93 dead as quake hits Bohol, Cebu 7.1 tremor buries homes, destroys historic churches CEBU, October 15, 2013 (AFP) – A powerful earthquake killed at least 93 people in the Philippines Tuesday as it generated landslides that buried homes, triggered stampedes of terrified people, and destroyed historic churches. Fifteen of the confirmed fatalities were in Cebu, the country’s second most important city and a gateway to some of its most beautiful beaches, the national disaster agency reported. The 7.1-magnitude quake killed another 77 people in the neighboring island of Bohol, famed for its rolling “Chocolate Hills”, while one other person died on nearby Siquijor, which attracts tourists with its pristine white sands. “I was thrown to the ground by the strength of the quake. Broken glass rained on me,” Elmo Alinsunorin, who was on duty as a guard for a government tax office in Cebu, told AFP. “I thought I was going to die.” Authorities said the death toll could still climb, with officials struggling to assess the extent of the damage in the worst-hit areas of Bohol where roads remained impassable and power was cut at nightfall. 13 dead, millions without power after Santi hits PHL BY CECIL MORELLA
MANILA, October 12, 2013 (AFP) – Typhoon Santi (International Code Name: Nari) pounded the northern Philippines early Saturday, killing 13 people, ripping roofs off thousands of buildings, and leaving more than two million without power. Santi tore into the country’s northeast coast around midnight (1600 GMT Friday), toppling trees and pylons as it cut a westward swathe through the farming regions of the main island of Luzon, officials said. “While there were relatively few casualties, a lot of areas are still flooded,” said Eduardo del Rosario, head of the National Disaster Risk Reduction and Management Council. Witnesses in the coastal town

of Baler, near where Santi made landfall, said many large trees had been felled and clean-up crews with chainsaws were clearing roads. Military and police rescuers trucked residents out of flooded villages as the weather improved after the typhoon’s 120 kilometers (75 miles) per hour winds swept out to the South China Sea later Saturday morning. Government clerk Glenn Diwa, 34, said she and her husband spent a sleepless night as the typhoon roared through the town of Capas, 90 kilometers (55 miles) north of Manila, shortly before midnight. “The wind was very strong and there was a whistling sound. Of these individuals, 275 are civilians, four police officers, 10 security guards, two government officials and one from the Armed Forces of the Philippines.

Devotees weep as PHL loses Church treasures By Jason Guttierez
CEBU, October 15, 2013 (AFP) – Devotees wept after a deadly earthquake Tuesday rocked the birthplace of Catholicism in the Philippines, badly damaging the country’s oldest church and leaving other historic places of worship in ruins. Ten churches, some of which have crucial links to the earliest moments of the Spanish co-
lonial and Catholic conquest in the 1500s, were damaged as the 7.1-magnitude quake struck the central islands of Cebu and Bohol. “It is like part of the body of our country has been destroyed,” Michael Charleston “Xiao” Chua, a history lecturer at De La Salle University in Manila, told AFP. He said the damage was particularly painful because the PhilSee DAMAGED CHURCHES, page 10

SC, Ombudsman to do lifestyle checks in judiciary MANILA, Oct 14 (Mabuhay) – The Supreme Court (SC) and the Office of the Ombudsman are holding initial talks to address corruption issues in the judiciary. In a hastily called press conference this afternoon, SC Public Information Office (PIO) chief Atty. Theodore Te relayed a statement from the Office of the Chief Justice (OCJ), baring that plans are underway for the conduct of lifestyle checks on members of the SC, Court of Appeals (CA), Court of Tax Appeals (CTA), Sandiganbayan, and all lower courts. The announcement came after news broke of an alleged fixer in the Judiciary named ‘Ma’am Arlene.’ “The Chief Justice and the Hon. Ombudsman, Conchita Carpio-Morales, have also initi-
ated discussions on making use of the technical capability and legal mandate of the Ombudsman to undertake lifestyle checks on the members of the judiciary and court personnel,” the statement read. Sereno also requested De Lima to “investigate stories circulating about a person who exercises wide influence in parts of the judiciary, without being a member, and the relation of this person to the electoral contest for a presidency of a judges’ association.” Earlier in the day, De Lima told media men that Sereno has requested the Department of Justice (DOJ) to investigate the controversy involving ‘Ma’am Arlene,’ who, also reportedly influenced the outcome of the recently concluded Philippine Judges’ As-
sociation (PJA). “The Chief Justice will submit to the disposition of the Supreme Court En Banc, the result of her request that Secretary De Lima use the investigative resources of the Department of Justice to determine facts concerning the following: (1) possible violation of applicable criminal provisions in the recently-concluded election of the Philippine Judges’ Association by any or all of the presidential candidates; (2) the identity of private persons who, prima facie, appear to have unlawfully influenced specific members of the judiciary in the outcome of specific cases, which facts may crop up in the course of its investigation into the matter covered above,” the OCJ statement read. DSWD sheds light on IBON’s claim of corruption in CCT MANILA, Oct. 12 (Mabuhay) – The Department of Social Welfare and Development (DSWD) said over the weekend that funds for the cash grants of Conditional Cash Transfer Transfer (CCT) are all deposited in Landbank and do not pass through the hands of any DSWD official and staff. The DSWD issued the statement in clarification to the issue raised by Ibon Foundation that the Conditional Cash Transfer (CCT) Program of the government was used as a pork barrel either for patronage purposes or lost to corruption. According to DSWD, the cash assistance is paid directly by the Landbank of the Philippines to beneficiaries through cash card, over-the-counter, Globe Remit, Rural banks, Philpost, First Consolidated Bank, and Cooperative Financial Institutions. DSWD Secretary Corazon J. Soliman stressed that the 2012 audit observations of the Commission on Audit (COA) that was raised by IBON Foundation were
already addressed and resolved by the department. Soliman said that on the claim that disbursements for grants remain unliquidated, she explained that of the P3.76 billion unliquidated COA findings as of the end of 2011, only P44 million remains unliquidated as of September 30, 2013. On the other hand, Soliman added that of the P3.44 billion paid to cash grantees from 2008 to 2011, only P1.647 billion as of September 30, 2013 has not been liquidated. The DSWD added that the process of liquidation requires the submission of documentation of cash-pay-outs from the Landbank and will be a continuing activity as long as there are payouts until fully accounted. The DSWD also added that the database of the National Household Targeting System for Poverty Reduction shows that of the 7,782 household (HH) beneficiaries reportedly missing, 7,762 households are all accounted to be
on active beneficiary status. Likewise, the payment of P29 million to beneficiaries in July and August 2012 for calamity support even if there was no compliance with conditionalities, the DSWD said that the payments were made on the basis of the DSWD-approved Force Majeure (FM) declaration. “This is in lieu of the required conditionalities of the program as stipulated in the Pantawid Pamilya Operations Manual that provides for a process to respond to the existence of a FM situation,” she explained. On the doubts raised on the existence of some P27.7 million socalled PODER projects of DSWD, the Department defended that the 25 projects under PODER are all functional. The projects include health stations, school building, and day care centers, are located in Hinatuan, Surigao del Sur; Sta. Josefa, Agusan del Sur; Tubajon, Dinagat Island, and Sta. Monica, Surigao del Norte. On the 36 bank accounts with

