Pinoys in Egypt urged to ‘restrict movement’ MANILA, July 8 (Mabuhay) – Malacañang has urged the over 6,000 Filipinos in Egypt to “restrict their movement” as turmoil continues to rack the African nation following the ouster of its president, Mohammed Mursi. Deputy presidential spokesperson Abigail Valte said that the Department of Foreign Affairs (DFA) has raised Alert level 1 in Egypt to encourage Filipinos there to “avoid unnecessary travel.” “(Filipinos there) should continue to coordinate with our posts there,” Valte said

SAN FRANCISCO, July 8, 2013 (AFP) - Asiana Airlines on Monday confirmed that the pilot flying the Boeing 777 that crashed in San Francisco was in training, raising the possibility that human error caused the deadly accident. Two teenage Chinese girls were the only fatalities in the fiery crash Saturday, though six of the 307 people aboard the flight

remained in area hospitals in critical condition. Chinese state media identified the two dead passengers as Ye Mengyuan, 16, and Wang Linjia, 17, high school classmates from eastern China’s Zhejiang province. JIANGSHAN, July 8, 2013 (AFP) – The two teenage Chinese girls killed in a South Korean passenger jet crash in San Francisco were best friends and promising students, reports said Monday, citing grief-stricken classmates and teachers. Wang Linjia and Ye Mengyuan studied together at high school in Jiangshan in the eastern province of Zhejiang, the Beijing Morning Post said, citing Ye’s relatives, who speculated they may have sat in the same row on the plane. BRP Ramon Alcaraz departs for Hawaii MANILA, July 6 (Mabuhay) – The BRP Ramon Alcaraz (PF16), the country’s Hamilton-class cutter in service, has left San Diego, California Saturday morning (Philippine time) for its port call in Hawaii. “She left her San Diego anchorage around 6:30 a.m. (Philippine time) for her Hawaii voyage,” Navy spokesperson Lt. Cmdr. Gregory Fabic said. The Filipino frigate docked at San Diego, California for re-fueling and re-provisioning last June 28. Hawaii is the second port call of the frigate as it cruises back to

the Philippines. The distance between San Diego, California to Hawaii is around 2,400 miles. She is expected to be in the country by first week ofAugust for the commissioning in September. Cuisia: US access to bases will be constitutional MANILA, July 8 (Mabuhay) – Ambassador to the US Jose L. Cuisia Jr. said the Philippines and the United States have yet to finalize an agreement that would give the latter greater access to the military bases here. The ambassador assured, however, that the agreement would be in line with the Constitution. “[It should be] within the Visit-

ing Forces Agreement. That’s the underlying agreement, we cannot go beyond that... And any agreement that we go into will be in line with the Constitution,” said Cuisia, who is in the Philippines today. He added that the agreement would be mutually beneficial to both countries. For the Philippines, it would

mean enhanced capabilities and training for its armed forces, and more assistance from the US in terms of military security, he said. Local food exporters urged to take advantage of growing Jewish food market MANILA, July 8 (Mabuhay) – Filipino food exporters are encouraged to enter the kosher or Jewish food businesses to further increase their revenues because of the growing kosher market. According to PS Kosher Food Works Inc., global demand on kosher-certified products is growing at 12 to 15 percent a year. This can be translated to a total of .5 billion to .6 billion sales

per year. United States alone has 11.5 million kosher consumers with sales reaching to .65 billion and comprises 30 percent of the total kosher market. Philex’s temporary permit for Padcal extended MANILA, July 8 (Mabuhay) – Philex Mining Corp. has gotten an extension of its temporary permit to operate its Pacdal mine in Benguet. Mines and Geosciences Bureau director Leo Jasareno said it granted Philex an extension because it has not finished filling up the hole in its tailings pond.

Filling up the hole is meant to reduce the volume of water in the tailings pond that could continue to flow into Balok River and Agno River, if left unplugged. Jasareno said Philex was previously given four months to implement “remediation measures.” “Extension lamang at kung

Solon wants death penalty for illegal logging QUEZON CITY, July 6 (Mabuhay) – A measure seeking death penalty for illegal logging will be re-filed in the 16th Congress to address the unabated illegal activity in the country. Outgoing Capiz Representative Jane Tan-Castro is the author of a bill in the 15th Congress declaring illegal logging a heinous crime punishable by death. Tan-Castro’s husband, newly elected Rep. Fredenil Castro, is expected to re-file the bill in the

next Congress. “Illegal loggers should pay for their crime,” Tan-Castro said. Tan-Castro said under the present law, illegal logging is punishable with only six years imprisonment and a fine based on the price of the illegal logs. Cops to meet with militants on SONA preps MANILA, July 6 (Mabuhay) – As part of their preparations for President Benigno Aquino III’s State of the Nation Address (SONA) on July 22, the police will invite to a meeting this coming week militants and other groups planning protest actions for the event. The Quezon City Police Department said this following a command conference on Friday to prepare for Aquino’s fourth SONA. Those present at Friday’s conference were representatives from the city’s Department of Public Order and Safety, Metropolitan Manila Development Authority, Philippine Red Cross, Bureau of Fire Protection and

