We need sincere and deep discussion if we are to arrive at a correct solution,” he told graduating military cadets. “We already know how complicated this issue is. Fighting with Malaysian security forces broke out on March 5 and according to Malaysian police figures, 61 of the intruders as well as eight police officers and a soldier have died. Authorities have arrested more than 100 people in Sabah on suspicion of having links to the militants. The Philippine Navy last week detained 35 suspected Filipino intruders as they tried to sail home. MANILA, Mar 18 (Mabuhay) – The government is going after self-employed professionals to strengthen the tax effort and widen the collection base, Cabinet officials said Monday, warning that authorities will chase and make cheats pay what is due to the state. “There is no excuse in not paying taxes,” Internal Revenue Commissioner Kim Jacinto-Henares told reporters in a tax forum in Quezon City. At the same forum, Finance Secretary Cesar Purisima noted the

UNA to hire sign language interpreters for rallies BAGUIO CITY, Mar 18 (Mabuhay) – The United Nationalist Alliance (UNA) announced Sunday that it will be hiring interpreters to provide sign language support for the hearing-impaired attending its rallies. “We will try our best that the presence of a sign language interpreter be a standard component in our rallies. We don’t want the PWD [persons with disabilities] sector to be disenfranchised in the 2013 elections, and we encourage even those in the other camp to follow suit,” said UNA campaign manager and Navotas Rep. Toby Tiangco. “We recognize the need to break the communication barrier. Language plays a notable role in the election, and sign language is a good way to learn about the candidates and their programs for the people,” he added. Tiangco said the party also plans to update all of its political television ads to incorporate subtitles and closed-caption features. “We would want to bring the campaign to a larger audience, especially those in the PWD sector. It is UNA’s advocacy to push for legislation that will provide hearing-impaired individuals access to information and bring them closer to modern communication tools that would empower them,” he said. UNA will be facing off with the Liberal Party on Sunday during simultaneous rallies in Baguio City. “The people of Baguio will gave a chance to know which party has a better legislative agenda. Zubiri apologizes to Koko’s exwife but stands by his story BAGUIO CITY, Mar 18 (Mabuhay) – Former senator Juan Miguel Zubiri on Sunday apologized to his cousin Jewel, the estranged wife of Senator Koko Pimentel, but said he stands by his story that she said she was a victim of domestic abuse. “I wish to humbly apologize to Jewel for the pain that I have caused for bringing this issue out in the public during a heated exchange on a televised senatorial debate last week,” Zubiri said in a press conference in Baguio on Sunday. He likewise said that it was not his intention to hurt Jewel’s and her children’s feelings but that he was “merely echoing the sentiments she shared to [them] the night of the meeting.” “Let me assure the family that I did not categorically say she was physically abused by her husband. I merely quoted her statement that she was a battered wife, and being a battered wife does not only mean being subjected to physical abuse but physical, mental, and verbal abuse as well. These are clearly defined in section 3 of RA 9262 or the Anti-Violence of Women and Children Act,” he said. He explained that in July last year, he received a call from a mutual friend who requested him to meet up with Jewel to discuss some concerns. He said he initially hesitated because he and Pimentel have a complicated history but that he was persuaded to help Jewel. Pimentel had filed an electoral protest against Zubiri for alleged cheating in the 2007 senatorial elections. During the 2012 meeting, Zubiri said he brought his wife to listen to Jewel. “That night we listened to her describe her relationship with Koko and her revelations convinced us that she deserved to be assisted in getting custody of her children. Several suggestions were discussed including making the reasons behind the separation public, but such an option was discouraged. The fam-