Senate commends Megan Young for winning Miss World title MANILA, Oct 14 (Mabuhay) – The Senate on Monday commended beauty queen and actress Megan Young for winning the Miss World 2013 title. Young attended the Senate session on Monday afternoon wearing a sparkling white terno and her blue crown to receive the commendation. In sponsoring Senate Resolution 272, Senator Grace Poe praised Young for showing Filipina simplicity to the world. “Tunay nga bilang isang Pili-
pina, ang pinakamaningning sa kanya [Young] ang pagiging simple ngunit nagmamarkang pagka-Pilipina,” Poe said during the session. After Poe’s speech, Young ascended the Senate rostrum to receive her commendation and to have a photo opportunity with senators. Last September 28, Young won the first ever Miss World crown for the Philippines, besting 126 candidates from all over the globe. (MNS)
Bonuses for SSS officials justified: oversight body MANILA, Oct 12 (Mabuhay) – The Governance Commission for Government-owned and controlled corporations (GCG) said the bonuses and incentives given to officers of the Social Security System (SSS) are all aboveboard. GCG spokesperson Atty. Paolo Salvosa said bonuses are based on the size of assets and revenues of GOCCs. He added compensation given to officers are rationalized based on rates in companies in the private sector to make the bonuses competitive. Salvosa clarified that the bonuses for SSS officials were sourced from income and not contributions. He said many problems of GOCCs were left over from previous administrations, but noted
that the SSS performed well the past year and met its target based on the scorecard of the GOCC’s performance. Salvosa also admitted, however, that the timing of giving out the bonuses is far from ideal. Meanwhile, he believes the controversy will ensure a higher standard for all GOCCs in terms of their targets and services. He said the public can scrutinize the GOCCs once their scorecards are published. The SSS earlier drew flak for the hefty bonuses it pays out to its executives, amounting to as much as P1 million each, as the pension fund raises the premium contributions it collects from members in a bid to keep paying pensions and lengthen the life of the fund. (MNS)
P112.8 million in balances which were allegedly opened without specific legal basis, the DSWD explained that it has closed six bank accounts and remitted the balance to the Bureau of Treasury (BTr) on June 14, 2013 amounting to P5,224,402.91. Another six bank accounts shall be closed before the end of October 2013, with accumulated balances amounting to P1,962,430.43. The remaining 24 bank accounts totaling to P105,605,702.95 shall be reviewed and shall be evaluated for the need to request authority for the maintenance
from the Permanent Committee (e.g donation accounts that need to be maintained by the Department for calamity purposes). “If there is no need, rest assured that the balances of the said accounts shall be remitted to the BTr, or the funding institution and effect the immediate closure of these bank accounts as recommended by the COA,” the DSWD chief said. Meanwhile, Soliman refuted the claim of IBON Foundation head Sonny Africa that CCT does not really reduce poverty beyond the short-term dole-out.

