MANILA, June 24 (Mabuhay) – Senator Francis ‘Chiz’ Escudero has ruled out the possibility he and his close friend, Senator Grace Poe, would run and compete with each other for the vice presidency in 2016. Poe is the leading candidate for both president and vice president in pre-election surveys, while Escudero is number two in the vice presidential race. The Liberal Party (LP) is reportedly courting Poe to be the running mate of its presumptive presidential candidate, Interior Secretary Mar Roxas. Comelec: 2016 bets need not quit before filing MANILA, June 24 (Mabuhay) -- The Commission on Elections (Comelec) on Wednesday clarified that appointed government officials need not resign from their posts to be able to run in the 2016 elections. “Ang rule, kapag nag-file ng COC (certificate of candidacy) ang isang appointed official, ipso facto deemed resigned ka na,” Comelec spokesman James Jimenez explained. “The mere fact that you filed a certificate of candidacy operates as a resignation from your appointive position,” he said. The rule is different for elected officials, however. They are not deemed resigned even when they file their COC. Jimenez cited as examples senators who still maintained their position even after losing the elections. Calls have been mounting for Cabinet
officials planning to run in next year’s polls to resign after Vice President Jejomar Binay left the Aquino Cabinet. They have also been urged to quit so they will not be accused of exploiting government resources. Among the Cabinet secretaries and government officials expected to run next year are Interior and Local Government Secretary Mar Roxas, Justice Secretary Leila de Lima, Metropolitan Manila Development Authority (MMDA) chairman Francis Tolentino and Technical Education and Skills Development Authority (TESDA) director general Joel Villanueva. Malacañang, for its part, stressed that Cabinet secretaries and all other government officials are expected to abide by the norms of good governance and ethical conduct.
MANILA, June 24 (Mabuhay) – Davao City Rodrigo Duterte reiterated Wednesday that he has no plans of running for president, saying there is a “rebellion in his own backyard” from family and friends who do not want him to run. Duterte said his own family and closest friends have told him not to run. He also pointed out that he has no money for a national campaign. “Unang-una, ayaw talaga ng pamilya ko. Marcos to Aquino: Don’t use friendship as basis for next PNP chief MANILA. June 24 (Mabuhay) – Senator Ferdinand Marcos Jr. said a transparent selection body should choose the next Philippine National Police (PNP) chief. Marcos said President Benigno Aquino III should go beyond friendship, like what he did by appointing former Director General Alan Purisima. “This way, friends of the President will not bump off those who are most competent, most loyal to the country, most upright, and most public service-oriented candidates. The selection process should not be secret and must be open to the public,” he said in a statement. He alleged Aquino’s closeness with Purisima is the reason why the latter has not yet been charged in connection with the Mamasapano operation in January, which led to the deaths of 44 elite cops. “Five months after 44 SAF troopers were murdered in the infamous Mamasa-
pano massacre, Gen. Purisima still enjoys the comfort of his home and the company of his friends while the orphans of the fallen policemen cry for justice. It seems that his closeness with the President is working favorably for him,” he added. Purisima, who retains a four-star rank, was suspended in December. He was supposed to return to the police force early this month but opted to file for a leave of absence. Marcos earlier urged President Aquino to fire and charge Purisima for the death of the fallen Special Action Force troopers. Aquino has been criticized for protecting Purisima, whom he tapped to help in the Mamasapano operations even if he was under six-month preventive suspension by the Ombudsman. Rogelio Singson reported to Aquino that the agency’s quality management system is now certified in accordance with the requirements of the International Organization for Standardization (ISO) 9001:2008 standards. Among those who received ISO certification were six DPWH bureaus, two regional offices, and two district offices. Manila, Philippines (AFP) Thursday 6/25/2015 – Philippine airlines will no longer be banned from flying into Europe, aviation authorities said Thursday, after the European Union removed all remaining Philippine carriers from its safety blacklist. The EU list, which has included Philippine airlines since 2010, bars from operating in European airspace any airlines it deems unable to meet international safety standards, or whose civil aviation authorities cannot provide the necessary safety oversight. “All airlines from the Philippines, banned since 2010, have been released from the (air safety) list and are therefore allowed to operate in the European airspace,� a statement from the EU office in Brussels said. The EU lifted the safety ban on flag carrier Philippine Airlines (PAL) in July 2013, and last year also released Cebu Pacific, the country’s largest airline. The latest decision lifts restrictions on the seven remaining Philippine carriers,
said Eric Apolonio, a spokesman for the Philippine civil aviation authority, now allowing budget and smaller airlines to fly to Europe. Among the seven carriers are the Philippine units of AirAsia Berhad, the pioneer of budget flights in Asia, the aviation authority said. The decision comes after a five-man EU safety assessment team gave a positive review of the airlines following a series of inspections in April. “This is truly breaking news since it is the first time that the entire aviation sector of one country is removed from the European Air Safety List,� said Lubomir Frebort, the EU charge d’affaires in the Philippines. While the seven carriers largely service only domestic and Asian routes, Apolonio said the EU decision will still benefit them. Previously, European insurance companies would not cover people who flew on airlines on the European Union Air Safety List, he said.
House ok’s bill doing away with lock-in periods in cellphone plans MANILA, June 23 (Mabuhay) – The House of Representatives has approved on third and final reading a measure allowing consumers the option to unlock their devices even prior to the expiration of the lock-in period under the service contract. House Bill 5790, or the proposed “Consumer Protection on Mobile Communication Service Contract,� prohibits the provision of a lock-in period in a mobile service contract. Under the measure, a telco that provides a locked mobile phone to the consumer at a subsidized rate as part of a subscription contract shall unlock the device or give consumers the means to unlock it for a certain fee upon the subscriber’s request. The device may be unlocked prior to
the expiration of the lock-in period of the device. After the lock-in period, unlocking of the device shall be free and automatic. The bill further provides that for unsubsidized devices, the device shall be unlocked upon purchase. HB 5790 refers to lock-in period as the term of a contract between the service provider and the consumer wherein the latter must maintain a monthly subscription at an agreed period to the exclusion of other service providers. The bill’s principal author, Cavite Rep. Francis Gerald Abaya said the telcos’ practice of subjecting subscribers to a lock-in period as part of the service contract is one of the significant sources of consumer frustration with wireless services.

