WASHINGTON, June 11, 2014 (AFP) – Heads of major US companies on Wednesday urged immigration reform as crucial to boosting US economic growth, amid speculation the issue was dead after a shock Republican election defeat.

The Business Roundtable, an influential group representing top chief executives, said that fixing America’s “broken immigration system” would unleash a powerful force that drives growth and

bolsters the business sector.

The group issued a report laying out the economic case for immigration reform, which coincidentally landed as Washington political circles reeled from Tuesday’s unexpected defeat of Republican Party chieftain Eric Cantor in a Virginia primary election.

MANILA, June 12 (Mabuhay) – After at least two senators assailed the administration for filing charges against them, President Benigno Aquino III on Thursday said the pork barrel scam cases are backed by evidence and not by any other motive.

During his Independence Day speech in Naga City, Aquino said the issue about the illegal detention of whistleblower Benhur Luy and the fraudulent scheme itself first came to light during the 2013 midterm elections.

Filipinos in US can now listen to radio stations in PHL via mobile phone WASHINGTON D.C. – Filipinos in the United States can now listen to radio broadcasts from the Philippines on their mobile phones with the launching of the second phase of a public diplomacy initiative aimed at connecting them with the motherland.

The availability in the US of broadcasts from six leading Filipino radio stations, including the Catholic-run Radio Veritas, was announced by the Philippine Embassy and AudioNow, the world’s leading call-tolisten platform, on the occasion of the 116th

anniversary of Philippine independence.

“Today, we bring our kababayans here in the US closer to home with the launching of AudioNow’s call-to-listen service that would allow them to hear radio broadcasts from the Philippines with their mobile phones,” Ambassador Jose L. Cuisia, Jr. said.

Supreme Court shuts door on aged-out children Court says adult sons and daughters of US citizens not protected by CSPA LOS ANGELES, June 9, 2014 – Asian Americans Advancing Justice (Advancing Justice) decries today’s U.S. Supreme Court’s 5-4 ruling in Scialabba v. Cuellar de Osorio (formerly Mayorkas v. Cuellar de Osorio),involving the Child Status Protection Act (CSPA).

The Court has ruled that the CSPA does not protect the children of all family immigrant visa applicants from “aging out” of eligibility to immigrate with their parents as derivative beneficiaries should they turn 21 before the visa is granted. Accordingly, the age-out protections only apply to children who fall within one family-based visa category, “F2A” petitions filed by lawful permanent resident parents.

The Court’s ruling is a devastating blow to thousands of families separated by the broken immigration system. The visa backlogs take a particularly acute toll on Asian American families, with some in our community waiting for up to 20 years to be reunited with their children.

Today’s decision contradicts Congress’ very purpose in enacting the CSPA – to keep families together. Families should not be forced to make the impossible decision between pursuing opportunities and creating better lives in the United States while leaving behind their older children, or giving up their American Dream in order to stay together. Advancing Justice is committed to continuing our fight for humane and workable solutions to preserve family unity.

Without the benefit of age-out protec-

tions, an unmarried adult son of a U.S. citizen coming from the Philippines would have to wait at least 20 years to reunite with a parent in the United States. An adult married child of a U.S. citizen coming from China could expect to wait at least 10 years.

Last November, Advancing Justice joined other national immigration advocacy organizations in filing an amicus brief to support the families challenging the government’s interpretation of the CSPA. The brief highlighted examples of real families, many of them Asian American, that are separated because of a child’s aging out.

EU says PHL, PNG face import ban over illegal fishing BRUSSELS, June 10, 2014 (AFP) – The EU warned Tuesday the Philippines, one of the world’s largest fishing nations, and Papua New Guinea that they faced an import ban if they do not curb illegal fishing.

The European Commission said it had failed to make progress in talks with both countries and decided to issue a formal warning – a “yellow card” – that they must reach European Union standards on illegal, unreported and unregulated fishing.

If the Philippines, listed as the 12th biggest global fishing nation, and PNG fail to come up to scratch “through dialogue and cooperation ... then the EU can proceed to trade measures,” it said.

The position will be reviewed in six months time to see if the two countries have made enough progress on action plans

drawn up by the EU, it added.

In March, the EU banned fish imports from Belize, Cambodia and Guinea for “acting insufficiently against illegal fishing.” The Commission similarly warned Panama, Fiji, Togo, Sri Lanka and Vanuatu in 2012 and South Korea, Ghana and Curacao in 2013 but said Tuesday most of these countries had “cooperated constructively” with Brussels.

Illegal fishing is estimated to account for 15 percent of the world catch annually, with the EU importing about 65 percent of its seafood.

Fisheries in the Philippines and PNG are under huge pressure from growing populations and environmental damage.

The EU imported fish worth 165 million euros from the Philippines in 2013 and 108 million euros from PNG.

Bong Revilla apologizes to netizens displeased with his speech MANILA, June 12 (Mabuhay) -- “Sorry if I didn’t please you.”

This was Senator Ramon Bong Revilla Jr.’s message to Filipinos who criticized on the Internet his privilege speech and audio-visual presentation at the Senate last Monday.

In an interview on Wednesday, Revilla said he delivered a speech and sang an original song just to thank his supporters as he faces plunder charges and impending arrest in connection with the alleged pork barrel scam.

“Sinabi ko kung ano ang nasa puso ko, iyong pasasalamat sa sambayanang Pilipino, at iyon naman ang pinakamahalaga.

Alam naman natin ang patutunguhan nito,” Revilla told reporters.

“Kung mayroon man akong hindi napaligaya sa aking privilege speech, tayo ay humihingi na paumanhin sa kanila.

Iyong awitin na iyon ay hinandog ko sa 20 milyong katao na sumuporta sa akin,” he added.

Revilla, in his speech on Monday, said he is ready to face arrest and detention. He also dared President Benigno Aquino III to solve start solving the country’s problems after going after those allegedly involved

in the pork barrel scam.

Before ending his speech, Revilla showed an audio-visual presentation, which used his original song entitled “Salamat Kaibigan.”

‘I am a good sport’ On Tuesday, Presidential Communications Secretary Herminio Coloma Jr. said Malacañang agrees with the “overwhelming” negative reaction towards Revilla’s speech.

According to an informal survey done

by Malacañang’s new media team on social media sites and news websites, 99.93 percent of comments from 2,751 respondents were against the senator while 0.07 percent were for him. Revilla, however, said he does not mind these negative reactions.

“Naintidihan ko po kayo. Okay lang po iyon sa akin. I am a good sport,” the senator said.

Revilla is facing plunder charges before the Sandiganbayan for allegedly pocketing the biggest kickbacks from the alleged pork barrel scam.

Filipinos can learn from country’s heroes, says Aquino NAGA CITY, Camarines Sur, June 12 (Mabuhay) -- President Benigno S. Aquino III has called on Filipinos to relive the spirit of heroism that spurred the revolution against Spanish colonialism more than a hundred years ago.

In his message during the 116th anniversary celebration of the proclamation of Philippine Independence, the President said the sacrifices of Filipino heroes must be recognized and must serve as an inspiration, as the country pursues the righteous path that the administration champions.

“Bilang mga tagapagmana ng kalayaang ipinaglaban ng mga nauna sa atin, tungkulin po ng bawat isa sa ating hindi na hayaang bumalik ang ating bansa sa dati nitong kalagayan; ang hindi na muling magbunsod ng mga panibagong sakripisyo sa maraming Pilipino,” he said during the ceremony held at Plaza Quince Martires here Thursday.

With this in mind, the government continues to carry out major projects that will improve the conditions of the people in the Bicol region, he said, giving as an example the Bicol International Airport in Daraga, Albay, that is aimed at enhancing tourism and relations with other countries.

He also cited the proposed one-stop Migrants Resource Center in Naga City which intends to improve the competitiveness and skills of overseas Filipino workers.

The President also said that the Congress has passed the extension of the Philippine National Railway (PNR) charter to open up more opportunities to Bicolanos.

Urging the people to fight oppression, graft and corruption, and poverty, the President said, “Ang pagwawaksi sa korupsyon at pang-aabuso sa sistema saan man sa Pilipinas – sa lokal man o sa mga pambansang antas – ay magbubunga ng mas matibay na mga istitusyong makapaglilingkod sa bawat Pilipino.”

