MANILA, Dec 15, 2012 (AFP) - Church leaders in the Philippines said Saturday that an impending birth control law aimed at reducing poverty in the conservative nation was one step towards legalizing abortion. In a letter penned by bishops to be read at Sunday mass in churches across the mainly Catholic country, they said the Reproductive Health Bill promoted pre-marital sex and threatened the “moral fibre” of the country. “The Reproductive Health bill, if
passed into law in its present form, will put the moral fiber of our nation at risk.... a contraceptive mentality is the mother of an abortion mentality,” they wrote in the pastoral letter, which was posted on the website of the Catholic Bishops’ Conference of the Philippines. The bill paves the way for sex education in schools and the provision of free contraceptives in a country with one of Asia’s fastest-growing populations. ‘Pablo’ death toll rises further to 1043, damage now at P24B MANILA, Dec 17 (Mabuhay) – After breaching the 1,000 mark, the death toll from tropical cyclone Pablo continued to go up, reaching 1,043 on Monday, the National Disaster Risk Reduction and Management Council said. In its 8 a.m. update, the NDRRMC said that of the 23 additional fatalities, 22 were from Monkayo and one was from Compostela in Compostela Valley.

Investors remain wary of peace and order in Mindanao MANILA, Dec 14 (Mabuhay) – Of wish lists and letting off steam was the order of the day as government, private sector and foreign stakeholders who claim a genuine caring and working for the development of Muslim Mindanao gathered at the Fairmont Hotel for the Eisenhower Fellows Association of the Philippines and Brain Trust’s “Ugnayan, Samahan at Kalakalan para sa Kaunlaran sa Musli Mindanao” forum on Thursday. World Bank (WB) country director Motoo Konishi – and other resource persons – spoke in glowing terms about Mindanao’s natural and human resources. But he and Eisenhower Fellows honorary chair Jaime Zobel de Ayala deplored the lack of security and rule of law that hamper development. However, Autonomous Region in Muslim Mindanao Governor-incharge Mujiv Hataman and ARMM Board of Investments chair Sakira Hajan, countered that peace and order are natural offsprings of development, and not the other way around. What Konishi lauded were the government peace panel and the Moro International Liberation Front for having “fully embraced the peace process.” He vowed WB support “to translate the peace agreement to real progress on the ground” in terms of tourism and agri-business. The World Bank’s International Finance Corp. was actively helping develop agri-business in southern Philippines, Konishi claimed. To stop the violence, Konishi said the peace process must establish “legitimate institutions for security, justice and jobs” through government initiative and private-sector support. The WB’s International Bank for Reconstruction and Development will further lend for infrastructure, entrepreneurship training, and direct capital infusion in industries in Mindanao, he said. The WB wants private investment coordinated with specific needs – as in harmonizing private investment and government infrastructure plans. But Mindanao must specify and plan for the help it needs and a platform for discussion, Konishi noted. Shariah-law-compliant economy With the peace accord signed, “the sounds of war will now be silenced,” Hataman said. He said the local government has established a “functional and efficient bureaucracy that stresses good housekeeping and accountability.” Some of these are the no-cash-advance policy, the e-government portal, and online transactions with the Commission on Audit, through which the COA can audit ARMM units anytime. AFP accuses NPA of violating self-imposed 29-day ceasefire MANILA, Dec 14 (Mabuhay) – The Armed Forces of the Philippines (AFP) accused the New People’s Army (NPA) of violating its self-imposed 29-day ceasefire as the rebels launched attacks against soldiers conducting humanitarian aid in Davao del Norte last week. Lieutenant Colonel Lyndon Paniza, spokesman of the Philippine Army’s 10th Infantry Division, said members of the 66th Infantry Battalion were attacked by the rebels last week in Sitio Banoog, Barangay Sto. Nino, Talaingod town. The soldiers, who were conducting humanitarian missions in typhoon-hit Davao Oriental, were
fired upon at their outreach station in the said village, Paniza said. “This is contrary to their promise of a 29-day ceasefire,” Paniza said. The self-imposed ceasefire by the NPA runs from December 5 to January 3, 2013. NPA rebels were also blamed for the attempted killing of Private First Class Lito Mansaluon and the kidnapping of his two daughters in the remote sitio of Danao, Barangay Gupitan in San Isidro town last Sunday. Paniza said Mansaluon lost his home to the typhoon and was headed to his military detachment with his daughters when they were waylaid by the rebels.
The military condemned the recent NPA attacks, which it said had hampered humanitarian aid to typhoon victims and also put innocent civilians at risk. “These NPA-initiated atrocities are crimes against our people. Pronouncements of ceasefire demands commitment hence the NPA must be sincere and should translate that into actions. It is not for publicity or lip service,” AFP Chief of Staff, General Jessie Dellosa said. SC urged: Ban airing of pre-campaign ads MANILA, Dec 14 (Mabuhay) – A senatorial candidate in the 2013 midterm polls has asked the Supreme Court (SC) to stop the airing of television commercials of 5 other senatorial bets. In a 7-page petition for prohibition, Samson S. Alcantara of the Social Justice System accused Reps. Juan Edgardo Angara, Joseph Victor Ejercito, and Juan Ponce Enrile, Jr., Sen. Allan Peter Cayetano, and Puerto Princesa City, Palawan Mayor Edward Hagedorn of using the commercials “to promote their candidacies and enhance their chances in the 2013 elections.” Alcantara cited Angara’s “Senior Citizens Law” ad, Ejercito’s “Yon Ako” ad, Enrile’s “Gusto Ko May Pagkain Kayo” ad, Cayetano’s “Filipinas 2020” ad, and Hagedorn’s “Express

