Cashless Purchase Card addresses corruption: Aquino MANILA, Jan 15 (Mabuhay) – President Benigno S. Aquino III said on Wednesday that the newly-launched administration’s Cashless Purchase Card (CPC) program will address the alleged misuses of funds in the government. “Our goal is to institutionalize reforms that make it very difficult for unscrupulous individuals to steal from the people – regardless of who sits in office. This is where the introduction of cashless transactions comes in,” the Chief Executive said in his speech during the Good Governance Summit held at the Philippine International Convention Center, CCP Complex, Roxas Boulevard in Pasay City. Anger over alleged torture of maid in Hong Kong HONG KONG, January 14, 2014 (AFP) – Migrant worker groups in Hong Kong Tuesday expressed anger over the alleged torture of an Indonesian maid after reports the police were not pursuing the case, which has renewed concerns over the abuse of domestic helpers. Erwiana Sulistyaningsih reportedly returned to Indonesia on January 10 after she was allegedly abused and tortured by her employer over the course of eight months. Local migrant worker groups said the 23-year-old remained in hospital in central Java, with her condition improving. “We are very angry with the situation, it’s not our first case,” Eni Lestari, chairperson at the International Migrants Alliance, told AFP. “This is just too much. We should question why Indonesians helpers are not even able to help themselves when they are abused,” she said, adding that her group planned to stage a protest in the coming days. Other groups called on the governments of Hong Kong and Indonesia to launch an investigation after local media reports said officers were not treating it as an active

criminal case. “This is very big. Those responsible should go to court. We also request our government to help her come back to Hong Kong so she can report to the police,” Mia Sumiati, chairwoman of Komunitas Migrant Indonesia which runs a shelter home for abused maids in Hong Kong, told AFP. However late Tuesday a police spokesman said a criminal investigation had been launched. “Upon further investigation, the case is now listed in the category of assault,” the spokesman said in an email reply to AFP late Tuesday. Police had previously refused to investigate the case, the South China Morning Post had reported earlier. Hong Kong is home to nearly 300,000 maids from mainly Southeast Asian countries – predominantly Indonesia and the Philippines – and has come under growing criticism from concern groups over their treatment. Marcos urges gov’t to hasten legalization of OFWs in Saudi Arabia MANILA, Jan. 14 (Mabuhay) – Senator Ferdinand Marcos Jr. on Wednesday urged the government to take advantage of another two-month extension given by the Saudi government for foreign countries to correct the status of their undocumented nationals staying in Saudi Arabia. Marcos made this call after the Saudi government gave illegal migrant workers until March 1, this year, to complete their working papers. ”We should comply with all the requirements for the remaining overseas Filipino workers within the given period because this might be the last chance for them,” Marcos said in a media statement. Marcos said the Philippine government can only blame itself if after the deadline there are still Filipinos who will be arrested and incarcerated because of incomplete documents. “I hope, this time, the Department of Labor and Employment and the Department of Foreign Affairs will be able to assist all of our OFWs who still have incomplete documents,” the senator said. Marcos said the two-month grace period is enough “if only our officials would buckle down to work to legalize

our workers’ stay in Saudi Arabia or have them immediately repatriated if necessary.” Reports said the DFA estimated that about 1,600 Filipino workers in Saudi Arabia are either awaiting repatriation or correction of their status. “I am calling on the DFA and DOLE to know exactly the OFWs there that have problematic papers,” Marcos said. Saudi Interior Minister Prince Muhammad bin Naif ordered the two-month grace period, or up to March 1, 2014, to give a fresh chance to illegal foreign workers to process their residency and work status. The Saudi government launched on March 28 last year a crackdown on illegal migrant workers under “Saudization,” a policy aimed at giving employment opportunities to its own nationals. King Abdullah ordered the first threemonth reprieve on April 6 last year for illegal workers. It was extended from July 3 to Nov. 3, or the end of the Islamic year, by the Saudi Ministry of Labor. Reports citing DOLE’s record said 196,633 OFWs in the Kingdom were able to correct their papers while 38,939 had voluntarily returned to the Philippines in 2013. (MNS)

‘Smuggling bigger than Napoles scam’ MANILA, Jan 16 (Mabuhay) – The Philippines needs to crack down on the problem of smuggling, which is reportedly costing the government P133 billion in lost revenue every year bigger than the P10 billion pork barrel scam linked to businesswoman Janet Lim Napoles. Sen. Bam Aquino, chairman of the Senate Committee on Trade, Commerce, and Entrepreneurship, said the government should launch a serious and aggressive drive against smuggling because it is a big threat to legitimate businesses in the country. He said many businessmen have been weighed down by losses due to smuggling. The Federation of Philippine Industries revealed the government lost P1.33 trillion

