PHL, Hong Kong end emotional hostage row BY AARON TAM

HONG KONG, April 23, 2014 (AFP) – Hong Kong and the Philippines announced Wednesday they had resolved an enduring and deeply emotional row over a deadly hostage crisis, allowing soured diplomatic relations to return to normal. The breakthrough came after a deal was struck on the most sensitive issues of compensation to the victims of the tragedy, which saw eight tourists from Hong Kong killed following a bus hijacking

in Manila in 2010, as well as an apology. “The resolution of the incident enables the normalization of the bilateral relations between Hong Kong and the Philippines,” the Chinese territory’s chief executive, Leung Chun-ying, told reporters after the deal was struck. Hong Kong had long been infuriated by the Philippine government’s response to the incident, in which a disgraced ex-Manila police officer hijacked See EMOTIONAL, page 4

MANILA, Apr 24 (Mabuhay) – The Armed Forces of the Philippines (AFP) on Thursday said that the visit of US President Barack Obama will further improve security and defense ties between the United States and the Philippines. Obama is slated to visit the country this coming April 28 to 29. “The AFP believes that the visit of US President Barack Obama will further strengthen the relationship between the American and Filipino nations, especially in terms of mutual security and defense cooperation,” AFP public affairs office chief Lt. Col. Ramon Zagala said. Aside from this, both countries have a long tradition of partnership. “The US military and the AFP shares a long history of partnership built on the Mutual Defense Treaty. This visit will also affirm that partnership in order for both the US and the Philippines to create a mutually beneficial environment aimed at addressing broad regional and global challenges, including maritime security, climate change, terrorism, and transnational crimes among oth-

ers,” Zagala pointed out. Malacañang earlier stated that ways to intensify political and security cooperation between the Philippines and the United States will be discussed during Obama’s visit. Presidential Communications Operations Office (PCOO) Secretary Herminio Coloma Jr. said the PHL-US wide-ranging security partnership includes joint military exercises, such as “Balikatan” and humanitarian assistance and disaster response activities. It will also include defense and security assistance that supports Philippine efforts toward achieving enhanced defense capabilities. “The treaty alliance between the Philippines and the US has been a cornerstone of peace and stability in the region,” Coloma said, noting that the United States is the only defense treaty ally of the country. Meanwhile, The AlliancePhilippines and the Bantay Pilipinas-USA vehemently condemned the violent dispersal of hundreds of anti-US intervention and antibases protestors by Manila authorities at the Plaza Salamanca See OBAMA, page 4

Expat workers on edge as Fil-Am doctor killed in Kabul By Ben Sheppard

KABUL, April 25, 2014 (AFP) – A new Taliban tactic, a series of random incidents or a sign of increasing xenophobia? The latest killing of foreigners, including that of Dr. Jerry Umanos from Chicago, in Afghanistan has raised troubling questions as US-led troops leave the country. Twice in the last month, rogue policemen have opened fire on foreign civilians in unprovoked attacks that join a growing list of assaults deliberately targeting international workers. On Thursday, a police officer on duty outside the CURE International hospital in

Kabul shot dead three Americans including a doctor, in an attack that left many expatriates fearing that nowhere in Afghanistan is now safe. “What can you do when an individual policeman starts shooting like that?” Emanuele Nannini, coordinator at the Italian-run Emergency hospital, another respected medical facility in Afghan capital, told AFP. “Perhaps he was just a crazy individual, had some personal grievances or religious reasons, but it is very difficult to explain. This was a good doctor who didn’t deserve to die. As this developed, the National Fed-

eration of Filipino American Associations expressed their sympathies to the loved ones and friends of Umanos. “We are deeply saddened by the untimely and tragic death of Dr. Jerry Umanos,” says NaFFAA National Chairman Ed Navarra. “We extend our profound sympathies to his wife Jan and their three children. Dr. Umanos risked his life serving the people he loved. But instead of running away from danger to save himself, he chose instead to stay so he can continue to save the lives of others. His selfless dedication to duty is a source of pride and inspiration for our community.” See FIL-AM DOCTOR, page 4

Umanos was gunned down by a security guard as he was walking out of the Cure International Hospital in Kabul, where he had served since 2005. Two other Americans were killed. The doctor, who was a pediatrician in inner-city Chicago for 16 years, was among 30 staff members from the Lawndale Christian Health Center sent to Kabul nine years ago to work in a health center for women and children. In a statement to reporters, his wife Jan said: “Jerry always wanted to serve underserved populations. Afghanistan was just one of them. He always had a desire to be the hands and feet of Christ. He had a love and commitment that he expressed for the Afghan people because of that love for Christ. He saw the need. He went, as did I

And that need continues.” Jan Schuitema, who moved to Kabul with her husband, is a special needs teacher for Chicago Public Schools. One of their sons is a police officer in Grand Rapids, Michigan. “Dr. Jerry Umanos was a proud Chicagoan and an American hero who sacrificed his own life to save others,” said Chicago Mayor Rahm Emanuel in a statement. “His senseless killing while on a humanitarian mission in Afghanistan has left a deep wound on our entire city. He was a talented pediatrician, a loving husband, and a respected leader at the Lawndale Community Church who spent more than a decade training fellow doctors and treating some of the world’s most needy. He embodied the very best of Chicago and on behalf of the entire city, I send my deepest condolences to his family, friends, and entire community.”

According to Domestic Violence and Sexual Assault Coalition (DVSAC) “‘Denim Day’ is a campaign to prevent sexual violence through education and public awareness. Denim Day is a call to action for all people to come together by wearing denim as a visible sign of protest against sexual violence. By participating in Denim Day this April, you can play a role in the prevention of sexual violence.” The annual sexual violence prevention and education campaign encourages to wear jeans to support survivors of sexual assault and raise awareness around sexual violence issues. Organized annually by the LA-based nonprofit organization Peace Over Violence, Denim Day “recalls an Italian court case that sparked international outrage when judges did not convict a rapist because the victim wore jeans. The judges ruled that because the victim was wearing tight jeans, she must have helped her attacker remove them, thus implying consent,” said the Peace Over Violence. Aquino’s refusal to apologize was one of the key factors that led to Hong Kong imposing in February visa restrictions against Philippine government officials. The Hong Kong government had already issued a “black” travel warning shortly after the fiasco advising its citizens from visiting the Philippines. Leung said both of those punishments were lifted on Wednesday. A statement released by the two governments said four demands made by the victims and their families – on an apology, compensation, sanctions against responsible officials and individuals, and tourist safety measures – had been resolved. sault Awareness Month. Millions of supporters around the country and globally are expected to participate this year. Global lifestyle brand GUESS Inc. and the GUESS Foundation have signed on as the official fashion sponsor of Denim Day 2014 to raise awareness about sexual violence. The company donated $100,000 to promote “Denim Day” through the company’s first chain-wide in-store, digital and online philanthropic marketing campaign spanning across its GUESS, G by GUESS and GUESS Factory brands. Other activities in other parts of the city and Los Angeles County were also held, including performances as their respective schools. Why denim? Denim Day has been internationally celebrated since 1999 in protest of an Italian Supreme Court ruling that overturned a rape conviction because the victim was wearing jeans. In 1992, an 18-year-old girl in Italy was raped by her driving instructor during a driving lesson. He was convicted, but in 1999, the Court overturned the verdict on the premise that “because the victim wore very, very tight jeans, she had to help him remove them, and by removing the jeans it was no longer rape but consensual sex.”

No truth to visa-free policy for Filipinos in US – PHL Embassy MANILA, Apr 23 (Mabuhay) – The Philippine Embassy in Washington on Wednesday dispelled online news reports that the United States has announced a novisa policy for Filipinos. In a statement, the embassy said it has been “in touch with the US Department of State, which has denied making such an announcement.” “There is no truth to what appears to be an online news report that the U.S. has announced a no-visa policy,” the embassy said. “The Embassy reminds the public that the online article being circulated in social media is a satirical piece that should not be taken seriously,” it added. Quoting the U.S. State Department, the

article, which is being circulating in social media, says the no-visa policy will take effect “immediately.” The new policy, the report said, “comes on the heels of a recent survey showing that an overwhelming majority of Filipinos have a favorable view of the United States.” “The Philippines ranked first in a global survey on the image of the United States worldwide, beating even the U.S. itself when it comes to a favorable view on the American people,” the report said. It claimed that the U.S. “made this monumental decision as a way to reward the Filipinos for making the U.S. really look good in the survey. (MNS)

OWWA to include MERS-CoV info in pre-departure seminars for OFWs MANILA, Apr 23 (Mabuhay) – Pertinent information about the Middle East Respiratory Syndrome coronavirus (MERS-CoV) will now be included in the pre-departure orientation seminar (PDOS) for overseas Filipino workers. This was according to Labor and Employment Secretary Rosalinda Baldoz, who said the incorporation of MERSCoV in the PDOS would inform Filipino workers on how to protect themselves. A non-government organization, the Blas F. Ople Policy Center, has earlier urged the government to include the MERS-CoV in the topics discussed PDOS especially for OFWs bound for the Middle East, where the virus is said to have originated from. Baldoz directed Overseas Workers Welfare Administration (OWWA) chief Carmelita Dimzon to craft an advisory to all PDOS providers, including licensed recruitment agencies, in-house PDOS centers, associations, and non-

government organizations to provide the orientation to all departing OFWs. OWWA is an attached agency of the Department of Labor and Employment. The PDOS is a country-specific, mandatory education and information orientation session conducted by the government for all departing OFWs to ensure that they are ready for their life of work abroad. “While the PDOS has already a health module that provides knowledge and information on such diseases such as Severe Acute Respiratory Syndrome (SARS), Acute Immuno-Deficiency Syndrome (AIDS), and other infectious ailments, the MERS-CoV, being fairly news, is not included, so we better incorporate it in the PDOS,” Baldoz said in a statement Wednesday. The advisory incorporating the MERSCoV in the PDOS will be disseminated to the media and will be posted on the OWWA website. (MNS)

Luisita farmers decry ‘hoax land distribution’ MANILA, Apr 24 (Mabuhay) – Hacienda Luisita farmworker-beneficiaries (FWBs) stormed the office of the Department of Agrarian Reform (DAR) in Quezon City Thursday to protest what they call a “hoax land distribution. In a statement, the Alyansa ng mga Manggagawang Bukid sa Asyenda Luisita (AMBALA) said the administration of President Benigno Aquino III “is unlawfully wielding its clout to evict and disenfanchise farmers, and ultimately retain control of Hacienda Luisita despite an earlier ruling of the Supreme Court. On November 22, 2011, the SC ordered the distribution of almost 5,000 hectares of Hacienda Luisita to 6,296 farmworkerbeneficiaries. In the decision, 10 Supreme Court

magistrates voted to compensate the managers of Hacienda Luisita based on a 1989 valuation. The valuation based on 1989 rates would mean that relatives of President Aquino would be paid P40,000 per hectare or around P200 million instead of P1 million per hectare or P5 billion as petitioned by Hacienda Luisita Inc. (HLI). The SC also reiterated its earlier ruling ordering HLI to pay the 6,296 farmers a total of P1.33 billion. AMBALA chairperson Florida Sibayan said under the current administration, Luisita’s ricefields and agricultural areas have been “brazenly transformed into walled garrisons. “Luisita is under a reign of terror and impunity, Sibayan said. AMBALA claimed the DAR “has con-