PNoy satisfaction rating drops 15 pts to good in September – SWS MANILA, Oct 14 (Mabuhay) -- President Benigno Aquino III’s satisfaction scores dropped to “good” in September from “very good” in June, according to a new survey by pollster Social Weather Stations. The survey conducted from September 20 to 23 showed 68 percent were satisfied with Aquino’s performance, with 19 percent dissatisfied, for a net rating of +49. September’s satisfaction rating was 15 points below the +64, a “very good” rating, Aquino scored in June, the SWS noted. At the time of the survey, followers of Moro National Liberation Front founding chairman Nur Misuari had tried to occupy parts of Zamboanga City, before they were eventually repelled by government forces. Also, public outrage over the pork barrel scam continued in September, with much of the anger shifting to the executive branch’s distribution of funds under the Disbursement Acceleration Program (DAP).
The SWS noted this was the fourth time Aquino’s score dipped below +50 since assuming his post in 2010. However, it was also noted that though Aquino registered a low “good” of +42 in May 2012, he rebounded in August that year with a +67 “very good.” The SWS survey results were posted on the BusinessWorld website on Monday. The SWS survey used face-toface interviews of 1,200 adult Filipinos nationwide. Sampling error margins of ±3% for national and ±6% for area percentages applied to the survey. Across all areas The SWS said Aquino’s net satisfaction ratings fell across all areas, socioeconomic classes and gender, though never falling below a “good” rating. Aquino suffered a 26-point decline in the Visayas, from +74 (excellent) to a mere +48 (good). His score remained at “very good” +52 in Mindanao, and in Balance Luzon. But the +52 in Mindanao was
six points below his June score, and 15 points down his score in Balance Luzon in the second quarter. His score in Metro Manila also declined to +38, or “good.” Aquino’s rural net satisfaction fell to +52 (very good) from +70 (excellent). His urban net satisfaction fell from a “very good” +57 to a “good” +47. Economic class, gender Aquino’s score fell by 20 points among the ABC socio-economic classes to a “very good” of +55 from an “excellent” +75 in June. His net rating among among the D class fell by 10 points to +52 but was still in “very good” territory. The class E rating bottomed at a record low of +39 (“good”), 29 points below the “very good” +68 three months earlier. Meanwhile, among women, Aquino’s satisfaction rating was at +50 or “very good”, 13 points down from June. Among men, his score was +48 (good), 16 points below that in June. (MNS)

67% of Pinoys believe misuse of PDAF continues under PNoy MANILA, Oct 14 (Mabuhay) -- Sixty-seven percent (67%) of Filipinos believe the misuse of the Priority Development Assistance Fund (PDAF) continues even under the administration of President Benigno Aquino III, Pulse Asia said in its latest survey. The same survey showed that 45% - or as what Pulse Asia described a plurality opinion – already want to abolish it. This is a far cry from the 30% that the survey gathered back in October 2004, the last time Pulse did the same study. The latest survey was done between September 14 and September 27, when the alleged abuse of the PDAF hogged headlines, The survey was conducted before alleged pork barrel scam mastermind Janet Lim Napoles surrendered to President Benigno Aquino III for a case separate from the scam. Last September 16, the Department of Justice filed plunder, graft, bribery and malversation raps against several individuals, including Napoles and Senators Juan Ponce Enrile, Jinggoy Estrada and Bong Revilla. By then, 9 of every 10 Filipinos have already heard, read, or watched something about the PDAF or pork barrel, Pulse Asia said. It noted that this awareness level transcended across socio-economic classes and geographic areas. The same survey showed that 32%, or one in every three Filipinos, believe that politicians use the PDAF to get elected. Meanwhile, 27% of Filipinos believe that the PDAF provides lawmakers the opportunity to receive bribes and commissions. On the other hand, 23% of Filipinos believe it is used by the President to obtain the support of lawmakers for his administration’s priority bills. Jinggoy speech during survey Another major development during the survey was Estrada’s privilege speech, where he alleged that Malacanang gave incentives to senators who moved to oust Chief Justice Renato Corona. This would later be tagged as the Disbursement Acceleration Program, supposedly another form of pork. The survey showed that 19% believe that the PDAF provides significant local development assistance. President Benigno Aquino III already declared earlier that it is time to abolish the PDAF. Around 63% approved of his declaration, almost the same level as those who believe that corruption continues to exist. Aquino was earlier criticized for merely wanting to change the name of the PDAF. Abolishing the pork barrel Senior Justice Antonio Carpio made Solicitor General Francis Jardeleza admit last week that the PDAF has not been abolished yet and Malacanang has no power to do so. During the second day of the oral arguments on the constitutionality of the pork barrel, Carpio said the only way to abolish the PDAF is via a law passed by Congress or when the Supreme Court itself strikes it down. “If there are anomalies, the President has the power to stop and investigate, but just suspend temporarily. At most, he can suspend,” he said. The Pulse Survey was based on a sample of 1,200 representative adults 18 years old and up. It has a plus, negative 3% error margin at the 9% confidence level. (MNS)

try on sound fiscal footing,” Reid said. McConnell added: “I share his optimism that we are going to get a result that will be acceptable to both sides.” Their comments were the most concrete sign yet that Republicans and Democrats, in the Senate at least – want to end the damaging political crisis. Should the Democratic-led Senate coalesce on a deal, the question would then become could Republican House Speaker John Boehner secure sufficient support from his restive conservative coalition in the House to send it to Obama’s desk? With progress apparent, Obama canceled a meeting he had called with Reid, McConnell, Boehner and Democratic House minority leader Nancy Pelosi. An official said the talks were put off to “allow leaders in the Senate time to continue making important progress towards a solution that raises the debt limit and reopens the government.” The sudden optimism contrasted
with Obama’s terse tone of a few hours earlier, when he lambasted Republicans and warned of the consequences if a deal was not soon reached. “If Republicans aren’t willing to set aside their partisan concerns in order to do what’s right for the country, we stand a good chance of defaulting and defaulting could have a potentially... devastating affect on our economy,” Obama said. During a visit to an anti-poverty charity in Washington, Obama said he would tell the leaders to “open the government and urge them to make sure that the United States government is paying its bills.” If Congress does not raise the $16.7 trillion debt ceiling by Thursday, the US government will begin to run out of money and could start defaulting on its obligations. The Politico news organization however reported Monday, that Reid had offered a compromise plan to McConnell.

