LOS ANGELES – President Barack Obama drew mixed reactions among Filipino-American immigration advocates Thursday after he outlined his plan to shield up to 5 million immigrants – including tens of thousands of Filipinos – from deportation. The National Federation of Filipino American Associations (Naffaa) threw its full support behind Obama’s sweeping immigration reform, saying “his bold decision is a step forward” in fixing a broken immigration system and addressing the plight of undocumented Filipinos. The Los Angeles-based Pilipino Workers Center (PWC) called it a “partial victory” for Fil-Am immigration advocates who have been pushing for a path to citizenship for undocumented Filipinos. “It’s the biggest relief granted since 1986, but it’s not a complete victory,” said PWC Director Aquilina SorianoVersoza, who watched Obama’s televised immigration speech at a gathering of Fil-Am community members at the nonprofit’s LA headquarters. WASHINGTON, November 20, 2014 (AFP) – US President Barack Obama will offer five million undocumented migrants protection from deportation Thursday, allowing families to come out of the shadows and seek work permits. In a move that infuriated Obama’s Republican critics, the White House said nearly all undocumented people living in country for more than five years and who have a child who is a US citizen or legal permanent resident can apply for three-year work authorization. The president will also broaden the program he launched in 2012 that provides temporary residency to young undocumented immigrants who arrived in the United States before the age of 16. Aquino insists: No second term MANILA, Nov 19 (Mabuhay) – After teasing last August he may opt to stay in office beyond 2016, President Benigno Aquino III is now insisting he will no longer seek a second term. In an interview with reporters in Singapore where he is on a two-day working visit, Aquino said he wants to move away from the so-called politics of personalities to issues instead. He also said he does not want a repeat of what happened to the late former President Ferdinand Marcos, who stayed in power for nearly 20 years. NUJP condemns slay of massacre witness MANILA, Nov 20 (Mabuhay) – The National Union of Journalists of the Philippines condemned Thursday the murder of a potential witness in the Maguindanao massacre case. In a statement, the NUJP said it is concerned over the death of a potential witness in the Ampatuan massacre trial and the wounding of another in Shariff Aguak town, Maguindanao. The attack brings to four the number of would-be witnesses in the ongoing trial to be killed. The NUJP said the attack happened a mere four days before the fifth anniversary of the massacre that claimed the lives of 58 people including 32 journalists. “The death of Dennis Sakal brings to four the number of potential witnesses who have been murdered since the start of the legal process to bring the killers to justice, not to mention three relatives of other potential witnesses. Speaker denies blocking seizure of Imelda’s paintings MANILA, Nov 20 (Mabuhay) – House Speaker Sonny Belmonte on Thursday said he had nothing to do with the failure of the Sandiganbayan to seize some paintings from the office of Ilocos Norte Rep. Imelda Marcos. “They came, they saw, they did not get anything. I was informed after the event,” Belmonte said. Asked if he stopped the court personnel serving the orders, Belmonte said: “We did not even know till after the fact. As far as I’m concerned we have nothing to do between Imelda and the [Presidential Commission on Good Government] except to monitor for info purposes.” ABS-CBN visited the office of Rep. Marcos on the 2nd floor of the North Wing of Batasan Pambansa and spotted 6 paintings in the staff area. Marcos, however, declined requests for interviews or to take footage of the paintings. The Sandiganbayan earlier issued a writ

of attachment for 24 artworks in Marcos’ possession, which were supposedly acquired with public funds. The PCGG has already seized 15 of the paintings from the Marcos family’s San Juan City residence. On Tuesday, Sandiganbayan sheriffs and agents of the National Bureau of Investigation, along with representatives of the PCGG and Office of the Solicitor General, failed to confiscate the artwork in Imelda’s office due to lack of clearance from the Office of the Speaker. Romulo Barrozo, sheriff of the House of Representatives, placed the nine paintings under custodia legis by signing the back of each artwork and serving a duplicate copy of the writ of attachment on Mrs. Marcos’ chief-of-staff Filadelfo Diaz to prevent the same from being moved without court approval. The nine paintings found in Marcos’ office are Michelangelo Buonarotti s Madonna and Child; Vase of Red Chry-

Bong Revilla’s handwriting expert paid P200k MANILA, Nov 20 (Mabuhay) – Senator Ramon Revilla Jr. paid a former handwriting expert of the National Bureau of Investigation P200,000 to boost his case in the bail hearing in connection with the plunder charges filed against him in connection with the multibillion-peso pork barrel scam. The handwriting analyst, lawyer Desiderio Pagui, admitted in open court that Revilla paid him P200,000 for him to examine documents related to the Priority Development Assistance Fund allocations of the senator. It is Revilla’s defense that his signa-

ture was forged in some of the documents to make it appear that he endorsed the dubious non-government organizations of the alleged scam mastermind Janet Lim Napoles as recipients of his pork barrel fund entitlements. Revilla’s camp has repeatedly said that whistleblowers who were formerly employed by Napoles had admitted forging signatures in documents to secure millions of pesos in PDAF allocations for her NGOs. Prosecutor Joepherson Turibio said the huge fee could have swayed his testimony.

“Maybe [he was also pressured during his testimony] especially since P200,000 ang bayad sa kaniya. I mean, all these should be taken fully, but P200,000 is his professional fee for these case. Ex-Makati vice mayor Bobby Brillante asks Ombudsman to re-open Binay graft case MANILA, Nov 20 (Mabuhay) – A former Makati City official has asked the Office of the Ombudsman to revisit the case he filed against Vice President Jejomar Binay more than 10 years ago. In his letter, former Makati vice mayor Bobby Brillante decried the “hasty dismissal” of the case by the Sandiganbayan. “[The case] was raffled on Friday afternoon of October 27, 2006 and then hastily dismissed by the Sandiganbayan Third Division the following Monday, October 30, 2006, ‘for lack of probable cause without prejudice,’” Brillante, who filed the complaint with the Office of the Ombudsman in 2003, said in his letter. The case stemmed from Binay’s alleged anomalous purchase of office partitions and furniture for the Makati City Hall. In his letter, Brillante also narrated his experience being jailed after he spoke out against the Binay family. “When I assailed the highly irregular resolution and exposed the alleged P30-million bribery in exchange for the dismissal of this case in a press conference, I was cited in contempt by the same division... and was sentenced to one month in jail,” Brillante said. He added that his “harrowing experience was a classic telenovela-like case of a complainant being unjustly tried by a Kangaroo Court, and imprisoned, instead of the accused, Jejomar Binay.” Brillante also questioned why four other similar cases filed against Binay’s wife, Elenita Binay, herself also a former Makati mayor, were found to have probable cause. “All five cases were covered and evidenced by one and the same COA audit report. If the case against Jejomar Binay did lack probable cause under the same adverse findings of the same audit report, the First, Second, Fourth and Fifth divisions should have dismissed the other four cases. But all were indicted, posted bail and went to trial, including Elenita Binay,” Brillante said.

