MANILA, January 30, 2014 (AFP) – The Philippine economy was one of the fastest-growing in Asia last year after shrugging off devastating natural disasters and expanding at a “remarkable” pace in the final quarter, the government said Thursday. The economy grew by 6.5 percent in the last three months of the year even as a super typhoon claimed thousands of lives and an earthquake struck popular tourist islands, Economic Planning Secretary Arsenio Balisacan told reporters. PHL stands firm in diplomatic row with Hong Kong MANILA, January 30, 2014 (AFP) – The Philippines insisted Thursday it would not apologize for a 2010 hostage crisis in which Hong Kong tourists died, saying its response to the tragedy had been generous and compassionate. The statement came after the Hong Kong government announced on Wednesday it would impose diplomatic sanctions against the Philippines because of its “unacceptable” failure to apologize. “The Philippine Government regrets the Hong Kong SAR Government’s implementation of sanctions against the Philippines,” foreign affairs spokesman Raul Hernandez said in a statement. However he said the Philippines “is not prepared to consider” an apology. Rather, the Philippines would reiterate its “deepest regret and condolences”, while providing more compensation to the survivors and the victims’ relatives. Hong Kong Chief Executive Leung Chun-ying said on Wednesday that the current visa-free arrangement for visiting Philippine diplomats and officials would be suspended from February 5. They are currently able to stay 14 days without a visa. Leung described the move as the “first phase of sanctions” and said the government may take more action if it thought it could be “effective” in securing an apology over the hostage-taking. Pope wants to visit ‘Yolanda’ victims MANILA, Jan 29 (Mabuhay) – Pope Francis has expressed his intention to visit the typhoon-ravaged areas in Leyte, a Vatican official said. A CBCPNews report said Cardinal Robert Sarah, president of the Pontifical Council Cor Unum, said the possible visit is for the pope to show consolation and spiritual closeness to the victims of super typhoon Yolanda. The church official made the announcement on Tuesday during a Mass at the La Libertad Mission Church, in Palo, Leyte, which was badly damaged by the typhoon last November 8.

The pope sent the cardinal to the Philippines to visit the areas struck by the typhoon and to extend more assistance for rehabilitation efforts. “You go now because I might be going there also,” Cardinal Sarah quoted the pope as saying in his homily, drawing cheers and applause from the churchgoers. “I would not tell you the date but the Holy Father has been telling me ‘I might be also going there,’” he said. Child soldiers among 53 dead as gov’t troopers overrun Muslim rebels MANILA, January 31, 2014 (AFP) – Three child soldiers recruited by hardline Muslim rebels were among 53 people killed in a week of fighting with the Philippine army, a military official said on Friday. Regional spokesman Colonel Dickson Hermoso said the offensive against members of the Bangsamoro Islamic Freedom Fighters (BIFF) group in the strife-torn southern island of Mindanao had resulted in the deaths of 52 rebels, including the children, and one soldier. “They are employing child soldiers with guns and camouflage uniforms. When we encounter them, we cannot discriminate if they are children or not,� he told AFP. He said that soldiers and local residents confirmed the three child soldiers were among the guerrillas buried soon after their deaths, according to Islamic custom. The offensive came after the main Muslim rebel group, the Moro Islamic Liberation Front (MILF), successfully

concluded peace talks with government negotiators last week aimed at ending a decades-long insurgency that has killed tens of thousands. The BIFF is a small group of militants opposed to the peace effort with the MILF, which has carried out many deadly attacks in recent years in a bid to derail the peace process. The website of the UN special representative on children and armed conflict said that it “continued to receive credible reports that the (BIFF) armed group was actively training and providing weapons to children�. National military spokesman Lieutenant Colonel Ramon Zagala said that troops had captured the BIFF’s headquarters as well as their bomb-making factory in remote villages of Mindanao in a bid to prevent the rebels from derailing the peace process with the MILF. “Our objective is to curb the use of

