Pacquiao political ally dies after ambush GENERAL SANTOS, March 1, 2014 (AFP) - A mayor and political ally of boxing superstar-turnedlegislator Manny Pacquiao has died after being ambushed by unknown gunmen in a violencewracked town in the southern Philippines, police said Saturday. George Perrett suffered a fatal cardiac arrest early Saturday as he received treatment in hospital for a gunshot wound to the thigh, said Superintendent Jomar Yap, the deputy chief of police of Sarangani province. Perrett, the mayor of the coastal town of Maitum on the southern tip of the Philippine islands, was shot by unknown gunmen as he drove home with his wife and an aide late Friday, Yap added. His companions were unhurt. Police said no suspects had been arrested and the authorities did not know if the attack was politically motivated.
Maitum has a blood-spattered recent political history, losing two other sitting mayors in as-yet-unsolved gun attacks. Perrett was a political ally of global boxing icon and Philippine legislator Manny Pacquiao, who urged the police to bring the unknown suspects to justice. “We are saddened by this very unfortunate incident. I urge our law enforces to expedite the investigation of the case and do everything to identify and arrest those responsible,” Pacquiao told reporters. Then mayor George Yabes was shot dead in Maitum in 2006 and Felix Reganit, who succeeded him, was gunned down in the Philippine capital Manila later that year. Former Maitum mayor Exuperio Gaabucayan was also ambushed and killed there in 1990, police said.

US human rights report to move PHL agencies to improve – Palace exec MANILA, Mar 1 (Mabuhay) – A US government report criticizing the Philippines for failing to stamp out extra-judicial killings will help Manila improve human rights safeguards, a presidential spokeswoman said on Saturday. The US State Department’s global annual human rights report Thursday said: “The (Philippine) government continued to investigate and prosecute only a limited number of reported human rights abuses, and concerns about impunity persisted”. The “most significant human rights problems continued to be extrajudicial killings and enforced disappearances undertaken by security forces”, it added. President Benigno Aquino’s
spokeswoman Abigail Valte said the government was taking note of the criticism from a key ally and aid donor. “We’ll have the national government agencies go through it and address particular areas of concern, focusing on what can be done to further our efforts” to improve, she added. The criticism of the Philippines, a former US colony that relies heavily on US defence aid, is part of a series of State Department reports on the human rights situation in various countries. MANILA, February 28, 2014 (AFP) – Thousands of people in the Philippines pledged Friday to donate kidneys and other body parts after death as part of a bid to set a world record for organ donations, the health ministry said. “If they meet an unfortunate accident and they are brought to a hospital and declared brain dead... then doctors will know what to harvest,” Assistant Health Secretary Eric Tayag told AFP. A “record” 3,548 people signed up for organ donor cards at one Manila university in the space of an hour in the campaign launched by the ministry, he added. This overtook India’s one-hour record of 2,755, set in Gujarat in September last year for a Guinness World Record, Tayag said.

Palace on new Binay party: No comment
MANILA, Mar 3 (Mabuhay) – Malacañang on Monday shrugged off news that Vice President Jejomar Binay will be launching a new political party which will carry him as standard bearer in 2016. “We have no comment on the formation of a new political party by Vice President Binay. Obviously, if that is true, that is his decision to make. We have no hand in there, so we have no comment,” presidential spokesperson Edwin Lacierda said during a press conference. He issued the statement after
Binay announced he is leaving the Partido Demokratiko ng Pilipinas-Laban (PDP-Laban) and will instead be forming a new party for the 2016 presidential elections. The party will reportedly be introduced on June 12, Independence Day. Aside from Binay, reports indicate that Senate Majority Leader Alan Peter Cayetano is interested in joining the 2016 presidential race. Napoles’ ultrasound bill not P130,000 – PNP MANILA, Mar 3 (Mabuhay) – The Philippine National Police did not spend P130,000 to rent an ultrasound machine for the medical check-up of alleged pork scam architect Janet Lim Napoles. Police chief Supt. Alejandro Advincula, director of the PNP Health Service, confirmed that the national police rented an ultrasound machine for Napoles but said the rent was only P5,000. He said he has receipts to prove that the PNP did not spend P130,000 for Napoles’ ultrasound. He said the OB Gyne Department recommended that the PNP rent the machine. A junior officer at the PNP Health Services earlier told ABS-CBN News that police spent P130,00 to rent the ultrasound ma-
chine for Napoles’ transvaginal procedure. The amount is separate from the P120,000 spent just for the security and travel of Napoles to and from Fort Sto. Domingo in Laguna and Camp Crame for her medical examination. The ultrasound machine was allegedly rented from the Health Avenue Clinic near Camp Crame. Napoles, a central figure in the pork barrel scam, had asked the court to allow her to undergo medical tests and check-up at St. Luke’s Medical Center in Bonifacio Global City because these procedures cannot be done at Fort Sto. Domingo. She also asked that the court allow her to undergo hospital arrest if her medical condition merits it.
Senate panel tackles bills vs. online libel MANILA, Mar 3 (Mabuhay) – The Senate science and technology committee on Monday started tackling bills that seek to counteract the recent Supreme Court ruling declaring online libel as constitutional. During his opening remarks, Senate President Pro Tempore Ralph Recto, committee chairman, said he supports not just repealing the online libel provision in the controversial Cybercrime Prevention Act of 2012, but decriminalizing libel as a whole. “To those who fear that decriminalizing libel would make defamation a national sport, I say that there remains other means to penalize slurs and smears. Any person
who has been subjected to scurrilous and defamatory remarks which damage his reputation can initiate civil action for damages,” Recto said at the start of the hearing. Among the measures being deliberated by the panel are Senate Bill 126, filed by Senator Francis Escudero, and Senate Bill 249, filed by Senator Alan Peter Cayetano. Both seek to repeal the online libel provision in the controversial Cybercrime Prevention Act of 2012. Also being heard is Senator Ferdinand “Bongbong” Marcos Jr.’s bill, which seeks to repeal the provision imposing a punishment “one degree higher” for online libel.