or P133 billion a year in revenues from 2002 to 2011 due to smuggling in different ports all over the country. “If the people were indignant over the PDAF scam because at least P10 billion was taken away from the people’s money, the amounts we’re losing to smuggling are over ten times that amount. Smuggling is an ongoing scandal that needs to be addressed urgently,� he said in a statement. Aquino has called on the Bureau of Customs (BoC) and the Philippine National Police (PNP) to work more closely together and intensify their campaign against the illegal entry of goods into the country. De Lima said on Wednesday that controversial businessman Davidson Bangayan will be placed under the Look-out Bulletin. De Lima said that such action will be taken amid the gathering of more information about the possible involvement of Bangayan in rice smuggling because of suspicion that he is also the big-time rice smuggler David Tan. Likewise, De Lima said that she has ordered the National Bureau of Investigation (NBI) to continue with the gathering of additional information and evidence that David Tan and Davidson Bangayan are one and the same person. At the same time, De Lima said that the NBI has already coordinated with the Caloocan City Regional Trial Court (RTC) to clarify the warrant of arrest it earlier issued against a certain David Tan who was accused of electricity pilferage. Quevedo wants peace in Mindanao, corruption crushed MANILA, Jan 15 (Mabuhay) – Cardinal-elect Cotabato Archbishop Orlando Quevedo vowed to promote inter-religious dialogue and peace in Mindanao, a report by the Catholic Bishops’ Conference of the Philippines (CBCP) News said. “I prayed that I can contribute to the good of the people here in Mindanao and to the peace and dialogue being undertaken by the people of various faith in Mindanao specially with the Bangsamoro,� Quevedo said over Catholic Church-run Radio Veritas, as quoted by CBCP News. In the same report, Isabela de Basilan Bishop Martin Jumoad said Quevedo, having been exposed to the Bangsamoro peace process, can help strengthen the ongoing peace talks between the government and the Moro Islamic Liberation Front (MILF). “His voice can really guide the framers of the agreement, which would be acceptable to Muslims, Lumads and Christians,� Jumoad said. Quevedo, the Philippines’ eighth cardinal, said he will also address the problem of corruption in government. “I prayed that I can also contribute in promoting the formation of righteous political leaders in our country,� he said. He also wants to help Pope Francis in his shift of focus towards the poor. “I pray that I can contribute a little to that vision of Church of the poor in the Philippines,� he said. “I thank the Holy Father for recognizing the people in Mindanao specially the

NBI nabs 2 Canadians, Pinoy with Mexican drug cartel ties MANILA, Jan 15 (Mabuhay) – Authorities have arrested two Canadian convicts and a Filipino believed to be members of a “big-time� drug syndicate with ties to a Mexican drug cartel. Justice Secretary Leila de Lima told reporters that the National Bureau of Investigation nabbed Canadian citizens James Riach and Barry Espadilla, as well as a Filipino named Tristan Olazo. Quoting a report she got from the NBI, which is under the Department of Justice, De Lima said the three were arrested during a raid of a “kitchen-type shabu and cocaine laboratory� and four other areas. De Lima did not immediately identify the areas where the NBI-Anti-Illegal Drugs Task Force conducted its series of raids. She said the arrested suspects allegedly import material from Mexico and process them into shabu, cocaine, and ecstacy for distribution in night clubs and bars. Authorities also confirmed Riach and Espadilla as members of a “dreaded crime

Death toll from Mindanao floods, landslide rises to 26 – NDRRMC MANILA, Jan 16 (Mabuhay) – The death toll from the floods and landslides in Mindanao caused by a lingering low-pressure area climbed to 26 on Thursday, the National Disaster Risk Reduction and Management Council reported. The Davao region recorded the most deaths, with 13, followed by 10 in the Caraga region, two in Northern Mindanao and one in the Zamboanga Peninsula.

The agency said 11 other people remain missing – seven in the Davao region11, three in Caraga and one in the Zaboanga Peninsula – and 36 others have been injured. The floods and landslides have affected 71,482 families, or 339,870 persons, in 355 barangays in 62 municipalities in 14 provinces of Northern Mindanao, the Davao region and Caraga.

Of these, 42,714 families, or 206,120 persons, are being sheltered in 225 evacuation centers. The NDRRMC also said 71 roads and 37 bridges remained impassable in the affected regions, with 11 bridges and 15 roads sustaining damage. The agency also said 293 houses were destroyed and 1,039 damaged, while 10,903 hectares of agricultural produce were damaged.(MNS)

Cabactulan, Philippine Permanent Representative to the United Nations, New York co-chaired a briefing for donor countries organized by the United Nations Development Program (UNDP) on its US$65 million recovery program in the Philippines dubbed “Typhoon Yolanda Recovery and Resilience in the Visayas” (TRRV). Donors represented at the briefing include Australia, Canada Denmark, European Union, Finland, Indonesia, Japan, Luxembourg, Netherlands, Norway, Russia, South Korea, Switzerland and the United Kingdom. Designed to contribute to the Philippine Government’s Reconstruction As-

sistance on Yolanda (RAY), TRRV is a comprehensive framework for UNDP’s support to recovery and resilience in five programming hubs: Tacloban, Guian, Ormoc, Northern Cebu and Roxas. It aims to meet some of the immediate early recovery needs of the affected population and critical recovery intervention needed to support the country to bridge from early recovery to rehabilitation, while establishing conditions for long-term recovery, resilience and sustainable development. This three-year program revolves around three thematic pillars: governance; livelihoods; and disaster risk reduction and sustainable environment. With him as co-chair was UNDP As-