At the same time, he reminded the people to vote wisely in the election two years from now by choosing competent and pro-poor leaders, those who fight for the people’s rights and not those who only deliver flowery speeches and concentrate on entertaining the crowd.

“Pananagutan nating mag-iwan ng mas makatarungan at mas maunlad na Pilipinas kaysa ating dinatnan,” he said.

Heroism among Filipinos continues to this day in different forms, he said, citing the bravery of the Marines stationed in the Ayungin Shoal, the achievements of former Naga City mayor and Department of Interior and Local Government (DILG) secretary Jesse Robredo, and the courage of millions of Filipinos who gathered in EDSA during the 1986 revolution: the students, professionals, soldiers and policemen.

Naga City Mayor John Bonggat meanwhile thanked the President for choosing his city as the venue for this year’s Independence Day celebration.

The Plaza Quince Martires was built in the heart of Naga City to recognize the heroism of Bicolano Ilustrados, who resisted the Spanish rule.

Eleven of the 15 martyrs from Bicol were executed in Bagumbayan in January 4, 1897, a few days after the martyrdom of Dr. Jose Rizal. Two died in jail and the other two died while in exile in an African island. (MNS)

Nobody is invincible in pork barrel scam: Ping ILOILO CITY, June 13 (Mabuhay) – Former Sen. Panfilo Lacson, who is the Presidential Assistant for Rehabilitation and Recovery, said that legislators, current and future, should not feel invincible when it comes to pork barrel scam or corruption for sooner it would be found out.

Lacson, who was here Wednesday, said that it was yet in 2003 when he delivered a priviledge speech about the evils of pork barrel and after finishing his speech he was expecting a lively debate to ensue but nothing had happened.

He said that now that the pork barrel scam was orchestrated by Janet Napoles and is being investigated, he feels glad he

did not avail of his pork barrel for the past 12 years when he was then senator.

He added he’s not prejudging his former colleagues but that this serves as a lesson to all legislators that nobody is invincible when it comes to corruption. (MNS) Earlier, Chief Justice Ma. Enrile asks court to allow to post bail MANILA, June 13 (Mabuhay) -- Senate Minority Leader Juan Ponce Enrile on Friday asked the Sandiganbayan to allow him to post bail if ever the justices find probable cause on the cases filed against him in connection with the pork barrel scam.

In a 51-page urgent omnibus motion, Enrile insisted that he is not guilty of the charges as his participation “is merely to recommend the projects to be funded under the PDAF (Priority Development Assistance Fund) appropriation.”

Enrile is facing plunder and graft charges for allegedly receiving kickbacks by funneling his PDAF allocations through bogus non-government organizations.

Plunder is a non-bailable offense, but the accused could seek recourse if the prosecution failed to present a compelling evidence.

Enrile, in his motion, asked the court, which has yet to issue an arrest warrant, to allow him to post bail even if the evidence against him is strong, noting that the “probability of evading prosecution is unlikely.”

He said that he is entitled to the most reasonable amount of bail because there is sheer insufficiency of evidence against him. He added that he is already 90 years old and of poor physical condition and requires constant medical attention.

Enrile further said that he has never violated the conditions of previous bails granted to him and he is not a flight risk, “and will surely appear before the Sandiganbayan should the trial ensue.”

“Enrile’s official and social reputation and stature would make the probability of him not appearing during trial as very remote, if not close to zero. As such, Enrile should correspondingly be allowed to post bail at this time, regardless of evidence against him, in order for him to likewise continue discharging his duties as a dulyelected senator,” the motion read.

The Sandiganbayan docket section received the motion at 1:05 p.m., hours after the court raffled the cases against Enrile.

More lawmakers in 3rd batch of pork cases MANILA, June 11 (Mabuhay) – Justice Secretary Leila de Lima said the third batch of cases in connection with the pork barrel scam of Janet Lim Napoles will be filed very soon.

De Lima declined to name the respondents, only saying that “several lawmakers” will be included.

“It will be several lawmakers ang kasama sa third batch. Malapit na malapit na,” De Lima told reporters after her confirmation hearing.

The filing may happen next week. “Baka early next week na lang, Monday or Tuesday,” she said.

The Department of Justice through the National Bureau of Investigation has filed two sets of cases before the Ombudsman against lawmakers, officials and individuals linked to the pork barrel scam of Janet Lim Napoles.

The Ombudsman, meanwhile, has filed before the Sandiganbayan plunder and graft charges against Senators Juan Ponce Enrile, Jinggoy Estrada and Bong Revilla in connection with the scam. (MNS)

US demands $10-B from Citigroup over mortgage bonds: report NEW YORK, June 13, 2014 (AFP) – The Justice Department has asked Citigroup for more than $10 billion to settle claims the bank misled investors on mortgagebacked bonds sold before the 2008 financial crisis, a report said Friday.

US prosecutors broke off talks with Citi and are preparing a lawsuit against the bank after the financial giant offered less than $4 billion to settle the case, Bloomberg News reported.

News of the Citi case follows other multi-billion dollar government settlements with major banks over their sale of mortgage-backed securities before the housing bust.

The government has charged that the banks falsely claimed the investment vehicles were low-risk when many were linked to risky mortgages that ended up defaulting.

JPMorgan Chase in November agreed to pay $13 billion to settle several mortgages suits with the Justice Department.

Bank of America is reportedly in talks with the Justice Department on a similar deal for $12 billion or more. That would follow a $9.5 billion settlement with the Federal Housing Finance Agency over mortgage-backed securities sold by BofA to mortgage giants Freddie Mac and Fannie Mae. Citi shares fell 1.5 percent to $47.53 in midday trade.

Violating confidentiality agreements may cost you (How social media postings can harm an employment case) The internet has become a powerful instrument for socializing and reaching people.

Networking sites are now virtual coffee shops for meeting or catching up with friends by posting comments or photos. Like all other tools, social media has its good and bad side. People can benefit or suffer unforeseen consequences because of social media activities.

Persons who have pending lawsuits are well advised to exercise discretion in what they post online. They may be prohibited from talking about some facts in their case to anyone. Where parties have agreed to settle a case, the settlement agreement may have a confidentiality provision, which requires parties not to disclose certain information covered by the agreement.

The terms of a confidentiality agreement differ. It may state that one cannot talk to the media about the case, or disclose the amount of money paid. It may also restrict disclosure of the results of the case to the public, including family members or close friends.

Penalties for violating a confidentiality agreement varies. For example, the violating party may have to pay a fixed amount as stated in the agreement. Or the violating party may forfeit the settlement money.

Consider the following story derived from an actual case: Mr. Snay filed a case for age discrimi-

nation and retaliation against former employer, Gulliver Schools.

The case was later settled and provided, among other things, the payment to him of $80,000. The settlement agreement included a confidentiality provision that strictly prohibited him from “directly or indirectly” discussing with anyone (except to his attorneys or wife) any information regarding the terms of the agreement. A violation by the employee may result in the forfeiture of the money.

Four days after the agreement was signed, the school notified the employee that he had violated the agreement based on the Facebook posting of his college-age daughter, where she stated: “Mama and Papa Snay won the case against Gulliver.

Gulliver is now officially paying for my vacation to Europe this summer. SUCK IT.” This comment went out to about 1,200 of the daughter’s friends.

The school refused to pay employee the $80,000, stating that he had breached the confidentiality provision. The employee then asked the trial court to enforce the

settlement.

The trial court ruled in the employee’s favor, but the school appealed. The appellate court agreed with the school and ruled that, by disclosing the settlement to his daughter, the employee violated the confidentiality provision of the agreement and was not entitled to the payment.

Lesson of this story: A careless disclosure of settlement terms may violate confidentiality and result in not receiving the benefits of a favorable settlement.

PHL gov’t repatriates 53 Filipinos from strife-torn Libya MANILA, June 11 (Mabuhay) – Fiftythree Filipino workers were repatriated from strife-torn Libya amid continuing tensions in the North African state, the Department of Foreign Affairs said on Wednesday.

