MANILA, December 10, 2013 (AFP) – The Philippine Supreme Court announced steps Tuesday to speed up the trial of members of a powerful clan accused of murdering 58 people in the country’s worst political massacre. Four years after the shootings in the southern province of Maguindanao, there are concerns that it could take years to finish the trial of 108 detained suspects led by senior members of the Ampatuan political clan. Another 88 suspects are still at large. “At the rate we were going it would have taken 16 years to fully hear the Maguindanao massacre case,” Gilbert Andres, a lawyer for a group of victims’ relatives, told AFP, welcoming the Supreme Court announcement. Maguindanao’s provincial kingpin, Andal Ampatuan Snr, two sons and several family members are on trial for the November 2009 murder of 58 victims -- 32 journalists as well as relatives of their local political rival. The Muslim clan allegedly ordered the massacre to stop the rival, Esmael Mangudadatu, from running against one of its members for the governorship of Maguindanao, a poor farming province. A Supreme Court resolution

Tuesday said it will now allow state witnesses to submit written testimony to the lower court handling the case, so that they will only have to take the stand to answer questions by defence lawyers. It will also instruct the lower court to pass verdicts on each defendant once all the evidence against him has been heard, instead of waiting for all the evidence against all the accused to be presented. The Supreme Court said it will also assign a third “assisting judge” on top of two others appointed earlier this year, so that presiding judge Jocelyn Reyes can concentrate on hearing the evidence. It said the third assisting judge will be instructed to handle a raft of motions, mainly filed by the defendants according to the lower court. Andres, the private prosecutor, said these motions had burdened Reyes and impeded her from hearing the actual murder cases. Marlo Guillano, the officer-incharge of Judge Reyes’ administrative office, said 104 of the 108 detained massacre suspects are now on trial. State prosecutors are still presenting their witnesses in twice-weekly hearings on the case, with a third day each week devoted to hearing motions and petitions.

In a press conference, Comelec Chairman Sixto Brillantes said the elected officials failed to comply with the law by either 1) failing to submit a SOCE 2) failing to sign the submitted SOCE or 3) submitting a signed SOCE that was not in the proper form. “Our communication is they have to vacate their positions in the meantime that they have not complied with the submission,” he told reporters. MANILA, Dec 12 (Mabuhay) – Batangas Governor Vilma Santos Recto on Thursday said she is surprised by the Commission on Elections order asking her to vacate her post for failure to file her statement of election contributions and expenditures (SOCE). Recto said she filed her SOCE on June 6 before the Comelec’s deadline for submission. “Gusto ko lang sabihin na ako ay nag file. In fact, I have the certificate of compliance. Nauna pa kami nag file sa deadline, June 6 when I filed my SOCE. Nagulat lang po. We did not get any letter kung meron pong naging problema. We did not get any letter from

the Comelec. Kung nalaman namin na may problema, sana nagawan namin ng correction,” she said. She said she asked her lawyers to check why she was included in the Comelec order. She said she never had a complaint about her SOCE in previous elections. “The lawyer is taking care of it. Kung meron pagkakamali sa form or sa signature, I don’t think magiging problema naman,” she said. TACLOBAN, December 10, 2013 (AFP) – Pop megastar Justin Bieber hugged, sang to, danced and played with young survivors of the Philippines’ deadliest typhoon Tuesday, bringing cheer to

the disaster zone amid an international relief effort. Bieber flew unannounced to the central city of Tacloban just over a month after it was devastated by Super Typhoon Haiyan and sang Christmas carols to children at a

heavily damaged local school amid tight security.

“He sang ‘Holy Night’ for the children,” said Kate Donovan, a spokeswoman for the United Nations Children’s Fund (UNICEF), one of three aid agencies expected to benefit from Bieber’s charity work. During the performance, a boy hopped on the improvised stage and danced to the 19-year-old Canadian superstar’s lead, an AFP reporter saw. Bieber also played basketball at an improvised sandlot court with some of the young boys, later hugging some of them and posing for photos. “Most touching trip of my life,” the singer said on Twitter, also describing the performance as the last stop and “the most important one” of his global “Believe” tour. “I saw the devastation first hand today. They need our help,” he added. Prior to visiting the Philippines, Bieber had posted a message on fund raising website Prizeo.com urging his millions of fans to donate to the victims of the typhoon, the strongest to ever hit land. “UNICEF is very pleased that Justin Bieber wanted to visit Tacloban, and stopped by City Central Elementary School which has suffered a great deal of structural damage,” UNICEF emergency coordinator