Land Transportation Franchising and Regulatory Board. During Friday’s meeting, the police also ironed out security plans for Aquino’s house at Times Street in Quezon, which militants may picket on July 22. NPAs vow revenge for slain spokesman Greg Bañares MANILA, July 6, 2013 (AFP) – Communist insurgents Saturday promised revenge after Philippine soldiers killed their regional spokesmen along with seven other rebels in the latest operation against the militants since talks to end one of Asia’s longest running insurgencies collapsed. The Communist Party of the Philippines confirmed that one of the eight rebels killed in the clash in the eastern province of Sorsogon on Thursday was Greg Bañares, guerrilla spokesman for the rebel-infested Bicol peninsula. Along with Banares, whose real name was given as Frankie Joe Soriano, other members of his information group and their security detail were killed in the incident, the rebels said in a statement sent to news agencies. “The CPP and all revolutionary forces vow to exact justice and punish the perpetrators of this massacre. It calls on all units of the NPA (New People’s Army) to carry out more tactical offensives... in Sorsogon and the Bicol region,” it added. The New People’s Army is the CPP’s guerilla wing. The military previously said the eight were killed when villagers, tired of guerrilla threats, tipped off the soldiers to the presence of the rebels. The CPP statement however said that Bañares and two of his aides were killed after being captured unarmed. Military spokesman Lieutenant Colonel Ramon Zagala

denied the allegation, calling it an attempt to discredit the government forces. “They were all armed and they fought back. There was a 35 minute exchange of fire,” he said. While the military would have preferred capturing Bañares, his death would still be a blow to the guerrillas whose ranks have fallen to about 4,000 fighters, down from a peak of roughly 26,000 in the 1980s, Zagala said. “He was influential in their propaganda. He was a key in their recruitment of those with legitimate problems into the war of the CPP against the government.” Bañares had been one of the more visible guerrilla figures, frequently issuing statements and even posting on YouTube. The CPP and the NPA, have been fighting successive governments for 44 years in a rebellion that has claimed at least 30,000 lives. President Benigno Aquino hoped to end the rebellion before his six-year term expires in 2016, but the government said in April that peace talks had collapsed due to rebel demands such as for the release of captured comrades. In recent months, the communist rebels have launched more assaults, often targeting unarmed soldiers, police and civilians.

Marcos wants 25% pay hike for public school teachers MANILA, July 8 (Mabuhay) – Senator Ferdinand ‘Bongbong’ Marcos Jr. on Monday filed a bill seeking to increase the monthly salary of the public elementary and secondary teachers by 25 percent. Senate Bill No. 109 seeks to upgrade the present minimum Salary Grade 11 (SG 11) level to SG 15 level of public elementary and high school teachers. If the bill is enacted into law, the present P18,594 (SG 11) minimum salary of the teachers will be raised to P24,887 (SG 15). ”This will lift public school teachers from the borderline of

poverty threshold,” Marcos said. The salary grade level of those occupying higher positions shall also be adjusted accordingly. “As a result, the economic and social status of public school teachers across the country will be improved,” Marcos said. Under Section 4 of the bill, the pay grade level upgrade will cover all public elementary and secondary levels, whether national or locally funded, including those in technical and vocational schools and state universities and colleges. Marcos said while the Department of Education continuously

receives the largest share in the national budget of the country, the minimum salary of public school teachers remain lower compared with the salary of other professions. He said the Constitution itself recognizes the enormous contribution of the teaching profession, which requires great sacrifice and unparalleled dedication to reach out and impart one’s knowledge and experience to young minds. “This is a fitting gesture of gratitude to our modern day heroes in public education,” he said. No conflict between appeals for lives of Pinoys on death row abroad and war vs drugs MANILA, July 6 (Mabuhay) – Malacañang on Saturday said there is no conflict between its appeals for Filipinos sentenced to death for drug trafficking and the country’s war against the drug trade. Deputy presidential spokesperson Abigail Valte said the Philippines respects the processes of foreign governments and limits its appeals to sparing the Filipinos’ lives. “Ang hiling lang natin is for their livges to be spared ... Yan ang ating inaapela, hindi natin sinasabing wala silang sala o dapat sila pakawalan,” she said on government-run dzRB radio. She was replying to claims by some lawmakers that the government should stop extending legal or financial assistance to Filipinos involved in drug trafficking and smuggling abroad. The Philippines on Thursday last week appealed to the Chinese government to spare the life of the Filipina drug courier, to no avail. President Benigno Aquino III conveyed the request to commute her sentence to life imprison-