ily decided that we will help Jewel quietly,” he said. “That is why it is regretful for the other party to say that we are using this for political means because we have kept this issue a secret even between our friends and family all this time,” he added. Erap was approached too He said Jewel had also approached her ninong, former President Joseph Estrada, to also seek his advice on the issue. Zubiri, for his part, said he does regret bringing out the issue in public. “But I have been pushed to the wall so many times by Senator Pimentel and sometimes enough is enough. I uttered those words at the heat of the moment and even before the campaign started Senator Pimentel has been besmirching my reputation and making wild accusations without even offering a single shred of evidence,” he said. “I have held my peace and respect for him so long, but for him to repeat those lies with the presence of my wife is something I will not let pass. If the good senator is worried about what his children see or hear from the public then I want him to know that I too have children who also hear and see all the lies that he has been throwing against me,” he said. “There’s a saying in Tagalog – “Yung aso na mabait ‘pag sinipa-sipa mo ay kakagat din,’” he said. Comelec to finish ballot printing early MANILA, Mar 18 (Mabuhay) – The Commission on Elections (Comelec) expects to finish the printing of official ballots for the May 2013 midterm elections way ahead of schedule, with some 45, 259 ballots quarantined since the printing began. Project Management Office Chief Jose Tolentino said as of today, 39,255,568 ballots have been printed, of which 37,049, 805 have been accepted by the Comelec. The Comelec only accepts ballots that passed the testing of precinct count optical scan (PCOS) machines at the National Printing office. Ballots that fail the PCOS testing are quarantined to determine the problem. “We quarantine ballots to determine cause of error. Once determined, corrective measures are taken and reprinting is made,” Tolentino said. He said defective ballots are destroyed

through shredding instead of being torched. Tolentino explained that the difference between those printed and those accepted pertains to the printed ballots that are still pending testing with the PCOS machines. Tolentino expects the printing of ballots to end by the 1st week of April, way ahead of the April 25 deadline. “That gives us 3 weeks from today. Good Friday lang walang trabaho sa NPO.” (MNS)

Comelec: Variety show guesting allowed but will be counted against candidate’s airtime limit MANILA, Mar 18 (Mabuhay) – Senatorial candidates are not prohibited from appearing on variety shows but their guesting will be considered campaigning and “will most likely” be counted against their alloted airtime limit, the Commission on Elections (Comelec) said Monday. “Guesting on variety shows is NOT prohibited. But it will most likely be counted against a candidate’s airtime limits,” Comelec spokesperson James Jimenez posted on his Twitter account. He said the television appearance is not a violation of election rules “for as long as duration of exposure is properly reported.” Jimenez made the statement after senatorial candidates Ernesto Maceda and Risa Hontiveros appeared as guests in “Wowowillie” on TV5 and “Gandang Gabi Vice” on ABS-CBN, respectively, over the weekend. He said he needs the copies to verify how long the exposures of the two candidates were. Jimenez said if the guesting is accompanied by the “pol ad paid for” notice, it will be counted against the airtime limit. “[I]f not, appearance must be evaluated,” he added. For the 2013 midterm elections, the Comelec has put the airtime limit of candidates to an aggregate of 120 minutes for television while 180 minutes for radio for national candidates, and 60 minutes and 90 minutes, for television and radio, respectively, are given to local candidates. Tejada’s death ‘isolated, unfortunate case’ – UP Manila MANILA, Mar 18 (Mabuhay) – University of the Philippines Manila Chancellor Dr. Manuel Agulto said the university was not wanting in addressing the financial woes of Kristel Tejada, the 16-year-old student who committed suicide supposedly after being forced to go on leave for failing to pay her tuition fees. In a press conference, Agulto said the university approved all 79 appeals by her family to extend the various deadlines for her payment of the loans she took. In the end, circumstances proved hard on her, but she was “never forced” to go on leave, he said. In the middle of the press conference, Agulto choked up on his words, trying to

settle amid tears brought about by allegations and criticisms the institution indirectly pushed Tejada to commit suicide. “Our compassion has been questioned. We’ve been portrayed as cold-hearted,” he said. He noted that the university was only following set guidelines in order “to keep the order.” “We are not enemies…I would like to consider myself as a surrogate parent,” he said. He added that had he known of the circumstances of Kristel, he would have personally attended to her needs. He said suicide is a “complex phenomenon” that needs “greater understanding”. He said UP does not need to react on whether it has directly caused the incident out of respect to the Tejada family.

