MANILA, Oct 2 (Mabuhay) – The Senate blue ribbon sub-committee will issue show cause order on all resource persons, including Makati Mayor Jejomar Erwin “Junjun” Binay, who have repeatedly snubbed its ongoing investigation into the parking building controversy. Senator Aquilino “Koko” Pimentel III, who presides over the hearing, gave the order after Senators Alan Peter Cayetano and Antonio “Sonny” Trillanes IV protested the absence of the mayor, certain officials of the Makati City Hall and other resource persons who were subpoenaed twice by the
body to face the inquiry. Pimentel said the subpoenaed persons should explain before the committee the reason for their absence and their snub of the subpoena. The subpoenaed individuals, he said, should also convince the body why they should not be cited for contempt. Before this, Trillanes said the sub-committee should compel the presence of the absent resource persons in its next hearing which has yet to be scheduled. “I believe we have exhausted enough and this is my opinion: ‘Yung paghahanap sa kanila and it’s time to take this thing to the next level of course without trampling upon their individual rights. INCHEON, October 2, 2014 (AFP) – Philippines boxing boss Ricky Vargas slammed “hometown decisions” on Thursday as the Asian Games judging came under fresh attack a day after an Indian fighter refused her medal. Vargas questioned a unanimous points decision that went against light flyweight Mark Anthony Barriga, who jumped for joy after his semi-final believing he had won. But instead the fight was awarded to South Korea’s Shin Jong-Hun, who was
heavily marked around the face after a Barriga barrage of heavy shots. “I think it’s factual, it’s very hard to beat a Korean,” said Vargas, president of the Association of Boxing Alliances in the Philippines (ABAP). “Hometown decisions are very prevalent here,” he told AFP. Baldoz reminds Hong Kong OFWs: You are there to work, not join PHL, US launch joint exercises political activities near China-claimed waters MANILA, Oct 1 (Mabuhay) – As protest actions in Hong Kong continue, Labor Secretary Rosalinda Dimapilis-Baldoz on Wednesday urged overseas Filipino workers there to be careful and to always take the necessary precaution in their daily activities. “I urge and advise our OFWs in Hong Kong to be mindful about their safety amidst the tension between government authorities and pro-democracy protesters calling for universal suffrage in Hong Kong,” said Baldoz in a news release. “Be alert and go on with your regular routine, but avoid places where marches and protests are happening. Stay indoors as much as possible, and keep in touch with our POLO,” she said, referring to the Philippine Overseas Labor Office. She also warned OFWs not to take part in any protest activity or any action that could be construed to be political, for this may put them in contravention of Hong Kong laws. “The reason you are in Hong Kong is to work, not to engage in any political activity,” she warned. PUERTO PRINCESA, September 29, 2014 (AFP) – Thousands of Philippine and US marines on Monday began military exercises close to flashpoints in the South China Sea, where Beijing is involved in bitter territorial disputes with its neighbours. The 12-day amphibious landing exercises – involving about 3,500 US marines and sailors and 1,200 Filipino counterparts – were officially launched from the Philippines’ western island of Palawan facing the South China Sea. China claims the sea almost in its entirety. Its increasingly assertive efforts to stake its claims have heightened tensions with neighbors including the Philippines, which has conflicting claims to parts of the waters. US and Philippine military officials said the launching ceremony and the exercises were not related to the dispute with China. “Our primary reason is to establish interoperability and to build capacity in case a (natural) disaster occurs,” US Marine Brigadier-General Paul Kennedy answered, when asked if the exercises were tied to a potential conflict. Regional Philippine military chief Ad-
miral Alexander Soria said the two sides were “trying to develop a bilateral force that can respond immediately to disaster situations and that we speak the same language once we do”. Philippine marine spokesman Lieutenant Jerber Anthony Belonio stressed in Manila that the location of the opening ceremony was not linked to the territorial dispute. “This has no relation whatsoever. This is just to show the capabilities of our new marine landing brigade which coincidentally is based in Palawan,” he said. The Philippines has recently been strengthening its military assets in Palawan. The poorly-equipped military has also been strengthening its ties with defense allies – particularly the United States, the former colonial power – in the face of Chinese saber-rattling. Purisima: My conscience is very, very clean MANILA, Oct 2 (Mabuhay) -- Philippine National Police (PNP) Director General Alan Purisima insisted his conscience is “very, very clean” as he slammed what he called “rabid” attacks from the media. In a press conference, Purisima described as “tenacious and rabid” allegations on his supposed wealth. He said the descriptions made in several news reports seemed to inflate the actual physical status of his property in San Leonardo, Nueva Ecija. He said the property has a market value between P2.337 million and P4 million, contrary to what has been widely reported. “The total floor area [of the house] is only 204 square meters only. Based on the tax declaration of real properties in Nueva Ecija, it is worth P818,260, with a market value of P2,337,900,” he said. Depending on the transaction, Purisima believes the property – which totals 4.7 hectares land area – may reach P3 million to P4 million. “The aerial shot they took does not show what is on the ground. The gazebo they mentioned is a simple nipa hut worth P17,890. The garage is worth P52,630. The guard house and guest house is worth P510,420,” he said. He added the swimming pool, which was described in a report as Olympic-sized, is only 7.5 meters by 15 meters. “I’m inviting [the members of the media] to come. Let’s have a picnic by the swimming pool. There is an Arowana [fish] there,” Purisima said. Purisima admitted he also has a property on the Palayan side of the province, “which I acquired from the farmers there at a low price because they could not finance the land anymore.” He said he does not know if it was declared in his statements of assets, liabilities, and net worth (SALN). “I will check,” he

