MANILA, Dec 5 (Mabuhay) – United States Ambassador to the Philippines Philip Goldberg paid a courtesy call on the Senate on Thursday where he pushed for the greater presence of American troops in the Philippines. In a closed door meeting with Senate President Franklin Drilon, Goldberg tackled the proposal for increased US rotational presence in the Philippines, which he described as “unavoidable.” “What I think the framework agreement can do to is to help in the areas of humanitarian assistance and disaster relief, being able to preposition supplies,” Goldberg said at a joint press briefing with Drilon. Goldberg maintained that the devastation caused by Typhoon Yolanda (Haiyan) in Eastern Visayas shows the need for greater US presence in the Philippines.
Philippine Foreign Affairs Secretary Albert del Rosario made a similar statement last week. “As everyone saw, the first stage of disaster relief is often the military and then we move to the civilian side,” the US ambassador said. Drilon, for his part, said he “briefed” Goldberg “on the necessity of a treaty where it will involve permanent basing.” The Senate leader however said that he is convinced that the agreement on increased rotational presence being discussed by the US and the Philippines will not include the establishment of permanent bases. “As emphasized by Ambassador Goldberg, it will be beyond military aspects of the relationship. It was because of this low turnout that the Philippine Embassy, in partnership with the Asian Pacific American Labor Alliance (APALA) and Own The Dream, launched on Tuesday a nationwide campaign to encourage undocumented Filipino youths to avail themselves of the benefits offered by the Deferred Action on Childhood Arrivals (DACA) program. “DACA is a temporary administrative relief from deportation
that also allows its recipients such benefits as educational opportunities, financial independence and greater mobility, all without having to worry about deportation, albeit for a temporary period,” Ambassador Jose L. DFA spokesperson and Assistant Secretary Raul Hernandez said the confirmation was reported to them by the Philippine Embassy in Saudi Arabia, through Ambassador Ezzedin Tago. “We will not disclose the names of the fatalities until their next of kin have been informed,” said Hernandez. Miriam seeks probe of Enrile ‘crimes,’ urges public debate Senator Miriam Defensor Santiago, in an explosive privilege speech, urged justice secretary Leila de Lima to order an NBI investigation into alleged crimes committed by Sen. Juan Ponce Enrile, mostly during martial law when he was the powerful defense secretary. Santiago left her sickbed once more to answer a prior privilege speech by Enrile, which turned out to be a rehash of campaign issues raised against Santiago when she ran for president in 1992, or more than 20 years ago. Santiago called for criminal prosecution of Enrile for the following crimes under the Penal Code: command responsibility for death and disappearance during martial law of some 4,000 people; mastermind of the biggest plunder case in Philippine history, having received from 2005 to 2013 pork barrel of P1.189 billion, of which P641.65 million went to dummy corporations of Janet Napoles; Running a smuggling empire in the Cagayan Economic Zone Authority, for which Enrile insisted on an appropriation in the 2014 budget of P80 million; running a gambling empire in CEZA by promoting so-called “interactive gaming” and claiming that the Philippine Amusement and Gaming Corp. Turning the tables on Enrile, Santiago said Enrile needs to see a “shrink” for psychiatric treatment because “his mind is sick, sick, sick.” She belied all of his accusations against her character, but briefly explained that Enrile resurrected the 20-year-old campaign issues which were part of black propaganda which she already answered during the 1992 presidential campaign. One interesting sidelight was Santiago’s claim that Enrile as former customs commissioner tried to pressure her husband, former customs collector Narciso Yap Santiago, to release a Toyota car smuggled and forfeited by the bureau of customs for failure to pay customs duties. Santiago said at that time, she owned a Mercedes and Narciso owned a Ford Mustang sportscar, so the Toyota car was a “non-issue.”

Enrile: You can’t force me to resign MANILA, Dec 4 (Mabuhay) – Senate Minority Leader Juan Ponce Enrile will not be resigning anytime soon after allegedly funneling his pork barrel funds to fake non-government organizations linked to Janet Lim Napoles. Enrile said he will not follow the example of Customs Commissioner Ruffy Biazon who resigned after being included in the second batch of cases filed in connection with the P10 billion pork barrel scam. The minority leader said Biazon resigned out of delicadeza and his decision should be respected. Enrile said lawmakers like himself who have been linked to the scam cannot be likened to Biazon. He said he cannot be forced to resign because he was voted into office, unlike presidential appointees
whose alleged wrongdoings would embarrass the President. Enrile said he is ready to face the complaint filed against him before the Office of the Ombudsman and that he is innocent of any crime unless proven guilty. He, however, conceded that he cannot win in the court of public opinion. Enrile is one of 39 individuals who were included in the first batch of cases filed by the Department of Justice in connection with the pork scam involving Janet Lim Napoles. The scam allegedly involved the funneling of lawmakers’ priority development assistance funds to fake NGOs set up by Napoles. A Commission on Audit report earlier revealed at least 10 fake NGOs linked to Napoles received P2.157 billion in PDAF from 2007 to 2009.

MANILA, Dec 6 (Mabuhay) – The government’s share from revenues of the Philippine Amusement and Gaming Corporation (Pagcor) in October dropped by 4 percent, from P1.04 billion last year to P997 million amid the rise of privately-owned casinos in the country. Pagcor turned over P11.07 billion to the Bureau of Treasury in January to October this year as part of its share in the gaming agency’s earnings, slightly down from the P11.11 billion remitted in the same period last year. Pagcor, as a government-owned and controlled corporation, is required by Republic Act 7656 also known as the Dividend Law to remit at least 50 percent of its annual gross earnings to the government. Pagcor president and chief operating officer Jorge Sarmiento earlier said the significant drop in 2013 income came after the opening of two international gaming centers, Resorts World Manila and Solaire Resort and Casino, in Pasay City. “The country’s gaming sector is growing but our income has declined because of competition given by these casinos,” Sarmiento said. He said Pagcor was prompted to seize operation at the Heritage Hotel Manila last July because of the stiff competition from the new casinos. “Coming from being the monopoly in the gaming industry, we’ve been really affected. But we believe that we can still coexist with these new players,” he said. Pagcor earlier reported that its gross revenues in January to September this year reached P30.8 billion, around 5 percent short of its P32.5 billion target for the period. Its gross income from January to September also dropped by 1.2 percent. Pagcor said the drop in gross income at end-September was caused by weaker winnings from table games and slot machine operations of its casinos and arcades. I never went there. But I am thankful it saved my family,” said Palacio, whose name means palace in Spanish. It was not only humans that got saved by escaping in the attic, some animals also found a sanctuary there from the monster waves. When Christina Romualdez , a former actress, told a Manila TV station that hiding in the attic with rats saved her family from Yolanda’s wrath, the wife of Tacloban City Mayor Alfred Romualdez and now Tacloban councilor, also magnified the importance of the attic as a lifeline for thousands of storm survivors.
“If she (Romualdez) was swimming with rats, we were swimming with snakes and frogs,” said Lea Sevilla, 59, a medical technologist whose family was also saved by climbing and hiding in their attic in their house in Barangay Cogon here. But not all houses here have attics. The absence of attics in the mostly nipa thatched houses along the coastlines here proved fatal for most of the poor residents here. Dioscoro Olaya, Jr., a 36-year-old driver, his wife Marisol, 30, and their three children: Analou, 12, Jeric, 3, Julianne, one –year-old and their stepfather Adan Hingo, 61, were all swept to the sea and drowned by the giant waves. “I don’t think it would have saved them,” Olaya’s father Dioscoro Sr. , 58, said, in Waray. “Even with an attic they still would have been killed,” he said ruefully. As the Department of Homeland Security (DHS) continues to focus its enforcement resources, DHS will exercise prosecutorial discretion as appropriate to ensure that enforcement resources are not expended on low priority cases.

