MANILA, August 29, 2014 (AFP) – Seventy-five Filipino members of a UN peacekeeping force besieged by Syrian rebels on the Golan Heights are ready to use “deadly force” to defend themselves, their commander in Manila said Friday. Talks were underway to free a separate group of 43 peacekeepers from Fiji who have been taken hostage by the antiDamascus fighters, officials said. The United Nations Security Council “strongly condemned” the assaults against the peacekeepers, which it said were carried out by “terrorist groups and by members of non-state armed groups”. The Filipino peacekeepers trapped at two posts on the Syrian side of the Golan

Andray Blatche’s ‘citizenship’ hurdle to PHL Asian Games’ dreams MANILA, August 28, 2014 (AFP) – The Philippines said Thursday their hopes of winning their first Asian Games basketball medal in 16 years have been put in doubt over the eligibility of their NBA star Andray Blatche. Incheon Asian Games organizers on Monday demanded proof of citizenship for some of the 149-member Filipino contingent including US-born Blatche, and two other male basketball players, the Philippine Olympic Committee said. “All these players are eligible as far as we are concerned,” committee spokesman Joey Romasanta told AFP. Losing Blatche, a 6-foot, 11-inch (2.11-metre) Brooklyn Nets centre, would be a blow for the local basketball federation, which had vowed to bring home the gold medal, Romasanta admitted. Pacquiao to train future China world champions MANILA, August 27, 2014 (AFP) – Philippines sports legend Manny Pacquiao said Wednesday he is to open a Chinese government-backed chain of boxing academies across China to train potential future world champions. The Chinese government will embark on the first “Manny Pacquiao Boxing Education Institute” in Beijing, with others to be built elsewhere in China later, Pacquiao announced on Manila’s ABS-CBN television in a telephone call from Shanghai. “The plan is to share with them my boxing knowledge,” said the 35-year-old World Boxing Organization (WBO) welterweight champion, who has held world titles in eight weight divisions. “With a population of 1.4 billion, they have so many boxers. So I think they would be able to produce good fighters, like world champions,” he added. “The important thing is to teach them the basics.” Pacquiao was in China this week as part of a global promotional tour ahead

of his November 23 WBO welterweight title defence in Macau against unbeaten American challenger Chris Algieri. He said he had held talks with the Chinese authorities in the past two days for the “inauguration” of a company to undertake the project. “They (Chinese government) will put up the facilities, and if I have the time, I will visit them like once a month or once in three months to supervise them,” Pacquiao said. Pacquiao did not reveal the project’s timetable or costs but added he believed the partnership could help thaw frosty ties between the Philippines and China, who are engaged in a tense territorial maritime dispute in the South China Sea. Aquino on ice bucket challenge: I have a cold MANILA, Aug 28 (Mabuhay) – Pass. That was President Benigno Aquino III’s response when asked about the ice bucket challenge that has been trending on the Internet. “Huwag na muna nating pag-usapan dahil una kong ivo-volunteer (icha-challenge) si (Media Relations Undersecretary) Rey Marfil,” Aquino said in jest during an interview with Bombo Radyo on Thursday. The President added that he was also feeling a bit under the weather. “Lalo ngayon may sipon ako medyo… (Especially now I have a cold),” he said. His answer was no different from Presidential Spokesperson Edwin Lacierda’s response on Wednesday to a radio reporter. “May lagnat ako ngayon at may ubo (I have fever and cough),” he said laughing during a Palace press briefing.

Lacierda, who kept coughing during the interview, said he would just donate money to the cause. The ice bucket challenge first became popular in the United States to help promote awareness of amyotrophic lateral sclerosis (ALS). Participants are filmed while having a bucket of ice water poured on them. They would then have to nominate others to do the same challenge. Those nominated should do the challenge within 24 hours or donate to the ALS Association. According to the ALS Association, ALS is a “progressive neurodegenerative disease that affects nerve cells in the brain and the spinal cord.” The degeneration of motor neurons causes a patient to lose muscle movement control, resulting in paralyzation and even death.