President Benigno Aquino III earlier vouched for Purisima’s integrity. Earlier in the press conference, Purisima thanked Aquino for his support and trust. He said his relationship with Aquino is purely professional. “I was appointed PNP chief with the view that I would help him in his straight path mission.” Purisima said he will continue to focus on his job amid all the accusations. “Your guess is as good as mine,” he said, when asked who is behind all the supposed smear campaign. He said there is a truth to the saying “it is lonely up there,” but stressed he has also gained supporters and friends who have expressed their support. Meanwhile, Chief Superintendent Alexander Ignacio, chief of the Directorate for Plans of the Philippine National Police (PNP), has denied any links with Alyzza Agustin, one of the FHM 100 Sexiest Women in the World in 2013. Agustin became controversial after posting on her Facebook account how she was able to avoid getting a ticket from a Metropolitan Manila Development Authority (MMDA) enforcer for violating the color coding scheme by flashing the calling card of the general.

Osmeña said Purisima was clearly not telling the truth about his assets, which included a 4.7-hectare property in Nueva Ecija and luxury cars while declaring only P6.6 million in net worth for 2013. “In his SALN, he declared P6.5 million. He admitted he has a Toyota Prado Land Cruiser. That’s worth about P5 million to P6 million. Makati parking building ‘implemented with undue haste’ and ‘improper’ – COA MANILA, Oct 2 (Mabuhay) – An initial evaluation by a special team of the Commission on Audit (COA) on the controversial Makati City Hall 2 parking building showed that the project was “implemented with undue haste” and “improper,” an auditor told the Senate blue ribbon subcommittee Thursday. The parking building has been the subject of an investigation by the Senate body amid allegations that it was overpriced. COA auditor Alexander Juliano was initially hesitant to read the initial report of the team, saying it’s supposed to be for “internal consumption” of the Commission and that they have not yet gotten the comment of the city government. But Senate Majority Leader Alan Cayetano assured Juliano that he would not be violating any law since he was ordered to do so by the sub-committee. Juliano then proceeded and read before the committee the COA’s initial evaluation of the project, a copy of which was later furnished to reporters. Based on the report, the city government had disbursed an aggregate amount of P2, 367, 679.633.95 as of Dec. 31, 2013 for the construction of the parking building. For preliminary services, the local government spent P11, 974, 900.

SC stops QC from selling UP property in tax row MANILA, Oct 2 (Mabuhay) – The Quezon City government cannot just yet auction off the UP-Ayala Technohub property to cover the university’s P117 million in real estate tax deficiency. The Supreme Court Second Division, through Senior Associate Justice Antonio Carpio, issued a temporary restraining order stopping the auction “effective immediately and continuing until further notice,” according to court papers released on Thursday. “The Office of the City Treasurer, Quezon City, your representatives, agents, or other persons acting on your behalf are hereby restrained from enforcing the Final Notice of Delinquency dated 11 July 2014 and from proceeding with the sale of the subject property at a public auction scheduled on 20 November 2014,” read the TRO. The high tribunal also ordered the city treasurer of Quezon City to comment on UP’s petition within 10 days from notice. Associate solicitors Emerson Bañez and Maximo Paulino Sison III were also required to submit proofs of payments of their Integrated Bar of the Philippines membership dues within five days after receiving the notice. In a 13-page petition, the University of the Philippines, through Solicitor-General Florin Hilbay, had insisted the property should not auctioned off because the university did not owe the city government any real estate tax. ‘World Alliance of Religions: Peace Summit’ marks the beginning of a new era of peace Int’l political and religious leaders commit to a new systematic approach for peace SEOUL, South Korea – Over 700 religious leaders and 50 heads of states attended the “World Alliance of Religions: Peace Summit” held on Sept. 17-19, 2014, in Seoul, South Korea, with the theme of “The Enactment of an International Law for the Cessation of Wars and Legacy of Peace and the World Alliance of Religions.” Hosted by Heavenly Culture, World Peace, Restoration of Light and its Chairman Man Hee Lee, the three-day summit presented a new approach for a world alliance of religions as a concrete proposition of peace-building, involving both political and religious leaders. The first measure introduced was the signing of “The Unity of Religions Agreement” and the second measure was the signing of “The Agreement to Propose the Enactment of an International Law for the Cessation of Wars.” The summit is expected to serve as a foundational starting point for multilateral socio-political programs and treaties. Addressing international leaders, Lee gave the opening remarks. “Each religion claims to be based on the Creator, yet there are hundreds of different religions with different scriptures and practices,” said Lee. “These religions then have disputes with each other, bringing disgrace upon God. It is through this that corruption has manifested itself throughout religious denominations.” “The true God does not create conflicts that kill people,” said Lee. “When religions, which have all become corrupt, offer themselves to the true God and unite under the Creator, then the conflicts between these religions will be resolved, and world