Lawmakers want DMCI to demolish Torre de Manila

MANILA, June 23 (Mabuhay) – Lawmakers on Tuesday urged property developer D.M. Consunji Inc. (DMCI) to demolish voluntarily the controversial condominium building Torre de Manila near Luneta Park rather than wait for the Supreme Court to issue a final ruling on the matter. The longer it refuses to admit it erred in proceeding with the construction of the 49-storey development, which critics say mars the visual corridors of the monument of Jose Rizal, the more DMCI will experience a public relations “nightmare,” House Committee on Metro Manila development chair Quezon City Rep. Winston Castelo said. “I advise them to voluntarily dismantle it. [That act] would be a big contribution to the preservation of our cultural heritage and national patrimony... Magpalugi na lang sila [and acknowledge that] a gross mistake was committed on their part,” he told reporters in a weekly press conference. Ako Bicol party-list Rep. Rodel Batocabe described Torre de Manila as a “monstrosity” whose presence has turned the Rizal monument from a national treasure to a “national cause for shame” because of the imposing view it casts in the background of the national hero’s famed statue. He noted that in foreign countries, the view of famous landmarks such as the Eiffel Tower in Paris, and the Jefferson Memorial in Washington, D.C. is not obstructed by any structure because they are considered as important landmarks. “If DMCI is a responsible corporation, it should volunteer to demolish Torre de Manila without waiting for the SC’s decision. Or else they will be condemned by the succeeding generations,” he said. Erap and Lim Acting on a petition filed by the Order of the Knights of Rizal, the SC last week issued a temporary restraining order that stopped DMCI from proceeding with the Torre de Manila construction until “further orders from the court.” In its petition for injunction, the group said that the building will “stick out like a sore thumb, and dwarf” all surrounding buildings within a two-kilometer radius once it is completed. Having a towering building in the Rizal monument’s background is a “nuisance” that “annoys and offends the senses” of
Filipinos who honor Rizal’s memory, according to the petition. Castelo said his committee will invite anew incumbent Manila Mayor Joseph Estrada and his predecessor, Alfredo Lim, to a hearing on the Torre de Manila controversy next week to shed light on the matter. The House committee had invited Estrada to its previous hearings but the mayor instead sent a proxy. “When we summon Mayor Estrada and Lim, it will not be for a blame game to be played nor for a fault-finding expedition, but in aid of legislation,” Castelo said. Estrada and Lim have traded barbs over the condominium building fiasco, with the former President saying that DMCI received its barangay clearance, zoning and building permits during Lim’s term in 2012. Lim, however, said Estrada should have stopped the construction if he was convinced that DMCI violated several laws. Last week, the Housing and Land Use Regulatory Board suspended the license of DMCI Homes to sell condominium units in the controversial Torre de Manila in line with the SC order. Recommendations Though the House panel has yet to wrap up its hearings on the issue, Castelo said he and other lawmakers have come up with certain recommendations to prevent a similar controversy from happening in the future. Among the recommendations which the panel intends to include in its report include the strengthening of Republic Act 10066, or the National Cultural Heritage Act of 2009, by giving the National Commission on Culture and the Arts (NCCA) police powers to enforce the cease and desist orders (CDOs) it issues against erring entities. Castelo noted that his panel had to offer the NCCA the help it needed to enforce the CDO on DMCI prior to the SC ruling because the property developer refused to heed it. “When we visited the Torre de Manila’s site a few weeks ago, construction work was still ongoing, in blatant disregard of the CDO issued by the NCCA,” he said. The committee will also recommend that local government units be barred from providing any entity an exemption to zoning laws in an area that is near a national heritage site, the lawmaker said. Retired senior seeks to discharge $27k credit cards Working senior seeks to discharge $60k personal loans; Trustee wants explanation of how client used $180k
Client No. 1 Client 72. She has been retired for 7 years. She retired at 65. Her husband of 40 years did not survive a massive stroke two years ago. So, what is she doing now? She now lives with her daughter who has her family of 3 young children. She doesn’t have to pay rent so she lives there for free. She does take care of her 3 grandchildren because her daughter works full time as a registered nurse, and her son in law works full time as an accountant. She is lucky to have a daughter who cares for her. Sometimes daughters get married to men who are able
to convince daughters that they should give up their mothers because daughters are now adults. It’s not the mother who loses. It’s the daughter who loses the wisdom, love and care of the mother. Client used to work as Psycho Therapist and had good income. She was grossing about $100K a year, counseling people with mental problems. Not a bad job at all. She didn’t want to stop working. But her employer of 20 years was purchased by a group of investors who brought in their own staff and employees forcing client to retire. Her husband was an architect for a large developer in LA that went bankrupt. Husband’s pension was almost decimated by the employer’s bankruptcy. $5K of monthly pension became $500 a month. I guess this must have been the cause of his massive stroke. Financial problems can kill you specially if they happen late in life because you run out of time to correct the problem. In any event, with husband’s pension of $500 a month, and her own social security of $1,800, client has $2,300 a month of retirement income. She’s still paying for new car, a Prius that she likes to drive around. That’s costing her $500 a month. And she has credit card debt of $27K. The minimum payment for credit cards is $900. With these two payments, she has $900 left. She has been making minimum payments of $900 a month to keep $27K of credit cards current for the last 8 years. So, she has paid about $88K to MasterCard and Visa in the
last 8 years. Yet she still owes the same $27K. Client didn’t consider the $900 a month to be a burden until her husband’s pension shrank to $500 a month. But still, $88K is still $88K. If she had discharged these cards 8 years ago, she would have $88K now in savings, giving her maybe $400 to $500 a month in income if properly invested plus $400 to $500 a month is certainly better than minus $900 a month at client’s age, don’t you think so? It’s an open a shut case actually. What’s the point of keeping $27K of credit cards that draining client’s retirement income just to continue having perfect credit? I mean, at 72; other than the Prius, I don’t think client plans to buy anything else on credit. Besides, in a couple of years, client will have perfect credit again anyway. At 82, there will be no record of her Chapter 7 case and her credit will be perfect once again. But frankly, a good credit score is that last thing on the minds of seniors. They just want good health and a peaceful life, and some extra money from their retirement income that they can use however they want to. Client No. 2 Client is a young senior at 61. I call him a young senior because Burt Reynolds is 79. So client is still 18 years younger than Burt. That’s a big difference. I mean 8 years is a substantial amount of time by any standard. Billionaires will pay you a billion $ if you could give them 18 more years to live, probably even give you half of their wealth for 18 more years, if not all of their wealth for 18 more years on this earth in good health. Of course, only Adonai can give you 18 more years of life, indeed only the one true God, El Shaddai, El Elohim, can give you one more hour of life in this world. The rich and powerful are nothing before God because they can-