CHR chief nixes bid to revive death penalty, blames ‘flawed’ justice system MANILA, Jan 30 (Mabuhay) – Commission on Human Rights chair Etta Rosales on Thursday rejected the proposal to revive death penalty in the Philippines, saying it’s more important to improve the country’s justice system first. Rosales said she does not believe that death penalty as a method of punishment and crime reduction has a direct correspondence. “It does not follow that with the imposition of [the] death penalty, crimes will be reduced. The truth of the matter is if you go into our history, and studies ... it does not show that the use of capital punishment redowns to the reduction of crimes,� she said. Earlier, Senator Vicente Sotto III filed a bill seeking to revive the death penalty because of the alleged rise in criminal acts in the country. In Senate Bill 2080, Sotto cited the “influx of heinous crimes ... in the country nowadays� and the “indiscriminate and horrendous brutality happening everywhere� to justify the reimposition of capital punishment. Police find 120 captured sea turtles in Palawan swamp PUERTO PRINCESA, January 31, 2014 (AFP) – Philippine police said Friday they rescued 120 protected sea turtles found hidden in a pen inside a mangrove swamp, apparently intended for sale to foreign traders. It is just the latest case of sea turtles captured in the western island of Palawan where various species are known to congregate said local police chief Senior Superintendent David Martinez. A police patrol in Balabac town on Tuesday came upon a huge pen containing 120 live sea turtles of various species and sizes hidden under the branches of mangroves, he said. “They were just stored there in the swamp. They (the perpetrators) probably just visited them occasionally when they added newly-caught turtles,� Martinez told AFP. The turtles were set free but no one was found tending the hidden pen. Martinez said an investigation was ongoing to determine who captured and stored the sea turtles. Such seizures of illegally-captured turtles are common in Balabac, located about 850 kilometres (528 miles) from Manila because the animals often congregate there, the police chief added added. Sea turtles are protected under Philippine law and catching them is punishable by at least 12 years in jail. In recent years, Philippine authorities have frequently caught foreigners, often Chinese, catching or buying sea turtles in the waters off Palawan. Turtles are often sold as exotic pets, end up in food markets or are used by practitioners of traditional medicine. Earlier, Philippine authorities said they had also seized a huge haul of more than a thousand helmet shells from a protected species of sea snail which were being shipped for sale. Police and fisheries bureau personnel seized 106 boxes, each containing at least 15 of the shells, on the poverty-stricken southern island of Jolo on Saturday following a tip-off, the fisheries bureau said. The large shells, from the Cassidae family of sea snails, are valued for their beauty and are often used as decorations and as fashion accessories. The boxes of shells were just about to be shipped for sale in the major cities of Cebu and Manila when they were seized.

USC was requested by their NGO counterparts in the Philippines for their help in providing disaster response training and technical support. Enrile is one of the few Filipinas in social work and has committed herself advocating for social issues that important to the Filipino-Americans and is “an integral member of USC humanitarian mission, connecting the team with leaders and grassroots organizations in the Philippines to build a sustainable partnership for relief efforts.� USC has a long history of working with the Philippines. Enrile, who is a Clinical Associate Professor at USC and holds a PhD from the University of California, is one of the few Filipina with PhD in social work who chose the field “as a way to bring to light important social issues in the Filipino-American community.� She has served as a voice against sex trafficking, anti-militarization and exploitative migrant labor. She has been recognized as one of the 100 Most Influential Filipinas in the World for being a voice for equity and global justice and has worked with students, communities and academic partners “to create social change through innovation and collaboration.� Enrile leads the Philippines immersion program in USC and has “developed the experiential learning opportunity as a more tangible means to study and chronicle human rights violations.� Her projects seek to help students understand how social

