Obama to House: Act on immigration WASHINGTON, October 24, 2013 (AFP) – US President Barack Obama Thursday sought to capitalize on a moment of sharp Republican unpopularity by pressing his foes in Congress to pass a stalled immigration bill this year. Obama demanded action in the knowledge that the Republican Party is under pressure to improve its standing among Hispanic voters for whom immigration reform is a cherished political goal. He spoke at the White House as polls show House of Representatives Republicans, who have declined to act on a Senate immigration reform bill, are paying the heaviest price for a stalemate over a just avoided debt default and a government shutdown. “Let’s see if we can get it done this year,” Obama said in a White House speech on a plan to bring millions of illegal immigrants out of the shadows. “Let’s not wait. Earthquake creates miles-long rocky wall in Bohol MANILA, October 24, 2013 (AFP) – A deadly earthquake that struck the Philippines last week created a spectacular rocky wall that stretches for kilometers (miles) through farmlands, astounded geologists said Thursday. Dramatic pictures of the Earth-altering power of the 7.1-magnitide quake have emerged as the government worked to mend the broken central island of Bohol, ground zero of the destruction. A “ground rupture” pushed up a stretch of ground by up to three meters (10 feet), creating a wall of rock above the epicenter, Maria Isabel Abigania, a geologist at the Philippine Institute of Volcanology and Seismology, told AFP. Pacquiao also said his match against American Brandon Rios in the Chinese territory of Macau next month would be “a good window” to promote boxing in China, and that he felt honored to take part in the landmark bout. “This training camp, I believe, is one of the longest preparations in my boxing career. I trained early because I want to prove that I can still fight in the top (tier) of boxing,” he told reporters late Wednesday in his home town of General Santos in the southern Philippines.

MANILA, Oct 24 (Mabuhay) – The Bureau of Internal Revenue on Thursday filed a P190.14-million tax evasion complaint against the brothers of Senator Juan Ponce Enrile’s former chief-of-staff Jessica Lucila “Gigi” Reyes. MGNP Inc President Neal Jose Gonzales and Treasurer Patrick Jean Gonzales allegedly willfully attempted to evade filing income tax and value added tax for the years 2009, 2011 and 2012. Napoles lawyer: Senate can’t offer immunity from plunder MANILA, Oct 24 (Mabuhay) – The camp of alleged pork barrel scam mastermind Janet Lim-Napoles on Thursday junked the possibility of accepting any offer of immunity from the Senate, saying the chamber cannot legally do this. Lawyer Lorna Kapunan, Napoles’ counsel, said an immunity offer can only come from a court and not a legislative body. “Only the Sandiganbayan can give immunity from plunder,” Kapunan said in phone interview. “Immunity from plunder charges can only be given by a court based on appreciation of evidence.” She added that the Senate cannot even recommend immunity from criminal prosecution for a witness in its investigations in aid of legislation, owing to the principle of separation of power among co-equal branches. On Wednesday, Senator Sergio Osmeña raised the

possibility of offering immunity from suit to Napoles to encourage her to spill the beans on alleged pork barrel scam where several current and former lawmakers are implicated. Napoles is currently facing complaints before the Office of the Ombudsman for allegedly engineering a scam to funnel pork barrel funds to bogus non-government organizations. She is currently detained in Laguna over a separate serious illegal detention case. Under Republic Act 6981, a witness in a Senate inquiry may be admitted to the witness protection program upon the recommendation of the legislative committee which needs his or her testimony. The recommendation needs to be approved by the Senate President. The same law states that a witness can turn into a state witness and be given immunity from suit, upon approval by the Department of Justice, if he or she is not the most

guilty and if his or her testimony is of “absolute necessity.” In a separate phone interview, Senator Teofisto Guingona III maintained that the Senate can recommend immunity for its witnesses, subject to court approval. Guingona, who chairs the Senate blue ribbon committee investigating the alleged scam, said that he wants to hear Napoles’ testimony first before considering whether or not to give her immunity. “We have to see the quality of her answers to the questions. Right now, masyado pang speculative. I’d like to be able to judge that when I actually see her demeanor. Then is only then can I determine whether I would like to recommend or not,” the senator said. Napoles has been summoned to the Senate inquiry on the pork barrel scam on November 7, where she is expected to face the whistleblowers who linked her to the supposed anomaly. (MNS)