PHL unveils roadmap for participation in TPP trade pact WASHINGTON, D.C. – The Philippines has laid down the roadmap for its eventual participation in the Trans-Pacific Partnership (TPP) – an initiative involving the United States and other Pacific nations that seeks to create what could be the biggest free trade area in the world. Ambassador Jose L. Cuisia Jr. outlined Manila’s desire to join the TPP in his presentation during a panel discussion at the 2013 Annual Conference on Trade Policy and International Marketing organized by Georgetown University and the American Marketing Association here on 14 March. “The roadmap to the TPP reflects the Philippine Government’s interest in joining after it has undertaken adequate preparations for the commitments required under the agreement,” Ambassador Cuisia said as he echoed President Aquino’s instructions to look into how the Philippines could become part of the proposed free trade area that would account for 40 percent of global gross domestic product. Ambassador Cuisia said the Philippine roadmap prepared by the Department of Trade and Industry is underpinned by three strategies involving stakeholder engagement in trade policy-making; trade policy research network and capacity-building; and enhanced interagency cooperation. The TPP started as a 2006 trade pact involving Singapore, New Zealand, Chile and Brunei Darussalam but now also includes the US, Australia, Canada, Chile, Malaysia, Mexico, New Zealand, Peru, Singapore and Vietnam—all member economies of the Asia-Pacific Economic Cooperation forum. The Philippines and other Pacific nations, including Japan, are being invited to be part of TPP, which seeks to deepen economic relations among members by significantly reducing or eliminating tariffs. Aside from trade in goods and services, the initiative also covers foreign investment, government procurement, intellectual property rights and environmental and labor protections. According to Ambassador Cuisia, the Philippines cannot afford to be excluded from the TPP as well as the Regional Comprehensive Economic Partnership (RCEP)—an ASEAN-led initiative with dialogue partners Australia, China, Japan, South Korea, India and New Zealand that seeks to create a free trade area that targets the removal of 95 percent of tariffs on goods.