peace will be achieved. The true God, who is the source of all blessings, will reign over the world, and He will unite with religion which has become one.” Religious leaders from over 120 countries came together on common grounds during the event. “Mr. Lee’s relentless pursuit of peace has brought us together here to truly become allies and messengers of peace,” said Archbishop Antonio Ledesma, archbishop of Cagayan de Oro “to make many warstricken regions like Mindanao all over the world, a peaceful, harmonious, and thriving place.” With Ledesma, former Cardinal Archbishop of Manila Gaudencio B. Rosales also gave a congratulatory remark at the opening ceremony of the summit. The opening day ceremony of the WARP Summit began at the Seoul Olympic Stadium, showcasing a card section performance and fireworks involving over 12,000 members of different youth organizations, each holding cards synchronized to music while displaying stadium-sized images and messages. On the second day of the WARP Summit, religious leaders proclaimed they would transcend religious denominations and embark upon the establishment of the unity of religions in order to bring about world peace. HK protesters scrap talks with gov’t after clashes HONG KONG, October 3, 2014 (AFP) - Hong Kong student leaders have called off talks with the government aimed at bringing an end to mass pro-democracy rallies, accusing police of failing to act over violent attacks on their protest camps by opposition crowds that included Beijing supporters. Ugly scenes in several districts Friday saw protesters who had staged a peaceful week-long sit-in left injured and bloodied after groups of angry opponents, some waving Chinese flags, started clashes while police struggled to maintain control. Hong Kong’s main student union said it was walking away from negotiations after police appeared to ignore what it claimed was orchestrated violence carried out by paid thugs from “triad” criminal gangs sent to stir up trouble. “There is no other option but to call off talks,” said the Hong Kong Federation of Students (HKFS), one of several groups driving a campaign for free elections that has brought tens of thousands of people onto the streets of the semi-autonomous Chinese city. “The government and police turned a blind eye to violent acts by the triads targeting peaceful Occupy protesters,” the union added, referring to Occupy Central, another prominent group. Hong Kong’s embattled leader Leung Chun-ying, facing calls to resign but firmly backed by Beijing, had promised students talks with a top civil servant in an attempt to end the stand-off that has posed the most serious challenge to China’s ruling Communist Party in years. US to provide $17.68-M to boost PHL law, maritime law enforcement capabilities, judicial reforms WASHINGTON, D.C., September 30, 2014 –The Philippines will be receiving more than $17.68 million in assistance from the United States as part of Washington’s commitment to help Manila enhance its law enforcement and maritime law enforcement capabilities and support justice sector reforms. The Philippine Embassy said the assistance will be provided under Amendment 3 to the 2011 Letter of Agreement on Narcotics Control and Law Enforcement that was signed by Ambassador Jose L. Cuisia, Jr. and Assistant Secretary of State for International Narcotics and Law Enforcement William Brownfield at the Department of State last Thursday. Ambassador Cuisia said the agreement also covers funding to help the Philippines strengthen its capacity to address extrajudicial killings and other human rights cases. “As early as 2003, the Philippines and the US have been working together to strengthen the institutional capability in the area of narcotics control and law enforcement,” Ambassador Cuisia said, noting that the cooperation has expanded in the past decade to include combating trafficking in persons, child sex tourism and alleged extrajudicial killings. “Both our countries perceive these challenges as common threats and we welcome the opportunity to work with the US Government to eliminate these threats that scourge our people,” Ambassador Cuisia added. Ambassador Cuisia said the funds will be used primarily to support the Global Security Contingency Fund Program (GSFP) to prepare the Philippine National Police (PNP) and the Philip-
pine Coast Guard to assume increased responsibility for combating terrorism and maintaining internal peace and security in the lands and waters of the southern Philippines. He said the funds will also be used to support the Southeast Asia Maritime Initiative project to assist further development of operational and institutional capabilities of the Coast Guard and PNP Maritime Group. Ambassador Cuisia said the agreement will also cover funding for the Law Enforcement Support Project that seeks to help develop and institutionalize professional skills training within the PNP and other law enforcement entities as well as the Southeast Asia Regional Maritime Law Enforcement Development Project that seeks to strengthen regional coordination and law enforcement activities concerning maritime issues. “This Agreement will once again prove to be good to both the Philippines and the United States and for the entire Southeast Asia,” said Assistant Secretary Brownfield. “With better enforcement and better ability of the Philippines to police its reefs, islands and other claims, the Agreement will be beneficial to the rest of the world.” Also to be funded is the Justice Sector Reform Project that seeks to assist in institutional reform efforts aimed at strengthening the Philippine criminal justice system and provide professional skills training to the justice sector. AFP needs P300B to become military heavyweight MANILA, Oct 3 (Mabuhay) – What will it take for the “lightweight� Armed Forces of the Philippines (AFP) to become a “heavyweight� and stand up to nations that are bullying the Philippines? Money. Lots of it. General Gregorio Catapang, AFP Chief of Staff, said Friday following a Senate hearing of the Department of National Defense’s (DND) budget that nearly P300 billion will be needed over at least a decade for the AFP’s modernization program. He described the modernization program as being divided into three “horizons.