Mount Rushmore, Rocky Mountain National Park and eight federal sites in Utah will also reopen starting this weekend, officials said Friday, although other worldfamous destinations including Yosemite National Park and Alcatraz prison remain closed. The federal National Park Service announced deals with the states of New York, Arizona, Colorado, Utah and South Dakota, under which the states agree to fund the sites which draw millions of tourists and in many cases keep local economies afloat. Arizona governor Jan Brewer hailed the deal to reopen the
Grand Canyon ahead of a threeday public holiday weekend. “With a long weekend in front of us, I am thrilled Grand Canyon will be open and fully operational,” she said. This was important “not only for our national and global travelers who have long awaited to experience one of the world’s seven natural wonders, but for the nearby businesses and communities whose livelihood depends” on tourism, she added. More than 400 federally managed tourist sites across the nation have been closed since the shutdown started at the start of October due to a budget impasse between Republicans and Democrats. The stalemate is costing $152 million a day in lost travel-related activity, affecting up to 450,000 American workers, according to the US Travel Association.
WASHINGTON, October 14, 2013 (AFP) - Rival Republican and Democratic Senate leaders Monday said they were optimistic they could agree a deal to stave off a debt default that would shred US credibility and rock the global economy. Signs of hope emerged three days before a deadline to raise the US government’s borrowing limit and with a partial government shutdown on the cusp of entering its third week. After several failed attempts to end the impasse, veteran political prize fighters Senate Majority leader Harry Reid and his Republican opposite number Mitch McConnell conducted low key talks aimed at saving the day, over the weekend and into Monday. “I’m very optimistic we will reach an agreement that’s reasonable in nature this week to reopen the government, pay the nation’s bills and begin long-term negotiations to put our coun-

Expansion of Philhealth coverage to reach more poor people says Padilla MANILA, Oct 14 (Mabuhay) – The Philippine Health Insurance Corporation (PhilHealth) is continuously expanding its benefits to serve more Filipinos especially the poor based on President Benigno S. Aquino III’s pro-poor agenda, its chief operating officer said. In a press briefing in Malacanang on Monday, Padilla said that the agency benefits include room and board, medicines, supplies, laboratories and diagnostics, operating room fees as well as professional fees. For out-patients benefits include minor surgical procedures, chemotherapy, radiation, dialysis and other ambulatory-surgical procedures including primary care benefits for sponsored members and dependents of overseas Filipino workers members. Aside from its previous packages, Padilla
said PhilHealth introduced five more catastrophic benefit packages such as coronary artery bypass; tetralogy of fallot, closure of ventricular septal defect, cervical cancer chemo-radiation and lower lymprostesis at P15,000. Special benefits include the Millennium Development Goals (MDGs) benefit packages such as out-patient HIV package, animal bite package, malaria, TB-DOTS package, blood transfusion, and leptospirosis. Padilla added that primary care benefit package would soon include maintenance medicines for diabetes and hypertension, and there will be a sheet to provide a payment mechanism to all case-rates expanding the no-balance billing for the sponsored members to all cases in government facilities.
Comelec says ban not applicable to urgent presidential appointees during election MANILA, Oct. 12 (Mabuhay) – The Commission on Elections (Comelec) said it is giving an exemption on the appointees of President Benigno Aquino III during the October elections. However, Comelec Chairman Sixto Brillantes Jr. said the exemption was not given automatically to Malacanang, since there is an election ban on appointments in the government. “Hindi automatic ‘yun humihingi sila (ng) exemption although meron na kami special treatment for presidential appointments; when urgent they can appoint,” he added.
Brillantes cited the appointments of the new deputy commissioners at the Bureau of Customs. Asked if there was a chance that a request of the president has been rejected, he answered, “Wala pa ako nakikita…depende kung sa tingin namin hindi dapat ma-reappoint e di huwag muna namin bigyan ng exemption. pero lahat binibigyan namin e. In fact madami na (ang) binigay namin exemption ng president.” He added, “Kapag hindi naman binigyan exemption in which case they have to wait after the elections.”
DSWD clients to receive free legal aid from PAO MANILA, Oct. 12 (Mabuhay) – Department of Social Welfare and Development (DSWD) clients can avail free legal assistance from Public Attorney’s Office (PAO) for a period of one year. This was disclosed over the weekend by DSWD with its recent partnership with PAO to provide free legal aid to the clients being served by the department. The agreement was signed between DSWD Secretary Corazon J. Soliman and Chief Public Attorney Persida Acosta at the DSWD Central Office in Quezon City. Under the agreement, PAO will provide legal assistance to victims of domestic violence, children in conflict with the law (CICL), and local prospective adoptive parents who are biological parents or step-parents of the prospective adoptees in adoption cases. “A victim of domestic violence may avail of the service of the PAO in filing an application/petition for the protection order and/
or civil action for damages,” said Attorney Acosta. Acosta added that the PAO provides legal assistance to CICL in the following instances: when the CICL is under detention or otherwise deprived of liberty, and is in immediate need of counsel, and when the CICL is under custodial investigation without the assistance of counsel. However, it was agreed that the PAO shall handle adoption cases only if the prospective adopter is the biological parent or step-parent of the prospective adoptee, and the adopter is indigent. “This partnership would ensure that the rights of women and children are promoted and upheld, adding that they will get the justice due them at no cost,” said Secretary Soliman. She added that the DSWD-PAO tie-up project will be in effect for a period of one year starting October 2013. (MNS)

