BEIJING, Nov 22, 2012 (AFP) – China’s new passports show a map including its claim to almost all the South China Sea – provoking protests by the Philippines Thursday and Vietnam – but leaving out islands bitterly disputed with Japan. Beijing has been engaged in a simmering row with its southern neighbors over its claim to vast swathes of the South China Sea, with Chinese maps having a “ninedash line” that runs almost to the Philippine and Malaysian coasts. The row saw a maritime standoff with Manila earlier this year and took centre stage at the East Asia Summit, attended by US President Barack Obama, earlier this week. China and Japan have also engaged in furious exchanges over

East China Sea islands administered by Tokyo, which calls them Senkaku, and claimed by Beijing as Diaoyu. China saw mass protests over them nationwide in September. The latest front in the South China Sea dispute is travel documents issued by Beijing, with its new computer-chipped passport, or e-Passport, showing various islands as Chinese territory, including the Paracels and Spratlys. But the Senkaku/Diaoyu islands are absent, Tokyo said. Manila claims part of the Spratlys and Philippine Foreign Secretary Albert del Rosario sent Beijing a formal protest letter Thursday, calling the maps “an excessive declaration of maritime space in violation of international law”. MANILA, Nov 24 (Mabuhay) - The arrest of a Filipino immigrant allegedly planning to mount terrorist attacks against Americans in several target areas including the Philippines will not affect ties between the country and the United States, Malacañang said on Saturday. In an interview over radio dzRB, Presidential spokesman Edwin Lacierda said the arrest of Ralph Kenneth de Leon, 23, will not affect Philippine-US ties. Lacierda explained that the Philippines and the US continue to cooperate with each other in fighting terrorism. “We cooperate with each other in terms of intelligence. Police arrest another Maguindanao massacre suspect MANILA, Nov 25, 2012 (AFP) – Philippine police said Sunday they had arrested a former employee of a powerful clan blamed for the murders of 58 people in 2009, the country’s worst political massacre. Bong Andal did not resist when he was detained in the southern town of Midsayap Saturday, making him the 106th suspect to fall with 91 still at large, the police said in a statement. The arrest came a day after the third anniversary of the massacre and amid calls from the victims’ families to speed up prosecution of the Ampatuan clan and members of its private army who allegedly carried out the murders. The Ampatuan clan is accused of carrying out the 2009 massacre in their Maguindanao provincial stronghold to stop a rival, Esmael Mangudadatu, from running against one of its members in elections the following year. The victims included Mangudadatu’s wife and sister, their lawyers and

a large group of journalists. Witnesses have told the court the Ampatuan clan allegedly orchestrated the killings, with at least one of the sons taking part in mowing down the suspects and ordering them to be buried in pits. Police said Andal was the operator of the excavator used to dig the mass graves. Rights groups have blamed the killings on a continuing “culture of impunity” in the Philippines, where politicians are known to control their own armed militias and get away with murder in the backlogged justice system. Last week, the government said 60 private armed groups controlled by politicians remained across the country, down from 112 at the end of 2010. Dozens of other members of the Ampatuan family who were not accused over the massacre were also said to be preparing to run again in next year’s local elections, officials said.