Aquino says local governments can expect honest, hard work BAGUIO CITY, Mar 18 (Mabuhay) – President Benigno S. Aquino III said local government units can expect their national government to be a partner in achieving their respective constituents’ dreams and ambitions for their locale as he vowed to provide honest, hard work from his end. In a meeting with local leaders here on Sunday, the President said his administration is working doubly-hard to improve roads interconnecting the province, provide electricity to remote villages, close the classroom gap and boost social spending through the Pantawid Pamilyang Pilipino Program (4Ps). On improving road infrastructure, the President said rehabilitation work has already begun for the 65-kilometer Gurel-Bokod-KabayanBuguias Road that will cut travel time from two hours to just an hour. “Direkta nitong magpapagaan sa biyahe ang halos may dalawanlibo at siyamnaraang motorista kada araw, gayundin ang mga turistang pupunta sa Mt. Pulag at Kabayan Caves sa Benguet,” the President said. Aquino wants roadmap on Sabah, marks Jabidah massacre MANILA, Mar 18 (Mabuhay) – President Benigno Aquino III on Monday ordered Executive Secretary Paquito Ochoa Jr., the Department of Justice and the Department of Foreign Affairs to draft a Sabah roadmap to peacefully resolve the conflict in the island state. The President also directed the National Historical Institute to declare the Mindanao Garden of Peace in Corregidor as a historical landmark, as he led the commemoration of the 45th anniversary of the Jabidah massacre. The massacre of Mindanao recruits by their military handlers in a top-secret plan by the Marcos regime to re-take Sabah from Malaysia, has been commemorated by Moro groups in the past, and today was the first instance that a President has marked the incident. The massacre is widely known to have lit the Muslim insurgency against the Marcos administration. The then senator Benigno Aquino Jr., the incumbent’s father, had exposed Oplan Merdeka, as the retaking of Sabah was called. Some analysts who followed the events after that said this apparently prompted Malaysia to “take revenge� against the Philippines by allowing the then-newly formed Moro insurgent group in Mindanao to train in Sabah. Among those who was shuttling to and from Sabah and nearby territories for training was Nur Misuari, founding chairman of the Moro National Liberation Front (MNLF). Study team formed earlier Before Monday’s order for the crafting of a roadmap, Aquino has already formed a team to study the status of the country’s claim on Sabah and how the government can move it forward. The team is composed of the Department of Justice, which will study the legal basis of the claim; DFA to look into the policy; and the Presidential Communications Development and Strategic Planning Office to do historical research. The President said the government has already started compiling the available date on the Philippine claim on Sabah. Aquino on Sunday said the Philippines is open to negotiating with Malaysia and embarking on a rules-based approach to resolve the Sabah claim, similar to the steps taken by Manila to address territorial disputes with Beijing in the West Philippine Sea. “Let us look at the situation in the West Philippine Sea as an example. Is it not true that, like in the issue of Sabah, we continue to hold firm to principles founded on a rules-based approach, towards a peaceful resolution of the dispute over Bajo de Masinloc? If we were to resort to saber-rattling and violence, the problem would only grow bigger, and in all likelihood, would only carry over to the next generations,� the President said. “We all know that for every action, there is a resultant reaction, and that there are problems that cannot be solved hastily – problems that will only beget more problems if we try to solve them through force or recklessness. What is needed here is a careful and truthful evaluation of the facts, and a subsequent negotiation along those lines, to produce the right solution,� he added. The government has been put in an awkward situation with ASEAN neighbor Malaysia after over 200 followers of Sulu Sultan Jamalul Kiram III sailed to Lahad Datu in Sabah on February 12, triggering a standoff with Malaysian authorities that erupted in violence on March 1. Over 60 people have so far been killed, mostly from the side of the sultanate, which continues to receive annual rental payments from Malaysia under an 1878 agreement between the sultanate and a British merchant firm. Britain, former colonizer of Malaysia, had given resource-rich Sabah to the then newly-created Malayan federation despite the fact that the sultanate continued its claim on the territory. The Aquino government drew flak for statements from Mr. Aquino that pinned the blame entirely on the sultanate’s followers, even though he conceded that bureaucrats working under him had lost a letter from Kiram right after his inauguration in 2010. The Kirams wrote a follow-up letter asking the new administration for a dialogue on the long-neglected Sabah claim, but this too was ignored. The sultan’s wife said he had been pushed against the wall as the government was ignoring them, even while he kept getting reports of how thousands of Filipinos who had lived and worked in Sabah for years were allegedly mistreated by Malaysian authorities. Improving global economy seen to bode well for PHL growth MANILA, Mar 16 (Mabuhay) – The Philippine economy is seen to continue on its record-breaking upward trend and become the “standout� economy in Southeast Asia in 2013 as the economies affected by a global recession improve, world renowned debt watcher Standard & Poor’s (S&P’s) and British banking giant Standard Chartered Bank said in separate reports recently. S&P’s said it projects Philippine growth to hit 5.9 percent this year as the recession in Europe and America eases. “For the Asia-Pacific region, which has endured half a decade of leaden skies hanging over the global economy, some rays of sunshine could burst through in 2013,� the debt watcher said in a report. “External risks to the region have abated with the European recession easing. The United States is also expected to grow faster despite spending cuts, while China seems to have avoided a hard landing,� it explained. It noted that the lower growth “than the betterthan-expected 6.6% notched in 2012� was attributed to the dip in base effects.� S&P’s also pointed out that more investments in tourism and the business process outsourcing industries have spurred economic growth to become more broad-based. “These structural changes, combined with increased fiscal space for higher public infrastructure investment, are putting the Philippine economy on a higher growth trajectory,� it said. The country holds a BB+ credit rating with S&P, one notch below investment grade. It also bagged a positive outlook last December, indicating that an upgrade could be announced over the next 12 to 18 months. For its part, the Standard Chartered Bank said that a survey of more than 900 investors in the Association of Southeast Asian Nations recently saw the Philippines