sociate Administrator Rebecca Grynspan, who said that “The Philippines a good example to follow in the future” because of the system it has placed across the board from humanitarian response to early recovery and rehabilitation. While citing UNDP’s significant achievements on the ground, particularly in debris clearing, waste management , and cash for work program, Ms. Grynspan warned that as has been the case in past appeals, early recovery remains an underfunded component in disaster response. “Because of other crises, like those in Africa, we tend to forget past crisis,” she said. She therefore urged the donor community to continue supporting the Philippines in its effort to build back better and forge a resilient future for its people. In thanking UNDP and beseeching abiding support from donors, Ambassador Cabactulan stressed the importance of moving quickly during the crucial recovery and reconstruction stages in the affected areas. He expressed hope that “all foreign assistance will dovetail their designs with RAY” which provides the framework for recovery and reconstruction interventions

over the short and medium term. This is essential to foster coordination of all available support to address the crisis, he added. Considering all the moneys coming in for this purpose, he also underscored the need to maintain accountability and transparency during the entire process to ensure that funds are used appropriately to realize program outputs. On the question raised by Canada on the number of schools affected by Yolanda, Ambassador Cabactulan referred to the Department of Education’s report that more than 4,500 classrooms need replacement which requires a budget of around 4 billion pesos. In this context, he noted the value of UNDP’s recovery bridge program as it takes time for the national government to gather all the necessary funds in the aftermath of a major disaster.He said that aside from borrowing money from financial institutions, like the Asian Development Bank and World Bank, mobilization of domestic resources is also very important if only for the country to pursue its recovery and reconstruction program according to its timeframe.

MANILA, Jan. 17 (Mabuhay) – The usual long queue of overseas Filipino workers (OFWs) at the Philippine Overseas Employment Administration (POEA) counters waiting for the processing of their overseas employment certificates will soon be a thing of the past. Labor and Employment Secretary Rosalinda Dimapilis-Baldoz said the “Balik Manggagawa (BM) on-line” makes transactions more convenient for vacationing OFWs who are returning to the same employers. Baldoz got this report from POEA Administrator Hans Leo J. Cacdac, noting that this breakthrough would expect around 70 percent, or approximately 500,000 returning OFWs to benefit from the BM on-line initiative. With an operational BM online, OFWs returning to the same employer can log on to the POEA website where they can fill out forms and submit the document for processing. If the name of the employer indicated in the form matches the name of the employer in the POEA database, the system will readily approve the returning OFW’s “new record”. “The Balik Manggagawa needs only to proceed to pay the fees electronically and print out the OEC either at the comforts of their homes or wherever they are conduct-

ing the on-line transaction,” Baldoz said in a statement. The OEC print-out containing a special bar code will be presented to the immigration officer at the airport upon departure. As soon as the immigration officer opens the POEA database and finds the Balik Manggagawa’s “new record”, the OFW will be cleared for exit. Baldoz said the appointment system (personal processing at the POEA Central Office) will only apply to the following: Returning OFWs who are changing employers (match could not be found in the POEA database); OFWs who have not passed through POEA (e.g. visit visa holders or ASEAN tourists); and Household service workers. She added that “OFWs still have the option of not going through the appointment system at the POEA Central Office and instead secure their OECs from the Philippine Overseas Labor Offices (POLOs) or POEA regional and satellite offices.” “The BM on-line system not only speeds up the process of securing OECs, but more significantly, it provides convenience to our vacationing OFWs. Very soon, our workers will be able to accomplish this transaction from any location where there is online connection,” Baldoz explained.

Pag-IBIG: No unauthorized bonuses in 2012 MANILA, Jan 17 (Mabuhay) – Pag-IBIG Fund President Darlene Berberabe insisted Friday the fund did not release any unauthorized bonuses to its employees in 2012. Berberabe said the P37.5 million cited in a Commission on Audit report were part of early retirement packages for employees who have served the government for more than 20 years. She said the COA issued an audit observation memo that questioned alleged double payment of the benefits. “The basis of COA in disallowing as relayed to us is that it is double retirement pay because subsequently they also applied under [Government Service Insurance System] GSIS for their retirement benefits,” she said. Berberabe said it is up to the Government Service Insurance System to determine if there are indeed double payments.

Aquino III on Wednesday announced the government to launch “Open Data Philippines,” a website that will serve as a portal for national government data made accessible to the public. During his speech at the Good Governance Summit held in Pasay City, President Aquino said the Open Data Philippines is one of the latest reforms being implemented by his administration in instituting good governance. The website, which can be accessed through . . . , will be made available to the public starting Thursday (January 16). “We will be unveiling a platform that will collate all relevant government data, not only for use in governance, but also for the information and use of the wider public: Open Data Philippines, will be accessible through . . . beginning tomorrow,” he said. “Open Data Philippines is a website for publicly available, up-to-date national data—from the total enrollment in public secondary schools over a certain period of time, to the aforementioned budget and procurement data and everything in between,” he added. Its very name says otherwise. More business execs saw ‘a lot’ of govt corruption in 2013 – SWS survey MANILA, Jan 16 (Mabuhay) – More business executives saw “a lot” of corruption in government last year when the so-called P10-billion pork barrel scam was exposed, a poll conducted by Social Weather Stations (SWS) revealed. The 2013 SWS Survey of Enterprises on Corruption showed 56 percent of business executives believed that corruption in the public sector was widespread – a dramatic increase from the record-low 43 percent recorded in 2012. The number of businessmen who believed that President Benigno Aquino III’s administration’s anti-corruption efforts were “somewhat effective” slightly decreased to 73 percent in 2013 from 78 percent two years ago.