The Filipinos, all employees of Korean company Doosan, are scheduled to arrive in two batches Wednesday in Manila.

Foreign Affairs spokesman Charles Jose said the first group, composed of 20 Filipinos, will arrive at 4:30 p.m. on board Emirates Airlines Flight EK332, followed by the second batch of 33 workers at 10:10 P.M. via EK 334.

A total of 251 Filipinos have volunteered for repatriation, but 198 still remain in Libya.

The Philippine government raised crisis alert level 3 or voluntary repatriation in late May due to the worsening security situation. There is currently no functioning government in Libya.

Under this crisis level, all Filipinos are encouraged to leave Libya.

BI uses security stamp to cut red tape MANILA, June 13 (Mabuhay) – Key personnel of the Bureau of Immigration (BI) will use security stamps to simplify procedures and expedite transactions as part of its efforts to cut down on red tape.

Immigration Commissioner Siegfred Mison ordered the use of security stamps pursuant to the rule-making power of the bureau chief under the Philippine Immigration Act of 1940.

“It is the bureau’s policy to simplify administrative protocol, reduce bureaucratic red tape and expedite transactions without sacrificing the integrity of the bureau’s procedures and processes,” Mison said in his order.

Villar co-sponsors bill that will bring down school dropouts MANILA, June 12 (Mabuhay) – Senator Cynthia Villar has co-sponsored a Senate bill which aims to ‘significantly’ bring down the numbers of students dropping out of school for various reasons.

Villar said Senate Bill 2274 or the ‘Open Learning and Distance Education Act of 2014’ will provide flexible system of schooling that will provide better opportunities for the poor and working students to finish their studies. “This distance learning program will significantly bring down the school dropouts,� Villar said.

Villar said the government encounters difficulty in providing quality and accessible education to all due to budgetary constraints and other relevant factors.

In the preceding years, Villar said there was a decline in the quality of education and the significant increase in the number of students not pursuing and/or finishing higher education. “Somehow, that trend came about because a large number of Filipino families, with their meager resources, could not afford the everyday expenses involved in sending their children to college the traditional way, such as daily allowances for transportation, meals and other schoolrelated incidental expenses,� Villar said.

Villar said many young people necessarily had to leave school and shelve their dream of acquiring higher education for

them to immediately work in low-paying jobs to help in the upkeep of their families. “Open learning and distance education will decrease the number of dropouts and out-of-school youths. Moreover, it will also address the issue of unemployment, which is still a major problem in our country,� she said.

Meanwhile, students may not be required to attend their classes once the proposed open electronic learning school system is enacted into law.

House Bill 4161 authored by Rep. Gus Tambunting (2nd District, ParaĂąaque City) defines the open electronic learning school system as a system of delivering educational services to high school, college and advance studies students utilizing print, radio, television and computer-based communications, satellite broadcasting, teleconferencing, and other multimedia learning and teaching technologies without going to classes regularly. “Under the bill, students can study on their own without having to regularly attend class in conventional classrooms,â€? Tambunting said.

Tambunting said the measure seeks to deliver educational advancement to the Filipino students through the use of alternative means of instruction such as print, radio, television, and other multi-media learning and teaching technologies going to classes regularly.

Erap: No need for Sandiganbayan special divisions for ‘pork’ cases MANILA, June 12 (Mabuhay) -- Former President and Manila Mayor Joseph Estrada on Thursday said that there is no need for Sandiganbayan special divisions to hear plunder charges in connection with the alleged pork barrel scam, similar to those formed when he was indicted for the same offense in 2002.

In an interview after Independence Day rites in Manila, Estrada said one of five divisions of the anti-graft court is enough to hold proceedings on the plunder charges involving senators, including his son, Senator Jinggoy Estrada.

“Is it that necessary? Palagay ko one division is enough. During my time when I was the one in trial, for the first time, they created a special force,” Mayor Estrada told reporters Thursday.

The request for special divisions came after the Ombudsman formally charged with plunder Senators Estrada, Juan Ponce Enrile, Ramon Bong Revilla Jr., as well as alleged scam mastermind Janet Lim Napoles.

The SC already instructed the Sandiganbayan to comment on the Ombudsman’s proposal to create special divisions for the pork barrel scam-related cases.

In their opening acts, the trio - Apl (whose real name is Alan Pineda Lindo, was born and raised in Pampanga), Will.I.Am (real name William Adams) and Taboo (real name Jaime Gomez) reminisce their humble beginnings in East LA.and pumped up the audienc ewith their hit song “Let’s Get It Started.”

The trio also agreed that it’s time for them to “give back” particularly to the survivors of Haiyan, whom Apl had visited three weeks right after the typhoon struck Eastern Visayas last year.

Among the entertainers who performed in the fundraiser, this writer and friend Danny Bajet were impressed by a rising 13-year old singer/songwriter/pianist named Miguel Antonio, who sang a very meaningful song he composed dedicated to the boy whom he saw on TV who “survived the typhoon by clinging on a tree branch.”

Other notable performers were: Jabbawokeez, the popular Asian hip-hop dance crew who currently headlines at the Luxor Hotel in Las Vegas with their signature white gloves, masks and electrifying acrobatic antics; Jokoy, currently a well-known Fil Am stand-up comic whose real name is Joseph Glenn Herbert who hails from the State of Washington; the four Jazmin sisters; AJ Rafael, the promising young artists/singing group called “We the Future” and the Fil-Harmonic singing group.

Toward the end of the show, the packed audience didn’t want to leave. Everyone wanted to stay in an overtime party mood, jamming with the Black Eyed Peas including Philippine Consul General Leo Herrera-Lim and his wife Fides, who were seated right in front of the stage during the sing along of “having a good good time” and ending the night with a chorus of the group’s multi-awarded song “I Gotta Feelin!” What a night!

But Valte said that whenever he feels sick, the President immediately consults his doctor.

DBM to release nearly P1B to settle unpaid GSIS premiums of DepEd-ARMM MANILA, June 11 (Mabuhay) – The Department of Budget and Management (DBM) is releasing nearly P1 billion to settle unpaid insurance premiums of mostly public school teachers in the Autonomous Region in Muslim Mindanao (ARMM).

In an e-mailed statement, the DBM said it signed Wednesday a supplemental memorandum of agreement (MOA) with the Government Service Insurance System (GSIS) and the Department of Education (DepEd) in ARMM. Under the MOA signing, the department will release P991.4 million, of which P891.4 million will be paid to GSIS within 30 days and P100 million without interest within a year. The payments will cover all arrears for 29,019 DepEd-ARMM personnel, and will be sourced from savings under the 2014 General Appropriations Act. “For a good while, DepEd personnel in the ARMM were unable to enjoy the full range of GSIS benefits that they were entitled to, including their salary loans and retirement gratuity,” DBM Secretary Florencio “Butch” Abad said in the statement.

“Public school teachers actually comprise a remarkable 80 percent of the civil service pool in the ARMM, and many of them have faithfully served their communities for most of their professional lives. Restoring their benefits is only just and fitting,” he added. The supplemental MOA follows a previous tripartite agreement signed in March 2004, where the DepEd-ARMM agreed to pay its obligations to GSIS within fifteen years of the signing date.

Abad said it is also in line with the Bangsamoro peace pact signed earlier this year, which signals a period of greater socio-economic development in the ARMM. “The Aquino administration is keen on bringing more education, healthcare, and infrastructure services to this region, besides providing basic public services that Bangsamoro communities previously had little to no access to,” he said.

“The fact that we can now take better care of our DepEd personnel in the ARMM fits very nicely with that,” Abad added.

On March 27, the Philippine government and the Moro Islamic Liberation Front signed a comprehensive peace agreement to end decades-long armed conflict and pave the prospect of economic development in the region. (MNS)

BIR shuts popular Greenbelt bar over tax violations MANILA, June 11 (Mabuhay) – A popular restaurant-bar in Greenbelt 3, Makati City has been shut by the Bureau of Internal Revenue (BIR) over alleged tax violations.

In a statement, the BIR said it padlocked Timeless Bar and Restaurant Concepts, which operates Dillinger’s 1903 Steak & Brew in Greenbelt 3 Ayala Center, due to “acts and omissions constituting violations of the National Internal Revenue Code of 1997.”