emerge as the frontrunner among other key cities in the region. It further said that the “Philippines was the standout country in terms of the strength of on-the-ground sentiment‌as the Philippines is expected to see stronger investment growth this year, sustaining the strong momentum from 2012.â€? The survey showed that 74 percent of investorrespondents in Manila expect to see better business prospects in 2013 compared to the year before, dwarfing scores in Jakarta (46%), Bangkok (44%), Singapore (44%) and Kuala Lumpur (41%). The survey also found that investors in Manila are most worried about the European, American and Chinese markets this year. No one cited the Philippines as a concern. In comparison, 47% of investors in Kuala Lumpur said their own country worried them, followed by 43% in Singapore, 35% in Jakarta and 19% in Bangkok. The peso is expected to get stronger, with 86% of investors in Manila saying they expect to see their currency appreciating against the dollar in 2013. Only 67% of investors in Bangkok, 52% in Kuala Lumpur, 50% in Singapore and 35% in Jakarta thought the same. “We are optimistic that the Philippines will outperform the region and enjoy another year of strong growth momentum in 2013,â€? Standard Chartered Bank said. With these developments, the Philippines now has the long-awaited chance to achieve “tigerâ€? status during President Benigno S. Aquino III’s term as his administration has been successful in laying down the foundations for inclusive growth. Republicans blame selves in 2012 poll ‘post-mortem’ BY IVAN COURONNE

WASHINGTON, March 18, 2013 (AFP) – US Republicans released a scathing report Monday on their disappointment in November’s presidential vote, urging their party to broaden its appeal to minority voters before the next election. “Unless changes are made, it will be increasingly difficult for Republicans to win another presidential election in the near future,� the 98-page document concluded, seeking to guide the party’s latest bout of soul-searching. The report, dubbed a post-election “autopsy� by the media, follows President Barack Obama’s easy victory over Republican challenger Mitt Romney at the polls – an election many party leaders were confident they would win. Chastened by their showing, the party announced this week it will spend $10 million this year on programs to repair one of its greatest vulnerabilities, its low level of support among Hispanic, Asian and AfricanAmerican voters. Minority voters in the United States tend to vote heavily Democratic and their numbers are growing much more quickly than are those of white Americans. This means Republicans are facing a losing numbers game unless they abandon election strategies geared to its base of white male voters. “We need to campaign among Hispanic, black, Asian and gay Americans and demonstrate that we care about them, too,� the report concluded. Overall, Obama carried 80 percent support from minority voters, who will represent more than half of all US voters by 2050, according to data from the US Census Bureau. The head of the Republican National Committee, Reince Priebus, unveiled the report at a high-profile event in Washington on Monday. “The RNC cannot and will not write off any demographic, community, or region of this country,� Priebus told reporters at the National Press Club, as he summed

up the document’s bottom-line conclusions. Priebus said the analysis of the party’s shortcomings – the product of extensive polling, focus groups and interviews with some 50,000 people – concluded that many of the party’s biggest problems have been self-inflicted. “The perception that we’re the party of the rich continues to grow,� Priebus said, in remarks that came four months after the failed candidacy of its multi-millionaire standard bearer Romney. Priebus said that while inept messaging has hurt the Republicans, its core message and values remain strong, insisting: “Our policies are sound, but the way we communicate is a real problem.� The analysis encouraged Republicans to make a concerted outreach effort to Latino voters. The word “Hispanic� appears 99 times, suggesting the importance the party attaches to Latinos as it considers its future. Another shortcoming highlighted is in the area of immigration policy. New immigrants and their relatives flock to the Democrats, believing Republicans are unwelcoming and inflexible, it warns. Romney infamously declared during a campaign debate with Obama that, rather than simply rounding up undocumented immigrants, the United States should somehow encourage them to “self deport.� “If they find that – that they can’t get the benefits here that they want and they can’t – and they can’t find the job they want, then they’ll make a decision to go a place where – where they have better opportunities,� he said. The Republican document rejected Romney’s approach. “If Hispanic Americans perceive that a GOP nominee or candidate does not want them in the United States (ie: self-deportation), they will not pay attention to our next sentence,� it said. “Among the steps Republicans take in the Hispanic community and beyond, we must embrace and champion comprehensive immigration reform.