Online libel defies UN rights panel’s view – law expert MANILA, Mar 3 (Mabuhay) – Online libel in the Cybercrime Prevention Act of 2012 (Republic Act No. 10175) is not in accordance with a United Nations (UN) treaty that covers civil and political rights, a media law expert told the Senate Monday. Lawyer Gilbert Andres of Media Defense Southeast Asia said during a Senate hearing reviewing the anti-cybercrime law that online libel is an “outright defiance of UN human rights committee’s view.” He cited article 19 covering freedom of expression of the International Covenant on Civil and Political Rights (ICCPR) that the Philippines signed on December 19, 1966 and ratified on October 23, 1986. Paragraphs of that article state: “1. Everyone shall have the right to hold opinions without interference” and “2. Everyone shall have the right to freedom of expression; this right shall include freedom to seek, receive and impart information and ideas of all kinds, regardless of frontiers, either orally, in writing or in print, in the form of art, or through any other media of his choice.” “Prior to this cybercrime law, the Philippines was cited by the UN for not interfering with the Internet,” Andres said. He said that the UN has recognized the “global and open nature of the Internet” and that Sections 4©(4), 5, 6, and 7 “squarely contradict the global nature of the Internet” and bring a “chilling effect” on people. Engineer Pierre Tito Galla, Co-Founder of Democracy.net.ph, also called for the repeal of libel provisions saying that “our rights online are our rights offline.” Bloggers and student groups were also present in the hearing headed by Senator Ralph Recto, Chairman of Committee of Science and Technology, to voice out their side on the anti-cybercrime law. Released MILF commander vows to work for peace
COTABATO CITY, Mar 3 (Mabuhay) – The Moro Islamic Liberation Front commander who was arrested on charges of arson and multiple murders and released recently promised to help promote peace in Mindanao. MILF 118th Base Commander Ustadz Abdulwahid Tundok made the promise after he was released from the custody of the 6th Infantry Division following his arrest in Cotabato City. Tundok gave his support for peace in the presence of International Monitoring Team head Malaysian Navy Admiral Abdul Rahman, 6th Infantry Division Commanding General Romeo Gapuz, MILF Consultant Toks Ibrahim, Maguindanao Police Director Rodelio Jocson, Coordinating Committee on the Cessation of Hostilities (CCCH), Joint Ad Hoc Joint Action Group (AHJAG), and several local officials of Maguindanao. The MILF commander also thanked the 6th ID for the fair treatment he received while in its custody. In relation to this, Tundok appealed to all to give peace a chance, especially for the youth and the next generation. He also urged other groups to help achieve peace in the region, instead of wreaking violence in Mindanao. Tundok is a known bold MILF leader and considered a hero among the Moros in Maguindanao. The MILF has finalized its peace negotiations with the Philippine government and is expected to sign a comprehensive peace agreement this month. (MNS)
Obama: Russia broke international law in Ukraine WASHINGTON, March 3, 2014 (AFP) – US President Barack Obama warned on Monday that most of the world believes that Russia has violated international law by intervening in Ukraine. The American leader said Moscow had put itself “on the wrong side of history” by mobilizing forces within Ukraine after the country’s proRussian president was ousted in a popular revolt. “I think the world is largely united in recognizing the steps Russia has taken are a violation of Ukranian sovereignty ... a violation of international law,” Obama said. Ukraine’s new westward-leaning government has accused Russia of mounting a de facto invasion by deploying troops on Ukrainian soil in the Crimean peninsula. But Moscow protests it may be forced to act to protect ethnic Russians in Ukraine amid the chaos following the uprising against fugitive former president Viktor Yanukovych. Western powers are mulling sanctions to punish Russia for its intervention. Obama said he had told Russia that “if in fact they continue on the current trajectory, that we are examining a whole series of steps – economic, diplomatic – that will isolate Russia.”