Remittances hit new peak in October MANILA, Dec 17 (Mabuhay) – The Philippine central bank released on Monday data on October remittances from Filipinos overseas with cash remittances in the 10 months to October reaching $17.5 billion, up 5.8 percent from last year’s $16.5 billion. Total personal remittances, which represent the sum of net compensation, household-to-household transfers in cash and kind, and capital transfers of overseas Filipino workers, in January-October totaled $19.4 billion, up 5.9 percent on year. The major sources of remittances in October were
the United States, Canada, Saudi Arabia, Japan, United Kingdom, Singapore and the United Arab Emirates. Cash remittances, which help power domestic consumption, is expected to grow 5 percent this year and next year. Cash remittances in 2011 reached $20.12 billion. The government is optimistic the country can post higher growth of 5-6 percent this year against 3.9 percent in 2011, with domestic demand expected to stay strong on the back of robust remittances from Filipinos working and living abroad.(MNS)

“They are exactly as big as the electronics,” the PhilExport official said, noting that electronics account for almost half of total exports. He urged exports to look beyond the persisting fiscal and economic problems in the Europe and the United States, and the strong peso that impacts on their receipts, by searching for and developing new markets and constant product innovation. In the first 10 months of the year, exports reached $44.475 billion – up 7.1-percent year-onyear. The export sector expected a 9 to 10-percent growth this year, and Ortiz-Luis noted the target

NEWTOWN, Connecticut, Dec 17, 2012 (AFP) – President Barack Obama vowed Sunday to use all his power to stop gun massacres like the slaughter of 20 little children at a Connecticut school, saying “these tragedies must end.” Obama vented passion and anger as he told the grief-stricken community of Newtown, reeling from the unspeakable horror of Friday’s rampage, that he was consoling victims of the fourth mass shooting of his presidency. “Can we say that we’re truly doing enough to give all the children of this country the chance they deserve to live out their lives in happiness and with purpose?” he implored, as 26 candles burned by his podium to remember the victims. “I’ve been reflecting on this the last few days, and if we’re honest with ourselves, the answer is no. We are not doing enough, and we will have to change.” Obama’s remarks, though impassioned and appearing to set a new mission for his presidency of curtailing rampant gun violence, did not propose specific solutions, in keeping with the somber tone of the apolitical vigil service. Heartrending sobs broke the silence as Obama slowly read the names of the six heroic adults who died trying to protect their innocent charges as gunman Adam Lanza, 20, unleashed terror with a military-style assault rifle. The president also read the names of the children, all aged six or seven, whose lives were taken, in an incredibly poignant moment. “Charlotte, Daniel, Olivia, Josephine, Ana, Dylan, Madeline, Catherine, Chase, Jesse, James, Grace, Emilie, Jack, Noah, Caroline, Jessica, Benjamin, Avielle, Allison, God has called them all home....” “They lost their lives in a school that could have been any school, in a quiet town full of good and decent people that could be any town in America,” Obama said. “We can’t tolerate this anymore. These tragedies must end, and to end them we must change,” the newly re-elected president added, implicitly rebuking those who argue that efforts to introduce more gun control laws would do little to stop killings. Obama promised to use “whatever power this office holds” to try to prevent more tragedies like the one that struck Newtown, appearing to set up a new political battle with America’s powerful gun lobby with the potential to define his second term. “Because what choice do we have? We can’t accept events like this as routine. Are we really prepared to say that we are powerless in the face of such carnage?” Obama will face the tough task of manipulating Washington’s stalemated politics to enforce change, against entrenched interests and under a constitution that enshrines gun rights. On several occasions, for instance with his vows to close the Guantanamo Bay war on terror camp, or to transform US relations with the Muslim world, Obama has set high stakes with rhetoric only to find the stated goal impossible to achieve. Earlier, the voices of Jewish, Christian and Muslim faith leaders united in grief at the multi-denominational prayer service, as mourners grasped for meaning amid unbearable loss. First responders, called to Sandy Hook Elementary School after the fusillade, who arrived to find classrooms of dead children, were applauded as the crowd stood when they entered the room. Local councilor Patricia Llodra tried to offer solace to grieving families, who had also earlier spent several hours with Obama. “The horror that was visited on our Sandy Hook school was not deserved, it was the angry and desperate act of a confused young man. “I know that Newtown will prevail, that we will not fall to acts of violence. It is a defining moment for our town, but it does not define us.” And state governor Dan Malloy also tried to offer hope to the traumatized families. Though “we will never forget, we will in many ways be made stronger for what has transpired, and we will get better,” he said. “We will go on. We will find strength. Faith is a gift, as is our ability to support one another in our greater community,” he added. Earlier, officials formally identified Lanza as the shooter who ran amok in the picture-postcard town and confirmed that he shot his mother several times in the head at the house they shared before going to his old school and embarking on a gruesome killing spree. Lanza used his mother’s Bushmaster .223 assault rifle to kill 26 people at the school, including the 20 young children, before taking his own life with a handgun as police officers closed in and sirens wailed. Connecticut’s Chief Medical Examiner Wayne Carver has said the bodies of the child victims were riddled with as many as 11 bullets. Grief mixed with new calls Sunday for action, with the re-elected Obama under rising pressure to lead a charge to renew a ban on assault weapons and fast-firing ammunition.