More traders also declared having personal knowledge of government corruption, while a lesser number revealed having an “extensive” knowledge of the Aquino administration’s efforts against corruption. The figures were the results of a survey conducted among 951 business executives across the country from July 31 to November 29 last year – a period marked by widespread media coverage of the pork barrel scam. The anomalous transactions – allegedly staged by businesswoman Janet Lim-Napoles – supposedly involved the funneling of government funds to fake foundations that enabled some congressmen and senators and other government officials to pocket their pork barrel allocations.

35 Filipinas rescued as Taiwan cracks human smuggling ring TAIPEI, January 17, 2014 (AFP) – Police in Taiwan have busted a human smuggling ring and rescued 35 Filipinas who were forced into the sex trade, prosecutors said Friday. The women were rescued after investigators raided two pubs in southern Taiwan on Thursday and arrested the suspected ring leader, a man identified only by his family name Hung, the Tainan district prosecutors’ office said. Hung was accused of recruiting the women under the pretext that they would be working as professional dancers. Instead, he took away their passports after they arrived in Taiwan and forced them to work as sex slaves, it said. Hung was later released on a bail of Tw$1 million ($33,300) while the women will be sent to a local shelter, prosecutors said. Prostitution is illegal in Taiwan but the parliament in 2011 passed a controversial bill to allow special sex zones. While there is no official figure for the scale of Taiwan’s sex industry, observers estimate it involves hundreds of thousands of people and generates billions of Taiwanese dollars a year.

Onoda was the last of several dozen socalled holdouts scattered around Asia, men who symbolized the astonishingly dogged perseverance of those called upon to fight for their emperor. Their number included a soldier arrested in the jungles of Guam in 1972. Trained as an information officer and guerrilla tactics coach, Onoda was dispatched to Lubang in 1944 and ordered never to surrender, never to resort to suicidal attacks and to hold firm until reinforcements arrived. He and three other soldiers continued to obey that order long after Japan’s 1945 defeat. Their existence became widely known in 1950, when one of their number emerged and returned to Japan. The others continued to survey military facilities in the area, attacking local residents and occasionally fighting with Philippine forces, although one of them died soon afterwards. Tokyo declared them dead after nine years of fruitless search. However, in 1972, Onoda and the other surviving soldier got involved in a shootout with Philippine troops. His comrade died, but Onoda managed to escape. The incident caused a sensation in Japan, which took his family members to Lubang in the hope of persuading him that hostilities were over. Onoda later explained he had believed attempts to coax him out were the work of a puppet regime installed in Tokyo by the United States. Hong Kong domestic helpers demand justice for ‘tortured’ maid

HONG KONG, January 16, 2014 (AFP) – Domestic workers took to the streets of Hong Kong Thursday to demand justice for an Indonesian maid allegedly tortured by her employers and better protection for the city’s hundreds of thousands of foreign maids. During the protest a second maid came forward alleging abuse at the hands of the same employers four years ago. The allegations have renewed concern about the treatment of domestic helpers in the former British colony following a spate of similar abuse cases and recent criticism by rights groups. The first alleged victim, Erwiana Sulistyaningsih, 22, was reportedly left unable to walk following eight months of abuse in the southern Chinese city and was admitted to an Indonesian hospital in a critical condition last week after returning home. Hong Kong police said Tuesday they had launched a criminal investigation after migrant worker groups expressed anger at earlier reports that authorities were not pursuing the case. A police spokeswoman said on Thursday the investigation was ongoing and no one had been arrested. Dozens of protesters including maids, rights activists and migrant group members rallied outside the office of the maid’s employment agency Thursday before marching on the city’s Indonesian consulate. As they marched through the bustling shopping district of Causeway Bay they chanted slogans including “We are workers. We are not slaves. Justice for Erwiana”. At the protest, a woman nicknamed “Bunga” claimed she had been abused by the same employer over the course of 10 months in 2010. “I was beaten many times. I worked 20 hours a day,” the woman, who refused to reveal her true identity, said. “It’s my first time [job] in Hong Kong. I didn’t know anything. I was scared. My boss also told me not to speak out,” the 28-year-old said. The agency that employed Sulistyaningsih said they were unaware of her injuries until they were notified by their corresponding agency in Indonesia. “There is nothing for us to clarify. It’s the first time there has been a case of this kind in the 10 years we have been around [in this business],” a staff member of Chan’s Asia Recruitment Centre, was quoted by Hong Kong-based Cable TV as saying Thursday. But migrant worker groups have demanded action. “We are very angry. So many cases have happened to Indonesian migrant workers in Hong Kong,” Sring Atin, vice chairperson of Indonesian Migrant Workers Union, told reporters. The building where the employment agency’s office is located appeared to have tightened security with its grille lowered and security guards refusing to allow protesters to go upstairs. “It is not only an issue of her being an Indonesian, but her (Sulistyaningsih) being a migrant worker and a human being,” Eman Villanueva of the Filipino Migrant Workers’ Union of Hong Kong, told AFP. “We from the Philippines are also migrant workers. We know the feeling, being away from home and suffering,” Villanueva added. He called on the Hong Kong government to improve legal protection for maids, and to allow them to choose their own accommodation instead of being required to live with their employers. Sulistyaningsih remains in hospital in Sragen, on the main Indonesian island of Java.