African wildlife at Calauit reserve hurt in typhoon: aid group MANILA, December 11, 2013 (AFP) – Giraffes and zebras were badly injured and left with almost no food when a deadly typhoon struck a Philippine island reserve for African wildlife, an international animal welfare group said Wednesday. Super Typhoon Haiyan felled many trees at the Calauit reserve when it raked across the central islands nearly five weeks ago, injuring some of its animals, said Birgit Leber of Vienna-based Four Paws International. “Eight or nine giraffes out of 21 need medical treatment,” Leber, a member of a Four Paws team who had gone on a relief mission to Calauit earlier this month told AFP by telephone. “Two or three zebras have not been eating very well, and one was seen walking strangely,” she said. The isolated 3,760-hectare (9,287-acre) island on the South China Sea was turned into a a wildlife reserve by the late Philippine dictator Ferdinand Marcos in 1976. The current government has continued to promote the island to tourists as offering a glimpse of Africa in a remarkable tropical setting. Two of the reserve’s giraffes had open wounds above their front legs that were probably caused by falling trees, said Leber, an assistant to Four Paws’ director of project development. Four Paws learnt the injured animals had not gotten any medical attention at all, and it plans to send a second mission to Calauit in the next few days to treat them, Leber told AFP by telephone.

MANILA, Dec 12 (Mabuhay) – Malacañang announced the resignation of Secretary Ricky Carandang which would take effect on December 31. President Aquino accepted the resignation of Carandang on Tuesday. Carandang, who heads the Presidential Communications Development and Strategic Planning Office (PCDSPO), gave no specific reason for his resignation and only said that he is returning to the private sector. “He just mentioned that he believes that he has done his job, that he would like to return to the private sector and that he will wander the ends of the earth seeking wisdom,” presidential spokesperson Edwin Lacierda said. Undersecretary Manolo Quezon will oversee the operations of the PCDSPO following Carandang’s resignation. Lacierda said he is saddened by Carandang’s decision to leave government, adding that he has done a “commendable job” in working “behind the scenes and before the cameras to do his part to communicate the President’s message.”

MANILA, December 11, 2013 (AFP) – Gunmen shot dead a broadcaster in the Philippines on Wednesday, police said, the third such fatal attack in two weeks in one of the world’s most dangerous countries for journalists. Motorcycle-riding gunmen attacked Rogelio Butalib, 44 in the southern city of Tagum on Mindanao island, said regional police spokesman Chief Inspector Jed Clamor. “We are looking at the possibility that he was killed because of his profession,” Clamor told reporters. Butalib was a commentator for the local Radyo Natin station and may have made enemies because of his program that tackled various local issues, including corruption, Clamor said. However, the police official said the killing could have been politically motivated, because the victim was also elected to a hotly contested district post in October. Butalib was the third journalist shot and killed in the southernPhilippines in two weeks. Michael Diaz Milo, a talk show host for DXFM radio, was killed in the city of Butuan Friday, while broadcaster Joas Dignos was murdered in the city of Valencia on November 29. Unidentified gunmen shot and wounded a fourth radio journalist, Jonavin Villalbal, in the central city of Iloilo late Tuesday.

Kerry to tour typhoon-hit PHL WASHINGTON, December 9, 2013 (AFP) – US Secretary of State John Kerry is to make his first visit to the Philippines since taking office to see first-hand the damage left by last month’s typhoon, and will also tour Vietnam where he fought during the war. Kerry’s next trip from December 11 to 18 will start on Wednesday, his 70th birthday, when he flies to Israel and Ramallah. But he will then travel to Ho Chi Minh City and Hanoi, before heading to Manila, and the storm-hit city of Tacloban, a US official said Monday. Since becoming the top US diplomat in February, Kerry has dreamed of returning once again to the country where his political activism was forged in the horrors of

