WASHINGTON, February 6, 2014 (AFP) – House Speaker John Boehner threw cold water on the prospects of near-term immigration reform, saying Thursday that Barack Obama must rebuild “trust” in his presidency before there is progress on the issue. “I have never underestimated the difficulty in moving forward this year,” the top Republican in Congress told reporters one week after unveiling a set of immigration reform principles aimed at legalizing the millions of people living in the shadows in the United States.
Boehner said he and many Republicans bristled at Obama’s announcement in last month’s State of the Union address that he will skirt Congress and wield his executive authority to move on some issues like economic disparity. VATICAN CITY, February 5, 2014 (AFP) - The Vatican’s permanent observer to the United Nations accused the UN on Wednesday of distorting facts in its damning report which denounced the Church for failing to stamp out child abuse. The report failed to take into account the fact that the Vatican had made “a series of changes for the protection of children”, and its efforts at reform were “facts, evidence, which cannot be distorted,” Silvano Tomasi said in an interview with Vatican Radio. He said the report by the UN Committee on the Rights of the Child – which was drawn up after a landmark hearing last month between human rights experts and senior Churchmen – “almost appears to
have been prepared before the meeting”. While the Vatican had given “detailed, precise answers to several points” raised by the experts, they “were not included in the final report, or at least appear not to have been taken into serious consideration,” he said. The report “appears to be out of date, bearing in mind what actions the Holy See has taken in these past few years. It is simply a question of facts, evidence, which cannot be distorted,” Tomasi added. The UN report said “tens of thousands of children worldwide” had been abused systemically for years within the Catholic Church, which it called on to remove all clergy suspected of raping or molesting children.
MANILA, Feb 6 (Mabuhay) – The Taguig City Police on Thursday filed obstruction of justice charges against the security agency of Forbeswood Condominium in Taguig City, where TV hostactor Vhong Navarro was mauled last January 22. In a complaint filed with the Department of Justice, the Taguig police accused Megaforce Security Services of violating Republic Act 5487 or The Private Security Agency Law and Presidential Decree 1829 that penalizes obstruction of apprehension and prosecution of criminal offenders. Apart from the security agency, also named names respondents were five of Megaforce’s personnel and several John Does. The Philippine National Police earlier
imposed a fine on Megaforce for failing to report the mauling within 24 hours. The agency handling security at the Taguig City condominium building, will have to pay a fine of P5,000 for the lapse in protocol, according to the PNP Supervisory Office for Security and Investigation Agencies (SOSIA). Among the violations earlier considered to have been made by the agency were: Failure to report the incident to the police, non-cooperation with police investigators, and failure to observe protocols in the conduct of investigation of a crime. Police Chief Inspector Sonny Celedio, PNP-SOSIA executive officer said Megaforce Security Services may yet be made to pay stiffer fines while its security guards may have their permits revoked.
PNP-HPG works closely with private sector vs carjacking MANILA, Feb 6 (Mabuhay) – The Philippine National Police-Highway Patrol Group (PNP-HPG) is intensifying coordination with private security guards and business establishments as pro-active measure in thwarting carjacking. In a broadcast interview on Thursday, Supt. Elizabeth Velasquez, spokesperson of the PNP-HPG, said that increasing visibility and patrols is among the efforts being implemented in coordination with the private sector. ”We have intensified coordination with business establishments and private security guards to prevent these incidents by increasing visibility and patrol,” said Velasquez. Velasquez said that based on available
PNP-HPG data, a total of 26 four-wheeled vehicles and nine motorcycles were stolen in Quezon City alone since January 1. ” We are still collecting data from our units all over the country,” said Velasquez. Velasquez said that among the favorite targets of carjackers are Mitsubishi models Strada, FB and Lancer, and Isuzu Crosswind. She said that vehicle models from 1998 to 2004 appeared more appealing to carjackers. According to Velasquez, some stolen vehicles are being used in committing crimes while others are dismantled and sold in parts. Eighty-seven percent of the carjacked vehicles were taken while parked unattended.