Drilon: Aquino will soon sign 2015 budget MANILA, Nov 20 (Mabuhay) – Senate President Franklin Drilon expressed confidence the 2015 budget will be signed by President Benigno Aquino III before the end of the year. House panel OKs special powers for Aquino MANILA, Nov 18 (Mabuhay) – The House energy committee has voted, 19-21, to approve at its level the House Joint Resolution 21 granting President Aquino additional powers to address a possible power crisis in Luzon during the summer of 2015. The joint resolution came after a series of meetings by the Joint Congressional Power Commission and House energy committee on the power situation in response to a resolution for a congressional investigation made by House Speaker Sonny Belmonte and Majority Leader Neptali Gonzales II. The resolution does not include authorization to purchase or lease additional power generating capacity, and instead merely reinforces the interruptible load program. The resolution states: “Additional generating capacity shall be sourced from the Interruptible Load Program (ILP), fast tracking of new committed projects, and plants for interconnection and rehabilitation; Adoption and execution of Energy Efficiency and Conservation measures shall be pursued vigorously in both public and private sectors; “That the authority granted to the President shall be valid from effectivity of this Joint Resolution until 31 July 2015 to cover additional generating capacity required for the period of the critical power shortage unless sooner withdrawn by the President, upon the recommendation of the Joint Congressional Power Commission, without prejudice to rights and benefits that may have been vested, and culpabilities and liabilities that may have been incurred.� “All entities with self-generating facilities (SGFs) shall participate in the Interruptible Load Program (ILP) on or before 31 December 2014 to stimulate additional generation capacities: Provided, that the government shall reimburse the owners of SGFs or backup generators for fuel expenses and reasonable recovery for their use in accordance with the ERC rules: Provided, further, that the existing ERC rules governing ILP for captive customers

shall be expanded to cover contestable and directly-connected customers; Provided, furthermore, that the DOE through the National Transmission Corporation (Transco) may activate additional ILP as may be necessary to meet the exigency of the power shortage, subject to compensation in accordance with existing guidelines; Provided, furthermore, that the reimbursement shall not be subject to Value-Added Tax: Provided, finally, that any entity with SGFs which is not registered under the ILP may be manually de-loaded from the grid without compensation:� During the committee hearing before the vote on Tuesday, Bayan Muna Rep. Neri Colmenares again raised questions on the basis for the request of the President for emergency powers, specifically on whether there really is an imminent power shortage next year. Colmenares maintained there is no actual shortage of supply but a mere shortage of reserves, which was something the Department of Energy (DOE) had long denied. Part of the resolution says, “In the course of congressional hearings conducted, it was revealed that in Week 14 of 2015, a maximum projected shortfall of one thousand and four megawatts (1,004 MW) of which six hundred megawatts (600 MW) is needed to meet the required dispatchable reserve, and four hundred four megawatts (404 MW) is needed to meet the required contingency reserve. Corollarily, a total of four (4) weeks of yellow alert is projected for the critical period.� The shortage will occur during the month-long Malampaya shutdown beginning mid-March. During the hearing ahead of the vote, Colmenares asked energy officials if there are planned power plant outages next year. Energy Regulatory Commission (ERC) executive director Francis Juan said the ERC has no record yet but based on the DOE outlook there are planned outages. DOE committed to submit a list of the power plants with scheduled outages next year.

French president Hollande to visit PHL in 2015 MANILA, Nov 18 (Mabuhay) – French President François Hollande will visit the Philippines in 2015, in reciprocation for President Benigno Aquino III’s visit to France last September. The French Embassy in Manila said climate change will top the French leader’s agenda, though it did not immediately cite the date of the visit. “After President Aquino’s historic official visit to France as part of his European tour last September, French President François Hollande is expected to reciprocate it with a visit of his own to the Philippines next year,â€? it said. It added that with the expected visit in 2015, President Hollande “would not only be the first French head of state, but also the first European head of state, to undertake an official visit to the Philippines.â€? “The exchanges between our two countries have been at its highest point since 2012, and we’d like to continue this for the coming years. We are truly looking forward to this visit so that President Hollande could see first hand the economic, political, and cultural opportunities here in the Philippines,â€? French Ambassador Gilles Garachon said. “With the upcoming visit of President Hollande, we hope to be able to open new areas for cooperation, as well as to

strengthen our existing partnership in various sectors, and among them is the environment,� the French envoy added. Yolanda had left at least 6,300 dead after devastating the Visayas. The French president stressed the need for both countries to collaborate in addressing the effects of global warming. Also, Hollande said he and Aquino agreed that “in the context of the preparation of the Climate Conference (21st Conference of Parties), France and the Philippines should work together, and on the occasion of my visit to your country, a visit that we could organize next year, we could illustrate what this conference on climate should be.�

Andok’s founder implicated in pork scam; Aquino mum

SINGAPORE, Nov 19 (Mabuhay) – President Benigno Aquino III refused to comment on allegations that Javier, Leyte Mayor Leonardo “Sandy” Javier, a member of the ruling Liberal Party (LP), is also involved in the pork barrel scam. During his working visit in Singapore, President Aquino told reporters that he has not yet read the details of the report nor the relevant Commission on Audit (COA) report that allegedly implicated Javier. “’Kapag nag-komentaryo ako doon hakahaka, at baka naman bago ako makarating sa Pilipinas, binabawi ko na lahat ng sinasabi ko. Mabuti yata ‘yung, at mas professional, basahin ‘yung mga tunay na… ‘Di ba, ‘yung source documents para sigurado tayo sa ating komentaryo,” Aquino said. Javier is the president of the League of Municipalities

of the Philippines. He is also the founder of the popular Andok’s roasted chicken chain. It was reported earlier that Javier town failed to liquidate some P30 million in pork barrel funds it received from Senators Juan Ponce Enrile, Jinggoy Estrada and Loren Legarda from June to August 2012. The funds, supposedly meant for organic farming and high-value corps, were coursed through the Social Development Program for Farmer’s Foundation Inc. (SDPFFI), a nongovernment organization linked to alleged pork barrel scam player Janet Lim Napoles. Aside from the funds being funneled to the questionable NGO, the COA also noted that there were several deficiencies in the use of the funds, such as the absence of a detailed list of expenses and non-submission of performance security bond.

