Aquino to First World: End climate change

A resident holding an umbrella walks on ruins of houses which were devastated by Typhoon Haiyan, near a coastal town in Tacloban city, central Philippines November 13, 2013. Desperation gripped Philippine islands devastated by Typhoon Haiyan as looting turned deadly on Wednesday and survivors panicked over delays in supplies of food, water and medicine, some digging up underground water pipes and smashing them open. Five days after one of the strongest storms ever recorded roared over cities and towns in the central Philippines, survivors in remote regions complained they had yet to receive any aid.(MNS photo)

MANILA, Nov 13 (Mabuhay) – President Benigno Aquino III has urged countries “contributing immensely to the global warning” to have a sense of moral responsibility and help end climate change. “To that most-developed countries that are contributing immensely to the global warming, there has to be a sense of moral responsibility that what they wreak is playing havoc on the lives of so many others who are less capable of defending for themselves,” Aquino said in an interview with CNN’s Christiane Amanpour Tuesday. He said the effects of climate change is very real in the Philippines. “We are, again, at the tail-end. When wet seasons are supposed to have been over and we have the super typhoon. It wreaks havoc on our planting season wherein our farmers are getting hard pressed to See AQUINO, page 12

Death toll so far: 3,621 MANILA, November 15, 2013 (AFP) – The Philippines raised its official death toll from a super typhoon to 3,621 Friday, but it was still below a UN count that has caused friction between the world body and the government. Reynaldo Balido, spokesman for the National Disaster Risk Reduction and Management Council, said the number of confirmed dead had risen significantly from the previous count of 2,360, adding that 1,140 were reported missing. “It is the result of reporting by the LGUs (local government units),” he said. “The LGUs did not report immediately” because “they have to be careful in their reporting. They have to validate everything,” he added. “The clearing operations of roads and communities are ongoing and we will see if there are more dead bodies (underneath the debris).” Earlier Friday, confusion deepened when the Philippines See DEATH TOLL, page 12

I was born in Palo and raised in Tacloban in the Central Philippine island of Leyte where last Friday became ground zero for Mother Nature’s worst wrath: a typhoon so powerful that more than 10,000 Filipinos may have been killed. Television footages and headline pictures from newspapers show a devastated wasteland in Tacloban, which resembled more like Hiroshima and Nagasaki after the atomic bombings of August 1945. In the relative comfort of my new life here in America, I felt pangs of guilt as I learned over the weekend that I have lost a lot of close relatives, neighbors and boyhood friends to Super Typhoon Yolanda (international codename: Haiyan), described by meteorologists as history’s strongest storm ever to hit landfall. Although I have talked to my brother in Manila that our 85-year-old mother is safe, there is no word yet about our eldest brother, Reynaldo, and his family who live in the coastal town of Mayorga, 10 miles south of Tacloban. See TRAGIC FATE, page 12

Filipinos camp outside consulate waiting to leave Saudi JEDDAH, November 13, 2013 (AFP) – Some 300 Filipinos have been camping outside their consulate in Jeddah for weeks waiting for documents and help to leave Saudi Arabia, as a crackdown on illegal migrants intensifies. “I’ve been staying here for more than three weeks,” said Renato, 42, on Wednesday, as he sat on the pavement, outside a tent made of worn bed sheets. He said he was waiting for the help from his consulate in Jeddah to obtain a Saudi exit visa, but also needed money to buy a ticket home. “We can’t buy travel tickets, so we are waiting for our depor-

tation,” he told AFP, as nearly a million illegal migrants took advantage of a seven-month amnesty and quit the kingdom. Since the amnesty expired on November 4, authorities have been rounding up foreigners who have stayed behind illegally and are holding them in special centers until their deportation papers are sorted. Another roughly four million were able to find employers to sponsor them. Among them were foreigners who overstayed their visas, pilgrims who had sought jobs, and migrants working under one sponsor trying to get jobs elsewhere.

PALEA wins as PAL, union settle 2-year labor dispute MANILA, Nov 13 (Mabuhay) – Philippine Airlines (PAL) and the Philippine Airlines Employees Association (PALEA) have ended a two-year labor dispute by agreeing to reinstate all union members back to PAL. The final agreement will be signed by PALEA and PAL in a formal ceremony on Friday at the Ninoy Aquino International Airport Terminal 2 building. Trade Union Congress of the Philippines (TUCP) President Democrito Mendoza lauded the forging of the final

agreement between the two parties, calling it a “great union victory.” “I offer our trade union salute to my union brothers and sisters in the PALEA for their uncommon collective resilience, steadfast courage, and indomitable solidarity demonstrated in more than two years of union struggle. They have proven to fellow trade unionists, to the Filipino people, and to the working people around the world that devotion to these trade union principles is important in achieving social justice,” Mendoza said.

“I also commend the tack of progressive openness and principled leadership chosen by the Philippine Airlines management led by its President and Chief Operating Officer Mr. Ramon Ang in pursuing the highest humane solution to the dispute with its workers. This high profile agreement will definitely boost the image of PAL before its shareholders and improve its reputation before the local and international market,” he added. The dispute stemmed from a 2010 PAL management decision to shut down

the airline’s airport services division, inflight catering and call-center reservations after these are outsourced, which resulted to the loss of jobs of more than 2,500 employees. PALEA staged a strike on April 2011 and put up a makeshift camp near the PAL terminal to show protest. The two parties began negotiating on December 2012 after San Miguel Corporation took management control of PAL and embarked on a re-fleeting program. (MNS)

DoTC expects many bidders for the P 1.72- B rail automated fare collection system project MANILA, Nov. 14 (Mabuhay) – The Department of Transportation and Communications (DoTC) on Thursday said it expects to net the most number of bidders for the P 1.72-billion Automated Fare Collections System (AFCS) project with the coming bid submission deadline on Monday, Nov. 18. The AFCS project is part of the DOTC’s thrust to modernize the country’s mass transportation systems for more convenient, reliable and efficient services. It will upgrade the Light Rail Transit (LRT) and Metro Rail Transit (MRT) ticketing scheme to a tap-and-go system, which will substantially lessen queuing time and allow seamless transfers from one rail line to another.