BIR loses tax case against online brokerage COL Financial MANILA, Apr 23 (Mabuhay) -– The Bureau of Internal Revenue (BIR) has lost a tax case against COL Financial Group Inc. In a disclosure to the Philippine Stock Exchange, the leading online brokerage said the Court of Tax Appeals ordered the BIR to issue COL a tax credit certificate (TCC) amounting to P8.96 million. In April 2012, COL filed a petition for review to preserve its right to claim a tax refund or secure a TCC for the additional income tax paid under protest for 2009. The case stemmed from the BIR’s issuance of Revenue Regulation No. 2-2010 and Revenue Memorandum Circular No. 16-2010, effectively amending Section 7 of BIR Revenue Regulation No. 16-2008 with respect to the determination of the optional

standard deduction (OSD) of general professional partnerships and their partners, as well as the manner and period for making the election to claim OSD in the income tax returns. The rules were made to apply retroactively. “The company takes the position that RR 2-2010 and RMC 16-2010 should be given prospective effect, the listed firm said. COL paid the additional income tax to avoid the imposition of penalties should the retroactive effect of the said issuances be upheld. The company’s profit slipped to P303.60 million last year from the P305.90 million reported in 2012 in the absence of a tax benefit, even as Philippine operations registered a record year despite the volatility in the stock market. Civil Service suspends BIR employee for not filing SALN MANILA, Apr 23 (Mabuhay) – The Civil Service Commission (CSC) has suspended an employee of the Bureau of Internal Revenue (BIR) for not filing his Statement of Assets and Liabilities and Net Worth (SALN). The CSC found Arsenio N. Reyes, Revenue Officer III at BIR’s Revenue Region Number 10 (Legazpi City), guilty of failure to file his SALN in 2010, which earned him a three-month suspension. A SALN is the declaration of a government employee’s assets and liabilities, business and financial interests, including that of his or her spouse, and an identification and disclosure of his or her relatives. It is required by law under the 1987 Constitu-

tion and under Republic Act No. 6713, the “Code of Conduct and Ethical Standards for Public Officials and Employees. Reyes’ case stemmed from the complaint filed by the Department of Finance’s anti-corruption arm, Revenue Integrity Protection Service (RIPS), the anti-corruption arm of the Department of Finance (DOF). In February 2011, Finance Secretary Cesar V. Purisima issued Department Order No. 12-2011, mandating all officials and employees of the agency and its attached officesvto submit a copy of their SALNs to the heads of offices, the Revenue Operations and Legal Affairs and RIPS. Think Gas is Too Cheap? Some Sacramento Politicians Think So.

PHL arrests extremist in Malaysia resort kidnapping ZAMBOANGA, April 23, 2014 (AFP) – Philippine forces on Wednesday arrested a Muslim extremist believed to have taken part in the kidnapping of 21 people from a Malaysian resort in 2000, a senior commander said. Such cross-border kidnappings have become more common recently with militants from the lawless southern Philippines travelling to nearby Malaysia, where there are many dive resorts popular with foreign tourists. Nabil Talahi Idjiran, a member of the Abu Sayyaf group who took part in one such raid on Malaysia’s Sipadan island, was arrested in the southern Philippine port city of Zamboanga, said Colonel Andrelino Colina, head of a special anti-terror task force. “He was one of the members of the group that kidnapped them (the 21 hostages), Colina told AFP.

Now is not the time to raise prices even further, by imposing a hidden regulatory tax which would be on top of the 71.9 cents per gallon we already pay in state and federal gas taxes.

He might have had an upper-hand in the ring, but as he sets foot on the ground, the Internal Revenue Services had the odds in its favor with a claim of almost 40 percent of his earnings going to taxes. As a foreign athlete Pacquiao must file U.S. income tax returns and face special withholding rules and pay U.S. income tax on his U.S. earnings. Solon pushes for school gardens to address malnutrition problem among kids MANILA, Apr 24 (Mabuhay) – A lawmaker has filed a bill seeking to institutionalize a school gardens program within the Department of Education (DepEd) so that pupils will have easy access to “bahay

kubo” vegetables. Rep. Eulogio “Amang” R. Magsaysay (Party-list, AVE) said although a number of schools have come up with a school garden setup, especially those situated in

rural or sub-urban areas, a school garden program has not been institutionalized in the country. Magsaysay said there are efforts to have a school garden implemented in public elementary and high schools like the Gulayan sa Paaralan Project of the DepEd. “This vegetable garden project is aimed to address malnutrition which affects one in every three public school children and to promote self-help food production activities and values appreciation of agriculture,” he said. One of the objectives of the school gardens program as stated under House Bill No. 3843 is to coordinate the efforts of public schools, the DepEd, the Department

of Agriculture (DA) and other concerned government agencies and community organizations to establish gardens as integral components of public schools. Another objective is to establish and convene a Garden Advisory Committee at the local levels, composed of community organizations and other interested persons. It shall also be the function of the school garden program to collect data on the location and types of gardens in public schools as well as to provide agricultural guidance and technical assistance to public schools. Likewise, it shall coordinate curricula for school gardens and related projects and provide training, support and assistance for gardens established in public schools.

The many disguises of wage theft (Are you paid for all hours worked?) The cheer squad for the Oakland Raiders, the Raiderettes, recently sued their employer for back wages and reimbursements. The following are additional situations when wage theft are likely occurring: 1) Manipulating timekeeping devices to reflect only the hours that employees are scheduled to work and ignoring any preliminary or postliminary work-related activities such as preparing their tools before clocking in, or making reports after clocking out. 2) Misclassifying employees as independent contractors in order to deprive them of minimum wage, and overtime pay, among other things. 3) Paying piece rate employees the incorrect overtime rate even though they are made to work more than 8 hours per day. 4) Rounding down work hours. For example, if the employee clocked out at 5:15 p.m., the employer may round this down to 5:00 p.m., disregarding the extra 15 minutes of overtime worked. Fifteen minutes may not be a lot, but if it happens several days a week for years, the

RNs press case for hospital workplace safety Legislature set to hear bill on Violence Prevention Assembly Committee OKs bill on MRSA infection response The California state legislature is taking a first look on two bills sponsored by the California Nurses Association/National Nurses United intended to improve workplace safety prevention measures in California hospitals. The Senate Labor Committee will review legislation that would step up violence prevention policies in California hospitals, an issue that gained greater urgency this week by the stabbings of two registered nurses at two Los Angeles area hospitals. A separate bill to assure eligibility to workplace compensation for registered nurses (RNs) and

other hospital staff who contract the dangerous MRSA skin infection won approval by the Assembly Insurance Committee Wednesday. Assembly Bill 2616 by Assembly member Nancy Skinner was passed on an 8-5 vote. It will now go to the Assembly Appropriations Committee. On workplace violence, Senate Bill 1299, introduced by Sen. Alex Padilla would require the California Occupational Safety and Health Standards Board to adopt standards requiring hospitals to establish workplace violence prevention plans to protect health care workers and other facility personnel from aggressive and violent behavior. Workplace violence is a continuing concern in California hospitals, nurses say, putting RNs, other hospital workers, and hospital patients,

Trenas urges LTFRB to rush ‘speed limiter’ program for buses, trucks MANILA, Apr 23 (Mabuhay) – Alarmed with the rising number of deadly accidents involving buses and trucks, Iloilo Rep. Jerry Trenas on Wednesday urged the Land Transportation Franchising and Regulatory Board (LTFRB) to expedite the implementation of its plan to install speed limiters for buses, trucks and other vehicles that are above 7.5 tons in maximum payload. Trenas said that while these trucks and buses are essential in ensuring the continuous flow and transportation of people and goods, public safety should remain a paramount concern of the government. He said that for Metro Manila buses and

trucks, the speed limit should be set at 60 kilometers per hour (kph) while provincial buses can have a 90 kph speed limit. He noted that although the bill he filed seeking to require buses to be equipped with speed limiters is yet to become a law, the LTFRB under Chairman Winston Ginez can go ahead with its implementation because the agency is cloaked with the mandate to implement programs that are designed to promote safety in public transport. Trenas said that despite repeated public calls for bus and truck operators to impose proper driving discipline and etiquette for their drivers, there seems to be no progress

DTI eyes higher fines for violators of Consumer Act MANILA, Apr 23 (Mabuhay) – The Department of Trade and Industry (DTI) is looking to amend provisions in the Consumer Protection Law to protect consumers from fraud, and price and standard irregularities. DTI Undersecretary Victorio Dimagiba said the agency will propose higher fines for violators of the Consumer Act. He said the proposal seeks to raise the minimum fine to P50,000 from P500 and the maximum fine to P1 million from P300,000.

He added that the DTI will also push to increase imprisonment to two years from six months. The proposed amendments will also seek to strengthen regulations on online sales or e-commerce in wake of complaints of non-full disclosure on products and other acts of deceptive sales. The 22-year-old Consumer Protection Law protects consumers from illegal practices involving prices, standards, false or misleading information, deception, and product warranties. (MNS)

in the campaign to reduce deadly road mishaps. During the Lenten break, Trenas said that many of the accidents involved buses and trucks operated by reckless drivers. The National Disaster Risk Reduction and Management Council (NDRRMC) said that during the Lenten break alone, a total of 16 road accidents that killed 12 people have been recorded. Just this week, a woman was killed after she was hit by a Victory Liner bus, which eventually fell off a ravine in Olongapo City. About 50 passengers were also injured in the Victory Liner bus mishap. “These accidents could have been avoided if these buses are responsible enough for the safety of their passengers. It looks to me that there is really no hope for our drivers to be more cautious when behind the wheel, the only way to stop

their recklessness is to install these speed limiters, Trenas said. Trenas said that the proposal to install speed limiters should be implemented as soon as possible to stop the senseless death and injury of people due to reckless drivers. According to the Visayan lawmaker, the LTFRB should skip the runaround and start requiring buses to install speed limiters within the year. V“With the speed limiters, we will definitely have better discipline among bus and truck drivers whether they like it or not. This will not only make our streets safer from these speed demons but would also mean extra savings on maintenance for our bus and truck operators. “Staying safe on the road would also mean longer life span not only for their drivers but also for their buses and trucks, he said. DBM shells out P10-B for AFP, PVAO pensioners MANILA, Apr 23 (Mabuhay) – As part of the Aquino administration’s commitment to support the country’s retired men in uniform, the Department of Budget and Management (DBM) has released a combined amount of P9.91 billion to the Philippine Veterans Affairs Office (PVAO) and the Armed Forces of the Philippines (AFP) for the second-quarter pension requirements of war veterans and retired military personnel. DBM Secretary Florencio “Butch Abad said that P7.50 billion of the total amount will benefit 120,296 pensioners of the AFP, of which 2,583 comprise new beneficiaries for 2014. Both releases were sourced from the Pension and Gratuity Fund under the 2014 General Appropriations Act (GAA) “This latest release guarantees the timely delivery of regular pension benefits to our retired military personnel for the second quarter of the year, he said. At the same time, Abad said the government continues its transparency efforts to update, validate and cleanse our list of beneficiaries so that it’s free of invalid, duplicate, and ghost entries. “Our pensioners and their families will therefore receive the benefits due them

much more quickly and efficiently, all while we ensure greater accountability in the payment process, he said. Meanwhile, some P2.40 billion was released to 208,458 PVAO veterans to cover old age pensions, death pensions, disability pensions, and total administrative disability (TAD) pensions for the second quarter of the year. The DBM chief noted that the automation of pension payments is one among several administration-led initiatives to tap digital technology to strengthen transparency and accountability in the Philippine bureaucracy. “Before we began clearing the list of pension beneficiaries, we found out that hundreds of millions were going to ghost pensioners or deceased retirees every year. Switching from check to ATM payments nipped these anomalies in the bud, Abad said. “More important, however, is the fact that we’re able to give better support to our retired military personnel and our war veterans. Such digitization and cashless initiatives ultimately allow us to deliver public services faster and protect government processes from corruption, he added. (MNS)