More than one quarter of Californians is immigrants. The foreign-born share of California’s population rose from 21.7% in 1990, to 26.2% in 2000, to 27% in 2011, according to the U.S. Census Bureau. California was home to 10.2 million immigrants in 2011, which is greater than the total population of Michigan. 46.8% of immigrants (or 4.8 million people) in California were naturalized U.S. citizens in 2011 (up from 31.2% in 1990)— meaning that they are eligible to vote. More than half of Californians are Latino or Asian—and they vote. The Latino share of California’s population grew from 25.8% in 1990, to 32.4% in 2000, to 38.1% (or 14.4 million people) in 2011. The Asian share of the population grew from 9.2% in 1990, to 10.9% in 2000, to 13.2% (or 5 million people) in 2011, according to the U.S. Census Bureau. In California, 90.4% of children with immigrant parents were U.S. citizens in 2009, according to data from the Urban Institute. In 2009, 90.6% of children in Asian families in California were U.S. citizens, as were 93.3% of children in Latino families. 2012 purchasing power of California’s Latinos totaled $310.5 billion – an increase of 353% since 1990. The share of California’s foreign-born Latinos who lived below the poverty line as of 2005 dropped from 28.7% of those who had been in the United States for less than 10 years to 11.8% among those who had been here for 30 years or more. The share of immigrants in Los Angeles County who owned their own homes as of 2005-2006 rose from 14.8% of those who had come to the United States within the previous 10 years to 63.4% of those who had lived here for more than 30 years – compared to a homeownership rate of 54.2% among the native-born, according to a study by Manuel Pastor and Rhonda Ortiz at the University of Southern California. Naturalized citizens excel educationally. In California, 33.2% of foreign-born persons who were naturalized U.S. citizens in 2011 had a bachelor’s or higher degree, compared to 17.4% of noncitizens. At the same time, only 24.9% of naturalized citizens lacked a high-school diploma, compared to 48.9% of noncitizens. The number of immigrants in California with a college degree increased by 51% between 2000 and 2011, according to data from the Migration Policy Institute. In California, 81% of children with immigrant parents were considered “English proficient� as of 2009, according to data from the Urban Institute. The English proficiency rate among Asian children in California was 86.4%, while for Latino children it was 83%, as of 2009. PHL: HK sanction ‘unfortunate’, still won’t apologize

MANILA, Jan 30 (Mabuhay) – The Department of Foreign Affairs (DFA) on Thursday described as “unfortunate” Hong Kong’s decision to scrap the visa-free arrangements for visiting Philippine diplomats and officials but reiterated that the Philippines will not apologize for the 2010 Manila hostage crisis. The DFA said the country has been doing its best to put closure to the 2010 Manila bus hostage crisis. However, it said it will not apologize for the incident, which led to the deaths of several Hong Kong nationals. “The Philippine government regrets the Hong Kong-SAR’s implementation of sanctions against the Philippines, particularly the requirement of visas usually given to Philippine officials…” Foreign Affairs Spokesman Raul Hernandez said. “The sanction is unfortunate because a substantive closure on the Quirino Grandstand had already been arrived at three years ago with the previous Hong Kong-SAR, the victims and their families,” he added. Hernandez said the government responded immediately to an “appeal for compassion” sent last October. “Additional tokens of solidarity have been pledged by the Filipino people at the behest of the Philippine government. These amounts being offered are substantially more than those previously accepted by the victims and their families,” he said. He said the government was made to understand that the victims have already agreed to such “tokens.” Not ready However, the DFA Spokesman said Hong Kong asked for a renegotiation and an apology “[which] the Philippines, as a sovereign nation, is not prepared to consider.” He said the country remains committed to “manifest compassion” and is ready to “turn over the additional tokens of solidarity from the Filipino people.” Hernandez also assured the Filipino people that the government has done its best to address and put an end to the hostage crisis. Hong Kong announced Wednesday it was imposing sanctions on the Philippines because of its “unacceptable” failure to apologize for the hostage crisis. The current visa-free arrangement for visiting Philippine diplomats and officials will be suspended from February 5, Hong Kong Chief Executive Leung Chun-ying told a press conference. Currently they are able to stay 14 days without a visa. Leung described the move as the “first phase of sanctions” and said the government may take more action if it thinks it could be “effective” in securing an apology over the 2010 hostage-taking. He added that every year, 700 to 800 diplomats or officials visit Hong Kong from the Philippines on the existing visa-free arrangement. (MNS)