BIR probes lawmakers involved in PDAF scam MANILA, Oct 24 (Mabuhay) – The Bureau of Internal Revenue (BIR) is investigating the lawmakers and other personalities implicated in the alleged misuse of pork barrel funds, Commissioner Kim Henares said Thursday. Interviewed by reporters, Henares said the BIR is taking its cue from the Commission on Audit (COA) report that bared the supposed anomaly where billions of pesos in public funds ended up in the pockets of several individuals through kickbacks. Asked if the bureau is investigating the lawmakers and private individuals who allegedly benefitted in the scam, Henares said: “Yes, because there was an allegation in the COA (report).” Henares did not identify the lawmakers, but a plunder and malversation complaint filed with the Office of the Ombudsman in connection with the alleged P10-billion pork barrel scam has Senators Juan Ponce Enrile, Jinggoy Estrada and Ramon Bong Revilla Jr. as among the respondents along with alleged scam mastermind Janet Lim-Napoles.

Also included in the plunder complaint are incumbent Masbate governor Rizalina Seachon-Lanete, a former lawmaker, and former APEC party-list Rep. Edgar Valdez. The BIR has already filed a P61-million tax evasion complaint against Napoles and her husband Jaime for their alleged “willful attempt” to evade paying taxes for the 2004, 2006, 2008, 2009, 2010, 2011, and 2012. Not limited to Napoles Henares said their investigation is not limited to the controversy linked to Napoles, who is currently detained over a serious illegal detention case involving the pork barrel scam’s whistleblower. “Tuloy tuloy yung imbestigasyon na nangyayari. Hindi naman kami limited lang sa Napoles, she is just one part of the investigation on PDAF (Priority Development Assistance Fund),” the BIR chief said. block to support (the investigation).” Obstacle Henares did not provide other details of the investigation other than their lack of authority to look into bank accounts is hampering it. “BIR is hampered by one obstacle, we cannot look into bank accounts but if we could look into bank accounts madali lang yan,” she said. “The bank account will only come in when the Ombudsman files their case and they present those bank accounts and we can pick up and add it to our case,” Henares added. She said in corruption cases, those involved do not usually issue checks, making it difficult for the BIR to follow money trail. She also said that the investigation has no timetable. “Hindi ko alam kung gaano nyo (kaalam) ang proseso ng pagiimbestiga matagal. Hindi naman po yan ganun kadali.”

Mexicans, Salvadorans see a better life in US WASHINGTON, October 24, 2013 (AFP) – As President Barack Obama renewed a push for immigration reform Thursday, a new poll found that a large majority of Mexicans and Salvadorans view life in the United States positively. The survey by the Pew Research Center found that 66 percent of Mexicans and 79 percent of Salvadorans see the United States in a positive light. Mexico is the biggest source of immigration to the United States, accounting for about 30 percent of the US immigrant population, according to the US Census. Another seven percent are from Central America, including El Salvador. Surveyed in their home countries, 46 percent of Mexicans and 64 percent of Salvadorans said they believed their lives would be better if they could live in the United States. “Among those who have friends or family in the US, at least seven in ten in both countries say these individuals have achieved their goals,” the report said. “A quarter or fewer report that their friends or relatives have been disappointed.” Richard Wike, the coordinator of the survey, said the findings show “how strongly connected people are to the US.” “This is because of first-hand experience, or because they have friends and in most cases relatives,” he told AFP. “In the case of Salvadorans, almost two thirds said they have friends or relatives in the US. The number is just a bit lower in the case of Mexicans.” Wike said the most important factor driving Mexicans and Salvadorans to seek a better life in the United States are the high levels of crime related to gangs and drugs in their home countries. “Seven in ten in both countries mention crime, particularly the gang-related violence and the drug-related violence, as a main problem in their countries,” he said.

Exciting & adventurous bus tour turns sour Early this month, my SJC high school classmate Lorna Juico asked me to join her family on a 7-day, 6-night “Rocky Mountain” Bus Tour. Though the tour sounded exciting which cost around $500 round trip, I opted to stay due to childcare duties with my grandkids. A week before the tour, our weather here in Los Angeles was warm but bearable, so I warned Lorna that the weather might be different where they’re going.