7 Pinoy hospital workers killed in Yemen attack MANILA, December 6, 2013 (AFP) Seven Filipino hospital workers, including a doctor, were killed in a militant attack on a Yemeni defence ministry complex, the Department of Foreign Affairs said on Friday. Foreign Department spokesman Raul Hernandez said workers “pretended to be dead” to survive Thursday’s assault, which left 12 other Filipinos injured with one requiring surgery. His toll of Filipino fatalities is significantly higher than the report by Yemen’s Saba news agency, which reported just two Filipina nurses were among the 52 killed in the attack. “We condemn this senseless and barbaric act and we call on the Yemeni government to bring the masterminds to justice and take appropriate measures to ensure the safety of Filipinos and other foreigners in Yemen,” Hernandez told reporters. A suicide bomber rammed an explosive-laden car into the Yemeni defence ministry complex on Thursday. A second car brought armed militants into the compound, who opened fire on staff.
A hospital within the complex bore the brunt of the attack. Quoting survivors, Hernandez said a suicide bomber brought down part of the hospital in the blast. “The other (Filipino casualties) survived the ensuing gun battle by pretending to be dead,” he added. He said that Filipino fatalities included one doctor while the rest were hospital workers, mostly nurses. Diplomats were also checking hospitals in the area for other Filipino casualties, he added. Other casualties were from Germany, Vietnam, India, Venezuela, and Yemen, according to Saba news agency and hospital reports. The agency said 167 people were wounded, nine of them seriously. The Philippines has almost a thousand nationals working in Yemen, Hernandez said. They are part of an army of about 10 million Filipinos who have travelled abroad to seek work, earning more than they could get in their impoverished
homeland. The money they send home is a pillar of the local economy and is nearly equivalent to about 10 percent of the Philippines’ gross domestic product. Al-Qaeda claimed responsibility Friday for a brazen attack on the Yemeni defence ministry that killed 52 people, saying the complex hosted US personnel behind drone strikes against its militants. Al-Qaeda in the Arabian Peninsula (AQAP), regarded by Washington as the jihadist network’s most dangerous affiliate, has been hit by intensified US drone strikes in Yemen this year. There was no immediate evidence to support its allegation that the Sanaa complex attacked on Thursday played any role in the drone war or housed any US personnel. The 52 were killed in a hospital inside the sprawling facility. It bore the brunt of an armed assault after a suicide bomber rammed a vehicle packed with explosives into the main gate. The city centre compound was “stormed... after the mujahedeen (holy
warriors) proved that it accommodates drone control rooms and American experts”, AQAP said in a statement published by its media arm on Twitter. “As part of a policy to target drone control rooms, the mujahedeen have dealt a heavy blow to one,” it said. “Such security headquarters in partnership with the Americans in their war on these Muslim people are a justified target wherever they may be.” Washington condemned the attack which came as Yemeni Defence Minister Mohammed Nasser headed a military delegation on a visit to the United States. Deputy State Department spokeswoman Marie Harf said she had no information about any US casualties. Among the dead were medics from the Philippines, Germany, Vietnam and India. The others were all hospital patients, some of them soldiers and some civilians, Yemen’s supreme security committee said. Residents said they heard gunfire and explosions throughout the night from the area which was still cordoned off on Friday morning by armoured vehicles.
Jordanian journalist: I escaped Abu captors MANILA, Dec 5 (Mabuhay) – Jordanian journalist Baker Atyani revealed that he managed to escape from his Abu Sayyaf captors in Sulu. An Al Arabiya News Network report earlier said the kidnappers handed over Atyani to the local governor’s office on Wednesday night. An emaciated Atyani, the Southeast Asia bureau chief of Al-Arabiya, said he finally managed to escape after failing in his pervious attempts. “This time they were really too busy and I noticed that before the sunset, between about 2 o’ clock and 6 o’ clock, they were very busy. They go to the nearest town market and a good number of them is out of the place and there is no security. The security is only imposed around my hut at night. And so I’ve been observing this the last few days and I was able to know the directions. Some of them helped me to know the directions, some of the kidnappers,” Atyani said. Atyani, a Dubai-based journalist known for interviewing Osama bin Laden months before the September 11 attacks, was taken hostage in Jolo with his two Filipino crewmen in July 2012 while filming a documentary on the bandit group.
The Filipinos were freed in February this year. The two said no money had changed hands. They said they were separated from the Jordanian five days after they were taken captive. Atyani is scheduled to be transported to Zamboanga City today after going through medical check-up and stress debriefing in Patikul, Sulu. Senior Inspector Kris Conrad Gutierrez, Patikul Police spokesperson, said Atyani was found by authorities wandering along a road in Barangay Igasan on Wednesday evening. “We asked him his name and he told us he’s Bakr Atyani,” Gutierrez told ANC. “We brought him directly to the hospital for a medical check-up and he is still there until now.” Gutierrez explained they were not able to ask Atyani whether he was released or had managed to escape. “We prioritized his health and his doctors advised us not to talk to him because his blood pressure shot up and needed to be stabilized. For now, he is undergoing stress de-briefing,” he said. “He is now able to talk and stand up, and his mood has lightened up.” Atyani now weighs about 50 kilo-
grams, a significant drop from his 85 kg weight at the time he was abducted, Gutierrez said. The Abu Sayyaf group was founded with seed money from bin Laden’s Al Qaeda network to fight for an independent Islamic state, though it later turned into a criminal gang. Previous kidnapping cases involving the Abu Sayyaf have involved large ransom payoffs, which local authorities euphemistically call payments for “board and lodging”. Military and police sources had previously said the Abu Sayyaf had demanded millions of dollars in ransom, though neither Atyani’s family nor employer would confirm this.
US Special Forces have been rotating through Jolo and other parts of the southern Philippines for more than a decade to train local troops battling the group, which is on Washington’s list of “foreign terrorist organizations”. Philippine authorities say Abu Sayyaf gunmen are believed still to hold a number of foreign as well as Filipino hostages, including two European birdwatchers and a Japanese treasure hunter. In March, the gunmen freed Australian Warren Rodwell after 15 months in captivity. Philippine negotiators said his family had paid a $100,000 ransom. Rodwell was seized in December 2011, and his captors had initially demanded $2 million for his safe release. (MNS)