the Vietnam War. He had also planned to visit the Philippines back in October, but the trip had to be cancelled at the last minute as Tropical Storm Nari bore down on the Southeast Asian nation. “Within the Asia-Pacific rebalance, Southeast Asia holds special importance, and the secretary’s travel to Vietnam and the Philippines demonstrates the enduring US commitment... to the region,” State Department spokeswoman Jen Psaki said. It will be Kerry’s fourth trip to Asia while in office. MANILA, Dec. 11 (Mabuhay) – The Red Advocates, a newly-formed multisectoral group of concerned citizens advocating “Respect Equals Discipline” on Philippine roads said the country loses a whopping P140 billion annually due to traffic in Metro Manila alone, a figure that dwarfs the amounts lost via the controversial pork barrel scam. “We share the country’s concern with the rampant misuse of public funds and understand why corruption is at center stage these days,” said Brian Galagnara, president of The Red Advocates. “But after seeing the success of concerned citizens and collective action in the abolition of the pork barrel, we feel it is time to mobilize efforts to address a problem that has an even greater negative economic impact than corruption: traffic.” Galagnara said the two separate studies quantified the financial impact of traffic in Metro Manila: a 1999 study by the Japan International Cooperation Agency (JICA) and the Department of Transportation and Communication (DOTC) and a 2011 study by the University of the Philippines National Center for Transportation Studies (UP NCTS). “The findings of these studies are essentially the same. Temporary protected status eyed for PHL due to Yolanda MANILA, Dec 11 (Mabuhay) – Filipinos affected by Super Typhoon Yolanda (Haiyan) may benefit from possible immigration relief measures in the United States, as the Philippine embassy in Washington said the US may place the Philippines under Temporary Protected Status. Philippine ambassador to Washington Jose Cuisia Jr. said consultations on the matter had been ongoing for the past few weeks since Yolanda battered the Visayas and parts of Southern Luzon last Nov. 8. “The Embassy is also aware of the strong interest of the Filipino community, supported by members of the US Congress and leaders of the Catholic Church, for the US government to place the Philippines under Temporary Protected Status (TPS) and enable eligible Filipino nationals to support relief and rehabilitation efforts in the Philippines by allowing them to legally stay and work in the US for a certain period,” Cuisia said in a statement posted Wednesday (Manila time) on the embassy’s website. He said the Philippine Embassy has been consulting with US government authorities on the TPS program and the designation process, while coordinating Yolanda relief efforts. Also, he said the embassy has also been actively consulting with Filipino community leaders and other stakeholders, including the Department of Foreign Affairs and other concerned agencies in Manila. “The consultation process is still ongoing. When the decision on what ac-

Aquino III ordered the Cabinet to speed up the restoration of the economic and social conditions of the calamities-affected areas with the release of 238.6 million pesos to the National Housing Authority (NHA) for the construction of permanent housing units for affected families, Presidential Communications Operations Office Secretary Herminio “Sonny” Coloma Jr. said. “The President directed the Cabinet yesterday to fast-track the restoration of the economic and social conditions of the affected areas, following the ‘build back better’ principle, with emphasis on attaining a higher degree of disaster resilience,” Coloma said during the regular press briefing in Malacanang on Wednesday. Coloma said the President emphasized the need to speed up the process of enabling the people in the affected areas to rebuild their homes and resume productive livelihood and employment activities in communities that are fortified and protected from the harsh impact of natural disasters. Budget Secretary Florencio Abad reported on Tuesday the release of P238.6 million to the NHA for the construction of permanent housing units for low and marginal-income families and informal settlers affected by typhoon Yolanda, Coloma said. “The Cabinet focused anew on the critical immediate actions that are now being implemented to usher in the recovery phase

PHL bans worker deployment to Yemen MANILA, December 9, 2013 (AFP) – The Philippines Monday banned its citizens from taking up new jobs in Yemen, following a militant attack which killed dozens including seven Filipino medical workers. BIR thumbs down higher tax exemption for 13th month pay MANILA, Dec 11 (Mabuhay) – A proposed law seeking to increase the tax exemption cap for the 13th month pay, Christmas bonus and other benefits will lead to billions of pesos in losses for the government, according to the Bureau of Internal Revenue. More than a month after the typhoon struck, reconstruction efforts have made tiny dents in effort to bring back normalcy. As we hear and learn of how people opened up their hearts to empathize in action with the victims in their own little and personal sacrificial ways, we are confronted with the issue of the heart that pertains on how “charitable people really are.” In the U.S., a new study shows that the “mystical talking point of richest individuals being the most generous, and worthy of tax breaks, is false.” Rich people give much less to charity that poor people.”

TACLOBAN, December 10, 2013 (AFP) – In the grieving, grey wastelands that were once bustling towns on tropical Philippine islands, thousands of typhoon survivors are enduring an agonising wait of hope and denial for news of loved ones. Nearly 1,800 people are officially listed as missing after Super Typhoon Haiyan swept across the central Philippines just over a month ago, and not knowing what happened to them is for some relatives nearly as painful as confirmation that they died. Francis Batula, 35, buried his aunt and four other relatives in shallow graves outside their badly damaged home in the coastal city of Tacloban, where giant storm surges wiped out thousands of homes as well as schools, churches and other places serving as evacuation centers. His aunt was in her house facing the Pacific Ocean, along with her husband and daughter. The aunt’s body was found but not those of the other two, and Batula refuses to acknowledge that his uncle and cousin are likely dead. “We are still hoping that they are safe, but that they can’t contact us. Maybe there’s no (phone) signal where they are now,” Batula told AFP after walking past the graves of his five other relatives.