The project is under the Public-Private Partnership program. “With only a few days to go before bid submission, our sense is that all five prequalified groups are still very much in the running. From what we understand, if all groups submit on Monday, this could be the highest number of bidders for a PPP project so far. That would mean more competitive bids, and it would show how well the project terms have been packaged,” said Migs Sagcal, DoTC spokesman. Sagcal said the five consortia which were pre-qualified by the transport agency earlier this year are the AF Consortium, led by the Ayala and Metro Pacific groups; the SM Consortium, which includes several companies owned by the Sy family; a

group led by ComWorks, Inc.; the E-Trans Solutions Joint Venture, Inc.; and the Megawide-Suyen-Eurolink Consortium. The pre-qualified groups have also partnered with foreign companies having established experience in similar ticketing systems, such as those in the technology, banking, transportation, and retail industries.

Sagcal said the winning consortium will also have the option to expand this contactless card system to other businesses in and out of the transportation sector, such as in retail transactions. He added the DoTC aims to award the contract for this project by February next year, and is targeting full implementation by the third quarter of 2015. (MNS)

HK adds $5.16-M in funds for PHL aid HONG KONG, November 15, 2013 (AFP) – Hong Kong said Friday it will contribute $5.16 million to a fund that can be used to help the typhoon-stricken Philippines, after drawing fire for sticking to a deadline on sanctions against Manila over a 2010 hostage crisis. The city’s legislative body voted for the injection of HK$40 million ($5.16 million) into an existing disaster relief fund, boosting its total amount to HK$49 million, which aid groups can then apply for, the government said in a statement issued late Friday. “We really want to provide the needed aid to victims affected very significantly by this major typhoon,” the territory’s chief secretary Carrie Lam said earlier this week. Hong Kong is insisting that the Philippines offer a formal apology over the 2010 hijacking of a tour bus in Manila by a former police officer which left eight Hong Kongers dead and seven injured. Its refusal to drop the threat despite the devastating impact of typhoon Haiyan, which has killed thousands and devastated entire coastal communities, has drawn strong criticism from some Hong Kongers and the city’s Filipino migrant workers. “The situation is still the same,” a gov-

ernment spokeswoman told AFP on Friday. Aid for the Philippines has been pouring in from around the world following the disaster, and Hong Kong’s stance drew anger from citizens who expressed themselves on bulletin boards and social media. “This is totally disgusting behaviour... Hong Kong is losing its way,” says one person posting on the South China Morning post’s website. “Shame, shame, shame, Hong Kong,” said another user. Eman Villanueva, vice chairman of the Filipino Migrant Workers’ Union, told AFP the government’s position on the sanctions deadline was “insensitive” and that the deadline should be pushed back. “Any sanctions imposed on the Philippines will directly affect the people and not the government,” he said. Hong Kong’s leader Leung Chun-ying said last week that he will take “necessary actions to apply sanctions” if he does not see concrete steps taken to resolve the issue within a month. The city’s unpopular government – under pressure from families of the victims – has mooted a cancellation of its visa-free arrangement for visitors from the Philippines as well as possible trade sanctions.

Therapists help scarred ‘Yolanda’ survivors recover TACLOBAN, Nov 13 (Mabuhay) – Dozens of psychologists started work in the typhoon-raked Philippines Wednesday to help dazed survivors deal with the psychological fallout of one of the country’s worst ever disasters. The operation is an early attempt by health professionals to head off what they fear could be serious problems down the road, even as the physical scars from the tragedy begin to heal. There have been sporadic incidents of riots and looting, including the storming of a rice warehouse that left eight people dead, and experts warn these could spiral if the root causes—loss and helplessness—are not addressed. “We are worried that in the next few days there will be anarchy,” said Annabelle de Veyra, chief administrator of the health department for the region. “Two big stores have already been looted. It’s not just food that they are getting. It’s more of a psychological reaction,” she said. “People from Tacloban are not like that. They need psychological counseling,” she added. A 55-member team of psychologists from the health department arrived in Tacloban on Tuesday to help some of the city’s 220,000 inhabitants deal with the disaster, which is feared to have cost as many as 10,000 lives. Stories of almost unimaginable tragedy abound in Tacloban, a place where parents have been forced to abandon the bodies of their children as they struggle to hold on to their own shattered lives. Those who have the strength are trying

to flee the stench of death that hangs in the city; others wander its broken streets, dazed by the magnitude of the horror they have confronted. Nedy Tayag, a clinical psychologist for the health department, told AFP that behavior being exhibited by the typhoon survivors was typical among those confronted by massive disasters or destructive conflict. “Their reaction is normal in light of the abnormal situation,” the doctor said. Tayag, who worked with survivors of the 2004 Indian Ocean tsunami as well as victims of other earthquakes and conflicts in the region, said Typhoon Haiyan was by far the worst disaster she had been involved with, and it was imperative that issues be addressed early. “It could lead to mental breakdown, emotional imbalance, confusion and depression,” she said. The focus of the health department experts would be “psychological intervention” that could involve therapy and counseling sessions of both individuals and groups. De Veyra, the regional health official, said many of the survivors will need stress debriefing to combat their psychological reaction to the sight of water after the coastal city was flattened by deadly storm surges. She said the mental trauma of an event of this magnitude affected everyday behavior and decision-making. “Here people are walking to and fro, dazed. If there is a queue they automatically line up for it,” she said. Looters were not only grabbing food, but also big appliances like refrigerators and washing machines, she said.