Farmers in Haiti raise $150 for Filipino farmers displaced by typhoon Haiyan WASHINGTON, D.C. – Knowing how difficult it is to recover from a cataclysm, small farmers in Haiti pooled together what little they had to raise $150 for fellow farmers in the Philippines who were among the more than 10 million Filipinos displaced recently by Typhoon Haiyan. In his report to Ambassador Jose L. Cuisia, Jr., the Philippine Honorary Consul in Haiti, Fitzgerald Brandt, said the kindhearted farmers belong to the Smallholder Farmers Alliance based in Gonaives in the northern part of Haiti who were themselves victims of Hurricane Sandy last year. “These farmers are very poor, but the gesture from country to country, from farmer to farmer, from human to human, is 1,000,000 times stronger than the actual amount of the transaction,” Honorary Consul Brandt said. “In this planet full of not so good news, such gestures are priceless.” Ambassador Cuisia said Filipino farmers were badly affected by Typhoon Haiyan, which dealt more than P17 billion in losses to the agriculture sector during its violent rampage across the Central Philippines last month. “The Filipino people truly appreciate the kind gesture of farmers in Haiti who went out of their way to extend a helping hand to their fellow farmers in the Philippines,” said Ambassador Cuisia. “Our people will always remember this.” The President and Co-Founder of the Smallholder Farmers Alliance, Hugh Locke, said the initiative was inspired by the assistance from around the world that was extended to small farmers in Haiti to help them recover from the devastating
effects of Hurricane Sandy. “It was to honor the support we received at that time that our farmers, who have firsthand experience of what it is to suffer from storms like Typhoon Haiyan, wanted to reach out to their counterparts in the Philippines, ” said Locke. Eliette Pierre, a local farm leader and member of the alliance said: “We were very sad to hear that many farmers in the Philippines are suffering. We want to tell all of you that the farmers here are praying for you and we are also sending a donation to help you recover from the storm damage.” Locke said the farmers asked Joan Bao-In, a Filipina serving with the United Nations Stabilization Mission in Haiti (MINUSTAH) who was then visiting from the capital, Port-au-Prince, at that time, to turn over their donation to the GMA Kapuso Foundation in Manila. For the Philippines, the gesture has added importance, according to Ambassador Cuisia. He said Filipino military and police peacekeepers were among the first on the ground after the United Nations stepped in to help restore peace and stability in Haiti in 2004. Ambassador Cuisia said more than 150 officers and personnel from the Armed Forces of the Philippines continue to serve as the Force Headquarters Protection Unit of MINUSTAH in Port-au-Prince. ‘Yolanda’ death toll rises to 5,719 MANILA, Dec 4 (Mabuhay) – The official death toll from super typhoon “Yolanda” has risen to 5,719, the National Disaster Risk Reduction and Management Council (NDRRMC) said Tuesday. In its 6 a.m. Wednesday update, the NDRRMC said 39 more were confirmed dead in the worst-hit city of Tacloban in Leyte. Majority of the fatalities were from Eastern Visayas at 5,377 (4,882 in Leyte; 265 in Eastern Samar; 224 in Samar; and 6 in Biliran). In Tacloban, 2,116 bodies have yet to be identified. The number of missing remains at 1,779: 1,671 in Leyte; 38 in Samar; 24 in Palawan; 20 in Eastern Samar; 15 in Antique; 5 in Cebu; 4 in Iloilo and 1 each in Guimaras and Capiz. The NDRRMC said at least 26,233 were wounded after the typhoon crashed into central Philippines last November 8. At least 2,380,019 families or 11,260,069
individuals were affected by the typhoon, with 4,022,868 people displaced. Some 598,815 homes were totally destroyed while at least 611,364 houses were partially damaged. The cost of damage from the typhoon, meanwhile, remains at P34,366,518,530.67 (P17,333,367,534.29 for infrastructures and P17,033,150,996.38 for agriculture products). In this day of sadness and calamity in the Philippines, there’s a spark of hope for one provincial girl’s dream of achieving her goals, no matter the outcome. This is the message imparted by playwright Boni Alvarez in his ongoing play entitled “Dallas Non-Stop” at the Atwater Village’s Playwright Arena. This must-see play centers on Girlie, played by Sandy Yu who works at the call center of American Spirit Airlines in Manila and unstoppingly dreams of a wealthy life portrayed by the actors in her favorite soap opera “Dallas.” Her ongoing quest to achieve her “American dream” fell short when her boyfriend from India, Sandeep, played by Nardeep Khurmi, was transferred back to his country in New Delhi. Though she loved Sandeep who asked her to live with him in New Delhi, she stayed behind to pursue her dream of going to America to live in the city of Dallas. Girlie’s co-workers: “Charlie”, played by Anne Yatco,” Rodrigo”, played by Kennedy Kabasares and” Chichay”, played by Angel Starfeliz were all stunned to learn that she eventually ended up having an affair with their American boss “Brad” played by Jim Kane who later on moved back to his hometown in Cleveland, Ohio bringing Girlie with him in order to achieve her “American dream” of landing in America. I must commend playwright Boni Alvarez for writing a simple, yet meaningful story of tenacity in pursuit of one’s goals in life. Each of the actors played their roles so well, particularly the lead actor, Sandy Yu who has worked with Company of Angels, Actors at Play, Grove Theater Center and has toured the US perforning with the Here and Now Theatre Company. Not to be missed were: Anne Yatco, who surprisingly has a degree in Biomedical Engineering; another seasoned actor, Ken-
nedy Kabasares whose credits include” Sweet Karma,” “Dogeaters,” “The Theory of Everything,” Arrested Development” (a Fox Tv/film) and numerous other plays. LOS ANGELES – Kare-kare. Caldereta. Lumpia. Sisig. Lechon. These are just few of the mouth-watering culinary delights that Filipino chefs – and even regular folks – whisk out of their kitchen. Filipinos love to eat; no wonder they love to cook. Introducing Filipino cuisine to other cultures is not that difficult because of their unique flavor profiles that are heavily influenced by both the East and the West. And what better opportunity to showcase
these culinary gems than at the Kulinarya Cookfest in San Francisco? Held Saturday, November 23 at the City View in the Metreon, at Yerba Buena Gardens, the 4th Kulinarya Showdown Competition attracted more than a thousand food fans and contestants coming from as far as New York, Chicago and Honolulu. It was a delight to watch chefs in both amateur and professional division prep and serve their appetizing creations with the aim of winning the judges’ approval and
discriminating taste buds. Sheryn Jo Peneza of Los Angeles bagged the trophy for the amateur division with his Beef Rib Caldereta with Pasta, his new take on one of the Filipinos’ all-time favorite entrées. The former jail officer who said he loved to cook even when he was a youngster bested Kathy de Leon of Chicago, who served her version of Kare-Kare. In the professional category, New Yorker Neil Syham won the Grand Prize with his culinary delights: Sisig Scotch Egg for appetizer, Chicken Afritada (Sous Vice) for entrée, and Instant Bibingka Sponge Cake for dessert, Syham, who is a seasoned chef and owner of a food stand in Brooklyn’s Smorgasburg market bested three other competitors, namely, Karl Orlanes from Los Angeles, who’s an in-flight chef for Philippine Airlines at Hacor’s Inc., Manuel Ramirez of Inay Filipino Kitchen from San Francisco, and Paul Rivera of Hula Grill in Honolulu. Judges’ criteria were based on cohesiveness of the menu, presentation, creativity, taste, flavor, product doneness and temperature. Judging the competition were food connoisseur and culinary pros Francis Ang, executive check of Fifth Floor Restaurant; Evangeline Quesada of Ramar Foods; Geraldine Solon, managing editor of Gastronomique en Vogue; James Lim, area managing director of Joie de Vivre hotels and resorts; and Jefferson Sevilla, sous chef at Google in San Francisco. Winners of the cookfest received cash prizes ($1000 for the professional and $500 for the amateur), a free round-trip to the Philippines, 3-day and 2-night stay at a luxury hotel in Manila, and a special tour of Kulinarya destinations in the Philippines. Rich Chinese snap up Portugal property for ‘golden visa’ By Brigitte Hagemann
LISBON, December 3, 2013 (AFP) - A dream home in Portugal is becoming a golden ticket for wealthy Chinese, where property assets can also yield a prized residence permit allowing them to travel and do business across Europe. Portugal is rolling out the red carpet to discriminating Chinese buyers, where they are stabilizing property prices that have dropped by nearly a third during a deep recession that has accompanied the eurozone country’s international bailout. One year ago the Portugese government launched a program to attract wealthy investors, and the results are now beginning to bear fruit. For the purchase of a home or apartment of at least 500,000 euros ($700,000) which is to be kept for at least five years, investors will receive a Portuguese residence permit. Only obliged to spend seven days per year in Portugal, the holders of these residence permits may travel and work throughout Europe without a visa within the Schengen area of countries. Chinese account for the overwhelming majority of investors in the scheme, followed by Brazilians, Russians and Angolans. The scheme is similar to those in place in a number of other European nations, and data released last week by the foreign ministry showed that 356 of these residence permits issued so far have brought 222 million euros in investment. Now that the program is up and running, the increase in investment is expected to be swifter, said Luis Lima, head of the Portugese real estate agent association. More than 300 new requests for permits are under review, which would take the total investment to 600 million euros, he estimated, and “the requests are almost always accepted,” he said. In a single week last month, 15 million euros was invested, according to government figures, a rate which if sustained would take annual investment to nearly 800 million euros. And companies are adapting to the rich newcomers. Lisbon real estate agency Casa em Portugal hired Yansi Xu solely to better serve Chinese clients. “They are almost all businessmen. I have sold them seven houses in two months,” said the 34-year-old, taking a break from tapping frenetically at his computer. One client is a 35-year-old businessman who with his wife plans to move into a modern apartment near the Luz stadium in Lisbon’s Benfica neighborhood, so their young son can go to an English-language school in Lisbon.
The Chinese education system is “too demanding” for the child, Lima said, so the parents would prefer him to be educated in Europe. Another advantage, said the realtor, is space. “For 500,000 euros clients can buy an apartment with four rooms at 130 square meters (1,400 square feet) in Benfica, while in Beijing or Shanghai that is the price of a two-room space of 60 square meters,” he said. Gateway to Europe Most Chinese investors do not aim to make Portugal their home, but want to use the visa to conduct business in other European countries, which they can visit freely within the Schengen area of 26 countries, which excludes Britain and Ireland. “As a general rule, Chinese buyers are looking for new or renovated homes that they can rent out at a higher rate,” said lawyer Raquel Cuba Martins, whose firm helps Chinese clients navigate Portuguese bureaucracy. There are two other ways of obtaining a ‘golden visa’: investing a billion euros ($1.36 billion) in Portugal or creating 10 new jobs for its economy. But the property route, says Martins, is by far the most popular, with around 80 percent opting for it among her clients. Outside the capital, Chinese investors
are also attracted by Cascais, a seaside resort town near Lisbon, and houses on the southern Algarve coast. Offices on the Avenida de Liberdade, equivalent to the Champs-Elysees in Paris, are also highly sought-after, with prolonged haggling over the price an expected
part of the exchange. “Golden visas now represent 20 percent of our sales,” said Valdemir Lopes, commercial director at the estate agency ERA Expo, which offers apartments in the ultramodern Parque das Nacoes complex in Lisbon.