Angat water level still normal – PAGASA MANILA, Apr 24 (Mabuhay) – The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Thursday announced that the quantity of water in Angat Dam is still sufficient to supply the water needs of Metro Manila which sources about 90 percent of its water from that facility. In an interview, PAGASA Hydrologist Richard Rondain said that the water level of Angat is at 184.61 meters as of 6:00 a.m. Thursday. The Angat dam is still sufficient to supply water in Metro Manila and the water level isn’t critical yet and the water elevation there as still “normal, Rondain told the Philippines News Agency (PNA). He said Angat can provide water to Metro Manila up to the month of June. He added that the agency expects Angat’s water level at below 180 meters or

critical low by mid-May if there are no rains, but water supply is still available during this time. Worst case scenario, he said, is if it does not rain until July. He is advising Metro Manila residents to rationalize their use of water as Angat’s water is also used for irrigation and power generation. “Use water wisely and people must make water conservation a habit, Rondain said. He said the agency expects rains to begin by the third week of May that could replenish water supply in Angat. Built and first operated in the 1960s, Angat Dam impounds water from Angat River. Operation in the dam prioritizes domestic water supply over irrigation if the reservoir’s water level drops below the day’s lower rule curve threshold.

puso Network went home with the most number of awards – eleven in total, including four finalist certificates—and sent the biggest contingent to the recognition ceremonies held last April 8 at the 2014 NAB Show in Las Vegas. Weekday news magazine program Tunay na Buhay led GMA Network’s esteemed list of winners with its Gold World Medal in the Community Portraits category. The winning entry “Mga Sanggol at Langaw” episode featured the sub-human conditions in the slums of Tondo, Manila where majority of the residents barely make a living out of scavenging among mountains of trash. Meanwhile, its high regard for culture and history made the children’s show Tropang Potchi a big winner in the Children/ Youth Program category, bringing home a Silver World Medal for the episode “Talaandig Tribe,” which brought forth to public consciousness the customs and traditions of the Talaandig Tribe of Bukidnon. GMA News TV’s Reel Time triumphed with its documentary titled “Silang Wala sa Mapa,” a story on how the B’laan indigenous people of Mindanao survived generations without modern medicine, giving the program a Silver World Medal in the Community Service Program category. Also a Peabody awardee, Reel Time has been a constant contender in the New York Festivals, winning a Silver World Medal for its “Salat” episode in 2013 and receiving Finalist Certificates for its “Lusong” and “Tira” episodes in 2012. News magazine program Brigada, in turn, took home the Silver World Medal in the Community Portraits category for its “Gintong Krudo at Sipa ng Pag-asa” stories. Reporter Micaela Papa showed the story of impoverished children who swim through the filthy waters of the Navotas Fish Port to collect and sell spilled petroleum oil in “Gintong Krudo”; while Steve Dailisan’s “Sipa ng Pag-asa” told of an inspiring report on the lives of young garbage collectors in Payatas who dream to rise from poverty through football. News TV Quick Response Team won

the Bronze World Medal in the Best Coverage of Breaking News category for its live on-the-ground reportage, led by anchor Jiggy Manicad, of the Zamboanga siege. Front Row, likewise, was presented the Bronze World Medal in the Community Portraits category for the episode “Lusong Dunong,” a story on the pupils and teachers of San Esteban Elementary School in Pampanga who hold classes in flooded rooms. GMA News’ advocacy campaign for a well-informed 2013 elections dubbed “Dapat Tama,” meanwhile, was given the Bronze World Medal in the Music Video Category. GMA News pillar Jessica Soho, widely regarded as the country’s most awarded broadcast news journalist, received the Finalist Certificate for the Best News Reporter/Correspondent category for her “Photographs of Typhoon Pablo” special report aired in Kapuso Mo, Jessica Soho, which captured the pain and suffering in the wake of Typhoon Pablo. Also awarded the Finalist Certificate were I-Witness’ “Ganito Tayo Noong Martial Law” documentary in the History & Society category; GMA News & Public Affairs’ election project Camera Juan in the Social Issues category; and GMA Program Support Department’s advocacy campaign Diploma in the Station/Image Promotion category. Now on its 57th year of honoring programming in all lengths and forms and naming them as the world’s best in TV and films, the New York Festivals selected the winners from thousands of entries received from over 50 countries. Farmers urge Congress to vote on immigration Bakersfield, CA – On the heels of the anniversary of legendary United Farm Workers (UFW) founder Cesar Chavez’s passing, hundreds of farm workers from all over California gathered in Bakersfield today to deliver a personal message to House Majority Whip Kevin McCarthy (R-Calif.) on immigration reform: “I harvest for 10 hours a day. Can you take 10 minutes to schedule a vote? Led by UFW President, Arturo Rodriguez, farm workers and immigration reform advocates marched single file to McCarthy’s office in Bakersfield and lined roadways with signs specifying what each farm worker harvests. Once at McCarthy’s office, farm workers and advocates took turns knocking on the door, requesting a meeting with the congressman. Said Arturo Rodriguez at the event: “I’m always inspired by the strength

and work ethic of these men and women who do the backbreaking labor required to harvest America’s produce, but today was truly remarkable. As these aspiring Americans proved, the issue of immigration is simply not going away – no matter how many excuses McCarthy and his Party come up with. Every day immigrants risk everything to do some of the most difficult jobs in the country. McCarthy should – at the very least – do his job and schedule a vote on immigration reform that the majority of the country supports. The event follows a civil disobedience action in front of McCarthy’s office last night, in which activists set up a tent city and risked arrest to remind the Congressman they’re not giving up until they get a vote. It also falls on the same day as a rally and protest in front of Rep. Greg Walden’s (R-OR) office.

The NVC then forwards the case file to the U.S. Embassy or Consulate having jurisdiction over the fiancÊ’s petition. Once the documents have been received by the Embassy, and the State Department’s background check on the fiancÊ has been concluded, the fiancÊ will be instructed to undergo a medical examination at a designated local clinic, and to appear at the U.S. Embassy for interview.. If the paperwork is all correct, and there are no problems in the interview, the visa will be issued promptly. The fiancÊ is then free to travel immediately to the United States. The total processing time after the petition approval can be as little as 60-90 days. The K-1 visa is a highly reliable visa if done correctly. It is easier and faster than the immigrant visa petition filed for a married spouse. A FiancÊ Visa is a temporary visa, but

one that can be readily converted to a permanent visa after the marriage occurs in the U.S. Once married, the U.S. citizen can obtain conditional permanent residence status for his/her new spouse by filing an I-485 petition with the U.S. government. Although the USCIS normally interviews the couple in the U.S. after marriage and filing, if the application is done correctly, many times the interviewed is waived and the fiancĂŠ can obtain permanent residence with no appearance at the USCIS. If you find that special someone abroad, remember that he or she can legitimately enter the U.S. and start a new life here in only a matter of months. OPINION

Minorities concerned on demise of Affirmative Action

LOS ANGELES – Asian Americans Advancing Justice- Los Angeles (Advancing Justice-LA) is deeply concerned by the U.S. Supreme Court’s decision in Schuette v. Coalition to Defend Affirmative Action upholding Proposal 2, a 2006 Michigan ballot initiative amending the state constitution to prohibit race-conscious college admissions policies. The decision overturns the 2012 ruling of the U.S. Court of Appeals for the Sixth Circuit, which held that Proposal 2 impermissibly imposed heightened burdens on racial minorities advocating raceconscious admissions policies – burdens not shared by the majority. As Justice Sotomayor pointed out in dissent: “The effect of [Proposal 2] is that a white graduate of a public Michigan university who wishes to pass his historical privilege on to his children may freely lobby the board of that university in favor of an expanded legacy admissions policy, whereas a black Michigander who was denied the opportunity to attend that very university cannot lobby the board in favor of a policy that might give his children a chance that he never had and that they might never have absent that policy.” The plurality decision by Justice Kennedy, who was joined by Chief Justice Roberts and Justice Alito, condones the entrenchment of this fundamentally unequal political system by disregarding the longstanding “political-process doctrine,” which prohibits the majority from creating a separate political process that makes it more difficult for racial minorities to enact beneficial legislation. “The passage of Proposal 2 demonstrates that race still matters and that the courts are more necessary than ever to protect the rights of minorities,” said Stewart Kwoh, president and executive director of Advancing Justice - LA. As Justice Sotomayor opined in dissent, “The Constitution does not protect racial minorities from political defeat. But neither does it give the majority free rein to erect selective barriers against racial minorities. The political-process doctrine polices the channels of change to ensure that the majority, when it wins, does so without rigging the rules of the game to ensure its success.” Despite the disappointing and harmful decision by the Supreme Court today, it is important to note that the Court did not address the merits of race-conscious admissions, which are still constitutional under Fisher and Grutter. Advancing Justice - LA is committed to supporting race-conscious admissions policies and increasing access to higher education for all underrepresented and disadvantaged students. Asian Americans Advancing Justice-Los Angeles is the nation’s largest Asian American, Native Hawaiian and Pacific Islander (AANHPI) legal and civil rights organization and serves more than 15,000 individuals and organizations every year. Founded in 1983 as the Asian Pacific American Legal Center, Advancing Justice - LA’s mission is to advocate for civil rights, provide legal services and education, and build coalitions to positively influence and impact Asian Americans and Pacific Islanders and to create a more equitable and harmonious society. Through direct legal services, impact litigation, policy analysis and advocacy, leadership development and capacity building, Advancing Justice - LA seeks to serve the most vulnerable members of the AANHPI community while also building a strong AANHPI voice for civil rights and social justice.

