Shooting spree on DC naval base leaves 13 dead BY RAPHAËLLE PICARD
WASHINGTON, September 16, 2013 (AFP) – A former US naval reservist opened fire at a base in the heart of Washington on Monday, killing 12 people and exchanging fire with police before losing his own life. Police identified the alleged shooter as 34-year-old Aaron Alexis, of Forth Worth, Texas, who served full-time in the Navy from 2007 to 2011 before becoming a defense contractor. The Federal Bureau of Investigation appealed to the public for information on the suspect, whose military service was marked by misconduct and who reportedly had once been arrested but not
charged in Texas for shooting a bullet through his apartment ceiling. “No piece of information is too small. We are looking to learn everything we can about his recent movements, his contacts and his associates,” said Valerie Parlave, assistant director of the FBI’s Washington field office. The FBI released a photo of Alexis, an African-American who held the rank of an Aviation Electrician’s Mate 3rd Class and had served full-time in a logistics support squadron in Forth Worth, according to the Navy. ZAMBOANGA, Sept 16 (Mabuhay) – The Philippine military said xxxxdefeating Moro rebels laying siege to Zamboanga City, but the guerrillas defiantly traded gunfire while using civilians as human shields. The military said up to 100 Moro National Liberation Front (MNLF) rebels were still engaged in battles with troops around two coastal villages in Zamboanga, a week after the guerrillas invaded the city to stake an independence claim. “They still have ammunition and they continue to fire at us,” armed forces spokesman Lieuten-
ant Colonel Ramon Zagala said by phone from Zamboanga, but he insisted a military offensive was succeeding. “We know for a fact that the end is near and they are trying to flee. Some of them may be trying to disguise as civilians, so it’s very critical that the village elders help us identify those who are not from their neighborhoods.” Heavily armed MNLF forces entered the port city’s coastal neighborhoods last Monday in a bid to sabotage talks between a rival rebel group and the government that are aimed at ending decades of conflict.
Moro rebels have been fighting since the 1970s for an independent or autonomous homeland in south of the mainly Catholic Philippines. An estimated 150,000 people have died in the fighting. The latest violence in Zamboanga has left 51 MNLF fighters, six security forces dead and four civilians dead, according to Zagala. The rebels initially took dozens of hostages and burned hundreds of homes, forcing a shut down of Zamboanga, a city of about one million that is a key commercial hub in the region. WASHINGTON, D.C. – United States President Barack Obama has accepted the invitation of President Benigno S. Aquino III and will travel to Manila for a two-day visit next month, the Philippine Embassy said. The Embassy said President Obama’s visit, scheduled on 11 and 12 October, was announced by the White House and Malacañang Palace in separate statements issued today. “President Obama will meet with President Aquino to discuss ways to further strengthen the enduring Philippines-US alliance, including the expansion of our security, economic and people-topeople ties,” Press Secretary Edwin Lacierda said in Manila. Muslim women may wear religious garb in schools – CHR MANILA, Sept 16 (Mabuhay) – Muslim women may wear headscarves in schools, universities, and other learning institutions, the Commission on Human Rights (CHR) said. In its Advisory No. 2013-002 issued on 8 August 2013, the CHR recognized the human rights of Muslim women to wear “hijab,” “burka,” and “niqabs” as part of their freedom of expression and freedom of religion.