Kababayans experience Typhoon Yolanda’s wrath It is indeed unfortunate and sad to think that the once LIGHTHOUSE “vibrant” City of Tacloban which according to the 2010 Census had a population of 221,174 and was dubbed the “economic center in the Eastern Visayas region,” and one of the fastest growing cities in the Philippines,” is now in ruins due to the havoc brought by Typhoon Yolanda recently. According to reports, it wasn’t the swift wind that blew but the surge of ocean waters that went through the town of Tacloban. One such report from a certain Marvin Xanth Geronimo sent to me by a former SJC high school classmate, Eloisa Franco- Diaz said: “amidst the combined media offensive locally and internationally, here is his first-hand account. You be the judge; this person just survived the Typhoon.” BY MYRNA AQUITANIA This person wrote: “I won’t be posting my whole experience as there’s always some people who think they know better. But I do want to make things clear, so all of you would have an idea of what it was really like being there. “

1. “Tacloban prepared for Yolanda. To claim that they (the local and provincial government) weren’t prepared was only because of the large number of casualties, is a bit disappointing. They had families already relocated in designated evacuation centers, even before the storm came; it was just sad that those places (the evacuation centers) were destroyed as well. “ 2. “Don’t go on thinking that you know better by saying that they (the local people) should have left the seaside. I’m not entirely sure but even near the heart of the City, there were sandwiched cars and my guess was that the cars were enveloped when the ocean water surged.” 3. Step down your high horse from time to time. Don’t be so quick to judge the looters. I was one of them. I looted medicine from the Philippine National Red Cross, milk and food for the children. Walked four hours and dug a two- feet hole, using a plastic bottle, to get some water to drink and be able to bring back some. The same people who looted for the flat screened TV’s were the ones who offered me sodas to drink and vegetables to eat. Those who looked like ex-convicts also offered me food to eat. Almost all the time, these people were the ones willing to give a helping hand when you tell them you really need something to live on. What wasn’t shown on the news was how our kababayans helped each other amidst the catastrophe.” 4. Politicians and TV personalities, majority of them were just there “grandstanding.” I saw DILG Secretary Mar Roxas but didn’t see him nor his nor his bodyguards helped in retrieving families trapped in the cottages, nor they assisted in helping the wounded. They were in their hotels looking clean and tidy, as if they couldn’t be bothered. I saw newscaster Ted Failon ate a hearty meal while children around him barely had anything to eat, slept on cold floors while he slept on a comfy bed.” 5. “It might look like chaos, which was what the news wanted to show the world, but there were police patrols. I personally went to a police station to ask regarding rumors of hostility, but they told me to that they never received any such reports and that they were just doing their job. Their (the police patrols) manpower were spread so thin primarily because some of them have also died.”

Finally, he said “ I am not an expert on dealing with calamities like this, but I just want you all to know what I had experienced and why I survived.” Like a breath of fresh air, another letter sent to me by another SJC alumna and a media colleague from PTV4, Fe Ramirez-Casumbal was from a lady named Geraldine Uy Wong and she wrote: ‘I am a private citizen who had just arrived from Tacloban, after I successfully pulled out my relatives. Now safely back in Manila, I read and heard comments criticizing the DSWD (Department of Social Welfare) and I feel that this is quite unfair. We are all guilty of judging the government, but I was there in Tacloban to see for myself how the people of DSWD worked. Beside her in the command post, I witnessed how DSWD Secretary Dinky Soliman marshaled her task force to address the enormous job ahead of her, which my mind couldn’t even grasp. Tirelessly, she championed everyone to keep going, even as the morale was evidently low, as she herself went through her never-ending list of to-do’s 24 hours, which seemed not enough for all the things to be done. Yet, through all these, she was gracious and her presence was reassuring and she has the steady look and smile, which seemed to tell you something: we will not stop working because many people need our help. I ask everyone to please give the government a chance. If you receive an email or a post criticizing the government agencies or other departments, please think twice before you share, forward or like. Instead, I.m asking you to go to the nearest DSWD relief center and offer to help with donations or volunteer for repacking operations. The government is really doing its best. It will be even more efficient if the private sector pools its resources together to support our national operation of “bayanihan,” in order to help our countrymen through this unimaginable calamity. I hope you can share my message, so everyone can be encouraged to help.” Though the wrath of Typhoon Yolanda has brought us both sadness and desperation, it has nonetheless brought us unity and togetherness in the face of tragedy. Let us all pause for a moment and hope that like the pliant bamboo, we Filipinos are resilient and can strive to bring back the beauty of our country and its people.

adjust to this global climate change,” he said. Aquino reminded the leaders of different countries that “we all live in one planet.” “Either we come up with a solution that everybody adheres to and cooperates with or let us be prepared to meet disasters, ever increasing disasters on a global level,” he said. The President noted that during the wet season, rains seldom come and dry months suddenly become very, very wet. “For instance since I assumed office, practically every year when we are supposed to be in the Christmas spirit where we never had typhoons, we have very, very strong and devastating typhoons like what happened last year,” he said, referring to Typhoon Pablo which ravaged parts of Mindanao in 2012. “I think it’s already an accepted reality for the Filipino community that global climate change is a reality and there should be

no debate that this is happening,” he added. During the United Nations Framework Convention on Climate Change’s 19th Conference of Parties (COP), Philippine’s lead climate change negotiator Naderev Saño called for global solidarity to curb greenhouse gas emissions and to help vulnerable countries withstand the impacts of extreme weather. Saño was emotional in his opening speech as his hometown Leyte was one of the hardest hit by Typhoon Yolanda, the 24th storm to hit the Philippines this year and one of the world’s strongest on record. He lamented that, twenty years since the climate negotiations started, the world has yet to find a effort to stop humankind’s harmful interference with the global climate. Previous climate change talks have ended in diluted compromises and commitments that have yet to be fulfilled. Saño urged developed countries to do more to cut their greenhouse gas emissions that contribute to global warming.