not add one second to their lives, despite all of the money and power in this world at their disposal, true or false? And I’m not talking about prolonging life by machine and medicine. I’m talking about one second of a purely healthy life. Client works as a caregiver. In his job, he took care of a lot of patients. But client had the bad habit of borrowing money from his patients. In all, he owed $60K to his patients for personal loans. Several patients sued her and go judgments of $7K and $13K. He agreed to make monthly payments but stopped two months ago. He could not afford to pay $800 a month for $20K of judgments. I’m not sure why client agonized in deciding to seek Chapter 7 relief. There is no way for him to pay back $60K of personal loans. His income is less than $2K a month, and that’s a good month. I told him to file Chapter 7 to discharge the two judgments and the $60K of personal loans but I told him not to borrow any more money from his patients. Relatives may say that she defrauded his patient because of her influence over patient since he was the caregiver. Client No. 3 Client is a member of the medical profession. He had a triple bypass last year because his arteries were clogged from all the cholesterol from greasy food that he loved to eat. He thought that he would be able to continue practicing his profession after his bypass. He lost 40 lbs. but gained it all back plus more. At last week’s hearing, he could hardly walk. Unfortunately, he could not get his “mojo� back and so decided to sell his practice for $180K. He was paid the $180K early this year, and used all of the money in 6 months. (3) The party against whom enforcement is sought, if unrepresented by legal counsel, was fully informed of the terms and basic effect of the agreement as well as the rights and obligations he or she was giving up by signing the agreement, and was proficient in the language in which the explanation of the party’s rights was conducted and in which the agreement was written. The explanation of the rights and obligations relinquished shall be memorialized in writing and delivered to the party prior to signing the agreement. The unrepresented party shall, on or before the signing of the premarital agreement, execute a document declaring that he or she received the information required by this paragraph and indicating who provided that information.(4) The agreement and the writings executed pursuant to paragraphs(1) and (3) were not executed under duress, fraud, or undue influence, and the parties did not lack capacity to enter into the agreement.(5) Any other factors the court deems relevant. In addition, the parties are required to provide each other with full disclosure of all material financial information. A premarital agreement may be unen-
forceable if found to be unconscionable when it was executed and the requisite disclosures were lacking and not waived Additionally, a spousal support provision in a premarital agreement executed under the UPAA, whether before or after January 1, 2002, is not enforceable if found to be unconscionable at the time of enforcement. Speaking during the first day of the annual Strategic and Economic dialogue between the rival political and economic powers, Lou countered US pressure for China to stop relying on investment to power growth. He pointed out that China’s contribution to global growth is 30 percent, while the US, the largest economy in the world, added only 10 percent. To enhance the world economy, he said, the United States should save more and turn that into productive investment, especially in infrastructure. “We also hope that the United States accelerates its structural reform process and develops effective processes to increase labor force participation and then enhancing the savings rate,� he said in a press conference, speaking through an interpreter. “The United States should have a proper mechanism to mobilize more savings to

In my opinion, it perhaps opens the door for people who lost their status and do not currently hold a valid work permit. It should be noted that the live in caregiver class does indeed have a statutory requirement to hold a valid work permit at all times. Second, if you worked for 24 months by now, it may be something you should research in lieu of the humanitarian application. To qualify, you must: Have qualifying work experience on a full time basis (at least 30 hours per week) at the time application is received. Provide proof of your work experience. You do not have to be employed at the time you submit your application. Work experience does not need to be continuous but the work must have been authorized and work outside Canada does not count. 3. Must have a good level of proficiency in English in these four areas: listening, speaking, reading, and writing. 4. Must have a completed Canadian one-year post-secondary educational credential OR a completed foreign educational credential AND a satisfactory Educational Credential Assessment with minimum equivalency Q.I graduated from George Brown College and obtained a post grad work permit for 3 years. My work permit will expire July 2016 and I want to apply for express entry. Will I be able to obtain my immigrant visa before my work permit expires? If not, how could I renew the work permit? A. If you have been following the recent trend in express entry draws, you will have seen that the last three draws included applicants with scores of about 800 / 1200. This translates into applicants who were
successful in obtaining job offers. You have not indicated if you have a job offer or not. Assuming you do not have one then you will likely score much lower than 800. That is the bad news. The good news, in my opinion, is that the threshold numbers are coming down and time will tell at one point they will fall. It is unjust to exclude qualified applicants like you who easily qualified under the previous Canada Experience Class which did not require a job offer. If you do get selected under express entry by mid 2016, you must obtain a labour marker impact assessment (LMIA) to get it renewed. An approved LMIA will be worth 600 points and will most likely get you over the hurdle into the next draw. Q. I’m a Canadian Citizen since 1980. I often travel to the Philippines for business. Last year I met a woman in Manila and she just gave birth to our child. I do not wish to sponsor her but I want to bring the child to Canada. Can I? Do I need to sponsor the child? How do I file the application since I spend most of my retired years abroad? A. First things first. The child does not need to be “sponsored�. The child was born to a Canadian father and therefore the child is a Canadian Citizen. It is irrelevant if you want to sponsor the mother of the child. You now need to initiate the process for proof of citizenship of the child. If you are in Canada, then this can be done via the Sydney, NS processing centre. If abroad, you can contact the local Canadian Embassy but in my experience that process will extend processing times an additional six months at least. Good governance reforms make PHL ripe for US investment