Solons commend Filipino ice skater Michael Martinez MANILA, Mar 3 (Mabuhay) – Lawmakers have commended through various resolutions Filipino ice skater Michael Christian Martinez who participated in the 22nd Winter Olympic Games recently held at Sochi, Russia. Speaker Feliciano Belmonte said the talented Michael Christian gave an impressive performance at the 2014 Winter Olympics, reaching 19th place overall in the men’s figure skating event. Martinez got a score of 64.81 points for the short program and 119.44 for the final free skate routine, for a cumulative score of 184.25 points. “The athlete has shown tremendous talent, ability, and heart, quietly achieving his dream of competing despite numerous obstacles and injuries through the years,” the Speaker said. “Through sheer determination and hard work, Martinez qualified in this years’ Winter Olympics, becoming the first Filipino and the sole athlete to ever compete from a Southeast Asian nation to reach the finals of the Men’s Free Skating event,” the Speaker said. The Speaker said Martinez has exhibited tremendous pride and joy in representing the Philippines at the 2014 Winter Olympics, serving as an inspiration to his countrymen, especially the young generation of today, when he showed the whole world the ability of the Filipino to surpass any limitation and excel in any field. Rep. Emmanuel Pacquiao (Lone District, Sarangani), who filed House Resolution 845, also commended the athlete’s mother, Maria Teresa Martinez “for her love, sacrifice and unwavering support for her son”. Pacquiao said an achievement that garners international recognition and a character display that is worthy of emulation should be given due recognition. “Despite being born with asthma and frequently in the hospital due to asthmatic bronchitis at such a young age, Michael Christian, now 17 years old, triumphed over the said medical condition through hard work thereby being worthy of admiration,” Pacquiao said. Rep. Eric Olivarez (1st District, Parañaque City) said Martinez deserves commendation for being one of the few athletes to qualify for the Winter Olympic games despite his very young age and the country’s
want of snow. Rep. Terry Ridon (Party List, Kabataan) said Martinez serves not only as an inspiration for Filipino athletes and the youth but also raises a compelling challenge for the national government to once and for all fulfill its constitutional mandate to support Filipino athletes by implementing a comprehensive and state-funded athletic training program in various sports, including figure skating. Rep. Lucy Marie Torres Gomez (4th District, Leyte) said Martinez’s very memorable sports accomplishment is a wake up call to all sectors of Philippine society to pull their acts together and allocate more resources for the training of local athletes, especially those with world-class potentials. Rep. Winston Castelo (2nd District, Quezon City) said Martinez finely demonstrated the indomitable spirit that emboldens the Filipinos. Martinez has received a bronze medal at the 2013 Junior Grand Prix Tallinn Cup; a gold medal at the 7th Europa Cup Skate Helena; won his first senior international title at the 2012 Crystal Skate of Romania; finished 5th place at the 5th World Junior Championships; 4th place at the 2013-14 International Skating Union Junior Grand Prix Riga Cup; and 7th place at the 2013 Nebelhorn Trophy senior international figure skating competition. The commendation of the Filipino athlete was contained in House Resolutions 838, 827, 828, 829, 831, 832, 834, 839, 844, 857, 860, 842, 822, and 836 authored respectively by Majority Leader Neptali Gonzales II (Mandaluyong City) and Minority Leader Ronaldo Zamora (San Juan City), Reps. Faith and firearms: US churches give away guns CHICAGO, March 3, 2014 (AFP) – Baptist churches in Kentucky are giving away guns as prizes in the southern US state in hopes of drawing wayward rednecks to Christ. Lone Oak First Baptist Church is hosting the next “faith and firearms” event on Thursday and has invited the townsfolk of Paducah to come by for a free steak dinner and a chance to win one of 25 handguns, long guns and shotguns which have been donated as prizes. The purpose is to “point people to Christ” while also celebrating gun rights and the great outdoors, the church said. Preacher Chuck McAlister – who used to host a popular hunting show on the Outdoor Channel and is a member of the Kentucky Baptist Convention’s executive team – will be the guest speaker. McAlister’s ministry “revolves around God, guns, good ol’ boys” and has helped more than 3,000 people find Christ in the past two years, the convention said in an article on its website. “That’s a phenomenal number of souls saved under one man’s ministry by anybody’s standards,” said Paul Chitwood, executive director of the Kentucky Baptist Convention, an umbrella group for 2,400 autonomous churches. “Chuck has a unique gift that makes him especially effective in reaching out to us good ol’ boys,
and he does it with passion.” The “Second Amendment Celebrations” have drawn the ire of clergy across Kentucky, the Louisville Courier-Journal reported. “How ironic to use guns to lure men in to hear a message about Jesus, who said, ‘Put away the sword,’” Reverend Joe Phelps, pastor of Louisville’s independent Highland Baptist Church, told the paper in an article posted Monday. “Can you picture Jesus giving away guns, or toasters or raffle tickets?... He gave away bread once, but that was as a sign, not a sales pitch.” Nancy Jo Kemper, pastor of New Union Church in Versailles and former director of the Kentucky Council of Churches called the events a “travesty.” “Churches should not be encouraging people in their communities to arm themselves against their neighbors, but to love their neighbors, as instructed by Jesus,” she told the paper. “How terrible it would be if one of those guns given away at a church were to cause the death of an innocent victim.” McAlister insisted that guns are a great way to reach out to the “unchurched.” “You have to know the hook that will attract people, and hunting is huge in Kentucky,” he told the paper. “So we get in there and burp and scratch and talk about the right to bear arms and that stuff.”