Int’l media group pushes preemptive action vs media killings in PHL
MANILA, Dec 4 (Mabuhay) – Following the killing of a radio host in Bukidnon last Nov. 29, an international media watchdog group called on the Philippine government to take “preemptive” action against media killings. Reporters Without Borders (or RSF) said that while it welcomes the creation of a task force to probe the killing of Joash Dignos, authorities must take preventive security measures when a journalist is threatened. “We hail the creation of a special task group to catch the perpetrators and instigators of this murder, but the authorities must act preemptively to end violence against journalists. Dignos had been threatened for some time and should have had protection. A special task group could have been created after the first threats. Execution-style killings of journalists should not be regarded as inevitable,” the group said. Dignos was gunned down on Nov. 29 in Valencia City. RSF cited reports indicating that when Dignos went to the toilet, four unidentified men gunned him down and then left on motorcycles. It added Dignos, 48, hosted a show called Bombardier on dxGT Radio Abante. He had criticized authorities on his radio program and had received death threats. “We offer our heartfelt condolences to the family and friends of Dignos, whose murder has again highlighted the dangers to which journalists are exposed in the Philippines,” RSF said. It lamented the killing came about a week after the fourth anniversary of the Nov. 23, 2009 Maguindanao massacre. “Coming six days after the anniversary of the 2009 massacre of 32 journalists in nearby Maguindanao, now commemorated as International Day to End Impunity, the murder shows that the Philippine authorities still have a great deal to do to fulfill their duty to protect journalists and combat the continuing impunity,” RSF said. The RSF also noted a grenade was thrown at the radio station while Dignos’ program was being broadcast last June. It added the manner of the murder was similar to that of radio journalist Jesus Tabanao, who was shot five times by a man on a motorcycle in Cebu City on Sept. 14. The RSF noted the Philippines is 140th out of 179 countries in the 2013 Reporters Without Borders press freedom index. (MNS)