Batula said he and other relatives had paid fruitless visits to neighbouring communities to ask if people had seen his uncle and cousin, and expressed anger at authorities for not doing enough to search for the missing. “All they are doing is asking for the names of the missing people. They say they will report it. But when you ask them what they will do to help you find them, there is no concrete answer... they say it’s not a priority right now,” he said. The government insists it is doing all it can to find the missing but, like virtually all other aspects of the disaster, the magnitude of the response needed is overwhelming. The number of people confirmed killed is 5,936, and just the task of dealing with the dead has been too much to handle properly, with countless bodies having been dumped into mass graves without being properly identified. The typhoon on November 8 generated tsunami-like storm surges that powered through dozens of coastal communities on the islands of Leyte and Samar, and piles of rubble from destroyed homes still lie in the streets. As that debris is being cleared by cashfor-work clean-up crews of survivors and just a few bulldozers, bodies continue to be found.

California law prohibits discrimination based on disability or medical condition. If a disabled employee is unable to perform his or her old duties, the employer must engage in a timely, good faith interactive process to determine if reasonable accommodation can be made for the employee. The employer must start the interactive process if the employee’s disability becomes known or obvious. The type of reasonable accommodation to be provided will depend on the employee’s specific restrictions and the employer’s circumstances. Reasonable accommodation may include offering parttime or modified work schedules to the employee to accommodate the employee’s disability. After a 9-day trial, the jury returned a verdict in favor of Mr. Vasquez, awarding him $84,348 for past lost wages and benefits, $385,287 for future lost wages and benefits, $185,000 for future medical expenses, $1,000,000 for past emotional distress, and $250,000 for future emotional distress. Therefore, most individuals who are denied solely for working more than 180 days without authorization will not be subject to the 3 and 10-year bars and continue to qualify for their green card through Consular Processing. Careful analysis must be made in determining when an individual must depart the U.S. in order to prevent the imposition of the 3 and 10-year bar. As long as this careful analysis is rendered and the individual

timely departs the U.S., the individual can still obtain their immigrant visa so that they can re-enter the U.S. as a permanent resident. Individuals whose adjustment applications are denied must not let fear or the potential for immigration reform guide their decisions. MANILA, Dec 11 (Mabuhay) -- The Red Cross warned against aid dependency in the Philippines Tuesday as the United Nations urged donors to double their assistance to millions of victims of the country’s deadliest-ever typhoon. The secretary general of the International Federation of Red Cross and Red Crescent Societies Bekele Geleta said that, a month after Super Typhoon Haiyan devastated the islands, longer-term recovery needs should begin to take precedence over food aid. “There are still needs and gaps in delivery of food and emergency shelter materials to some areas, but we must look towards gradually reducing people’s dependency on food aid,” he said in a statement a day after completing a 72-hour visit to the disaster zone. Haiyan swept across the central Philippines on November 8, destroying scores of communities along its path. The typhoon brought with it tsunami-like storm surges, which swallowed up many coastal areas and were blamed for majority of the nearly 6,000 deaths. More than 1,700 people remain missing and about four million have been displaced. Geleta called for the stepping up of “cash for work and cash transfer programs that put money in people’s pockets”. In Geneva the spokesman for the UN disaster agency, the Office for the Coordination of Humanitarian Affairs, said Tuesday it was raising its appeal for the Philippines to $791 million to cover needs over 12 months. The figure was more than double the $348 million it had earlier sought to cover needs over six months, OCHA spokesman Jens Laerke told reporters. “The original plan was really urgent life-saving assistance with a relatively short timeline. Now we are looking at longerterm projects into rehabilitation and reconstruction,” he added. Taking into account the earlier aid appeal, the larger figure sought is now about 25 percent funded, Laerke said. Geleta said cash grant transfer programs to help 50,000 of the hardest-hit families are to be launched this month to provide a boost to people whose livelihoods have either been disrupted or destroyed by the storm. “Thousands have lost their income and this approach gives them dignity and allows them to set their own priorities,” he said. “They can buy what they need and at the same time, money being spent locally will help to revitalize the economy of the area.”(MNS)

During the past several weeks, the Embassy has been consulting with US Government authorities on the TPS program and the designation process while coordinating typhoon relief efforts for the Philippines at the same time. The Embassy has also been actively involved in consultations on this matter with leaders of the Filipino Community and other stakeholders, including the Department of Foreign Affairs and other concerned agencies in Manila. The consultation process is still ongoing. When the decision on what action to take is finally made, it would be based on what the Philippine Government believes would be best for our country and our people.