ment through a letter to Chinese President Xi Jinping, which was coursed through the Chinese Embassy in Manila and the Philippine Embassy in Beijing. Vice President Jejomar Binay earlier intended to go to China to plead for the life of the Filipina. However, his trip on Sunday failed to push through as China did not allow it. Campaign vs. illegal drugs Reps. Mel Senen Sarmiento (Western Samar) and Jerry Treñas (Iloilo) earlier said the Philippines’ campaign against illegal drugs may be questioned every time the Philippines appeals for the commutation of convicted drug couriers’ sentences. The lawmakers’ call came less than a week after China executed a Filipina sentenced to death for drug trafficking. In the case of the latest execution, the Philippines had asked China to spare the Filipina’s life. “Yung pag-apela ng pamahalaan is only to spare their lives. Hindi sinasabing i-overturn ang verdict o sila ay walang sala dahil nirerespeto natin ang sistema ng judicial process ng ibang bansa,” Valte said.

Latest execution China has executed the 35-year-old Filipina drug courier who was caught carrying at least six kilos of heroin in China in January 2011, the Department of Foreign Affairs (DFA) confirmed Wednesday. The Filipina was caught with 6.198 kilos of heroin in her luggage at the Hangzhou International Airport on January 25, 2011. At that time, she was traveling from Dubai in the United Arab Emirates with her 27-yearold male cousin who was also caught carrying 6.171 kilos of heroin. China’s Supreme People’s Court also meted the death penalty on the cousin but with a twoyear reprieve, meaning it can be reduced to life imprisonment if he displays good behavior while in detention. Malacañang says travel advisories ‘right of any country for safety of their citizens’ MANILA, July 8 (Mabuhay) – Malacañang brushed off the latest travel advisory issued by the United States of America against travelling to the southern portion of the Philippines, saying it was the right of any country in order to keep their citizens safe. Deputy Presidential Spokesperson said in a press briefing aired over government-run radio station dzRB Radyo ng Bayan that the Philippine government clearly understood the intentions of the travel advisory as the Philippines, through its various diplomatic posts around the world, had also issued similar advisories to Filipinos, the most recent of which, was for Egypt and for Massachusetts during the Boston marathon bombing incident. “We respect the right of any country to issue any precautionary measures intended for the safety of their citizens while visiting other countries in the same way that the Philippine government through our posts in other countries have also issued several warnings whenever we feel that our citizens should take extra precautions in light of events that are happening,” Valte said. One example (is the) one I mentioned yesterday on the caution or the alert levels that we raised in Egypt due to the movements there. I also remember the DFA Spokesperson mentioning that we did issue a precautionary warning to our citizens residing in Boston right after the bombing had taken place,” she added. “You know, as a country we also recognize the need of others to issue these precautionary measures to their citizens,” Valte further said. PHL has too many laws, says former Justice chief MANILA, July 8 (Mabuhay) – Former Justice Secretary and now party-list Representative Silvestre Bello III said the country has too many laws that should already be discarded. Bello, who is a neophyte lawmaker, made the statement during an activity included in a course on legislation jointly organized by the House of Representatives and the University of the Philippines National College of Public Administration and Governance. Bello said Congress should devote its time revisiting its laws to check which are still relevant. He said, “the problem is implementation.” Bello is just one of the familiar faces who attended the course on Monday, which also included former Cebu Governor Gwen Garcia, former Valenzuela City Mayor Sherwin Gatchalian, former ambassador Roy Señeres, socialite Rosemarie “Baby” Arenas and former television director Lino Cayetano. This is the same course some 32 neophytes already attended 2 weeks ago. Aquino still open to Chacha, but questions urgency MANILA, July 6 (Mabuhay) – President Benigno Aquino is not yet closing the door to Charter change, but as to its urgency, he still needs to be convinced, Malacañang said Saturday. Deputy presidential spokesperson Abigail Valte said the President wants to know what will be lost if the Constitution is not amended – and has yet to get a good answer. “Until that time someone is able to answer the question of the president, it will remain to be not a priority.... Somebody has to justify the urgency to him,” she said on government-run dzRB radio. She said Aquino has always asked if there would be a “clear and present danger” and would something be lost if the 1987 Charter is not amended now. “Hanggang ngayon wala pa makabigay ng malinaw na sagot sa tanong na ‘yan ng pangulo,” she added. Valte also reiterated Chacha is not a priority especially after the country achieved economic progress without resorting to it. Aquino has so far remained firm in not prioritizing Chacha despite appeals from business groups and some lawmakers. Earlier, 13 business groups including the Joint Foreign Chambers of Commerce, the Philippine Chamber of Commerce and Industry, the Makati Business Club and the Employers Confederation of the Philippines urged Aquino to consider amending restrictive economic provisions of the Constitution. Even administration ally House Speaker Feliciano Belmonte Jr. indicated a Charter change initiative in the House of Representatives.