� The first, which costs P85 billion, will help the Philippines achieve a “minimum credible defense posture� in protecting the country’s territory. “The second horizon is another P85-P100 billion which will take six years, while the third horizon is P100-P125 billion and another six years for military hardware and also bases development,� Catapang told reporters in an ambush interview. “We can think of it like boxing where the first horizon is the bantamweight, then the second horizon is the middleweight, and eventually the third horizon is heavyweight,� he said. They had initially asked for P40 billion for modernization but were given only around P30 billion, Catapang said. During the hearing, Senator Loren Legarda asked Defense Secretary Voltaire Gazmin how the military was ensuring the security and integrity of the Philippine territory given the reduction of their budget. “Right now we rely only on what we have,� Gazmin said. The AFP recently was able to acquire two ships, the BRP Gregorio del Pilar and the BRP Ramon Alcaraz, from the United States coast guard. Legarda also asked how the AFP was monitoring and countering China’s reclamation activities and expansionist policy in the South China Sea despite lack of funds. Gazmin said, “We were given specific instructions by President Benigno Aquino III not to disturb the status quo. We do have funds for the improvement of Pagasa airport but this is now held in abeyance because of the case we have filed in [the international arbitration court].�

Japan visa process eased for Filipinos MANILA, Oct 1 (Mabuhay) – Japan has begun the “substantial relaxation� of visa requirements for Filipinos as well as citizens of Indonesia and Vietnam, the Japanese Embassy in the Philippines announced Tuesday. “From September 30, the substantial relaxation of multiple visas will commence for these three countries. Specifically, in addition to the relaxation of visa issuance requirements, the period of validity will be extended for up to five years,� the Japanese Embassy said in a statement. Applicants may also apply for a visa even if they are not in their country
by going to the Japanese diplomatic post of whichever country they are in. “Following this measure, in November, the application procedure for single tourism visas for participants of package tours that are handled by registered travel agencies will be simplified for these three countries,� the statement said. “These measures are expected to contribute Japan as a tourism-oriented country with the even higher goal of attracting 20 million foreign visitors, the growth strategy, as well as the promotion of people-to-people exchanges,� it said. NDRRMC: Over 2 million people affected by TS Mario MANILA, Sept 30 (Mabuhay) – More than two million people have been affected by Tropical Storm Mario (Fung-Wong) as of Tuesday morning, the National Disaster Risk Reduction and Management Council said. In its update, the NDRRMC said Mario had affected 453,190 families or 2,052,141 people in 2,145 barangays in 27 provinces. Of these, 2,020 families or 8,293 people are still inside 35 evacuation centers. The death toll remained at 18, with 16 injured and four still missing. At least 2,256 houses had been de-
stroyed while 9,335 were damaged in Ilocos, Cagayan Valley, Central and Southern Luzon, Bicol and Cordillera. Damage caused by Mario amounted to P3,399,424,192.51, including P585,357,721.02 in infrastructure and P2,814,066,471.49 in agriculture. Meanwhile, 32 roads and two bridges remained impassable in Ilocos, Cagayan Valley, Central Luzon, Calabarzon, Bicol, Central Visayas, and Cordillera. Drilon: Senate pushing to amend economic provisions in Charter before Aquino term ends MANILA, Oct 1 (Mabuhay) – With barely two years left under the Aquino administration, the Senate has no choice but to give its “best shot” to the proposed amendments to economic provisions of the Constitution, Senate President Franklin Drilon has said. Speaking at the Law Day Celebrations and Induction Ceremonies Tuesday, Drilon reiterated his full backing on the proposed amendments to the Constitution which are now being tackled at the House of Representatives. “We support the effort in the House of Representatives to push amendments to the
economic provisions of the Constitution phrase by inserting the “unless otherwise provided by law,” so we should be able to review our economic policies without the need of amending our Constitution,” he said. “We support this approach in amending our very stringent economic policies, in order that we could keep pace with a fastpaced economic environment.” But Drilon added, “Given that we only have less than two years, I am sure that you, who are sitting there, would say that this is a tall order.” “Even rocket science could not figure
out how this could all be done given the limited time,” he said. Drilon, however, pointed out, that the Senate was already in receipt last month the