MANILA, Nov 18 (Mabuhay) – The Philippine government lost nearly P4 billion in tariffs from 38 million kilos of pork allegedly smuggled into the country last year, according to Samahang Industriya ng Agrikultura (SINAG) on Tuesday. Comparing data from the Bureau of Animal Industry (BAI) and the United Nations Commodity Trade Division (UN ComTrade), SINAG came up with a discrepancy of about 38 million kgs pork, presumably smuggled into the Philippines. BAI data showed total pork imports of 199 million kgs, while the UN ComTrade recorded 237 million kgs. “Multiplying the 38 million kilos unaccounted for with the correct duties for prime cuts misdeclared as pork fats or offal, the result is a staggering P3.85 billion in lost revenues for government,” SINAG

Pork offal is levied a 5 percent tariff compared to 40 percent on prime cuts.

Garin may have to wear protective gear during budget debates next week MANILA, Nov 19 (Mabuhay) – Acting Health Secretary Janette Garin may have to wear a protective gear when she goes to the Senate next week during the budget deliberations of the agency’s proposed 2015 budget. This, after acting Senate Minority Leader Vicente Sotto III expressed concern over the presence of Garin at the Senate session hall. Department or agency heads are required to be at the chamber during budget deliberations. “It has been the practice of the Senate that we take up the budget of a department or agency if the agency or department head is present. When do you plan to take up the Department of Health budget?”

Sotto said at the start of the Senate plenary budget deliberation. Responding to Sotto’s query, Sen. Ex-Makati Vice Mayor Mercado says he is in US, will return to PHL Nov. 30 MANILA, Nov 21 (Mabuhay) – Former Makati Vice Mayor Ernesto Mercado on Friday confirmed he is in the United States, but said he will return by Nov. 30. Mercado said he had to go to the US because he received word his wife was sick. “Biglaan ang alis ko pero ako nagpaalam sa DOJ ... Bilang padre de pamilya dapat intindihin ko ang aking maybahay,” he said. But he said he had informed the Department of Justice, Ombudsman and Senate of his trip. Mercado is under the witness protection program of the DOJ, after linking Vice President Jejomar Binay to alleged corruption in Makati City. He said he may return Nov. 30. “Umalis ako Nov. 18, ang pahintulot ko hanggang Nov. 30,” he said. Mercado also belied claims by Binay’s allies at the United Nationalist Alliance that he owns an island in Palawan. He said he merely owns an “islet” measuring 1.2 hectares.

Also, he said he still has at least two “balikbayan boxes” of evidence against Binay. Mercado accused Binay of involvement in the alleged overpricing of the construction of Makati City Hall Building II, bid rigging, and receiving kickbacks for every transaction entered into by the city government during Binay’s term as mayor. He also accused Binay of owning a 350-hectare property in Rosario, Batangas and a log cabin in Tagaytay Highlands. Binay denied the allegations, saying these were part of the operation to discredit him and diminish his chances of winning in the 2016 presidential elections. On Thursday, Justice Secretary Leila de Lima said it is normal to discover irregularities or anomalies involving Mercado, as he had admitted to being part of some illegal activities in the past. However, De Lima said the National Bureau of Investigation is ready to look into the alleged irregularities involving Mercado as long as there is proof that will be presented against him. (MNS)

Customs officer dismissed over unexplained wealth MANILA, Nov 18 (Mabuhay) – A Bureau of Customs (BOC) intelligence officer has been dismissed from her duties by the Office of the Ombudsman over unexplained wealth. The BOC said Marissa Rae Rollo Galang, Intelligence Officer II and acting chief of the BOC-Customs Intelligence and Investigation Service, was proven to have falsified her Statement of Assets, Liabilities, and Net Worth (SALN) to conceal ill-gotten wealth. Galang was dismissed on October 28 for violating the Anti-Graft and Corrupt Practices Act as well as the Code of Conduct and Ethical Standards for Public Officials and Employees. She was indicted on seven counts of perjury and found guilty of serious dishonesty and grave misconduct after investigation showed that her assets, including real estate and personal properties, travels and

expenses, did not add up with the income she was earning as a government official. The BOC said that Galang attributed her extra earnings to her sideline as a franchisee of Mitsukoshi products, but she failed to present documents to prove her claim. Mitsukoshi is a major Japanese international department store. Galang was also found guilty of simple dishonesty, as she was found to have falsified her Daily Time Record (DTR) when she was on vacation in the Republic of Palau, as proved by a flight manifest presented to the Office of the Ombudsman. Aside from being dismissed from service, Galang also faced penalties of cancellation of eligibility, forfeiture of retirement benefits and perpetual disqualification for reemployment in the government service. A petition for forfeiture will also be filed to recover the ill-gotten wealth amounting to P2.37 million.(MNS)

Remulla was reacting to reports that a

certain Ariel Olivar would come out and testify at the Senate that he was used as a dummy for a 105-square meter unit at The Peak Tower, which supposedly belongs to the Vice President. “Dito dating nakatira ang live-in partner n’yang si Racquel Ambrosio, na anak ng yumaong comedian na si Babalu. Dito rin nangyari ang shooting incident where Mercado was considered by police as prime suspect,” Remulla added. The spokesman said Ambrosio died on April 24, 2002 from a gunshot wound in the stomach. “Gun used registered to Mercado. He surrendered the gun a day after and admitted cleaning the crime scene. SC workers seek 16k minimum wage, oppose taxes on bonuses MANILA, Nov 20 (Mabuhay) – Supreme Court employees on Thursday used a portion of their lunch break to hold a protest for a higher national minimum wage of P16,000 and against the imposition of taxes on their bonuses and allowances. Jojo Guerrero, president of the SC Employees Association (SCEA), said their group “walked out” of their offices in Padre Faura in Manila from 12 noon to 12:30 p.m. “Nananawagan kami ng P16,000 minimum wage and for the Bureau of Internal Revenue to file its comment,” Guerrero said. He was refering to the comment being sought by the Supreme court from the BIR, in response to a petition earlier filed by a group of government employees seeking to nullify the BIR’s Revenue Memorandum