Gun control laws being enforced – Palace MANILA, Dec 17 (Mabuhay) – The Palace said the Philippine National Police (PNP) continues to monitor the use of unlicensed firearms and licenses that have not been renewed especially as election season is coming up. “We have tightened our regulation of guns and so we expect the PNP will continue to monitor unlicensed guns, licenses that have not been renewed. That’s our policy from the very start,” Lacierda said.
In the wake of the Connecticut school shooting, Lacierda assured that government has taken steps to secure school zones in the form of more police visibility. “We can assure you we have safeguards and security measures. This is very evident not only in our schools (but) in our malls as well,” Lacierda said. He added that the PNP is “strictly” enforcing the country’s gun contol laws. (MNS)
Miriam calls Aquino her ‘hero’ MANILA, Dec 14 (Mabuhay) – Senator Miriam Defensor-Santiago on Friday said she is delighted with President Benigno Aquino III’s move to certify the controversial reproductive health bill as urgent. “President Aquino is my hero! He has cut the Gordian knot! I am very enthused with him. This is manifest proof of executive leadership. By one stroke, he has ended the time-wasting prevarication of the last 13 years over the RH bill,” Santiago said in a statement. “Other presidents shirked their duty, but President Aquino rose to meet the challenge, and he has slain the monster,” the feisty senator added. Santiago explained that with Aquino certifying the bill as urgent, the three-day waiting period between the second and the third readings of a bill is effectively removed. She said the certification means the Senate can al-
ready proceed to third and final reading after it is done with the second reading on Monday, December 17. She said the bicameral conference committee of the Senate and the House of Representatives can already meet by Tuesday, December 18. The lower chamber on Thursday approved on second reading its version of the bill. With this development, Santiago said it is possible for the two chambers to ratify the bicameral report by Wednesday, before going on Christmas break. “President Aquino will be able to approve the bill starting Thursday, December 20, or at any time within 30 days after he receives it,” she said. Santiago argued that it was right for Aquino to certify the highly divisive bill as urgent since 13 to 15 mothers die every day due to childbirth complications. (MNS)
Aquino certification ‘overkill,’ says Suarez MANILA, Dec 14 (Mabuhay) – House Minority Leader Rep. Danilo Suarez believes that the decision of President Benigno Aquino III to certify the reproductive health (RH) bill as urgent may have been an “overkill.” Suarez, who voted against the bill on Wednesday, said House Bill 4244 could be passed anyway without the President’s certification. “Itong pagce-certify niya ng urgent, ang interpretation ko ay parang overkill na kasi maa-approve pa din naman nila kahit na ‘yung 61% na hindi nakaboto, assuming na ‘yung 100% sa kanila ay bumoto kontra sa RH, malabo ‘yun eh,” he told ANC’s “Headlines” on Friday. “Parang naghahanap ka talaga ng confrontation with the Church,” he added. Suarez also said the certification removes the no-
tion that the measure boils down to a conscience vote. “Ibig sabihin niyan, wala nang conscience vote. Sinu-suportahan na niya ‘yung bill and he will give a marching order to his political allies. ‘Yan ang resulta ng ‘certified urgent,’” he said. Suarez added that despite the President’s support for the bill, anti-RH bill advocates are still hopeful that it will be rejected on the third and final reading. “Our only weapon is convincing people that we are right,” he said. The RH bill was approved on second reading early Thursday. A vote on third reading can be taken on Monday instead of Wednesday. Aquino directs DILG to build a strong case against jueteng operators, coddlers MANILA, Dec 14 (Mabuhay) – President Benigno S. Aquino III has directed Interior and Local Government Secretary Manuel Roxas II to build a strong case against jueteng operators and coddlers and ensure the safety of the witnesses who will testify on jueteng operations, a Palace official said on Friday. “The resolve of government to eradicate illegal gambling operations is unwavering,” Presidential Spokeperson Edwin Lacierda said in a statement issued on Friday. The Chief Executive directed Secretary Roxas to ensure the safety of witnesses who will testify regarding the jueteng operations and the alleged involvement of Pangasinan Governor Amado Espino Jr. in the operations, Lacierda noted.
“Secretary Roxas has ordered the reshuffling of police personnel in Pangasinan to determine culpability, if any, and to guarantee that there will be no whitewash in the investigation,” Lacierda said. “We are determined to pursue this case to its logical end under the rule of law and should serve as a warning to syndicates and coddlers of illegal gambling operations to stop or be stopped,” Lacierda added. Secretary Roxas said on Friday that two officials, Bugallon, Pangasinan Mayor Rodrigo Orduna and Barangay captain Fernando “Boy Bata” Alimagno, linked Espino to jueteng, saying they helped the governor in running the illegal numbers game in the province. PHL Embassy extends sympathy over school massacre \WASHINGTON, D.C.—The Philippine Embassy extended its sympathy to the United States following this morning’s shooting incident at an elementary school in Connecticut that left 26 people dead, most of them children. The Embassy, at the same time, said it is trying to make sure that there are no Filipino-Americans among the casualties in what has been described as one of the deadliest school shootings in US history. “We join the Government of the United States and the American people in mourning the loss of so many innocent lives,” Ambassador Jose L. Cuisia, Jr. said. “Our hearts go to the families of those who lost loved ones in this tragedy.” News reports said the incident involved a lone gunman who opened fire inside the Sandy Hook Elementary School in Newtown, Connecticut, at around 9:40 a.m. The incident left seven adults, including the gunman, and 20 pupils dead. Ambassador Cuisia said the Philippine Consulate General in New York is checking if the victims in the shooting incident included Filipino-Americans. He said he was informed by Consul General Mario De Leon that there are around seven Filipino-American families registered with the Filipino-American Association of Western Connecticut who are residents of Newtown, a predominantly Caucasian community. “From what we know there are no elementary-aged Filipinos or Filipino-Americans going to Sandy Hook Elementary School,” Ambassador Cuisia said, quoting
an initial report from Consul General De Leon. “Those of school age either go to other elementary schools or are in middle school, high school or college,” the Ambassador said, adding that there are no teachers from the Philippines in Newtown as most of the Filipinos there are nurses, doctors and engineers. “Just the same, we want to be sure that all the Filipinos and Filipino-Americans in Newtown are safe,” Ambassador Cuisia said. Consul General De Leon said the Consulate General immediately got in touch with leaders of the FilipinoAmerican Association of Western Connecticut and the Newtown Police Department upon hearing of the incident but could not immediately verify if there are Filipino casualties because the list of victims has not been released yet. Deputy Consul General Theresa Dizon-De Vega said the incident took place about 15 minutes from Danbury where more than 100 of the estimated 500 Filipino families in Western Connecticut are residing. She said there are 16,402 Filipinos across Connecticut based on the 2010 US Census.