WASHINGTON, March 1, 2014 (AFP) – President Barack Obama fired off a sarcastic, no holds barred attack on Republicans Friday that made clear his focus is now more on mid-term elections than deal-making with his foes in Congress. Though it was the last day of February, Obama’s speech to partisan Democrats was more in tune with the partisanship seen in the closing days of campaigns before November elections. His broadsides had an almost surreal feel, as Obama arrived at the event at a Washington hotel amid a suddenly boiling foreign policy crisis with Russian accused of deploying troops to Ukraine. Obama, in his second-year of his second term and with approval ratings down around 40 percent, has been tarnished by five years of political battles with Republicans. His Democrats have almost no chance of recapturing the House of Representatives in November’s elections, and are in peril of also losing control of the Senate. So the president’s political interventions are like-
ly to be confined to firing up the party base and piling up tens of millions of dollars in campaign cash, rather than bailing out vulnerable candidates. On Friday, Obama mounted a full throated defense of his administration and his under-fire health care law, while taunting Republicans over his two victorious White House runs. “They just go on offering a theory of the economy that time and again has failed America,” Obama said, slamming Republicans for pushing tax policies he said favored the rich. “They think we should drastically reduce or eliminate the safety net for more people,” Obama charged. “I saw some Republicans in Congress brought in outside aides to teach them how to talk to women,” Obama said. “It is unclear how they’ve gotten this far without that particular skill,” the president joked. At one point, the deepening crisis with Moscow muscled in on the evening, with a heckler shouting: “tell us about your plan for nuclear war with Russia!”

WASHINGTON, February 27, 2014 (AFP) – High-speed rail supporters hope breaking ground this year on a route between San Francisco and Los Angeles will be a watershed moment for a transport concept that has yet to take off across America. “The opportunity is right in front of us all, former congressman James Oberstar told participants in a US high-speed rail conference this week. “We just need the political will. And to help his ambitious and expensive cause get out of the station, “we’ve got to have a success story somewhere. California should be that success story, added Oberstar, the former House Transportation and Infrastructure Committee chairman. Promoters of the superfast trains – which would race across California at up to 200 miles (320 kilometers) per hour – recognize that opposition remains strong. Congressional Republicans, for example, have balked at funding a national investment plan to create the extensive network sought by President Barack Obama and his Democratic allies. While the Golden State is furthest along in plans to modernize its fleet, some train travel times are slowing elsewhere. In the country’s Midwest, for example, the 400-mile St. Paulto-Chicago route takes a tedious eight hours and 16 minutes today, 90 minutes longer than in previous years, Oberstar noted. In 2008, California voters approved a plan to invest $9.95 billion as partial funding for high-speed rail between San
Francisco, in the state’s north, and the southern megacity of Los Angeles beginning in 2029. The 520-mile journey would take less than three hours. Visions of a 17,000-mile network Due to ongoing legal challenges, the state has yet to free up the $10 billion funding, but other federal and local money is expected to help fund construction of the first 29 miles of track this summer. If all goes well, Californians could be riding high-speed trains by 2022 with the debut of service between Merced, 125 miles south of San Francisco, to the San Fernando valley outside Los Angeles. Promoters want this line to showcase a planned national network – what the US High Speed Rail Association (HSRA) envisions as 17,000 miles of track serving the country’s major metropolitan corridors. Key projects are envisioned between Boston and New York in the northeast, Florida’s Orlando-Tampa route, and the Dallas-Houston connection in Texas. The rail service could help decongest key airports and highways, many of which have reached saturation levels as metropolitan populations grow. “There’s nobody I know who’s happy about the airlines in this country and what a pain in the neck it is to go anywhere, HSRA chief executive Andy Kunz told AFP. Many Americans are desperate to see the network built, “but all they hear is negativity and delays, he added. One theoretical concept standing in the way, Oberstar told
AFP, is America’s love of the automobile. “But that has begun to fade, said the former lawmaker, who expressed a fondness for France’s famed high-speed rail network. A lowering of projected costs for the California project, from $90 billion to $68 billion, could ease voter apprehension about the massive undertaking, argued Thea Selby, who is on the advisory board of Californians For High Speed Rail. But even in progressive California, surveys show public ambivalence toward the project. “It’s not like we don’t have the money, we’re pretending we don’t have the money when we spend trillions on other things, Kunz said. The equivalent of one year of defense spending could fund the entire 17,000-mile national network, he said. The huge investment required – some $30 billion annually for 20 years, Kunz said – is comparable to development of the US highway system in the 1950s. On Wednesday, Obama unveiled a four-year, $300-billion plan to rebuild America’s highways, bridges and railways. But the proposal was instantly ridiculed by Republicans as a costly boondoggle, signalling that the high-speed rail battle is far from over.