CBCP chief raises bioethical concerns on Ice Bucket Challenge MANILA, Aug 28 (Mabuhay) – The wildly viral ALS Ice Bucket Challenge may be for a good cause, but it may have some bioethical issues, the head of the Catholic Bishops’ Conference of the Philippines warned. In a statement, CBCP president and Lingayen-Dagupan Archbishop Socrates Villegas also reminded Filipinos taking the ALS Ice Bucket Challenge is an act of compassion and not a fad. “As a pastoral guideline, we therefore urge those participating in the ice-bucket challenge and making donations to ALS research to make a clear and unequivocal declaration that their donation is made on condition that none of it is to be applied to research that involves the use of embryonic

stem cells, in vivo or in vitro,” he said. He said Catholics who participate in the challenge and who make donations to this research must also demand from organizers an assurance that none of the donations made will be applied to researches that are “ethically reproved.” But he maintained the Church will push support for such research so long as they “keep within the confines of the ethical demands of human dignity.” “As long as research on ALS as well as other debilitating conditions such as Parkinson’s Diseases and Alzheimer’s keep within the confines of the ethical demands of human dignity, they will be encouraged by the Church, and our Catholic faithful will be urged to support them with gener-

osity and with charity for all who suffer,” he said. The ice bucket challenge seeks to boost awareness for Amyotrophic Lateral Sclerosis and to raise funds for research to address it. As of Aug. 27, the ALS Association said the challenge has raised $94.3 million since July 29. Bioethical concern Villegas cited “disturbing reports” that ALS research involves the use of stemcells, which may promise to reverse the death and degeneration of brain cells. But he said stem-cells are most readily harvested from embryos, “and it is in this regard that this type of research is ethically problematic.”

Villegas cited the “Instruction on Respect for Human Life in Its Origin and on the Dignity of Procreation” issued by the Congregation for the Doctrine of the Faith on February 22, 1987. “It is therefore even more condemnable when embryos are destroyed so that their pluripotent stem cells may be harvested for research for even therapeutic purposes,” he said. He added it is “no better when embryos are the result of ‘in vitro’ fertilization, developed purposely as a source of stem cells.” Villegas cited the same Instruction in pointing out human embryos obtained in vitro “are human beings and subjects with rights.”

Aquino: CCT not perfect, needs new poverty data MANILA, Aug 28 (Mabuhay) – The system may not be perfect but President Aquino still believes the conditional cash transfer (CCT) program is doing much to help the poorest families in the country. Critics have been calling for an end to the CCT due to supposed abuses during elections and allegations it has failed to address poverty. The President said one way to improve the CCT program is to do a new survey on poverty incidence in the country. He said the survey was one of the programs to be funded by the disbursement acceleration program before the DAP was scrapped. In a statement on Thursday, Forbes said Sy – who owns the country’s largest mall operator, SM Prime Holdings Inc. – is still on top of its 50 Richest people

list with a net wealth of $12.7 billion. PHL economy rebounds, joins Asia top performers MANILA, August 28, 2014 (AFP) – The Philippine economy rebounded to post 6.4-percent growth in the second quarter and regain its status as one of the strongest in Asia, authorities said Thursday. The private sector took the lead as the economy recovered from a relatively modest expansion of 5.6 percent in the first quarter, which was partly due to the impact of devastating natural disasters, economic chiefs said. “This higher growth rate, coming from a high base a year ago, shows that the economy is back on the higher trajectory of growth,” Economic Planning Secretary Arsenio Balisacan said. “We remain as one of the bright spots in the region, the second-fastest-growing economy among major Asian countries for the period, tied with Malaysia’s performance.” He cited the strong performances of the industry, services and exports sectors for much of the recovery, offsetting lower government spending that was partly due to “administrative bottlenecks”. The latest figures brought growth for the first half of 2014 to 6.0 percent and boosted optimism that the country would still attain its target of 6.5 to 7.5 percent growth for the whole year, Balisacan said. Independent economists gave guardedly optimistic assessments for the Philippines, a nation of 100 million people which in recent years has seen its economy surge after long lagging behind most of its Asian neighbors.

The Philippine economy grew 6.8 percent in 2012 and 7.2 percent in 2013, but there are concerns about the sustainability of such strong numbers. “It’s a decent rebound but there are still challenges ahead,” said Johnathan Ravelas, chief market strategist of BDO Unibank, one of the country’s largest banks. Ravelas cited as among the potential threats the barrage of storms that hit the Philippines, particularly in the second half of the year, and emerging “political noise” as the 2016 national elections get closer. He also told AFP the government needed to accelerate spending to address the need for better infrastructure and more reliable energy sources. ANZ Research, in an advisory, said it was forecasting 6.9-percent growth for the whole of 2014, but that this depended on President Benigno Aquino pushing ahead with plans to increase spending on infrastructure. Balisacan told reporters that state spending would increase with urgency, saying “the identified administrative bottlenecks that contributed to the underperformance of the government sector are being addressed”. He also said the government had dealt with delays in approving rehabilitation projects for communities devastated by Super Typhoon Haiyan, the most powerful storm ever to hit land, in November last year. The storm left more than 7,300 people dead or missing across farming and fishing areas of the central Philippines.