Time is fast running out to pass the bill, which would bolster Obama’s political legacy, before the return of hyper partisan campaign politics in the run-up to mid-term elections next year. Republican Party leaders are acutely conscious though that if they don’t improve their standing among Hispanics – an increasingly influential voting demographic,

they will suffer in future presidential elections – a vulnerability Obama is trying to exploit. “They should take a closer look at the polls,” Obama said. “The American people support this. It’s not something they reject.” Talking repeatedly about immigration is a political winner for Obama: if the bill is passed he will get credit and a legacy achievement. If it is not, Democrats can continue to exploit Republican weakness on the issue in elections. Republican House Speaker John Boehner has said that he will not move the Senate bill in its entirety, but is open to smaller individual reform efforts.

Majority in US favor marijuana legalization – new poll WASHINGTON, October 22, 2013 (AFP) – For the second time this year, a public opinion poll has indicated that a majority of Americans favor the legalization of marijuana. Fifty-eight percent replied yes when asked if they thought the use of marijuana should be made legal – compared to 50 percent two years ago and just 12 percent in 1969, the Gallup polling institute said Tuesday. Thirty-nine percent said no, and three percent held no opinion. Support for legalization was predictably stronger among Americans aged 18 through 49, and among Democrats and those who described themselves as independents on the political spectrum, Gallup said. Its findings mirrored a Pew Research Center poll, released in April, in which 52 percent of Americans said the use of marijuana should be made legal, a rise of 11 percentage points since 2010. Gallup’s findings follow the legalization of marijuana in the western states of Colorado and Washington – even though possession remains a crime under federal statutes which rank marijuana on a par with heroin. Other factors behind the trend, Gallup said, include the growing medicinal use of marijuana and a pledge from President Barack Obama’s administration not to challenge the sale of marijuana in states that have made it legal. “Whatever the reasons for Americans’ greater acceptance of marijuana, it is likely that this momentum will spur further legalization efforts across the United States,� Gallup said.

PHL tourism target a hard ask: Industry officials MANILA, October 22, 2013 (AFP) – The Philippines will have a tough time getting 10 million tourists each year by 2016 amid bad roads and unexpected setbacks, industry officials said Tuesday. To reach the ambitious target, double the five million visitors expected this year, arrivals would have to grow by 26 percent per year from 2014, former tourism secretary Narzalina Lim said at an annual Philippine business conference.

The country only managed a growth in arrivals of about 11 percent yearly since 2010, and is now about 16 percent behind its full-year 2013 target, said Lim. MANILA, Oct 24(Mabuhay) – A concentrated effort by local and foreign businessmen convinced Manila Mayor Joseph Estrada to apologize to the Hong Kong government for the August 2010 Manila hostage crisis, his vice-mayor said Thursday. Vice-Mayor Isko Moreno said Estrada’s decision is a local government initiative and did not have the go-ahead of Malacañang. Estrada was not the mayor of Manila when the hostage crisis happened.He wanted to close that chapter in history. This is also one of the steps to bring back tourists,” Moreno said, noting that group tours to Manila have been disallowed by the Hong Kong government. Moreno said businessmen from Binondo, Manila, mainland China and Hong Kong reached out to the Manila city government about issuing the apology. “It was a concerted effort. Mayor Erap listened and he wanted to just be humble for the good of the people of Manila,” he said. “Kami po ni Pangulong-Mayor Erap ay nag-usap at humingi po siya ng awtoridad sa konseho ng Maynila kaya po nung nakaraang Martes nagkaroon kami ng special session at binigyan po namin through a resolution authorizing the mayor to extend an apology to the Hong Kong government as a local government unit,” he added. the predicament that he or she is placing his or her future partner in life. Prenuptial agreements have long been popular with many couples contemplating marriage in California. The validity and enforceability of these agreements have long been the subject of many lawyers’ arguments and court decisions. There was that famous case that once involved the major league baseball player Barry Bonds and his former girlfriend. For the most part, the courts have long upheld these agreements but have long held many concerns about fair play, access to legal advice and representation and due process in the manner and circumstance in which couples have entered into these agreements. A California Family code provides that a prenuptial agreement is not enforceable unless the party against whom enforcement is sought has had at least seven calendar days to consider the agreement – from the time it was “presented” and that party was advised to seek independent counsel and to the time of signing. Many a case has been decided based on extensive argument as to these dates.