Fishermen protest 144-hectare reclamation of Manila Bay

DOTC pushes Pasig River ferry as alternative transport system MANILA, Mar 1 (Mabuhay) – Department of Transportation and Communications (DOTC) Secretary Joseph Emilio Abaya on Saturday said the revival of the Pasig River ferry will serve as an alternative transportation to alleviate the impact of the expected traffic jams in Metro Manila due to the ongoing major government infrastructure projects. “Now that we have many ongoing government infrastructure projects, we at the DOTC saw this (ferry system) as an alternative transportation for residents near the Pasig River or for those whose places of work are near the Pasig River,” Abaya said. Since he was appointed as
DOTC secretary in August 2012, Abaya said he saw that the revival of the Pasig River ferry system will help ease out the burden of Metro Manila commuters due to the worsening traffic problem in the country. He said studies are conducted to make the Pasig River ferry system a Public-Private Partnership (PPP) project. He said the studies also involved running the river transport system from Manila all the way to Batangas passing thru Laguna and Cavite. “So, we talked to a number of private proponents and they have expressed interest in the PPP project. They said they can actually start running the river trans-
Classes to begin in June 2014 – Luistro MANILA, Mar 4 (Mabuhay) – Department of Education (DepEd) secretary Br Armin Luistro FSC renewed his announcement that school calendar this year would definitely start in June and not in any other month. Somewhat piqued by the same question being asked over and over again, Luistro said, “Let us not bother or trouble parents and their children about the next enrollment. The 2014 school calendar is still June to April and not August to May or even September as broached by some sectors. ”In the first place, there are only four tertiary schools which have signified their intention to start classes in September because of their race to catch up in education in time with the Association of Southeast Asian Nations (ASEAN) integration in 2015,” said Luistro. Luistro made it clear that only the colleges and higher institutions are the ones involved and not the elementary or secondary schools throughout the country. He was also responding to what Benjo Basas, president of Teachers Dignity Coalition’s broadside.
port system but initially only on limited sectors that they think is profitable,” Abaya said. He said what needs to be acted on are the stations, the franchise to be issued to the proponent, and the fixed trip schedules which will entice commuters to patronize the transport system. “We really need to impose a strict time on trip departures and arrivals because the varying time of departures and arrivals of the former ferry system was the main reason why commuters discontinued to patronize it,” Abaya said. “Under the new system, the ferry must leave the station on time, with or without passengers.” he added. He said the ferry system might be operational sometime next month. The Pasig River ferry service first ran during the mid-1900s until it stopped operation in the 1960s due to the pollution problems of Pasig River. In the 1990s, Magsaysay Lines started to operate a 15-kilometer stretch system anew which had stations from Guadalupe in Makati City all the way to Escolta, Manila. The service, however, was closed in 1991 due to problems of squatters along the route, proliferation of water lilies, garbage and other debris clogging the waters which prevent boats from traveling at normal speeds, not to mention the foul odor of the polluted water.
MANILA, Mar 3 (Mabuhay) – The government should stop the reclamation project of Manila Gold Coast Corporation which covers 144 hectares of coastline, fishermen from Southern Tagalog said at their fluvial protest action in Manila Bay. The protesters rode in seven fishing boats from Bacoor Bay to the Senate, which sits on another reclaimed portion of Manila Bay, to express their strong opposition to this new reclamation project, which will displace 100,000 coastline residents. Bagong Alyansang Makabayan-Southern Tagalog (Bayan-ST) together with fisher folk organization Pamalakaya, said the further reclamation of Manila Bay will not only be detrimental to fishermen, but also to residents of Manila who will suffer more severe floods. “In all aspects, this reclamation project will not serve the best