Koko cautions against hasty privatization of gov’t hospitals MANILA, Feb 6 (Mabuhay) – Senator Aquilino “Koko” Pimentel III today cautioned against the hasty privatization of the country’s lone specialized orthopedic hospital, saying it runs counter to the government’s policy on poverty alleviation and empowerment of the poor and vulnerable. Pimentel asked the Department of Health (DOH) to put on hold the privatization of the Philippine Orthopedic Center (POC) until issues raised by various groups, among them the National Orthopedic Hospital Workers Union-Alliance of Health Workers, are fully addressed. He said that aside from denying expert medical care to poor patients who could not afford to pay their bills, hospital employees are also bound to lose their jobs once the new management of the privatized hospital takes over. Pimentel said that the DOH is mandated by law to ensure access to basic health services for all, but wondered why it is rushing the privatization of specialized hospital without an alternative to accommodate poor patients despite getting a
huge P84.4 billion this year. He said that since the advent of the Local Government Code of 1991 in which health services were devolved to local governments, the DOH budget has gone up dramatically over the years despite the transfer of vast functions and manpower to the LGUs. The DOH had awarded to MegawideWorld Citi Consortium the privatization of the POC at a cost of P5.69 billion, hoping to modernize the 700-bed hospital that caters to patients with musculoskeletal disorders and serves as a center for trauma and orthopedics. (PhilHealth), will be displaced by the privatization and they have no place to go. He said that the government could not simply just set aside the interest of the poor patients as it is its moral duty to provide free and affordable healthcare to the people, especially the poor and the vulnerable in society.
The Palace had already said it was still working toward a mutually acceptable conclusion to the problem. Filipino sailors rescued as storms resurge off Spain MADRID, February 4, 2014 (AFP) Spanish coastguards rescued five Filipino sailors by helicopter after the seamen’s boat got caught in a storm on Tuesday off northwestern Spain, where fresh sea gales were growing, authorities said. The five were lifted from the Esnaad 715, an Emirates-flagged supply ship, which was “in danger of sinking” 50 nautical miles from the Spanish port of La Coruna, the national coastguard said in a statement. “The rescue operation was complicated by the adverse weather conditions
in the area, with southeasterly winds of 45 knots,” equivalent to more than 80 kilometers or 50 miles an hour, it added. It said the coastguard had brought the sailors to land in the nearby Spanish port of Viveiro and sent a tugboat to assess the situation of the Esnaad, which had been on the way from the Netherlands to Abu Dhabi. Fierce waves were pounding seafronts and fishing boats off northern Spain, where authorities issued alerts for storm tides and strong winds for Wednesday, with snow forecast in some places.

