%. Only excessive consumpƟon can be dangerous Byers concludes that people who take more dietary supplements than they need to tend to run a higher risk of cancer, though he remains reassuring, adding that “This is not to say that people need to be afraid of taking vitamins and minerals. If taken at the correct dosage multivitamins can be good for you. But there is no substitute for good food.”

While it’s common to turn to liquid forms of a given medication if the thought of swallowing pills gives you the willies, UK scientists say they’ve discovered a gel-based system that’s more effective. Taken with a spoon just like the liquid kind, it delays the release of drugs, thereby maximizing their effect. Upon reaching the stomach, the gel solidifies, delaying release because drugs are less effective there and can cause irritation, making you feel even worse. It’s the stomach acid, in fact, that causes it to stiffen, say the researchers. It releases in the intestine instead, where its effect is maximal, according to the research team. More effective than the liquid version, the drug would provide a solution for medicating children and elderly patients unable to swallow pills. It’s being called gellan gum and
the research team has identified a second version of it in the form of a nasal spray. In this version, muco-adhesive polymers are added to the formula and help retain the medicine in the nose. A paper was published in the International Journal of Pharmaceutics. Drug delivery methods becoming increasingly unconventional A team of researchers at the University of Twente in the Netherlands and German University in Cairo, Egypt, has developed tiny robots that resemble sperm and are controlled by oscillating, weak magnetic fields. The tasks they are designed to perform are actually far from tiny. The discovery is promising for the future of in-vitro fertilization, cell sorting, drug delivery and the cleaning of clogged arteries. At 322 microns long, they are significantly bigger than mammalian sperm, which measure a
measly 55 microns by comparison. The head is coated in cobaltnickel, which reacts with force upon exposure to a magnetic field approximately the same strength as that of a refrigerator magnet. This magnetic torque in the head causes the uncoated tail to swish back and forth, propelling the ‘brobot’ onwards. Designers hope to create even smaller versions of the robot in the future. Plans are underway for a nano-sized magnetic flagellum that will improve swimming efficiency. Despite the catchy nickname, it is officially referred to as the MagnetoSperm microrobot. A paper on the project was published in the journal Applied Physics Letters.

Adolescent brains negotiate risk differently than those of adults and a new study exposes what modulates their risk tolerance as they drive. Working with 14-year-old participants who were accompanied by their mothers, the research team tracked blood flow in their brains as they completed a simulated driving task.In one experiment, teens drove alone and in the other, their mothers were watching, according to the study. When driving alone, teens find risky decisions rewarding, the research revealed, but a mother’s presence can nullify that thrill, potentially leading to wiser deci-
sions. Upon running a yellow light, blood flow increased to the reward center of the brain, called the ventral stratum, when the teen drove alone. This part of the brain has been demonstrated in prior studies to be more sensitive to rewards during adolescence than any other part of life. “The prevailing view is that this peak in reward sensitivity in adolescence underlies, in part, adolescent risk-taking,” says lead author Eva Telzer. Yet with Mom watching, this effect was minimal, according to the study, and teens used the brakes considerably more upon
approaching yellow lights. “The teens go from about 55 percent risky choices to about 45 percent when their mom is watching,” says Telzer. “That’s a big effect.” In the presence of their mothers, the teens’ prefrontal cortex activated when they hit the brakes, yet this did not happen when they hit the brakes while driving alone, say the researchers. This part of the brain is associated with cognitive control, and it’s important in the art of regulating behavior, says Telzer, who says the two mechanisms of nullifying the risk reward factor and activating the prefrontal cortex have implications for road safety. “A parent’s presence is actually changing the way the adolescent is reasoning and thinking about risk – and this increases their safe behavior,” she says.

This concept is a technological showcase for the manufacturer, featuring a combustion engine that delivers 270hp with two electric motors mounted one on each axle both producing 115hp. The 308 R Hybrid concept needs just four seconds to reach 62mph and will top out at an electronically-capped 155 mph. Citroën Aircross Shanghai is the stage for the world premiere of the Citroën Aircross, another hybrid plug-in concept. Largely inspired by the C4 Cactus, it too has “Alloy Bumps,” protective structures made of honeycomb aluminum castings surrounded by hard rubber. Citroën claims a 31-mile all-electric range and fuel-economy of 166.2mpg in hybrid mode. Honda Concept D Honda has presented a luxury SUV concept with an aggressive design in Shanghai, without providing any details on performance figures or technological features. This vehicle is nonetheless destined for production, exclusively in China.