Protest vs Filipinos rekindles anti-foreign anger in Singapore

By Bhavan Jaipragas

SINGAPORE, April 25, 2014 (AFP) – An abusive campaign by Singaporeans opposing a planned Philippine independence celebration has shone a light on anti-foreigner sentiment in the city-state, home to large numbers of guest workers accused of taking jobs from locals and causing overcrowding. The Philippines marks its 116th year of independence on June 12 and a group of Filipino residents in Singapore is planning an event on June 8 at a shopping complex along busy Orchard Road. It became a hotly debated topic after commentators on anonymously-run local websites and Facebook pages heaped racial abuse on Filipinos and attacked the choice of venue, saying it should be held in the Philippine embassy grounds instead of the public Orchard Road area. Prime Minister Lee Hsien Loong, who attended a “Singapore Day” celebration in London on March 29 attended by 9,000 people, condemned the “thuggish behavior” of people who harassed the organizers of the Philippine event, calling them a “disgrace to Singapore”. Blaming “a few trolls” for the online attacks, he wrote on his Facebook page: “How would we have felt if British netizens had spammed our website, and abused Singaporeans living in Britain?” A spokeswoman for organizers Pilipino Independence Day Council Singapore (PIDCS) referred to a previous statement which said they were “heartened, grateful, and happy to receive support from Singaporeans.” She declined to comment on whether the event would go ahead as planned on June 8. Police say they have not yet received a permit application for it. The Philippine embassy in Singapore was moved to post an advisory on its website urging Filipino residents to exercise caution. “Participating in these online debates will only inflame the situation and may result in untoward incidents, possible loss of employment and investigation by authorities,” it said. ‘Over-reaction’ Eugene Tan, an associate law professor at the Singapore Management University, said the online backlash is a “visceral over-reaction and it does not reflect the sentiments of the average Singaporean. “The anger probably stems from unhappiness with the government’s immigration policy,” Tan, a social commentator and appointed lawmaker, told AFP. Singapore’s low birth rate prompted the government to grant an average of 18,500 new citizenships every year between 2008 to 2012 – helping the population surge by 30 percent since 2004 to 5.4 million last year. Out of a foreign population of 1.55 million

from China, India, The Philippines, Thailand and elsewhere, about 700,000 are work-permit holders employed in construction and other sectors shunned by Singaporeans. More than 200,000 others work as domestic helpers. About 172,700 Filipinos work in Singapore, according to the latest publicly available Philippine government data. Recent arrivals are largely professionals and service-sector workers. Many Singapore citizens – who now make up barely over 60 percent of the population – see the overseas arrivals as competition for housing, schools and space in a city-state whose per capita income of $54,500 masks one of the biggest income gaps in the world. Critics posting on ultra-nationalist blog The Real Singapore as well as on various Facebook pages say the Filipino event is illustrative of foreigners overstepping their welcome in Singapore. “The government has sold us out by bringing in foreigners to replace us at the job front and new homes are specially build to house them. We can’t allow them any ground any more else we become second-class citizens in our own country,” wrote Gilbert Goh in a piece that was published on The Real Singapore. Goh, an employment counselor, is regarded as the most vocal critic of the government’s immigration policies and has led rallies at a designated protest park. Another is scheduled for May 1. Singaporeans must continue to “speak up for our future, and keep our children and future generations reminded that, this is our soil, this is OUR LAND,” wrote the administrators of a Facebook page called “Say ‘No’ to an overpopulated Singapore”. Hundreds of Facebook users have posted messages in support of the group, many laced with anti-foreigner and anti-government vitriol. Opposing xenophobia Kirsten Han, a Singaporean civil activist and blogger, said opponents of the event are blind to their own double standards given the lack of rancor when the city-state’s Irish community annually celebrates St.Patrick’s Day in the main nightlife district. “State policy could feed resentment and anger, but it certainly does not have the power to make a person use words like ‘scum’ or ‘undesirable underlings’ against others,” she wrote in a blog. Law professor Tan said the government is concerned that rising anti-foreigner sentiment could affect the city-state’s international reputation for being one of the world’s most open economies. A large-scale social survey by Singapore’s Institute of Policy Studies released this year showed that over 30 percent of the resident population felt that nationality-based prejudice had risen over the past five years.

1.6-B people in Asia-Pacific might slip back into extreme poverty – ADB MANILA, Apr 24 (Mabuhay) – The Asian Development Bank (ADB) said in a report released Thursday that 1.6 billion people in Asia-Pacific are at risk of being pushed back into extreme poverty. The Manila-based lender said the 1.6 billion people who subsist on less than USD 2 a day remain vulnerable to shocks. “They are constantly at risk of being pushed back into extreme poverty through loss of employment, health problems, prolonged recession, inflation, crop failure, disasters or social upheaval,” the ADB said in a report. The report, which assessed ADB’s long-term strategic framework dubbed as Strategy 2020, noted that high food prices are a major source of vulnerability. It added that sharp increases in food prices affect the poor who devote more than half of their income to food.

ADB noted that Asia-Pacific is home to 60 percent of the world’s extreme poor. Around 733 million people in Asia-Pacific continue to live on USD 1.25 a day—the threshold for extreme poverty. “The challenge for ADB is to help developing member-countries eradicate remaining poverty, support greater inclusiveness to address inequalities, and become more relevant and effective in middle-income countries,” said ADB President Takehiko Nakao. The Manila-based lender said it is realigning its operations to emphasize inclusiveness, build resilience and strengthen support for middle-income countries. The report identified 10 strategic priorities for ADB to “sharpen and rebalance” its operations and strengthen its responsiveness to the changing business environment as well as increase its capacity and effectiveness.

WASHINGTON, April 22, 2014 (AFP) − The US Supreme Court ruled Tuesday that states can disregard race as a factor in university admissions, in a fresh blow to a legacy of the 1960s civil rights movement. The 6-2 ruling upheld the constitutionality of a measure passed by referendum in Michigan that disallowed so-called affirmative action in college admissions. Effectively favoring voter initiatives over the courts, the decision was expected to have repercussions far beyond Michigan − governors of Arizona, Alabama, Georgia, Oklahoma and West Virginia had supported Michigan’s appeal. The ruling was the latest to chip away at a practice used to promote racial and ethnic diversity of university student bodies while countering the effects of racial discrimination. It also continued a conservative trend in court rulings on civil rights issues. Last year, the Supreme Court struck down a key provision of the 1965 Voting Rights Act requiring certain states to get federal approval before changing their voting laws. On Tuesday, liberal justice Stephen Breyer voted with the conservative majority, and the fourth member of the court’s liberal wing, Justice Elena Kagan, had recused herself. Writing for the majority, Justice Anthony Kennedy argued that the case was “not about how the debate about racial

preferences should be resolved. It is about who may resolve it. “There is no authority in the constitution of the United States or in this court’s precedents for the judiciary to set aside Michigan laws that commit this policy determination to the voters, he said. In 2006, Michigan voters approved a measure prohibiting the state’s public universities and schools from “discriminating against or granting preferential treatment for any individual or group on the basis of race, sex, color, ethnicity, or national origin. Known as Proposition 2, the measure was struck down by an appeals court, and the case reached the Supreme Court. Justice Sonia Sotomayor, who credits affirmative action for her own rise to Princeton University despite her Puerto Rican family’s limited circumstances, wrote an impassioned dissent. Sotomayor argued that the constitution guarantees “that the majority may not win by stacking the political process against minority groups permanently, forcing the minority alone to surmount unique obstacles in pursuit of its goals. By permitting a majority of voters to do just that in Michigan, she contended, “the court ends the debate over race-sensitive admissions policies in Michigan in a manner that contravenes constitutional protections long recognized in our precedents.

CA4th 326, 332–333, 18 CR3d 637, 641. A divorce judgment and nullity judgment also affects non probate transfers such as trusts. A broad range of surviving spouse/domestic partner rights are canceled upon finality of a judgment of dissolution or nullity including beneficiary rights under retirement plans, pay on death accounts, transfer on death vehicle registrations, trusts and a marital property agreement. Probate Code § 5600(e) . Now since Wills and Trusts executed during the marriage is revoked upon entry of divorce or nullity judgment, you should think about setting up a new estate plan after the divorce or nullity to have a new plan in place in case you pass away. If you pass away with at least $150,000 in gross assets and you do not have a living trust (even if you have a will), your beneficiaries would have to open up a probate case before title to the assets can pass to them. When I say gross asset, I mean regardless of how much debt you owe on them. For example if you own a house valued at $850,000 at the time of your death, it does not matter that your mortgage balance is 800,000, a probate case has to be opened in order to pass title to that property. The same is true with other types of assets such as owning a business, a professional practice, bonds, equities, etc. This is a very low threshold to exceed specially in California where real estate prices, even after the economic crisis, remains in the upper end of the curve among the 50 states. Commencing a probate case is expensive and a very slow process. Someone qualified will have to file a Petition with the probate court to have someone appointed as executor or administrator. The Petitioner’s attorney gets paid a statutory rate for attorney’s fees commencing with 4% of the

gross estate. The probate referee will have to be paid for appraising the assets of the estate. If it is necessary to post bond, the premium on the bond would have to be paid as well. There is also the cost of administering the estate such as selling some of the assets to satisfy the estate’s obligations and to divide the estate according to the will or the intestate line of succession if there is no will. The entire process could take up years specially if certain beneficiaries and creditors file certain claims. The probate court file would be public record. On the other hand if you have a revocable trust, your estate can avoid the entire court system and court supervision. In certain situations, the process may also save you estate taxes which may be substantial if your assets exceed a certain threshold. Basically, you and/or your spouse can be named as the initial trustee of the trust while you are alive. The trustee is the person who manages the trust. This means you retain control of all your assets the same way as if you never had a trust. For revocable trusts, you can later on, at any time during your lifetime, revoke the entire trust if you change your mind. The assets held in your living trust will be managed by the trustee and distributed according to your directions without court supervision and involvement when you pass away. This can save your heirs time and money. Since the trust would not be under the direct management of the probate court, your assets and their value and your beneficiaries’ identities would not become a public record. Your heirs and beneficiaries would still have to be notified about the living trust and advised, among other things, of their right to obtain a copy of the trust. If you recently got divorced or had a marriage annulled, you should have a new estate plan (wills and trust) set up to save on estate taxes, save on probate and administration cost, and make it more convenient for your beneficiaries to inherit from your estate. Bankruptcy: Because life doesn’t always go as planned Life just happens. Sometimes even the best laid plans can go wrong. How do you respond when this happens to you? Do you easily give up when you’re overwhelmed? Remaining calm can be difficult when things are chaotic so the usual reaction is panic. As a bankruptcy attorney, I often see this when people are facing a financial crisis. But let me tell you that even the worst problems rarely mean that it’s the end of the world. What may seem like a dead end may actually turn out to be a new path for a better life. the beginning. Three years later, after deciding to engage in real estate investing with the good intentions of building a comfortable nest egg for themselves, this couple instead found themselves financially drained and with all 3 properties in foreclosure. The 2nd mortgage holders on the 3 foreclosed properties are attempting to collect on the now unsecured promissory notes and one of them has already filed suit. To top it all off, they are also now buried in more than $120,000 of credit card debt. After going over their legal options with me, they decided to seek bankruptcy protection. They realized that that it was pointless to continue stressing over a problem that is beyond their financial capacity to handle and blaming themselves for past mistakes. If you are currently facing a financial crisis, it may be tempting to just throw in

the towel and give up all hope for a better financial future. But let me tell you that instead of getting frustrated and angry about things that you cannot control or change, your energy will be better spent focusing on finding a solution. Facing charges, ex-CJ Corona and Chavit blocked from leaving country MANILA, Apr 25 (Mabuhay) – The Sandiganbayan on Friday issued Hold Departure Orders against former Ilocos Sur Governor Luis “Chavit” Singson and former Chief Justice Renato Corona for separate cases. The HDO against Singson stemmed from a P26-million graft case while the one against Corona stemmed from a perjury case, radio dzBB’s Glen Juego reported. Singson and Vice Governor Deogracias Victor Savellano face graft charges over the alleged misuse of funds in 2001. Ombudsman Conchita Morales ordered the filing of graft charges against the two before the Sandiganbayan for alleged violation of the Anti-Graft and Corrupt Practices Act. Singson at the time said he is confident the case will be dismissed. The Ombudsman had said Singson and Savellano released P26.050 million in financial assistance to Multi-Line Food Processing International, Inc. (MFPIII) in 2001, but MFPII was not qualified to receive financial aid from the government as it is “a private corporation organized for profit and not intended to advance the interest of a specific cause or sector.” Meanwhile, the Ombudsman filed perjury and ethical violation charges against Corona earlier this month. Corona was slapped with eight counts