In a recent case, a California appellate court has ruled that this provision may not apply where the party against whom enforcement is sought had been represented by her own counsel all throughout the transaction. For both the groom and bride’s sake, for their future together. It is to everyone’s interest to consult independent legal advice and representation with regards to the pre-nuptial agreement. This is the most sensitive of all agreements and all too often occurs in the fog of euphoria that surrounds this most memorable of all events. TFC thrills fans with dazzling concert performances in Prudential Center & California’s Great America

The payload produced explosive results via a range of musical numbers that showcased the unique entertainment talents of this year’s performers under the direction of ABS-CBN Global Head of Theatricals John-D Lazatin. Los Angeles, 21 October 2013 – The Philippine Consulate General commemorated the 69th Anniversary of the Leyte Landing and Philippine Liberation in the Second World War with a public program at the Rizal Hall preceded by the launching of the Exhibit of Philippine Liberation Memorabilia and Photos at the Sentro Rizal on 19 October 2013. The event was organized in cooperation with the Philippine Scouts Heritage Society and Justice for Filipino-American Veterans. It was highlighted by the U.S. Army’s short film on MacArthur’s Return to the Philippines and the re-enactment of the Leyte Landing and te Landing Speech of General Douglas MacArthur, played by military re-enactor, Mr. Robert Tidwell. Mr. Gil Mislang and Mr. Ted Ortega of the Philippine Scouts Heritage Society, Nininger Chapter, provided the World War II memorabilia for the exhibit, while Ms. Malou Mariano of the American Coalition for Filipino Veterans provided the photos taken by the U.S. Army Signal Corps during the operations for Philippine liberation. When the color reaches dark tan, remove the skillet from the heat and allow the caramel to harden. Arrange apple slices evenly in one layer in the skillet, skin side down. Once the bottom of the skillet is evenly covered, cut any remaining apple slices into smaller pieces and use to fill in the gaps between the larger pieces. Dot the apples with the 1 ½ Tbsp. margarine and pour in Ÿ cup water. Bring to a boil. Cover and gently boil for 10 minutes, or until apples soften and release their juices. COMMUNITY Fil-Am bands to play in Tribute Two The Beatles Nov. 24 Several bands, most of which are composed of Filipino-American rock artists, will play Beatles songs on November 24 during the Tribute Two The Beatles event at Josephine’s Bistro Restaurant in Cerritos, California. Organizers said performing bands will include RockingChair Band, No Dice Classic Rock, the so-called “Beatles of Pinas” the Rubbersounds, the “young Beatles” the Shave Fish, The Deltas and the Bits n Pieces of the old Manila music circuit. Other bands slated to play are local talents the Pasadena Klassics, Housewines

Blues Band, Cocobola Club, Horse Exchange and Nervous Gender Project, some players of whom belonged to the biggest rock bands in the U.S. The bands will perform beginning at 4 p.m. in what is deemed to be the biggest rock jams of the year to hit Southern California. It was the Rocking Chair Band, who became a byword in the Fil-Am community after the First Battle of the Filipino Bands in 1994 in Cabrillo Beach, and who produced the First Fil-Am Tribute to The Beatles Concert in Los Angeles,

Five things to know to get the best home mortgage The number one rule: pay your bills on time. There is no single element that can do so dramatically impact the success of an application as your credit history. Another thing, of course, is savings. You should establish a good disciplined savings habit. Although there are some programs right now that requires only a 3.5% downpayment. But still you are required to have some money for closing cost and reserves. Everybody comes into the real estate market with a different perspective and level of experience. But some general rules apply to pretty much anybody when it comes to getting the money to buy a home. So here are some of the do’s that