3 of 5 Pinoys oppose Cha-cha, removing presidential term limit MANILA, Oct 2 (Mabuhay) -- Roughly three out of five Filipinos do not want the 1987 Constitution amended at this time, though nearly half of them are open to having it amended sometime in the future, according to a new survey by pollster Pulse Asia. The survey conducted from September 8 to 15 also showed 62 percent of Filipinos do not want the Charter amended to allow a second term for President Benigno Aquino III. “For 62 percent of Filipinos, there is no need to amend the 1987 Constitution at the present time – with 32 percent opposed to Charter change at any other time and 30 percent being open to charter change at some future time,” it said. Also, it noted opposition to Charter change now is the majority sentiment in each geographic area at 61 to 68 percent and socio-economic grouping from 56 to 65 percent. In contrast, about 20 percent of Filipinos said the Constitution should be amended now, while 18 percent “can’t say” if the Charter should be amended at this time. The survey also showed 62 percent of Filipinos are not in favor of President Benigno Aquino III running for the presidency after his term ends in 2016. “Around six in 10 Filipinos (62%) are not in favor of President Benigno S. Aquino III
running again for the presidency after his term ends in 2016, that is, should the 1987 Constitution be amended to allow for the reelection of an incumbent chief executive,” Pulse Asia said. Under the present Constitution, the president is entitled to only one six-year term. In August, Aquino said he was now open to amending the 1987 Constitution to limit the judiciary’s reach on the executive and the legislature. In a television interview, Aquino said the present Charter – which was drafted and approved early during the term of his mother, the late President Corazon Aquino – does not balance the powers of the three government branches. Against second term for Aquino The Pulse Asia survey said that when the people were asked if they are in favor of Aquino running for president again should the Constitution be amended and the president be allowed to run again, 62 percent answered they were not in favor while only 38 percent said they were. The opposition to Aquino running again for the presidency was the sentiment of 67 percent in Metro Manila, 71 percent in Balance Luzon, 52 percent in Mindanao and 50 percent in Visayas; and 63 percent in Class ABC, 65 percent in Class E and 61 percent in Class D.

‘A Bug’s Light!’ Brings electrical safety lessons to thousands of students in SCE service area ROSEMEAD, Calif., Sept. 30, 2014 – Sparky the Wonder Bug will entertain thousands of elementary school students across Southern California Edison’s (SCE) service territory beginning this week, teaching youngsters about electrical safety through a live theatre production of “A Bug’s Light!” The superhero insect, star of the interactive safety learning production staged by The National Theatre for Children (NTC), actively engages students in learning what they and their families can do to stay safe around electricity. Youngsters from more than 30 elementary schools are scheduled to see the live performance, which runs through Oct. 24 in Visalia, Palmdale, Downey, South Gate, Oxnard, Corona, Moreno Valley, Garden Grove, Ventura, Santa Ana, Inglewood, Baldwin Park, Long Beach, Pomona, Compton, Redlands, Rialto, Moreno Valley and other cities. MANILA, Oct 3 (Mabuhay) – The group behind a full-page newspaper ad urging President Benigno Aquino III to seek re-election in 2016, finally came out and said its members are determined to gather an initial two million signatures by November 30, which it will present to the President. At a press conference on Friday in Quezon City, Atty. Melvin Matibag, the lead convener of the Movement for Reform, Continuity and Momentum (MORE2COME), said that in the next three weeks, the group will formally launch its campaign to gather eight million signatures to encourage Aquino to run again in the 2016 polls. Also, Matibag said the signature drive will start in Metro Manila but will be launched in the provinces in the coming months. “Dito muna natin sa Metro Manila uumpisahan. Ang target natin ay makakuha ng two million signatures by November
30, Bonifacio Day, at maipadala ito sa Malacañang,” Matibag said. “We are very confident that we can achieve this initial target,” he added. The group said Aquino’s re-election is possible by amending the 1987 Constitution, noting that the administration has the numbers in Congress to initiate Charter change. Aquino: Govt ensuring energy security amid looming power crisis
MANILA, Sept 30 (Mabuhay) – President Benigno Aquino III on Tuesday assured private sector stakeholders that the government is ensuring the country’s energy security amid a looming power crisis next summer. During the Energy Smart Philippines conference in Pasay City, Aquino vowed government support for efforts to tap renewable energy sources, which he said can produce 9,931 megawatts by 2030. “As early as now, it is of absolute importance to continue exploring and investing on clean and renewable energy sources,” the President said. He added that the Department of Energy (DOE) is committed to its energy efficiency program, which aims to reduce the country’s power consumption. At the same time, Aquino assured the private sector that the emergency powers he is asking from Congress to avert a power crisis next summer will not be abused. “Government intervention is meant only to address the shortage. The sole goal of this initiative is to ensure that our economy does not lose its momentum in the event of an energy shortage,” he said. Aquino is asking Congress for authority to contract additional generating capacity to address the 300-megawatt (MW) projected deficit for next year, and to generate another 300 MW in power reserves. The President intends to invoke Section 71 or the Electric Power Crisis Provision under Republic Act 9136 or the Electric Power Industry Reform Act (EPIRA). Senate President Franklin Drilon earlier