WASHINGTON, Dec 16, 2012 (AFP) – A leading Democratic senator launched a bid Sunday to ban assault weapons in the wake of the latest deadly US school shooting, announcing that she will put a bill before Congress on January 3. Dianne Feinstein, the influential chair of the Senate Intelligence Committee, said she believed President Barack Obama would support her legislation, also aimed at outlawing magazines carrying more than 10 bullets. “I’m going to introduce in the Senate, Dianne Feinstein and the same bill will be introduced in the House, a bill to ban assault weapons,” the California lawmaker told NBC’s “Meet the Press” program. Feinstein said she would announce the authors of the House of Representatives’ bill soon and vowed that carefully crafted legislation would be tabled on the first day of the new Congress. “There will be a bill,” she said, stressing the world “will.” “It will ban the sale, the transfer, the importation and the possession (of assault weapons). Not retroactively, but prospectively. It will ban the same for big clips, drums or strips of more than 10 bullets,” she added. Asked if Obama, who failed to take steps during his first term to tighten gun controls despite several high-profile shooting tragedies, would throw his support behind the measure, Feinstein replied: “I believe he will.” Speaking at an emotional vigil in Newtown, Obama indicated on Sunday that he did plan to take action as he made
an impassioned plea for “change” but stopped short of announcing any specific measures on gun control. “We can’t accept events like this as routine,” the president said. “We as a nation are left with some hard questions. These tragedies have to end, and to end them we must change.” Adam Lanza, 20, used his mother’s legally acquired Bushmaster .223 assault rifle to kill 26 people, including 20 children aged either six or seven, in Friday’s massacre at Sandy Hook Elementary School in Newtown, Connecticut. Some of his tiny victims were riddled with as many as 11 bullets, spawning outrage among many in America at laws that allow guns only really suitable for warfare to be purchased legally by civilians. As he waited for the vigil in Newtown to start, Connecticut Senator Joe Lieberman called for a national commission on violence. “These events are happening more frequently, and I worry that if we don’t take a thoughtful look at them, we lose the hurt and the anger that we have now,” he said. A federal ban on assault weapons, which took effect in 1994, expired in 2004 and efforts to revive it have failed. Obama supported restoring the law while running for president in 2008 but has not made it a priority since. The gun lobby, led by the National Rifle Association (NRA), is well-funded and a powerful player in Washington. It argues that crazy people do crazy things and that clamping
Clearing the air about smokefree multi-unit housing People’s Community Organization for Reform and Empowerment (People’s CORE) serves as a resource for tenants and landlords in Central Los Angeles who are interested in learning about the steps to make apartment complexes smoke-free. Through the Smoke-Free Apartments Project, People’s CORE helps community members respond to multi-unit housing dwellers’ needs for protection from the dangerous effects of secondhand smoke exposure. One Filipino-American youth explained the problem of drifting smoke through his personal experience, “We have neighbors in our apartment who chain smoke. And it happens to be around the same time I come home from school. My sister and I both have asthma.” For many, the problem with drifting smoke poses a serious health hazard. The smoke can enter through open doors and windows as well as through shared ventilation systems. Since people spend
a significant amount of time at home, where a person lives can be a major source of exposure to secondhand smoke. There are no safe levels of exposure to secondhand smoke. Studies indicate that secondhand smoke is a major cause of disease and premature death. It is associated with heart disease, respiratory problems and lung cancer in non-smokers. On September 6, 2011, Governor Brown passed the California Smoke-Free Housing Law, or Senate Bill 332, which affirms that landlords have the authority to implement smokefree policies in their rental properties. While it has already been legal for apartment owners and managers to implement smoke-free policies in their apartment complex, the right of landlords to make a building smoke-free is now declared explicitly under state law. Man held for Facebook threat to California schools LOS ANGELES, Dec 17, 2012 (AFP) – California police have arrested a man for allegedly making threats on Facebook to “multiple elementary schools,” including by referring to the Connecticut massacre, a spokesman said Monday. Kyle Bangayan, 24, was arrested Sunday at his parents’ Los Angeles home, where a cache of nine weapons including rifles and handguns was found, as well as ammunition. No arms were found at Bangayan’s own home in Pomona, some 30 miles (50 kilometers) east of Los Angeles, said LA Police Department spokesman Richard French. The Federal Bureau of Investigation (FBI) was also probing the case. “The threats, which did not target specific schools but did reference the Connecticut school shooting from last Friday, were posted on the social networking site Facebook,” he added. “Also found... at the residence where Bangayan was arrested were nine firearms, including rifles, a shotgun, handguns, and ammunition... A search of the suspect’s Pomona residence didn’t yield any weapons or related evidence.”