It sounds simple, but every 30-, 60-, or 90-day delinquency on a loan or credit card is going to reduce the credit score the lender ends up considering as part of the loan file. If something has to be missed, miss the credit card payment first followed by the payment on any installment loan you might have and finally, the payment for an existing mortgage. That’s because credit scoring systems look at the performance of similar loans first when deciding what type of score to assign. It will give the most weight to the performance of another mortgage, for example, then the performance of something like an auto loan, which features fixed payments and a fixed rate the way many mortgages do. Lastly, it would evaluate the payment performance of so-called “revolving” loans, like credit cards, which feature variable payments that fluctuate with the outstanding balance. It you had to prioritize- and we would hope you wouldn’t be in that situation – pay your mortgage loans, pay your installment loans, pay your revolving loans. Always remember to negotiate for late fees and reporting. Consider paying off more debts and putting down a smaller amount at closing. The move leaves borrowers with larger mortgages, but it will allow them to replace non tax-deductible, high interest rate debt with lower-rate mortgage debt that features tax-deductible interest. Get the mortgage first if multiple financial obligations are going to pop

up in the near future. Numerous credit inquiries, such as a new application for credit cards, can hurt a borrower’s credit score, especially if they’re filed in the months prior to the home loan review process. Increase the size of the down payment you’re able to make by saving as much as possible, as often as possible. Don’t put the savings into something volatile, such as an individual stock. But evaluate money market or other accounts that offer reasonable rates of return, automatic payroll deductions or other financial incentives to save. It depends on how much you have saved already, but I think its important to take a portion of each month’s income and set it aside for the down payment. Now is the time to prepare for you to have your financial situation in order, because by next year there will be more opportunities for a home buyer to buy their first homes or home owners to move up to a bigger home. These are activities that boosted the strong presence of the Philippines at the recent IMEX America 2013 held October 15 – 17 at the Sands Expo in Las Vegas Nevada. America’s worldwide exhibition for incentive travel, meetings and events and the largest trade show for the industry in the USA, IMEX America provided the Philippines the perfect venue to showcase the country’s excellent potential not only as a travel destination, but also for marketing, meetings and trade conventions. The Philippine delegation composed of members of the Philippine Department of Tourism-Los Angeles, the Philippine Tourism Promotions Board along with representatives from the private sector effectively promoted the Philippines as one the fastest growing economies in Asia today and is becoming a well-established center for world conventions, exhibitions and events. This in addition to the country being one of the world’s prime tourist destinations. Tourism Director Mary Ann CuevasLim of DOT-Los Angeles and Stanie Soriano, Officer in Charge of Philippine Tourism Board’s M.I.C.E. (Meetings, Incentive Travel, Conventions and Exhibitions/Events) Unit headed the Philippine delegation. IMEX Group Chairman Ray Bloom reported that the three-day trade show at the Las Vegas Sands Expo made a record 50,000 individual appointments in addition to 9,500 buyers that took part in group appointments. A 15-minute video presentation highlighted the country’s bright potential for investments and a well-established center of commerce in Asia. The country just recently got two investment grade ratings in a span of two months from Fitch Ratings and Standard & Poor’s. Early this month, the World Bank upgraded its economic growth forecast for the Philippines for this year, seeing nearly 7 percent growth over the next two years. The International Monetary Fund (IMF), meanwhile in September said Philippine economy would continue to grow faster than its potential output. New investments and infrastructure projects being injected into the economy further boost the country’s growth momentum. Upcoming infrastructure and development projects include the building of more 5-star hotels, convention and meeting centers as well as luxury shopping, entertainment and gaming complexes to boost the Philippines’ credential as a meetings powerhouse in the Asian region. SF fashion show featured upcoming Pinay designers A fashion show called “Night of Lights” was held recently at the Kunst Stoff Arts Center in San Francisco, created by 20-year old fashion designers Shaina Jay Alcaraz and Nicole Bonifacio of Jay-Gallo Productions. To showcase their designs while pursuing their fashion design careers at the Fashion Institute of Design in San Francisco, both Shaina Jay and Nicole collaborated in creating their company, Jay-Gallo Productions, whose aim is to “enhance the fashion show experience towards a performing arts aspect rather than the traditional runway.” “Night of Lights” was based on the Hindu festival called “Divali” where the place was decorated with lights and candles, accentuated with red and gold drapes.