MOTORING Toyota unveils cars with auto pilot (TOKYO-AFP) – Toyota on Friday unveiled the next generation of cars featuring an auto pilot system that will swerve to avoid collisions and also keep to the middle of the road, all without drivers touching the wheel. The Japanese giant autos using the self-driving technology could be available on the market in just a few years’ time. “These advanced driving support technologies prevent human errors, reduce driving stress and help drivers avert accidents, which has a big potential to reduce the number of traffic deaths,” Toyota managing director Moritaka Yoshida said at a presentation in Tokyo. Leading automakers and technology firms, including Toyota, rival Nissan and Internet giant Google, have been working on self-driving and assisted-driving
technology for years. Toyota, the world’s biggest automaker, said that while drivers would still need to be alert and take part in the driving process, it essentially lets them put the vehicle on auto-pilot, leaving most of the work to the computer system. The Automated Highway Driving Assist (AHDA) system lets vehicles communicate wirelessly to avoid running into each other while keeping the car in the middle of the road lane – no matter how many twists and turns lie ahead. “Cars with these technologies recognize the accelerating or slowing speed of those ahead, which also helps avoid traffic jams,” said project manager Mitsuhisa Shida. “They can wirelessly exchange data once every 0.1 seconds.” The company plans to install
AHDA in its commercial models over the next few years. Toyota has already introduced the pre-collision braking assist system in its Lexus luxury sedan and plans to install it in other models by 2015, with the other technologies to follow. Many cars already have systems that gives drivers a panoramic view to keep watch for nearby objects while parking itself. The latest collision-avoidance system has doubled the detection time of oncoming objects to four seconds from a previous two seconds, Toyota added. The automaker said such advances would be especially helpful for older people. Japan’s society is rapidly ageing with over-65s already making up around a quarter of the 128 million-strong population.
Ford’s driverless car prototype parks itself car to the market by 2020. Google is also making a name for itself in the driverless car field; its Google Car has already driven itself on roads in California and is legal in some other US states as well. Ford expands in Asia, sees sales over 1-M this year
Ford is testing a smart technology that enables cars to automatically detect obstacles and swerve to avoid them.
(Relaxnews) – At its test center in Lommel, Belgium, Ford demonstrated its latest driverless car prototype, which is capable of parking and avoiding road hazards all on its own. Ford tested its Fully Assisted Parking Aid, which allows the driver to park the car simply by pressing a single button, either from inside of the vehicle or from a few meters away by using a remote control. Another smart technology demonstrated in Ford’s latest prototypes, dubbed Obstacle Avoidance, uses sensors to detect slow-moving or stopped objects ahead of the vehicle. When an obstacle is detected, the system alerts the driver and, if no action is taken, the car automatically brakes and swerves to avoid collision.
The two technologies, tested in a prototype based on the Ford Focus, are more advanced versions of systems already available in a number of Ford vehicles, such as Active Park Assist and Powershift transmission. Some of the other innovative technologies Ford has rolled out in recent years include the SYNC voice command function, the MyKey parental control system for young drivers, and the Ford SOS post-crash alert system. Ford is one of many car manufacturers currently researching and developing driverless concept cars. Nissan, for example, developed a fully autonomous version of its all-electric Leaf, which has even been cleared by the Japanese government as road-legal. The brand hopes to bring a driverless
DETROIT, October 9, 2013 (AFP) – Ford is catching up to its competitors in key Asian markets and expects to sell more than one million vehicles there for the first time this year, a senior executive said Wednesday. Key to that growth is China, where Ford’s sales were up 51 percent in the first nine months of the year to 647,849 vehicles, said David Schoch, Ford’s group vice president for the Asia Pacific region. “We’re gaining a lot of traction with the new products we’ve brought into China,” Schoch told reporters in Detroit. The second largest US automaker expects to double its market share in China to nearly five percent by the end of this year from 2.5 percent in 2012, he said. “We expect Ford Asia Pacific to be a major contributor to Ford profits by the middle of the decade,” added Schoch. Schoch acknowledged that Ford was “slow” to enter the Asian mar-
ket and the current plan to expand in China wasn’t put in place until four years ago. Prior to that, Ford was distracted by a lengthy period of serious financial problems and major reorganization. Rival General Motors was much faster to move into the Asian market and is expected to sell more than three million vehicles in China alone this year. Ford is currently building manufacturing hubs in China, India and Thailand and recently relocated its regional headquarters to Shanghai. While those plants will boost Ford’s regional capacity of 1.9 million units – which vastly exceeds current sales – the automaker is also moving ahead with the construction of six new regional assembly plants, including four in China. That will bring total capacity to 2.9 million vehicles by 2015. “When you’re in these emerging markets, you have to think long-
term,” Schock said. “We have very aggressive growth targets.” Ford is also expanding the number of models it sells and will soon be introducing the Fiesta, the Mondeo and the Transit Van to the region. The automaker expects that China – and the region – will play an increasingly important role in the global auto industry. Annual vehicle sales are expected to hit 32 million in China by the end of the decade – more than in the United States and Europe combined, Schoch said. Meanwhile, sales in the Asia Pacific region are expected to make up 46 percent of global sales in 2020, up from 41 percent in 2013. Ford also forecasts that global auto sales will rise to 109 million in 2020 from 82 million in 2013. In addition to China, Ford’s Asia Pacific region includes India, Vietnam, Indonesia, Thailand, Myanmar and the Philippines.