Obama warns Congress he will act alone WASHINGTON, January 14, 2014 (AFP) – President Barack Obama said Tuesday he was pleased Congress had passed a sweeping $1 trillion spending bill, but warned he would wield power alone if lawmakers blocked his policy plans. The omnibus spending bill reached by negotiators from the Republican-led House of Representatives and the Democratic-run Senate funds the government until the end of the fiscal year in September, averting another government shutdown in the medium term. “I’m very pleased to see the House and the Senate agreed to a budget,” Obama said as he met his cabinet at the White House. The president encouraged Congress to pass the measure as “quickly as possible” to offer budget certainty for government agencies and departments. Obama also called on Congress to act on his other priorities, including an extension of jobless

insurance for the long-term unemployed and comprehensive immigration reform. But White House hopes for an unblocking of the partisan gridlock snarling his second term look likely to be unfounded, a fact Obama appeared to recognize in his remarks, as he promised to wield the power of his office to mitigate the travails of the struggling middle class. “We’re not just going to wait for legislation,” Obama said. “I’ve got a pen and I’ve got a phone, I can use that pen to sign executive orders and take executive action and administrative actions that move the ball forward.” While Obama can use his authority to implement policy changes on issues ranging from immigration to climate change and other issues, he must pass laws through Congress to enact the kind of sweeping political change he envisages and to deploy the power of the public purse.

PHL a global ‘source’ for child cybersex industry: police MANILA, January 17, 2014 (AFP) – The Philippines has rapidly become a key hub of the billion-dollar global child cybersex industry, with operators aided by widespread poverty and legal loopholes that allow them to remain anonymous, police said Friday. Paying subscribers anywhere in the world can log in to sites operated from Manila and across the archipelago that stream the abuse of Filipino children on the Internet, Senior Superintendent Gilbert Sosa said. “We are the origin, the source,” Sosa, head of the Philippine National Police’s anti-cybercrime unit, told a news conference, adding the industry spread rapidly across the country last year. Police in Britain, Australia and the Philippines announced Thursday that they had jointly dismantled a pedophile ring that streamed live sexual abuse of Filipino children as young as six over the Internet. In some cases, the victims’ parents were involved. Fifteen victims aged between six and 15 have been rescued, Britain’s National Crime Agency said Thursday, adding that 29 people had been arrested, including 11 in the Philippines. Three other ongoing investigations have identified 733 suspects, the agency added. Sosa said the Philippines is a “top 10” purveyor of what he described as a global “cottage industry (worth) billions of dollars”. The victims are mostly younger than 18, he said, recounting how he took part in some police raids in the northern city of Angeles, where boys and girls aged between 10 and 14 performed “lewd acts” in front of cameras. Some of the suspects arrested are Americans or Europeans, with Filipino “cohorts”, he said. In Manila, he said the streaming is done inside hotel rooms. It is also done in 31 of the Philippines’ 81 provinces, with Angeles, the central city of Cebu and the southern city of Cagayan de Oro being the other main sites. The police official said some of the streaming is

done inside shanties in the sprawling slums of the Philippines, a country of 100 million where one in four people live on less than a dollar a day, according to government data. “The parents themselves facilitate the children’s participation,” Sosa said, adding their earnings help support the families. Video streaming earned them at least $100 an hour, and photo sessions were worth up to 3,000 pesos (about $66), he added. Sosa said most people who pay to view the activity are from the United States and Europe. “There is no interest in child pornography in our culture. So it is mostly production.” Sosa said the crime had spread through the help of wireless technology where users cannot be effectively tracked by law enforcers. The Philippine passed a law in September 2012 meant to stamp out cybercrimes including fraud, identity theft, spamming, and child pornography. But the Supreme Court blocked the statute before it could take effect amid a legal challenge that it has yet to rule on. Opponents objected to provisions that would authorize heavy prison terms for online libel, and give the state the power to shut down websites and monitor online activities. “Under that law, telcos (telecommunications firms) are required to retain their data or log files within a period of six months. Since there is a temporary restraining order, there is no legal basis for them to comply,” Sosa said. Ronald Aguto, cybercrime division chief of the justice department’s National Bureau of Investigation, said Filipino law enforcers are making do with other laws to go after offenders, including one against child pornography. However, he said these were not enough. “In these matters, time is of the essence. We need to swiftly get the data from Internet providers,” he said in an interview over local DZBB radio.