Aquino worried over passage of Bangsamoro law in Congress

MANILA, Jan 29 (Mabuhay) – The Bangsamoro Basic Law hasn’t even been crafted yet, but President Benigno Aquino III is already worried over how Congress will handle it. “Well, siyempre pag pumunta na sa Kongreso merong mga nag-aalala tayo ng konti or siguro kailangang makiusap tayo na huwag nating pairalin iyong kaba,” Aquino told reporters after the awarding ceremony of The Outstanding Filipino (TOFIL) in Alabang on Wednesday. He issued the statement after the government and the Moro Islamic Liberation Front (MILF) signed the last and most contentious of the four annexes to the Framework Agreement on the Bangsamoro (FAB) over the weekend. The annexes will be used as guides in the drafting of the Bangsamoro Basic Law, which is expected to result in a Bangsamoro Political Entity that will replace the Autonomous Region in Muslim Mindanao (ARMM). Government peace panel chair Miriam CoronelFerrer said they hope to present the Bangsamoro Basic Law, which is being crafted by a Bangsamoro Transition Commission, to Congress early this year. Fear of the unknown Aquino, however, said he is worried because there are probably lawmakers who are wary of the measure. “Baka meron diyan na hindi pa kumpleto ang impormasyon at merong tinatawag na fear of the unknown,” he said. Because of this, he said they are trying to be transparent in the crafting of the law. Warm peanut oil in skillet or wok over medium high heat. Add garlic, ginger and white parts of scallion and stir-fry until fragrant, 2 to 3 minutes. Using peanuts to cure allergy PARIS, January 30, 2014 (AFP) – Doctors said Thursday they could treat peanut allergy by feeding children the very thing their bodies reject, so building tolerance that could save a life in case of accidential ingestion. Small doses of peanut powder taken over several months seemed to induce tolerance in children with the potentially deadly allergy, a research team wrote Wednesday in The Lancet medical journal. After six months of treatment, dubbed oral immunotherapy or OIT, 84-91 percent of the children in a trial could safely tolerate daily doses of 800 mg (0.03 ounces) of peanut powder – the equivalent of about

five peanuts, wrote the team. This was 25 times the amount they could tolerate before the therapy, and much larger than any accidental dose is likely to ever be. “The treatment allowed children with all severities of peanut allergy to eat large quantities of peanuts, well above the levels found in contaminated snacks and meals, freeing them and their parents from the fear of a potentially life threatening allergic reaction,” said study leader Andrew Clark from Cambridge University Hospitals. “The families involved in this study say that it has changed their lives dramatically.”

First the waiver is 100% discretionary with the Immigration Service. What is considered extreme hardship is up to the adjudicating officer and there is no hard and fast rule. Secondly, under the old law, if that waiver was denied while the applicant was at the Embassy abroad, the applicant is barred from returning to the U.S. and thereby becoming stranded. Because of this immigrant visa “Russian Roulette,� the USCIS changed the law making waivers of the 10 year bar less risky. This is great news. Under the law published by the USCIS last year, persons can now file their I-601 waivers in the U.S. before they travel to their interviews at the U.S. Consulates abroad. This reduces tremendously the