Aquino to help Myanmar’s move to democracy MANILA, December 5, 2013 (AFP) – Philippine President Benigno Aquino lauded democratic reforms in Myanmar as he signed several bilateral agreements with his visiting counterpart Thein Sein Thursday. Thein Sein arrived at Manila’s presidential palace where he was accorded a red carpet welcome for his first visit to the Philippines. Aquino said the Philippines, which also made a transition from authoritarian rule to democracy in the 1980s, would be helping Myanmar in opening up its society. Formerly one of the most vocal critics within ASEAN of Yangon’s ruling junta, Aquino praised recent “historic developments” in Myanmar which include the holding of elections, release of political prisoners, dialogue with the opposition and opening up to foreign investment. “These herald a new chapter in Myanmar’s history. The Philippines supports these initiatives and offered assistance through capacity building, through technical cooperation,” said Aquino after a meeting with Thein Sein. The Philippines has offered to help Myanmar establish its human rights commission and training in areas like agriculture, entrepreneurship, fisheries, eco-tourism and “gender issues,” Aquino said. The two presidents also discussed peace efforts with rebel groups in their respective countries, Aquino said, adding that the Philippines would be appointing a resident defense attaché to further cooperation.
The leaders also oversaw the signing of several agreements including one that will allow Filipinos to enter Myanmar without a visa and another that will expand cooperation in renewable energy. Aquino thanked Myanmar for the aid it provided after Super Typhoon Haiyan hit the Philippines last month, flattening whole towns and leaving more than 7,500 dead or missing. Thein Sein, who will be bringing doctors and relief goods to typhoon-hit areas during his visit, said the damage suffered by Myanmar during the 2008 cyclone, made the country more aware of the suffering of the victims of such disasters. The Myanmar leader, who is on a three-day state visit, said he asked Aquino to help his country in areas like “health, education, economy and human resource development”, because it was lagging behind in these areas due to years of economic sanctions. He also said “there have never been any issues between Myanmar and the Philippines”, despite Aquino’s previous criticism of the junta. Thein Sein arrived in Manila on Wednesday and will return home on Friday after visiting the typhoon-stricken areas. Myanmar and the Philippines are both members of ASEAN, the Association of Southeast Asian Nations. ACTRESS Angel Locsin said she’s slowly moving on after the end of her two-year romance with footballer Phil Younghusband. The two confirmed last month that they ended the romance and said that it was a mutual decision. The former couple claimed that they remain as friends even after the split. On cutting board, place watermelon on its side and cut off 1/4 to 1/2 inch from stem end being careful not to cut too deep into white part of rind to provide sturdy base. With marker, draw scalloped line around width of middle of watermelon. Use paring knife to cut along marker line, then separate the two halves. Use melon baller to scoop out watermelon for your base.
Cut top half of watermelon in half and use dry erase marker to draw large set of lips on one half. Use paring knife to cut out lips. Once you have general shape, carefully carve away rind. Use paring knife to shape lips into more finished look. Cut remaining 1/4-inchthick slices and cut hearts, X’s, O’s or other shapes, discarding rind. Attach lips to top of base using wooden skewers and toothpicks. Slice strawberries lengthwise into 1/4-inch slices, keeping strawberry tops on for decoration, if desired. Attach slice of strawberry with green top to center of each scallop using toothpick. Use rest of strawberry slices in fruit salad for fruit bowl. Place fruit bowl on serving platter, fill with fruit salad and garnish with slices of fruit cut into hearts, X’s and O’s, if desired.

Place liners in 8-cup cupcake tin. Cut 3-inch-thick slices of seedless watermelon. Cut round cupcake-sized pieces from slices. Put watermelon cupcake in each liner. Place dollop of frosting on each cupcake. Decorate as desired with sprinkles.

New research published in the journal Frontiers in Human Neuroscience found that regular exercisers performed better on a problem-solving task after a short workout. A separate study from last year finds that if your creativity is in a slump, turn off your phone, strap on a backpack and hike a wilderness trail – for four days. Backpackers scored 50 percent better on a creativity test after spending four days in nature unplugged from electronic devices, report psychologists from the University of Utah and University of Kansas.