WASHINGTON, DC – The Philippines has instituted irreversible good governance reforms, making the country one of the highest performing economies in the region, and creating opportunities for investment from the United States. This was the message of Philippine cabinet secretaries who traveled to Washington on a high level trade and investment mission during the “Dynamic Philippine Economy: Growth, Reform, and Looking Ahead” forum at the Center for Strategic and International Studies in Washington, DC on 24 June 2015. The forum’s speakers roster included Secretary Gregory L. Domingo of the Department of Trade and Industry (DTI); Secretary Cesar V. Purisima of the Department of Finance (DOF); Secretary Rogelio Singson of the Department of Public Works and Highways (DPWH); Ambassador John D. Negroponte, Co-Chair of the US-Philippines Society; Mr. Guillermo Luz, Co-Chairman of the Philippines National Competitiveness Council; Ms. Cosette V. Canilao, Executive Director of the Public-Private Partnership (PPP) Center; Mr. Andres Gluski, President and CEO of AES Corporation; Mr. Matt Bohn, Vice President and former Philippines Country Director, Millennium Challenge Corporation; Mr. Guillermo D. Luchangco, Chief Executive Officer and Chairman of the Investment and Capital Corporation of the Philippines; Mr. Robert Prieto, Senior Vice President for Infrastructure of the Fluor Corporation; and Mr. Bernard Sheahan of the International Finance Corporation. In their keynote addresses, the cabinet secretaries highlighted reforms by the Aquino administration as well as in their departments, which have contributed to the renewed confidence of local and international markets as well as the Filipino people. In 2011, Philippine Congress passed the Government-Owned or Controlled Corporations (GOCC) Governance Act, which ensures that the government exercises transparency, responsibility, and accountability in state-owned and –controlled corporations through a periodic reporting and evaluation system, as well as justifiable and reasonable remuneration schemes for employees of GOCCs. According to Finance Secretary Purisima, the GOCC Governance Act is one of the key pieces of legislation that have led to economic growth. “Once you walk your talk, the market will give you confidence. Confidence is the key currency that has allowed for economic growth to happen,” said Secretary Purisima. Tax reforms have also played a huge role in development. An example is the Sin Tax which aims to restructure existing taxes imposed on alcohol and tobacco goods. Duties on these products are now a potential revenue source for Universal Health Care Program of the administration. “Tax reforms in the Philippines have generated double-digit revenue growth every year,” said DTI Secretary Domingo.” The Department of Public Works and Highways, once considered to be one of the most corrupt government agencies in the Philippines, has also taken on landmark reforms. “The main program of the DPWH is anti-graft and corruption. We deliver safe and better quality road networks by funding the right projects and making sure the bids are competitive and transparent,” said DPWH Secretary Singson. The Department developed a Cadet Engineering Program, a workplace learning and development program that aims to identify young, vibrant, and intelligent civil engineers and prepare them to become competent members of the DPWH.
A new America under Obama who enjoys a week that changes the nation By Andrew Beatty
Washington, United States (AFP) Saturday 6/27/2015 – Barack Obama came to office vowing to bring “change” to America, and after years stymied by partisan battles, a momentous week has left him emboldened and with a stronger claim to have fulfilled that promise. On Friday morning Obama sat in the residence of the White House, preparing a eulogy for another victim of another mass shooting in America. For six years Obama had used successive tragedies to cajole and coerce Congress into tightening gun laws, for six years he had failed. Now he would be paying homage to Clementa Pinckney, a slain South Carolina preacher he had known since 2007. In the immediate aftermath of the Charleston shooting, Obama seemed almost resigned to limitations of his quickly fading presidency. America would get to grips with the problem “at some point,” he said. It was a far cry from his first term invocations of the “fierce urgency of now.” America’s first black President is fond of repeating another dictum borrowed from Martin Luther King Jr., that “the arc of the moral universe is long, but it bends towards justice.” The phrase is woven into a rug that encircles Obama’s desk in the Oval Office. The murder of nine African Americans including Pinckney – by a suspected racist 21-year-old white man from the deep south – showed just how long that arc can be. As Obama wrote, the phone rang. His senior advisor and long-time friend from Chicago, Valerie Jarrett, informed him that US Supreme Court had made gay marriage legal across the United States. It was a decision that crowned a momentous week in American history and in Obama’s presidency. In just a few short days, Obama had won a major trade battle with Congress and the Supreme Court had upheld housing rights and swept aside the last major threat to his signature domestic policy achievement – expanding health care to millions more Americans. “Obamacare” was here to stay and now gay marriage had been enshrined in law—something unthinkable just a few short years ago. “Progress” he said shortly after in the White House Rose Garden surrounded by euphoric West Wing staff, “often comes in small increments, sometimes two steps forward, one step back.” “And then sometimes, there are days like this when that slow, steady effort is rewarded with justice that arrives like a thunderbolt.” Years defined by biting Fox News criticism, the
ultra-conservative Tea Party and Congressional gridlock, suddenly seemed to have been swept aside. “I think that on many issues, the president is on the right side of history,” Democratic Congressman Seth Moulton told AFP. Seth added, “Sometimes it takes a long time for that to become apparent to everybody.” “But certainly this is a historic week, and we’re witnessing the result of some long battles.” Challenging history Obama’s victories in the last seven days also seem to reveal a determination to ensure the autumn of his presidency is at least as consequential as the spring and summer. With no more elections to run, he has appeared increasingly unencumbered and forceful in his calls for change. Historians may see Pinckney’s eulogy as an apogee. Despite Obama’s own personal journey, he has perhaps found it most difficult to bend the arc of history toward equality for black Americans. His tenure has seen repeated shootings of black men by police, persistently high levels of black incarceration and vast income disparities between white and black. “It is striking,” said Julian Zelizer, history and public affairs professor at Princeton University, Obama has won “health rights and gay rights with less progress on race.” “I do think the progress on race has been slower in recent years than the president hoped would be the case.” But in a country that often seems to still be untangling issues that divided North and South during the Civil War, Obama pulled no punches. The Confederate flag – the Civil War standard of the white slave-owning south that was taken up by alleged South Carolina gunman Dylann Roof – was not just an emblem of heritage, he said. “The flag has always represented more than just ancestral pride,” Obama said, in combative language that would have befitted Civil War belligerents Abraham Lincoln or Ulysses S. Grant. “For many, black and white, that flag was a reminder of systemic oppression and racist subjugation. We see that now.” Removing the flag from public buildings, he said, would not be an act of political correctness or an “insult to the valor of Confederate soldiers.” “It would simply be an acknowledgment that the cause for which they fought, the cause of slavery was wrong.” “It would be one step in an honest accounting of American history.” With around 18 months left in office, Obama seems increasingly intent to bend the arc yet further.