CCT won’t lift millions out of poverty – study MANILA, July 8 (Mabuhay) – A study finds that the Aquino government’s centerpiece anti-poverty program will not lift millions of Filipinos out of poverty because of its limited scope, despite its constantly increasing budget and widening coverage. Research by Dr. Celia Reyes of the Philippine Institute for Development Studies (PIDS) points to the design of the conditional cash transfer program, also known as the Pantawid Pamilyang Pilipino Program or the 4Ps, whose intended beneficiaries are poor families with children aged up to 14 years old. The program provides cash of up to P1,400 monthly to families belonging to the poorest of the poor as long as they meet certain conditions: the children must regularly go to school, get vaccinated, and mothers must avail themselves of pre- and postnatal care, among others. Reyes, senior research fellow at the PIDS, explained the program does not make the beneficiaries qualified to have jobs, an essential requirement for them to overcome poverty. “If you look at the current design, it is not going to promote the beneficiary children to get good jobs when they enter the labor force,” she said during a presentation of her study on Monday. According to the study, the 4Ps program does not influence the school participation rate of children aged beyond the program’s coverage. This means that poor youths above 14 either do not attend school as often or drop out, with reasons ranging from lack of personal interest to the need to work. The study also states that the program’s maximum support period of 5 years won’t allow children aged 6 at the time their families began to receive the benefit to finish grade school. Based on Reyes’s research, the average daily wage of a person who finished high school is 40 percent higher than that of someone who finished a few years in elementary. The average wage of an el-

ementary graduate, meanwhile, is 18 percent higher than that of someone who wasn’t able to go to school at all. “If we want 4Ps to become more effective, it shouldn’t stop at supporting at the elementary level,” Reyes said. “If you really want to break that intergenerational cycle of poverty, you have to make sure than when the child enters the labor force, he or she will have a decent wage that will enable him or her to move out of poverty.” Reyes recommends that instead of expanding the coverage - the government plans to increase the beneficiaries from the current 3.9 million to 5.2 million by 2016 - the assistance should be “deepened.” This would entail extending the assistance to beneficiary families until their children finish high school at the very least, she said. She also said the targeting system must be improved so that only truly poor families would benefit from the program. For University of the Philippines professor Leonor Briones, the cost of implementing the 4Ps is too high even if the program reaches only a small portion of the country’s poor. Latest statistics show that 27.9 percent of Filipinos live in poverty. This year, the program has a budget of P44 billion, and is seen to increase further as the government aims to cover more beneficiaries. Briones also warned that dole-out programs such as the CCT would breed dependency. “Five years of continuous conditional cash transfers might develop dependency in a society which has very strong tendencies for dependency,” she said at Monday’s forum. Ultimately, Reyes said CCT must go hand in hand with other anti-poverty programs. She said in her study that the program “may not be adequate to move people out of poverty in the long term.” “A package of interventions is needed, including those related to livelihood.” (MNS)

We will ensure fiscal viability of Bangsamoro – gov’t MANILA, July 8 (Mabuhay) – The government peace panel head expressed hopes that the outcome of today’s resumption of peace talks with the Moro Islamic Liberation Front (MILF) will be positive. Chief government negotiator Miriam CoronelFerrer said the government peace panel and the MILF are ready to hammer out the remaining details of the three remaining annexes on wealth-sharing, power-sharing and normalization. Together with the Framework Agreement on the Bangsamoro (FAB) and the annex on Transitional Arrangements and Modalities, the three annexes will comprise the comprehensive agreement on the Bangsamoro. Coronel-Ferrer said the government peace panel particularly wants to resolve the issue on wealth-sharing, which has become one of the most contentious points in the ongoing peace talks. “We’re very hopeful. I’m sure both panels are very well-prepared to continue the discussion on the issues especially with regards with the wealth sharing annex,” CoronelFerrer told ANC. “At the end of it, we will have to balance our respective parting points. That’s the whole essence of an agreement – you come to terms with each other’s needs and interests as well as constraints and possibilities. To that extent, I think we are both very hopeful that we will come up with something that will be a good package all in all,” she added. Coronel-Ferrer did not reveal the wealth-sharing formula that the government is amenable to, but she said “we are discussing these matters with regards to the [sharing of] the funds of natural resources as well as other sources of government revenue. These are all in the agenda.”