Americans still divided over Iraq war: poll WASHINGTON, March 18, 2013 (AFP) – A decade after the US-led invasion of Iraq, Americans remain divided over the war, with a majority believing it was a mistake, according to a poll released Monday. The Gallup survey, the first since US forces withdrew from Iraq in December 2011, showed Americans are still split over the war, with 53 percent saying they regret the decision to invade and 42 percent saying it was not a mistake. The poll indicated little change in public opinion since a survey in 2009, and strong support for the decision to invade among those who support the Republican party of former president George W. Bush, who launched the war. Opposition to the war among Americans peaked in

April 2008, when 63 percent called the invasion a mistake. Among those who identify with or lean towards the Republican party, 66 percent said it was not a mistake to go to war. But among Democrats, a large majority of 73 percent said the invasion was a mistake. The Gallup poll was based on telephone interviews with 1,022 adults conducted March 7-10. The margin of error is plus or minus four percentage points. The Bush administration launched the invasion of Iraq on the grounds that dictator Saddam Hussein had weapons of mass destruction and needed to be disarmed. No such weapons of mass destruction were ever found.

Hillary backs gay marriage WASHINGTON, March 18, 2013 (AFP) – Former US secretary of state Hillary Clinton, who may be eyeing a run in the 2016 presidential election, on Monday came off the sidelines and announced her support for gay marriage. While Clinton pushed gay, lesbian and transgender (LGBT) rights during her four-year tenure as America’s top diplomat, considering them human rights, she had not until now advocated for gay marriage. “LGBT Americans are our colleagues, our teachers, our soldiers, our friends, our loved ones. And they are full and equal citizens, and deserve the rights of citizenship. That includes marriage”, she says in a nearly sixminute video. “That’s why I support marriage for lesbian and gay couples. I support it personally and as a matter of policy and law, embedded in a broader effort to advance equality and opportunity for LGBT Americans and all Americans.” The video was released by the Human Rights Campaign, a civil rights organization working for gays rights. Skimmed milk ineffective against toddler (PARIS-AFP) – Giving your toddler skimmed or semi-skimmed milk is unlikely to make inroads against the risk of obesity, a large study conducted among American children has found. Researchers trawled through data from a long-term probe into the health of 10,700 children born in 2001. Parents or caregivers were asked about milk consumption when the infant was two and were questioned again two years later, when the child was again weighed and measured. Overweight or obesity was widespread: 30.1 percent of the children at two years fell into this category, rising to 32.2 percent at the age of four. But children who were overweight or obese were likelier to drink skimmed milk or semi-skimmed milk, which has one-percent butterfat, than counterparts

of normal weight, the probe found. Low-fat or fat-free milk was consumed by 14 percent of heavy two-yearolds and 16 percent of heavy four-yearolds. This compared with nine percent of normal-weight two-year-olds and 13 percent of normal-weight four-yearolds. Kids who drank full-fat milk, which has a 3.5-percent fat component, or reduced-fat milk, which has two-percent fat, also tended to weigh less than counterparts who drank skimmed or semiskimmed. US health watchdogs -- the American Academy of Pediatrics and the American Heart Association -- recommend that all children drink skimmed or semiskimmed milk after the age of two to reduce intake of saturated fat.

The study says that the logic behind this recommendation is to reduce consumption of calories and thus prevent weight gain. But the reality could be more complex, it cautions. Milk fat may increase a sense of fullness, thus reducing craving for fatty or calorie-rich foods, the authors argue. Obesity fighters, they argue, should look at other sources of weight control, “such as decreased television viewing, increased physical activity and decreased juice and sugar-sweetened beverage intake, as well as a focus on non-Western diets with higher vegetable content.” The paper, published on Monday in the journal Archives of Disease in Childhood, was led by Mark DeBoer at the University of Virginia in Charlottesville.