Poe no underdog, negative campaign backfired – Pulse MANILA, June 22 (Mabuhay) -- Senator Grace Poe is no underdog and the attacks raised by her critics ahead of the 2016 polls may have worked to her advantage, Pulse Asia president Prof. Ronnie Holmes said Monday. Holmes said that questions and comments on Poe’s residency were made at a time when the latest Pulse Asia survey was being conducted. The responses made by Poe at the height of the issue, Holmes said, even led to the topic of a foundling’s chance at winning the presidency. “What came to the national vocabulary is a concept of being a foundling, which is quite personal one and goes beyond politics,” said Holmes. Holmes explained that results of surveys in previous elections suggest that “negative campaigning” does not always work. While there are no measured relations on these factors, Holmes said that this would “definitely” court sympathy for Poe and turn into voting support. “While we have not measured this in relation to let’s say in this recent event, as a political scientist I can say that that would definitely court some sympathy and for that matter that sympathy may translate into voting support,” he said.
While Poe’s qualifications have been attacked months before the 2016 polls, Holmes said it is still difficult to label her as an underdog, especially because just a few years back, she topped the senatorial polls. He also said that Poe had a fair amount of exposure, heading the investigations of the Mamasapano tragedy and has been pushing for a Freedom of Information (FOI) law. Holmes explains that it’s not about the attacks on Poe, but the way she responds that gives her support. “When you have certain criticisms and accusations about her qualifications being hurled against her and she responds in a way that might be much more acceptable, might be believed by much of the public, then that attack may generate support but that doesn’t necessarily translate that she’s an underdog,” he explained. In the latest Pulse Asia survey, Poe became the frontrunner in the 2016 presidential race, overtaking Vice President Jejomar Binay. The survey conducted from May 30 to June 5 showed Poe enjoying the lead in the May 2016 presidential race, with 30 percent of voters saying they would vote for her. (MNS)

Edgar Erice said that unlike Binay, Roxas and other Cabinet officials – who are all allied with President Benigno Aquino III – do not use their positions to campaign even if they have plans of running for higher office. He said these officials know the right time to quit will be after the President officially announces the names of the administration’s candidates in the 2016 elections. “They (Cabinet officials) are performing specific important tasks for our government and for our people. There’s a very clear sign when they should step down from their respective posts—and that’s after President Aquino declares them as candidates of the LP and the coalition. They can’t just leave and let this government cram in finding their replacement,” he said in a text message Wednesday. Iloilo City Rep. Jerry Treñas said Roxas’ role in the Cabinet is particularly important at this time when the government is focused on completing all the needed infrastructure support for local government units nationwide in pursuit of its medium and long-term development agenda. “There are too many projects which are being implemented that requires the
expertise of PNoy’s trusted and reliable Cabinet men like Secretary Roxas. The election is still a year away and he has not even declared his intention to run for any position. I don’t think he needs to resign at this time,” he said. Treñas, chair of LP’s organizing and membership committee, said Roxas can resign once he declares his candidacy and start coming out with political ads, “just like some prospective candidates” whom he did not name. Eastern Samar Rep. Ben Evardone said Roxas had personally given him and other LP stalwarts his assurance at a recent caucus that he will resign immediately after formally announcing his presidential bid. “We can thus assure the public that Sec. Roxas won’t stay a minute longer in his post the moment he declares his candidacy,” he said. Binay on Monday tendered his irrevocable resignation from the Cabinet, a move widely seen as his way of officially breaking away from the Aquino administration ahead of the official launch of his political party, the United Nationalist Alliance, on July 1. If their polling firms are reputable as they have claimed, they should be more honest in making public on who or how they are financing their surveys to promote transparency.

Place watermelon on side on cutting board. Cut 3–5 inches off each end to create large center slice between 3–5 inches in depth. Trim off outer rind. Cut watermelon slice into 6–8 pie-shaped wedges. Blot edges with paper towels to absorb excess moisture. Dip the back (curved) side of each slice in yogurt and then almonds, re-assembling pieces on serving platter as each piece is completed. Recipe courtesy of Michael Symon Servings: 4 Kosher Salt Freshly ground black pepper 2 tablespoons olive oil 1 pound ground bison, loosely packed into burger patties 4 slices Castello Burger Blue cheese 4 brioche-style soft hamburger buns, toasted 1 small red onion, very thinly sliced into rings 1 cup arugula Heat your grill to medium-high heat. Season burgers with salt and freshly ground black pepper on both sides. Drizzle with olive oil, then place on grill. Cook 3 minutes, then flip. Philippine Olympic Committee chairman Tom Carrasco said that the five Filipino boxers who won gold at the SEA Games in Singapore stood the best
chance but even they will have to place in qualifying tournaments before reaching the Olympics in Brazil in 2016. “It’s really a tough journey but I don’t think we should stop trying,” he said. An Olympic gold medal has long eluded the Philippines and the closest it has come is two silvers in boxing in 1964 and 1996. The Philippines has the dubious distinction of being the country with the most Olympic medals without a single gold, the website Olympstats said.