Kyle Hunter, an award-winning weather forecaster and broadcaster for over 23 years, sued CBS Broadcasting, Inc. for discrimination. He alleged that two of CBS’ television stations (KCAL and KCBS) repeatedly refused to hire him as a weather news anchor because of his gender and age, even though he had more experience and better qualifications. Gov’t renews unwavering commitment to combat graft, corruption
Chinese insults show PHL is right: Aquino
MANILA, Feb 5 (Mabuhay) – The government will continue carrying out reforms in the bureaucracy to sustain recent economic gains for the benefit of all Filipinos, a Palace official said on Tuesday. “The Aquino administration shall continue to pursue and institutionalize these reforms anchored on principles of good governance and to build stronger public institutions,” Presidential Communications Operations Office Secretary Herminio “Sonny” Coloma Jr. said in response to a report noting tremendous government losses as a result of rampant corruption in government. In a report, the Global Financial Integrity, a Washington, DC-based research and advocacy organization, said the Philippines has suffered $132.9 billion in illicit financial outflows from crime, corruption, and tax evasion, while $277.6 billion was illegally transferred into the country over a 52-year period. Coloma noted that while the report only covers the first year of the Aquino administration, the government is committed to continue eliminating corruption in the bureaucracy. The study made by the Global Financial Integrity covered the administrations of seven Presidents from Carlos P. Garcia to Gloria Macapagal-Arroyo, he said noting that it is important to address the concerns expressed in the report because it affects the country’s reputation in the global stage. To address these concerns, Coloma said that since 2010, the government has undertaken reforms to curtail smuggling and curb money laundering activities. Last year, the Financial Action Task Force excluded the Philippines in its blacklist citing “significant progress to improve anti-money laundering” measures. He also said several international agencies have cited considerable improvements in the country, especially in the areas of governance, transparency, government and business efficiency and economic performance. For instance, the Philippines’s ranking in the International Finance Corp.’s “Doing Business 2014” report, jumped 25 places to 108 from 133 in 2013 while its standing in Transparency International last year improved significantly to number 94 from 105 the previous year. Also, in the latest 2013 World Economic Forum, the Philippines’ ranking rose to 59ęč spot from the previous year’s 65ęč out of 148 countries, while the 2013 Grant Thornton Global Dynamism Index showed the Philippines ranking rising to 25 places to 21Ęę among 60 countries. The Philippines also achieved consecutive ratings upgrades to investment grade status from prominent credit ratings agencies such as Standard and Poor, Fitch, Moody’s and Japan Credit Agency. These ratings agencies are globally recognized as credible endorsers of countries attaining seal of good financial housekeeping and management. (MNS)

MANILA, February 7, 2014 (AFP) – Philippine President Benigno Aquino on Friday brushed off a barrage of Chinese insults that were triggered by him comparing China’s rulers with the Nazis, as the two sides traded further angry accusations over a territorial dispute. China’s state-run Xinhua news agency released a blistering commentary on Wednesday in which it labelled Aquino “amateurish”, “ignorant” and “lame”. The commentary came a day after Aquino said China’s efforts to seize disputed parts of the South China Sea were similar to Nazi Germany’s actions before World War II, and called on global leaders not to make the same mistake of appeasement. “Well, I thank Xinhua because they are reaffirming the validity of our position. As the saying goes, if someone cannot answer an issue, then he resorts to name-calling,” Aquino said when asked for a response to the Xinhua commentary. “If you are intentionally insulting me, I thank you because it shows the Philippine position is correct.” In Beijing, Chinese foreign ministry spokesman Hong Lei maintained the pressure on Friday, insisting that comparing China’s actions to those of Nazi leader Adolf Hitler were “inconceivable and unreasonable”.
“China is strongly dissatisfied with the relevant remark. We hope that the Philippine side will correct its mistake,” he told a press briefing. China insists it has sovereign rights over almost all of South China Sea, even waters approaching the coasts of neighbouring countries and down as far south as Borneo. The Philippines, as well as Brunei, Malaysia, Vietnam and Taiwan, also claim parts of the sea, and the disputes have for decades made the waters a potential trigger for military conflict in the region. Tensions have escalated in recent years as an increasingly muscular China has built up its naval and coast guard presence in the South China Sea, drawing complaints from the Philippines of Chinese bullying. Hong said the Philippines had created the most problems with its “illegal occupation” of islands in the South China Sea. But Aquino said the disputes could be resolved if all countries abided by the UN Convention on the Law of the Sea (UNCLOS), to which both China and the Philippines are signatories. The Philippines launched legal action with a United Nations tribunal last year, asking it to rule if the Chinese South China Sea claim was invalid. China refused to participate in the UN process.