Working dads, like moms, crave more time with their kids: study (Relaxnews) – A new Pew Research Center study finds that it’s not just moms who struggle to find work-life balance – half of working dads say that juggling it all is either “very” or “somewhat” difficult. Fathers were also found to be just as likely to wish they could stay at home with the kids full-time. American dads also did more housework than they used to, spending an average of 10 hours a week on household duties other than taking care of children in 2011, compared to only four hours in 1965. Still women do more housework – a whopping 18 hours a week in 2011, not including 14 hours a week of childcare. By comparison, men did seven hours of childcare a week. In the study, 49 percent of working moms and 34 percent of working dads say they always feel in a rush. Forty-nine percent of dads said they didn’t get enough time with their kids, compared to 23 percent of mothers. When it comes to selfranking their parenting skills, most parents gave themselves good marks, with 24 percent saying they were doing an “excellent” job, while 45 percent said they were doing a “very good” job. Junk food only makes a bad mood worse: study (Relaxnews) – For young women concerned about their diet and weight, a bout of unhealthy eating when in a bad mood can make you feel a lot worse about yourself, according to a new US study. Penn State researchers recruited 131 women who regularly consumed junk food but also had concerns about body image, but at the same time didn’t have eating disorders. The research team gave each subject a handheld computer, which prompted the subjects several times a day to answer questions about their mood and eating behaviors. What we know about mood and eating behaviors comes primarily from studies with eating disorder patients or from laboratory studies,” says research associate Kristin Heron. “We were interested in studying women in their everyday lives to see whether mood changed before or after they engaged in unhealthy eating and weight control behaviors.” The researchers noted that for women who were in a bad or negative mood be-

(WASHINGTON-AFP) – More than two-thirds of American motorists use a mobile phone while driving despite recent laws in many jurisdictions banning the practice, a survey showed Thursday. The study released by the Centers for Disease Control and Prevention found that 69 percent of US drivers talked on their cell phone while driving within the 30 days before they were surveyed. Some 31 percent of drivers also said that they had read or sent text messages or emails while driving. The data suggested high levels of “distracted driving” despite stepped-up law enforcement efforts and safe driver education. The CDC noted that 33 states and the US capital Washington have laws in place restricting at least some teens or new drivers from using cell phones while driving.

“The cell phone can be a fatal distraction for those who use it while they drive,” said CDC director Tom Frieden. “Driving and dialing or texting don’t mix. If you are driving, pull over to a safe place and stop before you use your cell phone.” According to US government data, 3,331 people were killed in crashes in 2011 involving a distracted driver, compared to 3,267 in 2010. The National Transportation Safety Board figures showed 18 percent of injury crashes in 2010 involved a distracted driver. US federal safety officials have recommended a strict ban on the use of cellphones – both hand-held and handsfree – while driving. But it remains up to the states to determine the proper use of in-car devices.

For days, millions of people entertained themselves watching the meteor disrupt the morning commutes of Chelyabinsk residents who observed its passage across the sky with impressive nonchalance. Most cursed in surprise, then kept on driving. The meteor’s dashcam debut revealed an entire internet meme of films capturing bizarre episodes on Russia’s roads, from hairraising near-misses to the sudden appearance of tanks and fighter jets on the highway, and even dozens of cows falling out of a truck into oncoming traffic. According to Euroset, an electronics distributor, sales of dashcams, nonexistent in Russia just a few years ago, have grown to 1.5 million in 2012, a fivefold increase on the previous year. “Some people buy these cameras to get a bit of glory, since some videos get millions of views,” said Pavel Volkov, head of Euroset’s portable electronics department. But the main reason for their popularity is that people “hope to have evidence in case of a disagreement on the road,” he told AFP. In Russia, where poor road quality and a relaxed attitude to traffic laws contribute to a very high accident rate, dashcams are one way to ensure a fair investigation in the event of a crash. Police are known to arbitrarily prosecute drivers without sufficient political weight or money. “It’s a way of keeping a peace of mind, to protect yourself from people who want to falsely accuse you of causing an accident,” explained Sergei Zaitsev, a sales manager in another electronics chain MVideo. “Or, in a case where the police don’t, let’s say, follow the rules,” he continued with a smile. Moscow resident Alexei Drozdov learned of their usefulness from experience. When his motorcycle was hit by another car on an intersection, the driver at fault accused him of running a red light. Little did he know that Drozdov had a camera attached to his neck. The footage was indisputable. “It was clear that I passed on green and had priority. So the other driver was named responsible,” said Drozdov, who ended up saving $1,000 dollars in repair bills, all thanks to a device that costs about $100. Another time, when a traffic policeman accused Drozdov of running a red light, he suggested they take a look at the film footage. Drozdov had thought that the policeman might threaten him with a ticket, in the hope of receiving a cash bribe to let him off. Once he pointed out the camera, however, the matter went no further. Dashcams have also exposed government officials breaking road rules and abusing their right to use special blue flashing lights, known as migalkas, to force their way through traffic. Recently some lawmakers in the State Duma caused a minor scandal by proposing to ban dashcam use - but it appears unlikely their idea will gain any traction.