Timeless Bar, which also manages Bugsy’s and Prohibition Liquor Lounge, is described on Prohibition’s Facebook page as “dedicated to giving guests an unforgettable nightlife experience.”

The BIR said the Dillinger’s was the first restaurant it shuttered in the Greenbelt area. It noted that the upscale bar is “reportedly owned by scions of well-known politicians in the country,” but did not give names.

The BIR said Timeless Bar and Restaurant Concepts was the subject of a “mission order” issued to the Special Investigation Division of Revenue Region No. 8, Makati City to determine if it complied with the

Tax Code requirements.

During its surveillance and monitoring operations, it was discovered the company did not report its correct taxable sales and receipts to the BIR. The BIR said an initial assessment of Timeless Bar’s tax liability showed it had underdeclared correct taxable sales and receipts by 213.55 percent.

The BIR said it had issued a 48-hour notice to Timeless Bar to address its liabilities, but it did not make the necessary rectifications. A 5-day Value Added Tax compliance notice was issued, but once again the company did not comply.

Both notices had required Timeless Bar to amend its previously-filed VAT returns to reflect the correct taxable sales and receipts, as well as indicate VAT output tax in its receipts, register special purpose machines, and comply with bookkeeping requirements.

“Said failure prompted the BIR to shut down the bar and restaurant,” the bureau said.

PHILSELA holds annual Santacruzan in Cerritos CERRITOS – Young and beautiful Filipinas, dressed in native Philippine gowns and escorted by young Filipinos clad in Barong Tagalog, paraded around the Cerritos Regional Park as the Philippine Society of Southeast Los Angeles (PHILSELA) show cased one of the Philippines’ most popular cultural traditions, the Santacruzan last Saturday, May 31, in Cerritos.

The Santacruzan Festival is one of many annual projects of the 40-year-old community organization and attracts hundreds of residents in Cerritos and nearby cities who witness how Filipinos celebrate what is commonly described as “Queen of Festivals” in the homeland.

The festivity commemorates the search of the Holy Cross by Queen Helena and her son, the newly converted emperor Constantine the Great. After the Holy Cross was found in Jerusalem and brought back to Rome, there was joyful celebration for thanksgiving.

This year’s Reyna Elena is Jillian Manalang. Joining the parade are officers and members of PHILSELA, led by President Nimfa Castro and Chairman Frank Yokoyama all dressed in native Philippine gowns and Barong Tagalog.

The event was organized by the 2014 Santacruzan committee, led by Alice Ramos, chair and Nimfa Castro, vice chair and Jill Manalang, Hermana Mayor.

“PHILSELA is proud to present one of the Philippines’ most revered festivals in the form of Santacruzan to the community of Cerritos and nearby cities. This is an annual project of the organization that gives both Filipinos and non-Filipinos a chance

to have a glimpse of Filipino culture and traditions,” said PHILSELA president Castro.

Ramos, who was president of the organization in 2012, said she is glad and honored to spearhead this grand event. She thanked all the young women who graced the parade as reynas and sagalas and their escorts, the sponsors, Cerritos community organization volunteers, residents of the city of Cerritos and other nearby cities, and all the officers and members who helped make the event a success. Special thanks to Leelin Bakery for their support of the 2014 Santacruzan.

Before the parade, mass was held at the Cerritos Regional Park gymnasium at 12 noon presided by Fr. Tony Gomez of St. Linus Catholic Church. The parade started at 1:30 p.m. and ended one hour later, followed soon after by free refreshments and a cultural show.

Jailed congressmen will still get paid – Speaker MANILA, June 11 (Mabuhay) – Whether in jail or free, congressmen who are linked to the pork barrel scam will still get their salaries and full benefits.

Speaker Sonny Belmonte said the House of Representatives does not have rules that automatically suspend congressmen who are charged with plunder.

He pointed out that Senator Antonio Trillanes received his salary and full benefits even while in jail for rebellion charges.

Belmonte said lawmakers linked to the pork barrel scam of Janet Lim Napoles will remain members of the Lower House even if they are arrested, as long as they are not convicted.

Congressmen who are accused of plunder but are allowed to post bail can return to the chamber and continue with their duties, he said.

Napoles earlier listed down the names of 100 congressmen who allegedly had transactions with her in the pork barrel scam. Many of the lawmakers have denied the allegations, saying they do not know the businesswoman.

Napoles is accused of conniving with government officials and lawmakers to funnel billions of pesos in priority develop-

ment assistance funds to her NGOs. Meanwhile, the issuance of arrest warrants against those accused in the alleged P10-billion pork barrel scam may take a while, the Sandiganbayan executive clerk of court said.

Drilon on graft-tainted Congress: Let us restore honor, rebuild respect

MANILA, June 12 (Mabuhay) – On Independence Day, Senate President Franklin Drilon urged the public to keep their faith in the country’s democratic institutions, saying the “pork barrel” controversy hounding Congress is a “cleansing process” that will strengthen the graft-tainted institution.

Drilon, in a speech during the 116th Anniversary of the Philippine Independence held in Pinaglabanan Shrine in San Juan City on Thursday, also called on the public to separate the Senate as an institution from the controversies involving some of its members.

“Let us be more discerning. Let us not allow some quarters to dishonor our institutions, because the lack of respect for our democratic institutions only dishonor the memory of the brave and selfless Filipinos who valiantly fought the foreign colonizers to liberate our country, thus giving birth to Asia’s first democracy,” he said.

“I believe that the relentless search for the truth and justice is a cleansing process that will strengthen this institution as a part of our government,” he added.

Drilon noted that challenges to Philippine democracy have been present since the earliest days of the Philippine government.

“Since we declared our independence 116 years ago, our country has been through political upheavals and economic debacles,” he said.

“Countless times our democratic institutions passed through deep waters of political intrigues and controversies, but as a nation we have always shown peerless courage to defend the national interest and protect our institutions,” said the senator.

Drilon then called on the public, particularly the nation’s youth, to take a more active role in “preserving our democratic values and traditions, and protecting our democratic institutions,” saying that public vigilance would be a key component of “restoring honor and rebuilding respect to both houses of Congress.”

He said Filipinos, especially the younger generation must take to heart their responsibility of guarding national freedom, especially when concerning realities in government.

“I call on our people to renew our commitment to democracy.

Let us revitalize our sense of nationhood with all of us thinking and acting as Filipinos, for Filipinos,” Drilon added.(MNS)

Palace to China: Be more friendly to PHL

MANILA, June 10 (Mabuhay) – Be more friendly to the Philippines. This seemed to be the message of Malacañang after China denounced Vietnam and the Philippines for getting together on a disputed island in the South China Sea to play soccer and volleyball, calling it “a clumsy farce” and demanded both countries stop causing trouble.

“Instead of condemning the friendly games between the Philippines and Vietnam, China should focus on engaging the Philippines in friendly initiatives,” presidential spokesperson Edwin Lacierda said in a text message Tuesday.

Lacierda said the Philippines, for its part, even observed the 13th Filipino-Chinese Friendship Day on Monday.

China and the Philippines continue to be embroiled in a territorial dispute over parts of the South China Sea. Manila has elevated the matter to a United Nations tribunal, a move which China rejected.

Despite this, Lacierda said the country will “continue to resort to the diplomatic track.”

“Certainly, we do not want to escalate any tensions in the South China Sea. That is not what we are there for and, therefore, the best thing that we can do is to resort to the diplomatic mechanism,” he said during a press briefing on Monday.

Virginia political quake may doom Obama immigration hopes

WASHINGTON, June 11, 2014 (AFP) – A grassroots revolution in Virginia did not just topple Republican Party chieftain Eric Cantor.

Tuesday’s political earthquake also likely doomed US President Barack Obama’s hopes of a sole significant second term domestic legislative triumph – immigration reform.

The stunning primary defeat of Cantor, the House Republican Majority leader, by a hero of the radical conservative Tea Party faction ranked as one of the biggest electoral upsets in decades.

A shocked Washington was only beginning to game out the political implications Wednesday.