Former boat people remember kindness of Filipinos after Vietnam war, donate $400,000 for typhoon relief efforts WASHINGTON, D.C. – More than three decades after the Philippines opened its doors to them, it was the turn of former refugees from Vietnam to return the favor – this time by donating more than P19 million to support relief efforts for victims of Typhoon Haiyan. On Monday, representatives of the Vietnamese Community visited the Philippine Embassy to extend their sympathies to the Filipino people and turn over the initial $440,554 that they were able to raise for the benefit of the more than 10 million affected by the typhoon. “This is a very touching gesture from a people who said they never forgot how they were treated kindly by Filipinos who instead of pushing them back to sea, even pulled their boats ashore to help them,” Ambassador Jose L. Cuisia, Jr. said after receiving leaders of the Ben Em Dang Co Ta Foundation, the Saigon Broadcasting Television Network (SBTN), and the Vietnamese Refugees for Philippines (VR4P). Ambassador Cuisia said the Embassy received a check for $240,554 for the Philippine Red while another check for $200,000 was turned over to the USPhilippines Society, which is directly supporting typhoon relief efforts in the Central Philippines. Ambassador Cuisia said the donations were raised from members of the Vietnamese Community, particularly those who were among the more than 400,000 refugees or who had relatives who were accommodated at either the Philippine Refugee Processing Center in Bataan or the Philippine First Asylum Center in Palawan. According to Ambassador Cuisia the refugees who were accommodated in the Philippines were among the 1 million to 2 million Vietnamese estimated to have fled their country, mostly by boat, at the end of the Vietnam War in 1975. More than 250,000 did not make it as they perished during their voyage across the sea. “It was a very dark time for all of us boat people. We had no other choice but to risk our lives to escape. Many of us had faced tragedies, hunger and even death during our quest towards freedom,” said Dieu Quyen Nguyen, Executive Director of the Ben Em Dang Co Ta Foundation. “However, we were able to conquer this battle because we were not alone. We had the help, the protection and the sponsorship
from different people, especially the people of the Philippines,” she said. “You had once shown us the meaning of love when we were just foreigners in your country. Now it is our opportunity to thank you for what you had done for us unconditionally.” “Our thoughts and prayers are with the people of the Philippines as they mourn so many loved ones and neighbors lost in the dreadful destruction of Typhoon Haiyan,” said SBTN Vice President Phu Do, who along with VR4P Project Leader Bach Mai Nguyen also turned over posters and a plaque of appreciation to Ambassador Cuisia. “We faced fears, had hopes and dreams. So are you now. We continue to be on your side for what can be done as relief efforts,” he added. “Please remember that you are not alone. The Vietnamese people are behind you,” said Dinh Doan, Chairman of the Vietnamese Community in the District of Columbia, Maryland and Virginia. Ambassador Cuisia was grateful for the generosity of the Vietnamese community. “Thank you for your kind gesture and concern for our people. I look at your gesture as one of kinship and solidarity with the Filipino people,” he said. “I am also grateful that our government in the past opened our doors to you,” Ambassador Cuisia added as he also recalled how the Philippine Government allowed Vietnamese refugees to settle in the country permanently after the closure of the processing centers in 1996. “We face huge challenges in reconstruction in the months and years ahead, but we are grateful to have you behind us.” Ambassador John Maisto, President of the US-Philippines Society, and Executive Director Hank Hendrickson accepted the $200,000 donation on behalf of the US-Philippines Society. “It is numbing and very gratifying to see this outpouring of gratitude. You, of all people, understand suffering. You fled oppression and you were welcomed into the Philippines, and you came to the United States,” Ambassador Maisto said. “Thank you not only for your help to the Philippines, but, as a US citizen, I would like to thank you for what you have contributed to our country. This is another example of how blessed we are as a country to have you here,” said Ambassador Maisto.
13-year-old Taiwanese-American school girl helps raise $17,430 for typhoon victims WASHINGTON, D.C. – A few days after Typhoon Haiyan wrought unimaginable havoc in the Philippines, 13-year-old MeiJade Hsu made an impassioned appeal to her compatriots in the Taiwanese-American Community for them to lend a helping hand. MeiJade’s call did not go unheeded and on Monday, the eighth grader from Maryland visited the Philippine Embassy to personally turn over to Ambassador Jose L. Cuisia, Jr., a check for $17,430 representing the amount she helped raise for typhoon victims in the Central Philippines. “A few weeks ago when Super Typhoon Haiyan smashed into the Philippines, I saw so many images of total destruction on the news,” MeiJade told Ambassador Cuisia . “I was so shocked most when I saw that many of those images were of children
without homes or food.” MeiJade said she decided to help by campaigning in her own local Taiwanese American Community so that they could all help and donate together. On 16 November, MeiJade made an emotional appeal for donations for typhoon victims during the annual Thanksgiving banquet of the Taiwanese Association of America-Greater Washington Chapter in Rockville, Maryland. She came prepared with empty letter envelopes. “Here in the capital of the US, where many people of all ethnicities have all they want and never experience natural disasters like a super typhoon, it is our job to support those who are not as fortunate,” she said. “I talked it over with my parents and we decided that, as Taiwanese-Americans, we should help.”

Human trafficking a worry in post-typhoon Philippines: US WASHINGTON, December 3, 2013 (AFP) - Thousands of women and children in the Philippines risk falling prey to human traffickers in the aftermath of last month’s catastrophic typhoon, lawmakers and the chief US aid agency warned Tuesday. A US congressman returning from a visit to the storm-ravaged island nation said that while Filipino authorities and US forces were helping vast numbers of storm victims, more attention was needed to thwart criminal opportunists taking advantage of the chaos after Super-typhoon Haiyan roared ashore. “The most vulnerable – women, children, the elderly, and those with special needs – always fare worst during disas-
ters,” Republican congressman Chris Smith, who led the three-member delegation to the disaster zone last week, told a House Foreign Affairs subcommittee. At particular risk of sex trafficking are vulnerable people “who over a longer period of time may have lost some hope,” said Smith. Such persons in the Philippines, many among the thousands transported out of the disaster zone to cities like the capital Manila, could fall victim to offers of work in Saudi Arabia or Korea, Smith said, only to find themselves with “an engraved invitation to a hell on Earth.” Washington considers the Philippines as not in full compliance with minimum standards for eliminating trafficking.
The State Department’s 2013 trafficking report describes it as a source country for sex-trafficking and forced labor, and that “child sex tourism remained a serious problem” there. The US Agency for International Development, which for years has worked with the government of the Philippines to reduce human trafficking, also sounded the alarm at the hearing. “We are watching this very closely,” Nancy Lindborg, the USAID’s assistant administrator for Democracy, Conflict and Humanitarian Assistance, testified. “To protect the children of the central Philippines during this time of height-
ened vulnerability, the government of the Philippines and the international community will need to make every effort... to ensure and strengthen local and national protective services.” That includes creation of safe spaces for women and children, and programs that help identify, trace and reunify unaccompanied children, she said. Washington has committed nearly $60 million worth of typhoon-related aid to the Philippines, Lindborg said. More than 7,400 people died or remain missing in the aftermath of Haiyan, one of the most powerful typhoons on record.