Corona denied any misdeclaration in his and his wife’s SALNs, adding the cases filed against him were weak. (MNS)

De Lima: Gigi Reyes still liable in ‘pork’ scam despite aide’s admission MANILA, Apr 25 (Mabuhay) – Justice Secretary Leila de Lima on Thursday maintained that Senator Juan Ponce Enrile’s former chief of staff, lawyer Jessica “Gigi” Reyes, was involved in the alleged pork barrel scam. This is despite a court motion from a Enrile’s deputy chief of staff, Jose Antonio Evangelista, taking full responsibility for processing the disbursement of Enrile’s Priority Development Assistance Fund. “Probably, that is their (Enrile camp’s) strategy. (But) we stand by our evidence. It can’t be na hanggang level lang ni Evangelista,” said De Lima. Earlier, in a partial motion for reconsideration – prepared by lawyers Edwardson L. Ong and Mercedes Isabel Mayoralgo of Ponce Enrile Reyes & Manalastas Law Offices – Evangelista took full responsibility for processing the disbursement of Enrile’s pork barrel allocations, according to a Philippine Daily Inquirer report. Evangelista, however, blamed implementing agencies for allocating the pork

barrel funds to alleged bogus non-government organizations, it added. He said this after Reyes, who returned to the Philippines on April 19, told the Office of the Ombudsman that she had no participation in the release of Enrile’s pork barrel funds. “These were done by DCOS (deputy chief of staff) Jose Antonio V. Evangelista,” said Reyes, in a separate Inquirer report. She added that her signatures on documents related to the releases of Enrile’s pork barrel funds were forged. The Ombudsman earlier found probable cause to file malversation charges against Evangelista and Reyes for their alleged participation in allocating Enrile’s pork barrel funds to questionable NGOs for nonexistent projects. It also found probable cause to file plunder charges against Reyes. Enrile and Senators Jinggoy Estrada and Ramon Revilla Jr. are facing plunder charges in connection with the supposed scam. (MNS)

Samahang Pilipino at UCLA’s Pilipino Cultural Night May 24 May 24, 2014 will mark UCLA’s 37th annual Samahang PIlipino Cultural Night (SPCN). With a committee of 30 individuals, a cast of over 200 participants, and an audience of up to 1,500 people, this cultural production serves as a major avenue for UCLA students to celebrate and explore the rich culture and history of the Philippines. This year’s show (titled “After Ours”) relates back to the recent tragedy in the Philippines regarding Typhoon Haiyan, and the story coincides with the idea that sometimes home isn’t necessarily about the material things you have, but the people you surround yourself with. The official show synopsis is as follows: Addie is an 11-year old girl with a big imagination. Collin, her older brother, is a 19-year old with a lot of responsibility. When Addie accidentally brings a Filipino folktale back to life while trying to heal her mother,

Collin doesn’t believe her. In a quest to convince him, she ends up back at the Filipino Cultural Exhibit after hours finding herself face-to-face with rowdy statues, lost princesses, mischievous duwendes, and the most feared creature in Filipino folklore, the Aswang. But with the big help of a witty bird and a pretentious pineapple, Addie may figure out how to quickly put things back together before all their stories, including hers, are over. With all these loose ends, who knows what could happen… Again, this year’s show will be held on Saturday, May 24, 2014 at 6:00PM. Tickets are free and open to everyone of all ethnicities and ages. To request tickets or to get more information, please email tickets.spcn@gmail.com. Because of the popularity of the show, there is a limit of two tickets per request and they are not guaranteed due

to high demand. But please request early as this means a better chance to receive your tickets for the show.

UERM health workers conduct medical missions, relief operations in PHL LOS ANGELES – This year, the University of the East Ramon Magsaysay Medical Alumni Association in America (UERM –MAAA) and UERM Medical Alumni Association in Southern California (UERM - MAASC) sponsored and organized the annual medical mission and relief operations on Feb 5- 15, 2014, intended to help the victims of typhoon Yolanda and indigent children and their families in the Philippines. The group started its humanitarian mission at Municipality of Kananga, Province of Leyte, and then proceeded to Lucena, and Coron, Palawan. They provided medical care to more than 2500 patients and distributed relief goods to 1,765 families, and conducted a gift-giving and feeding program for 100 indigent children in La Union on Feb. 5-6. The mission is now becoming an annual project to the Philippines and focuses on serving the indigent children and families from underserved and neglected communities, including victims of disasters and calamities. Spearheading the success of the 2014 humanitarian mission are Dr. Edgar Ba-

ñez, Overall Team Coordinator and Past President of UERM MAASC; Dr. Neda Ballon-Reyes, UERM MAAA National President; Dr. Tarcisio Diaz, President of UERM MAASC; Art Banez, Local Mission Team Coordinator; and Pedro Ramirez, Team Coordinator for Relief Operation and Director for MHAP Center at St. Vincent Medical Center. Dr. Bañez describes the missionary work in Kananga, Leyte on February 7-9 as “a very ambitious and grueling schedule. We had problems but we were able to overcome and we survived. Adults and pediatric patients were seen separately and pharmacy was set up to augment the patient’s prescribed medicines. Depression, insomnia and nightmares blamed on typhoon Yolanda were some of the complaints along with uncontrolled HTN with a systolic Blood Pressure of more than 200 mm HG. URI’s, dermatitis and musculoskeletal complaints were also common and we heard a lot of stories of devastation and death. We hope we had provided a glimmer of hope to everyone we saw. We ran short of medicines but we

were able to get some from local Pharmacy in Ormoc City which is thirty minutes away. We got lucky; we had enough medicines until the last patient was seen. On the third day of mission to Kananga, a relief distribution was conducted providing school bags, mats, towels, plates, bowls, glasses including spoons and forks to 1000 families. We had an early lunch and there was no rest, the group proceeds to Tacloban to catch the 4:30 pm flight back to Manila. From the NAIA domestic terminal in Manila, we were picked up by the bus sent by Bishop Emilio Marquez of the Archdiocese of Lucena and we arrived at Bahay Pare in Lucena, Quezon before midnight.” On Feb. 10-11, the mission team attended to more than 1,000 patients consisting of mostly adults at Bahay Pare. As a result of spearheaded actions by Bishop Marquez and his staff, were able to perform major and minor surgeries. The Bishop also hosted the group sumptuous meals and lodging accommodations for two days. On Feb. 12, the group proceeded to Coron, Palawan where approximately 850 patients were attended to. At least 765 families living in Baran-

gay Cabugao, Lilian and Banuang Daan received relief goods. The Tagbanuas (natives) in Coron also received school bags, sleeping mats, towels, pales and grocery items. “We made them smile, we hoped it made a difference. And the 2014 Medical/ Surgical Mission was officially over. We thank our Lord for giving us the opportunity to serve, make the lives of others a little better, and make a little difference in this world one family, one barangay at a time,” Dr. Bañez added. The local partners, Kananga Municipal Mayor Elmer Codillo, Bishop Marquez, and Coron Municipal Vice Mayor Jim Pe, on behalf of their constituents were so thankful and grateful to this timely mission that benefits thousands of underserved individuals, including the recent victims of Typhoon Yolanda. The local officials and the bishop provided their full assistance and support to the mission team most especially their safety and security. Also, special acknowledge to Ms. Katheryne Paguio who sponsored the team gift giving and feeding program for indigent children of Sococ Elementary School in La Union.

uite possibly the ultimate steak, the T-bone embodies the rich blend of varied beef flavors that steak lovers crave, from tender and mild to bold and beefy. On one side of the T-bone is the filet mignon. French for “dainty fillet,” the filet mignon is considered the most tender cut, with a mild beef flavor. On the other side of the T-bone is the strip loin or New York strip, a firm, robust steak that is naturally marbled and offers a bold taste. The bone itself also provides additional flavor in the cooking process. With this pairing of tastes, it is no surprise that the T-bone is considered to be “the best of both worlds” by steak connoisseurs. For more steak recipes, visit www.OmahaSteaks.com. 4. Sear the outside of steaks when grilling. This really helps with the flavor and juiciness. 5. Use tongs or a spatula to turn your meat on the grill. Using a fork can damage the meat. 6. Cover your grill as much as possible during the grilling process. This helps to lock in the grilled flavor and will help prevent flare-ups. 7. Keep a spray bottle with water handy to douse any unexpected flare-ups. 8. Use the 60/40 grilling method. Grill for 60 percent of the time on the first side, then grill 40 percent of the time after you turn over the food. This will give you an evenly cooked product. 9. Place your cooked product on a clean plate. Never place cooked product on the plate you used to transport the raw product to the grill without thoroughly washing it first. 10. Allow your foods to “rest” for 5 minutes between cooking and eating. This will help them retain moisture when you cut into them.

Breastfeeding may protect against heart disease: study (PARIS-AFP) – People who had low birth weights and those breastfed for short periods may be more likely to develop chronic inflammation linked to heart disease in adults, a study said Wednesday. Researchers in the United States found a “significant” association in almost 7,000 people between birth weight or duration of breastfeeding and higher levels of Creactive protein (CRP), an indicator of inflammation, in blood samples of young adults. The protein is produced by the liver and levels increase when a person suffers from inflammation. “Each pound of additional birth weight predicted a CRP concentration that was five percent lower,” said a statement from Northwestern University, whose experts took part in the study published in the journal Proceedings of the Royal Society B. “Three to 12 months of breastfeeding predicted CRP levels that were 20 to 30 percent lower compared with individuals

who were not breastfed.” The study found that breastfeeding had “the same or greater effect” as medicines on reducing CRP levels in young adults. Chronic inflammation had long been linked to cardiovascular disease, but the causes of the little-understood condition remain unclear. The US study was done among 24- to 32-year-olds from different race groups and educational backgrounds, and included comparisons between siblings so as to rule out the confounding influence that growing up in vastly different socioeconomic environments could have on the results. “The results suggest that breastfeeding may reduce a major risk factor for heart disease well into adulthood,” said Alan Guttmacher, director of the Eunice Kennedy Shriver National Institute of Child Health and Human Development. The World Health Organisation describes breastfeeding as “one of the most

up to the age of six months, but says this advice is put into practice for less than 40 percent of infants globally.