Coronel-Ferrer also noted that the government’s proposed provisions on wealth-sharing will be “significantly different” compared to those found in the current Organic Act for the Autonomous Region in Muslim Mindanao (ARMM). “It will be quite significantly different in some of the features that we will be introducing with regards to the system’s budgetary appropriation. There will be more [power of taxation] that will be transferred to the Bangsamoro and many other components that altogether will enhance the fiscal viability of an autonomous region,” she said. Meanwhile, she clarified that no constitutional change is needed in establishing the Bangsamoro region. “The president has been very clear that he is not keen on supporting any initiative leading to constitutional amendments. The understanding with the MILF is that the work of the transition commission is precisely to draw up a new organic act, a new Bangsamoro basic law that will then be submitted to Congress for its own legislative process,” she said. “That said, the right of the MILF and other forces to introduce amendments to the constitution is very well respected. If there are items they wish to be considered for future constitution reforms, certainly they can start working on this. But the roadmap we have committed to is the new Bangsamoro basic law that will replace the current organic act in the ARMM.” Meanwhile, she said the recent clash between government troops and members of the MILF breakaway group Bangsamoro Islamic Freedom Fighters (BIFF) that led to the death of at least five government soldiers will not affect the peace talks. IT-BPO exec appointed as DTI Undersecretary MANILA, July 8 (Mabuhay) – Malacañang has appointed Nora K. Terrado, an executive from the Information Technology- Business Process Management (IT-BPM) industry, as the new undersecretary for the management services group of Department of Trade and Industry (DTI). Terrado replaces Undersecretary Zenaida Maglaya, who recently transferred to the Regional Operation and Development Group. Terrado will be in charge of the Management Services Group, which covers the administrative and support offices of DTI. Prior to her appointment, Terrado was president of Headstrong Philippines Inc., a global financial consulting and IT services company, and vice President of GENPACT Headstrong Capital Markets and IT Philippines.

During her stint in Headstrong from 2006 to 2013, she served as its Country Manager, General Manager, Chief Financial Officer of Asia Pacific Operations, Managing Consultant and Program Manager. MANILA, July 8 (Mabuhay) – A three-termer solon on Sunday said new truck load restrictions may lead to rice supply disruptions in Metro Manila that could drive up the price of the staple. “We don’t want rice prices to go up. It is bad for consumers. When rice prices increase, the prices of other prime commodities also climb,” said LPG-MA party list Rep. Arnel Ty said. Ty made the statement shortly after freight industry players expressed concern that the price of rice could shoot up by P1 per kilo on account of new truck load controls. Under new load limits, a 22-wheeler truck-trailer previously allowed to carry between 700 to 800 sacks of rice per trip may now transport only 480 to 530 sacks per voyage. Agriculture Secretary Proceso Alcala has already scheduled a dialogue with freight industry leaders as well as rice suppliers on July 15 to discuss the new truck load cutbacks. Ty urged the Department of Public Works and

Highways (DPWH) to withdraw the new truck load controls. “The new load limits threaten to destabilize Metro Manila’s food supply, especially rice. And supply disruptions are bad because these tend to add to the upward pressure on consumer prices,” Ty warned stakeholders. The bulk of Metro Manila’s rice supply gets trucked in from Central and Northern Luzon. Meanwhile, the veteran lawmaker said the truck load cutbacks have also upset Metro Manila’s supply of construction materials. The DPWH imposed new load controls on all cargo trucks effective June 1. It reduced by at least 25 percent the maximum allowable gross vehicle weight (GVW) of the largest trucks. GVW refers to the combined weight of the vehicle and its cargo, from rice, corn, meat, poultry, fish and other food supplies, to petroleum products, building materials such as cement, and other manufactured goods.

Los Angeles woman in foreclosure rescue fraud pleads guilty SACRAMENTO, July 8 – Jewel Hinkles, aka Cydney Sanchez, 63, of Los Angeles, pleaded guilty today to bankruptcy fraud in connection with a foreclosure rescue scheme she ran, United States Attorney Benjamin B. Wagner announced. According to court documents, on December 1, 2011, a federal grand jury indicted Hinkles, along with Jesse Wheeler, 36, of Roseville; Cynthia Corn, 60, of Oakland; and Brent Medearis, 46, of Modesto, in connection with the scheme. Wheeler operated JW Financial Solutions in Roseville, and Corn operated Property Relief in South San Francisco, both as affiliates of programs created by Hinkles. Medearis worked out of Modesto for Corn. Wheeler and Medearis previously pled guilty to bankruptcy fraud. According to court documents,

Hinkles was the founder and general manager of Horizon Property Holdings LLC in Beverly Hills. From 2008 through 2010, Hinkles offered a service called Save My Home or Homesaver that promised to rescue financially distressed homeowners from foreclosure and reduce the principal on homeowners’ mortgages. Horizon offered its program directly to clients and also through several layers of “affiliates,” who promoted and sold the program to clients, mostly in Northern California. The defendants allegedly told homeowners that they would save their residences from foreclosure by arranging for investors to purchase their existing mortgage at a discounted price, thereby reducing the homeowner’s principal and monthly mortgage payment. defendants filed fraudulent deeds transferring an interest in the homeowner’s property to a fictitious entity called Pacifica Group 49/ II. In many instances, the defendants also filed fraudulent petitions in bankruptcy court, often naming both the homeowner and Pacifica Group 49/II as the debtor. The purpose of these petitions was to invoke the automatic provisions of federal bankruptcy law that bring to an immediate halt any foreclosure actions against a debtor’s property. Because the fraudulent deeds and bankruptcy petitions delayed foreclosure proceedings, the defendants were able to pretend that they were providing a legitimate service and continue to collect fees from defrauded homeowners. To enroll in the Save My Home program, clients were required to pay an initial pay-