Order (RMO) No. 23-2014, which imposes taxes on allowances, bonuses, compensations for services, and other fringe benefits given to government workers in their respective departments, offices, agencies or institutions, and the local government units. The President’s new immigration plan – Who, what and when? On Thursday night, President Obama announced an immigration plan that will protect nearly 5 million undocumented immigrants from deportation. In a televised speech, President Obama states that the enforcement effort should be focused on “Felons, not families. Criminals, not children. Gang members, not a mom who’s working hard to provide for her kids.â€? The new laws, impacting mostly parents and young people, marked the most sweeping reform to U.S. immigration laws in almost three decades. Who will benefit under the new law? In President Obama’s speech, he announces, “If you meet the criteria, you can come out of the shadows and get right with the law.â€? Please note that the specific details of the law have not been finalized. The following only outlines the general criteria of the new law. The main beneficiaries of the president’s actions are immigrants who: • Have been in the United State for more than five years; • Must have children who are U.S. citizens or Lawful Permanent Residents (green card holders); • Register and pass a criminal background check; and • Willing to pay your fair share of taxes The new immigration law will not benefit anyone who has come to this country recently or anyone who might come to America illegally in the future. In addition, the temporary protection does not grant citizenship, or the right to stay in the U.S. permanently, or offer the same benefits that citizens receive. What benefits will I receive? It has not been finalized what government benefits will be granted. In his speech, President Obama stated that the new law would only protect undocumented immigrants from deportation. However, we do think that the immigrants that are eligible for relief under the new plan will

be allowed to work. In 2012, President Obama created a new policy calling for deferred action for certain undocumented young people who came to the U.S. as children (DACA). Individuals that were granted deferred action were given work authorization cards. We suspect similar benefits will be granted under the new law. Whether driver’s licenses are granted is usually decided by each state. While some states allow undocumented immigrants to apply for driver’s licenses, other states deny licenses to immigrants without a legal status. When can I start my application? The application procedures and specific requirements have not been finalized. It is unlikely the application process will start right away, but we expect the official application process to start early to spring 2015. Please check United States Citizenship and Immigration Services (USCIS) website for most updated information regarding application process and eligibility. However, if you believe you are eligible for relief, you can prepare by gathering necessary documents. In order to qualify for the relief one must meet all requirements. It is imperative to consult with an experienced immigration attorney before starting the application process. Be aware of persons falsely posing as lawyers and other common scams. A Chapter 7 may be the solution for the limited needs of client, although, it’s a little tight to squeeze a chapter 7 through because there is some equity in the condo that exceeds the homestead exemption of $175,000. But this is resolved by the fact that there are two judgment liens for a total of $18,000. There is still a negligible excess over the exemption amount, but that should be easily surmounted, and the Chapter 7 should go through without a major risk to the condo. The Chapter 7 will protect the condo in the following manner: 1. If the case is filed before the third judgment becomes a lien, the bankruptcy will prevent the lien from happening. Once the case is filed, judgment creditor cannot proceed to get a lien, so the condo is then protected from the third lien of $11,000 to attach to the condo because the automatic stay prohibits creditor from any further steps to perfect a lien. 2. The two judgment liens that have already attached to the condo will stay as liens that have attached to the condo, but judgment creditors cannot proceed to set a foreclosure sale of the condo if the lien remains unpaid. Judgment creditors, contrary to popular belief, can foreclose on the condo, after the legal periods have been complied with, probably a 6 months wait for payment after the lien has attached. All they have to do is file a motion to ask for foreclosure based on the fact the liens have not been paid, and the required legal period to pay them has lapsed. The bankruptcy automatic stay and eventually the discharge order will prevent the two judgment lien holders from filing their motions to foreclose the property because that will be a further step to collect a judgment which is prohibited by the stay and discharge. Wife can file an adversary case to determine whether or not the guaranty is dischargeable. But since client is

super tight, there is no money to do that. But wife can file the adversary at any time without reopening the case later on when push comes to shove. So, Chapter 7 will allow seniors to stay in their house until it is time for them to see our Lord. “Lean on, trust in, and be confident in the Lord with all your heart and mind and do not rely on your own insight or understanding,� Proverbs 3:5. US immigration reform: Numbers behind the debate

WASHINGTON, November 19, 2014 (AFP) – President Barack Obama said he will act on his own Thursday to fix immigration regulations affecting many of the 11 million undocumented people living in the United States. Implementing the reforms without going through Congress will infuriate Republican leaders on Capitol Hill. Here is some of the background on the divisive issue. What did Obama promise? “I can’t wait in perpetuity when I have authorities that, at least for the next two years, can improve the system, can allow us to shift more resources to the border rather than separating families; improve the legal immigration system,” Obama said on Sunday. “I would be derelict in my duties if I did not try to improve the system that everybody acknowledges is broken.” The White House argues that federal immigration resources would be better used if concentrated on the southern border with Mexico, as well as on deportation of foreigners who represent a public security threat. The executive branch contends it has power to decide which immigrants require deportation, and which can benefit from a reprieve. Some of the estimated 11 million undocumented non-citizens could soon receive papers, including work permits, that would temporarily immunize them against expulsion. In June 2012, Obama allowed young migrants to stay in the country if they arrived before age 16, were no older than 31 at the time of the plan, had lived in the United States at least five years without a prison record, and earned or were earning a college degree or equivalent. Under the program nearly 600,000 people, of 1.2 million eligible, received two-year renewable work permits. How many undocumented? About 11.3 million non-citizens were living in the shadows in March 2013, according to Pew Research Center, which said there were 11.7 million in 2012. The number reached a record 12.2 million in 2007. Some 60 percent of them live in six US states: California, Florida, Illinois, New Jersey, New York and Texas. About half are of Mexican origin, and half have lived in the US for 13 years or more. The number of eligible immigrants would depend on criteria announced by Obama, such as the amount of time they have lived in country. But based on estimates from the Migration Policy Institute, The New York Times estimated that up to 4.1 million people, in addition to the 1.2 million already covered by the 2012 plan, could receive documention, totaling about 45 percent of the illegal population. Terms of the 2012 youth plan could be extended to 1.9 million instead of 1.2 million by relaxing the age criteria and US arrival period. Undocumented relatives of US citizens or legal residents could also be affected, amounting to between 2.5 and 3.4 million people. What are the precedents ? The legal basis for the immigration system dates back to the Immigration and Nationality Act of 1952, which has been amended several times including in 1965, when the country’s current legal immigration ceilings were established. In 1986, after four years of congressional wrangling, Republican president Ronald Reagan signed a law leading to the permanent legalization of 2.7 million undocumented immigrants.