expressed willingness to heed Aquino’s request, although Senate energey committee chairman Sergio Osmeña III said other options are available to the government to deal with the looming power crisis. On the other hand, House Majority Leader Neptali Gonzales II, Aquino’s ally, wanted to clarify why the government will have to rent the additional generating capacity for 2 years, when it is only needed for 3 months. Masikip na,” Brillantes told reporters Wednesday at the sidelines of the opening of the Overseas Voter Registration Center at the Blas Ople-Overseas Workers Welfare Administration Development Center in Intramuros, Manila. He said Congress should pass the amendments before October next year. “The filing of certificate of candidacy is in October of 2015, therefore the amendments should be finished before the filing of the certificates of candidacy,” Brillantes said. He said Congress can also convert itself into a constitutional assembly then submit their proposed amendments for a plebiscite. Still, Brillantes said the plebiscite should be held three months before the filing of certificates of candidacy. This scenario, according to Brillantes, is also not very feasible. He added another problem is the lack of budget for the conduct of plebiscite next year after the Department of Budget and Management cut the
Comelec budget. Senate President Franklin Drilon, meanwhile, said the Senate supports the effort in the House of Representatives to push amendments to the economic provisions of the Constitution phrase by inserting the “unless otherwise provided by law.” In a speech before the members of the Philippine Bar Association Tuesday night, Drilon said the amendment would enable the Congress “to review our economic policies without the need of amending our Constitution.” “We support this approach in amending our very stringent economic policies, in order that we could keep pace with a fast-paced economic environment,” he said. General Razon and 32 other police officers and civilians were involved in the anomalous bogus repairs of armored vehicles. The cost of the reported repairs done from 2007 to 2008 was a whopping P358.88 million. Another PNP General is also awaiting trial for graft and technical malversation of public funds. General Eliseo De La Paz, his wife and nine other PNP officials are facing criminal charges before the Sandiganbayan. In 2009, General De La Paz and his wife were arrested by the police and prevented from departing from Sheremetyevo International airport in Moscow after they were caught carrying 105,000 Euros (P6.8 million) in cash that was way above the limit that can be carried out of the country. Both he and his wife were on their way back to the Philippines when they were apprehended by airport police. De La Paz and all co accused are currently facing five counts of graft and three counts of illegal use of public funds. These cops sure have a way of getting so much cash on their hands, whether they were stolen, given as “gifts� by friends or through huge discounts on purchases, is something that needs to be dealt with. The mortgage payments are based on $300K, therefore the homeowners either not been told or did not understand that they have a “Balloon Payment� at the end of the term or when they decide to sell or refinance their home. With the current value of the house now, this borrower still cannot refinance because the property is barely hitting the actual balance of $500K which is what the actual payoff balance is! There are a lot of modifications that are structured this way and homeowners are in denial about the “Deferred Balance or Balloon Payment� clause that is in the contract of the Modification Agreement. My recommendation is that this borrower should not refinance even if the rates are higher because their mortgage payments are only based on a $300K principal calculation. I would like to buy a house instead of renting but I am on a fixed retirement income? Caller: My rent is due to increase in a couple of months and I think I might
be better off buying a house than renting. However, I am retired on a fixed income and has some boarders that can follow me to buy a house, what is your recommendation? Would you rather just be spending your retirement funds vacationing a couple of times a year? This retiree also will have to use up all his savings to buy a house and be left with no emergency funds? Unless you have excessive retirement savings and you would use up about 4050% for down payment and be left with another half for an emergency, I would not recommend taking on a debt at as your retirement gift for yourself. Grape compound shown to help fight acne: study (Relaxnews) - After heart and dental health, a team of US scientists has found that a compound found in grapes and red wine could also play a role in fighting acne. Though for some, red wine can cause the skin to flare up in a rosy flush, scientists at the University of California, Los Angeles (UCLA) wondered if they could take the same heart-healthy antioxidant properties of its star ingredient, resveratrol, and apply it to the treatment of acne. Resveratrol is found in the skin of grapes. After combining the antioxidant with the common acne medication benzoyl peroxide, researchers found that resveratrol enhanced the drug’s ability to kill acne
by by inhibiting the growth of zit-causing bacteria. Resveratrol works by halting the formation of free radicals, which cause cell and tissue damage. Benzoyl peroxide, meanwhile, is an oxidant that works by creating free radicals that kill the acne bacteria. And though, in theory, the two compounds should cancel each other out, researchers found that the two elements actually worked in tandem to fight bacteria: one aggressively killed it, while the other offered prolonged antibacterial effects. “It was like combining the best of both worlds and offering a two-pronged attack on the bacteria,” said senior author Dr.