Cantor reportedly plans to step down as majority leader by the end of July.

University professor Dave Brat successfully branded Cantor a supporter of “amnesty” for illegal immigrants - despite the fact he only favored lukewarm reform – energizing the tiny but motivated conservative primary electorate in Virginia’s 7th district.

Any wavering Republican toying with a vote to offer a path to citizenship to 12 million illegal immigrants will surely now balk at sticking their neck out amid perceptions one of Washington’s top power brokers was felled by the issue.

“This shows there is no chance of getting anything done legislatively on the subject through the summer, after which it would be difficult to get anything done with presidential speculation beginning,” said Cesar Vargas of the Dream Action Coalition, a pro-reform group.

Brookings Institution senior fellow Audrey Singer agreed.

“There was very slim hope to begin with, and this might be the nail in the coffin,” Singer said.

Immigration does not tell the whole story of Cantor’s demise – but the perception that it did him in may be enough. Brat told MSNBC Cantor had lost touch with his district.

“I was door knocking and know what is on the mind of the folks,” Brat said.

One damning report testifying to Cantor’s distance from his grass roots suggested his campaign spent more in steakhouses than Brat’s campaign spent in total.

Some immigration reform advocates also suggested that Cantor’s problem was that he did not lead on the issue and so was consumed by it.

They cited a Public Policy Poll showing 58 percent of Republicans in Cantor’s district wanted immigration reform – suggesting that a low turnout among more moderate partisans could have been decisive.

Democratic Senator Chuck Schumer said the

Cantor strategy of playing both sides of the issue “is a path to defeat.”

Fretful Republicans are however unlikely to take political advice from a liberal Democrat.

Busted hopes Busted hopes of reform are not just bad news for Obama, who needs to get a bill, that has passed the Senate, through the Republican House to flesh out a thin second term.

In recent presidential elections, Republicans have slumped among Hispanic voters – for whom immigration reform is a cause celebre.

Many political professionals believe the party will never recapture the White House without repairing ties to the fast-growing community.

In 2012, Obama beat Republican Mitt Romney by 71 percent to 27 percent among Hispanics, who made the difference in some key swing states.

But the recent political lesson is that any Republican who touches immigration reform is burned – Texas governor Rick Perry stumbled on the issue and saw his ambitious presidential campaign crumble in 2012.

A possible Republican presidential candidate in 2016, Senator Marco Rubio, has struggled to rebuild his fortunes after championing Senate immigration reform last year.

There was no immediate reaction from Obama himself to seeing one of his most sworn foes toppled – though such was the distaste for Cantor in the White House, there was likely private glee.

White House spokesman Josh Earnest insisted that Cantor’s demise did not mean that immigration reform was not dead in the water.

“It is the view of the White House that there is support all across the country for common sense bipartisan immigration reform,” Earnest told reporters traveling with Obama to Massachusetts.

But pressure was already piling on Obama to use his own power to reshape immigration laws.

Frank Sharry, of America’s Voice, a pro-immigration group, said that if Republicans declared “immigration dead .... then we will turn to a president who has the authority to take executive action.”

Obama has protested to supporters angry at the high rate of deportations that he simply cannot rewrite the law. But activists say he could dictate who is thrown out – putting people who are not criminals at the bottom of the list.

So far, he has held off from unilateral moves, to give House Republican Speaker John Boehner a chance to navigate the narrow path through his support base for a vote on reform.

He may also fear an explosive response which could jeopardize hopes of reform in future presidencies.

US proposes South China Sea provocation freeze YANGON, June 11, 2014 (AFP) – A US official proposed Wednesday that China and Southeast Asian nations call a moratorium on actions seen as provocative in a bid to cool tensions in the South China Sea. Danny Russel, the top US diplomat on East Asia, said he made the suggestion as “food for thought” and not as a formal proposal as he met regional counterparts in Myanmar to prepare for a regional summit later this year.

“The claimant states themselves could identify the kind of behavior that they each find provocative when others do it, and offer to put a voluntary freeze on those sorts of actions on the condition that all the other claimants would agree to do so similarly,” Russel, an assistant secretary of state, told reporters on a conference call.

“So for example, would they be willing to make a pledge as simple as not to occupy any of the land features in the South China Sea that are currently unoccupied?”

The United States has pushed for years for a code of conduct to lay out rules to prevent the escalation of incidents in the South China Sea, an economi-

cally vital waterway in which China has overlapping claims with several other nations.

But Russel acknowledged that tensions have been “going up quickly” in the sea. Riots erupted in Vietnam last month in anger against China’s deployment of an oil rig in contested waters.

The Philippines, a US ally, has also seen increasingly tense tussles with China over control of islets and reefs in the sea.

Russel said that the Chinese delegation at the talks in Myanmar offered a “spirited and vigorous defense” of its position, but voiced hope that Beijing understood that other nations’ statements were “offered not in the spirit of condemnation, but in the spirit of compromise.”

President Barack Obama is expected to travel to Myanmar in November for the East Asia Summit on his second visit to the country formerly known as Burma, a onetime Western pariah which has embraced democratic reforms.

Secretary of State John Kerry is likely to visit Myanmar in August in preparatory meetings for the meetings, which also include a summit of the ASEAN bloc of Southeast Asian nations.

No legal status for unaccompanied migrant kids WASHINGTON, June 13, 2014 (AFP) – The thousands of unaccompanied migrant children who have trekked to the United States in recent months have no guarantees of citizenship or legal status, and are prioritized for deportation, officials said Thursday.

Three out of four minors who illegally cross the US border come from El Salvador, Honduras and Guatemala.

The children make the grueling journey of hundreds of miles (kilometers) through Mexico to escape dire economic conditions and violence in their home countries, and to join relatives in the United States.

“I am not encouraging in any way, shape or form illegal migration. That’s the message,” US Secretary of Homeland Security Jeh Johnson told reporters.

“Those who cross our borders today illegally, including children, are not eligible for an earned path to citizenship.”

An immigration reform bill currently before Congress that has cleared the Senate aims to further secure US borders, reform visa procedures and offer an eventual path to citizenship to the estimated 12 million illegal immigrants in limbo.

The US government has also initiated a program for children illegally brought to the United States by their parents before reaching age 16.

Deportation against “dreamers” is deferred, and they are eligible to work on US soil.

But requirements to qualify for the program include that applicants have lived continuously in the United States since 2007.

In recent months, a surge of unaccompanied children has flooded the southwestern US border.

More than 47,000 children crossed the border illegally without an adult between October and May, nearly doubling the figure from the six months prior, in what

US officials expect that figure to reach 60,000 this year, said Mark Greenberg, acting assistant secretary for the administration of children and families at the Health and Human Services Department.

Most of the children were nabbed in Texas, and many have been sent to Arizona due to overcrowding at Texas facilities.

The Honduran Foreign Ministry said it had dispatched staff from its embassy in Washington to help migrants at shelters in Arizona.

The Honduran government has also undertaken a “number of actions to improve conditions for children located at different shelters in Texas.”

Johnson said those caught illegally crossing the border were “priorities for removal,” regardless of age.

The Department of Defense is loaning three military bases to process and shelter the children.

And Johnson said the government has “surged” federal law enforcement officers to crack down on human traffickers who operate along the border.

Searching for dad Greenberg said his agency has been building capacity to handle the increase of migrants, but was overwhelmed in recent months.

“What has happened in this most recent period is that the numbers, particularly since the beginning of May, have grown at a pace beyond what we had predicted and beyond what (the) Department of Homeland Security had predicted,” he said.

“That’s what has caused this most recent set of challenges.”

Asia Society Partnered with Hypothesi, a third-party survey vendor, to facilitate a two-part evaluation process. In one part, a targeted employee survey provided APA employees with an opportunity to communicate their experiences around how well their company develops and promotes Asian Pacific American employees, and how well it supports APA culture and community. Simultaneously, Corporate Diversity Officers from each participating company described the programs, policies, and activities they are most excited about that support Asian Pacific American employees. The Asia Society's 2014 Asian Pacific Americans Corporate Survey process included responses from thousands of Asian Pacific American employees from the ranks of Fortune 500 and similar-sized companies. The employee survey measured key dimensions of the work environment for Asian Pacific American employees, including Leadership and Company Image, Professional Growth & Development, Involvement in the Asian Pacific American Community, Diversity, Work-Life, and Overall Satisfaction.

findings reveal that 95.4% of APA employees care about the success of their companies, with 60% committed to staying with their employers for at least 5 years.