Recto seeks 20% pay hike to improve purchasing power of gov’t employees MANILA, Aug 28 (Mabuhay) – Senate President Pro-Tempore Ralph Recto has filed a bill providing for 20 percent increase in the basic salary of approximately 1.2 million civil servants and about 400,000 uniformed personnel in the country. Under his Senate Bill 2372, Recto explained that his proposal aims to improve the purchasing power of the civil servants and uniformed personnel in the country that was eroded by inflation. ”It has been two years since the last tranche of the salary increase. Hence, it is imperative upon Congress to revise further the present compensation schedule to update the same, and to further encourage excellent performance and productivity,” Recto explained in his proposed bill. Recto said statistics show that the Consumer Price Index (CPI) using 2006 as the base year is 115.9 for the period of June 2009 while that for June 2014 is 139.6. ”Government employees can barely afford to support their families as the inflation rate between June 2009 and June 2014 grew at a significant 20.44 percent,” Recto said. While admitting his proposal would require additional funding sources, Recto said the savings derived from the national budget may be used to increase

salaries of government employees. ”From fiscal year to 2010 to 2015, government was able to generate savings of Php 50 to Php 60 billion annually,” he said. He further explained that his proposal will put money in government employees’ pockets and will increase disposable income, boost consumer spending. Court orders turnover of Marcos’ $42-M loot to gov’t MANILA, Aug 27 (Mabuhay) – The Sandiganbayan has ordered the turnover to the government of 42 million US dollars in the so-called “Arelma” account of the late dictator Ferdinand Marcos. The anti-graft court’s Special Division issued a two-page writ of execution on the 18th of this month directing the transfer of the money from the Philippine National Bank to the Bureau of Treasury. The funds represent Marcos assets, originally amounting to 2 million dollars deposited with Merrill Lynch Securities in New York in 1972 in the name of Arelma Foundation. The order was based on a Supreme Court ruling dated March 12, 2014. In the ruling, the High Court junked the motion for reconsideration filed by Imelda Marcos, on behalf of the late President, and affirmed its April 25, 2012 decision which held that “[a]ll assets, properties, and funds belonging to Arelma, S.A., with an estimated aggregate amount of $3,369,975 as of 1983, plus all interests and all other income accrued thereon” be forfeited in favor of government when these assets are transferred to the possession of the Republic of the Philippines. The case stems from a petition for forfeiture filed by the Presidential Commission on Good Government (PCGG) with the Sandiganbayan on Dec. 17, 1991 involving $356 million ($658 million as of the April 2012 SC ruling), and two treasury notes worth $25 million and $5 million, allegedly illegally amassed by the Marcoses.

The PCGG petition also sought the forfeiture of the assets of alleged dummy corporations and entities established by the Marcoses, as well as real properties and personal properties obtained by the couple “manifestly out of proportion” to their lawful income. Arelma, which maintained an account and portfolio in Merrill Lynch, New York, was described by the PCGG in the petition as among entities purportedly organized by the Marcoses for “hiding ill-gotten wealth.” The PCGG stressed that the Marcoses could not have afforded to acquire Arelma because their combined lawful income for the period 1966 to 1986, or in the two decades they were in power, was only P2,319,583 or $ 304,372, or only 9% of the entire Arelma fund of $3.4 million in 1983. The PCGG obtained a favorable ruling from the Sandiganbayan on April 2, 2009; the anti-graft court declared all assets and properties of Arelma, S.A. forfeited in favor of the government. The Marcoses filed an appeal with the SC to seek a reversal of the Sandiganbayan ruling. In its 2012 decision, the high court stressed that “in determining whether the presumption of ill-gotten wealth should be applied, the relevant period is incumbency, or the period in which the public officer served in that position.” “The amount of the public officer’s salary and lawful income is compared against any property or amount required

Sandigan ruling on Bolante shocks ex-senator MANILA, Aug 28 (Mabuhay) – A former senator is shocked that the Sandiganbayan Second Division did not find probable cause to charge former agriculture officials with plunder over the P723 million fertilizer fund scam. Former Senator Ramon “Jun” Magsaysay Jr. said he was shocked to learn of the Sandiganbayan ruling amid the voluminous documents the Senate provided the Office of the Ombudsman, which was first compiled and assessed during his leadership as chairman of the Agriculture committee. “If there is an issue that really symbolized the hardships of many people, the farmers and their families, this is the one. If this case was given due process at the Sandiganbayan, the millions of taxpayers would be able to see that the criminal justice system is working,” he said. He said the pieces of evidence they were able to come up with are very strong. “The P728 million fund scam was the only initial amount assessed. As audited by our group, including the investigation of the [the late Solicitor General] Frank Chavez, the amount blew up to P2.8 billion.” Magsaysay said he wants to tap former Senators Richard Gordon and Joker Arroyo to push the current agriculture and blue ribbon committees to bolster the case of the Ombudsman. Gordon took over the probe after Magsaysay left the Senate.