Jenny Kim in a statement. For their research, scientists grew colonies of the acne-causing bacteria called Propionibacterium and added various concentrations of resveratrol and benzoyl peroxide. On its own, they found that while benzoyl peroxide was able to kill the bacteria at all concentration levels, the effect failed to last beyond 24 hours. Resveratrol, when applied alone, wasn’t able to kill the bacteria as aggressively as benzoyl peroxide, but it was able to inhibit new growth over a longer period of time. But when applied together, the combination proved the most effective at reduc-

In the study, researchers from the University of Michigan evaluated 1,991 participants in Great Britain’s Walking for Health, a program that
encourages and organizes community walks. Their sample included people who participated regularly in group nature walks, and those who didn’t. All participants were screened for demographics, then for mental well-being, and data was quantified on a variety of assessment scales. Statistical analysis showed that those who had recently experienced a stressful event such as serious illness, marital separation, unemployment or the death of a loved one experienced mood upswings that lasted after their walks. Participants were compared to a statistically matched control group of subjects who were not active in Walking for Health. The paper was published in the journal Ecopsychology.

The 22-year-old singer took to Instagram on Monday to lament the “bullying” she has received time and again from Filipino viewers despite her achievements on the international stage. Since she debuted on American television in 2007, Charice has gone on tour with Canadian composer David Foster, released albums internationally, nabbed a guest role in the TV musical “Glee,” and appeared in the comedy movie “Alvin and the Chipmunks: The Squekquel,” among others. Despite these achievements, according to Charice, Filipino viewers tend to dwell on her supposed shortcomings and continue to criticize her for her looks, her personal life, and more recently, her sexuality. In June 2013, Charice made international headlines when she confirmed that she is lesbian, ending months of speculation. Charice said that whenever she appears on local TV, she hesitates to open her social media accounts for fear of seeing the latest bout of criticisms directed, not at her performance, but at her person. Kuh Ledesma: Revisiting the past, laying claim to the future Kuh Ledesma, one of the more iconic singers of her generation with over 20 studio albums to her name, acknowledged that there are more talented singers today than before. Still, she believes talents like herself can hold a candle to the best of them today. “Siguro may mga tao na hindi nakarinig ng songs namin before pero I believe na there’s still a market for our kind of music,” Ledesma said. Asked what is different about today’s music, Ledesma answered, “Ibang-iba na talaga… siguro napakalaking napansin ko eh, wala na ’yung tipong disco.” Ledesma started her music career with the band Lastiko in her hometown of Bacolod. Later she went to Manila and joined Music & Magic. The rest is history. Ledesma divulged that she is planning to write a book about her music career but that might have to wait. “Marami pa kasi akong gustong gawin. So, ’yung book hindi ko pa alam kung matatapos this year,” she said. After 35 years, Ledesma will reunite with Music & Magic for a concert to be held on Oct. 3 at the PICC Plenary Hall in Pasay City. Ledesma is thankful for the chance to work with old friends. She shared that
the concert is not merely about nostalgia. “Nagkaroon kami ng reunion kasi gusto ko maka-influence ang music namin dati… kasi wala nang gumagawa ng shows na katulad nung sa amin dati,” she said. Music & Magic took a break from performing in 1986. Ledesma explained that everyone wanted to branch out. “More doors were opening up for us individually… we wanted to try new things,” she said. Aside from Ledesma, the band included Jet Montelibano, Fe de los Reyes, Eva Caparas, Angeli Pangilinan, Toto Gentica, Hector Pedero, Butch Elizalde and Nonoy Mendoza. After the band’s dissolution, Montelibano, Pangilinan, Elizalde and Pedero ventured into promoting concerts and managing artists; de los Reyes and Caparas migrated to the US; Gentica went into producing commercials and other entertainment projects; while Mendoza played Mendoza played drums for the band 8-Track. Of course, Ledesma went on to enjoy a solo career that included several movie appearances. Ledesma said she is grateful to be part of a band that she considers her “second family.”

California becomes first US state to ban plastic bags LOS ANGELES, September 30, 2014 (AFP) - California became the first US state Tuesday to ban single-use plastic bags, as Governor Jerry Brown signed the measure into law. Under the legislation, single-use bags will disappear from grocery stores and pharmacies from July 1, 2015, and then from convenience and liquor stores from July 1, 2016. Lawmakers passed the bill earlier this month, and Brown had until the end of September to sign it. “This bill is a step in the right direction—it reduces the torrent of plastic
polluting our beaches, parks and even the vast ocean itself,” Brown said in a statement. “We’re the first to ban these bags, and we won’t be the last.” The bill allows stores to charge 10 cents for paper or reusable bags. Similar bans, backed by environmentalists, are already in place in other California cities including Los Angeles and San Francisco. A ban was opposed by Republicans who argued it would be too much government meddling for small- and mediumsized businesses, and was also contested by bag manufacturers who fear job losses.