Identification with model conducive to learning, study suggests (Relaxnews) – In non-verbal contexts, learning occurs primarily through the observation and imitation of a model. In a recent study on this process in monkeys, researchers found that the learner’s ability to identify with the model appears to be an essential condition of learning. To explore the effectiveness of different modes of non-verbal social learning, researchers from the Lyon Neuroscience Research Center in France chose to work with rhesus macaques, a species of monkeys known for their biological proximity

to humans and their ability to imitate. Monkeys trained to find a food reward hidden by an object were tested with three different learning models in succession. The first model was another macaque, who immediately ate the reward once it was found. The second was a “stimulusenhancing” human, who actively drew the monkey’s attention to the object concealing the food. Finally, the third model was a “monkey-like” human who performed the task exactly as the monkey would, including eating the food reward.

After each of these exercises, the researchers evaluated the monkeys’ learning by testing whether they were capable of reproducing the same results on their own. “The results show that monkeys learn more effectively if the exercise is demonstrated by a model that acts like they do, in other words, who eats the reward once it has been found,” explain the study’s authors in a press release. “It even seems that this is an essential condition for skill transfer,” indicates co-author Elisabetta Monfardini.

Another key finding was that modeling errors optimized learning success rather than hindering it. In other words, the monkeys learned more effectively from monkeys or humans who did not complete the task perfectly the first time. In light of the psychological similarities between macaque monkeys and humans, the researchers indicate that their findings could have applications in schools. “When a schoolteacher calls one of the brightest students to the board to show an example, this may not be the best strategy.

Marijuana may cause heart problems in young adults BY KERRY SHERIDAN

WASHINGTON, April 23, 2014 (AFP) – Young adults who smoke marijuana may be at risk for serious or even fatal heart problems, according to a study by French researchers on Wednesday. The findings in the Journal of the American Heart Association raises new concerns about the safety of marijuana, just as many parts of the world are relaxing laws on its use and medicinal marijuana is gaining popularity for treating certain health conditions. The risk of heart complications appeared small in the study, which included nearly 2,000 people who sought medical attention for complications related to marijuana from 2006 to 2010. Of those, two percent, or 35 people, had heart attacks or circulation problems related to arteries in the brain and limbs. Of greater concern was the high death rate. One in four of the patients with cardiovascular complications died, said the researchers. The analysis also found that the percent-

age of reported cardiovascular complications more than tripled from 2006 to 2010. “The general public thinks marijuana is harmless, but information revealing the potential health dangers of marijuana use needs to be disseminated to the public, policymakers and healthcare providers,” said lead author Emilie Jouanjus, a medical faculty member at the Centre Hospitalier Universitaire de Toulouse in Toulouse, France. “There is now compelling evidence on the growing risk of marijuana-associated adverse cardiovascular effects, especially in young people,” Jouanjus said. Doctors should be aware of the heart risks and consider marijuana use as a potential contributor to cardiovascular disease in some patients, said Jouanjus. People with pre-existing conditions appeared most vulnerable, the study added. Valentin Fuster, director of Mount Sinai Heart and Physician-in-Chief of The Mount Sinai Hospital, said the study appeared to support some observations he has made at his own clinic in New York City.

SACRAMENTO – California’s online voter registration website – launched in English and Spanish in 2012 – is now expanded to include eight additional languages: Chinese, Hindi, Japanese, Khmer, Korean, Tagalog, Thai, and Vietnamese. Individuals can now register to vote by visiting http://registertovote.ca.gov and filling out an online form that is available in these languages. Asian Americans Advancing Justice - Los Angeles (Advancing Justice - LA) applauds the launch of multilingual online voter registration. Online voter registration offers a convenient alternative to filling out a registration form at the local DMV office, or downloading a form, filling it out, and putting it in the mail. Before the November 2012 election, over half a million people used the online voter registration website to register as new voters. The expansion of online voter registration into multiple languages was a requirement of Senate Bill 35, authored by Senator Alex Padilla and passed in 2012. Advocates expect the translation of online voter registration into multiple languages will help increase registration among Asian Americans and Latinos in California who tend to have relatively low voter registration rates. While 72 percent of non-Hispanic whites and 69 percent of African Americans in California reported being registered to vote in 2012, only 58 percent of Asians

Online voter registration can help change that, but only if everyone in our community helps publicize the website,” states Eugene Lee, Democracy Project director at Advancing Justice - LA. Community organizations and media outlets can learn what they can do increase awareness about the website by attending a webinar on May 2, 2014 at 10 a.m. PT; information about the webinar is available at https://cc.readytalk.com/r/ t157g64pehoi&eom. The online voter registration website also has a much-improved mobile interface, allowing smartphone and tablet users to register online easily. Californians who are not registered to vote will need to register by May 19 if they wish to vote in the June 3rd primary. Individuals who are already registered voters do not need to re-register, unless they

U.S. Supreme Court ruling may lead to decline in minority college enrollment WASHINGTON – The U.S. Supreme Court’s decision in Schuette v. Coalition to Defend Affirmative Action, which upheld a Michigan ballot initiative amending the state constitution to prohibit race-conscious college admissions policies, will likely lead to further decreases in minority enrollment in higher education, Asian Americans Advancing Justice (AAJC) asserts. The 6-2 ruling overturns a lower court decision striking down Proposal 2 because it placed an unfair burden in the political process on those seeking to have race, as opposed to other types of factors, considered in admissions policies. “The Court has given states a way to circumvent decades of hard-fought gains in affirmative action by creating an unequal system where those who support diversity in higher education will now have to overturn a constitutional amendment,” said Mee Moua, president and executive director of Advancing Justice | AAJC. “Ballot initiatives like Proposal 2 in Michigan have increased barriers for young Asian Americans to access higher education.” The case did not call into question the merits of race-conscious admissions policies, which the Supreme Court has upheld in prior cases. The ruling has no bearing on efforts other states may take to diversify college campuses. In states such as Michigan that have banned affirmative action, minority enrollment in higher education has significantly decreased. I n California, for example, UC Berkeley has seen a decline in the percentage of Asian American and Pacific Islander students who are enrolled in the university – from a growth of 16 percent in the nine years prior to Proposition 209 to an increase of only six points in the 16 years after the measure’s enactment. Moreover, studies have shown that a less diverse learning environment directly impacts the breadth of experiences and viewpoints to which students are exposed, leading to more limited educational experience. As a vastly diverse group themselves, Asian Americans – like all students – benefit from diversity in higher education, which promotes cross-racial interactions and cultural

understanding, and prepares all students to be more effective leaders in an increasingly multi-cultural society. “Race still matters,” said Carl Hum, vice president of policy and programs at Advancing Justice | AAJC. “Asian Americans by a vast majority recognize that universities that consider diversity among their student bodies are better positioned to give students the highest quality of education possible.” Schuette comprises two separate lawsuits consolidated by the Court. In October, Advancing Justice | AAJC and affiliates Advancing Justice | Chicago and Advancing Justice | Los Angeles joined the Leadership Conference on Civil and Human Rights’ amicus brief to support the challengers’ opposition to Proposal 2. Advancing Justice | Asian Law Caucus in San Francisco is co-counsel to one set of the plaintiffs, the Coalition to Defend Affirmative Action, Integration and Immigration Rights and Fight for Equality by Any Means Necessary. Asian Americans Advancing Justice is a national affiliation of four leading organizations advocating for the civil and human rights of Asian Americans and other underserved communities to promote a fair and equitable society for all. The affiliation’s members are: Advancing Justice | AAJC (Washington, D.C.), Advancing Justice | Asian Law Caucus (San Francisco), Advancing Justice | Chicago, and Advancing Justice | Los Angeles.

Artist Lynda A. N. Reyes exhibits again in Berkeley, California FilAm artist Lynda A. N. Reyes from Los Angeles continues her participation as an exhibiting artist in the Expressions Gallery in Berkeley, California with 4 paintings chosen for the Spring Forward Exhibit starting April 26 until July 11, 2014. Three transparent watercolor paintings titled “A Covey of Colors”, “California Poppies” and “Birds of Paradise” and an oil painting titled “Gardenias for Mom” fit beautifully in this themed exhibit ushering the spring season. This is Lynda’s second participation at the Expressions Gallery. In January of this year, she participated in the Homelessness Exhibit with an oil painting titled “Scavenger’s Loot”, a stark depiction of poverty and homelessness in modern times.

The artist states: “Through my art, I want to interact with my viewers and to share with them what I have experienced. When the viewers participate, only then can I say my painting is done! My hands, mind and heart all work in unison to spark the awe the viewers experience in their initial encounter with any of my artworks.” Lynda paints representational subjects in oil and watercolor and accepts portrait commissions in both media. As a master watercolorist Lynda has been represented in published books and catalogs. To note, her “California Grandpa” has been published in Splash 14, a book series dedicated to high quality watercolor paintings from accomplished artists all over the world.

Are taxes discharged in bankruptcy if returns are filed late? Discharging income taxes owed to the IRS in bankruptcy requires compliance with certain rules. One rule states that the taxes sought to be discharged is for a return that was filed at least three years before the bankruptcy filing. Instead, the court said the law is concerned with what the taxpayer filed, not when it was filed. “Nowhere in the Massachusetts regulatory or statutory law, is it specified that a return will be deemed something other than a return in the event of its untimely filing. Thus, we discern no timeliness requirement encompassed in the applicable nonbankruptcy law which governs the specific situation confronting us, namely the case of late-filed-but pre-assessment – state income tax return. We need not delve into questions regarding the consequence of filing either a state or federal income tax return post- assessment, as that issue is not before us. GM asks bankruptcy court to bar most ignition claims NEW YORK, April 22, 2014 (AFP) General Motors asked a US bankruptcy court to bar most suits filed over its faulty ignition system, arguing its 2009 court-approved bankruptcy reorganization shields it from liability in most cases. In papers filed late Monday, GM said it is not seeking protection from suits over the 13 fatalities and other injuries linked to the defect. But GM argued that under the 2009 bankruptcy agreement, which came after the government took the company over to save it from collapse, it should be shielded from economic damages due to product defects. These would include the decline in value of a damaged vehicle, or the cost of child care or alternative transportation while the car was out of use. “It was an absolute condition of New GM’s purchase offer that New GM not take on all of Old GM’s liabilities, the filing said. “That was the bargain struck by New GM and Old GM, and approved by the court as being in the best interests of Old GM’s bankruptcy estate and the public interest. GM said the plan to restrict liability was also endorsed by the US Treasury as the company emerged from bankruptcy. Treasury, which on the government’s behalf held a majority stake in the automaker at the time, wanted the structure that “would best position new GM for a successful business turnaround, GM argued in the brief. A GM spokesman said the company

“has taken responsibility for its actions and will keep doing so. The company has hired victim compensation expert Kenneth Feinberg to advise it on how to deal with victims of accidents tied to the ignition problem. But attorneys in a class action suit on behalf of people whose GM cars have been recalled for the ignition defect asked the court on Monday to reject GM’s request. They argued that the company had “fraudulently concealed the ignition problem from its government shareholder, from the bankruptcy court and from consumers in the bankruptcy reorganization. GM knew of the ignition problem for more than a decade and did not disclose it, they said. “As a result, consumers did not have an opportunity to assert or have any reason to believe that they should try to assert any objections or claims in the bankruptcy case concerning damages caused by the defect, said the complaint. Plaintiffs attorneys noted GM faces a criminal probe by the Department of Justice into its actions. They also cited a letter from five US Senators requesting the US to oppose GM’s efforts to avoid liability for the pre-2009 problems. Meanwhile GM announced Tuesday a restructuring of its global engineering division into divisions overseeing product integrity and vehicle components and subsystems, appointing chiefs of both sections. GM has said the creation of the global integrity division will bolster safety and prevent another debacle like the ignition recall.