Bohol police chief Senior Superintendent Dennis Agustin said one of the worst affected areas was the coastal town of Loon, where at least 18 people were killed by landslides that buried houses along large stretches of highway. Loon is about 20 kilometers (12 miles) from where the epicenter of the quake struck at just after 8 a.m. (0000 GMT). It faces a narrow strait of water, with Cebu about 25 kilometers away on the other side. Cebu, with a population of 2.5 million people, is the political, economic, educational and cultural centre of the central Philippines. It hosts the country’s busiest port and the largest airport outside of the capital of Manila, which is about 600 kilometers to the north. A university, a school, shopping malls, public markets and many small buildings in Cebu sustained damage in the quake. Mass panic sparks stampede Three of the people who died in Cebu were crushed to death in a stampede at a sports complex, according to the provincial disaster
Wednesday - Tuesday, October 16-22, 2013
LOS ANGELES council chief, Neil Sanchez. “There was panic when the quake happened and there was a rush toward the exit,” Sanchez told AFP. He said two other people were killed when part of a school collapsed on a car they had parked in, while four others died at a fish market that crumbled. Ten churches, some of which have crucial links to the earliest moments of Spanish colonial and Catholic conquest in the 1500s, were also badly damaged on Cebu and Bohol. The limestone bell tower of the Philippines’ oldest church, Cebu’s Basilica Minore del Santo Nino, was in ruins. Other limestone churches that were built in the 1700s and 1800s on Bohol crumbled completely, prompting grieving for the loss of some of the Philippines’ most important cultural treasures. “It is like part of the body of our country has been destroyed,” Michael Charleston “Xiao” Chua, a history lecturer at De La Salle University in Manila, told AFP. Aside from its beaches, Bohol is famous for its more than 1,000 small limestone “Chocolate Hills” that turn brown during the dry season. One of the main tourist venues there, the Chocolate Hills Com-
plex, was severely damaged, according to Delapan Ingleterra, head of a local tourist police unit. “There are huge cracks in the hotel and there was a collapse of the view deck on the second floor,” Ingleterra told AFP, adding that no-one was injured at the complex. There were no reports of foreign tourists being killed anywhere in the disaster zone. Tuesday’s quake was followed by hundreds of aftershocks, at least five of which measured more than 5.0 in magnitude, causing buildings to sway in Cebu. The Philippines lies on the so-called Ring of Fire, a vast Pacific Ocean region where many of Earth’s earthquakes and volcanic eruptions occur. More than 100 people were left dead or missing in February last year after an earthquake struck on Negros island, about 100 kilometers from the epicenter of Tuesday’s quake. The deadliest recorded natural disaster in the Philippines occurred in 1976, when a tsunami triggered by a magnitude 7.9 earthquake devastated the Moro Gulf on the southern island of Mindanao. Between 5,000 and 8,000 people were killed, according to official estimates.

DAMAGED CHURCHES From page 1
ippines had already lost so many of its cultural treasures to war, typhoons, earthquakes and poverty-driven neglect. In Cebu, shocked devotees said prayers as they gathered in front of the Basilica Minore de Santo Nino (Basilica of the Child Jesus), the oldest church in the Philippines and home to one of the country’s most important religious icons. The limestone bell tower of the church, the latest version of which was built in 1735, was destroyed in the quake. “I wanted to seek sanctuary here but it turns out the church was damaged,” Fraulein Muntag, 32, a mother of two, told AFP as she wept and prayed the rosary at the site. Muntag was among 100 people who had gathered amid aftershocks around the damaged belfry in the late afternoon, with candles lit in vigil. Cebu is regarded as the birthplace of Catholicism in the Philippines because it was there that Portuguese explorer Ferdinand Magellan, sailing for Spain, arrived in 1521. He converted a friendly local chief and his wife to Catholicism,
making them the first Christian Filipinos. To mark their conversion, he gave them a statue of the infant Jesus. The statue is kept in the Basilica and the people of Cebu, whose patron saint is the infant Jesus, continue to venerate the icon. The Spaniards went on to rule the Philippines until the late 1800s, and the country became majority Catholic over that time. The Philippines has since remained the Church’s most important outpost in Asia, with Catholics making up nearly 80 percent of the country’s 100 million people. Another two popular churches in Cebu, built in 1860 and 1909, were damaged on Tuesday. On neighboring Bohol island, seven churches dating back centuries and also holding huge importance for Catholics were in tatters. The ceiling of the Our Lady of the Assumption church, built in the 1800s and reputed to have a well which gives miraculous water, was caved in. The facade and bell tower of the Our Lady of the Immaculate Conception, which dates back to the 1700s, had crumbled.