DSWD mulls raps vs parents of children in online sex videos MANILA, Jan 17 (Mabuhay) – The Department of Social Welfare and Development may be filing charges against the parents of Filipino children who had fallen victims of an international online sex syndicate. “We are... looking into possible filing of charges of child abuse [against] the parents and we will work... to prevent parents or families from [pushing] their children to that kind of work,” DSWD Secretary Dinky Soliman said. Also, Soliman said her office is “coordinating with the concerned agencies, NBI (National Bureau of Investigation) in particular, to take care of the rescued victims.” Soliman made the statement after an international probe involving Britain and Australia cracked the pedophile ring that had been streaming live sexual abuse of Filipino children over the internet.

I had been on a long journey, seeking help for my chronic migraine problem that started at an early age. I had suffered from excruciating migraine attacks for fourteen years. On so many occasions, I had also gone to the “ER” (emergency room) for treatments. While there they gave me a shot of either “Toradol” or “Imitrex,” which was the only almost immediate solution in order to ease my plight. However, as with any medication upon administering it, the effect subsides after a while, or it does not work at all. In addition, I had undergone a series of “MRI’s” (Magnetic Resonance Imaging), which were ordered by some specialists, findings of which did not help much in diagnosing the cause of my migraines. None of these specialists really helped me very much. They really did not listen to what I was telling them, as with most doctors, they were only treating the symptoms, not getting to the root cause of my suffering, and yet, getting rich in the process. I kept telling them that with just the slightest of activity, I felt like either my back would be out of place, or my head seemed about to explode, or my eyeballs were about to pop out! I told one doctor that I would roll over in bed and jump out of place and that my neck was constantly popping and felt like I had huge grit in it. It felt like I was sleeping on a concrete pillow at night, as I could never get comfortable, not to mention the nausea and anxiety attacks that I would suddenly experience.

I knew this was not normal and I felt extremely helpless, not knowing if I would survive the attack or what could have happened next? I tried several other natural remedies since my migraines started, and yet nothing really alleviated my severe and chronic pain. My physicians had prescribed almost every drug in the book... you name it, and I took it! Operations, was sentenced to 33 months’ imprisonment, $119 million in restitution to the USDOT, $82,370 in restitution to the Internal Revenue Service, and two years’ supervised release. Both men were ordered to surrender to the Bureau of Prisons by February 17, 2014, to commence service of their sentences. Campbell pleaded guilty to DBE fraud in 2008, and Hubler pleaded guilty to DBE fraud and tax fraud in 2008. Romeo P. Cruz, of West Haven, Connecticut, the former owner of Marikina Construction Corporation, the DBE firm that operated as a front for SPI to gain lucrative DBE contracts, pleaded guilty to DBE fraud and tax fraud in 2008 and 2009, and is scheduled to be sentenced on Wednesday, January 15, 2014. All three men cooperated with the government’s investigation that led to the conviction of the two former owners of SPI, Ernest G. Fink, of Orwigsburg, Pennsylvania, SPI’s former vice president and chief operating officer; and Joseph W. Nagle, of Deerfield Beach, Florida, SPI’s former president and chief executive officer. Fink pleaded guilty to DBE fraud in 2010. Nagle was convicted after a four-week jury trial in 2012 of 26 charges relating to the DBE fraud scheme. No sentencing date has been scheduled for Fink and Nagle. “The sentences handed down today, in what is the largest reported DBE fraud case in USDOT history, serve as clear signals that severe penalties await those who would attempt to subvert USDOT laws and regulations,” said Doug Shoemaker, OIG Regional Special Agent in Charge. “Preventing and detecting DBE fraud are priorities for the Secretary of Transportation and the USDOT Office of Inspector General. Prime contractors and subcontractors are cautioned not to engage in fraudulent DBE activity and are encouraged to report any suspected DBE fraud to the USDOT-OIG. Our agents will continue to work with the Secretary of Transportation; the administrators of the Federal Highway, Transit, and Aviation Administrations; and our law enforcement

and prosecutorial colleagues to expose and shut down DBE fraud schemes throughout Pennsylvania and the United States.” According to U.S. Attorney Peter J. Smith, the DBE fraud lasted for over 15 years and involved over $136 million in government contracts in Pennsylvania alone. SPI, using Marikina as a front, operated in several other states in the Mid-Atlantic and New England regions. Although Marikina received the contracts on paper, all the work was really performed by SPI personnel, and SPI received all the profits. In exchange for letting SPI use its name and DBE status, Marikina was paid a small fixed-fee set by SPI. The scheme lasted as long as it did because of the numerous fraudulent steps the co-conspirators took to conceal the scheme. SPI personnel routinely pretended to be Marikina personnel by using Marikina business cards, e-mail addresses, stationery, and signature stamps, as well as using magnetic placards and decals bearing the Marikina logo to cover up SPI’s logo on SPI vehicles. SPI and its wholly owned subsidiary, CDS Engineers, was sold in 2009 and was based in Cressona, Pennsylvania. SPI manufactured concrete bridge beams, as well as other suppliers’ products. CDS was SPI’s erection division and installed SPI’s bridge beams, as well as other suppliers’ products. USDOT provides billions of dollars a year to states and municipalities for the construction and maintenance of highways and mass transit systems on the condition that small businesses owned and operated by disadvantaged individuals receive a fair share of these federal funds. The DBE fraud here involved SPI’s use of Marikina’s name and status to obtain DBE contracts that it was not entitled to receive. The investigation was conducted by the FBI, the USDOT Inspector General’s Office, U.S. Department of Labor Inspector General’s Office, and the Criminal Investigation Division of the Internal Revenue Service. Senior Litigation Counsel Bruce Brandler handled the prosecution.