Veterans to receive 1.5 percent cost-of-living increase New rates for compensation and pension benefits in 2014 WASHINGTON (Dec. 4, 2013) â&#x20AC;&#x201C; Veterans, their families and survivors receiving disability compensation and pension benefits from the Department of Veterans Affairs will receive a 1.5 percent cost-ofliving increase in their monthly payments beginning Jan. 1, 2014. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re pleased there will be another cost-of-living increase for Veterans, their families and their survivors,â&#x20AC;? said Secretary of Veterans Affairs Eric K. Shinseki. â&#x20AC;&#x153;The increase expresses in a tangible way our Nationâ&#x20AC;&#x2122;s gratitude for the sacrifices made by our servicedisabled and wartime Veterans.â&#x20AC;? For the first time, payments will not be rounded down to the nearest dollar. Until this year, that was required by law. Veterans and survivors will see additional cents included in their monthly compensation benefit payment. For Veterans without dependents, the new compensation rates will range from $130.94 monthly for a disability rated at 10 percent to $2,858.24 monthly for 100 percent. The last adjustment was in January 2013 when the Social Security benefits rate increased 1.7 percent. The Adobe Digital Index survey said online sales for the key holiday shopping day reflected an 80 percent jump in sales from mobile devices like smartphones and tablets. Mobile accounted for some 18.3 percent of online sales. Cyber Monday stems from the early days of the Internet, when consumers would use their fast Internet connections at work to make online holiday purchases. But many US retailers are extending their deals over several days from the Thanksgiving Day holiday on Thursday. â&#x20AC;&#x153;Retailers earned 10 percent of their holiday sales in just the last five days, an increase of 26 percent year-over-year,â&#x20AC;? said Tamara Gaffney, principal analyst for Adobe Digital Index. Asian leaders to starve themselves for immigration reform LOS ANGELES – Joining a growing national movement to compel Congress to act on comprehensive immigration reform, staff at Asian Americans Advancing Justice-Los Angeles (Advancing Justice - LA) will be fasting in solidarity with a group of immigrant rights, faith, and labor leaders who embarked on their journey of sacrifice and witness 22 days ago in Washington, D.C. “Each day that our immigration system remains broken, there are 1,100 more families that are torn apart by deportations,” said Betty Hung, policy director at Advancing Justice - LA, and participant in the solidarity fast. “In solidarity with those, like D.J.
Yoon, who have gone without food for 22 days to call attention to this urgent moral crisis, I will fast on December 3 as an act of conscience. We call on Speaker [of the U.S. House of Representatives] Boehner to follow the dictates of conscience and allow a vote on immigration reform that is inclusive and provides a just path to citizenship, while also preserving and strengthening family reunification as the foundation of our immigration system.” As of December 3, 2013, many Asian Americans and Pacific Islander leaders have committed to join the effort led by the fast participants in Washington, D.C. to heighten the moral dilemma that the House of Representatives perpetuates in its refusal

Archdiose of L.A. and PHL Consulate hold mass for typhoon victims Los Angeles, December 3, 2013 – The Archdiocese of Los Angeles and the Philippine Consulate General hold a memorial mass and prayer service “Prayerful Moment of Love and Hope” at the St. Basil’s Church across the Philippine Consulate General on 26 November 2013. This special memorial mass was to remember victims of Typhoon Yolanda/ Haiyan that killed more than 5,000 people and displaced thousands of families. The mass was led by Most Rev. Bishop Oscar Solis, assisted by 33 priests from different parishes in Southern California and the Knights of Columbus. Bishop Solis informed parishioners of ongoing relief operations by the Archdiocese of Los Angeles and asked the public to continue praying for the victims of the Bohol earthquake and Typhoon Yolanda. Consul General De La Vega thanked the religious community, particularly Most Rev. Bishop and the Filipino Ministry Council for organizing the event. She expressed the gratitude of the Philippine Government and the Filipino people for the overwhelming solidarity, support and sympathy for the victims and survivors of Typhoon Yolanda.

De La Hoya, Trinidad among new Boxing Hall of Famers CANASTOTA, December 4, 2013 (AFP) – Unbeaten Welsh star Joe Calzaghe, US icon Oscar “Golden Boy” De La Hoya and Puerto Rico’s Felix Trinidad were among those named Wednesday as 2014 inductees into the International Boxing Hall of Fame. The induction ceremonies will be at the upstate New York facility on June 8. Others to be inducted include promoter Barry Hearn, referee Richard Steele, photographer Neil Leifer, journalist Graham Houston and posthumous honorees Tom
Allen, Mike O’Dowd, Charles Ledoux, George Chaney and referee Eugene Corri. Calzaghe, 41, finished a 15-year pro career 46-0 with 32 knockouts and defended his super middleweight crown 21 times. In his final fights at light heavyweight, Calzaghe dispatched Bernard Hopkins and Roy Jones. “I’m so excited,” Calzaghe said. “I’m very proud and humbled. I think it’s amazing to be inducted. This is a massive, massive honor, just fantastic. To be up there with all the legends is the ultimate honor
for me.” De La Hoya, 41, finished 39-6 with 30 knockouts after claiming the 1992 Barcelona Olympic lightweight gold medal. He became a world champion in five weight classes from lightweight to middleweight. LONDON, December 4, 2013 (AFP) – Former NBA star Dennis Rodman, the new friend of North Korean leader Kim Jong-un, will this month make a third visit to the reclusive state to train its basketball team, a source involved in the trip said Wednesday. The heavily tattooed former Chicago Bulls star is organising friendship exhibition games between North Korea and exNBA players in January. “We’re going back, most likely on December 18-21. Dennis is going to train the North Korean team and get them ready for the big match in January,” said Rory Scott, a spokesman for the Irish bookmaker Paddy Power, which is sponsoring the games. “We’ll be announcing the details of the
US NBA players that we’re taking out in January. He’s going to spend a few days training the North Korean team,” Scott told AFP. “I’m going with him, we’re taking a documentary crew.” Rodman announced in September that the first game will be on January 8, Kim’s birthday, and the other on January 10. Rodman has struck up an extraordinary friendship with Kim since making his first trip to North Korea in March, when he declared the young ruler a “friend for life”. Phelps keeps mum on $1-M Rio question SAO PAULO, December 4, 2013 (AFP) – Swimming legend Michael Phelps, winner of most medals in Olympic history, would not be drawn Wednesday on whether he may come out of retirement for the 2016 Rio Games. Dubbing the issue the “million-dollar question,” the 28-year-old, winner of 18 gold, two silver and two bronze medals, was visiting Brazil to shoot a commercial with football legend Pele but dodged making any commitment on a possible return to the Olympic arena. “I don’t know what’s gonna happen in three years. I don’t even know what is gonna happen tomorrow,” said Phelps when pressed on a possible return to top competition. It’s “the million-dollar question,” he laughed. On his last visit to Rio eight months ago Phelps gave swimming tips to children from the Rocinha favela in Rio de Janeiro. Phelps said that had been an enjoyable experience and was delighted to see young fans turn out to greet him and Pele in Sao Paulo. “I always enjoy interacting with kids, and to be with a legend like Pele makes it even better. Aquino on gay marriage: Is that desirable for a child? MANILA, Dec 3 (Mabuhay) – Is that desirable for a child? President Benigno Aquino III on Tuesday said this is one of the things one has to consider before giving one’s approval to gay marriage. During a forum at the Sofitel Philippine Plaza, Aquino was asked whether he was in favor of gay marriage, which he initially refused to comment on. “Can I avoid na lang answering [that]? I made a comment, which I think was appropriate, and I made a mortal enemy of somebody because of that comment,” he said without elaborating. But he later explained that although he knows that human rights should be universal, there are other options which should be considered. “Parang if we go into gay marriages, then siyempre, the next step will be adoption and I don’t know if… I still have to look at it from the child’s perspective,” he said. “Is that something that is desirable in an environment for a child? Aside from gay marriage, Aquino was also asked about his stand regarding the ordination of women, a topic which he said he was not “qualified” to answer. Obama: ‘I’m not allowed an iPhone’ WASHINGTON, December 4, 2013 (AFP) – US President Barack Obama admitted Wednesday he was not allowed to have an iPhone owing to security fears – explaining why he is sometimes seen with a bulky super secure Blackberry. “I’m not allowed for security reasons to have an iPhone,” Obama told a group of young people at the White House for an event promoting his health care law. He added that his daughters Sasha and Malia spend a lot of time on their iPhones. Blackberry is renowned for its strong security encryption – one reason why it is still popular in official Washington, even as the device loses market share to other smart phones including
those manufactured by Apple. The security measures on Obama’s specially adapted Blackberry came under new scrutiny this year following claims that US spies had eavesdropped on the mobile phone of German Chancellor Angela Merkel. Within days of being inaugurated president, Obama won his battle with the Secret Service to hang on to his Blackberry, despite fears that it was vulnerable to being hacked, would give away his whereabouts and amid worries that anything he writes could eventually be grist for congressional investigations. He has been seen scrolling down his messages in his limousine as he travels around.