DFA chief tells PMA cadets ‘protect what is ours’ MANILA, Nov 24, 2012 (AFP) – Foreign Secretary Albert del Rosario has told the Philippines future military top brass to “stand up to protect what is ours” amid a territorial dispute with China, the government said Saturday. He told Philippine Military Academy cadets on Friday that their country included parts of the Spratly island chain in the South China Sea, as well as the Scarborough Shoal off the main Philippine island of Luzon. China claims the Spratlys and the shoal as well as nearly all of the South China Sea, including waters close to the shores of its neighbors. “We have a clear mandate from our president. What is ours is ours and we should stand up to protect what is ours,” the country’s top diplomat said, according to a foreign department statement. “Live up to your living commitment of courage, integrity and loyalty. By doing so, rather than being forced to accept that might is right, we will instead demonstrate that right is might.” The school, in the northern city of Baguio, produces most of the country’s military officers. Del Rosario told how the country’s navy and coastguard got embroiled in a stand-off in April with Chinese patrol vessels that prevented the arrest of Chinese at the Scarborough Shoal. Philippine officials say the area is part of the Philippines’ exclusive economic zone. Del Rosario told the cadets China still has three ships around the shoal. Philippine President Benigno Aquino renewed his calls at a regional summit in Cambodia last weekend for China to withdraw the vessels. The Philippines pulled its last vessels out of the area in June, but said China failed to reciprocate. Del Rosario said that “the territorial issues cannot be solved overnight. However, if the Chinese ships were to be pulled out, this could create the impetus for a way forward”. China and the Philippines, along with Brunei, Malaysia, Taiwan and Vietnam, have overlapping claims in the Spratlys, which lie close to major shipping lanes and are believed to be rich in mineral and oil resources.

Palace: ‘Catholic vote’ threat unfair MANILA, Nov 26 (Mabuhay) – Malacañang said it is not fair for any group, including the Catholic Church, to threaten candidates with “dire political consequences” if they vote for or against the reproductive health (RH) bill. Budget Secretary Butch Abad, who is also a senior political adviser to President Aquino, said that lawmakers should follow their conscience in casting their votes. “If the position taken by any politician, any candidate is based on his own appreciation of his conscience, I think that has to be respected by anybody, including the Church,” Abad said. “Every politician or every legislator should examine his conscience and if the end of the day, if his conscience points him to this or that vote, I think we have to respect that and not to threaten that particular candidate with dire political consequences.” Abad said opposing ideas should be respected, especially in Congress. “Congress is a legislative assembly. Congress succeeds when there is an interplay or competition of ideas. And if you try to suppress contrary ideas then you will not get the best policy out of deliberative assembly like Congress. But it was important, he maintained, that LDCs implemented schemes that encouraged the diaspora to formalise their money transfers back home. One solution would be for LDCs to encourage migrant workers to bank their earnings in their country of origin so that cash-strapped governments could raise loans with the capital, a system known as securitisation. Bangladesh, which receives $10 billion to $11 billion a year in remittances did just that, Tesfachew said, and it worked because lenders “know there is this much coming this year and there is more likely to come next year, (so) they are willing to lend the government knowing there is foreign exchange available for them to repay (the loan).” The World Bank, the UN agency pointed out, had estimated that the actual amount of money sent home unofficially via informal channels could be as much as 50 percent higher than the official figure. Remittances to LDCs accounted for nearly 6.0 percent of the total global flow of remittances last year of $489 billion, UNCTAD said. WASHINGTON, Nov 26, 2012 (AFP) – The White House warned Monday that American consumers will spend $200 billion less in 2013 if the looming fiscal cliff is not averted and automatic tax hikes are triggered across the board. The fresh warning came as US lawmakers return to work after the week-long Thanksgiving holiday with time running out to strike an ever-elusive budget deal that will require painful compromises from Republicans and Democrats. Several leading Republicans have indicated a willingness in recent days to accept a deal that includes more revenue from ending tax loopholes in return for significant funding cuts in social welfare programs beloved by Democrats. If no deal is reached before the end of the year, a poison pill of tax hikes and massive spending cuts, including slashes to the military, comes into effect with potentially catastrophic effects for the fragile US economy. Independent economists predict the overall economy would take a hit of more than $500 billion, probably sending the country tumbling back into recession. The White House on Monday added more gloom to the doomsday scenario, highlighting the devastating impact that plunging off the fiscal cliff would have on consumer spending through the holiday season and into next year. “American consumers are the bedrock of our econ-