Arroyo, on the other hand, was the head of the blue ribbon committee that helped the agriculture committee draw up an indepth report. “[All three of us] can sit down with Senator Cynthia Villar. Maybe they can put more policy and detail to open the eyes of those at the Sandiganbayan,” he said. The Sandiganbayan found weak evidence to establish probable cause for plunder against former Agriculture Undersecretary Jocelyn “Joc-Joc” Bolante, former Agriculture Secretary Luis “Cito” Lorenzo, former Agriculture Assistant Secretary Ibarra Poliquit, and others for the P728 fertilizer fund scam. The anti-graft court’s second division said: “All told, the evidence so far presented by the prosecution fails to establish the existence of probable cause that accused Bolante, by himself or with the help of his co-accused, amassed, accumulated, and/or acquired ill-gotten wealth in the aggregate amount of at least 50 million pesos.” It recognized, however, that it “cannot close its eyes to the glaring badges of fraud and irregularity in the glaring release and utilization of the 723 million peso Fertilizer Funds.” As such, it gave the Ombudsman 60 more days to strengthen its case. “I would like to see the text to assess the context since [a news report] looked sketchy. This usually took a year of planning and reservation to get us all together in one place on a Labor Day holiday. One private campground we used to go to for five years was called Oakwood Lake in Manteca, near Sacramento. Yosemite National Park, on the other hand, offered the fresh smell of evergreens, the cascading sounds of the waterfalls, lush surroundings, miles of hiking and walking through the mountains or mountain climbing if that’s your passion, and El Capitan’s sight hovering in front of one’s eyes on a moonlit-night. US welcomes 10,000 new citizens in L.A. LOS ANGELES – Los Angeles and Southern California on Wednesday welcomed 10,065 newly naturalized citizens in a solemn but celebratory event for the thousands of immigrants at the Los Angeles Convention Center in South Hall “H-J.” The candidates, lawful permanent residents who have met all the requirements for citizenship, represented nearly 150 countries, including those from the Philippines, many of whom came with their relatives and families who cheered the new US citizens from the gallery. Tax and social security deductions, is almost $6,000, so net income is $11,000. Less $2,000 for 401K, that’s $9,000. Deduct the wage garnishment of $4,000, that’s $5,000. That $5,000 is used to pay the mortgage of almost $4,000 and the 2nd mortgage of $500, so there’s only $500 left for food and other necessities. Now, that is no way to live, is it? Clients feel bad because the investment house was foreclosed years ago but still owe $330,000 on the 2nd mortgage of that property. Why is this so? The foreclosure took the house so there is no more collateral which means that legally the mortgage no longer exists. But don’t forget they also signed a promissory note promising to pay the creditor $330,000. This note still exists legally and is not wiped out by the foreclosure of the property. I file a Chapter 13 for clients, which will do the following for them: The $330,000 judgment will remain

an unsecured debt because the case will prevent the judgment lien from being recorded. The wage garnishment of $4,000 will stop. The plan will pay only $1500 a month for 60 months. This means that clients will only pay 25% or about $80,000 of the $330,000, over a period of 5 years without interest, and they will discharge $250,000 of the judgment on the 5th year! Clients are happy with their Chapter 13 case because instead of having their wages garnished at $4,000 a month for the next 10 years until $330,000 at 10% annual interest is paid, that’s almost $500,000! They pay the trustee only $1,500 a month for 5 years, no interest, for a total of $80,000. They save $420,000! Landmark education legislation reaches Governor’s desk Anti-trafficking movement leaders expressed optimism as Senate Bill 1165 (Mitchell, Block) reached the Governor’s desk for signature Monday afternoon. “We appreciate Sen. Holly Mitchell’s efforts in fighting for this bill,� said Daphne Phung, founder and executive director of California Against Slavery, which co-sponsored the legislation. “With the proliferation of the Internet and cell phone devices in the hands of our students, they are more vulnerable than ever to sexual abuse and trafficking.� If signed into law by Gov. Brown, SB 1165 will require the California Department of Education’s Instructional Commission to “consider including a distinct category on sexual abuse and sex trafficking prevention education� when the health framework is revised after January 1, 2015, according to the bill language. The bill would also authorize school districts to provide sexual abuse and sex trafficking prevention education. “On average, kids get sucked into trafficking between 12 and 14 years old,� said Mitchell. “We need to arm our children with information that can protect them when they are most vulnerable and where they spend the most time—at school.� The prevention education will focus on