interest of our people. It is equally detrimental to the environment and especially those people who live along the coast,” said Bayan-ST spokesperson Andrianne Mark Ng. “Around 100,000 residents are expected to be displaced when the reclamation pushes through,” Ng said. Citing a paper by Dr. Kelvin S. Rodolfo, a geologist and Professor Emeritus at the University of Chicago in Illinois, Ng also pointed out that reclamation is a serious geo-hazard concern, especially in times of storm surges. “This project will disrupt if not totally destroy the Marine ecosystem of Manila Bay,” Ng said. Rodolfo helped the country understand the Pinatubo eruption in the early 1990s. He helped calculate the number of years that Central Luzon would experience floods and pyroclastic flows after the eruption.(MNS)
PCG rescues 12 passengers of distressed vessel in Sorsogon MANILA, Mar 3 (Mabuhay) – A total of 12 passengers were put into safety by the Philippine Coast Guard (PCG) Boarding Team after a roll-on, roll-off (RORO) vessel ran aground 25 meters northeast off Pilar Port, Sorsogon before Monday dawn. Reports reaching the PCG headquarters in Manila said MV Maria Sophia was conducting an undocking maneuver to depart for Masbate City when it encountered strong current and was drifted to a shallow portion of Pilar Port. MV Maria Sophia had 21 passengers and 21 crew on board. The PCG said MV Reina Banderada, the distressed vessel’s sister ship scheduled to depart next for Masbate City, was immediately contacted by Coast Guard
Sub-Station (CGSS) Pilar Boarding Team and successfully transferred 12 passengers to the sister ship. However, the remaining nine passengers composed of truck drivers, escorts and crew decided to remain on board MV Maria Sophia and waited for high tide to pull out from the area. At around 9:30 a.m. Monday, the vessel was extracted from her grounded area upon high tide and the personnel of CGSS Pilar advised the skipper to file a Marine Protest or a full report of the incident. MV Maria Sophia is owned and operated by Montenegro Shipping Lines Incorporated and skippered by Captain Jake Henrick Marcelino. (MNS)
PPA bares ‘wish list’ as trucks, Manila ports resume operations MANILA, Mar 1 (Mabuhay) – The Philippine Ports Authority (PPA) came out with a ‘wish list’ in a bid to further reduce vehicular traffic in and out of the Manila ports as the day-time truck ban remains uncertain. The PPA arrived at the list after a series of meetings with other government agencies such as the Metro Manila Development Authority (MMDA), the Department of Transportation and Communications (DOTC), Department of Public Works & Highways (DPWH), and the City of Manila. , It also held talks with private sector representatives from the various port stakeholders, including port terminal operators, shipping lines, truckers associations, warehouse operators, and other
private sector groups. “We need to strike a good balance between flow of trade and commerce affecting the country’s economy and the traffic issue affecting the Metro Manila residents” said Juan Sta. Ana, PPA general manager. Last Monday, truckers servicing the Manila International Container Terminal in South Harbor and the North Harbor terminals launched a truck holiday as a protest to the day-time truck ban imposed by the City of Manila to ease traffic not only in the city, but in the whole metropolis, as well. Sta. Ana said the measures will substantially reduce the truckers turn around time, enabling import and export container deliveries to be delivered faster and more efficiently to and from the ports of Manila and private manufacturing warehouses. He said that these measures, however, entail the cooperation of all stakeholders, government and private corporations. Other than driving in a busy metropolis to get their cargoes in and out of the Ports of Manila, most of the truckers’ time are spent on standby time or waiting hours. For example, Sta. Ana said, in the case of export cargoes, the trucks, after delivering loaded containers for export in piers will probably get stuck inside the port during the 3 p.m. to 10 p.m. truck ban period. After 10 p.m., trucks will go out of the pier to the private warehouse/ yard in the port area to get empty containers for delivery to private warehouses of the manufacturing firms. Most likely, the private container yard is closed and trucks will have to wait for the following day or until 8 a.m., to withdraw empty containers. He said that the trucks thereupon will wait for the operating hours of 10 a.m. to 3 p.m. to bring the empty containers out of Metro Manila to the private warehouse. Most of the time, they arrive between 6 p.m. to 8 p.m. depending on the distance.