omy, driving more than two-thirds of the overall rise in real GDP over 13 consecutive quarters of economic recovery since the middle of 2009,” spokesman Jay Carney said. “And as we approach the holiday season, which accounts for close to one-fifth of industry sales, retailers can’t afford the threat of tax increases on middle-class families,” he warned. Accompanying his statement was a report by Obama’s Council of Economic Advisers that estimated US consumers could spend almost $200 billion less than they otherwise would in 2013 just because of higher taxes. The fiscal cliff is the result of legislation designed to force action to rein in the runaway government budget deficit and make a dent in America’s ballooning $16.3 trillion public debt. It has two main parts. One would see tax cuts introduced by former president George W. Bush that lowered marginal rates for nearly all US taxpayers expire on January 1. The other would force significant cuts to programs like Social Security, which provides government funds to the elderly, the disabled, widows and the poor, and Medicare, which covers health insurance for the elderly. It would also see cuts to military spending, anathema to most Republicans, and other government programs. Obama says any deal he concludes would have to include an increase in taxes on wealthy taxpayers, something congressional Republicans so far have rejected.

Snacks and fruits are off limits, foods are protein-heavy and carbs can come from cola or broccoli. 4. Alcorexia or Drunkorexia Diet Basically, a diet based on alcohol and little else. Followers save their caloric intake from food and instead get their calories from beer, wine, spirits. Not hard to find the madness in this. 3. ‘Party Girl’ IV Drip Diet Followers of this diet get hooked up to an IV drip rich in vitamins like B, C, magnesium and calcium, a misguided principle given that

the best sources of nutrients are in fiber-rich foods. Side effects can include dizziness, infection, inflammation and anaphylactic shock. 2. The Ketogenic Enteral Nutrition Diet or KEN For 10 days, followers are banned from eating and are hooked up with a feeding tube through the nose that pumps a liquid formula into the stomach. Dieters must carry the pump and liquid wherever they go, most likely in a bag or backpack, and can only unhook themselves for an hour a day to drink water, tea, coffee or sugar-free herb teas. 1. Dukan Diet But the diet that trumps IV drips, feeding tubes, cold baths and alcoholic regimes is perhaps one of the most popular diets around the world, the Dukan Diet by French physician Pierre Dukan, which bears striking similarities to the Atkins diet for being protein-heavy. According to the BDA, the diet is confusing, time consuming, rigid, and hard to sustain. Side effects are likewise unappealing, with everything from lack of energy, constipation and bad breath.

Women seeking vagina lifts vulnerable to misinformation: study (Relaxnews) – Women considering going under the knife for a “vagina lift” are being warned that the internet is rife with misinformation and inaccuracies in a new study released this week. In recent years, genital plastic surgery has become increasingly popular among women looking for“vaginal rejuvenation,” “G-spot amplification,” and other procedures that reshape the external lips or labia of the vagina. But in a paper published online in Obstetrics & Gynaecology, researchers called for guidelines in genital cosmetic surgery to be drawn up after finding major gaps in the breadth, accuracy, and quality of the clinical information provided among the first five British and American websites which popped up on Google for the procedure. Among the most disturbing findings was the absence of setting age limits, authors note. Sixteen is the age of legal consent for surgery. Risks were also downplayed, the study says, with 4 of the 10 sites failing to mention exactly what they were. Clinics offering the procedure also preyed on unnecessary and oftentimes unfounded fears about appearance of female genitals researchers said, reinforcing negative feelings towards the vagina also known as ‘pudendal disgust.’