Aquino on improved ratings: Like making up after a fight SINGAPORE, Nov 19 (Mabuhay) – It’s just like a couple making up after a fight. This was how President Aquino described the improvement of the administration’s satisfaction ratings in the latest Social Weather Stations survey. Speaking to reporters at the sidelines of his working visit here, the President attributed the improved ratings to the number of jobs generated and people that were lifted out of poverty. “Well, ‘di ba ‘nung bumaba raw ‘yung aking ratings, sabi ko hintayin niyo at tataas din ‘yan dahil naniniwala ako sa sambayanan... The survey conducted last September 26-29, 2014 and first published on BusinessWorld showed the Aquino government getting a net satisfaction rating of +35 (good), which is higher than the +29 (moderate) net score recorded in the second quarter. The survey found that 59% of the respondents were satisfied with the government’s performance,

24% dissatisfied, and 16% ambivalent. The survey had 1,200 respondents nationwide and has sampling error margins of ±3% for national and ±6% for area percentages. The result of the third quarter survey is an improvement from the previous quarter’s figure, where the Aquino administration got a net satisfaction rating of +29, which is lower than the +45 rating in the first quarter of 2014 and +51 rating when 2013 ended. The SWS noted that the satisfaction rating of the administration is also consistent with President Aquino’s own net satisfaction score of +34 this quarter, which was up 9 points from his June rating of +25. A Palace spokesman earlier said the higher net satisfaction rating shows the public’s continuing confidence in government. Presidential Spokesman Edwin Lacierda also pointed out that the Aquino administration received a 70% gross satisfaction rating on post-disaster response from survey respondents. “Despite negative comments made from some quarters, this survey demonstrates the people’s voice – that this administration is responsive to their needs and has been at work in the continued reconstruction and rehabilitation efforts to build back better those areas devastated by typhoons,” he said in a statement. “Recognizing our citizens as the nation’s greatest resource, we continue to work to bring about reforms geared toward expansive and inclusive growth, for the benefit of current and future generations.”(MNS)

Architect: P1.3B Makati high school building should only cost up to P644M MANILA, Nov 18 (Mabuhay) – The estimated cost of the Makati City Science High School building should only reach up to P644 million, and not P1.3 billion, an architect told the Senate Blue Ribbon subcommittee on Tuesday. Architect Danilo Alano of the Philippine Institute of Architects told the subcommittee that the estimated cost of the building was P20,000 per square meter or as high as P28,000 per square meter only. Alano said his estimate was based on prevailing prices. Another architect, Mariano Castillo, also told the committee that his estimated total floor area of the 10-story building was 19, 162, and not 23,000 square meters based on the records of the Makati City Hall. Using Alano and Castillo’s estimates, subcommittee chair Senator Aquilino “Koko” Pimentel III said the total cost of the building would be P536 million if the price per square meter was P20,000 or as high as P644 million if the cost was P28,000 per square meter.

In an interview at the sidelines of the Philippine College of Physicians health forum, Cabral said the visit was probably done with good intentions. She added, however, that there might have been an “oversight” and that the officials should have put on protective gear. “That (saying sorry) is going to be up to Gen. Catapang and Sec. Franklin Drilon’s recent statement regarding President Noynoy’s request to stop the Senate probe on Binay ludicrous. He said when President Noynoy called him to relay the request of Binay to stop the senate investigation, Drilon reportedly told Aquino “Sir, you were part of the Senate once, you know nobody can dictate to the senators what to do.” I find this laughable and amusing. I doubt if Drilon, known for being a good “ass licker” and a sycophant, will have the balls to talk to Noynoy they way he claimed. I can just imagine that all he did was to say “Yes sir, yes sir. I will tell them to stop.” This guy has no balls. He is nothing but a crying baby and a bully. Remember that incident at the San Francisco International airport in 2002 where he was asked to remove his shoes as part of strict security measures? He tried to bully the person manning the x-ray machine, stating that he was the third highest ranking official in the Philippines and is traveling with a diplomatic passport. The American security personnel stood his ground, though, and insisted that he remove his shoes or he will not be allowed to board his plane bound for Manila. The Incident happened in full view of so many people, most of them Filipinos. Defeated and humiliated, he had no other choice but to comply. Some said the security officer was upset by Drilon’s condescending attitude that he also asked Drilon to remove even his socks. I, however, do not know if this was true.

This is the reason why I doubt if the ongoing Senate inquiry over allegations of overpriced in the ongoing construction of the Iloilo Convention Center(ICC) will proceed. The ICC is the pet project of Drilon. It was funded through his DAP and PDAF allocation. But I admire the courage of Senator Serge Osmeña, who said that a senate inquiry regarding the ICC controversy should continue to dispel public rumors that there was selective justice being handed down to people who are “persona non grata” to Malacañang. Senators should look closely on the manner on how they came with a negotiated contract instead of going through public bidding. Surprisingly, the contractor doing the construction of the ICC was the same construction company who did the overpriced Makati carpark building. The name is Hilmarc’s Construction company. Senators are also looking into the cost escalations of the project, which went from P300 million to P450million to P700 million and now to P1 billion based on the speeches made by Drilon. What is even puzzling is the fact that construction of the building has been going on despite the fact that the land title has not yet been transferred to the government. But Drilon has an “explanation” to that, when told his fellow senators during a hearing that the donor, Megaworld, is now ready to convey the title of the property as it is only completing minor legal details for the transfer. For sure, once the Senate Blue Ribbon sub-committee terminates the Binay probe, the ICC investigation will also end, if it hasn’t already.

Escudero more certain about 2015 ‘walk’ than 2016 run MANILA, Nov 19 (Mabuhay) – Senator Francis “Chiz” Escudero said he remains uncertain whether or not he would seek higher office in 2016. “I’m not even sure if I’m running unlike in the 2013 elections when I was sure of running for reelection, I could easily answer that question. But to begin with, there’s a prejudicial question: Tatakbo ba ako o hindi? (Will I run or won’t I?)” Escudero told reporters on Wednesday when asked if he would continue his alliance with the administration coalition led by the Liberal Party (LP). “Hindi pa naman ako nagpapalano, nag-iisip o nagpapasya (I still haven’t

planned about it, thought about it or decided on it) so for me to answer that question would be premature at this time,” he added. Escudero, who has no political group, was adopted by the LP when he ran for reelection in 2013. Asked when he would make a decision, the senator said: “I don’t know, perhaps about a year before (May 2016) siguro. Drilon said the convention center is meant to boost tourism in Iloilo and would generate jobs for locals. He described the building project as a classic “public-private partnership” since 1.7 hectares of land worth P571 million was donated by Megaworld Corporation. “It was mutually beneficial....there is a commercial gain for Megaworld. It is a classic PPP. They donate something, we build the convention center and they gain from the people attracted to the convention center. It enhances the value of the property,” he said in the interview. “They imposed a condition on the donation. One, it must be used for a convention center and number two, that the convention center design must be consistent with their overall design. That is why they donated the architectural plans.” Drilon said the idea for the ICC started after hotel owners admitted that occupancy