staff a paid day off to avoid the traffic. “We really apologize for those who were inconvenienced. Maybe they can just pass this off as a minor sacrifice to help their countrymen,” Iglesia ni Cristo spokesman Edwin Zaballa told AFP. Iglesia ni Cristo, which is believed to have about three million members, held the event ostensibly as a medical and charity mission, with its followers giving aid to residents of huge slums. Zaballa said it was also part of year-long celebrations across the country to mark the leadup to its centenary in 2014, and “to spread the word”. Between two and three million people attended the event either as a church follower or aid recipient, according to Manila’s police chief, Isagani Genade. The organisers estimated the crowd at between 1.5 million and two million people. The event is one of many ostentatious displays of faith in the mainly Catholic Philippines, where religious leaders also wield heavy political influence.

sheets clattering across the yard,” she told AFP. As Santi dumped rain inland, a wall of mud fell on a police barracks near the town of Magalang, killing an officer awaiting deployment to rescue typhoon victims, the disaster council’s spokesman Rey Balido told a news conference. Elsewhere in central Luzon, an elderly woman and four minors were crushed to death when trees crashed onto two houses and a vehicle, while the wall of a school collapsed and crushed an old man to death. Two children and an elderly person drowned in a flooded village, while the body of a fisherman who had gone to sleep in his boat on shore the previous night was recovered at sea, Balido added. Another man was electrocuted by a loose power line while yet another died of a heart attack in an incident that disaster officials also blamed on Santi. Three other fishermen who put to sea before the typhoon have also failed to return, Balido said. He said nearly 6,000 people moved into government-run shelters amid warnings their communities could be hit by flooding and landslides from the typhoon. ABS-CBN television aired footage of earthcolored floodwaters climbing above river defenses and swamping farmland in San Miguel, where three of the victims had drowned. Soldiers, police, and local government workers used military trucks to rescue residents in flooded communities in San Miguel and Minalin towns, the regional civil defense office there said. “The wind picked up very quickly, very dramatically. We had the wind coming right off the ocean for four hours,” said one witness on the east coast. Even as the weather improved, floodwaters continued to rise in low-lying areas as rain from the nearby Sierra Madre mountains swept downstream through swollen rivers. In the town of San Ildefonso, 60 kilometers from Manila, police pulled a woman on a motorbike and a farmer to safety after they were nearly swept away while separately crossing a street that had turned into a raging river.

Confiscated were 230 firearms, 84 bladed weapons, 39 other explosives, 33 grenades, 11 firearm replicas and 1,747 ammunition. The gun ban is being implemented by the PNP and other law enforcement agencies for the barangay election period from September 28 to November 12, which is 30 days before, and 15 days after the October 28 village elections. “[PNP chief], Police Director General Alan Purisima, assures that the PNP will remain vigilant in its law enforcement and security operations to ensure Safe and Fair Election,” Mayor said. Ogie admits new show couldn’t compete with ‘The Voice’ “The Voice of the Philippines” may have trounced Ogie Alcasid’s new musical show in the ratings, but that didn’t stop the singeractor from praising the ABS-CBN show. Alcasid said his musical show, which he co-hosts with Sharon Cuneta, can’t compete with “The Voice of the Philippines,” which aired at the same time slot. “Hindi naman kaya (makipagcompete). Malaking show ang ‘The Voice.’ Even just to get a little bit of their audience would be great for us. ABS-CBN is a very powerful network and that show is widely popular all over the world.

And ang ganda ng branding ng ‘The Voice,’ the judges and the contestant. It’s an amazing show. Congratulations,” Alcasid said. Alcasid even admitted that he also watched “The Voice of the Philippines,” which made him proud to be a Filipino artist. “Alam mo sa akin, when I see things like that, I feel proud, I feel proud to be Filipino. So kami, ang challenge for us is to offer something different kasi iba ang ginagawa nila. You can say that we are competing with them but ang layo, ang layo. As I said, we are still at the point of trying to get some awareness from people, it’s a