Israel Embassy welcomes PHL lifting of travel ban MANILA, Dec 14 (Mabuhay) – The Israeli Embassy in Manila on Friday welcomed the Philippine government’s decision to lift the travel ban in parts of Israel. Earlier in the day, the Department of Foreign Affairs (DFA) disclosed Manila is lifting the travel bans on Israel and Gaza. “The Embassy welcomes the lifting of the travel ban by the Department of Foreign Affairs,” the Israeli Embassy said on its Twitter account. DFA spokesman Raul Hernandez, in a post on his own Twitter account, cited “improved security condi-
tions in Israel and Gaza” as the basis for lifting the ban. Lifted were Alert Level 2 for central and southern Israel, and Alert Level 4 for Gaza, Hernandez said. Alert Level 2 entails a restriction phase for central and southern Israel, and Alert Level 4 entails evacuation or mandatory repatriation for Gaza. Last Nov. 23, the DFA issued an advisory asking Filipinos to defer travel to Gaza and central and southern Israel. DFA chief gives 2012 salary to employees as Christmas gift MANILA, Dec 17 (Mabuhay) -- The wealthiest member of President Benigno Aquino III’s Cabinet appears to be the most generous as well, giving his 2012 salary to his employees as his Christmas gift. On Monday, Department of Foreign Affairs spokesman Raul Hernandez said Secretary Albert del Rosario gave his salary to the department’s workers. “Sec. del Rosario gives his 2012 salary to all DFA employees as his Christmas gift. Thank you and merry Christmas to you, Sir!” Hernandez said on his Twitter account. Hernandez, however, did not give further details of how much the salary of Del Rosario would be for 2012. An article on the Philippine Information Agency said Cabinet secretaries fall under Salary Grade 31, and receive about P77,000.00 a month under the Fourth Tranche of the Salary Standardization Law III.
This would mean a yearly salary of P924,000. Del Rosario, 72, is the wealthiest Cabinet member with a declared net worth of P657,834,755, as shown by his Statement of Assets and Liabilities and Net Worth (SALN). Before being appointed to the DFA in February last year, Del Rosario served as former President Gloria Macapagal-Arroyo’s ambassador to the United States from 2001 to 2006. He also served as head of various private companies such as the Gotuaco, Del Rosario Insurance Brokers Inc., Philippine Telecommunications Investment Corporation, and Philippine Stratbase Consultancy Inc. Aquino leads Philippine Coast Guard change of command MANILA, Dec 14 (Mabuhay) – President Benigno S. Aquino led Friday the change of command of the Philippine Coast Guard (PCG) challenging the new commandant to continue the positive thrusts of his predecessor. Rear Admiral Rodolfo Isorena assumed on Friday as the new commandant of the PCG replacing Vice Admiral Edmund Tan. The turn-over of command rites marks the beginning of a new page in the history of Philippine Coast Guard, the President said in his speech during the event at the PCG’s headquarters at Port Area, Manila. “Kay Rear Admiral Isorena: Huwag mong sasayangin ang mga repormang ipinunla ng iyong mga sinundan. Suklian mo ng tapat na paglilingkod ang tiwalang kaloob sa iyo, hindi lang ng Tanod Baybayin ng Pilipinas, kundi ng sambayanan,” he said. “Lagi mo sanang tatandaan na ang iyong pagkakatalaga ay hindi pribilehiyo, kundi isang tungkuling may kaakibat na responsibilidad. Nakasalalay sa lakas ng iyong bawat tauhan ang kabuuang lakas ng Coast Guard. Dapat mo silang alagaan; dapat mong pakinggan ang kanilang mga problema,” The Chief Executive said that Isorena should treat every PCG personnel as a member of the PCG family, noting that their “bosses,” the Filipino expect to fulfill his duties effectively. The President also expressed his gratitude to Vice Admiral Tan, that despite his 11-month stint in the PCG, he has accomplished a lot. Tan performed well even during challenging situations to protect the country’s territory, fight crime and ensure the safety of people at sea, the President said. He also thanked the entire PCG for performing its duties. To make the PCG more effective in doing its job, the President said the NEDA board approved last month P8.8 billion allocation for the purchase of 10 units of 40-me-