The advisory stemmed from complaints received by the National Commission on Muslim Filipinos (NCMF) that several colleges and universities have prevented their students from wearing headscarves inside their premises. Pacquiao wants to create the Philippine boxing commission MANILA, Sept. 14 (Mabuhay) – Rep. Emmanuel Pacquiao (Lone District, Sarangani) has filed a bill addressing the plight of Filipino boxers through the establishment of a Philippine Boxing Commission (PBC). No automatic suspension for ‘plunder’ senators – Drilon MANILA, Sept 16 (Mabuhay) – Senators who will be charged with plunder before the Office of the Ombudsman will not be automatically suspended, Senate President Franklin Drilon said Monday. Drilon said the Ombudsman will have to evaluate the evidence gathered by the National Bureau of Investigation and require the respondents to file their counteraffidavits. He said if the Ombudsman finds the evidence insufficient,
the agency will require further investigation. Drilon said a lawmaker will only be expelled from Congress once there is a warrant of arrest from the Sandiganbayan. He also cited as an example Congresswoman and former President Gloria Macapagal Arroyo who is under hospital arrest after being charged with electoral sabotage, a nonbailable offense. “She is suspended because she is under physical detention. That is the effect of a warrant of ar-
rest,” he said. Meanwhile, Drilon insisted not a single peso of his pork barrel went to the bogus non-government organizations linked to Janet Lim Napoles. Christian groups gear for anti-pork rally ‘bigger’ than Million People March
MANILA, Sept 14 (Mabuhay) – Although they come from different churches, leaders of evangelical and born-again Christian groups in the country have banded together to organize what they claim to be a bigger anti-pork barrel rally than the August 26 “Million People March.” Representatives of Christian groups led by Jesus is Lord (JIL) founder Eddie Villanueva announced Friday that they are going to hold a massive prayer rally against corruption on October 25 at the Quirino Grandstand. Villanueva said that the born-again churches are aiming to gather 1.5 million Filipinos to attend the massive event, which will fall on the same date as JIL’s 35th anniversary celebration. Despite being organized by born-again Christian leaders, Pastor Ed De Guzman of the Intercessors for the Philippines said the event will be an inter-faith gathering open
to “all Filipinos who care about their country.” “The prayer rally is not exclusive to bornagain Christians alone. In fact, we will be holding talks with certain officials in the CBCP (Catholic Bishops Conference of the Philippines) next week to try to convince them to endorse it to Catholic believers as well,” he said. Last week, CBCP announced its support for the anti-pork vigil dubbed as “Edsa Tayo” held on Wednesday. The rally, which was held at the Edsa Shrine, failed to draw a huge crowd similar to the one gathered at Luneta last month for the Million People March. In a statement, the born-again groups said the rally will be a call for citizens and politicians to turn to God for guidance in solving the problem of corruption which it said is “very pervasive” in Philippine society.
US to hold war games near South China Sea MANILA , September 17, 2013 (AFP) The Philippines and the United States will begin war games near disputed South China Sea waters this week, showcasing fastexpanding military ties and likely further stoking tensions with China. The annual exercises, which involve 2,300 marines from both sides, will take place amid the backdrop of ongoing negotiations to further increase an American military presence and the deployment of its hardware in the former US colony. They also come three weeks before US President Barack Obama is due to visit Manila, a huge moment for the Philippines as it looks for US support amid a worsening row with China over rival claims to parts of the South China Sea. “The Chinese will view these military exercises as yet another example of the Philippines stirring up tensions in the South China Sea and of the US taking advantage of the situation
to increase its military presence,” regional security expert Ian Storey told AFP. Beijing, which insists it has sovereignty to nearly all of the South China Sea, has repeatedly railed at the Philippines for refusing to back down in the territorial dispute and seeking to draw the US closer. Vietnam, Malaysia, Brunei and Taiwan also have competing claims to parts of the sea, which is believed to sit atop vast deposits of fossil fuels, but China has been particularly angered at the Philippines for being the most vocal. For the Philippines, the dispute will continue to be “the central driver” of efforts to intensify its alliance with the US, according to Storey, a senior fellow at the Institute of Southeast Asian Studies in Singapore. The Philippine-US Amphibious Landing Exercises (Phiblex) will begin on Wednesday in Zambales, a province facing the South China Sea.