Lee is among those charged by the actor for beating him up in Taguig on January 22. Javier, who is now based in the US, said she became emotional when she saw the severely beaten face of Navarro on

(PARIS-AFP) â&#x20AC;&#x201C; Eating yoghurt and low-fat cheese can cut the risk of developing diabetes by around a quarter compared with consuming none, according to a study of 3,500 Britons published on Wednesday. The evidence comes from a long-term health survey of men and women living in the eastern county of Norfolk, whose eating and drinking habits were detailed at the start of the investigation. During the studyâ&#x20AC;&#x2122;s 11-year span, 753 people in the group developed adult-onset, also called Type 2, diabetes. Those who ate low-fat fermented dairy products â&#x20AC;&#x201C; a category that includes yoghurts, fromage frais and low-fat cottage cheese â&#x20AC;&#x201C; were 24 percent less likely to develop the disease compared to counterparts who ate none of these products. When examined separately from the other lowfat dairy products, yoghurt by itself was associated with a 28-percent reduced risk. People in this category ate on average four and a half standard 125-gramme (4.4-ounce) pots of yoghurt each week. Those who ate a yoghurt for a snack, instead of a packet of crisps, had a whopping 47-percent reduction in the probability of developing diabetes. Only low-fat, fermented dairy products were associated with the fall in risk. Consumption of high-fat fermented products, and of milk, had no impact. The research, published in the specialist journal Diabetologia, was not designed to probe why eating low-fat fermented dairy products appears to be so beneficial.

How parenting styles can lead to childhood obesity (Relaxnews) – Parents who regularly punish or dismiss their children’s anxieties could be setting their kids up for obesity, warns a new study. That’s because kids who fail to learn how to regulate their negative emotions – a skill that can be fostered by affirmative parenting -- are more likely to turn to food for comfort, which can eventually lead to obesity. That’s the overarching conclusion of a University of Illinois study, which found a connection between poor parenting skills, defined in the study as “insecure parents,” and a child’s propensity for consuming junk food. “The study found that insecure parents were significantly more likely to respond to their children’s distress by becoming distressed them-

selves or dismissing their child’s emotion,” said lead author Kelly Bost. “For example, if a child went to a birthday party and was upset because of a friend’s comment there, a dismissive parent might tell the child not to be sad, to forget about it. US green light for cars to ‘talk’ to each other WASHINGTON, February 3, 2014 (AFP) – It is the stuff of sci-fi movies, but vehicles traveling on US roads will soon be able to “talk” to one another to avoid accidents. US regulators gave the green light Monday to the use of vehicle-to-vehicle communication technology that can exchange basic
safety data such as speed and position to help avoid collisions. “Vehicle-to-vehicle technology represents the next generation of auto-safety improvements, building on the life-saving achievements we’ve already seen with safety belts and air bags,” said US Transportation Secretary Anthony Foxx in announcing the approval. “By helping drivers avoid crashes, this technology will play a key role in improving the way people get where they need to go while ensuring that the US remains the leader in the global automotive industry.” Approval follows a test project begun in 2012 in which vehicles equipped with wireless devices were used to warn drivers about specific hazards such as an impending collision at a blind intersection, or a vehicle stopped ahead. Officials said the technology can help avert rear-end, lane change, and intersection crashes. But the systems do not include technology such as automatic braking or steering. The National Highway Traffic Safety Administration (NHTSA) said it is finalizing its analysis and will publish a report for public comment, with the goal of establishing rules for the new technology. The agency said the systems would include “several layers of security and privacy protection” to ensure that vehicles can rely on messages sent from other vehicles for potential safety problems. NHTSA acting administrator David Friedman said: “Decades from now, it’s likely we’ll look back at this time period as one in which the historical arc of transportation safety considerably changed for the better, similar to the introduction of standards for seat belts, airbags and electronic stability control technology.” Scott Belcher, of the Intelligent Transportation Society of America, a trade group representing transportation and technology industries, welcomed the announcement. “While the auto industry has made great strides to reduce fatalities and injuries after a crash, the next giant leap is to enable realtime communication between vehicles and with the world around them so crashes can be avoided in the first place,” Belcher said in a statement.