ment of approximately $3,500 and monthly fees up to $1,500. The Homesaver program required clients to pay an initial payment ranging from $1,750 to $6,500 and monthly fees up to $850. In total, the scheme collected at least $4.9 million from more than 1,000 homeowners, including homeowners whose mortgages were owned by the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac). According to the indictment, the defendants never arranged for the purchase of a single mortgage from any of the clients’ lenders and never negotiated a single mortgage principal reduction for any of Horizon’s clients. This case is the product of an investigation by the United States Postal Inspection Service; the Federal Housing Finance Agency,

Office of Inspector General; the Federal Bureau of Investigation; and the Stanislaus County District Attorney’s Office. Assistant United States Attorneys Steven R. Lapham and Lee S. Bickley are prosecuting the case. Hinkles is scheduled for sentencing September 30, 2013, and faces a maximum statutory penalty of five years in prison for bankruptcy fraud and a $250,000 fine. The actual sentence, however, will be determined at the discretion of the court after consideration of any applicable statutory factors and the Federal Sentencing Guidelines, which take into account a number of variables. Corn is scheduled for trial on August 6, 2013. The charges against her are only allegations; she is presumed innocent until and unless proven guilty beyond a reasonable doubt.

It was the first deadly Asiana passenger plane crash since June 1993, when one of its Boeing 737s slammed into a mountain in South Korea, killing 68. Asiana’s share price ended down nearly six percent on Monday as investors digested the impact of the accident. Huge insurance payouts to victims and for the aircraft could raise future premiums and increase the company’s financial burdens. Aviation experts, however, said the damage to its business could be limited, as South Korea’s number two airline has spent years building a reputation for safety and quality.

But Weinberg said that the cost of being kosher is not significant since its market is looking on products being a kosher-certified. ”It is hard to get into the market if you have to introduce a product which is not yet known. But if you make the product kosher, it makes it interesting to consumers who can afford to buy a specialty product,” he explained. Sunny days ahead for PHL weathermen MANILA, July 8 (Mabuhay) – Employees of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) will now be able to get their benefits straight from the national budget starting 2014, a move that could stem the supposed “brain drain” in the agency. Philippine Weathermen Employees Association President Ramon Agustin hopes the joint circular signed last week would “turn the tide” and attract weather forecasters to stay put. “Maybe the forecasters will think twice now. We are not for a lavish lifestyle, we just want a decent living,” he said. The joint circular, signed by Budget Secretary Florencio Abad and Science and Technology Secretary Mario Montejo, defines the rules and regulations for the granting of the magna carta benefits of PAGASA personnel. The benefits include the hazard pay, which is 15% of the salary of the weather forecaster; and longevity pay, which is 10% of the basic salary depending on the num-

ber of years in service. Agustin explained that the benefits were sourced previously from the coffers of PAGASA, which means employees will have to wait for savings from the agency’s operations. “Sometimes, weather forecasters have to wait for at least six months before they get their benefits,” he said. He noted the release of the funds will also have to go through a long process. For 2013, the hazard and longevity pay may be released only in August. “After many years, our appeal to include the magna benefits in the annual budget is finally achieved. Construction of NAIA Expressway to start in January MANILA, July 8 (Mabuhay) – The government and a subsidiary of San Miguel Corp.(SMC) on Monday formally signed a P15billion concession agreement to construct and operate the airport expressway. The concession agreement was signed by Public Works Secretary Rogelio L. Singson and SMC chief financial officer Ferdinand K. Constantino. San Miguel’s Optimal Infrastructure Development Inc. is building an elevated toll road that will connect Manila’s three airports. The 7-kilometer, four-lane NAIA Expressway is expected to ease traffic at the airports, and link the northern and southern ends of Metro Manila. With the on-going detailed engineering design for the project, civil works for the first phase between Entertainment City to NAIA Terminals 1 and 2 is expected to start by January 2014 and will be completed by March 2015. Construction for the second phase from Domestic Road to Terminal 3 at Sales Street is between April 2014 to September 2015.