Despite resilient economy, PHL wages stagnant, ILO reports MANILA, Dec 14 (Mabuhay) – Southeast Asia has shown resilience amid a global economic crisis, but wages in the Philippines – particularly in manufacturing – have stagnated, the International Labor Organization (ILO) noted in a report. “Asia’s good performance is mainly due to China where wages grew at an annual rate of 10 per cent or more over the past decade,” according to the ILO Global Wage Report for 2012-2013. “... When China is excluded from the analysis, wages in the rest of Asia have stagnated in recent years and were lower in real terms in 2011 than in 2007, the year before the global economic crisis,” it said. Most Asian economies, including the Philippines, have been dependent on the US and European markets – epicenters of the global economic and financial crisis, the report noted. “... Emerging economies of Asia have traditionally relied on exports and cheap labor as a source of economic growth,” Sukti Dasgupta, ILO head of Regional Economic and Social Analysis for Asia, observed. “The global economic crisis has shown the limitations of this approach. Giving workers greater purchasing power can help to strengthen domestic consumption as a stable source of demand and reduce the reliance on exports,” the labor expert said in a statement. Workers in the Philippine manufacturing sector took home $ 1.40 for every hour worked, compared to less than $5.50 in Brazil, $13 in Greece, $23.30 in the United States, and almost $35 in Denmark. “Given the solid economic performance of many countries in the region, this is a disappointing outcome,” said Yoshiteru Uramoto, ILO regional director for Asia and the Pacific. “So it’s not surprising that many workers are unhappy and that we are seeing labor unrest related to wage levels.” Southeast Asia needs to reconnect wages and productivity to build resilience amid external factors, such as the global financial crisis, ILO urged governments. It also called for stronger collective bargaining by the tripartite to set decent wages. Minimum wages, the ILO report noted, is effective in providing a decent wage floor and measure to protect low paid workers against unduly low wages. (MNS)
PHL laments outcome of Doha climate talks MANILA, Dec 17 (Mabuhay) – The Philippines lamented the low carbon reduction commitment that came out of the climate talks in Doha. Only a few countries agreed to a second commitment period under the Kyoto Protocol to reduce carbon emissions, setting a reduction target of only 18 percent from 1990 levels by 2020. The Climate Change Commission believes this is not enough to prevent a further increase in global temperatures. “Ang napagkasunduan lang, al-