JOHANNESBURG, December 12, 2013 (AFP) – The South African government admitted Thursday it made a “mistake” in choosing a sign language interpreter for Nelson Mandela’s memorial who was later exposed as a fake by experts, and who claimed to being schizophrenic. Experts said Thamsanqa Jantjie’s signing for US President Barack Obama and other world leaders amounted to little more than “flapping his arms around,” prompting an apology from the government. Admitting Jantjie was “not a professional sign language interpreter,” junior minister for disabilities Hendrietta Bogopane-Zulu said that “we can only apologize to the deaf community.” “Did a mistake happen? Yes,” said the deputy minister. “But I don’t think he was picked up from the street.” Bogopane-Zulu said he may have had problems with English or been tired. “I would not say he was fake,” she told AFP, while acknowledging “it was

bad” because he had failed to sign properly. Jantjie insists he is qualified and a “champion of sign language,” but said his behavior was down to a sudden attack of schizophrenia, for which he takes medication. “There was nothing I could do. I was alone in a very dangerous situation,” he told Johannesburg daily The Star, adding that he was hearing voices and hallucinating. “I tried to control myself and not show the world what was going on. I am very sorry. It’s the situation I found myself in,” he added. But Jantjie’s explanation appeared to raise as many questions as answers. The revelations raised questions about how Jantjie, who was at one point little more than an arm’s length away from Obama and UN Secretary-General Ban Ki-moon, was vetted and received security clearance. The government said none of the service providers at the event had their health status checked. One of those responsible for crowd control told AFP they were hired by a private security firm the night before the service in a nearby township.

Dec 10, 2013 – Today, on the 65th anniversary of the day that the UN General Assembly adopted the Universal Declaration of Human Rights, it’s timely to remember one proclamation in particular: that “everyone has the right to a standard of living adequate for the health and well-being of himself and of his family.” It’s important to reflect on that as we roll out one of the biggest reforms to our health care system that this country has seen. Indeed, the passage of the Affordable Care Act (ACA) was an important milestone for the United States, because it extended affordable and accessible coverage to millions of previously uninsured people across the country. However, as the law takes effect and the health insurance marketplaces open, not everyone has been included in the promise of reform. Millions of people have been excluded from its benefits, including undocumented and some lawfully present immigrants (such as Deferred Action for Childhood Arrivals [DACA] grantees). In California, policymakers have tak-

en steps to address those gaps, and there are health care options outside of the state marketplace for immigrants. ABOARD AIR FORCE ONE, December 9, 2013 (AFP) – Nelson Mandela loomed large for each of the four US presidents set to honor him on Tuesday: as a distant mentor, a personal counselor, a wartime critic and a fellow world sage. President Barack Obama and former US leader George W. Bush boarded Air Force One early Monday to head to Mandela’s memorial service in Soweto. Former presidents Bill Clinton and Jimmy Carter were making their own way there. Obama has long revered Mandela as the political idol who drew him into politics by the power of his example. As a 19-year-old student in California, the young Obama, disengaged from the world, happened to hear two African National Congress envoys speak of the trials of Mandela and the anti-apartheid struggle. Inspired, Obama adopted the cause and gave the first, halting speech of a career that would eventually make its own racial history in the echo of Mandela. “As I look at that 19-year old young man, I’m more forgiving of the fact that the speech might not have been that great,” Obama said in Cape Town during a South Africa trip in June overshadowed by Mandela’s failing health. “Because I know now that something inside me was stirring at that time, something important. And that was the belief that I could be part of something bigger than myself; that my own salvation was bound up with those of others.” Obama, in a journey of homage, this year stood with his daughters in the bleak quarry on Robben Island where Mandela spent years breaking rocks, and reflected on his political hero’s story. While Obama’s emotional and political connection with Mandela is deep – he only knew his hero from a distance. They met briefly when Obama was a newly minted senator in 2005 in Washington and spoke several times by telephone. But the long-awaited public meeting of the first black presidents of South Africa and the United States never happened: Obama judged Mandela too sick to visit earlier when he was in South Africa. If Mandela was a mentor to Obama, he was a friend to Clinton, who was in office for the entirety of the prisoner-turnedpresident’s 1994-1999 rule. Clinton wrote in his autobiography how

Mandela became one of the statesmen with whom he forged the closest personal bond. But as Clinton remembers Mandela on Tuesday, it may be his role as an emotional counselor that he will reflect upon most fondly. As he endured a public ritual of repentance after the scandal over his affair with White House intern Monica Lewinsky, Clinton revealed in 1998 how Mandela had helped him deal with his demons. Clinton said Mandela had taught him how to forgive his enemies – in the US president’s case, Republicans who impeached him and prosecutor Kenneth Starr. “He said, ‘I realized one day, breaking rocks, that they could take everything away from me – everything – but my mind and my heart. Now those things I would have to give away, and I simply decided I would not give them away,’” Clinton said, relating a conversation with Mandela. Clinton, in a speech on Martha’s Vineyard, said those words helped slake his own fury. “The anger, the resentment, the bitterness, the desire for recrimination against people you believe have wronged you – they harden the heart and deaden the spirit and lead to self-inflicted wounds.” Clinton said. By the time Bush became president Mandela was retired. But displaying the conviction of a former freedom fighter, he lashed the US leader over the pending Iraq war in 2003. “What I am condemning is that one power, with a president who has no foresight, who cannot think properly, is now wanting to plunge the world into a Holocaust,” Mandela said in a vehemently anti-American speech to the International Women’s Forum. By 2005, Bush welcomed Mandela to the Oval Office for a visit—and the former South African leader offered gratitude for the US leader’s multi-billion-dollar HIV/ AIDS fight in Africa—but did not repudiate his remarks on Iraq. Bush described Mandela as an icon of “freedom and equality,” after seeing him during his administration as an example for those his Freedom Agenda hoped to inspire. Mandela was in jail for the entirety of Carter’s presidency. But appropriately for a US leader who is more remembered for what he did in his post-presidency than in office, he came to know Mandela as a fellow ex-statesman.