The intimate atmosphere and setting during the event also showcased three other designers: Demetria Tarkington, Nora Jane and Jacqueline Grace Designs. Live musical entertainment and a variety of dancers performed while models paraded the fashion collection of each designer. Among those who sang were: Jam Zumel, Leon Cruz, Jeremy Landicho and Marissa Palustra, who sang her original song called “Wait For You.” The various dances performed on the other hand, included a fusion of different genres such as: contemporary, hip hop and breakdancing. Plans are now underway for JayGallo Productions’ much bigger show early next year. According to Shaina and Nicole, they will call this their presentation for “Spring Collections 2014.” For

Honda to debut new convertible sportscar concept at Tokyo motor show (Relaxnews) – The S660 Concept combines mid-engine thrills and spills with an environmental conscience and could be heading for production before 2015. The S660 has the haunches and sharp angles of a serious roadster, but is powered by a 660cc motorcycle engine. However, to make sure it isn’t left standing at the traffic lights or passed on the finishing line, the small powerplant is force-fed via a turbocharger so that it can deliver 64bhp. OK, that’s a mere 10 percent of the current Dodge Viper’s 640bhp output and a smidgen over 7 percent of what a McLaren P1 can offer, but this car will be considerably lighter (it tips the scales at around the 850kg mark) and considerably less expensive to buy or maintain. And making sure that the car is always at optimum revs, it uses a CVT gearbox all of which means that it should be fun to drive at any speed. And, if the car comes to Europe – for the moment it is only guaranteed to launch in Japan – it will do so with a bigger, 1-liter turbocharged engine and therefore even more power. Tesla cars are going Android (Relaxnews) – The company is often seen as the Apple of car makers so Elon Musk’s decision to update the current flagship Model S with a Google Chrome web browser and Android emulating OS could surprise some. The 17-inch system not only offers an online connection and access to the vehicle’s navigation system, but also replaces many of the analogue switches and dials – for features such as air conditioning – that litter most vehicle cabins. However creating something that takes full advantage of a display more than twice the size of the average tablet could take some doing on the part of Android app developers – Apple CEO Tim Cook has described most tablet apps on Google Play as simply stretched smartphone apps. SPORTS Journey at Pechanga golf course celebrates five years and record number of golfers teeing off TEMECULA, Calif. – (Oct. 7, 2013) – Opened in the midst of the worst recession in decades, Journey at Pechanga has traveled a journey of its own as a golf course. Celebrating its fifth anniversary this year and marking a record number of tee times logged so far for its entire five years, Journey at Pechanga has emerged a success story and a testament to forging ahead with a dream. When the Journey at Pechanga opened on November 13, 2008, the United States economy was in turmoil. Stock markets had taken their infamous dire plunges, many smaller banks had closed, and some golf courses were even forced to suspend play as a result of financial demands. But the Pechanga Band of Luiseño Indians had been in the planning stages for Journey at Pechanga as an amenity for Pechanga Resort & Casino guests and the public for years. Like so many other times throughout their history the Pechanga people persevered, this time through a tumultuous fiscal landscape, in order to make their dream of a magnificent championship golf course a reality. Five years later, Journey is one of the top golf facilities in all of Southern California, as noted by course raters, and it is also on track for a record year of golf rounds at 32,000–4,000 more than when it opened it 2008. It also offers some of the most unique play and programs anywhere, according to Director of Golf Steve Mallory.

“I honestly don’t know of another course in this region, let alone all of Southern California where you have elevation changes of 300-feet throughout 18 holes and where the terrain varies and tests golfers like it does at Journey,” says Mallory. “The first four holes draw you into the course, but Hole Five is where things get interesting with a stream and some slight uphills as you go move into a canyon. Journey literally takes golfers on one [journey].” Programs offered at Journey and rarely seen elsewhere include Tiny Tees junior golf (lessons for children as young as three years), Yoga for Golf (suspended temporarily), golf swing video analysis, and online golf coaching. These programs, offered through the Journey Academy golf school and PGA instructor Randy Chang, feature group and individual golf instruction to children and adults. Scott Mallory and Superintendent of Golf John Martinez are especially proud of their commitment to maintaining Journey as an eco-friendly course. No pesticides and minimal chemicals are used to ward off bugs, invading plants and other forces of nature. Further, Journey is home to Pechanga Resort & Casino’s only fourlegged employees.