agency disputed UN death toll figures, and officials said a police general who claimed 10,000 people might have been killed was removed from his position. Citing regional authorities, the UN said Friday the latest figure for the number of dead in last week’s storm – one of the most powerful ever recorded – was at least 4,460. The national disaster council maintained a much lower figure of 2,360, with Balido saying “not true” when asked about

TRAGIC FATE From page 1

Horrific tales of human misery have become commonplace in these impoverished twin islands of Leyte and Samar located in front of the typhoon belt where an average of 20 tropical storms occur yearly. Facing directly the warm waters of the vast Pacific Ocean, this island’s tragic geographic fate make it the perfect buffer zone for strong typhoons before it hits other countries like Vietnam, Malaysia, Thailand and even China. Because of the warming oceans, weather experts claim that more powerful storms will continue to hit these islands in the future. They point to the same weather pattern that was followed by Hurricane Katrina in August 2005 when it picked up steam in the warm waters of the Gulf of Mexico. These experts now point to Yolanda as it behaved the same way as Katrina, gathering power from the warm waters off the Pacific Ocean before hitting landfall in Leyte and Samar. As a young news correspondent for the Manila-based Philippine Daily Inquirer in the 1980s and early 1990s, I was an eyewitness to the enormous human toll that befell the hapless residents almost every time that a catastrophic typhoon hit.

the UN’s toll, before raising it later. The differing counts came as officials said regional police chief Elmer Soria had been removed from his post, adding another twist in a tale which has seen President Benigno Aquino accused of downplaying the scale of the disaster. “Superintendent Soria and many of our police officers from Region 8 have been through a lot over the past days and they may be experiencing what you might call ‘acute stress reaction’,” national police spokesman Reuben Sindac said. In the early morning of Nov. 2, 1991, Typhoon Uring (international codename: Thelma) storm surges as tall as buildings swamped the coastal city of Ormoc, killing close to 6,000 people. Like a thief in the night, the storm killed most of its victims while they slept. When I reached the city located 50 miles southeast of Tacloban the next day, I thought that I was in the middle of a war zone. Images of the Holocaust was in my mind as I saw bloated bodies full of mud piled atop each other. These sad images and memories of past disasters I covered as a reporter came flooding back to me as I saw the first video out of YouTube: a dazed woman survivor holding her dead baby in her arm as she walked past dead bodies and split debris in the devastated streets of Tacloban. If the weather experts are to be believed, this haunting image of almost a modern day Pieta may be repeated again and again in these unfortunate islands anytime in the future. (Danny Petilla, a former reporter of the Manila-based Philippine Daily Inquirer, became the first recipient of an Ongpin Award, the Philippine counterpart of America’s Pulitzer Prizes, for his coverage of Philippine disasters in 1990. He lives in West Hills, California).

Big headlines coming into 2014 tougher lending standards and higher interest rates On November 16, Fannie Mae will implement scheduled changes in underwriting modules that will make it harder for some borrowers to qualify. These include tougher debt calculations for Adjustable rate loans; a complete removal of interest-only options; a maximum loan term of 30yrs (instead of 40), and stricter requirements for down payments, increasing the minimum amount from 3% to 5% of the loan balance. FHA (buyers’ primary low down payment financing

option) raised its monthly and upfront fees this spring, and also made borrowers’ monthly mortgage insurance premium (MIP) effective for the life of most loans. This vastly increased lifetime costs for FHA borrowers. With costs rising so much for FHA financing, the 3% down Fannie Mae loan program has been a popular alternative. A 700 score buyer currently pays $202.08 monthly for mortgage insurance (PMI), on a $200,000 purchase versus $201.04 monthly MIP on an FHA loan. The cost of

PMI varies with credit scores for conforming loans (unlike FHA). Another important difference is that the PMI cost is removed when buyers reach 22% equity, a significant advantage over FHA loans. Conventional financing 5% down will be more popular than your FHA loans if your

As a result of new government reports, the two companies say they are going to do a better job of going after so-called strategic defaulters. Fannie and Freddie can pursue judgments against borrowers who walk away from their loans even though they have the ability to make their payments. That’s called a strategic default, and many borrowers are taking that step — typically throwing in the towel because their homes are no longer worth as much as they owe. But when their homes are sold at foreclosure and the proceeds are not enough to cover their outstanding loan balances, it creates a deficiency for which many defaulters either don’t realize they are liable or don’t care. As the inspector general’s office says time and again in the reports, chasing down strategic defaulters can not only cut the enterprises’ losses on bad loans but can also “serve as a deterrent to those who would chose to strategically default See KEN GO, page 17