together. While the Senate-passed immigration reform bill incorporates pathways to citizenship, guest work visa programs and financial assistance to DREAMers, it leaves out a pathway to health care for many immigrants. Young Invincibles will be fighting to reach that vision in this country set out by the United Nations all those years ago - to provide accessible, affordable health care for everyone. My Husband’s Lover Concert Tour is a way of how the television cast expressed their gratitude in supporting the telenovela. But what is probably relevant about the series is that genuine love goes beyond gender. My Husband’s Lover shows a more liberal minded look at life and accepting the realities of one’s gender and feelings rather self-denial.

GENEVA, December 12, 2013 (AFP) – The number of new cancer cases around the globe jumped by 11 percent in a five-year period, reaching 14.1 million in 2012, with breast cancer increasing by one-fifth, the UN health agency said Thursday. The World Health Organization also reported that cancer deaths had risen by 8.4 percent from 2008 to 2012, hitting 8.2 million. The “GLOBOCAN 2012” report by the International Agency for Research on Cancer (IARC), a France-based arm of the WHO, was based on data on 28 forms of cancer in 184 countries. The most commonly diagnosed cancers worldwide were those of the lung (13 percent), breast (11.9 percent), and colorectum (9.7 percent). The biggest killers were lung cancer, responsible for almost one-fifth of total deaths, followed by cancer of the liver (9.1 percent) and stomach (8.8 percent). The WHO said it expected the number of new cancer cases to rise to 19.3 million per year by 2025, due to the growth and ageing of the global population. Washington D.C.: The request for Temporary Protected Status (TPS) designation for the Philippines, initiated by the Washington D.C. based Migrant Heritage Commission (MHC) on 11November 2013,has snowballed, gaining extensive support from various organizations , advocates, leaders as well as senators and congressmen from the U.S. government. Three days after super typhoon Yolan-

da/Haiyan brought massive destruction to lives and properties in the Visayas region of the Philippines, the Migrant Heritage Commission (MHC) , a national nonprofit service organization for migrants and immigrants, wrote President Barack H. Obama, Department of Homeland Security Acting Secretary Randy Beers and Department of State Secretary John Kerry to designate the Philippines as a TPS (Temporary Protected Status).

Since then, MHC has received calls from groups, advocates and leaders expressing support and thanking MHC for initiating the request. Among them was the American Immigration Lawyers Association (AILA), the national association comprising 13,000 attorneys and law professors, who practices and teaches immigration law. AILA, recognizing the urgency of the TPS initiative, made a similar call for TPS designation. Other groups and government officials followed suit. To date, more than 30 members of the US Congress, 20 Members of the US Senate both Republicans and Democrats, that also included a perceived anti-immigrant Republican Senator Rubio, have called on President Obama and Acting Secretary Reeds of the Department of Homeland Security to designate the Philippines under the TPS Program. Several groups who also made similar calls were the New York Bar Council, the US Conference of Bishops and more than 200 national organizations which includes, among others, the Philippine Nurses Association of America (PNAA), the Justice for Filipino Veterans, (JFAV), Alliance Philippines, People’s Core and tens of thousands of individuals (Filipinos and other nationalities) The Migrant Heritage Commission (MHC) also wrote a formal letter to President Benigno C. Aquino III to support the call and request Temporary Protected Status (TPS) designation by President Barack H.Obama. Now MHC’s call for TPS designation of the Philippines has evolved into a na-