Brady appeal heard on four-game ‘Deflategate’ ban New York, United States (AFP) Wednesday 6/24/2015 – New England Patriots quarterback Tom Brady met with NFL commissioner Roger Goodell for 10 hours on Tuesday in an appeal hearing over a four-game ban issued after Brady’s supposed knowledge of under-inflated footballs. The controversy known as “Deflategate,” which nagged the Patriots on their way to the Super Bowl title in February, has lasted five months, stemming out of a New England victory over Indianapolis in the American Conference final. Goodell listened to a presentation from Brady’s lawyers asking him to reconsider the four-game ban he imposed last month for the start of the upcoming season. Now the matter is back in Goodell’s hands. There is no timetable for Goodell to release his ruling but he likely will do so before teams begins pre-season workouts next month. NFL officials found the Patriots offensive unit, guided by four-time Super Bowl champion Brady, had used balls that were below the minimum inflation levels in the first half of their 45-7 playoff rout of the Colts. The league conducted an investigation into the matter and a report last month by attorney Ted Wells found it was “more probable than not” that Brady was “at least
generally aware of the inappropriate activities” regarding the balls used in the game. The Patriots, who were stripped of two draft picks and fined because the matter struck at the integrity of the game, had argued that the balls were filled before the game to minimum air levels but use during the game and atmospheric conditions caused the inflation level to sink below minimums by the time the balls were examined. The NFL announced a four-game ban on Brady, which he appealed. One of the criticisms against Brady in the report was that he did not submit text messages and phone records to the investigators. Brady argued that nothing was proven against him and that he should not face so harsh a punishment. Unless Brady is completely cleared in the appeal, he would have the option of taking his case to federal court to try and win his place on the field for the season opener by having the ban thrown out or at least delayed. The Patriots are set to host Pittsburgh without Brady on September 10 in the NFL season opener and would also lose him for games at Buffalo on September 20, at home against Jacksonville a week later and October 11 at Dallas. Brady’s return, as of now, would come October 18 at Indianapolis.
“The Southeast Asian Games is really far from the standards needed to qualify for the Olympics,” Carrasco told AFP. “The best chance (for a medal) are the boxers, possibly athletics. They have a new management, new coaches,” he said. Among the SEA Games Filipino medalists, only Eric Cray, who won golds in the 100-metre and 400-metre hurdles, has already qualified for the Olympics after passing the standard in a meet in Los Angeles before the start of the Singapore games.
Even the executive director of the Philippine amateur boxing board, Ed Picson, who is credited for the boxing medals in Singapore, is less than confident of the Philippines’ chances. “This (the SEA Games) is just a regional tournament,” he told AFP. US firms urged to invest in PHL infrastructure WASHINGTON, DC – Philippine Public Works and Highways Secretary Rogelio L. Singson urged US construction companies to “locate their businesses in the Philippines, get registered in the Philippines, and take advantage of Filipino engineers” in order for them to be competitive in the ASEAN region. Secretary Singson advanced this business proposition today at the CSIS Conference, “Dynamic Philippine Economy: Growth, Reform and Looking Ahead,” which was the first stop for the Philippine High-Level Trade and Investment Mission that is traveling across the United States from 24 to 29 June. “The Philippines offers a lot of construction opportunities,” the Secretary said, underscoring how infrastructure development is essential to the improvement of other sectors, such as tourism, agriculture, water and transportation. The designation of these “strategic convergence areas” demonstrates the coordinated efforts of different government agencies to attain sustainable, resilient and inclusive economic growth. Secretary Singson also announced the creation of a new license category called Quadruple A or “AAAA” that allows foreign firms to be registered as regular contractors and does away with the old requirement of a per-project basis construction permit. He likewise expressed confidence in the sustainability of the reforms within the Department of Public Works and Highways (DPWH), which used to be tagged as one of the most inefficient and corrupt
institutions in the Philippine Government. DPWH’s good governance reforms and anti-corruption programs have saved Filipino taxpayers Php 48 billion in 2014. Ms. Cosette V. Canilao, Executive Director of the Private-Public Partnership Center (PPP), discussed the opportunities and policy guidelines involved in facilitating investment collaboration between private companies and the public sector. The invitation for more foreign investment in infrastructure is a running theme in the Mission’s push in the United States. Finance Secretary Cesar V. Purisima, who co-leads the Philippine delegation with Secretary Singson and Trade and Industry Secretary Gregory Domingo, earlier stated, “Drawing high-quality investments in key areas of opportunity like infrastructure is a win-win for both the Philippines and foreign investors. This is a fundamental component of our strategy as we build better infrastructure to support the growing mobility and connectivity needs of a booming population.” In his opening remarks, Philippine Ambassador to the United States Jose L. Cuisia, Jr. drove home the point that infrastructure investments will be vital. “We aim to attain a level of infrastructure spending of 5% of GDP by 2016. We are also pursuing infrastructure development in the Philippines through public-private partnerships program [PPP]. The Philippine Ambassador also said, “In line with this, the Philippines and the US recently signed a Memorandum of Cooperation (MoC) on infrastructure collaboration.”