rates in their hotels hit rock-bottom. He said hotel owners wanted a convention center so that people will have a reason to visit Iloilo before going sight-seeing. The Senate President denied that Cabinet Secretaries Rogelio Singson and Ramon Jimenez showed up at the Senate Blue Ribbon Committee investigation to defend him. “They didn’t back me, they implemented the project. They weren’t there to defend me,” he said. He also pointed out that in 25 years of public service, he has yet to be asked by the Ombudsman to answer any corruption allegation before the Sandiganbayan. “At no instance did the Ombudsman ask me to explain anything. Of course there are cases filed because they entertain complaints. Not one case has been filed before the Sandiganbayan, meaning no probable cause established,” he added.(MNS)

Paniqui mayoralty row far from over as challenger defies Comelec ruling MANILA, Nov 19 (Mabuhay) – Despite the Commission on Elections handing down its ruling on the matter, the mayoralty row in Paniqui town in Tarlac appears to be far from over. On Tuesday, mayoralty bet Rommel David insisted he was the rightful winner of the 2013 mayoral race, winning over Presicent Benigno Aquino III’s cousin Miguel Rivilla. This was despite the Comelec’s ruling earlier this month in favor of Rivilla – junking the decision of the Tarlac regional trial court that ruled Rivilla lost the mayoral race in 2013. But David pointed out he is not stepping down as there is no writ of execution. David’s camp has filed a motion for reconsideration with the Comelec to appeal the decision of the poll body’s first division favoring Rivilla. Also, David’s camp plans to file charges against some department heads of the municipal government. For his part, Rivilla insisted David should step down and respect the Comelec’s decision, which he said is already final and executory. The mayoralty row heated up last October, when the Tarlac court ruled David was the winner of the 2013 mayoralty contest. Rivilla refused to heed the order while his supporters occupied the capitol’s compound. Last May, David filed an electoral protest against Rivilla before the regional trial court, but the protest was junked last June 21. The Comelec said David should have lodged an appeal before it within five days but did so only on July 8 – and before the RTC instead of before the Comelec. Prep time: 15 minutes Chill time: 2 hours or up to 2 days Cook time: 8–10 minutes per batch Yield: 4 dozen cookies 1 cup (2 sticks) unsalted butter, room temperature 1 cup granulated sugar 2 teaspoons vanilla 1 egg, room temperature 2 egg yolks, room temperature 2 1/2 cups all-purpose flour 1/2 teaspoon salt Icing: 2 2/3 cups powdered sugar, sifted 2 tablespoons meringue powder 4 tablespoons water

Combine butter, granulated sugar and vanilla in mixer bowl. Beat on medium speed until light and fluffy, about 3 minutes. Add egg and egg yolks; beat on low speed until blended. Gradually add flour and salt, beating just until blended. Refrigerate dough, wrapped in plastic wrap, at least 2 hours or up to 2 days. Heat oven to 350°F. Work with 1/2 of dough at a time, keeping remaining dough refrigerated. Roll out dough on lightly floured surface to 1/4-inch thickness. Cut out cookies using cookie cutters; place 1 inch apart on parchment paper-lined or ungreased baking sheets. Bake in oven until edges are lightly browned, 8–10 minutes. Cool on baking sheets 1 minute. Remove to wire racks; cool completely. For icing, combine powdered sugar, meringue powder and water in mixer bowl. Beat on high speed until light and fluffy, 6–8 minutes. If icing is too thick, thin with small amount of additional water.

Prep time: 35 minutes Chill time: Several hours or overnight Cook time: 35–37 minutes Yield: 6 mini pies Crust: 3 cups all-purpose flour 1 teaspoon salt 1 cup vegetable shortening, cold 2 egg yolks 6–8 tablespoons ice water, divided 1 tablespoon fresh lemon juice Filling: 3 eggs, slightly beaten 1 can (15 ounces) pumpkin 3/4 cup packed light brown sugar 1 1/2 teaspoons cinnamon 1 teaspoon salt 1/2 teaspoon ground ginger 1/4 teaspoon ground cloves 1 cup half and half To make unbaked crusts, mix flour and salt in large bowl. Cut in shortening with pastry blender until pieces are size of small peas. Mix egg yolks, 6 tablespoons ice water and lemon juice in small bowl. Add to flour mixture, 1 tablespoon at a time, stirring lightly and tossing with fork until moistened and dough just holds together. Add remaining ice water, if needed. Gather dough and shape into six 1-inch-thick disks. Refrigerate, wrapped in plastic wrap, 1 hour or overnight. Roll out each dough disk on lightly floured surface, rolling from center to edge, to form 6-inch circle. Fold into quarters; ease and unfold into 4-inch pie plate. Press pastry gently against bottom and sides of pie plate, easing out any air. Trim edge leaving 1/2-inch overhang. Fold overhang under; flute edge. Refrigerate, covered, at least 30 minutes. Heat oven to 400°F. Whisk eggs, pumpkin, brown sugar, cinnamon, salt, ginger and cloves in medium bowl. Beat in half and half. Pour approximately 2/3 cup into each mini piecrust. Carefully place pies on rack in oven. Bake 15 minutes. Reduce oven to 350°F; continue baking 20–22 minutes or until knife inserted midway between center and edge of pie comes out clean. Cool completely on wire rack. Refrigerate, loosely covered, until firm, several hours or overnight. Garnish with toasted pecans and whipped cream.