Palace on alleged PNoy lunch with Napoles: Pure fiction MANILA, Sept 16 (Mabuhay) – Pure fiction. This was how Malacañang described the claim of former Senator Francisco “Kit” Tatad that President Benigno Aquino III had lunch and spent hours in “closed-door conversations” with alleged pork barrel scam brains Janet Lim-Napoles before her surrender. In his column published in the Manila Standard Today, Tatad claimed that Napoles arrived at the Palace at 10:27 a.m. with presidential spokesman Edwin Lacierda and remained in the room for the next six hours with him, the President, and Interior Sec. Mar Roxas. He said other Cabinet members who reportedly joined the meeting were Cabinet Secretary Rene Almendras, Budget Secretary Florencio Abad, and Executive Secretary Paquito Ochoa. But in a statement released on Monday, Malacañang said the “storyline pushed by Tatad is an obvious fabrication.” It explained that Aquino was at two high-profile events at 10 a.m. and 1:30 p.m. with hundreds of attendees. It also said that at both events, he delivered speeches, videos of which are embedded on the President’s page for August 28, 2013. “This administration believes in truthful and transparent reportage, which the former Marcosappointee may not be accustomed to,” it said. Tatad was formerly the Minister of the Public Information under President Ferdinand Marcos. Along with its statement, the Palace published his official working schedule which was also sent to the Malacañang Press Corps on that day. On the other hand, the Palace said Abad also denies having gone to the Palace at all on that day. “He was at his office from 12:15 p.m. until having to leave for a 3:00 p.m. meeting in Quezon City and from 6 to 7 p.m. was at the DILG to meet with some organizers and attend,” it said. NaFFAA welcomes Obama’s Visit to PHL Washington, D.C. – The National Federation of Filipino American Associations (NaFFAA) welcomes President Obama’s visit to the Philippines on Oct. 11 and 12. “His visit coincides with the celebration of Filipino American History month,” says NaFFAA National Chairman Ed Navarra. “For many centuries, Filipinos have been part of American history. President Obama has many reasons to be proud of our community’s many significant contributions to our nation. And we will continue to play a vital role in shaping this country’s future.” Now nearly 4 million strong, Filipinos in America are a growing political force. They voted in large numbers in the last presidential election, comprising the second largest Asian American group to cast their ballots. Spurred by the overwhelming support of Hispanic and Asian Americans, President Obama delivered on his promise to push for comprehensive immigration reform this year. “We are encouraged by the president’s determination to fix our country’s broken immigration system,” Navarra adds. “We continue to hope that Congress will do its part to make immigration reform a reality and move this nation forward to greater prosperity for all Americans.” Navarra also thanks President Obama for directing the Interagency Working Group, through the White House Commission on Asian Pacific Islander

Pope calls for ‘another way’ for Catholic divorcees ROME, September 16, 2013 (AFP) – Pope Francis on Monday called for “another way” of treating divorcees who remarry – a thorny issue since Catholics who wed a second time are currently not allowed to receive Holy Communion at mass. Catholic faithful should “feel at home” in parishes and those who have remarried should be treated with “justice”, the pope was quoted as saying by Romasette, the local newspaper for the diocese of Rome. “Our duty is to find another way in justice,” he said. Francis was meeting with hundreds of Rome priests in the Basilica of St John Lateran and he reminded them that his predecessor Benedict XVI had already addressed the issue of Catholic divorcees. Just last week, Pope Francis said atheists could take moral decisions just like religious people, in an unprecedented letter to a leftwing Italian daily – his latest attempt to reach out to non-believers. “God’s mercy has no limits if we turn to him with a sincere and contrite heart,” the leader of the world’s 1.2 billion Catholics said in a missive published in La Repubblica by its founder Eugenio Scalfari. “The question for people who do not believe in
God is to listen to their consciences. Also for those without faith, sin is going against your conscience,” he said. “Listening to it and obeying it means making up one’s mind about what is good and evil,” he added. The letter was the 76-year-old pope’s reply to questions posed in the newspaper in July and August by Scalfari, who had admitted to not believing in God. Since being elected in March, the Argentine pope has repeatedly said he wants his words to be heard by faithful from other religions and non-believers. During a blessing in St Peter’s Square in May, Francis said non-believers could be redeemed just like Catholics – an unusual message that was quickly denied by a Vatican spokesman who said that anyone who refuses the Catholic Church “cannot be saved”. “The Lord has redeemed all of us, all of us, with the Blood of Christ. All of us, not just Catholics. Everyone! ‘Father, the atheists?’ Even the atheists. Everyone!” the pope said in his address in May. “We must meet one another doing good. ‘But I don’t believe, Father, I am an atheist!’ But do good: we will meet one another there,” he said.