US issuing visas again, but warns of backlog Washington, United States (AFP) Tuesday 6/23/2015 – The United States has begun to fix a hardware problem that crashed its visa processing system, issuing 45,000 permits in the past day as it works through a big backlog. Some 33 embassies and consulates representing 66 percent of normal capacity were now back online including Beijing, one of the biggest US missions, and “we’re working to restore full biometric data processing worldwide,� said State Department spokesman John Kirby. “We issued more than 45,000 visas yesterday. Beijing alone issued nearly 15,000 visas,� he told reporters. “Significant additional numbers will be issued as the backlog clears,� he added, but admitted “it’s going to take some time.� Interviews for visa applicants are being

Palenque, Mexico (AFP) Tuesday 6/23/2015 – The 35-year-old Honduran farmer shows the scar on his forehead where he says a Mexican migration officer fired a stun gun when he tried to escape a major dragnet. While Wilmart avoided deportation, a rising number of undocumented Central American migrants are being rounded up in a crackdown launched a year ago following a surge of unaccompanied children reaching the United States. Mexican authorities are chasing migrants in the middle of streets near the southern border with Guatemala or conducting raids in the dead of night on “The Beast,� a freight train they use to travel across the vast nation. Wilmart only got away because residents of Palenque, a town in Chiapas state, took out their smartphones to film the agents who were kicking him and a complaint was made to the authorities. “They almost asphyxiated me. They shot me a lot with that (stun) gun. At the end, I couldn’t walk. They threw me to the ground and savagely beat me,� the curlyhaired migrant, who declined to give his last name, said as he waited for a humanitarian visa following his ordeal. He is not the only migrant to claim a Taser was used against him by migration agents. Jose Adan Martinez, a 20-year-old Honduran, said a stun gun was used to get him off The Beast, though he did not file a complaint out of fear of reprisals. “We have had several direct testimonies in recent months on the use of stun guns to detain migrants,� said Ruben Figueroa, an activist at the Mesoamerican Migrant Movement, a non-governmental organization. The National Migration Institute denies that its agents use stun guns. But several international NGOs have voiced concern about rough tactics being employed in the the Frontera Sur (Southern Frontier) operation, which includes the deployment of 5,000 agents and checkpoints set up in the wake of last year’s migrant crisis in the United States. Detentions, deportations surge Mexican authorities have captured nearly 58,000 migrants – most from Central America – in the first four months of this year, an 83 percent increase from the same period last year, according to government figures. Deportations have also surged 79 percent from 28,736 between January and
April 2014 to 51,565 in the same period this year. In addition to raids in hotels, buses and even hospitals, authorities are trying to take away a major form of transport by preventing migrants from boarding cargo trains. Around midnight on Saturday, migration and police officers backed by men in civilian clothes stopped a train carrying some 30 migrants near Palenque. “Get down! Get down,� the officers shouted as they grabbed people by the arm with force and bundled them into vans dubbed “dogcatcher vans,� without asking for their identifications. As AFP reporters videotaped the operation, the agents put away their retractable truncheons, told the migrants to “carefully� board the vehicles and did not chase those who escaped into the bushes. “It’s never like that. They chase them and take them away violently,� said Alejandro Fernandez, who has witnessed several operations from his home near the tracks. In Tenosique, southern Tabasco state, officials in El Salvador’s consulate voiced shock at reports that two Salvadoran and one Guatemalan migrants suffered bullet wounds in an attack by local police in the town of Macuspana. “It’s a hunt for migrants. We all see that this plan consists in catching migrants so that they don’t get to the United States,� said sister Nelly, a nun who founded a migrant shelter in Palenque. The crackdown has forced the migrants who flee violence and poverty in Central America to find new routes in long treks by foot that expose them even more to the dangers of thefts, kidnappings and rapes by organized crime groups. The arduous trip leaves many with blistered and bandaged feet, such as Luis Rivera, 24, who walked 116 kilometers (72 miles) in two days after leaving San Pedro Sula, Honduras, considered the world’s murder capital. “We pray to God that the ‘migra’ (border police) doesn’t catch us and deport us,� Rivera said, with sweat dripping down his face.

Republican 2016 hopefuls reject white supremacist donations Washington, United States (AFP) Monday 6/22/2015 – Three Republican presidential candidates say they are donating contributions they received from the leader of a white supremacist group mentioned by the accused Charleston church gunman to relatives of those slain. White House hopeful Senator Ted Cruz initially planned to return the donations he had received since 2012 from Earl Holt III, president of the Council of Conservative Citizens, his spokesman Rick Tyler said Monday. The group is listed as racist and extremist by the Southern Poverty Law Center, which tracks US hate groups. But instead, Cruz will now donate $11,000 to the Mother Emanuel Hope Fund to assist families of the nine people who were shot dead Wednesday at the Emanuel African Methodist Episcopal Church in South Carolina. Holt has given dozens of times to numerous candidates in recent years, including members of the US Senate and House of Representatives, totaling at least $56,000, according to figures compiled by the Center for Responsive Politics. Aside from Cruz, two other presidential candidates have received donations from Holt: Senator Rand Paul got $1,750, and former senator Rick Santorum received $1,500, apparently during his previous presidential campaign. “Rather than put more money back in the pockets of such an individual, my 2012 campaign committee will be donating the amount of his past donations to the Mother Emanuel Hope Fund to support the victims of this tragedy,� Santorum said in a statement.

College scholarships, travel, and citizenship through the U.S. Army He became a soldier primarily because he wanted to get free education. Ten years later, CPT Theodore Flestado had not only earned his undergraduate and graduate degrees; he’s also now a company commander in the United States Army, after assuming command of San Fernando Recruiting Company in May 2014. “Time goes by fast. Parang kung kailan lang nag-enlist ako. Now, 10 years later, I’m still here and I’m still loving it,” said the Filipino-American officer who’s also one of the few minority officers in the rank. “We encourage those enlisting to go for officer ranks. Pag-enlist pa lang, marami nang opportunities. But we could use more minority officers. Last time I checked minority officers comprised less than 10, or even 5 percent.” CPT Flestado enlisted in the U.S. Army as a 91W (Combat Medic/Health Care Specialist) in August 2004. After completing Basic Training at Fort Leonard Wood and Advance Individual Training at Fort Sam Houston, he was stationed in Camp Bullis, TX, as part of a medical team supporting
various basic and advanced field training exercises. “Like all parents, my parents wanted to make sure that I thought over what I was getting myself into. It’s a commitment. You sign a contract,” he said. “They encouraged me to do my research, talk to a recruiter, ask all my questions.” CPT Flestado adds that this would be the advice he would give those out there who are considering a career in the Army, and their parents: do your research, sit down with a recruiter, ask questions. It was research, after all, that led CPT Flestado to the Army. While searching for ways to augment the cost of college education, he saw an online article about how the Army provides scholarship for college. And though that was his primary motivation for enlisting, CPT Flestado saw another advantage to joining the Army. “Since I was already 21 when I joined, I also wanted to get some work experience while I studied. The Army gave me both – enabled me to study (for free) and get some work experience,” he said.
CPT Flestado enlisted in the U.S. Army as a 91W (Combat Medic/Health Care Specialist) in August 2004. After completing Basic Training at Fort Leonard Wood and Advance Individual Training at Fort Sam Houston, he was stationed in Camp Bullis, TX, as part of a medical team supporting various basic and advanced field training exercises.
While assigned at the Battalion S-1 to the Headquarters, 308th Military Intelligence Battalion, 902nD Military Intelligence Group at Fort Meade, MD, CPT Flestado continued to pursue higher education and earned his Masters Degree in Business Administration as a Distinguished Graduate.