ENTERTAINMENT After Twitter war, Ruffa, mom Annabelle reconcile Ruffa Gutierrez revealed that all is now well between her and her mother, feisty talent manager Annabelle Rama, weeks after they publicly exchanged bitter words on Twitter. The online feud, which erupted last October 27, stemmed from Gutierrez supposedly walking out from a Rama’s birthday dinner last October 25. Although she did not directly mention her mother, Gutierrez lamented that Rama “tried to be funny at my expense,” apparently referring to the talent manager’s criticisms of the man she is currently seeing. New express entry system is open to all granting permanent residence in six months A big change is happening in Canada. A monumental change! While most people outside the realm of immigration will not be affected, those within the immigration industry and would-be applicants to Canada will be in for a surprise starting January 1, 2015. The Canadian Federal Government is changing the way it manages its immigration applications. Most laws will remain the same but this new model (which was adopted from Australia) is a complete overhaul of the way Canada manages applications and who gets experience will likely qualify and in turn selected to immigrate to Canada. The sixty days is not a long time and that is the reason applicants should have all their documents ready before they “register�. Assuming the applicant has submitted all the required documents within the 60 day period, Canada Immigration is committed to processing the immigrant visa in six months. The above is the new Express Entry program in a nut shell. The following additional information comes directly from communications with Citizenship & Immigration Canada’s Express Entry Ambassador. Do not rely on private sites or social media that provide misleading information on the new EOI: Who can apply under the express entry program? The EOI program applies to economic applicants who wish to apply for permanent residence under the Federal Skilled Worker Program, Federal Skilled Trades Program and Canada Experience Class program. It does not affect those who wish to visit Canada or those being sponsored. Why is it called express entry? It is express for those who are invited. Once invited by Canada, a person has only 60 days to formally provide their documents and then an immigrant visa will be issued in six months. It is not express if you are not invited. How is a person going to be ranked? An applicant is ranked according to what will attract the best and brightest to Canada and in conjunction with the labor needs of Canada.

The top priority will be those with job offers in Canada. Applicants with guaranteed offers of employment will be given highest ranking. After that, applicants with strong language, education and work will be scored high (no job offer is required). How often will cic “pick people� out of the pool? Canada Immigration has not announced specific numbers on how many they will pick per week or per month for example. However, it is important to note that Canada Immigration has announced that it will issue about 260,000 - 280,000 immigrant visas per year. Within that number about 64% of those visas will be given to economic applicants under EOI (Federal Skilled, Federal Trades, CEC) which translates to about 180,000 visas under EOI. Therefore, if for example there are very few applicants with a job offer (highest ranking), the next in line will be those with no job offer taking into account that 180,000 will be used. Does a person need a job offer or a relative in Canada? No. A job offer or a relative is not required but having one or the other will bump you up in the ranking and will increase the time that Canada contacts you. What happens if an applicant registers and never gets contacted? An applicant’s initial registration will expire in one year and must be renewed. Can a person update their information after registration? Yes, if for example a person registers with a Bachelor degree and then after registration completes a Masters degree, the person can update his profile hoping to bump up his ranking. How does it affect applicants who applied before January 1, 2015? Applicants who have filed applications before January 1, 2015 are not affected by the EOI and are processed under current laws. ‘Road to Success,’ an innovative, low cost way to help immigrants pass driver’s license test (Los Angeles) – The Coalition for Humane Immigrant Rights of Los Angeles, a California-based immigrant rights organization, announces the start of a new driver’s license test preparation class entitled “Road to Success� (Camino al Exito). The class focuses on applicants of the new AB60 driver’s license for undocumented immigrants residing in California. CHIRLA has developed an easy to understand, fun, and interactive curriculum it hopes will help California applicants of the new driver license take and pass the exam successfully. The 3-hour class is offered in Spanish and at the low cost of $30 for CHIRLA members. In test runs, almost all class participants failed to pass the first exam. At the end of the course, 85 to 95 of the class participants passed the exam. Starting January 2, 2015, the Department of Motor Vehicles (DMV) will issue the new AB 60 Driver’s License. To qualify, an applicant must show proof of identity and residency. In addition, the applicant must pass a written exam and a practice test behind the wheel. In January, the Nevada Department of Motor Vehicles announced 71 percent of the people applying for the new driver authorization cards had failed the written exam in the first three days of the program. The lesson

for all drivers who feel all too comfortable on the road having driven without a license for too long is: study if you want your license. If a California driver’s license applicant fails the exam on the first try, she/he will receive a second appointment to retake the exam. In fact, 42% of AAPIs in the survey identified themselves as caregivers versus just 22% of other Americans. AAPIs are more likely to provide caregiving for their parents or older relatives. They are more likely to talk to doctors or health providers (54% versus 36% of the total population of the same age), contribute financially (51% versus 27%), and handle paper work or bills (41% versus 33%) than the total population of the same age. Due to cultural attitudes about filial piety, AAPI families are resistant to moving their parents to nursing homes or similar facilities and prefer caregiving be done at home by family members. AAPIs are more likely than other Americans to live in multigenerational households. With the heavy expectation that care should be provided by one’s own family, larger households help enable caregiving. Honda debuts new hydrogen fuel cell concept While Toyota’s Mirai is set to go on sale in the US next year, Honda has unveiled its own FCV concept, heralding the manufacture of a new sedan to be launched in 2016. Honda promises that the FCV Concept (Fuel Cell Vehicle) can travel 300 miles (or more than 480 km) on a single tank of hydrogen and be refueled in under five minutes. The production model (claiming approx. 130 hp) will comfortably seat up to five people and will be launched in Japan and North America first, with Europe to follow. Honda has already launched a very limited edition fuel cell electric sedan in Japan and in the US: the FCX Clarity. LOS ANGELES, November 21, 2014 (AFP) – With US gas prices at historic lows and ever-more economical engines, sport utility vehicles (SUV) increasingly rule the road – and not only in the United States. At least that’s the message from the Los Angeles Auto Show, which opened to the public Friday. “Customers feel the idea of freedom,” said Jim Farley, vice-president of global sales at Ford, presenting the US carmaker’s new Explorer at the LA show, which runs until November 30. “We have reached a tipping point,” where SUVs are more popular than sedans and have entered the mainstream, Farley – whose company is the biggest SUV maker in America – told AFP. Nearly one vehicle in five sold globally is an SUV, while in the United States the figure is one in three. The car category has come a long way since its early days, when SUVs were huge things mounted on a truck chassis, guzzling gas and equipped with four-wheel drive for rough terrains. In 2008, when gas prices were at their peak, the market appeared permanently stalled. But these days SUVs – or crossovers – are rarely seen off road and are frequently built on a car chassis. There is a whole range of formats, from the biggest including the Ford Escalade, Toyota Sequoia or Jeep Grand Cherokee to the most compact like the Mazda CX-3, the Honda CRV 2016 and the Volvo 2015 XC90, all unveiled in LA. US car sales rose by six percent yearon-year in October, led by SUVs: specialist brand Jeep (part of the Fiat Chrysler group) is up 52 percent, but the trend extends to others, including Honda, Toyota and General Motors. Mid-sized 4x4s are the biggest segment of the US car market, and there is a growing demand for compact SUVs, said Jack Nerad, an analyst for the Kelley Blue Book, which surveys US auto prices. The spacious vehicles are also wooing motorists with their practicality: high driver seat for good visibility, comfortable and big enough even for larger families with hefty luggage. In some countries, such as China where SUVs are also in high demand, they are a symbol of success. “In China it is less about utility, more about status. Bigger is better,” Jessica Caldwell, an analyst with car website Edmunds.com told AFP. But besides seducing families and ordinary motorists, SUV makers also want to reach the so-called 0.1 percent. Porsche has led the charge for that wealthy segment with its highly successful Cayenne. The German automakers’ top-tier rivals are also trying to muscle in on the action, such as Jaguar which unveiled a prototype crossover, the CX17, a year ago. “The reception was phenomenal,” Jaguar North American product manager Tim Philippo told AFP. The high-end brand has benefited from the experience of its British sister company Land Rover, which has long specialized in luxury 4x4 vehicles. Maserati and Bentley are also developing their own versions. Bentley’s website depicts its new vehicle heading off into desert dunes, saying: “The new Bentley SUV is changing how people think about all-terrain vehicles. “In the eyes of Bentley, the SUV is not just supremely capable in any environment, it is also supremely comfortable – and with new vistas on the world, you will see through new eyes,” it says.