Empress keeps her doors open Actress Empress Schuck admitted that she is considering offers from other networks as her contract with ABS-CBN is about to end this month. Schuck said that while she considers the Kapamilya network home, she is not sure if ABS-CBN still has plans for her career. “Honestly po, may offer. But since dito ako lumaki, mahal ko ang ABS, mahal ko sila. Kaya lang may mga bagay talaga na hindi mo pwedeng ipagsisikan… I gave them my loyalty, bata pa lang ako dito na ako lumaki. Nandito ang pagmamahal ko, hinding hindi mawawala ‘yun. Pero bilang isang artista, may mga bagay na kailangan mong iwanan, may mga bagay na kailangan mo

Hindi ko rin alam kung bakit wala pa or bakit medyo matagal. Pero siguro they have their own decisions, their own reason kung bakit wala. Siyempre that’s also for me to find out. Pero siyempre dadating din sa time na maiinip ka, mag-iisip ka kung bakit ganun?” she said. Schuck said she is already itching to have her own project since her last regular project with the network was “Mundo Man Ay Magunaw” in 2012.

MOTORING Volvo to debut ‘tablet’ in-car interface at Geneva (Relaxnews) – The company’s approach to increasing the levels of control at a driver’s fingertips and increasing the number of incar infotainment and telematics features, but without increasing driver distraction, looks very much like a tablet. That said, Thomas Ingenlath, senior vice president design at Volvo Car Group, points out that “the new user interface is designed to create a smooth, logical and safe interaction between the driver and the car,” and that it “goes far beyond just putting a large tablet in the center of the dashboard. We have created a digital environment that is fully integrated in the car.” The first piece of intelligent design is in where the tablet is located – integrated into the dashboard’s center stack in place of all the buttons and knobs for controlling the heating and the stereo and therefore eliminating visual clutter. And like the tablet that over 40 percent of US consumers have at home, this touch screen responds to typical tablet commands such as swipes, taps and pinching to zoom. However, unlike a normal Android device or an iPad, the display and interface have been specifically developed for ease of navigation and minimum distraction. Key functions are dis-
played as a stack of flexible tiles. These tiles expand when in use but other commands and functions, though minimized, remain visible on the screen. “Having all functions present all the time makes the touch screen exceptionally user-friendly. The spacious layout also promotes smooth interaction without distraction,” says Ingenlath, who also claims that the interface and layout are so logical that using it “will be part of your muscle memory very quickly.” One of the most frustrating things about many car companies’ digital dashboard interface systems is the need to toggle, scroll or flick between menu after menu in order to find the right command, function or setting. By keeping everything on view and within reach all of the time, Volvo eliminates this problem. “The basic idea is to organize controls and information in a perfectly intuitive and userfriendly way. Everything is exactly where you expect it to be, making the drive more enjoyable, efficient, and safe,” says Ingenlath. The new interface will be displayed for the first time at the Geneva Motor Show on March 4 but will be coming to the Volvo XC90 later this year.

Brutal winter weather freezes US auto sales CHICAGO, March 3, 2014 (AFP) – Brutal winter weather chilled US auto sales in February, with General Motors, Ford and Toyota reporting losses Monday even as rival Chrysler extended a winning streak. But total industry sales last month were expected to rise about one percent once all automakers have reported, Ford forecast. That would be an improvement over the three percent drop posted in bitterly cold and stormswept January. The US auto industry had been on a years-long growth spurt as it recovered from a deep downturn following the 2008 financial crisis. Analysts and automakers expect booming sales to return with better weather. “When the weather doesn’t behave, it has a negative impact on car shoppers who are looking for an easy and smooth process
at the dealership,” said Jessica Caldwell, an analyst with the automotive site Edmunds.com. “The strength of pent-up demand promises to keep sales on the right path as spring approaches.” GM’s sales fell one percent to 222,104 vehicles in February, but the largest US automaker forecast strong growth to come. “Weather continued to impact the industry in February, but GM sales started to thaw during the Winter Olympic Games as our brand and marketing messages took hold,” GM sales chief Kurt McNeil said in a statement. “Despite a slower start to 2014 than most people expected, we look forward to a very successful year, backed by plenty of new products and what should be the strongest GDP growth since the end of the recession.” Ford’s sales fell six percent to 183,947, in part because deliver-
ies of vehicles to fleet customers and parts to its factories were delayed by the wintry weather. “We still expect to meet our production guidance of 770,000 vehicles for the quarter and should be able to get this back on track in the month of March,” Ford sales chief John Felice said on a conference call. Toyota sales fell four percent to 159,284 vehicles but the Japanese automaker also expressed optimism that sales would improve soon. “February auto sales emerged from a chill in the second half of the month, poising the industry for a strong March,” said Bill Fay, general manager of the Toyota division. Chrysler continued to outpace its rivals and posted its 47th consecutive month of gains – and its best February since 2007 – as sales rose 11 percent to 154,866 vehicles.

PARIS, March 3, 2014 (AFP) – A septuagenarian man who was fitted with the French biomedical firm Carmat’s first artificial heart two and half months ago has died, a hospital statement said Monday. “Seventy-five days after the implant of the first Carmat artificial heart bioprosthesis in a 76-yearold man with a terminal heart disease, the patient died on March 2, 2014,” the Georges-Pompidou European Hospital said. Artificial hearts have already been in use for many years as a temporary fix for patients with chronic heart problems. The Carmat product aims to provide a longer-term solution to bridge the wait for a donor heart and enable hospitalized patients to return home and maybe even resume work. The hospital statement said the causes of death “will not be known until after a thorough analysis of the abundant medical and technical data that has been recorded”. The artificial heart, a selfcontained unit implanted in the patient’s chest, uses soft “biomaterials” and an array of sensors to mimic the contractions of the
heart. The patient had received his artificial heart on December 18, in a world first performed after the French government gave its green light to the operation in September. The surgeons who carried out the ground-breaking operation and subsequently monitored the patient’s progress were keen to “stress the significance of the initial findings drawn” from the experiment, the hospital’s statement said. They paid homage to the patient, who was “fully aware of what was at stake and – with his trust, courage and will – made a memorable contribution to the medical battle against a growing disease.” Nearly 100,000 people in Europe and the United States are in need of a heart transplant, according to Carmat. A US rival to Carmat, an artificial heart called AbioCor, is authorized in the United States for patients with end-stage heart failure or life expectancy of less than 30 days, who are not eligible for a natural heart transplant and have no other viable treatment options.
Ovulation motivates women to ‘outdo’ each other, study finds (Relaxnews) – According to new research, ovulation alters women’s behavior on a subconscious level, prompting them to focus more on social standing in comparison to
other females. Researchers from the The University of Texas at San Antonio (UTSA) and the University of Minnesota’s Carlson School of Man-
agement conducted three studies, one of which featured the popular “dictator game experiment.” Fiftyeight ovulating and non-ovulating women were each given a set amount of money, which they could share with another if desired. Non-ovulating women shared about 50% of their money with others, while ovulating women shared about 25% of funds and kept the rest. “We found that ovulating women were much less willing to share when the other person was another woman. They became meaner to other women,” said Kristina Durante, assistant professor of marketing at the UTSA College of Business and lead study author. In another experiment, 309 women were asked to choose between “Option A” – to have a $25,000 car while other women received $40,000 cars – and “Option B” – a $20,000 car while the other women received $12,000 cars. Ovulating women preferred “Option B,” which provided “higher social standing” compared to the others.