on their mortgage obligations.” This report clearly is a signal that the “Debt relief Act of 2007” might not get another chance for an extension and will expire end of December this year. Mortgage rates for 2014 Traders of short-term U.S. interest-rate futures on Friday pushed bets on the Federal Reserve’s first rate hike a bit later into 2014 after a government report showed the U.S. economy added fewer jobs than expected in August. Fed funds futures prices suggested traders are now betting that the Fed will first raise rates at its October 2014 meeting or later. Any delay in tapering bond purchases could mean the Fed ends up holding rates near zero for longer. Great new for now. The market still sees a rate hike earlier than most Fed officials do: in June, all but a few Fed policymakers said they did not expect to raise rates until sometime in 2015. So, we can still breath a little bit till fourth quarter next year, but that is not to say rates will come down, I believe 10 year Treasury will slide down below 2.5 to about 2.25 for the rest of the year and better first quarter of next year. 10 Year Treasury is a direct indicator of mortgage interest rates and with that lowered, we shall see 30 year mortgage rates staying close to 4% which is still cheap money to borrow. Real Estate forecast for 2014 Fitch Ratings projects the housing recovery will expand this year and the next-

just not at an “explosive” pace, according to a report. In 2014, the improvements should continue but at a slower rate, with multifamily starts forecast to rise 9 percent and singlefamily starts to increase 24 percent. Existing sales will slow to 5 percent growth, and new home sales will stay on course with a 24 percent increase. According to Fitch, the market faces housing challenges such as negative equity, strict mortgage qualification standards, lot shortages, materials and labor costs pressuring home prices, and excess supply in certain markets due to foreclosures. In the midst of the challenges, however, Fitch pointed to factors supporting the market, such as “still-attractive” home prices and low mortgage rates. My thoughts on Real Estate is very bullish for California, I see downtown LA & Chinatown booming there are a lot of housing project all over downtown LA by LA Staples Center , Chinatown and USC area. Big corporation with deep pockets getting in on the sleeping giant of an area “ Downtown LA”. Major Restaurant Chain and five star restaurants popping all over the Area. With the California Bullet Train bill on the table once approved I believe that will create about a quarter million of jobs up and down the coast. Therefore, If you are a home buyer this is the time to buy! Good luck. OPINION

‘Bayanihan’ needed in response to disaster MANILA, Nov. 14 (Mabuhay) – The House of Representatives has been actively working even during the congressional recess as it was able to generate quick response from lawmakers regarding preparations for the resumption of sessions on Monday and outlining the chamber’s agenda that includes two priority resolutions which aim to help victims of super typhoon Yolanda and other calamities. Speaker Feliciano Belmonte, Jr. said over the past few days, the House leadership conducted a series of meetings with various congressmen and various bodies in preparation for the opening of sessions, which will be on Monday. “The House Leadership, taking the cue from these various consultations, decided on HR 446 and HJR 7 that have already been filed,” said the Speaker during the Ugnayan press conference. The House leadership headed by the Speaker filed House Resolution 446 “Providing Financial Assistance To The Victims Of Typhoon Yolanda” and House Joint Resolution 7 “Waiving All Rights To The Unreleased Balance Of The 2013 Priority Development Assistance Fund (PDAF) And Authorizing The Executive Department To Realign The Same To The Calamity Fund.” By House leadership, Belmonte said he means the Speaker, Majority Floor Leader, Deputy Speakers and the heads of all the party groups comprising the majority in the House. He said there was also consultation with the House minority, who were also invited to the meetings. Both HR 446 and HJR 7 are co-authored by Deputy Speakers Henedina Abad, Giorgidi Aggabao, Sergio Apostol, Pangalian Balindong, Carlos Padilla and Roberto Puno, Majority Leader Neptali Gonzales, Minority Leader Ronaldo Zamora, Mel Senen Sarmiento (1st District, Western Samar), Enrique Cojuangco (1st District, Tarlac), Mark Llandro Mendoza (4th District, Batangas), Eleandro Madrona (Lone

District, Romblon), Elpidio Barzaga, Jr. (4th District, Cavite), Antonio Lagdameo, Jr. (2nd District, Davao del Norte), Rolando Andaya Jr. (1st District, Camarines Sur), Mar-Len Abigail Binay (2nd District, Makati City), Nicanor Briones (Party-list, AGAP) and Raymond Democrito Mendoza (Party-list, TUCP). The Speaker said the House has a third proposal, which cannot be put into writing yet as the 2014 national budget is still pending. This involves the realignment of certain items to create a rehabilitation fund. “The budget has just passed first reading and is still pending second reading in the Senate, but eventually it will go to the bicam committee meeting and during the bicameral meeting we would like to take steps to realign certain items there which we are trying to study now through the Appropriations Committee to create a rehabilitation fund. Maybe we can grant that the President has the power to realign as we maintain he has, but nonetheless Congress should take steps in view of these tragedies and calamities that have been happening in the country. So, we decided to take the initiative to create that rehabilitation fund and we will see to it that the 2014 budget will not leave the bicam committee without the plan there. The rehabilitation program has minimum of P10 billion but our own version would like it to hit at least P20 billion,” the Speaker said. Belmonte said a meeting on Monday preceded the meeting of the House leadership regarding HR 446 and HJR 7 on Tuesday with members of the Oversight on Disaster Risk Reduction headed by Rep. Rodolfo Biazon for the House panel. Prior to this, the Speaker said the House also conducted a meeting with a group of economists headed by former National Economic Development Authority (NEDA) Director-General Cielito Habito, in which possible legislations that would support the concept of a more competitive Philippines, were discussed.

He said the House also had a meeting with a group of people associated with the Department of Budget and Management (DBM) during the term of President Fidel Ramos, including former DBM Secretary Salvador Enriquez. Aside from the meetings, the House also initiated calls to various sectors to help in raising calamity fund for the victims of super typhoon Yolanda. “I am calling on residents of Metro Manila, starting with Metro Manila local

government units most of whom, if not all, are well funded to contribute to the calamity fund, and we are also calling on business establishments to contribute,” said Belmonte. He said the House is offering Congress as one place where people can drop off their donations. “We will make sure that whatever is dropped off here by way of dry goods, by way of used clothing or anything else… we will see to it that these will be sent to the appropriate places,” he said.