risk of being stranded abroad. This sort of “pre-screening� process ensures that persons will not travel abroad only to have their waivers denied at the Consulates abroad. This new regulation, permits visa applicants for the very first time to file their 601 waivers in the U.S. and have the waiver approved before they go abroad. This way, the visa applicants will know in advance if it is safe to go abroad to secure their immigrant visas. Under the new law, visa applicants who are not eligible to adjust will still have to travel to their home countries to secure their immigrant visas, but for the first time ever, the process will be a whole lot safer and surer. If you have not filed for your permanent residence because you entered illegally, are a crewman or otherwise not eligible to adjust and you have a qualifying close relative you should definitely consider starting your immigrant visa process now. LOS ANGELES, Jan 29 (Mabuhay) – The lone Filipino athlete that will see action in the Winter Olympics capped his pre-Games preparation in Moscow at the Novogorsk Training Center in Khimki, a region 844 miles north of Sochi where the Winter Games will be held on February 7-23, 2014. His name is Michael Christian Martinez, and his event is the men’s figure skating singles, one of the traditional centerpiece events in the Winter Olympic Games. The men’s figure skating starts on Feb. 13, 17:00 pm onwards with competitors taking the ice with their short programs (SP). Lots will be drawn for the skating order. Freeskates (FS) are scheduled on Feb. 14 . Only the top 24 performers will advance to the freeskate.� “I am confident that I will qualify in the freeskate or the final event. I had enough training days in Moscow to polish my act,� Martinez told this writer. “Now, I am ready and my confidence level is high. Thanks to the great support from Filipinos all over the world.� It was Victor Kudryavtsev, the Russian coach who mentored former Olympic champ Ilia Kulik, who took care of the final preparations for the Filipino’s Olympic stint. Make the freeskate; that is the realistic goal for the Filipino star figure skater. Should Martinez finish inside the top 20 in the Olympics that would be a great accomplishment in itself. In his event, he will be competing against the best and the battle-tested skaters in the world in an arena where excellence and perfection are required norms. ranked no. 29th figure skater in the world by the International Skating Union (http://www.isuresults.com/ ws/ws/wsmen.htm) as of December 30, 2013, Martinez, who is widely regarded in the skating world as one of its future stars, booked his personal best of 67.01 (short program) at the world junior championship in February last year. He finished a strong fifth in that competition. In November last year during the ISUJunior Grand Prix in Tallin, Estonia, Martinez scored 135.15 in the freeskate for a combined total of 198.82 en route to a third place finish. Both scores remain his personal bests going into the Games. Should those personal bests hold water in Sochi, Martinez could be somewhere in 18th-22nd places. the top favorites in the men’s figure skating singles – one of the centerpiece events in the Games – are three-time world champion Patrick Chan, Canada; Yuzuru Hanyu, Japan; Javier Fernandez, Spain; Dennis Ten of Kasakhstan, and ageless Evgeny Plushenko, the 2006 Olympic champion from Russia. In an interview before he left California for Russia, Martinez told this writer that finishing in the top 24 is a realistic goal for him as he will be up against jaded and seasoned skaters, veteran athletes who have been into competitive skating for a long time.“I am hoping to finish in the top 24 to qualify in the freeskate/final event. i will be competing against older, veterans and more experienced skaters, some of them are former Olympians,� Martinez said. “several of these skaters had been skating even before i was born, thus it’s a very, very tough competition.� Martinez also pointed out that many of these skaters are doing quad jumps consistently, while others will attempt to do quads. “In my case, my Russian coach decided not to put my quad since it’s not yet consistent