tional movement. On December 10, 2013, in celebration of the International Human Rights Day, the National Domestic Workers Alliance, the Pilipino Workers Center and Damayan organized a vigil in support of the TPS program in front of the Philippine Embassy . The Migrant Heritage Commission fully supported the TPS vigil. Despite inclement weather , H.E. Ambassador Jose Cuisia Jr. agreed to meet the delegation prior to the scheduled vigil , led by the Executive Director of Pilipino Workers Center, Ms . Aquilino Soriano Versoza and Atty. Arnedo S. Valera, CoExecutive Director off the Migrant Heritage Commission (MHC). The meeting which lasted for almost half an hour was very cordial characterized by a healthy exchange of ideas . Ambassador Cuisia fully recognized that the request for TPS designation was initiated by the Migrant Heritage Commission (MHC) and that it has snowballed into a national movement. He appreciated all the groups’ efforts for the TPS . According to the Ambassador, he is fully aware of the strong interest of the Filipino Community, supported by members of the US Congress and leaders of the Catholic Church, for the US Government to place the Philippines under the Temporary Protected Status (TPS). Ambassador Cuisia says, “During the past several weeks, the Embassy has been consulting with the US Government authorities on the TPS program and the designation process while coordinating typhoon relief efforts for the Philippines at the same time.”

Taiwan relief to PHL continues unabated People from all walks of life in the Republic of China (Taiwan) continue donating funds and relief supplies to the Philippines following the disaster caused by super Typhoon Haiyan. The storm devastated the central Philippines Nov. 8, 2013, causing more than 5,000 deaths and affecting over 10 million people. In accordance with President Ma Ying-jeou’s vision of the ROC as a provider of humanitarian aid, the Ministry of Foreign Affairs has worked closely with nongovernmental organizations to provide prompt relief and assist in the reconstruction of affected areas. Earlier this week, while leading a trade delegation to the Philippines, Wang Chihkang, chairman of theTaiwan External Trade Development Council (TAITRA), donated US$120,000 collected by the organization. On Nov. 25, Sun Wen-hsien, president of the Chiu Chang Mathematics Education Foundation, took a group of 27 schoolchildren to the Philippines to participate in the International Mathematics and Science Olympiad for Primary School Students, with each child carrying 10 kilograms of rice, noodles, biscuits or canned food to be donated to storm victims through the event’s organizing committee. These efforts follow the airlifting of more than 150 metric tons of aid supplies in 18 flights by ROC air force C-130 Hercules cargo planes Nov. 12-21, as well as the transport of 530 metric tons of relief goods to Cebu Port aboard an ROC naval vessel. Supplies included prefabricated housing, solar generators, tents, rice, clothing, ready-to-eat food and potable water, donated by private citizens and a wide range of civic organizations and charity groups, including the ROC Red Cross Society, Buddhist Compassion Relief Tzu Chi

Foundation, Bliss and Wisdom Foundation, Namchou Chemical Industrial Co. Ltd., I-mei Foods Co. Ltd., ROC I-Kuan Tao Association, and National Fishermen’s Association. The goods were distributed with the assistance of volunteers working for ROC charity groups in the Philippines, joined by over 16,000 Filipinos affected by the typhoon who were employed by the Buddhist Compassion Relief Tzu Chi Foundation. As of Dec. 5, the total value of monetary and material donations made by the ROC government, civic groups and individual citizens had reached NT$358.5 million (US$11.09 million). In addition, within days of the disaster a 35-person team organized by the Taiwan Root Medical Peace Corps arrived in the affected area to provide free medical assistance. ROC government agencies, coordinated by Minister without Portfolio Lin Junqtzer, have worked together closely. The Ministry of Health and Welfare promptly established a special bank account for monetary donations, while MOFA and the Ministry of National Defense designated two aid supply collection centers, one in northern Taiwan and one in the south. As mentioned above, the MND also dispatched aircraft and a ship to transport relief supplies, as well as mobilizing soldiers to help collect, sort, pack, load and ship the goods. Local governments in Taiwan have also set up special accounts to enable citizens to easily make donations. Moreover, the Council of Agriculture collected canned fish and frozen vegetables, and the Overseas Community Affairs Council marshaled ROC firms and nationals in the Philippines for participation in relief efforts.

PHL to receive award from Jewish NGO for providing haven to Jews fleeing Nazi persecution WASHINGTON, D.C. – For opening its doors to over a thousand Jewish refugees fleeing Nazi persecution before the Second World War, the Philippines will receive the Or L’Olam (Light Unto the World) Award from the prestigious the American Jewish Joint Distribution Committee (JDC) on the occasion of its centennial anniversary on Wednesday, 11 December. Ambassador Jose L. Cuisia, Jr. will receive the award, which was created especially for JDC’s 100th Anniversary to honor those whose heroic actions saved the lives of Jews in danger. The JDC is the world’s leading Jewish humanitarian assistance organization. JDC Chief Executive Officer Alan H. Gill said the award is in recognition of the role the Philippines played in saving the lives of Jews by providing them a safe haven while many other countries were turning them away. Gill said the Philippines, which was then led by Commonwealth President Manuel L. Quezon, accepted 1,305 Jewish refugees in an operation that was carried out with the JDC, the Jewish Community in Manila led by the Frieder family and US High Commissioner Paul McNutt. Nearly 365,000 Americans selected plans in the health insurance marketplace in October 1.9 million customers made it through the process but have not yet selected a plan; an additional 803,077 assessed or determined eligible for Medicaid or CHIP Health and Human Services (HHS) Secretary Kathleen Sebelius announced today that nearly 365,000 individuals have selected plans from the state and federal Marketplaces by the end of November. November alone added more than a quarter million enrollees in state and federal Marketplaces. Enrollment in the federal Marketplace in November was more than four times greater than October’s reported federal enrollment number. Since October 1, 1.9 million have made it through another critical step, the eligibility process, by applying and receiving an eligibility determination, but have not yet selected a plan. An additional 803,077 were determined or assessed eligible for Medicaid or the Children’s Health Insurance Program (CHIP) in October and November by the Health Insurance Marketplace.