helping students recognize sexual abuse, assault, and sex trafficking, learn about risk factors and prevention strategies, how to report suspected incidents and identifying local resources for victims. Students will also discuss learn about healthy boundaries in relationships, the influence of media, and state and federal laws about sexual abuse and trafficking. “Our kids probably do not realize that when they post explicit photos or videos of themselves or their friends online, they may be engaged in child pornography—which is a serious federal felony,� said Phung. “In addition they make themselves accessible to sex traffickers, who are lurking online for their next victim. This life saving education has been a long time in coming.� California Against Slavery is a human rights nonprofit organization focused on ending human trafficking, starting in our own backyard. It co-sponsored Proposition 35 (Californians Against Sexual Exploitation (CASE) Act) with the Safer California Foundation to increase penalties for human trafficking. Eighty-one percent of voters approved Prop 35 in November 2012, the highest approval of any initiative in California election history.

For example, Amacon and Onni Group – two Canadian firms, unveiled plans to begin four high-rise residential buildings in downtown. Meanwhile private equity firm Wolff Company announced plans to build a seven-story 345-unit complex. Atlanta-based developer Woods’ Partners just topped out its 22-story apartment tower in the heart of downtown Los Angeles. Major developers and Wall Street are rushing to take a stake in the area. These Los Angeles construction sites have also secured thousands of workers to begin building world-class projects. For example, two Vancouver firms just completed pouring concrete for the 24th floor of a 32-story tower called the Onni Tower. The $100 million mammoth development has been on the march more than a year, and when complete, the building will add more than 300 apartment units to downtown Los Angeles. Another towering example of the downtown Los Angeles building boom comes in the form of the go-ahead papers for Park Fifth, a 24-story tower that will have approximately 300 units, when the development company, MacFarlane Partners,

completes the project. In total, there are 87 construction projects either underway or on the books in downtown Los Angeles, pointing to a contrary direction from the rest of the country. One explanation for the building boom in downtown Los Angeles might be connected to the trend of people moving away from the traditional single family home and opting to rent. US home price gains slow in June WASHINGTON, August 26, 2014 (AFP) – Price gains in the US housing market slowed further in June as pent-up buying pressure eases, the S&P/CaseShiller index showed Tuesday. Home prices continued to rise, but the 20-city price index rose at an annual rate of 8.1 percent in June, down from 9.3 percent in May and 10.8 percent in April. The deceleration is taking place around the entire country, a sign the market is stabilizing after the crash that began in 2006 followed by the sharp rebound in prices from 2012.

“Other housing indicators – starts, existing-home sales and builders’ sentiment – are positive. Taken together, these point to a more normal housing sector,� said David Blitzer, chairman of the index committee at S&P Dow Jones Indices. Blitzer warned that the prospect of higher interest rates next year, when the Federal Reserve is expected to increase its base federal funds rate, will add more restraint to the pace of price rises. “Rising mortgage rates won’t send housing into a tailspin, but will further dampen price gains.�

RBS fined $23-M over poor mortgage advice LONDON, August 27, 2014 (AFP) – Britain’s bailed-out Royal Bank of Scotland has been fined ÂŁ14 million for not taking enough care to explain to homebuyers the costs of taking out a mortgage, regulators said on Wednesday. The fine, equivalent to 18 million euros ($23 million), was imposed because the bank had shown “serious failingsâ€? in its advice to home loan customers, the regulators said. “The Financial Conduct Authority (FCA) has today fined The Royal Bank of Scotland and NatWest ÂŁ14,474,600 for serious failings in their advised mortgage sales business,â€? the FCA said in a statement. The watchdog added that, following a review, it found that only two of 164 mortgage sales it examined between June 2011 and March 2013 had met the overall standard required.

Why PNoy won’t certify FOI Bill as urgent

MANILA, Aug 28 (Mabuhay) -- Malacanang cannot certify the freedom of information bill as urgent. President Aquino made the statement in an interview on Bombo Radyo Philippines. He said unlike the sin tax law and the reproductive health law, the FOI bill is not a matter of national emergency. Aquino: I will celebrate the end of my term MANILA, Aug 28 (Mabuhay) -- In a seeming indication that he is currently not inclined to extend his term, President Benigno Aquino III has already detailed his plans for the day he will step down from the country’s top elective post. During a light moment in his interview with Bombo Radyo aired on Thursday, Aquino said he will basically celebrate the end of his term. “One year and ten months from now, palagay ko kasama ko si Usec. Add turkey, green onions, parsley, egg and salt to mixing bowl and mix lightly but thoroughly. Roll mixture into 1-inch balls and place 1 inch apart on lightly greased, rimmed baking sheet. Place into oven and bake for 15 minutes. Remove pan from oven and brush tops of meatballs with remaining peanut butter mixture. Return pan to oven and bake for about 5–8 minutes more, or until nicely browned. Remove from oven. Arrange on serving plate and sprinkle with diced green onion tops or parsley, if desired. Note: Use with decorative toothpicks placed in each meatball for easy consumption.