The study comes from Duke University Medical Center in Durham, North Carolina, and was published last week in the Journal of Applied Physiology. “Given that approximately two-thirds of adults in the United States are overweight due to excess body fat, we want to offer clear, evidence-based exercise recommendations that will truly help people lose weight and body fat,” says Leslie H. Willis, MS, an exercise physiologist at Duke Medicine and the study’s lead author. Researchers enlisted 234 overweight or obese adults in the study. Subjects were randomly assigned to one of three groups: resistance training three days per week (three sets per day, eight to 12 repetitions per set); aerobic training (walking/jogging 19 kilometers per week); or aerobic plus resistance training (three days a week, three sets per day, 8-12 repetitions per set for resistance training, plus 19 kilometers per week of walking/jogging). The groups assigned to aerobic train-
ing and aerobic plus resistance training lost more weight than those who did just resistance training. The resistance training group actually gained weight due to an increase in lean body mass, the researchers noted. Interesting, while the combination exercise group worked out longer than the other groups, their results were mixed. Participants did lose weight and fat mass, but the loss wasn’t as significant as those who just trained aerobically. “Balancing time commitments against health benefits, our study suggests that aerobic exercise is the best option for reducing fat mass and body mass,” says Cris A. Slentz, PhD, a Duke exercise physiologist and study co-author. “It’s not that resistance training isn’t good for you; it’s just not very good at burning fat.” The Duke team published a second study last year in the American Journal of Physiology, Endocrinology and Metabolism that found that vigorous aerobic activity trumps lifting weights when it comes to trimming belly fat.

Cold season tips It’s nothing to sneeze at: The average adult catches two to four colds every year, causing millions of workdays to be lost. (Relaxnews) – An observational study has found that almost 30 percent of pedestrians are distracted by their mobile device when crossing the road. The study by the Harborview Injury Prevention & Research Center, University of Washington, called “The Impact of Social and Technological Distraction on Pedestrian Crossing Behaviour,” published online this week in Injury Prevention, examined more than 1000 pedestrians crossing 20 busy road junctions in Seattle during the summer at different times of the day. It found that while technology was not the only distraction – talking to others and dealing with pets or children also increases a pedestrian’s chances of not crossing a road safely, people who were texting on their handsets took almost two seconds (18%) longer to cross the average junction of three to

four lanes than those who weren’t texting at the time. What’s more, they were almost four times more likely to ignore lights, to cross at the middle of the junction, or fail to look both ways before stepping off the curb. Of the 1102-pedestrian observation group, 80 percent were alone, and 80 percent obeyed the lights and crossed at the appropriate point. However, only one in four pedestrians followed the full safety routine, including looking both ways before crossing. Almost one in three (29.8%) were doing something else when they crossed the road such as listening to music (11.2%), while 7.2 percent were texting and 6.2 percent were talking on the phone. Those who were distracted took significantly longer to cross the road -- 0.75 to1.29 seconds longer. While listening to music speeded up the time taken to cross the road, those doing it were less likely to look both ways before doing so. People distracted by pets or children were almost three times as likely not to look both ways. But texting was potentially the most risky behavior, the observations indicated.
According to the latest statistics from the National Highway Traffic Safety Administration, more than 15 people are killed and more than 1,200 people are injured in crashes in the US every day that were reported to involve a distracted driver. And while distracted driving is becoming a greater and greater problem—according to insurance company State Farm’s annual distracted driving report, 48 percent of young drivers admit to surfing the net via their handset while driving—the growing popularity of smartphones could lead to an increase in accidents involving distracted pedestrians too. The authors of the Seattle study, led by Leah L. Thompson, point out that crashes involving vehicles and pedestrians injure 60,000 people and kill 4000 every year in the USA, and just like distracted driving, distracted walking is potentially dangerous. It’s also likely to increase as handheld mobile devices become ever more popular, they suggest. As the report’s authors say “Individuals may feel they have ‘safer use’ than others, view commuting as ‘down time,’ or have compulsive behaviours around mobile device use.