BOC finds 185 container vans of supposedly smuggled rice in Davao MANILA, Apr 25 (Mabuhay) – Authorities are now tracking down the owners of rice found in 185 container vans in the Davao City, as the shipments were believed to have been smuggled into the country. The container vans were in two ports – Davao City Port and Panabo Wharf. Customs Commissioner John Sevilla was on-site when the container vans were opened. Initial investigation showed the rice was consigned to a company based in Metro Manila, without identifying the consignee. Davao City Mayor Rodrigo Duterte was expected to take a tough stance against smugglers, having warned he was ready to kill rice smugglers operating in his turf. Last January, the National Bureau of Investigation (NBI) arrested trader Davidson Bangayan, claiming he was the David Tan who was allegedly involved in rice smuggling. Bangayan was arrested after he surrendered to Justice Secretary Leila de Lima to refute the charges against him. De Lima said Bangayan was arrested by the NBI based on a 2010 arrest order issued by the a Caloocan City Regional Trial Court. Last Feb. 3, Duterte told a Senate committee hearing that Bangayan was the same person as the one using the alias David Tan. (MNS)

Getting a mortgage loan without any points and fees As a lender myself, we have not had a client pay point fees in many years, borrowers are smarter than that now. Are closing costs keeping you from refinancing a mortgage? If so, a no-closing-cost mortgage may be for you. With this type of mortgage, you won’t need to pay thousands of dollars in upfront fees. However, the trade-off for waiving those fees is a higher interest rate over the life of the loan. Which still should be considered, depending on what your existing traditional mortgage, it could take more rates are today. than five years to recoup the closing costs. Paying a slightly higher interest rate to forgo closing costs may also make sense if you need the cash to do renovations on your home. When it doesn’t pay Do you plan to stay in your home more than five years? If so, a no-closing-cost loan likely will end up costing you more than a loan with closing costs. That’s true whether you’re taking out a mortgage for a new purchase or refinancing an existing loan. Typically, you’ll break even on your closing costs in a few years. Going with a no-closing-cost loan saddles you with a higher interest rate over the rest of the home loan. That could end up costing you a lot more than the upfront fees if you keep the mortgage for a long time. Take the hypothetical example of two choices for a $150,000 loan. One has a

rate of 3.75 percent with $3,500 in closing costs; the other has a rate of 4.25 percent, with no closing costs. Going with the higher-rate, no-closingcost option runs $43.24 a month more, or $15,567 more over 30 years. In this scenario, it takes six years and nine months to break even and recoup the closing costs via the lower monthly house payments. It’s not something that every lender will offer, but it doesn’t hurt to ask about that option. To me, i will go for the no cost loan even if i intend to stay long term. Now a days, more people are getting the option of a 5 or 7 year fixed rates for loans. US new-home sales dive 14.5% in March WASHINGTON, April 23, 2014 (AFP) - US new-home sales dived in March, the second month in a row of slower sales, according to official data released Wednesday adding to signs of weakness in the housing market. New singlefamily houses were sold at a rate of 384,000 units annually in March, from February’s revised rate of 449,000 units, the Commerce Department said. It was the steepest monthly decline since last July. Analysts on average estimated the sales pace increased to 455,000. Sales were down 13.3 percent from a year ago. New-home sales are a small part of the US housing market, where recovery is stalling

after a rise in mortgage interest rates last year and a brutal winter in the first months of 2014. The supply of houses on the market jumped 20 percent in March to a 6.0 months’ supply at the current sales rate, compared with 5.0 months in February. The median sales price of new houses sold in March was $290,000, up 11.5 percent from February and 12.6 percent from a year ago. “At least some rebound in sales and a drop in prices is a decent bet for April, but our core view is that the housing market has stalled and won’t contribute to GDP growth this year,” said Ian Shepherdson, chief economist at Pantheon Macroeconomics.

PRAYER TO THE HOLY SPIRIT Holy Spirit Thou who make me see everything and show me the way to reach my ideal, You who give me the divine gift to forgive and forget the wrong that is done to me and who are in all instances of my life with me. I, in this short dialogue, want to thank You for everything and con¿rm once more that I never want to be separated from You no matter how great the material desires may be. I want to be with You and my loved ones in Your perpetual glory. Amen. A person must pray this for three consecutive days without stating his wish. After the 3rd day the wish will be granted, no matter how dif¿cult it may be. Promise to publish this as soon as your favor has been granted. Grateful Thanks -TEN

Kris: I’m not pregnant! “I am not pregnant! Nakakaloka! This was Kris Aquino’s answer when asked by her doctor on Tuesday whether she is pregnant, before proceeding with intravenous medication after she fell ill while taping for her morning talk show. A laughing Aquino, who was rushed to the Makati Medical Center earlier in the day, shared the conversation with her doctor during the live telecast of “Aquino & Abunda Tonight. “Tinanong ako! Nakakaloka ‘yung doktor! she narrated. “Bago niya ako saksakan ng kung anu-ano, sabi niya, ‘Ma’am, I hope you don’t mind...’ Sabi ko, ‘Yes, what?’ Hilo-hilo pa ako ah. ‘I just

have to know −are you pregnant?’ Sabi ko, ‘No, I’m not pregnant, doc! Nakakaloka!’ “Hindi po akong puwedeng mabuntis! she added. “Wala po akong ginagawa para mabuntis ako! Can we just clarify that? Aquino recently confirmed dating Quezon City Mayor Herbert Bautista. The two have since reportedly split up, following a statement by Aquino about a big change and hinting on a “heartache. In January, Aquino candidly admitted that she has been celibate for a time. She has two children − 18-year-old Joshua with former boyfriend, actor Phillip Salvador, and 7-year-old Bimby with ex-husband, star cager James Yap. (MNS)

Vhong on girlfriend: ‘Siya na, habang-buhay’ Vhong Navarro said the controversy surrounding his mauling, which left him with serious injuries, has strengthened his relationship with long-time girlfriend, Tanya Bautista. The “Da Possessed star was asked where he currently stands with Bautista almost three months after his encounter with the group of businessman Cedric Lee. “Sobrang saya namin lalo ngayon, Navarro said. “Noong una kasi, sobrang hirap. Kasi nababalik sa kanya ‘yung ginawa ko, e, ‘di ba? Iyon talaga, nag-mimixed emotions siya. Meron okay kami, tapos hindi na siya okay. In the weeks following the mauling, an emotional Navarro apologized repeatedly

to Bautista for agreeing to meet model Deniece Cornejo, who posted bail on Wednesday for grave coercion in connection the January 22 incident. Cornejo’s rape complaint against Navarro, where she claimed the attack on the actor was provoked by the alleged sexual assault, has since been junked by the Department of Justice. “Ngayon kasi, ang sarap, e, Navarro said of his relationship with Bautista. “Parang, sabi ko nga, best friend ko rin pala siya. Kasi before, parang ang lagi ko lang focus doon sa mga kaibigan ko talaga. “Kumbaga, this time mas nakita ko, mas naramdaman ko, na hindi lang pala talaga siya girlfriend ko lang. Hindi lang

siya ‘yung makakasama ko habang-buhay. Siya rin pala ‘yung best friend ko, he said. Navarro, whose previous marriage with Bianca Lapus was annulled in 2010, added that he has made a conscious effort to assure Bautista of his being a faithful partner, after the controversy involving Cornejo. “Sobrang sinasabi ko ‘yon. Oo naman, kasi pinagbigyan niya ako. Kaya nga sobrang sising-sisi ako na nagawa ko sa kanya ‘yon. Ngayon, ‘yung telepono ko, ayan na, he said. Asked if he sees the relationship heading towards marriage, Navarro said, “Gusto ko lang sabihin na wala na akong hahanapin pa kay Tanya. At gusto ko, siya na makasama ko habang-buhay. (MNS)

Pacquiao has lost his ‘pop’, Mayweather BY GREG HEAKES

LOS ANGELES, April 24, 2014 (AFP) – Floyd Mayweather says Manny Pacquiao has lost a step and that the Filipino’s superstar slide has coincided with his decision to split from former strength trainer Alex Ariza. The 37-year-old undefeated welterweight champ Mayweather weighed in Wednesday on the latest performance by Pacquiao who beat Timothy Bradley on April 12 in Las Vegas in a rematch of their first bout in June 2012. “Actually, I did watch the fight,” said Mayweather who is training to fight Argentina’s Marcos Maidana in a 147-pound title bout on May 3 in Las Vegas. “You know, I haven’t seen Pacquiao fight in years. I’ve seen highlights, but I haven’t seen Pacquiao fight since he fought Miguel Cotto.” Mayweather said he wasn’t impressed and fired a couple of verbal jabs of his own at Pacquiao. He said Pacquiao looked like an “amateur” and that in his opinion the World Boxing Organization welterweight champ has less power and stamina than he did five years ago. “I thought Pacquiao fought like an amateur and I wasn’t pleased with his performance,” Mayweather said. “He got the victory the best way he knew how. I’m seeing something totally different in Pacquiao.” Pacquiao worked with Ariza for five years before splitting with him last year. Ariza had a key role in helping Pacquiao win titles in several different weight

classes, including 147 and 154 pounds. Mayweather said it was the first time since 2009 that he has watched a full fight of Pacquiao’s. Mayweather couldn’t have watched Pacquiao’s first fight against Bradley on June 9, 2012 even if he wanted to. Just eight days earlier, Mayweather had been sentenced to three months in a Las Vegas jail for hitting his ex-girlfriend, Josie Harris, in front of his children. ‘Total change in Pacquiao’s power’ “I noticed since Ariza is not with Pacquiao, a total change in Pacquiao’s power,” he said. “I don’t see the same pop in Pacquiao’s shots, the same snap. He is getting tired.” Pacquiao and Mayweather were once considered the world’s top poundfor-pound fighters and record profits were expected from a showdown. But a disagreement over the splitting of the purse, pre-fight blood testing and a bad blood between Mayweather and Pacquiao’s promoter Bob Arum scuttled negotiations for a mega-fight. Mayweather, who has been accused by some people of dodging Pacquiao, said even though he feels the Filipino southpaw isn’t the dominating boxer he once was, he is in no hurry to step in the ring with him. “I’m seeing something totally different in Pacquiao, but still, that don’t make me say, ‘Yeah, I am going out there and fight him,’ because he’s with Bob Arum and I’m with Mayweather Promotions,” he said on Wednesday.