and to avoid stress on my knees and to keep me injury-free until the Olympics,� he said. Martinez wound up his intense training under the watchful eyes of Victor Kudryavtsev, the Russian coach who mentored former Olympic champ Ilia Kulik. In California, Martinez has two coaches – John Nicks and Ilia Kulik. With barely a week before the Games, Martinez’s mom who also acts as de facto coach told this writer that preparations, mindset, and the health of his son are upstanding. “So far so good,� Martinez’s mom, Teresa told this writer. “We stay indoors as much as possible. We are not taking any chances for Michael as he might get sick, especially that he is asthmatic. It is good that the training center is just beside the hotel. The temperature here dips as low as -11 Celsius.� Martinez is the first homegrown Filipino athlete to see action in the Winter Olympics. A tropical country, the Philippines is not expected to have winter sports athletes. In fact, the Philippines does not have a National Sports Association that handles winter game sports. Regardless, four athletes represented the Philippines in the 1972, 1988, and 1992 Winter Games, but they were second, third generation Filipino expats who grew up or lived outside the country. The Philippines’s 1972 bets Juan Cipriano and Ben Nanasca did not finish their slalom events in alpine skiing. At the 1988 Games in Calgary, Alberta, Raymund Ocampo, a FilAm luger, finished way off the leaders, while Michae Teruel, also an alpine skier, carried the PH tricolor at the 1992 Winter Olympics in Albertville, France. This Olympic year, yet another Fil-Am skater Christopher Caluza, vied for an Olympic slot to represent the Philippines, but he finished dead last at 34th in Skate Canada qualifier. Martinez, on the other hand, booked his Olympic ticket via the Nebelhorn Skateoff at 7th place. Among skaters seeking Olympic slots, the Filipino was third as the top four were in the skateoff just for trophies. In the case of Martinez, he was born and raised in Metro Manila, a place where people think an ice rink is a kind of popsicle, a triple axel an item inside the tool box, and figure skating as mere recreational sports. Martinez’s phenomenal skills notwithstanding, the boy soon found out that the greater odd to contend with in the sports that he loves is the cost of training expense to raise his game to the next level and eventually become a world beater. People who understand figure skating agree that with a talent like Martinez, the possibilities are limitless. In young Martinez, we could be looking at a very unlikely hero who can deliver PH’s quest for the elusive Olympic gold. But the Philippine sports establishment, which is populated by bureaucrats that are essentially politicos, are not quite responsive to the idea of raising up a real Filipino athlete who can bring home a gold medal. Meanwhile, like the real life-inspired movie “Cool Runnings� where the Jamaican bobsled team had to raise funds doing armwrestling, singing on the street, and holding a kissing booth, Martinez and his supporters in Los Angeles continue to raise additional training funds dancing the zumba. Fiat changes name, disappoints with profits MILAN, January 29, 2014 (AFP) – Italian car giant Fiat announced on Wednesday it was changing its name after completing the purchase of US automaker Chrysler to “Fiat Chrysler Automobiles”, but posted disappointing 2013 results. Fiat chairman John Elkann said the name change heralded “a new chapter”. “A journey that started over a decade ago, as Fiat sought to ensure its place in an increasingly complex marketplace, has brought together two organisations each with a great history in the automotive industry and different but complementary geographic strengths,” he said. “FCA allows us to face the future with a renewed sense of purpose and vigor,” he added. The group statement said: “In order to establish a true peer to the major global automotive groups, in both scale and capital market appeal, the Board has decided to establish Fiat Chrysler Automobiles N.V., organized in the Netherlands, as the parent company of the Group.” The company said shares would be listed in New York and Milan and Fiat shareholders would receive one FCA common share for each Fiat share they hold. FCA will be resident in the UK for tax purposes. “Today is one of the most important days in my career at Fiat and Chrysler,” Fiat CEO Sergio Marchionne was quoted as saying. “We have worked tenaciously and single-mindedly to transform differences into strengths and break down barriers of nationalistic or cultural resistance,” he said. Tesla cars to have same base price in China as US SHANGHAI, January 24, 2014 (AFP) – Electric carmaker Tesla Motors said its flagship vehicle will have the same pre-tax price in China as in the US, after Chinese media criticised foreign companies for charging higher prices in the country. The upstart US manufacturer’s Model S battery-powered car sells for $81,070 in the US and the company will receive the same sum for it in China, the world’s biggest auto market. Nonetheless the sticker price for the premium car will start from 734,000 yuan ($121,370), with the difference accounted for by $36,700 in taxes imposed by the Chinese government and shipping costs of $3,600, it said. Tesla’s openness over its pricing, which included an item-by-item breakdown of how it was reached, follows official moves and campaigns by state-run media against foreign companies for high prices in industries ranging from infant formula to pharmaceutical products. Net profit for October-December rose to 160.7 billion yen ($1.56 billion), while revenue rose 24.5 percent to 3.02 trillion yen in the quarter. The results were “mainly due to a rise in automobile and motorcycle net sales as well as the positive impact of foreign exchange effects”, the company said. A sharp decline in the yen this financial year has boosted profitability at major Japanese exporters, including Honda rivals Toyota and Nissan. For the nine months to December, Japan’s third-largest automaker logged 403.60 billion yen in net profit, up nearly 40 percent from the same period the previous year. Revenue for the three quarters rose 23 percent, with its sales in North America up 30 percent year-on-year owing to healthy sales of four-wheeled vehicles, it said. Honda also enjoyed good sales in the motorbike business in Asia, where profit was up more than 50 percent from a year ago.