Earlier, Optimal Infrastructure Development paid the Department of Public Works and Highways an upfront fee of P11 billion for the right to build the toll road and collect fees from motorists for 30 years. IFC, a member of the World Bank Group, had assisted the DPWH in conducting the successful bid for the elevated toll road project. IFC and the Development Bank of the Philippines helped in the technical and financial structuring of the bid to make it attractive to private sector investors. “Through our public-private partnership team, we are glad to help enhance the government’s capacity to prepare well-developed projects that will attract private investments and achieve its intended economic development objectives,” said IFC Resident Representative Jesse Ang. The project is expected to bring in about $360 million in private investments over the next five years. Pentagon begins furloughs for 650,000 civilians WASHINGTON, July 8, 2013 (AFP) – Heavy US government spending cuts took a sharp swing on Monday as the Pentagon began putting about 650,000 civilian workers on unpaid leave. The Department of Defense’s civilian employees face furloughs of up to 11 days through the end of the fiscal year on September 30. The furloughs will slash their paychecks by 20 percent at a time when the US economy is crawling at a modest pace four years after the Great Recession ended. The pay pinch was expected to have the most immediate impact in areas with a large military presence, such as greater Washington DC, California and Texas. Defense Secretary Chuck Hagel announced the furloughs in May as part of the $37 billion cut from the Pentagon’s budget under the federal government’s broad spending reduction, or sequestration,

that took effect on March 1. The defense budget took the biggest hit under the $85 billion in cuts through the current fiscal year, a drastic program implemented after political parties failed to reach a compromise over longer-term deficit reduction. The sequestration lowers government spending by five percent, and Pentagon spending by about eight percent. Hagel said he had made the furlough decision “very reluctantly” because of the disruption to workers’ lives and the impact on defense operations. The furloughs are expected to save approximately $1.8 billion, according to the Pentagon. The Pentagon already has been forced to reduce spending in a number of areas, including combat training, maintenance and deployments. The furloughs that began Monday will be done at a rate of one day per week for most civilian personnel.

SEOUL, July 9, 2013 (AFP) – South Korea’s Asiana Airlines on Tuesday defended the pilots of the San Francisco crash jet as “very competent” as attention focussed on whether human error caused the Boeing 777 to slam into the runway. The pilot at the controls was a novice at flying the 777, and his supervising colleague had only just qualified as a trainer, according to Asiana. US investigators say the plane was flying far too slowly when it clipped a seawall short of the runway on Saturday. Asiana chief executive Yoon Young-Doo said he would travel to California to meet transport safety officials and victims, after US investigators said they had begun questioning the cockpit crew. Two teenage Chinese girls were killed and more than 180 people injured when the flight from Shanghai via Seoul went skidding out of control on its belly, shredding the tail end of the plane and starting a fire. Yoon said the trainer who was acting as co-pilot at the time of the crash, Lee Jung-Min, had led 33 flights on 777s to San Francisco and had more than 3,000 flight hours under his belt – far more than the 500 required to become a trainer. The pilot who was at the controls, Lee Kang-Kuk, who was still undergoing training on the 777, had also led 29 flights to San Francisco on 747s in the past, he said. “They are very experienced and competent pilots,” he told reporters in Seoul, while adding that South Korea’s number two airline would improve its landing simulation training. “I feel tremendous responsibility for those affected by the crash,” Yoon added. “I am going to San Francisco today to meet with relevant US officials, make a courtesy visit to the NTSB (National Transportation Safety Board) to express regret and to meet with those in

hospital.” Passenger Kim Ji-Eun was seated a few rows ahead of dozens of Chinese passengers at the rear of the cabin, including the two girls, and described seeing passengers “being thrown out everywhere”. “It was so scary. The (second) thud was so loud that people started screaming. I blinked once and looked back, only to see no one there,” Kim, 22, told the Chosun Ilbo daily. “I was so shocked to realise that none of the people who were sitting behind me were there,” she told the newspaper. The US patent in question, No. 8,482,535, secured on Tuesday, is built around the concept that a car’s screen, or even knobs and dials, would vibrate when touched or contain ridges and grooves so that the driver need not take his or her eyes off the road to be certain of accessing the right service or function, whether it be turning up the volume or even turning on the air conditioning or fog lights. Volvo’s 2020 vision (Relaxnews) – Volvo has this week been demonstrating six new technological world firsts to the world’s motoring press that the company hopes will help it reach its ultimate goal to ensure that by 2020 no one is seriously injured or killed while driving or traveling in a new Volvo car. The company is famous for its obsession with accident data and statistics and has come to the conclusion that developing and deploying technologies that eliminate driver distraction and that stop vehicles from departing the road will be critical to meeting its 2020 aims. Therefore, the new features include detection and auto brake for pedestrians and large animals, whether in bright sunshine or at night; autonomous steering intervention to help prevent cars from veering off the road; and an adaptive cruise control with steer assist to take the stress and strain out of motorway and stop start driving. But perhaps most impressive is that none of these technologies are mere prototypes – they will be debuting on the company’s next XC 90 flagship 4x4 when it officially launches in 2014.