Additionally, there is a noticeable jump with an 8.8% increase from 2013 when it comes to feeling a sense of belonging as an APA employee.

In terms of leadership movement and recognition, APAs continue to move upwards. However, representation at the board level remains a major challenge with only 40% of those surveyed believing there is adequate APA representation on company’s board of directors. Especially when the future of business is vivid with Asia in the land of opportunity, 50% of all survey participants are either not included or unaware of their company’s strategy for penetrating the APA market both domestically and internationally. Furthermore, the survey reveals that the more educated an APA employee is, the less satisfied.

APAs with advanced degrees report lower favorability ratings for diversity, professional growth and development, and opportunities.

This survey makes the case for organizations to authentically connect with APAs,

invite them into the business conversations, and demonstrate the possibilities for progress on a local and global scale. During the Diversity Leadership Forum, top employers that demonstrate a commitment to APA employees and others are awarded, and their insights and learning of leveraging APA employees’ talent for the corporation business growth are shared and discussed.

Firm sued for discriminating ‘non-English-speaking’ workers GREEN BAY, Wis. – Wisconsin Plastics, Inc. (WPI), a metal and plastic products manufacturer based in Green Bay, violated federal law by firing a group of Hmong and Hispanic employees because of their national origin, the U.S. Equal Employment Opportunity Commission charged in a lawsuit.

According to John Rowe, director of the EEOC’s Chicago District, which includes Wisconsin, the EEOC’s pre-suit administrative investigation revealed that WPI fired the Hmong and Hispanic employees based on 10-minute observations that marked them down for their English skills, even though those skills were not needed to perform their jobs.

All of those fired had received satisfactory ratings on their annual performance evaluations while working for WPI’s Modern Plastics Division.

Such alleged conduct violates Title VII of the Civil Rights Act of 1964, which protects employees from discrimination based on national origin, which includes the linguistic characteristics of a national origin group. The federal agency sued after first trying to resolve the matter without litigation through its statutory conciliation process.

The EEOC’s Chicago District Office is responsible for processing charges of discrimination, administrative enforcement, and the conduct of agency litigation in Illinois, Iowa, Minnesota, North Dakota, South Dakota and Wisconsin with Area Offices in Milwaukee and Minneapolis.

The EEOC enforces federal laws prohibiting discrimination in employment.

BIR shuts popular Greenbelt bar over tax violations MANILA, June 11 (Mabuhay) – A popular restaurant-bar in Greenbelt 3, Makati City has been shut by the Bureau of Internal Revenue (BIR) over alleged tax violations.

In a statement, the BIR said it padlocked Timeless Bar and Restaurant Concepts, which operates Dillinger’s 1903 Steak & Brew in Greenbelt 3 Ayala Center, due to “acts and omissions constituting violations of the National Internal Revenue Code of 1997.”

Timeless Bar, which also manages Bugsy’s and Prohibition Liquor Lounge, is

described on Prohibition’s Facebook page as “dedicated to giving guests an unforgettable nightlife experience.”

The BIR said the Dillinger’s was the first restaurant it shuttered in the Greenbelt area. It noted that the upscale bar is “reportedly owned by scions of well-known politicians in the country,” but did not give names.

The BIR said Timeless Bar and Restaurant Concepts was the subject of a “mission order” issued to the Special Investigation Division of Revenue Region No. 8, Makati City to determine if it complied with the

Tax Code requirements.

During its surveillance and monitoring operations, it was discovered the company did not report its correct taxable sales and receipts to the BIR. The BIR said an initial assessment of Timeless Bar’s tax liability showed it had underdeclared correct taxable sales and receipts by 213.55 percent.

The BIR said it had issued a 48-hour notice to Timeless Bar to address its liabilities, but it did not make the necessary rectifications. A 5-day Value Added Tax compliance notice was issued, but once

again the company did not comply.

Both notices had required Timeless Bar to amend its previously-filed VAT returns to reflect the correct taxable sales and receipts, as well as indicate VAT output tax in its receipts, register special purpose machines, and comply with bookkeeping requirements.

“Said failure prompted the BIR to shut down the bar and restaurant,” the bureau said.

On Dillinger’s Facebook page, the restaurant said it is closed on June 11 for an event. (MNS)

Darjeeling Tea Bark

T

ea is the most widely consumed beverage in the world next to water. In fact, on any given day, more than 158 million Americans drink tea.

Approximately 85 percent of tea consumed in America is iced, but the soothing and refreshing flavors of tea can also infuse fresh and unexpected character into a wide range of dishes, from desserts to popular finger foods like chicken wings.

What’s more, tea has been shown to have significant health benefits. As green, black, oolong and white teas all come from the Camellia sinensis plant, tea drinkers can reap the health benefits from whichever tea they prefer. The major bioactive compounds in tea, called flavonoids, are also found in fruits and vegetables but appear in very high concentrations in tea. In fact, new research in the American Journal of Clinical Nutrition links tea with cardiovascular health, cancer prevention, weight management, improved concentration and bone health, among others.

Servings: 8 1 pound finely chopped bittersweet or semisweet chocolate 2 tablespoons coarsely ground or crushed Darjeeling tea leaves Line baking sheet with parchment or silicone baking mat.

In top of double boiler over low heat, melt chocolate, stirring frequently, until 3/4 chocolate pieces are melted, only slightly warm to the touch. Remove pan from heat.

Stir in tea leaves; continue stirring until chocolate is melted and tea is evenly distributed.

Pour mixture onto baking sheet and spread evenly to 1/8-inch thickness. Let come to room temperature, allowing bark to solidify, about four hours. When set, break into pieces.

Store in airtight, covered container at room temperature.

Tea-Grilled Chicken Wings with Hot Green Dipping Sauce

Refreshing Iced Tea Servings: 4–6 1 quart fresh, filtered water, cold 8 –10 black or green tea bags Bring filtered water to a full boil in teapot. Remove from heat and add 8–10 tea bags per quart. Steep for three to five minutes and pour over ice cubes or into additional cold water, based on desired taste.

To serve, pour into tall glasses filled with ice; garnish with lemon or mint and sweeten as desired.

Servings: 6 5 tablespoons black tea leaves, divided 1 1/2 cups boiling water (212°F) 1/2 cup reduced-sodium soy sauce 3 tablespoons Asian fish sauce (such as Nam Pla) 3 tablespoons Asian chili sauce (such as Sriracha) 3 tablespoons toasted sesame oil 2 tablespoons minced garlic Freshly ground black pepper, to taste 18 large chicken wings, washed and dried Place three tablespoons tea leaves into small bowl and add boiling water; steep six minutes. Strain tea and discard used tea leaves. Cool to room temperature and hold.

In spice grinder or with mortar and pestle, finely grind remaining tea leaves to dust. Transfer to medium stainless or glass bowl, along with soy sauce, fish sauce, chili sauce, oil, garlic and pepper. Mix well. Pour in reserved cooled tea and mix.

Cut off tips of chicken wings. Cut wings into two parts at joint, place in resealable plastic bag and pour tea-based marinade over wings. Seal well and mix to coat completely. Refrigerate overnight before preparing, turning bag every 12 hours.

To cook, remove wings from refrigerator and bring to room temperature. Remove wings from bag and discard marinade. Drain E. Gladstone St. very well.

Parents: A good sleep routine can keep the whole family healthy (Relaxnews) – A new study conducted at the University of Illinois says that children who are raised by families that prioritize shut-eye are less likely to be obese.

The study, published in Frontiers in Psychology, examined the sleep routines of 337 US preschool children and their families, taking into account socioeconomic characteristics and observing the influence of TV time and meal routines.

Researchers considered four routines protective against childhood obesity including limited TV time, not having a bedroom TV, quality family meal time and adequate sleep.

Yet sleep was the only factor that made a difference in the results.