For example, three websites claimed that labial surgery would improve odor, irritation, and curb the risk of infections, while all the sites played up concerns on the appearance of a woman’s genitals including the visibility of the vaginal labia through tight clothing and a larger than normal labia, a concern often brought up through a partner or magazine pictures, the study said. Other sites recommended labial reduction to promote a “youthful vulval appearance,” and promises of reshaping the labia to make it “sleeker,” and “more appealing.” Another site offered the reparation of the hymen – which denotes virginity – as a way of ensuring the patient would bleed on her wedding night and be able to “keep her head high.” Half of the sites also promised increased sexual pleasure. Meanwhile, another study published in the International Journal of Obstetrics and Gynaecology found that of 33 women seeking labial reduction procedures in the UK, all of them had normal-sized labia minora, with an average width of 27mm on the right, and 25 mm on the left. (STOCKHOLM-AFP) – Medication can reduce the number of crimes committed by people suffering from attention deficit hyperactivity disorder (ADHD) by one third, according to a Swedish study released on Thursday. When comparing the behaviour of adults suffering from the disorder during periods when they were medicated, with periods when they weren’t, researchers found that medical treatment reduced the risk of committing crimes by 32 percent. Individuals with ADHD have previously been shown to be at greater risk of entering a life of crime. “It’s said that roughly 30 to 40 percent of long-serving criminals have ADHD,” said Paul Lichtenstein, co-author of the study at the Karolinska Institute in Stockholm. “If their chances of recidivism can be reduced by 30 percent, it would clearly affect total crime numbers in many societies.” The study, which tracked more than 25,000 people over four years, found that medication had the same effect on those who had committed relatively minor infringements, as on those involved in more serious and violent crimes. All of the participants were adults, and there was no difference in the outcome for men and women. Five percent of school children and around half has many of all adults have ADHD, according to the Karolinska Institute. Symptoms of the disorder, which include poor concentration, hyperactivity and impulsive behaviour, can be treated with central stimulants. However, concern has been raised over a steep rise in medical prescriptions for ADHD in recent years, and some medical professionals have claimed alternative treatments such as psychotherapy and less potent drugs may be better suited for some patients.

After analyzing data from 15,000 adolescents in the US, scientists found that those who reported higher life satisfaction went on to make earn “significantly” higher levels of income later in life. For example, a one-point increase in life satisfaction on a five-point scale at the age of 22 translated to a $2,000 increase in higher

earnings per annum at the age of 29, the study found. The results of the findings, published November 19 in the Proceedings of the National Academy of Sciences, could have important implication for academics, policy makers and the general public, researchers said. “[F]or the general public – and parents in particular – these findings show that the emotional well-being of children and adolescents is key to their future success, yet another reason to ensure we create emotionally healthy home environments,” said study lead author Jan-Emmanuel De Neve. For their study, researchers made comparative notes with siblings, showing that even within the same family, happier, more optimistic, extroverted and less neurotic teens tend to go on to earn higher incomes.

(Relaxnews) – In yet another dire warning that underscores the need for aggressive childhood obesity prevention strategies, a new report paints a grim picture of the future of America with the number of youth with type 2 diabetes projected to increase 49 percent over the next 40 years if the current epidemic goes unchecked. Published in the December issue of Diabetes Care out of the Centers for Disease Control and Prevention, the study found that in addition to soaring rates of type 2 diabetes, the number of young people with type 1 diabetes is also set to climb 23 percent. (STOCKHOLM-AFP) – Men who drink one normal-sized soft drink per day are at greater risk of getting more aggressive forms of prostate cancer, according to a Swedish study released Monday. “Among the men who drank a lot of soft drinks or other drinks with added sugar, we saw an increased risk of prostate cancer of around 40 percent,” said Isabel Drake, a PhD student at Lund University. The study, to be published in the upcoming edition of the American Journal of Clinical Nutrition, followed over 8,000 men aged 45 to 73 for an average of 15 years. Those who drank one 330-millilitre (11-fluid-ounce) soft drink a day were 40 percent more likely to develop more serious forms of prostate cancer that required treatment. The cancer was discovered after the men showed symptoms of the disease, and not through the screening process known as Prostate-Specific Antigen (PSA). Those who ate a diet heavy on rice and pasta increased their risk of getting milder forms of prostate cancer, which often required no treatment, by 31 percent, while a high intake of sugary breakfast cereals raised the incidence of milder forms of the cancer to 38 percent, Drake told AFP. While further research was needed before dietary guidelines could be changed, there are already plenty of reasons a person should cut back on softdrink consumption, she noted. The men in the study had to undergo regular medical examinations and kept a journal of their food and drink intake. Previous studies have shown that Chinese and Japanese immigrants in the US develop prostate cancer more often than peers in their home countries. Further research on how genes respond to different diets would make it possible to “tailor food and drink guidelines for certain high-risk groups,” Drake said.