MANILA (November 10, 2013) – World Vision’s first relief flight loaded with critical emergency supplies will arrive in Manila Monday. The Lufthansa flight includes 5,000 blankets and 3,000 tarpaulins (plastic sheets) that will be used to help survivors build temporary shelters. “Every minute counts in this response,” said Josaias Dela Cruz, World Vision’s National Director in the Philippines. “With the death toll rising and the extent of the damage still not fully known, we are doing everything we can to scale up as quickly as possible and begin bringing relief and hope to our country. This first shipment of emergency supplies will be tremendously helpful.” As the death toll climbs and the devastating impact of Typhoon Haiyan is increasingly evident, World Vision is launching one of its largest relief operation in the country’s history, mobilizing staff across the country to respond to nearly 400,000 people affected by the disaster. World Vision has launched a multi-million dollar fundraising appeal to help meet the needs of the response. The Government of the Philippines estimates that at least 4 million people have been affected by the typhoon, and there are reports that in one area alone, Tacloban, 10,000 people have died. The number of fatalities is likely to rise as communications channels are restored and access improves to impacted areas. “The greatest challenge for us is still clearing the roads, restoring power and water supplies for many of the displaced families who are experiencing such hardship,” said Aaron Aspi, an Emergency Communications Officer with World Vision in Cebu, Philippines. “It’s us against the clock as we try to provide them with the necessary aid that they need.”

Three World Vision emergency assessment teams are traveling toward some of the worst-affected areas Sunday, including Bohol Province, Samar and Leyte Province, and Panay Island. Power outages plus the destruction of major roads, airports, and infrastructure have made it incredibly difficult to reach survivors to provide urgently-needed assistance and get a clearer picture of the total devastation. Teams are traveling by plane, boat, and motorbike to reach these villages as quickly as possible. “When I arrived in Cebu last night, after traveling from Bohol, we discovered that our office here had been damaged from last month’s earthquake, and we had to find temporary shelter for our team,” continued Aspi. “We will head out as soon as we can as we’ve heard early reports that as much as 90% of northern Cebu has been destroyed.” Right now, the most urgent needs are water and sanitation, food, temporary shelter, child protection and psychosocial support. Staff care is also a priority as many staff have been personally affected by this disaster and have been managing back-to-back disasters in the midst of one of the country’s busiest hurricane seasons. Twenty of World Vision’s Area Development Programs (ADPs) in nine provinces are affected by this latest disaster, including Bohol which was hit by an earthquake last month as well. In Vietnam, World Vision staff are preparing for the typhoon’s arrival. The storm is expected to bring 20-30 cm (8-11 inches) of rain to northern Vietnam, where several tropical storms have recently battered the region. Haiyan is now traveling along the coast of central Vietnam and is projected to make landfall in northern Vietnam on Monday. The increased rain also brings concerns of landslides and See FIRST WORLD, page 21

Super Typhoon Yolanda (Haiyan) left over 100 dead Redwood City, Calif. (November 8, 2013) – Perhaps the strongest ever that rampaged across the Philippine archipelago with maximum sustained winds of around 315 kilometers (195 miles) per hour, typhoon Yolanda (international name Haiyan) left over 100 people killed in Leyte while most areas still waiting for updates on casualties according ABS-CBN news. Officials are still unable to determine exact number of fatalities and injuries because roads were washed out and phone service were down. It was reported that the destruction hit most of the Visayas region in the Philippines. The storm first roared to Samar, flooding streets, knocking out power and communications. Other provinces hit were Leyte, Iloilo, Oriental Mindoro, Tacloban, Surigao del Norte and Palawan. Hundreds of residents lost their homes in Cebu and Davao Oriental. Many are expected to be in need of food, water and medicine. ABS CBN Foundation International announces that it is currently accepting donations to assist in rescue operations and providing aid to families that are now in evacuation centers where they are temporarily sheltered. Contributions can be made to “ABS CBN Foundation International (Typhoon Yolanda)” online at www.abscbnfoundation.org or via checks to 150 Shoreline Drive, Redwood City, CA 94065 or by calling (800)527-2820. “The aftermath of typhoon Yolanda is expected to be devastating and cata-

strophic. After the distribution of relief goods, we will continue to appeal for help so we can rebuild houses, schools and more importantly lives of those who were displaced by the typhoon” says Jo Ann Kyle, Managing Director for ABS CBN Foundation International. “Our volunteer teams are already on the ground, making sure that we leave no one behind.” As of today, the typhoon is already outside the Philippine area of responsibility and assessment of the damages is ongoing. flooding. World Vision’s Area Development Programs (ADPs) in 18 districts sit squarely in the path of the storm. Neighboring Laos is reporting little to no effects from Haiyan, but World Vision staff are closely monitoring the weather there. First major distribution of aid reaches nearly 780 families in Cebu In Tabugon, emergency food, water and hygiene kits were distributed to nearly 780 families for almost 4,000 people in a typhoon-ravaged area of Cebu Island today, following a major relief operation by World Vision. Four trucks hauled the 25 tons of supplies into remote villages in the hills of Tabugon Municipality, five hours north of Cebu City. The sacks handed to families included 15 kg (33 lbs) of rice, beans, cans of sardines, cooking oil, clean drinking water and hygiene supplies. They were sourced locally and put together with the help of a supermarket in the region. Cecil Laguardia, Emergency Specialist for World Vision, said: “The distribution was a success and hundreds of families now have enough food, but it’s just the start. There are more communities on the island who have been terribly affected and are in desperate need.” The villages had already been visited by a World Vision assessment team who determined that the area had been badly hit by Typhoon Haiyan and that residents had suffered further because of existing levels of poverty. “The damage from the typhoon could be seen everywhere and everyone lining up for food today had a dramatic story to tell,” added Laguardia. “The community has shown incredible resilience and patience, particularly as many roads have been impassable, and it has taken time to get this aid through to those who need it most.” More distributions are planned in the coming days. The immediate need is food and water, followed by emergency shelter. World Vision aims to reach 400,000 people in its relief effort. The agency has been working in the Philippines for 55 years and has 500 staff in the country. Please join us to help: filipino.worldvision.org or call 1.866.387.5683.