Senate gun-reform advocate deplores ‘litany of massacres’ WASHINGTON, September 16, 2013 (AFP) Senator Dianne Feinstein demanded an answer to America’s continuing gun tragedies, asking “when will enough be enough” in the wake of Monday’s horrific deadly shooting in the US capital. Feinstein, who chairs the powerful Senate Intelligence Committee, helped lead a push for tighter gun laws in the wake of last December’s shooting at Sandy Hook Elementary School in Newtown, Connecticut that left 20 children and six adults dead. That gun-control effort, including Feinstein’s bid to ban assault weapons and high-capacity clips, failed in the Senate early this year amid fierce debate. Feinstein said she mourned the 12 people slain by a gunman at the Navy Yard in Washington, saying the killer was reportedly armed with a shotgun, an assault rifle similar to the one used in Newtown, and a semi-automatic pistol. “This is one more event to add to the litany of massacres that occur when a deranged person or grievance killer is able to obtain multiple weapons – including a military-style assault rifle – and kill many people in a short amount of time,” Feinstein said. “When will enough be enough?” she added. “Congress must stop shirking its responsibility and resume a thoughtful debate on gun violence in this country.” Dozens of lawmakers returning from their dis-
tricts spoke of the horror of Monday’s tragedy, but perhaps in recognition of the deeply divisive nature of the issue on Capitol Hill, few made open appeals to re-ignite the debate on the nation’s gun laws. “Senseless gun violence makes me sick. So sad. Prayers for victims,” said Senate Democrat Claire McCaskill on Twitter. Even Democratic Senator Richard Blumenthal of Connecticut, who pressed for tighter gun laws in the wake of Newtown, released a measured, non-political statement about the latest tragedy. “Heartfelt thoughts and prayers are with victims and loved ones in tragic gun violence at Washington DC Navy Yard,” he wrote. But veteran Senator Jay Rockefeller, who announced he is in his final term, sounded prepared to resume the gun control debate. “We are becoming far too familiar with senseless, tragic violence,” he wrote in a statement. “This is the seventh shooting since 2009, and these repeated incidents demand our attention.” The Newtown Action Alliance, a group of friends and relatives of Newtown victims, said its members were due in Washington Tuesday to participate in a series of events – planned before Monday’s tragedy – aimed at re-opening the gun debate. “Our hearts ache. Our thoughts and prayers from Sandy Hook to DC,” tweeted alliance member Monte Frank. “Tomorrow we get back to work to end this madness.”

WASHINGTON, September 16, 2013 (AFP) – The US Senate was put on lockdown Monday following the mass shooting that left at least 13 people dead at a Washington military base several blocks from the Capitol. Senate officials took the decision to seal the north side of the Capitol building amid ongoing uncertainty about the possibility that a gunman involved in the carnage at the Washington Navy Yard may still be at large. “I’ve spoken with the Senate Sergeant at Arms as well as the Republican leader, and in light of events at the Navy Yard we have decided to recess the Senate until Tuesday morning,” Senate Majority leader Harry Reid said. Senate Sergeant at Arms Terrance Gainer said in a statement that no-one would be allowed to enter or exit the building for a period of two hours. “In light of the uncertainty surrounding the shooting at the Navy Yard this morning and particularly the possibility of suspects remaining at large, we have decided to lock down the Senate complex,” Gainer said. “We do not have any information to suggest the Senate, its members, or staff are in any danger, but out of an abundance of caution, we feel this is the best course of action to keep everyone safe.”