Presented at the annual meeting of the Radiological Society of North America in Chicago this weekend, researchers also said that the degeneration of knee cartilage was ob-

Participants used a questionnaire to record their physical activity, and researchers measured the evolution of degenerative changes in the knee by looking at the biochemical and molecular composition of the cartilage. According to the results, those who participated in regular high-impact activities

like running were at high risk of developing osteoarthritis and degenerated cartilage. At the same time, given that those who had low levels of activity also demonstrated cartilage degeneration, researchers conclude that there may be an “optimalâ€? level of physical activity to preserve the connective tissue. According to the Centers for Disease Control and Prevention, nearly one in two people in the US are at risk of developing knee osteoporosis by the age of 85. By 2030, an estimated 67 million Americans over the age of 18 are projected to de-

velop arthritis. A study presented this month at a rheumatology meeting in Washington DC found that the consumption of sugary soft drinks can also accelerate the progression of knee osteoarthritis, particularly among men. In addition to cutting out soft drinks, another simple way to reduce knee pain is to lose weight, said another study out of Penn State College of Medicine in the US, which found that shedding pounds reduced stress on the joints and improved stiffness and overall well-being.

After following more than 15,000 Swedes, researchers from Stockholm University isolated about 2,330 people through a questionnaire which asked Marginalized teens are more likely to end up adult smokers, says a teens to nominate study out of Sweden. Scientists offer a few different possibilities for the link. Teens who grow up on the fringes as outsiders may be more likely to adopt “controversialâ€? behaviors like smoking as a form of rebellion or resistance, the study says. Unpopular kids may also be at increased risk for picking up the smoking habit out of low self-esteem or in a misguided attempt to look cool and popular. In actual fact, another study out of the University of Toronto and the University of Montreal found that smoking actually increased depressive symptoms in some adolescents. The research, published in the journal Addictive Behaviors in 2010, found that teens who used cigarettes as mood enhancers had higher risks of elevated depressive symptoms compared to non-smoking peers.

UN hails sharp decline in HIV infections, AIDS deaths (GENEVA-AFP) – Twenty-five countries, many in hard-hit Africa, have at least halved new HIV infections in the past decade, with particular progress made toward protecting children from the deadly virus, the United Nations said Tuesday. “It is becoming evident that achieving zero new HIV infections in children is possible,” Michel Sidibe, the executive director of UNAIDS, said in a statement. “I am excited that far fewer babies are being born with HIV. We are moving from despair to hope,” he added. In its annual report on the state of the global pandemic, UNAIDS stressed that 25 low- and middle-income countries had managed to at least halve their rate of new HIV infections More than half of those countries were in Africa, the region most affected by HIV, the agency said, pointing out for instance that Malawi had cut new infections by 73 percent, while Botswana had seen a 68-percent drop. Globally, new HIV infections fell to 2.5 million last year from 2.6 million in 2010 and represented a 20-percent drop from 2001, UNAIDS said. “The pace of progress is quickening. What

used to take a decade is now being achieved in 24 months,” Sidibe said. Particular progress had been made toward bringing down the number of children newly infected with HIV in sub-Saharan Africa— a region that today is home to 90 percent of the world’s infected youngsters, UNAIDS said. Between 2009 and 2011, the number of children in the region infected with the virus that causes AIDS dropped 24 percent, with a number of countries, including Kenya and South Africa, seeing falls of between 40 and 59 percent. The number of global deaths linked to AIDS has meanwhile also fallen sharply in recent years, the agency said. In 2011, 1.7 million people died from AIDS-related causes worldwide – down 24 percent from the peak in 2005 and nearly six percent below the 2010 level, according to the report published ahead of World AIDS Day on December 1. “A new era of hope has emerged in countries and communities across the world that had previously been devastated by AIDS,” said the agency, which spearheads the international campaign against the disease.