Filipino boxing hero and congressman Manny Pacquiao, left, shakes the hands of Philippine President Benigno Aquino III during his courtesy call at the Malacanang Presidential Palace in Manila Philippines on Monday, April 21, 2014. Pacquiao recently defeated American Timothy Bradley during their WBO welterweight title bout in Las Vegas. (MNS photo)

Pacquiao pays courtesy call on Pres. Aquino MANILA, Apr 21 (Mabuhay) – A week after beating Timothy Bradley Jr., boxing champion and Sarangani Rep. Emmanuel “Manny” Pacquiao paid a courtesy call on President Benigno Aquino III in Malacañang. Pacquiao arrived at the Palace at around 2 pm and met with the President. The two then talked in private. During a press conference on Monday, Presidential Communications Operations Office head Herminio “Sonny” Coloma Jr. also did not divulge any details about what the two may talk about but said the two were “friends.” “Sa aking palagay ito ay pagkikita

lamang ng dalawang magkaibigan at pagpapalitan ng paghanga at pasasalamat,” he said. As for Pacquiao’s tax woes, Coloma said there has been a “friendly engagement” between the boxing champ and Internal Revenue chief Kim JacintoHenares. “Nililinaw lang natin: There is no ill will or animosity that is present in all of these conversations,” he said. The Sarangani lawmaker returned to the Philippines last Friday after winning the WBO welterweight title from Bradley by unanimous decision last Saturday (Sunday, PHL time). (MNS)

Ford profit dives on weak North America, recall costs By Veronica Smith

WASHINGTON, April 25, 2014 (AFP) – US auto giant Ford posted Friday a large decline in first-quarter profit as sales fell in its key North America market and costs rose for vehicle recalls. The second-largest US automaker blamed bad winter weather in part for its disappointing performance in North America. Other negative factors included an unfavorable exchange rate in South America. “While similar factors could occur in the future, it is unusual for items like these to occur in this magnitude in the same quarter, Ford said in a statement. Net income was $989 million in the first three months of the year, down 39 percent from $1.6 billion a year ago. Adjusted earnings of 25 cents per share came in six cents below Wall Street expectations. Revenue rose 0.8 percent to $35.9 billion, beating estimates. Ford president and chief executive Alan Mulally, who is expected to leave the company this year after a seven-year run, said the automaker had a “solid quarter as it transitions into an ambitious program for the year that includes the launch of 23 new global vehicles. “We are on track with our most aggressive product launch schedule in our history, said Mulally. Mulally is widely regarded as helping

to restore Ford’s luster, steering the company clear of a government bailout during the 2008 financial crisis and overseeing impressive sales growth. Earnings rose 26 percent in 2013 to $7.2 billion. Global auto sales volume rose six percent and revenue climbed one percent from the 2013 first quarter. The Dearborn, Michigan-based company said it scored continuing market-share gains in the Asia-Pacific region, including a record share in China. In North America, Ford’s largest market, wholesale auto sales fell two percent in volume and revenue declined five percent. Pre-tax profit fell to $1.5 billion, down $892 million from the year-ago record profit. The lower results reflected higher costs of $500 million linked to weather-related charges and vehicle recalls. South America pre-tax losses more than doubled to $510 million. Ford said it expects lower full-year earnings in North America and a wider loss in South America. Upward trends The Asia Pacific region swung into pre-tax profit of $291 million from a $28 million loss a year ago. Leading the growth was China, the world’s largest auto market, where wholesale auto sales volume soared 45 percent. Ford plans to introduce at least 15 new models in China this year.

Its sporty proportions and powerfully dynamic design language featuring the interaction of concave and convex surfaces give this four-door coupe its distinctive look. The athletic look of the rear end comes from the drawn-in C-pillars paired with the shoulder muscle above the rear wheel arches. The tail lights are framed by the muscular shoulder lines extending into the back while the horizontal light layout emphasizes the car’s powerful and visually striking breadth. German engineering is our expertise: Shick Automotive “We specialize in all models” is the typical statement that many auto repair shops advertise. Some even say that they are experts in German and Japanese cars. With the advent of another Asian car manufacturer, Korean was added to the mix. However, being an expert in so many car manufacturing models may also have a drawback. This means a spread of resources, which is lesser knowledge in one particular field as it is difficult to accommodate each and every car model on earth – if it’s even possible. Needless to say, the shop that claims that they can fix any car model may be able to repair your vehicle, but don’t expect it to be in the best of shape than it could be since becoming an expert in one particular brand takes time, experience and a lot of

knowledge. This piece of wisdom is what Shick Automotive Inc. would like Weekend Balita readers to remember. No one wants to have their morning ruined due to a stalled vehicle, which can result in a child being late to school. Of course, no one can escape these facts of life, but we can reduce them by being responsible and getting our vehicles in tip-top shape. Shick Automotive Inc. professionals are not only highly certified and experienced technicians. At Shick Automotive Inc., only genuine German products are being used. These include the several types of engine oils that one particular type of vehicle needs. Shick Automotive Inc. also has a huge stock of

German filter brands and other engine, transmission, tire and accessory products that were manufactured specifically for one particular German brand. Shick Automotive Inc. has a made a commitment to specialize in this only one type of engineering. This is why they also sell mostly German-made cars because they know that their customers are assured of top quality vehicles, including pre-owned vehicles that undergo several points of inspection before they are sold. If you have German vehicle – BMW, Mercedes-Benz, Audi or Volkswagen – try visiting Shick Automotive and experience the difference. And did we mention that Shick Automotive Inc. has cars in the lot? Shick Automotive Inc. has great deals especially for luxury cars,

including BMWs and Mercedes-Benzes. Their pre-owned luxury cars are also among the top of the line because of what has been mentioned earlier: the service department puts in extra work to make sure that each and every vehicle being repaired results in enjoyment from the customer receiving a three-month or 3,000-mile engine/transmission warranty. To know more about Shick Automotive Inc. or if you are thinking about buying a top-quality pre-owned car, shop Shick Automotive Inc. first. Shick Automotive Inc. is located at 9459 Sepulveda Blvd., North Hills, CA 91343. You may reach them at (818) 8927000. They are open Monday thru Saturday from 8 a.m. to 5 p.m.except Saturdays, which is from 9 a.m. to 3 p.m.

All-New 2014 Mitsubishi Mirage Ranked #1 in Cars. com’s ‘Top 10 New Cars for Penny Pinchers’

Richard Samaco (left) and John Rodis, Filipino Sales, Glendale Mitsubishi

Cypress, California, March 4 – Mitsubishi Motors North America, Inc. (MMNA) has seen its all-new 2014 Mitsubishi Mirage 5-door hatchback take overall top honors by finishing in first place in Cars.com’s latest “Top 10 New Cars for Penny Pinchers” list. In its evaluation, Cars.com utilized key data points in its assessment, including a vehicle’s starting price, combined EPA fuel mileage rating and estimated cost for fuel over the first eight years of ownership to determine its rankings. In the very important eight-year cost for fuel metric, Cars.com determined that the 2014 Mitsubishi Mirage would save consumers nearly $1,000 in fuel costs when compared to the vehicle that finished in second place, and more than $2,000 over many of the other “Top 10” finishers. The 2014 Mirage delivers impressive fuel economy with an EPA fuel mileage rating of 37 mpg city/44 mpg highway/40 mpg combined. Important standard safety features include 7 air bags (including driver’s side knee air bag), Active Stability Control (ASC) and Mitsubishi Motors’ patented Reinforced Impact Safety Evolution (RISE) body/chassis construction. Additional peace of mind is delivered through Mitsubishi Motors’ exceptional warranty that includes a 10-year/100,000-mile limited powertrain warranty, 5-year/60,000-mile new vehicle basic limited warranty, 5-year/unlimited miles roadside assistance and 7-year/100,000-mile anti-corrosion limited warranty. powered non-hybrid vehicle to appear on the American Council for an Energy-Efficient Economy’s (ACEEE) “Greenest Vehicles” list – a testament to the excellent efficiency engineered into Mitsubishi Motors’ latest vehicle to join the company’s diverse model lineup. “We’ve had such an influx of hybrid and electric vehicles in recent years that the race to earn a spot on the ‘Greenest’ list is more competitive than ever, particularly for conventional vehicles. It’s encouraging to see automakers investing heavily in eco-savvy vehicles on the whole,” said ACEEE lead vehicle analyst Shruti Vaidyanathan. The 2014 Mitsubishi Mirage is the most fuel-efficient non-hybrid gasoline vehicle available in America with an

EPA fuel rating of 40 mpg combined city and highway (37 mpg city/44 mpg highway). Honda Accord Hybrid and Civic Natural Gas named to KBB.com’s 10 Best Green Cars of 2014 List TORRANCE, Calif., April 21 − Industry experts at KBB.com named the 2014 Honda Accord Hybrid and the 2014 Honda Civic Natural Gas to their annual list of the 10 Best Green Cars. The editors at Kelley Blue Book were impressed by the Accord Hybrid’s superb driving experience and class-leading fuel economy ratings and by the Civic Natural Gas’ use of a domestically sourced, clean-burning fuel. “For customers looking to purchase vehicles that have low CO2 emissions, Honda has two great options on KBB. com’s list—the fun-to-drive, fuel efficient Accord Hybrid and the Civic Natural Gas powered without a drop of gasoline,” said Steven Center, vice president of the Environmental Business Development Office at American Honda Motor Co., Inc. “This recognition from Kelley Blue Book validates the efforts of Honda engineers who for decades have continued to work towards our goal to leave ‘Blue Skies for our Children.’” The 2014 Honda Accord Hybrid is designed to deliver outstanding fuel efficiency and fun-to-drive performance and, with a 50 miles per gallon EPA city fuel economy rating1, it has the highest city mpg rating of any four door sedan. The Accord Hybrid’s two-motor hybrid system, part of an expanding lineup of Honda Earth Dreams Technology™ powertrains, seamlessly blends electric-only, hybrid and engine drive modes along with powerful regenerative braking to provide responsive and efficient performance in a wide range of driving situations. KBB.com’s honor adds to the growing list of prestigious awards for the Honda Accord Hybrid that include being named About.com’s “Best New Cars of 2014” and Green Car Journal’s Green Car of the Year. The Accord Hybrid also earned a TOP SAFETY PICK+ rating by the Insurance Institute for Highway Safety (IIHS) (when equipped with the available Forward Collision Warning system) and a 5-star Overall Vehicle Score by the National Highway Traffic Safety Administration (NHTSA)2. Also earning a spot on KBB.com’s list, the Honda Civic Natural Gas has a combined EPA fuel economy rating of 31 mpg1‡ and an estimated fuel cost savings of up to 40 percent compared to a typical gasoline-powered compact car. The Civic Natural Gas, powered 100 percent by natural gas, can be refueled in a matter of minutes, much like a conventional gasoline-powered car. New for 2014, the Civic Natural Gas Leather Navi model gains additional premium features such as leather seats, heated front seats, heated side mirrors and a six-speaker audio system. The Civic Natural Gas’ standard interior has also been upgraded for 2014 with more premium seating materials and door panel trim.