Pureza R. Fortuna: FASGI’S co-founder passes away Pureza Ruiz Fortuna, one of the founders of the Filipino-American Service Group (FASGI), passed away on Dec. 16, 2013 after a lingering illness. She was 93. The late Mrs. Fortuna was born on April 23, 1920 in Sarat, Ilocos Norte, Philippines. She is now reunited with her deceased husbands Jose Languisan and Jaime Fortuna, and son Ruben Languisan. She is survived by her three living children: daughter Luz Himala with husband Oscar, granddaughter Angel Dizon with husband Ronald and great grandsons Jordan, Zeke and Logan, granddaughter Annie, grandson Anthony, great granddaughter Alanna, and grandson Andrew; daughter Helen Albayalde with husband Dennis and grandson Arnel; and son Paul Languisan with wife Evelyn Languisan, grandson John Paul with wife Rose, great grandchildren Samantha and Julian, and granddaughter Kristine. Ms. Fortuna received her Bachelor of Science in Nursing Class 1941 and Masters of Arts in Administration and Public Health in 1943 both from the University of the Philippines. Thereafter, she worked as the head of Public Health in the city of Manila. In the States, she has worked in the ICU, CCU and Medical-Surgical and retired as a Director of Nursing at the age of 78. Even after retirement, Ms. Fortuna continued to serve the community of Los Angeles as a Red Cross nurse volunteer for 39 years. She was presented the 1996 Central East District Volunteer Nurse of the Year award. Aside from FASGI, Ms. Fortuna was also an active member of Dimasalang, derived from national hero, Dr. Jose P. Rizal’s pen name. The Languisan and Fortuna families would like to express their deepest appreciation for “showering us with love, kind words and prayers. “We ask for prayers that God would continue to give us strength, guidance, peace and comfort in our journey as we will miss our beloved matriarch,” said son Paul Languisan, family’s spokesman who issued this statement. – Dan E. Flu deaths increase in California SACRAMENTO - Dr. Ron Chapman, director of the California Department of Public Health (CDPH) and state health officer, announced today the number of confirmed influenza related deaths in the state has increased to 45 for the season so far, including two pediatric deaths. This is an increase of 38 deaths from last week’s announcement. “Flu activity continues to increase statewide, including reports of hospitalizations, severe disease and the number of deaths,” said Dr. Chapman. “We are clearly in the midst of what appears to be an earlier peaking, severe flu season, and I encourage everyone who has not yet gotten a flu vaccination to do so. The influenza vaccine remains the most effective way to protect yourself from the flu.” For the most recent reporting period, ending January 11, 2014, there were an additional 38 confirmed deaths in 20 counties throughout California. That brings the total of influenza related deaths for the season to 45. An additional 50 deaths are under investigation by CDPH. The 45 influenza-associated deaths this season have been reported by the following counties: Alameda (3), Contra Costa (2), Kern (1), Kings (2), Lassen (1), Los Angeles (4), Marin (2), Mendocino (1), Merced (2), Orange (3), Riverside (1), Sacramento (5), San Bernardino (4), San Diego (3), San Francisco (1), San Mateo (2), Santa Barbara (1), Santa Clara (3), Sonoma (1), and Stanislaus (3). The pediatric deaths occured in Los Angeles and San Mateo counties. There is no shortage of influenza vaccine. At the state level, CDPH still has about 50,000 state-purchased doses that are available to local health departments.

California 3rd in nation in high hospital charges New data released by the nation’s largest nurses’ organization reveals that California hospitals are among the most costly in the nation, helping fuel a growing scandal of high hospital charges and costs. California ranks third nationally in how high it sets its charges over its costs, with a statewide average charge of 451 percent as a percent of total costs. In other words, the average Nevada hospital charges $451 for every $100 of its total costs. That’s well above the national average of 331 percent. The 10 percent of hospitals with the highest charges over their costs have the largest average profits. • For-profit hospitals continue to dominate the list of those with the highest charges. For-profit corporations average charges of 503 percent of their costs, or $503 for every $100 of total costs. • By contrast, publicly-run hospitals, including federal, state, county, city, or district operated hospitals, with public budgets and boards that meet in public, exercise far more restraint than for-profit or non-profit corporate chains. Average charge ratios for government-run hospitals are just 235 percent of their costs. • Public oversight, or regulation seems