Should doctors pre-prescribe the morning-after pill for teens? (Relaxnews) – A new report published Monday in the journal Pediatrics suggests that pediatricians pre-prescribe “morning-after pills” to teen girls so they’ll have them handy should the need to use them arise. The American Academy of Pediatrics writes that while teen pregnancy in the country has declined over the past two decades, it is still higher than in other industrialized nations. Having the morning-after pill on hand could help reduce this further, since 80 percent of teen pregnancies are unintended, they write. In the US at least, emergency birth control is available without a prescription for girls 17 and older. Girls 16 and younger need a prescription. The pills are sold as Plan B, Plan B One-Step, Next Choice, or Next Choice One Dose. Although multiple studies have shown that morning-after pills don’t increase risky sexual behavior, Dr. Cora Bruener, a professor at Seattle Children’s Hospital and the University of Washington, and her colleagues write that some doctors refuse to prescribe emergency birth

control to teens, based on their own personal values. They add that these doctors have a duty to keep their young patients routinely informed of their birth control options. Most HIV-positive US youth don’t know they’re sick: study In Chicago, more than a quarter of new HIV infections in the United States strike young people aged 13 to 24 and 60 percent of those don’t know they’re sick, health officials said Tuesday. An estimated 12,200 youth were infected with HIV in 2010, the Centers for Disease Control and Prevention (CDC) said in a new study. Young gay and bisexual men and African American youths were hit hardest, and the study found a variety of reasons for risky behavior that increases the risk of contracting the virus. Only 13 percent of high school students and 35 percent of 18 to 24-yearolds have been checked for HIV despite recommendations for routine testing. Actress Dimples Romana couldn’t help but cry as she recalled how she and her family struggled to survive the death of their sister Sarah due to leukemia and their father due to aneurism. Romana was only 16 when her father passed away. As the eldest, she took the responsibility to take care of their family. Romana revealed that she joined show business to earn money to help her father because her sister Sarah was diagnosed with leukemia. “Those years were really difficult for my family. An open letter about my father, Celso Ad Castillo As soon as I received the news that my father had passed, I sat there not knowing what to do. I didn’t cry. I couldn’t. So I did the only thing my father loved doing the most - I went to the movies. I watched Lincoln. The little kid in him had always admired Spielberg. They had met before and he was going to direct a movie for him at one point. And inside the dark theater, I cried. As the images flickered on the screen, as Lincoln fought for the future of humanity, I saw my father fighting all his life for his vision, his morals, his values. He was going to make the films he wanted to make. No matter the personal cost. He was The Kid, The Messiah, the Philippine’s first truly independent and renegade filmmaker. The man who was larger than life. Fitting. I am the first born son of Celso Ad Castillo. Growing up on film sets, I was destined to follow in his footsteps. Never to eclipse him but to be the best that I can be in using the gifts he gave me. My path had always been set. As my mother always said, I am my father’s son. We had spoken recently about some exciting things that the future was going to bring. My project with producer Alemberg Ang was short listed in the upcoming Cinemalaya 2013

going to be his FDC film. It would be his swan song, a tribute to his love for Philippine Cinema. He would be Salvatore in Cinema Paradiso. I was going to write it for him. As I sit here and pen this missive, not just for me but for everyone that admired and was influenced by him, I always think back to a night in San Francisco over two decades ago that truly defined who he was. When for the first time, he explained to me the reason why our family broke apart. We were living in Las Vegas at that time when he came to join us for good but decided to leave after a couple of months back to the Philippines. He told me that he made the hardest decision of his life. He had to choose between his art and his family and he chose his art. And from that decision came some of the greatest films cinema has ever seen. I have never begrudged my father for what he did. I have never questioned his love for us.