“Evidence of the technical improvements to HealthCare.gov can be seen in the enrollment numbers. More and more Americans are finding that quality, affordable coverage is within reach and that they’ll no longer need to worry about barriers they may have faced in the past – like being denied coverage because of a pre-existing condition,” Secretary Kathleen Sebelius said. “Now is the time to visit HealthCare.gov, to ensure you and your family have signed up in a private plan of your choice by December 23 for coverage starting January 1. It’s important to remember that this open enrollment period is six months long and continues to March 31, 2014.” The HHS issue brief highlights the following key findings, which are among many newly available data reported today on national and state-level enrollmentrelated information: November’s federal enrollment number outpaced the October number by more than four times. Nearly 1.2 million Americans, based only on the first two months of open enrollment, have selected a plan or

had a Medicaid or CHIP eligibility determination; Of those, 364,682 Americans selected plans from the state and federal Marketplaces; and 803,077 Americans were determined or assessed eligible for Medicaid or CHIP by the Health Insurance Marketplace. 39.1 million visitors have visited the state and federal sites to date. There were an estimated 5.2 million calls to the state and federal call centers. The report groups findings by state and federal marketplaces. In some cases only partial datasets were available for state marketplaces. The report features cumulative data for the two month period because some people apply, shop, and select a plan across monthly reporting periods. These counts avoid potential duplication associated with monthly reporting. For example, if a person submitted an application in October, and then selected a Marketplace plan in November, this person would only be counted once in the cumulative data.

SPORTS Pacquiao owes US tax agency $18-million – TMZ reports MANILA, Dec 11 (Mabuhay) – The United States’ Internal Revenue Service (IRS) is reportedly running after boxing champ Manny Pacquiao for failing to pay more than $18 million in income taxes, according to celebrity website TMZ. TMZ said it has gotten official documents showing that the US tax agency claims Pacquiao didn’t pay $18.31 million in federal income taxes from 2006 to 2010. Ford to open plants in China, Brazil; add 5,000 US jobs DETROIT, December 12, 2013 (AFP) – US automaker Ford said Thursday it will open two new plants in China and a third in Brazil next year while adding more than 5,000 jobs in the United States. “It will be the largest expansion of Ford manufacturing in the past 50 years,” Joe Hinrichs, Ford’s president of the Americas, said at a news briefing at the company’s headquarters near Detroit. Ford plans to remodel or expand seven plants in the US where it is preparing to introduce 15 new vehicles in 2014, including the new Mustang, a small luxury sedan and a North American version of the small Transit Connect van Ford now sells in Europe. The second-largest US automaker also

said it would add 1,700 blue-collar workers in manufacturing cars and 3,300 engineers in design and quality assurance. “We saw unprecedented growth in the United States this year,” Hinrichs said, adding that Ford had gained one-half point of market share in the highly competitive US market, boosted by robust sales of the Ford Fusion sedan and the Ford Escape utility vehicle. In China, the world’s largest automobile market, Ford plans to complete a new assembly plant as well as a new factory for engines and transmissions at its manufacturing hub in Chongqing. US sells last shares in GM, exits historic rescue WASHINGTON, December 9, 2013 (AFP) – The US Treasury sold its last shares in General Motors on Monday, ending the dramatic rescue of the auto giant at the height of the financial crisis five years ago. The new Legacy Concept celebrates the 25th anniversary of the Subaru Legacy and provides a look at the styling cues for future Legacy models. Adorned with a custom Ocean Silver Metallic paint scheme, the Legacy Concept features a more coupe-like silhouette. The engine produces 268 horsepower at 5,600 rpm, accompanied by a broad torque curve that peaks at 258 lb.-ft. over a 2,000-5,200 rpm engine speed range. Based on the engine used in the new 2014 Forester 2.0 XT, the WRX version uses different cams and higher-rate valve springs, among other enhancements, to extend the performance envelope.