to help constrain excessive pricing. Maryland, probably the most regulated state in the U.S. has the lowest average charges of all the states among its 10 most expensive hospitals. While Medicare sets reimbursement rates, insurance companies typically negotiate with hospitals on reimbursements. But the higher the charges, says NNU, the greater the ultimate reimbursement that insurers pay. Predictably, insurers will pass those increased costs to ratepayers, with resulting higher premiums, co-pays, deductibles, and other fees for patients and families. Uninsured individuals with far less bargaining power are too often hit with the full list price. Hospitals increasingly tack on steep co-pays, require cash up front before administering care, or hound patients for payment afterwards. Globally, a Commonwealth Fund study of 11 developed nations released in November found that U.S. adults are the most likely to forego treatment due to cost, struggle to pay bills, and spend the most out of pocket on medical care. In 2013, it found, 37 percent of U.S. adults failed to see a doctor, didn’t seek recommended treatment or did not fill a prescription because of the high cost – compared to just 4 percent of those in Great Britain. The global data, says NNU co-president Deborah Burger, RN illustrates why the need for “fundamental transformation of our broken healthcare system to one based on patient need and quality care for all remains critical.” Noting the health security for Americans changes dramatically at 65, the age for which people qualify for Medicare.

USCIS to welcome more than 5,200 new U.S. citizens at first LA citizenship ceremony of 2014 LOS ANGELES – Los Angeles and Southern California will welcome 5,276 newly naturalized citizens on Tuesday, January 14, 2014 at the Los Angeles Convention Center in West Hall “A-B�. The candidates, lawful permanent residents who have met all the requirements for citizenship, represent more than 130 countries. Fourteen candidates representing most branches of the Armed Forces will also be among those taking the Oath of Allegiance. This will be the first naturalization ceremony of the New Year for U.S. Citizenship and Immigration Services (USCIS) District 23, Los Angeles. USCIS is also asking new citizens and their families and friends to share their citizenship experience and photos

at the ceremony via Twitter using the hashtag #newUScitizen. WASHINGTON, January 17, 2014 (AFP) – Call it the attack of the zombie refrigerators. Computer security researchers said this week they discovered a large “botnet� which infected Internet-connected home appliances and then delivered more than 750,000 malicious emails. The California security firm Proofpoint, Inc., which announced its findings, said this may be the first proven “Internet of Things� based cyberattack involving “smart� appliances. Proofpoint said hackers managed to penetrate home-networking routers, connected multi-media centers, televisions and at least one refrigerator to create a botnet – or platform to deliver malicious spam or phishing emails from a device, usually without the owner’s knowledge. Security experts previously spoke of such attacks as theoretical. But Proofpoint said the case “has significant security implications for device owners and enterprise targets� because of massive growth expected in the use of smart and connected devices, from clothing to appliances. “Proofpoint’s findings reveal that cyber criminals have begun to commandeer home routers, smart appliances and other

components of the Internet of Things and transform them into ‘thingbots,’� to carry out the same kinds of attacks normally associated with personal computers. The security firm that these appliances may become attractive targets for hackers because they often have less security than PCs or tablets. Proofpoint said it documented the incidents between December 23 and January 6, which featured “waves of malicious email, typically sent in bursts of 100,000, three times per day, targeting enterprises and individuals worldwide.� More than 25 percent of the volume was sent by things that were not conventional laptops, desktop computers or mobile devices. No more than 10 emails were initiated from any single device, making the attack difficult to block based on location “Botnets are already a major security concern and the emergence of thingbots may make the situation much worse,� said David Knight at Proofpoint. “Many of these devices are poorly protected at best and consumers have virtually no way to detect or fix infections when they do occur. Enterprises may find distributed attacks increasing as more and more of these devices come online and attackers find additional ways to exploit them.�

Target breach linked to global cybercrime: researchers WASHINGTON, January 17, 2014 (AFP) – The massive data breach at US retailer Target is probably linked to a broader global network of cybercrime that may have affected other merchants, security researchers said. US security firm iSight Partners concluded that the hackers who stole data on as many as 110 million Target customers comes from “a new piece of malicious software,� which “has potentially infected a large number of retail information systems,� according to a statement Thursday from the company, which has been working with US authorities. A separate report by the Israeli-based firm Seculert said an analysis of the malware showed the attack “had two stages, which is a well known attribute of an advanced threat.� The malware first infected Target’s checkout counters to extract credit numbers and sensitive personal details, “then after staying undetected for six days, the malware started transmitting the stolen data to an external FTP server, using another infected machine within the Target network� Seculert said. Seculert said the hackers used a virtual

private server (VPS) located in Russia to download the stolen data and “continued to download the data over two weeks.� But the firm found no evidence of a link to other retailers such as Neiman Marcus, which was also compromised. Jim Walter of McAfee Labs said in a blog post that his firm has found “credible evidence to indicate that the malware used in the Target stores attack is related to existing malware kits sold in underground forums.� Walter said the malware is similar in function to and possibly derived from a bug known as “BlackPOS� which first was detected last year. Meanwhile researchers from IntelCrawler, a Los-Angeles based cyber intelligence company, said in a statement the BlackPOS malware was created by a 17-year-old hacker and has been used to infect retail systems in Australia, Canada and the US. “The first name of the malware was a lyric ‘Kaptoxa,’� which means potato in Russian slang, according to a statement from IntelCrawler. The firm said the malware was sold more then 40 times to cybercriminals from Eastern Europe and other countries.