Children who slept 10 hours per day or more were less likely to suffer obesity than those who did not, regardless of the other protective routines.

Given the importance of sleep, the most

likely factor in a child’s risk for obesity was the parental sleep routine.

In a chain reaction, parents who slept inadequately had children who did the same and were therefore more likely to be overweight.

“Parents should make being well rested a family value and a priority,” said Barbara H. Fiese, director of the U of I’s Family Resiliency Center and Pampered Chef Endowed Chair. “We viewed how long parents slept and how long children slept as part of a household routine and found that they really did go together.”

Sufficient sleep has long been linked to healthy weight management and children are hardly new study subjects.

Mariel, who was a finalist in Binibining Pilipinas 2013, said she is currently undergoing workshops in ABS-CBN to better equip herself in this venture. “For now, I’m going through acting workshops. Besides acting workshops, I’m also part of the Philippine Opera Company so they are very proud of me right now,� she said.

While she still plans to join beauty pageants in the future, Mariel said she would like to give showbiz a try. “Actually when I was in Bb. Pilipinas last year, I knew na I really wasn’t ready because I was still 19. That’s pretty young.

I just wanted to try it muna, like dip the toes in the water. Of course when I didn’t win anything, I was sad of course. Pero I realized na later on, good thing I didn’t win. Because I did, I knew I wasn’t ready so I wouldn’t bring home anything. Better to not win,� she said. “I want to try [showbiz] muna, showbiz and opera. I’m still scared to act with my dad. Baka mga supporting role muna for now. Wala pang [offer], nagwo-workshop muna ako,� she added.

PHL Consulate officials join Fil-Ams in PHL Independence Day parade Los Angeles, June 9, 2013 – The Philippine Consulate General joined the Filipino community parade commemorating the 116th Anniversary of the Proclamation of Philippine Independence on 07 June 2013 at the Historic Filipino town, Los Angeles.

The New FACLA (Filipino American Community of Los Angeles) organizers theme for the parade is “Santa Cruz De Mayo”.

The Kalayaan 2014 Parade was participated in by various Fil-Am organizations ranging from civic to youth, business service and religious groups.

A short program was held after the parade at the FACLA Center to close the day’s event.

In his remarks, Consul General Leo HerreraLim urged the Filipino-American community to harness its untapped potential by actively participating in the political, economic and cultural streams of mainstream American society.

On the same day Consul General Leo M. Herrera-Lim attended the Philippine Independence Day Celebration held at the Veterans Park, City of Carson, on 07 June 2014. The event was organized by the City of Carson and the Philippine Independence Day Foundation, Inc. (PIDF). Local government officials of the City of Carson, including Mayor Jim Dear, Mayor Pro-Tempore Elito Santarina and City Council members, showed their support for the event and for the Filipino-Americans in Carson. The Consul General extended his greetings to the attendees as they celebrate the 116th anniversary of the proclamation of Philippine Independence.

Consulate officials also took the opportunity to promote the ongoing registration for Philippine overseas voting with flyers handed out at the PIDF booth. It is one of the City’s biggest events. The park was filled with booths,

In an interview with Asian Journal, a widely-read newspaper in the Fil-Am community, Consul General Herrera-Lim gave his views on this year’s Independence Day. When asked about the National Historical Commission of the Philippines’ 116th Independence Day theme, Pagsunod sa Yapak ng mga Dakilang Pilipino, Tungo sa Malawakan at Permanenteng Pagbabago (Following the Footsteps of Great Filipinos, Towards Widespread and Lasting Change), Consul General Herrera-Lim said that this year’s theme is “truly aspirational” for all Filipinos, whether they are in the Philippines or in other countries.

The Consul General quoted the words of Philippine President Benigno S. Aquino III: “Let this commemoration of our ancestors’ heroism be not just a portion of our country’s glorious and exciting narrative. May we remain united, like our forbears more than a hundred years ago, in working for an even more robust, equitably progressive Republic.

And as we move forward, let us ensure that no Filipino is left behind as we journey on the straight and righteous path.”

In the end, Philippine Independence Day is more than just a celebration of our sovereignty and culture. Sacramento makes $6.7-B in revenues, but misses target SACRAMENTO – State Controller John Chiang has released his monthly report covering California’s cash balance, receipts and disbursements in May 2014.

Revenues for the month totaled $6.7 billion, missing estimates in the Governor’s January proposed budget by $389.1 million, or 5.5 percent. Year-to-date, revenues still exceed expectations by $1.8 billion, or 2.1 percent.

“While this is the first time in six months that revenues have fallen short, the overall budgetary health remains stable and there is no threat to the State’s ability to pay its bills on time and in full.” said Chiang.

“As lawmakers finalize their spending decisions in the coming days, my office urges fiscal restraint with an eye toward slashing the billions of dollars in debt accrued during the Great Recession.”

Because the State’s cash position exceeded expectations by $5 billion as of the release of the Governor’s May Revision, the Department of Finance—with the concurrence of the offices of the State Treasurer and State Controller—did not produce formal cash flow projections for the May Revision. As a result, actual May

receipts and disbursements are compared against projections provided in the Governor’s January budget proposal.

Income tax collections for the month of May came in $254.2 million, or 7.4 percent, below estimates in the Governor’s January proposed budget. Corporate taxes were below estimates by $177.6 million, or 99.8 percent. Sales taxes also came in short of estimates by $98.6 million, or 3.1 percent.

As of the end of May, the State’s cash reserves exceed the Governor’s January projection by $4.9 billion. This positive reserve is comprised of $3.5 billion in greater than anticipated internal borrowable resources and a cash deficit that is lower than projections by $1.4 billion. That cash deficit, now $8.5 billion, is being covered by both internal and external borrowing.

PHL Immigration uses security stamp to cut red tape MANILA, June 13 (Mabuhay) – Key personnel of the Bureau of Immigration (BI) will use security stamps to simplify procedures and expedite transactions as part of its efforts to cut down on red tape.

Immigration Commissioner Siegfred Mison ordered the use of security stamps pursuant to the rule-making power of the bureau chief under the Philippine Immigration Act of 1940.

“It is the bureau’s policy to simplify administrative protocol, reduce bureaucratic red tape and expedite transactions without sacrificing the integrity of the bureau’s procedures and processes,” Mison said in his order.

Official uses of security stamp including, among others: deportation orders, certificate of recognition, dual citizenship, mission orders, hold departure orders, alert list orders, black list orders.

Also included are watch list orders, immigration look out bulletin orders, allow entry orders, visa cancellation orders, visa

forfeiture orders and cancellation/ revocation of authority to accept foreign students.

The measure aimed at eliminating fixing and facilitation not only by authorized private individuals but also by immigration employees.

He noted that the number of signatories, as well as the unavailability and/or physical absence of signatories, significantly add to the delay in the processing of petitions, applications and other documents.

Mison said such usual causes of delay may be addressed using a security stamp that ensures the validity and authenticity of the document; identifies the responsible signatory; and protects the signatory from identity theft.

Pope says global economy discards young BARCELONA, June 13, 2014 (AFP) – Pope Francis launched a sweeping attack on the world’s economic system in an interview released Friday, saying it discards the young, puts money ahead of people and survives on the profits of war.

what does that mean? That we make and sell arms. And with that the balance sheets of the idolatrous economies—the big world economies that sacrifice man at the feet of the idol of money – are obviously cleaned up.”

The pope said there was enough food to feed all the world’s hungry.

“When you see photographs of malnourished children you put your head in your hands, you cannot understand it,” Francis said.

“I think we are in a global economic system that is not good,” he said.

People’s needs should be at the heart of the economic system, the pope said.

“But we have placed money in the centre, the god of money. We have fallen into the sin of idolatry, the idolatry of money.

JLL cited several reasons that American tech companies see greater value in creating tech jobs in the States, despite the relatively low real estate and labor costs in popular offshore locales.

To start, offshoring isn’t as cheap as it used to be. For example, wages of around 60 cents an hour during the height of the technological migration to Asia have risen to as high as $6 per hour in China’s eastern manufacturing centers, according to JLL. Increasing oil prices also play a role.