Regenerative braking helps to recapture electrical energy under deceleration, sending it to the battery, which helps to reduce fuel consumption. 2015 Toyota Prius c: Light, tight, bright and the highest city fuel economy of any vehicle without a plug 53 MPG City / 50 MPG combined in Toyota’s most affordable hybrid TORRANCE, Calif., November 19, 2014 – Toyota’s most affordable hybrid vehicle is also its most fuel efficient. The Prius c with EPA-estimated 53 MPG city / 46 MPG highway / 50 MPG combined, offers the highest MPG of any vehicle on the road today (MPGe vehicles not included). There’s much more to the Prius c than super-high fuel economy. A restyled front with standard single LED projector lowand high-beam headlights, new exterior colors whose names demand almost as much attention as their hues (Electric Lime Metallic, Tangerine Splash Pearl and Sparkling Sea Metallic), and new “light pipe” taillights add a futuristic touch to the design. Add to that a cabin upgraded with premium materials, and Prius c makes a compelling choice among compact cars, hybrid or not. For years, the iconic Prius liftback has been synonymous with “hybrid.” Today, the Prius is available in four different flavors. The Prius Family includes the larger standard Prius liftback, the even larger and roomier Prius v and the Prius Plug-in Hybrid that can handle daily driving for many people without using gasoline. In addition, Toyota offers hybrid versions of its Camry and Avalon sedans and Highlander SUV, making Toyota the clear leader in the number of hybrid vehicle offerings and sales volume. Toyota Value in Four Grades Prius c is available in four valuepacked grades. In all trim levels the cabin combines futuristic design elements with everyday comfort and practicality. In addition to the all-new single LED projector low- and high-beam headlights, standard features in the Prius c One include a sharp shark-fin antenna, automatic climate control, a full color TFT Multi-Information Display and remote keyless entry with illuminated entry. The tilt-telescopic steering wheel features integrated switches for audio, climate control and Bluetoothhandsfree phone capability. The standard 3.5-inch TFT color MultiInformation Display shows outside temperature, fuel economy information, cruising range, EV miles driven, Hybrid System Indicator, ECO Score and energy monitor. The Prius c is sized like a subcompact

outside but has the room of a bona fide compact inside. (It is classified as a compact by the EPA.) Efficient packaging of the hybrid powertrain, battery pack and fuel tank results in 104.5 cu. ft. of total interior volume (87.4 cu. ft. passenger volume, 17.1 cu. ft. cargo volume). Thirtyfive inches of rear legroom puts it near the top of the class. The efficient packaging also gives the Prius c a low center of gravity and excellent weight distribution, which translates to fun-to-drive agility. And with NVH improvements for the 2015 model year, the drive experience is even better than before. Youthful Exterior and Interior Design The Prius c design projects a fun, youthful attitude that appeals to all ages. It’s also slippery, cheating the wind with a low 0.28 coefficient of drag (Cd). Its lowerbody area is wider below the beltline, and combined with very short overhangs and sculpted rear flares, it gives the car an athletic stance. A wide-ranging color palette provides hues to satisfy every taste. In addition to the aforementioned new colors, the Prius c looks light and lively in Sun Fusion, Moonglow, Blue Streak Metallic, Absolutely Red, Black Sand Pearl, Magnetic Gray Metallic or Classic Silver Metallic. What Makes It Go (on So Little Gas) The Prius c uses its own version of Toyota Hybrid Synergy Drive, the technology found in all the brand’s hybrids. The gas engine, electric motor and battery pack are all smaller and lighter than in the standard Prius. The SULEV (Tier 2 Bin 3)-certified 1.5-liter in-line, 4-cylinder gasoline engine runs on the Atkinson cycle to increase efficiency. It produces 73 horsepower and 82 lb.-ft. of torque, contributing to a total hybrid system output of 99 hp. Locating the Prius c’s 144-volt nickel-metal hydride battery pack under the rear passenger seat, near the center of the vehicle and low in the chassis, helps achieve a low center of

gravity for excellent agility. Like all Toyota hybrids, the Prius c is a full hybrid, meaning it can run on the gasoline engine alone, battery alone, or a combination of both. Hybrid Synergy Drive combines the output of the gas engine and electric motor through an innovative planetary-type continuously variable transmission. As on other Toyota hybrids, the Prius c employs a slew of other technologies to curb its fuel usage. Regenerative braking helps to recapture electrical energy under deceleration, sending it to the battery, which helps to reduce fuel consumption. Electric power runs the water pump and power steering assist, eliminating drive belts and even some maintenance needs. One of the three drive modes, EV Mode

can let you drive the Prius c solely on electric power for under one mile while remaining below 25 mph. Where would you do that? SB 1275, known as the Charge Ahead Initiative and signed into law in September by Gov. Jerry Brown, aims to put one million electric cars, trucks and buses onto California roads. “Talking to our communities, we’ve found that too many people think of electric cars as fancy toys for the rich – Teslas for people in Beverly Hills – but thanks to Charge Ahead, that’s not true anymore,” said Greenlining Institute Environmental

Equity Fellow Joel Espino. “Once the new incentives kick in, low- and moderateincome Californians in the most polluted areas will be able to buy a used electric car for just a few thousand dollars or a new one for around $20,000.