Lip and nail products drive 2012 US cosmetics boom (Relaxnews) – US analysts have tracked another year of big growth for lip and nail beauty products. Tracking purchases in US department stores, the NPD Group has uncovered a growing trend for prestige nail and lip products. While beauty in general has grown, high-end nail and lip cosmetics have performed especially strongly in department store sales this year, with expectations that the holiday season will see further growth. “Makeup was not always the ‘go to’ gift, but with the recent multi-effect trends in the lip and nail segments, it will be one of the hot items this holiday season,” said Karen Grant, vice president and senior global industry analyst at The NPD Group. In the US lip products have seen 9% growth in 2012, with sales of $548 million this year ( January-November 2012). Lip color saw a big boost this year, with sales growing by 11%. (PARIS-AFP) – Pentagon-backed scientists on Monday announced they had created a robot hand that was the most advanced brain-controlled prosthetic limb ever made. The mind-powered prosthesis is a breakthrough, the team of neurologists and bioengineers reported in The Lancet. With further development “individuals with long-term paralysis could recover the natural and intuitive command signals for hand placement, orientation and reaching, allowing them to perform activities of daily living,” they said. Researchers have long been interested in the brain-machine interface, whereby implants pick up electrical signals in parts of the brain associated with movement. These signals are then transcribed into computer code, which orders the artificial limb to move. The new work vastly improves the code, or algorithm, by which the first signal is transcribed into the second, the investigators said. “One of the biggest challenges has always been how to translate brain signals that indicate limb movement into computer signals that can reliably and accurately control a robotic prosthesis,” said Andrew Schwartz, a professor of neurobiology at the university. “Most mind-controlled prosthetics have achieved this by an algorithm which involves working through a complex ‘library’ of computer-brain connections,” he said. “However, we’ve taken a completely different approach here, by using a model-based computer algorithm which closely mimics the way that an unimpaired brain controls limb movement. The result is a prosthetic hand which can be moved far more accurately and naturalistically than previous efforts.” The team, based at the University of Pittsburgh in Pennsylvania, implanted two microelectrode arrays into the left motor cortex of a 52-year-old woman. She had been left paralyzed from the neck down, unable to move her arms and legs due to a condition called spinocerebellar degeneration. Two weeks after the operation, the prosthesis was connected and the woman embarked on 14 weeks of training – but on only the second day, she was able to move the limb through mind power. The training aimed at achieving skills in nine tasks, such as gripping and moving small objects, stacking cones and bumping a ball so that it rolled outside a loose coil of wire.

Top lightly with a pinch of crispy fried shallots. Garnish with a skewer of grape tomatoes.

Prep time: 20 minutes Cook time: 20 minutes Yields: 10 servings 1 pound Bob Evans Savory Sage Sausage OR 1 pound Bob Evans Italian Sausage Roll 1/2 box frozen chopped spinach, thawed and well drained (10 ounces) 1/2 cup Italian bread crumbs 1/4 cup shredded Italian three cheese blend, divided 50 cleaned mushroom caps Preheat oven to 375°F. In large skillet, cook and crumble sausage until brown. Remove and place in large mixing bowl. Squeeze liquid out of spinach. Mix into the sausage mixture: spinach, bread crumbs, and half of the cheese, blend well. Lightly spray baking sheet with cooking spray. Form balls with about a tablespoon of sausage mixture, and place in cleaned mushroom caps. Top stuffed mushrooms with remaining cheese blend. Place mushroom caps on baking sheet. Bake for 15 to 20 minutes, or until mushrooms are tender.
Make ahead and freeze, then pull out and bake when unexpected guests pop in. Prep time: 15 minutes Cook time: 15 minutes Yields: 36 servings 1 pound Bob Evans Original Recipe Sausage Roll, at room temperature 1 can crescent roll dough (8 ounces) Remove crescent roll dough from can. Do not separate rolls. On top of a piece of plastic wrap or aluminum foil, pinch triangles together, and then pinch the rectangles together to form a long rectangle that is about 18 x 14 inches, gently pulling dough as needed. Carefully spread sausage in an even layer over dough. Roll dough lengthwise to form a long roll. Wrap in the plastic wrap or foil. Freeze for 15 minutes. Preheat oven to 350°F. Using a serrated knife, cut dough into 1/2-inch-thick slices. Place on ungreased baking sheet. Bake 15 to 20 minutes, or until sausage is cooked through. Drain off any juices. Serve hot. Refrigerate leftovers. Serving suggestion: This recipe may be doubled. Pinwheels may be frozen after slicing. When ready to serve, thaw slices in refrigerator for 30 to 60 minutes and bake.

‘Pahiram ng Sandali’ blessing to Max Collins Actress Max Collins believes working opposite veteran and seasoned names in the entertainment business is one good way of ending her successful 2012. After doing “Coffee Prince” as support to Kris Bernal and Aljur Abrenica, the young actress was given a chance to start in another primetime series entitled “Pahiram ng Sandali” and paired with leading man Dingdong Dantes. She’s also working side-by-side award-winning actress Lorna Tolentino and actor Christopher de Leon in the said project. “Hindi lang ako swerte, sobrang blessed din kasi this is a once in a lifetime chance and opportunity. This doesn’t happen everyday. It feels amazing. This is my dream and the fact na nagkatotoo na, it feels amazing.” According to Max, it took her two weeks before finally believing that she will be part of the program. Until now she’s still on a high knowing that she’s working opposite Lorna, Dingdong and Christopher. “Nung sinabi sa akin (na kasama na ako sa cast), sabi ko lang ‘Are you sure?’ It didn’t sink in until nag start na yung taping. Ang taas ng expectations ko sa sarili ko ngayon. Mas lalo akong nacha-challenge kasi mga batikan ng artista ang mga kasama ko dun.