COMMUNITY From PHL Consulate: Update on Typhoon Yolanda (Nov. 12) Note: On Thursday night, Consul General Maria Hellen Barber De La Vega said that body bags are what they are in need and are calling for organizations and other fundraising activity leaders for cash donations to purchase cadaver bags. Also on Thursday, American Red Cross personnel reported that $130,000 was raised in the just-concluded fundraising effort at the Pasadena Rose Bowl that will go to the victims of typhoon Yolanda. In addition, Western Union reported that it donated $100,000 to Save the Children to be used for the victims, while other Filipino-American organizations were also raising funds, including the people of City of Carson and City of Cerritos, to be sent

to the Philippines. Los Angeles, 12 November 2013 – The Philippine Consulate General in Los Angeles wishes to advise the public of the following information on the Effects of Typhoon Yolanda from the National Disaster Risk Reduction and Management Council (NDRRMC), as of 12 November 2013, 10:00 PM in Manila: 1,798 individuals were reported dead, 2,582 injured and 82 missing. A total of 1,387,446 families or 6,937,229 persons were affected in 7,488 barangays in 41 provinces of Regions IV-A, IV-B, V, VI, VII, VIII, X, XI and CARAGA. Out of the total number affected, 127,733 families or 582,303 persons were displaced and served both inside and outside evacuation centers.

This number may still increase as NDRRMC receives more reports and updates from affected municipalities given the current constraints in communications, particularly in Tacloban and Leyte. The following items are some of the most urgent needs of victims: Food (preferably ready-to-eat, cooked); Water; Water purifiers; Water containers; Tents and other temporary shelters; Blankets, pillows, towels, etc.; Hygiene Kits; Cooking apparatus and utensils; Power generators. The Department of Foreign Affairs in Manila has established a Coordinating Unit for Typhoon Yolanda to coordinate and compile information about offers of aid and international assistance. The Unit is operational 24/7 providing information about queries on donations, medical missions, entry of relief goods, medicines and equipment. The following are the contact details of the said Unit headed by Assistant Secretary Jesus R.S. Domingo assisted by Principal Assistant Rachel Oronce: During office hours, the Unit may be contacted at: Telephone Numbers: (+632) 8344933, (+632) 551-0445 Fax Number: (+632) 832-1597 During non-office hours, queries may be directed to the Department’s Action Center through the following: Telephone Numbers: (+632) 8343333, (+632) 834-4997 Fax Number: (+632) 831-4411 Email: action.center@dfa.gov.ph The following information is also provided in relation to entry of humanitarian workers, medical workers and search-and-rescue teams: The NDRRMC explained that as of this time, they do not have the resources nor the capability to assist, escort and guarantee the security of search-and-rescue and medical teams to the affected areas. Search-and rescue teams are to coordinate to the NDRRMC-Office of Civil Defense

(OCD) while medical teams are to coordinate with the Department of Health in Manila to get advice on where they can go. The teams will be responsible for their travel from Manila to Cebu or Tacloban or to the area where they want to extend assistance, as the Philippine Government has no means to provide for these. They will also be responsible for the safety of their team members, as well as for their provisions while in the field (food, clothing, shelter, communications, electric power, etc.) Please be informed that monetary donations are encouraged to facilitate bringing aid to those in need and to avoid delay/ complications that accompany sending imported donated goods. These monetary donations may be coursed through the following: National Disaster Risk Reduction and Management Council (NDRRMC); Department of Social Welfare and Development (DSWD); Philippine Red Cross (PRC) www.redcross.org.ph. For groups who prefer to send donations in kind, especially medicines, please be reminded of existing customs regulations on the entry of such goods in the Philippines. Media and community groups will hold a memorial honoring the journalists who died while reporting news about Typhoon Yolanda (International name Haiyan) on Saturday, Nov. 23, 2-5 p.m. at Carson Library, 151 E. Carson St. in Carson. The event also commemorates the 4th anniversary of the Ampatuan massacre on Nov. 23, 2009, which left 57 dead – 32 of them journalists. The Committee to Protect Journalists described the massacre as the single deadliest event for journalists in history. In the wake of Typhoon Yolanda, four journalists died while reporting news about the typhoon and seven are still missing, according to the National Union of Journalists (NUJP). The four who died were broadcast journalists Archia Globio and Malou Realino of DyBR-Tacloban and Allan Medina and Ronald Vinas of dyVL Aksyon Radyo Tacloban. Several others lost their homes and belongings. The event will include photo and art exhibits, poetry reading and musical performances by members of the Filipino-American media, as well as a candle-lighting ceremony in honor of the journalists who died in the line of duty. Award-winning journalist and author Benjamin “Boying” Pimentel will also talk about his latest book, “How My Children Lost Their Tagalog.” Proceeds of book sales will go to a scholarship program for the children of the fallen journalists. The event is sponsored by the NUJP-US Chapter, Fil-Am Press Club of California, Frontliners, F7, Friends of the (Carson) Library, Filipino American Community of Los Angeles (FACLA), Justice for Filipino American Veterans (JFAV) and Philippine Expressions Book Shop. Forex Cargo (Cal) Inc. has partnered with GK as it celebrates its 10th year with DecaDance, a dancing event featuring 70s, 80s and 90s music, with Philippine based creative DJ Boyet Almazan providing his mix of non-stop dance music. This phenomenon of music and dancing has had many recent Filipino balikbayans raving about an exceptional experience that is taking Manila by storm. Currently, Boyet and DecaDance are at the upscale Peninsula Hotel in Makati every Friday and the producers are excited to bring this one of a kind event to the Filipino-American audience in Southern California. This is the first time that this event will be held in the US. The venue is an industrial type warehouse artsy setting that holds up to 2,000 people. GK and FOREX, long time partners in the work with the poor, join the FilipinoAmerican community in celebrating GK’s 10th year anniversary. This is an auspicious time to reacquaint with partners and GK supporters in a joyous celebration featuring music and dancing. Boyet is one of the most accomplished DJs in the Philippines. He was a pioneer in the industry. He started performing as a DJ in 1983 when he joined Wopsy Zamora’s ANZIA First Audio group who played in the Philippines’ top discotheques like Stargazer (Silahis Hotel), Goldmine (Hyatt Hotel Baguio), and Louie Y’s (Hyatt Manila). Boyet was highly sought-after then not only because of his “clean” mixing style, but most of all, because of his keen ability to read the crowd and rouse them into an euphoria on the dance floor during his sets. Boyet was the headline DJ of the phenomenal Faces Disco, which opened in 1987.