“Our aim is to gain leadership in the field of autonomous driving by moving beyond concepts and actually deliver pioneering technologies that will reach the customers. (Relaxnews) – Exercise doesn’t only improve your appearance, it can alter your genes, cutting your risks of obesity and diabetes, a new Swedish study finds. While inherited DNA cannot be altered, the way that genes express themselves can through exercise, diet, and lifestyle, researchers from Lund University Diabetes Center explained, noting that a workout can positively affect the way cells interact with fat stored in the body. Lead author Charlotte Ling, associate professor, and her team looked at the DNA of 23 slightly overweight but healthy men aged around 35. The men previously didn’t exercise but attended indoor cycling and aerobics classes for six months. “They were supposed to attend three sessions a week, but they went an average 1.8 times,” says associate researcher Tina Rönn.

Using technology that analyzes 480,000 positions throughout the genome, they could see that epigenetic changes had taken place in 7,000 genes (an individual has 20,000 to 25,000 genes). A closer look revealed genes linked to diabetes and obesity, also connected to storing fat, had also been altered. “We found changes in those genes too, which suggests that altered DNA methylation as a result of physical activity could be one of the mechanisms of how these genes affect the risk of disease,” said Rönn. “This has never before been studied in fat cells. We now have a map of the DNA methylome in fat,” Lind added. The findings, announced this week, appear online in the journal PLOS Genetics.A separate study published this March in the journal Cell Metabolism shows that when people exercise for as little as 20 minutes, it can alter their DNA almost immediately.

Reported in Runners World on Thursday, Kent State University found that university students who spent large amounts of time on their phone – as much as a truly obsessed 14 hours per day – were less fit than those who spent around 90 minutes a day. While the concept of mobile devices allows “on the go” communication, the more students used their devices, the more sedentary they were, the report said. Plus those who spent more time on their mobile devices were more likely to engage in other sedentary forms of enter-

tainment, such as playing video games or watching films. Low-frequency users, on the other hand, “were more likely to report being connected to active peer groups through their cell phones and to cite this as a motivation for physical activity.” “The possibility that cell phone use may encourage physical activity among some low-frequency users while disrupting physical activity and encouraging sedentary activity among high-frequency users helps explain the significant negative relationship between cell phone use and cardiorespiratory fitness identified in this study,” the authors write. The study appeared online in the journal International Journal of Behavioral Nutrition and Physical Activity.

(WASHINGTON-AFP) - Patients searching for health-related information on the Internet may find their privacy threatened, said a research letter published in a major US medical journal on Monday. Marco Huesch, a researcher at the University of Southern California, Los Angeles, searched for “depression,” “herpes” and “cancer” on various health-related websites and observed that the data was being tracked. “Confidentiality is threatened by the leakage of information to third parties” through trackers on the websites themselves or on consumers’ computers, he

wrote in the Journal of the American Medical Association. Should someone living with depression, herpes or cancer research his or her condition online, as an increasing number of patients are doing, these search terms might not remain private, Huesch said. Disclosure of any conditions could result not only in “embarrassment” but also “discrimination in the labor market,” he added. The scientist used freeware privacy tools DoNotTrackMe and Ghostery to detect third party entities on the websites he browsed and commercial software called Charles to intercept any transmission of

the information he generated to third parties. Of what he called a “convenience sample” of 20 high-traffic sites, which include the official pages of the National Institutes of Health and the Food and Drug Administration as well as WebMD and Weight Watchers, all had at least one third-party entity, and six or seven on average, he said. Thirteen out of 20 websites contained third-party elements that tracked user data, said Huesch, highlighting the role of social media plug-ins, which appeared on five of those 13 sites. Plug-ins such as the Facebook “Like” button “allow tracking on websites even if the online user is not logged into social media” and “the user does not actually press the social button,” he said. Seven of the 13 websites in question leaked Huesch’s searches to tracking entities. Huesch warned that the risk of personal or professional embarrassment could “reduce the willingness of some people to access health-related information online.” Currently, threats to privacy are “insufficiently addressed in current legislation and regulations,” according to the scientist. Until regulations on information-gathering are enacted, he advised patients and physicians to use free privacy tools for online browsing, or to search via websites maintained by professional societies or government researchers.

For Bianca Gonzalez, marriage first before children TV host Bianca Gonzalez said she sees herself having children in five years, but not before she gets married via the “usual traditional Pinoy” way. The-30-year-old Gonzalez said she has started saving up “for the future,” which includes settling down and having a family. “Siyempre 30 na ako, I have to concretely think about the future. Hindi na mura ang mabuhay ngayon, and in the future if ever, magpapatayo ka ng bahay, magkakaroon ka ng family, oo, kailangan pag-ipunan talaga.” “And yes, that includes settling down. The 21-year-old actor is set to release his first debut album under Star Records, the ABS-CBN recording outfit announced in its official Facebook page early this week.