Place peppers in medium bowl and cover with boiling water 2 minutes. Drain and pat dry. In medium bowl, mix together peanut butter, chicken, bacon and cheese. Fill each jalapeno with mixture. Smear each pepper with a little mayonnaise and roll in cornflakes in shallow dish to cover. Place jalapeno on non-stick baking sheet. Bake in preheated oven until golden, about 15–20 minutes.

In medium bowl mix together flours, sugar and sea salt. Using pastry cutter, cut-in shortening and peanut butter, until mixture resembles small peas. Drizzle mixture with cold water until mixture is moist and holds together. Roll out on floured surface to at least 1/16th of an inch thickness. Using 3-by-5-inch index (recipe) card for template, cut into sixteen 3-by-5-inch shapes. Re-rolling works fine. In middle of eight shapes, smear 1/2 heaping teaspoon peanut butter and heaping teaspoon of jam on top. Be careful not to go to edges. Using fingers, wet edges with water and place another piece of pastry on top. Press all sides well, and using fork press all edges to secure. Using fork, gently poke tops in four places so steam can escape. Place inch apart on parchment lined baking sheet. Bake for 13–14 minutes until starting to brown around edges. Cool on rack. Whisk together drizzle of choice in small bowl. Drizzle over cooled tarts. Note: This pastry is very user-friendly and delicate. Freeze tarts up to one month and defrost at room temperature before serving.

Heart Evangelista, mother finally reunite

Heart Evangelista After more than a year of estrangement, Heart Evangelista appears to have finally

reconciled with her mother, Cecile Ongpauco, who publicly criticized her relationship with Sen. Francis “Chiz” Escudero. The 29-year-old actress used Instagram on Monday to share a photo of herself with sister Camille and Mrs. Ongpauco, showing their apparent mending of ties. Evangelista posted the photo two days after she and Escudero got engaged in Sorsogon – an event that generated buzz online and made headlines over the weekend. Shortly before Escudero proposed to Evangelista, who is 15 years his junior, he showed her a text message from her father, Rey Ongpauco, congratulating them on getting engaged. However, until Evangelista’s post on Monday, nothing was heard of Mrs. Ongpauco, who also did not return ABS-CBN

News’ requests for comments on the upcoming wedding of her daughter. Evangelista’s estrangement from her parents started in March 2013, when they held a press conference where they accused Escudero of being disrespectful and an alcoholic, and urged him to leave their daughter. After Evangelista said she will fight for her relationship with Escudero, Mrs. Ongpauco criticized the actress for choosing to live apart from her family despite the supposed worsening health of her father. The falling-out prompted Evangelista to live independently. While Evangelista and her father were on speaking terms by July 2013, the actress and her mother had still yet to mend ties in May 2014. At the time, Evangelista told

ABS-CBN News said that “[her] mind kind of goes on shutdown” where her mother is concerned. “But, you know, she’ll always be my mom and I’ll always love her. Ganoon lang talaga. I guess that’s life. You can’t have everything,” she said, days before last Mother’s Day. Noting the disapproval of her parents of her past relationships, notably with actor Jericho rosales, Evangelista earlier said she has come to terms with the possibility that neither of her mom or dad will show up at her wedding. The Brazilian-Japanese model said he was told of the news by former housemate Alex Gonzaga. Evangelista’s boyfriend of over two years, Sen. Francis “Chiz” Escudero, proposed to the actress in Sorsogon, just a day before Matsunaga made headlines after being named “Big Winner” at the Newport Performing Arts Theater in Pasay. Asked for his reaction to the engagement, Matsunaga said: “Okay lang. Masaya ako para sa kanila, seriously. Move