The House of Representatives, which follows orders from another sergeant at arms, was not placed on lock-down, although security checks appeared more comprehensive. Gainer partially lifted the Senate lock-down order after just over an hour, though he stressed nobody but staff would be allowed into Senate buildings until Tuesday morning. “While this approach is inconvenient, it is at times necessary,” Gainer wrote. “The lessons of Boston, Virginia Tech, Sandy Hook, and Aurora are clear, and just still too raw,” he said, citing previous US mass shootings. SCE recommends solutions to help with high summer bills ROSEMEAD, Calif., Sept. 10, 2013 – Southern California Edison (SCE) reached a new year-to-date peak power demand of 22,534 megawatts (enough to power about 14 million average Southern California homes at a point in time) last week. With the high heat expected to continue sporadically over the next few weeks, SCE is offering customers solutions to combat high electric bills. “We’re well aware of the higherthan-normal bills our customers may

Advancing Justice -LA to host citizenship events in honor of National Citizenship Day LOS ANGELES – Asian Americans Advancing Justice-Los Angeles will be partnering with the Los Angeles Public Library to host a citizenship workshop on Saturday, September 21, 2013 at the Little Tokyo Library (203 S. Los Angeles St., Los Angeles) from 10 a.m.-3 p.m. in honor of National Citizenship Day. The workshop is free and will provide application assistance, and legal consultation and legal review by attorneys. National Citizenship Day commemorates the day the Constitution was signed – on September 17, 1787 – and recognizes all U.S. citizens, both those born here and those who naturalized. Organizations across the country will be hosting citizenship events in honor of this day throughout the month of September to encourage more lawful permanent residents (LPRs) to apply for naturalization. Beyond the Little Tokyo library workshop, Advancing Justice -LA and its partners throughout
L.A. County will be hosting 16 workshops throughout September. Of the approximate 13.3 million LPRs in the United States, roughly 8.8 million of them are eligible for citizenship and nearly 2 million of them are Asian American Pacific Islander. Advancing Justice - LA is a national partner of the New Americans Campaign (NAC), a groundbreaking national network of legal-service providers, faith-based organizations, businesses, foundations, and community leaders working together to modernize and streamline access to naturalization services. Help your kids ace their tests with a salmon dinner (Relaxnews) – Want to help your kids improve their performance at school? Serve them a dinner of grilled tuna or salmon teriyaki, suggests a new study out of Oxford University. After taking blood samples from nearly 500 children between the ages of seven and nine, scientists found that levels of omega-3 fatty acids “significantly predicted” their ability to concentrate, and learn. Published in the journal PLOS One and presented at a conference in London last week, the study found that higher levels of omega-3, particularly the long-chain form of Docosahexaenoic acid (DHA), were associated with better reading and memory and fewer behavioral problems among the children examined. Omega-3 fatty acids have been shown to play an important role in the brain’s structure and cognitive function, in addition to heart health and the immune system. Dietary sources of omega-3 include fatty fish such as sardines, mackerel, salmon and tuna as well as flaxseed oil and walnuts. Blood samples of the 493 schoolchildren showed, meanwhile, that British children fall below the minimum recommended intake of the brain boosting nutrient: on average, the
total levels of omega-3 fatty acids (both DHA and its cousin Eicosapentaenoic acid or EPA), averaged 2.45 percent. The minimum level of omega-3 fatty acids recommended to maintain heart health is four percent in adults. Scientists also found that nine out of ten children in the sample ate fish less than twice a week, and nearly one in ten never ate fish at all, according to dietary information obtained from the parents. Recommended weekly intake is a minimum of two fish portions a week. “[T]his study suggests that many, if not most UK children, probably aren’t getting enough of the long-chain omega-3 we all need for a healthy brain, heart and immune system,” said study co-author Alex Richardson. “That gives serious cause for concern because we found that lower blood DHA was linked with poorer behaviour and learning in these children.” Another study published last year in the print issue of Neurology likewise found that a diet lacking in omega-3 fatty acids may be linked to shrinking brains in older people, causing the brain to age faster and weakening important cognitive functions such as visual memory, problem solving, multi-tasking and abstract thinking.