“What’s interesting about this finding is that ovulating women are so concerned about their relative position that they are willing to take less for themselves just so that they could outdo other women,” said study coauthor Vladas Griskevicius, associate professor of marketing at the University of Minnesota’s Carlson School of Management.
Ovulating women had different reactions when playing the same games against men. While ovulation seemed to make women meaner to one another, it resulted in “nicer” behavior towards men. “These findings are unlike anything we have ever seen in the dictator game. You just don’t see people giving away more than half of their money,” noted Durante.
Can you teach your baby to read? Study says no (Relaxnews) – Some parents want to get a jumpstart on their children’s education, using DVDs and other materials to teach infants how to read. However, researchers at New York University’s Steinhardt School of Culture, Education, and Human Development have found such attempts are in vain. For the study, published in the Journal of Educational Psychology, researchers examined 117 babies, aged nine to 18 months. One group was provided with educational materials in the form of a baby media product, including DVDs, word and picture flashcards, and flip books to be used daily over a seven-month period. The other group received no materials. Assorted tests were used to determine the babies’ ability to “recognize letter names, letter sounds, vocabulary, words identified on sight, and comprehension.” The end of the experiment showed no difference between the group that had the materials and the one that didn’t. Although educational DVDs and similar products were shown to have virtually no effect, they do seem to have an effect on parents. “It’s clear that parents have great confidence in the impact of these products on their children,” says lead study author Susan Neuman, a profes-

sor in NYU Steinhardt’s Department of Teaching and Learning. “However, our study indicates this sentiment is misplaced.” While babies exposed to educational DVDs may not to learn to read any faster, it’s still possible to encourage cognitive development. A 2012 study by researchers at North Dakota State University and Texas A&M found that babies who sit up – either alone or with assistance – will reap the most reward from educational toys and videos.
Got lice? Try ordinary conditioner, say scientists (Relaxnews) – Scientists from Belgium have found that ordinary conditioner is just as effective as special conditioners and treatments for removing lice. Findings have been published in the Journal of Medical Entomology. Those who have dealt with lice eggs, or nits, know they are incredibly challenging to remove. They feature a glue-like substance that sticks to strands of hair so strongly that eggs remain even after the use of pediculicides, a licekilling treatment. Following a few experiments, scientists found “no significant difference” between regular conditioner and special lice-removal products in ridding hair of the sticky eggs. However, they did find eggs easier to remove when hair was soaked in deionized water. The scientists theorize the deionized water was effec-
tive as it created a lubricant for removing nits, meaning less friction was needed when washing hair. “Treatment with conditioner reduces the coefficient of friction of
undamaged and damaged hair,” they write. “As a consequence, conditioners will facilitate nit removal.” In addition to washing hair, of course, lice removal is dependent on cleaning clothing, bedding, and anything the infected person has had contact with – hair brushes and accessories, carpeting, furniture, etc. – and storing items that can’t be cleaned in plastic bags for two weeks to smother the lice. Lice-removal combs are also helpful, especially when dipped in conditioner first.

cluding a drop in extra-judicial killings. However, torture cases were still at the same level, he added. The commission, which documents and investigates allegations of abuses, also cited other problems like lengthy trials and overcrowded prisons. “We are talking about the entire criminal justice process,” Cebreros said. Human rights organizations allege that the Philippines suffers from a “culture of impunity” where powerful men feel they can commit abuses without fear of punishment.

There’s still those number of days for governance, so... he is occupied in governance right now,” Lacierda said. As for reports that previous LP vice presidential bet and Interior Sec. Mar Roxas will also be running in 2016 with Aquino’s sister Kris Aquino as running mate, Lacierda said this is a decision for the President to make.