Second, as tech companies see increasing global competition, they need to protect their intellectual capital in new product manufacturing, and keeping production of new products within the United States makes it easier.

Third, keeping operations in close proximity to executives, designers, and engineers helps the product launch teams stay on task and during critical early-stage production.

Fourth, tech companies with U.S. locations are better equipped to quickly address end-user needs.

Finally, companies are more likely to find the workers with the technical skills necessary to operate complex systems in today’s highly automated manufacturing facilities.

“This regionalization of high-tech manufacturing is characterized by the creation of jobs requiring strong technological skills – think engineers on production lines – as opposed to reshoring where similar job functions are imported back to the United States from overseas,” said Greg Matter,

US Treasury urges more investment for growth WASHINGTON, June 11, 2014 (AFP) – Treasury Secretary Jacob Lew urged Wednesday more US private and public investment as well as regulatory reforms to boost economic growth for the longer term.

Saying the economy could face a long period of slower growth after the rebound from recession, Lew argued that the picture could be brighter with a concerted effort to stir productivity, upgrade the workforce and create a more attractive US environment for investment.

He told an audience at the Economic Club of New York that, according to government projections, the economy is facing a growth rate in the future averaging 2.1 percent, compared with the 3.4 percent rate in the six decades to 2007.

“But here is something we know: The choices we make over the years to come can alter this projection,” he said, according to his prepared remarks.

Lew laid out a list of things the government needs to do to encourage investment: reform corporate taxes and patent laws, invest in crucial infrastructure, expand education opportunities, do more to encourage businesses to train workers, and provide more support for research and development.

Many of those are on the Obama administration’s shortlist of policies it wants to get support for in Congress, Lew noted.

But he stressed that the private sector, where profits and cash stockpiles are running high but investment in activities that boost production and create jobs remain low, must also contribute.

Brooklyn Net Blatche gets Filipino citizenship MANILA, June 11, 2014 (AFP) – American NBA star Andray Blatche became a Filipino on Wednesday after President Benigno Aquino rushed through a special citizenship law to ensure the powerful centre could play for the Philippines at this year’s World Cup. “We confirm that the president signed (the bill) granting Filipino citizenship to Mr. Blatche,” Aquino’s spokesman, Edwin Lacierda, told reporters.

The 6-foot, 11-inch (2.11-metre) Brooklyn Nets centre had to be naturalized before the June 30 FIBA deadline to submit the final list of players for the World Cup in Spain. The undersized Philippines will be one of the biggest underdogs at the World Cup, and politicians had been desperate to lure Blatche in an effort to ensure the team was at least competitive in Spain.

In contrast to the many bills that can lan-

guish in Congress for years amid lengthy debates, legislators swiftly passed the Blatche naturalization law. However it still required Aquino’s final approval.

Spoelstra invites Pacman to hang with Heat MIAMI, June 11, 2014 (AFP) – Erik Spoelstra would like Manny Pacquiao to come hang out with the Miami Heat, but don’t look for him to add the Filipino boxing champ to the coaching staff anytime soon.

“That won’t happen, but I’d love to have him come out and spend some time with the team,” Spoelstra said Tuesday.

Pacquiao announced recently he plans to become the player-coach of the newlycreated Kia Motors team when the next season of the Philippine Basketball Association begins.

“Even when I was a kid, even before

I learned to box, basketball was my first love,” said Pacquiao.

Spoelstra, who is of Filipino descent, and Pacquiao are two of the most popular sports figures in the Philippines. They also share the common bond of a love of basketball.

“It doesn’t surprise me,” Spoelstra said of Pacquiao becoming a coach. “He’s a tremendous fan of basketball and the NBA. “He plays pickup all the time. But I’m sure (boxing trainer) Freddie Roach doesn’t appreciate that.”

Spoelstra will travel to the Philippines during the off season to conduct basketball

clinics and he hopes to attend one of Pacquiao’s games.

“I’ll try to make it out and see if I can catch a game this summer,” said Spoelstra whose Heat were tied 1-1 with the San Antonio Spurs in the best-of-seven NBA championship finals heading into Tuesday’s game three.

De la Hoya inducted into Hall of Fame CANASTOTA, June 9, 2014 (AFP) – Ten-time boxing world champion Oscar de la Hoya was inducted into the International Boxing Hall of Fame on Sunday, using the occasion to call for unity in the sport.

The 41-year-old Mexican-American earned his place in the boxing shrine with a professional career that included 10 world titles in six different weight divisions.

He turned pro after a sparkling amateur career that included an Olympic gold medal.

“Today marks an incredible personal achievement, but it is only the latest milestone that never would have been possible without my family, my friends and, most of all, my fans,” De la Hoya said at his induction ceremony.

He went into the Hall as part of an All Star class that included rival Felix “Tito” Trinidad of Puerto Rico and undefeated Super Middleweight World Champion Joe Calzaghe of Wales.

Calzaghe, 42, finished a 15-year pro career 46-0 with 32 knockouts and defended his super middleweight crown 21 times.

In his final fights at light heavyweight, Calzaghe dispatched Bernard Hopkins and Roy Jones.

Trinidad, 41, finished 42-3 with 35 knockouts, captured the International Boxing Federational welterweight title in his 20th pro fight and made 15 successful title defenses, 12 of them by knockouts.

Among his victims were De la Hoya and Pernell Whitaker.

Trinidad took two world titles at light

middleweight and in 2001 moved up to claim the World Boxing Association middleweight crown.

His only defeats came at the hands of Hopkins and in his final two fights, to Winky Wright and Jones.

Mayweather KOs Tiger to top Forbes top-paid sport list NEW YORK, June 11, 2014 (AFP) – Undefeated boxing superstar Floyd Mayweather was named the highest-paid athlete in sports Wednesday by Forbes magazine, bumping off 2013 winner Tiger Woods by amassing $105 million in net revenue.

Mayweather also topped the list with $85 million in 2012, ending 14-time major golf champion Woods’ run atop the 100-athlete list from 2001-2011.

This time, Mayweather joined Woods as the only ones to top $100 million on the Forbes list, thanks to victories over Canelo Alvarez last September and Marcos Maidana last month, and did it with only 72 minutes of work and with no endorsement income.

GMâ&#x20AC;&#x2122;s Barra to testify in Congress June 18 NEW YORK, June 11, 2014 (AFP) â&#x20AC;&#x201C; General Motors chief executive Mary Barra will return to Capitol Hill next week for another congressional grilling amid the automakerâ&#x20AC;&#x2122;s delayed ignition-recall scandal.

Barra is scheduled to testify on June 18 before an oversight panel of the House of Representatives, a GM spokesman said Wednesday.

It will be Barraâ&#x20AC;&#x2122;s first appearance before Congress since GM released last Thursday an internal investigation report on the car recall that began in February, just weeks after she took the companyâ&#x20AC;&#x2122;s top job.

Some employees in the company had detected the ignition-switch problem more than a decade earlier, according to GM. The company knows of 54 accidents in which airbags did not deploy, possibly due to the ignition problem, and 13 deaths since 2004.

The US auto safety regulator, the National Highway Traffic Safety Admin-

istration, said it thinks the death toll could be higher.

Barra said the report, prepared for GM by former US attorney Anton Valukas, showed a â&#x20AC;&#x153;deeply troublingâ&#x20AC;? history of â&#x20AC;&#x153;incompetence and neglectâ&#x20AC;? at GM. Barra announced 15 employees were fired.

Barra faced tough questioning before the House panel on April 1. Valukas also will testify at next Wednesdayâ&#x20AC;&#x2122;s hearing.

The Valukas report â&#x20AC;&#x153;revealed disturbing truths about GMâ&#x20AC;&#x2122;s systemic and cultural failures that allowed this problem to go undiagnosed for over a decade, but many questions remain unanswered,â&#x20AC;? lawmakers Fred Upton and Tim Murphy, who will oversee the hearing, said in a statement. â&#x20AC;&#x153;This testimony by Barra and Valukas is a critical step in our ongoing investigation to uncover the facts as we determine what went wrong and what we can do to prevent future tragedies.â&#x20AC;?

GM also faces a federal criminal probe of its conduct in the matter, as well as numerous lawsuits.