CPT Flestado was selected for the highly competitive Army Green to Gold program in 2006. He simultaneously attended the University of the Incarnate Word for his undergraduate degree and the Reserve Officers Training Corps at University of Saint Mary’s, both in San Antonio, TX. In 2008, CPT Flestado graduated with a Bachelor of Science in Business Administration with concentration in Management, and received his commission into the Adjutant General Corps. Following his commission, CPT Flestado was selected to be the Battalion S-1 of the 2008 Warrior Forge in Fort Lewis, WA. Thereafter, he completed the BOLC 2 and BOLC 3 in Fort Benning, GA and Fort Jackson, SC, respectively. He was then assigned at the Battalion S-1 to the Headquarters, 308th Military Intelligence Battalion, 902nD Military Intelligence Group at Fort Meade, MD, the largest and most widely dispersed counterintelligence unit in the U.S. Army. While there, CPT Flestado continued to pursue higher education and earned his Masters Degree in Business Administration as a Distinguished Graduate. “Unlike a civilian job na sa isang lugar ka lang, sa Army, they move you every couple years. You will meet a lot of people. You will get a lot of experiences across several states. Like me, I stayed in Washington State for a few months, also on the East Coast near Washington DC, I was there for 3 years. It’s very exciting,” he said. In 2011, he deployed to Afghanistan as part of Task Force ODIN-A. And according to CPT Flestado, that’s what he considers
the best thing about his job: “Best thing, I think about being in the Army is that when we do our job, it’s fulfilling because we have a mission. Personally, I’m working to say ‘thank you’ to this country that has given us immigrants a lot of opportunities. Also, to preserve those opportunities for other immigrants who will come after us.” His dedication has earned CPT Flestado some awards: Army Commendation Medal, the Army Achievement Medal with three OLC, the Army Good Conduct Medal, the National Defense Service Medal, the Afghanistan Campaign Medal, the Global War on Terrorism Medal, the Army Service Ribbon and the NATO Medal. “I told myself before that for as long as I’m enjoying my job, I’ll definitely stay in it. And right now, I am definitely enjoying it. It’s not boring. They give you a new assignment every couple years. That makes me a well-rounded person,” said the Filipino pride in the Army who’s also encouraging his fellow Filipinos to consider a career as a soldier. Aside from educational scholarship and travel opportunities, the Army also offers a path for others to obtain legal status. U.S. citizenship is available through MAVNI and DACA, for those who want to enlist and are eligible. “As I said, all you have to do is ask. If you have concerns, talk to a recruiter. The Accord was California’s most popular vehicle with individual buyers in 2014, followed by Civic as the second most popular new vehicle.1 2014 was the second year in a row that a Honda vehicle earned the top spot in California, with Civic having taken the title in the Golden State in 2013.2 Among all new vehicle registrations, California car buyers purchased 71,578 Accords and 67,293 Civics in 2014, up 17.3 and 0.5 percent, respectively, when compared to 2013 results. What’s more, in 2014 some 34,980 CR-V sport-utility vehicles were purchased by car buyers in California, up 9.8 percent in the state versus the previous year, making CR-V the most popular SUV in California in 2014. “California is a critical battleground for the auto industry, and it tends to set the tone for the country in terms of product and sales trends, so it’s great to see California buyers choosing Honda over the competition in key product segments,� said John

Tuesday June 23 2015 (Relaxnews) – Three GMC vehicles will feature Apple CarPlay and Android Auto software, with Buick integrating the dashboard technologies in a further two models. Apple CarPlay and Android Auto allow drivers or passengers to control mobile phone functions from their vehicle’s dashboard display. IntelliLink systems contained within the 2016 models of the GMC Canyon, Yukon and Sierra will adopt the CarPlay standard; Buick’s Regal and LaCrosse will do the same. All five vehicles will follow up by implementing Google’s Android Auto standard not long after.
Google self-driving prototype cars hit public roads San Francisco, United States (AFP) Thursday 6/25/2015 – Google said on Thursday that its self-driving prototype cars have taken to streets in the Silicon Valley city of Mountain View where it has its headquarters. The move comes after Google’s internal testing of the bubble-shaped vehicle over the past year and more extensive experience with technology adapted for existing cars. “We want to understand what it really means to have self-driving vehicles in the world – both how people in the community perceive and interact with them, and what the practical realities are for us in operating and maintaining them,” Google said in a released statement. Prototype cars built from the ground up to get around safely without human drivers join Google’s fleet of Lexus vehicles augmented with sensors and other computing gadgetry to manage autonomously on roads. The prototypes will have “safety drivers” who can take over using manual controls if needed, according to Google. “We’ve had 20-plus Lexus vehicles driving on Mountain View city streets for the last few years, but the arrival of our new self-driving vehicle prototypes marks the start of a new phase of our project,” Google said. The Google car uses the same technology as its fleet of Lexus SUVs which has logged some 1.6 million kilometers (one million miles). In Google’s home town of Mountain View, speeds will be limited to 40 kilometers (25 miles) per hour “and during this next phase of our project we’ll have safety drivers aboard with a removable steering wheel, accelerator pedal, and brake pedal that allow them to take over driving if needed,” according to the head of the project. Google has defended the safety record of its self-driving cars, saying that they were not at fault in any of the dozen or so accidents they have been involved in. Most of the collisions involved self-driving cars being hit in the rear by vehicles driven by people, according to the Internet titan.

French rail firm buys car rental website Paris, France (AFP) Thursday 6/25/2015 – France’s national rail company SNCF said Thursday it had invested 28 million euros ($31.4 million) into OuiCar, taking a majority stake in the website that allows individuals to rent out their cars. “Our eight million clients per day also expect us to offer new travelling options,” said SNCF chief executive Guillaume Pepy. Beyond acquiring the 75 percent stake in OuiCar, some of the funds will go to expanding the business in France and eventually abroad. OuiCar currently has 20,000 members who offer their cars for rent on the website and 400,000 users in France. Originally part of a website founded in 2007 that offered individuals the opportunity to rent all sorts of equipment, OuiCar set out on its own in 2011 and offers users rentals complete with insurance. Its prices are considerably lower than using traditional car rental companies.