God commanded the whale and it vomited the reluctant prophet onto dry land. Jonah looked like a ghost. His hair, body and clothes were all bleached white after 3 days in the belly of the fish. He looked like a human marshmallow walking through the streets of Niniveh proclaiming that in 40 days, the city would be destroyed. Surprisingly, the Ninivites believed Jonah’s message and repented, wearing sackcloth and covering themselves in ashes. From this story of Jonah, we can see that God commands everything in His creation, from the weather to the whale, to carry out his plan for us. God is in control. Thus, your debt problems are under His control. He has a plan to get you out of your debt problems so that you can be productive again. It may be a Chapter 7 or 13 bankruptcy. It’s really not important whether a whale or an oarfish or even a giant squid that swallowed Jonah. The point of the story is that God can provide a supernatural means when his people are in trouble. Jonah thought that he knew better than God by running away 4,000 miles in the opposite direction of Niniveh, but in the end, the Lord’s mercy and forgiveness extends beyond Jonah and Israel, to all people who repent and believe that He is the one true God, and that nobody gets to Him, except through His one and only beloved Son, Jesus Christ who is the way the truth and the life. There is no other way to eternal life. Lawrence Bautista Yang is a graduate of Georgetown University Law Center and has been in law practice for thirty years. I want to be with thee and my loved ones in Your perpetual glory. Amen. A person must pray this for 3 consecutive days without stating his wish. (Relaxnews) – At the Milan Motorcycle Show (EICMA), BMW demonstrated its DoubleR RaceAir, a suit that could make motorcycle racing just a little less dangerous. The suit integrates the D-air technology developed by motorcycle equipment manufacturer Dainese, covering the biker’s back and collar bones with inflatable airbags for protection in a fall. The suit uses accelerometers and other high-tech sensors, located in the aerodynamic bump, to detect an unusual movement that could indicate a fall. The airbag system picks up data from the sensors and uses a complex activation algorithm to recognize the conditions of an accident. The suit activates the airbags’ inflation within milliseconds after impact. While the suit showcased in Milan is designed for professional motorcycle racers, BMW hopes to offer its customers a version for road use, the Dainese D-Air Street, by 2015.

Pacquiao torn by typhoon victims’ plight MANILA, November 13, 2013 (AFP) – Boxing star Manny Pacquiao admitted feelings of anguish and regret after the final stages of training for a must-win fight kept him from visiting typhoon victims in his native Philippines. Pacquiao said he felt “very bad” for the thousands killed and displaced by super typhoon Haiyan, one of the most powerful ever recorded, which swept through central islands. But Pacquiao, who is training out of harm’s way in his home city of General Santos, said he could not jeopardise preparations for his November 24 fight against America’s Brandon Rios. “I really feel very bad over what happened in the Visayas region where more than 10,000 people are believed to have lost their lives,” Pacquiao said in a “statement to his people” posted on his website. “I really want to visit the area and personally do what I can to help our countrymen who have suffered so much in this terrible tragedy but I’m in deep training in General Santos City for a crucial fight so I regret I cannot go.” The 34-year-old Congressman pledged to send aid to affected areas, where the desperate search for supplies has turned deadly with eight people killed in a crush at a government rice store. “I will send help to those who need it

the most and I enjoin all of you to pray for our country and people in these trying times,” he said. Pacquiao, a former champion in eight weight divisions, is bidding to turn back the clock and recover from two consecutive defeats when he faces Rios in Macau on November 24. Defeat would redouble expectations for his retirement, although Pacquiao has insisted he will not hang up his gloves if he loses the World Boxing Organization welterweight title bout. The United Nations estimates 10,000 deaths from Typhoon Haiyan, although President Benigno Aquino says the toll is closer to 2,500. An international relief operation is in action with 11.3 million people—a tenth of the Philippines’ population—affected and 673,000 people homeless, according to UN estimates.