MOTORING Emerging markets drive up global vehicles sales: data (FRANKFURT-AFP) – Booming demand for more mobility in emerging countries is driving up global sales of new vehicles, making up for falling sales in Europe, the world automakers’ federation OICA said Wednesday. In the first six months of the current year, new vehicle registrations rose by 2.8 percent to 42.64 million units worldwide, the International Organization of Motor Vehicle Manufacturers – or OICA – told a news conference on the sidelines of the IAA auto show. “Considering we have a major crisis in Europe, this is not a bad result,” OICA chief Patrick Blain told reporters. By region, new vehicle sales in Europe fell by 6.0 percent to 9.3 million, while sales in the Americas grew by 6.6 percent to 12.38 million units and sales in Asia, Pacific and the Middle East were up 4.9 at 20.19 million, the data showed. “Emerging markets are again leading this growth. Mature markets now represent only 47 percent of worldwide sales. (They) are now a minority,” Blain said. China and the United States were the world’s biggest markets by sales, Blain said. New vehicle sales in China jumped by 12.3 percent to 10.78 million and US sales grew by 7.3 percent to 7.96 million cars. In terms of passenger cars alone, global sales grew by 1.9 percent to 31.46 million, with European sales contracting by 5.8 percent to 8.14 million units, sales in the Americas up 4.5 percent at 6.8 million units and sales in Asia, Pacific and Middle East up 5.1 percent at 15.95 million. In China, passenger car sales were up 13.8 per-
cent at 8.67 million units and US car sales grew by 4.2 percent to 3.9 million, the OICA data showed. Booming demand in the emerging economies is also buoying global vehicle production which rose by 1.8 percent to 43.7 million units in the six-month period. Over past eight years, output had increased by 30 percent in all, Blain said. The industry had seen “some regular ups and some steep downs,” he said. “It would definitely need a huge global crisis to stop growth at global level. We’re still in crisis in some areas of this world, but this does not prevent global production” from continuing to grow, Blain said. “The need for mobility in emerging countries is now higher and more than compensates the decrease in big region like Europe,” he said. Overall, the OICA calculated that there were a total 1.097 billion vehicles in use worldwide in 2011, the latest year for which data were available. That represented an increase of 4.0 percent over 2010. And 73 percent of those vehicles were passenger cars, OICA said. The so-called motorization rate – the number of cars per 1,000 inhabitants – was lowest in Africa, where there were just 41 cars per 1,000 people. By contrast, in the United States, Canada and Mexico, there were 644 vehicles for every 1,000 inhabitants. In China, the motorization rate still low at just 68 but growing fast, Blain said. In a country like Indonesia, too, where there are 84 cars per 1,000 inhabitants, there was “huge potential”, Blain said.

With the arrival of the maiden shipment of 7.047 metric tons of highland bananas at the Port of Long Beach near Los Angeles, the Philippines has earned the distinction of being the first Asian country to export bananas to the United States, Ambassador Jose L. Cuisia, Jr. said. “With this shipment, we are hopeful that Philippine bananas would be able to find and satisfy a niche in the competitive US banana market,” Ambassador Cuisia said. “We also hope that this is the beginning of increased access of Philippine bananas in North America.” The arrival of the shipment, which is the first of an estimated 3,000 metric tons that the US hopes to import from the Philippines this year, came almost eight years after the Philippines first requested market access for its bananas, according to Agriculture Attaché Dr. Josyline C. Javelosa. “Philippine bananas are among the best in the world and there is opportunity to bring in the unique and special banana varieties like lakatan and latondan, which Filipinos in the US have long been craving for and which Americans can learn to love,” said Javelosa. The highland bananas, which will be marketed in the US under the Sweetio brand, were exported by Dole Philippines to Dole Food Company Inc. and were shipped from the Mindanao International Container Terminal in Tagoloan, Misamis Oriental, on 20 August. The bananas, which arrived on 9 September, have been transferred to a ripening warehouse and will be available in local stores in the Los Angeles area next week, according to Javelosa who witnessed the transfer of the shipment with Consul General Hellen Barber Dela Vega and Trade Representative Jose Dinsay.

Javelosa said the shipment puts the US in the list of overseas destinations for Philippine bananas that include Japan, Hong Kong, New Zealand, Korea, China, Singapore, the Middle East, Canada, Russia and Indonesia. Javelosa expressed the gratitude of the Department of Agriculture and the Philippine Embassy to officials of the Animal and Plant Health Inspection Service of the US Department of Agriculture for working closely with the Bureau of Plant Industry to ensure that the banana exports meet US phytosanitary requirements. She expressed hope that this new market for Philippine bananas can further help propel growth for the Philippine banana industry, especially in Mindanao, which is still recovering from the damage wrought by recent typhoons on banana plantations there. Javelosa said the opening of the US and other new markets abroad for Philippine agriculture and fishery produce is in line with the direction Agriculture Secretary Proceso Alcala wants the Philippine agricultural service corps to take.