Seniors who are 65 and older have 5 ways of getting health insurance. What are they? Employer-based insurance, Covered CA, outside of Covered CA (also known as Off Exchange), Medi-Cal and Medicare solutions. Employer-based insurance is an employer offered health plan available to employees and their dependents. If a senior has one like this, the coverage of which is as good as what Medicare offers, and he is comfortable with the premiums and medical cost sharing, he does not need to explore the other ways. The Covered CA way is available to seniors who have legal presence for less than five (5) years and whose income is more than 138% of the Federal poverty level but still qualified for government subsidy towards their insurance premium. The Off Exchange way is available to seniors who have been here for less than five (5) years and have Social Security or TIN number. This is the counterpart of Covered CA for seniors who are not qualified for government subsidy, or do not want

government subsidy. Medi-Cal, Mediaid in California, is health insurance program for people including seniors with very limited resources. There are different kinds of Medi-Cal, each offering different benefits. Recently, Medi-Cal is moving into Managed Care plans, whereas beneficiaries can only see providers within a limited network. Lastly, Medicare is the most common way seniors get their health insurance. It is available to seniors who have legal presence here for five (5) years or more. The 2 main parts of Medicare are Part A for inpatient services and Part B for medical services. Having only these 2 main parts are incomplete. Australia, Canada have ‘world’s most liveable cities: report (Relaxnews) – Australia and Canada dominate a newly released list of the world’s most liveable cities, with Melbourne taking the top spot for the fourth year in a row. For the 2014 edition of The Economist Intelligence Unit’s liveability survey, 140 cities were evaluated across five broad categories: stability; healthcare; culture and environment; education; and infrastructure. And again, the Aussie city of Melbourne topped the list, scoring a perfect 100 in categories like healthcare and education. But it should be pointed that the city’s victory is a narrow one – a really narrow one – over Vienna, Austria: All that separates the two cities is 0.7 points in the category of culture and environment. Otherwise, the destinations scored identically in all four categories. While Australia snagged four spots in the top 10 list (Melbourne, Adelaide, Sydney, Perth) Canada scored three places, with Vancouver, Toronto and Calgary identified as the most liveable cities in Canada and among the 10 most liveable in the world. According to the index, Canada’s strengths are its stability, healthcare and education, all of which received a perfect 100 score. Where the country falls short is in the

category of infrastructure. Boxer urges California universities to create sexual assault victim’s advocate on every campus Washington, D.C. – U.S. Senator Barbara Boxer (D-CA) today sent a letter to University of California President Janet Napolitano, California State University Chancellor Timothy P. White, California Community Colleges Chancellor Brice W. Harris, Association of Independent California Colleges and Universities President Kristen F. Soares and California Association of Private Postsecondary Schools Executive Director Robert W. Johnson urging them to voluntarily implement the provisions of the Survivor Outreach and Support Campus Act (SOS Campus Act) by creating an independent victim’s advocate on every campus. “As our students return to campus, they are counting on their universities to not only educate them, but also to protect them,� Senator Boxer wrote. “Yet, as you know too well, campus sexual assault has reached epidemic levels in our country, and I am writing to ask you to create an independent victim’s advocate on your campuses.� Senator Boxer introduced the SOS Campus Act with Congresswoman Susan Davis (D-San Diego) in July. The legislation would require every institution of higher education that receives federal funding to designate an independent advocate for campus sexual assault prevention and response. The advo-

SPORTS Cop, businessman arrested for Enzo Pastor ‘love triangle’ slay MANILA, Aug 27 (Mabuhay) – The alleged mastermind and the alleged gunman in the killing of race car driver Enzo Pastor have been arrested, police said. The Philippine National Police Criminal Investigation and Detection Unit of Quezon City Police District said businessman Domingo de Guzman III was arrested in Muntinlupa City on Tuesday. Two pistols were seized from De Guzman. Police said the alleged gunman, PO2 Edgar Angel, was arrested last Saturday during a buy-bust operation in Libis, Quezon City. During a tactical interrogation, Angel allegedly revealed that he was paid P100,000 by De Guzman to kill the car racer. Police are looking into love triangle as the motive behind the killing. Enzo’s wife, Dalia, allegedly had an affair with the businessman. Enzo’s father, Tomas, said that he had heard something about Enzo having an affair. He, however, noted that he knew little