US auto sales hit fastest pace since 2007 CHICAGO, December 3, 2013 (AFP) – US auto sales clocked their fastest pace in nearly seven years as holiday deals boosted already strong demand, industry data showed Tuesday. The auto industry has been steadily climbing out of a deep and painful downturn after the 2008 financial crisis sent sales spiraling to levels not seen in decades. Improved consumer confidence, economic growth and the need to replace ageing vehicles has fueled growth which accelerated this year. But the promotions offered in Thanksgiving ‘Black Friday’ sales gave sales an unexpectedly big boost in November. Total industry sales jumped nine percent from November 2012 and hit an annualized pace of 16.4 million vehicles, according to Autodata. That’s up substantially from the 15.2 million pace set in October and the fastest
pace since February 2007. “Industry sales in November picked up after Thanksgiving contributing to the best sales pace of the year,” said Toyota’s Bill Fay. “Showroom traffic surged over the holiday weekend for Toyota, indicating good momentum we expect to continue through the end of the year and into 2014.” The strong figures in November weren’t only due to great bargains, General Motors said. Economic factors like a booming stock market, combined with enticing new product offerings, point to sustainable gains. “We feel very good about the direction of the economy and our own momentum,” GM sales chief Kurt McNeil said in a conference call. GM sales were up 14 percent at 212,060, the best November results in six years. Toyota sales rose 10 percent to 178,044 vehicles in November.

Electric cars take 10% of new sales in Norway: official data OSLO, December 3, 2013 (AFP) – Electric cars sales in Norway grabbed a market share of more than 10 percent for the first time in November thanks to generous incentives, according to official figures published on Tuesday. A total of 1,434 electric cars, or 11.9 percent of all new registrations, were sold in the Nordic country last month, the Information Council for Road Traffic (OFV) said. Despite the rise, for the first time in three months the highest-selling car was not an electric model, but the Volkswagen Golf. However, three electric cars were among the top ten: the high-end US-made Tesla S ranked second, the Leaf by Japan’s Nissan came fifth and Volkswagen’s
new E-Up was ninth. The Tesla S and the Leaf topped the sales list in September and October respectively. Sweden joins race for self-driving cars \STOCKHOLM, December 2, 2013 (AFP) – A hundred self-driving Volvo cars will roll onto public roads in and around the Swedish city of Gothenburg in 2017, the Chinese-owned car maker said Monday. The pilot initiative, called “Drive Me”, has a 500 million kronor (56.3 million euros, $76.2 million) budget and is a joint venture between the manufacturer and several public institutions, such as the Swedish Transport Administration and the city of Gothenburg. “We aren’t the world’s biggest country, we aren’t the world’s largest car maker, but we make up for that by being smarter and working together in a simpler way,”

CHICAGO, December 3, 2013 (AFP) - The city of Detroit won judicial approval to move forward with the largest municipal bankruptcy in US history Tuesday despite objections from city workers fearful of losing their pensions. Saddled with more than $18 billion in debt and a tax base depleted by decades of population loss and urban blight, the birthplace of the US auto industry has been so strapped for cash it can’t even keep the street lights on. It filed for bankruptcy protection in July, the largest US city ever to do so. After lengthy initial hearings and weeks of deliberation, Judge Steven Rhodes ruled Detroit is eligible to restructure its debt and liabilities under Chapter 9 of the US bankruptcy code. The decision was immediately appealed by the city’s largest public sector union. It was hailed by Michigan Governor Rick Snyder as the only “viable” way for Detroit to “stay on the path toward a brighter future.” “There will be other difficult decisions as we work through this process,” Snyder said in a statement. “But Michigan and Detroit are resilient and are the comeback stories in the country. Working together we can and will make sure that reinvention happens.” In an unusual move, Rhodes explained his decision in a court hearing prior to releasing his complex 140-page opinion. Bankruptcy was a “foregone conclusion” and should have happened years ago, Rhodes told the packed courtroom.