campaign a day-to-day to get more people to watch us even on a Sunday. That would be nice,” he said. But he also admitted that the Kapamilya network somehow helped his newest show. “Pero alam niyo. Natutulungan nila kami. Kasi siyempre sa dami ng nanonood ng ‘The Voice’ maaring lumilipat sila sa amin (kapag commercial) kaya siguro nagte-trending kami. Mahirap, malaking show ang ‘The Voice’ that’s probably one of the biggest shows that hit the country, musical wise,” he said. As a former Kapuso artist, Alcasid said he is also proud of Mitoy Yonting, the grand winner of “The Voice of the Philippines. “Kilala namin ‘yon, dati pa siya sa ‘Eat Bulaga’ and I’m so happy for him sa dami niyang dinaanan and now he is ‘The Voice of the Philippines,’” Alcasid said. The Philippine edition of the global hit “The Voice” ended its first season as the country’s No. 1 program, registering a whopping 30.3% in national TV ratings on September 29, according to data from multi-national market research group Kantar Media. The ABS-CBN program pulled away from it competing program, GMA-7’s “Imbestigador,” which only registered a nationwide rating of 13.9% on the same day. On Wednesday afternoon, Alcasid renewed his contract with Universal Records for three more years. He is set to record a new album and is hoping that he can promote his CD on the Kapamilya network. Aga Muhlach loss in polls ‘a blessing in disguise’ AGA Muhlach said his narrow loss to his opponent in the recent local elections may be a blessing in disguise now that members of Congress are confronted with issues of corruption and funds misuse. The actor said he doesn’t want to be part of the dirty side of the politics and taint his name of wrong-doings. He said he worked hard for where he is now. “Kung ganoon pala kadumi ang papasukin ko talaga, ayaw ko. Hindi ako magnanakaw. I’m 44 years old, buong buhay ko I worked hard to where I am right now, baka madamay pa ako,” he said. “Tao lang tayo. Baka mamaya matukos ka sa ganon tapos ganoon Aga Muhlach pala ang sistema talaga. Now it’s proven. It’s sad. Dapat ang mga pera na iyon ay napupunta sa tao,” he added. Aga lost the congressional race in Camarines Sur’s fourth district against Felix William “Wimpy” Fuentebella by more than 2,000 votes. Fuentebella got 82,834 votes while Aga received 80,629 votes. Asked about the progress of his election protest at the House of Representatives Electoral Tribunal, Aga said: “It’s just there. Kung tunay na may batas at walang corruption talaga, it will move.” The actor is currently busy with his travel show “Pinoy Explorer” and the newest game show on TV5, “Let’s Ask Pilipinas.” “I’m really looking forward to starting it (game show) and also for the new episodes of ‘Pinoy Explorer.’ I’m really happy with how things are going with TV5. It’s going to be nice. I have this on weekdays, so it’s gonna be different for me,” he said. Now that he’s back on television, the actor said he prefers doing hosting jobs and sitcoms than drama. He said he’ll only do serious acting in movies. “Ayaw ko kasing gumawa ng soap talaga. Mas gusto ko yung sitcom, hosting. Ang drama kasi, I’ll leave that sa pelikula talaga. I love the movie industry, so iiwan ko iyon doon,” he said. “As much as possible, sa movies lang. Ang dami nang offers sa akin, even with ABS-CBN before, that’s why I left. Sabi ko nga, if iyon na lang ang gagawin ko, sabi ko, ‘I cannot.’ Plus, I don’t wanna do TV drama, hindi ako naniniwala. Parang kulang. Iba (pag sa) pelikula,” he ended. (MNS)

ATHLETICS Bradley beats Marquez via split-decision LAS VEGAS, October 13, 2013 (AFP) – Timothy Bradley battled to a split-decision triumph over Juan Manuel Marquez on Saturday to retain his World Boxing Organization welterweight title. Bradley remained unbeaten, and denied 40-year-old Marquez a world title in a fifth weight class. The bout featured the last two fighters to beat Filipino ring hero Manny Pacquiao going head-tohead in a close, tactical contest. To the jeers of a pro-Marquez crowd at the Thomas and Mack Center, two judges awarded the bout to Bradley, 116-112 and 115113, while the third judge saw it 115-113 for Marquez. Bradley almost sent Marquez down with a left hook in the closing seconds of the 12th. The 30-year-old US champion -- 10 years younger than Marquez – was the aggressor through much of the fight, but he avoided the kind of brutal slugfest he endured in a unanimous decision victory over Ruslan Provodnikov in March that left him nursing a concussion.
Even so, Bradley said this decision offered no room for the kind of argument that greeted his controversial victory over Pacquiao in June of last year. “He couldn’t touch me,” Bradley said. “I gave him a boxing lesson.” Marquez kept it close, and rocked the champion in the ninth, insisting he thought he’d done enough to earn the victory. “I know I did my job and I’m happy with what I’ve done,” said Marquez, who fell to 55-7 with one drawn and 40 knockouts. “I landed the best shots . . . to win a fight it’s not always necessary to win by KO.” Marquez is no stranger to disappointing decisions. He endured two narrow defeats and a draw against Pacquiao before stunning “Pac-Man” with a sixthround knockout in their fourth fight in December. “I’ve been robbed six times in my career,” Marquez said. “I clearly won the fiht.” On the undercard, former champion Orlando Salido knocked out Orlando Cruz in the seventh round to regain the vacant WBO featherweight title.

Jeremy Lin a ‘true milestone’ for NBA
Jeremy Lin, the first USborn of Asian descent to play in the NBA.
TAIPEI, October 12, 2013 (AFP) – Asian-American NBA star Jeremy Lin’s success was hailed as a “true milestone” by the league’s boss on Saturday, as the player visited Taiwan with the Houston Rockets amid much fanfare for a pre-season game. “Jeremy Lin is a true milestone for us,” NBA commissioner David Stern told a press conference in Taipei. “I think he alone is going to have enormous impact on more and more Asian youngsters playing basketball with the view that if they sacrifice,
work hard and become teammates, they can move to a higher level,” Stern said. As the first American-born player of Asian descent in the NBA, he added, Lin “has been adopted by all countries in Asia as their very own”. “Eventually there will be more Asian players playing professional basketball in the NBA and that’s the legacy that’s going to come from Jeremy Lin’s success.” Lin, whose parents are Taiwanese, has become a sporting hero on the island since he shot to stardom in the NBA with
the New York Knicks early last year, sparking a global following known as “Linsanity”. He was later traded to Houston. “Taiwan has always been a very special place for me, you know for me to be here, to play a game here, it’s unbelievable,” Lin said on Saturday. “It never ceases to amaze me every time I come back how much support I get.” “I am just trying to focus one day at a time. I am thankful that I have the support that I have,” he said in response to Stern’s remarks.