MACAU, August 26, 2014 (AFP) – Manny Pacquiao and Chris Algieri are on a two-week, globe-trotting tour to promote their welterweight title fight in November, but the match the world truly wants to see looks further away than ever. When Pacquiao met the press in Macau on Monday, questions about his elusive megafight with the undefeated American Floyd Mayweather met with a sharp response. “Who’s that?� Pacquiao joked, when Mayweather was mentioned by reporters. Pacquiao’s hall-of-fame trainer Freddie Roach was less jovial, conceding bluntly that the two boxing legends, both in the twilight of their glittering careers, may never be seen in the same ring. “We can’t waste our time waiting for him,� Roach told AFP. “We’ve done everything we could to make that fight happen. It’s like, we’re available if he’s interested in it, but again we can’t sit around waiting for him.� Eight-division world champion Pacquiao’s next date is a World Boxing Organization welterweight title defence against the undefeated WBO junior welterweight title-holder Algieri on November 23 in Macau’s Cotai Arena. The pair were in Macau on Monday and Shanghai on Tuesday, and they will move on to promotional events in San Francisco, Los Angeles, Las Vegas and New York in the next 12 days. In 2010, Pacquiao and Mayweather were close to agreeing a fight between the two greatest boxers of their generation, which could potentially have generated a record $300 million dollars in pay-per-view revenue. ‘We are willing to fight’ But it fell through because Mayweather was unhappy with Pacquiao’s drug-testing procedures in training. That issue receded after Pacquiao agreed to Olympic-style testing, and the Filipino icon expressed his frustration that a Mayweather clash has still moved no closer after getting his career back on track with comprehensive victories in the past nine months over Brandon Rios and Timothy Bradley. “The possibility to fight with him, you know, the question is not for us,� Pacquiao said. “It’s for them because any time we are willing to fight, any time. I think that ques-

tion belongs to them, their camp.� The biggest hurdle that remains – and it is a huge one – is the animosity between Pacquiao’s promoter Bob Arum of Top Rank and Mayweather’s Golden Boy promotions, who have deals with rival payper-view networks HBO and Showtime, respectively. Arum admitted on Monday that HBO and Showtime had to “find a way to promote and satisfy both sides from a legal basis�, before the biggest money-spinning fight in the sport’s history could be agreed. He added the TV rivals had expressed a desire to achieve a deal, but conceded that the final decision lay with Mayweather and Golden Boy who have shown no intent of late to get around the table. “With Showtime and HBO wanting the fight and Manny wanting the fight, there is one little step to take and that’s to see where Floyd stands,� Arum said. Even if there were to be a sudden thawing of relations between the two camps, the earliest a fight could take place is late 2015. Fitting end? Mayweather has a rematch against Marcos Maidana next month and Pacquiao faces Algieri in November before a likely fifth blockbuster fight against Juan Manuel Marquez, who knocked out Pacquiao in 2012. “Hopefully we can put Marquez in with Pacquiao next year,� said the 82-year-old Arum. But the reality is that Mayweather-Pacquiao may never come to fruition. Pacquiao is due to retire at the end of his current deal with Top Rank in 2016, when the congressman from Sarangani will be 37. Mayweather, who is already 37, has a perfect 46-0 record. Assuming Mayweather, who is also tipped to fight Britain’s Amir Khan early next year, remains unbeaten, he is unlikely to want to risk his dream of equalling Rocky Marciano’s career mark of 49-0 against ‘Pacman’ this time next year. That just leaves one, extremely remote, possibility for the two to appear in the same ring. Should both remain unbeaten until the end of 2015, they could provide a fitting end to their careers in early 2016 by settling the argument once and for all. A victory for Mayweather would take him to the magical 50-0 mark, a win for Pacquiao would cement his place as one of the greatest boxers not just of his own generation, but of all time.

Nissan 370Z Nismo gets a facelift (Relaxnews) – Nissan announced that the 2015 edition of its 370Z Nismo coupe will launch in Europe from September. Already on sale in North America, the new sports car has the same 344hp engine as the outgoing version but introduces a restyled exterior and several new features. The new 370Z Nismo, the sportiest member of the Nissan Z family, has a redesigned front bumper which stands out

Researchers develop alert system to prevent phone use at the wheel (Relaxnews) - A dedicated dashboard camera could soon trigger a warning to drivers who use their phone behind the wheel. Developed by researchers at the University of Santa Catarina (Brazil), the solution was recently highlighted by MIT Technology Review. Created by five Brazilian university students, the alert system is based on a camera that looks for signs the driver is talking on the phone. There are in fact several indicators, namely the position of certain areas of the driver’s face (eyes, cheeks, ears), which point to phone use. Working in real time, the system processes the images taken in three steps: face detection, evaluation of the position of certain pixels, and calculation of the probability that the driver is actually on the phone. A high probability triggers an alert, which could take the form of a loud noise or a simple vocal warning message. The algorithm developed currently works on video sequences of 15 frames per second at a resolution of between 320 and 240 pixels. For the time being, the prototype is around 90 percent accurate on the whole, although the researchers noted that certain lighting conditions led to less reliable results. The system can only detect standard phone calling, not the use of a hands-free system or other mobile device usage such as reading and writing text messages or emails.