Greener cars could slash US pollution by 2050: study (WASHINGTON-AFP) – Greener cars that use alternative fuels could help the United States slash its greenhouse gas emissions from everyday driving a full 80 percent by 2050, according to a scientific study out Monday. That could lead to a more than 10 percent cut in overall US pollution into the atmosphere, with consumer-driven cars and small trucks currently responsible for 17 percent of the nation’s greenhouse gas emissions, said the study. Sticker shock could turn off many consumers, with such vehicles costing several thousand dollars more than today’s prices. Still, the long-term benefits would outweigh the early costs, said the report by the National Academy of Sciences. The study envisions cars and small trucks of the future that drive a stunning 100 miles per gallon (42.5 kilometers per liter), way over the 25 miles per gallon that they did on average in 2005. More efficient vehicle technologies – like lighter, more aerodynamic designs – could be combined with alternative power sources such as biofuel, electricity or hydrogen, reducing petroleum use in 2050 by 80 percent

potential” in fuel from wood waste, wheat straw and switchgrass, known as biofuel from lignocellulosic biomass. “This ‘drop-in’ fuel is designed to be a direct replacement for gasoline and could lead to large reductions in both petroleum use and greenhouse gas emissions,” it said. The study examined hybrid electric, plug-in electric and battery electric vehicles already on the market including the Toyota Prius and Chevrolet Volt, as well as hydrogen fuel cell electric vehicles like the Mercedes F-Cell, scheduled for market release in 2014. High up-front vehicle prices would be expected to endure for at least a decade, even though it would cost less to fuel up and drive greener cars, it said. Still, the study said the benefit to society in terms of energy cost savings, better vehicles, reduced petroleum use and lower greenhouse gas emissions would be “many times larger than the projected costs.” The goals set out will be “difficult but not impossible to meet,” as long as they are guided by strong national policies, said the study sponsored by the US Department of Energy’s Office of Efficiency and Renewable Energy.

(Relaxnews) – At this month’s Amelia Island Concours d’Elegance auction five classic cars each sold for over $1 million each, and the top 10 sold for a combined $13.7 million. But, for anyone with a vested interest in cars or an eye for a good investment, these numbers should come as no surprise. The Financial Times has been tracking different asset classes and discovered that over the past 10 years while a premium New York property has increased in value by 72 percent since 2003 and a similar property in Hong Kong is now worth 220 percent more, neither can match the gains made in the classic car market which has grown in value by an estimated 395 percent over the same period. Even the fine art market can’t compete with that kind of growth. The FT’s figures correlate with those of Knight Frank, a UK firm which this month launched its own Luxury Investment Index to help high-networth individuals navigate the different investment markets. “I believe we are seeing a marked shift in attitudes to investment,” says Historics’ Auction Director, Edward Bridger-Stille. “But for its rising value as a precious commodity, it’s perhaps difficult to get passionate about the possession of gold, whereas ownership of a classic motor car is a truly engaging, ‘head and heart’ experience, aside from being a fast-appreciating asset.” Knight Frank’s Andrew Shirley, adds: “Our research shows that HNWIs, particularly those from the burgeoning economies of Asia, Latin America and Africa, are becomingly increasingly interested in ‘investments of passion’ such as classic cars.