California bans paparazzi drones LOS ANGELES, October 1, 2014 (AFP) - California on Tuesday approved a law which will prevent paparazzi from using drones to take photos of celebrities, among a series of measures aimed at tightening protection of privacy. Governor Jerry Brown signed into law a string of legislative bills also including an expansion of one against so-called “revenge porn,” when former lovers share nude photos of their exes online. The drone ban bill, which is aimed at shoring up privacy for the general public but will work equally well for celebrities, was authored by lawmaker Ed Chau. “As technology continues to advance and new robotic-like devices become more affordable for the general public, the possibility of an individual’s privacy being invaded substantially increases,” he said. “I applaud the governor for signing
(the law) because it will ensure that our state’s invasion of privacy statute remains relevant even as technology continues to evolve,” he added on his website. California passed a “revenge porn” law last year, making it illegal to post naked pictures of an ex-partner online and setting a jail term of up to six months for anyone convicted. The new law signed Tuesday allows victims of revenge porn to seek damages in civil court, and also to seek a restraining order to get the offending photos taken down from the Internet. The bill also expands the ban to include “selfie” photos. “Rather than having to argue in court on the grounds of invasion of privacy... lawyers can now pursue relief by directly showing the images were sent without the consent of the victim,” said the bill’s author Bob Wieckowski.
Hackers charged in software theft from US army, others alleged role in the conspiracy, officials said, without identifying the suspect. Officials said Pokora and Nesheiwat pleaded guilty in a Delaware federal court to some of the charges and are scheduled for sentencing on January 13. Pokora was arrested on March 28, at the US-Canada border in Lewiston, New York. Officials said Pokora is believed to be the first person based outside the United States convicted of hacking into US businesses to steal trade secret information According to the indictment, the group hacked into networks to steal the source code, technical specifications and related information for Microsoft’s thenunreleased Xbox One gaming console, and other proprietary data related to the online gaming platform Xbox Live. Other trade secrets stolen were from the Apache helicopter simulator software developed by Zombie Studios for the US Army and a pre-release version of Epic’s video game “Gears of War 3.” The value of the stolen intellectual property and other losses was estimated between $100 million and $200 million. Officials said they had seized over $620,000 in cash and other proceeds from the suspects. This case is being investigated by the FBI, with assistance from the Department of Homeland Security, the US Postal Inspection Service and in coordination with the Western Australia Police and the Peel Regional Police of Ontario, Canada.

First US child dies from enterovirus D68 By Kerry Sheridan
WASHINGTON, October 1, 2014 (AFP) - A child in the northeastern US state of Rhode Island has become the first to die from an ongoing outbreak of a respiratory virus, enterovirus D68, health officials said Wednesday. The child died from an unusual combination of enterovirus D68 - which has infected more than 470 kids across the United States since August—and a staph infection. “Infection by both Staphylococcus aureus sepsis and EV-D68 is a very rare combination that can cause very severe illness in children and adults,” the Rhode Island Department of Health said in a statement. Enterovirus D68 typically causes flu-like symptoms, but in some cases it can cause wheezing and breathing problems that may require hospitalization. A spike in cases among patients nationwide has reached 472 people, most of them children, in 41 states, according to the Centers for Disease Control and Prevention. Concerns have also mounted over the emergence of nine cases in Colorado where children had respiratory infections that were followed by acute neurologic illness, including sudden limb weakness. Experts are investigating whether there may be a link between the enterovirus outbreak and the paralysis cases. Four cases of children who had recent respiratory infections, followed by neurologic illness with limb weakness are also being tracked in Boston, Massachusetts. “At this time, a connection between EV-D68 and the neurologic illness with limb weakness has not been definitively proven,” Boston Children’s Hospital said in a statement. The children range in age from four to 15 years old. One is in intensive care, two are hospitalized and one has been discharged, the hospital added. Some enteroviruses, including D68, have been shown in rare cases in the past to be capable of causing neurologic symptoms and sudden muscle weakness. Viruses in this family typically circulate in the late summer to early fall, before flu season begins in earnest. If the seasons start to overlap, experts say the potential for dual infections could be particularly dangerous for children with asthma. There is no vaccine to prevent EV-D68, and frequent hand-washing is the best way to prevent it, experts say. “We are all heartbroken to hear about the death of one of Rhode Island’s children,” said Michael Fine, director of the Rhode Island Department of Health. “Many of us will have EV-D68. Most of us will have very mild symptoms and all but very few will recover quickly and completely. The vast majority of children exposed to EV-D68 recover completely.”

SAN FRANCISCO, September 30, 2014 (AFP) - Four members of an international hacking ring were charged with cracking the networks of the US Army and developers of blockbuster war video games to steal software, prosecutors said Tuesday. Two of the men entered guilty pleas in the case, which centers on the”cyber theft” of at least $100 million worth of software and data, according to the Justice Department. The hackers are accused of breaking into programs used for the Army’s Apache helicopter pilot training, Microsoft’s Xbox One consoles, and yet-to-be released video games “Gears of War 3” and “Call of Duty: Modern Warfare 3.” Those charged in the case teamed with others in the US and abroad to hack into networks of Microsoft, Epic Games, Valve Corporation, and the US Army, according to the indictment. “Members of this international hacking ring stole trade secret data used in hightech American products, ranging from software that trains US soldiers to fly Apache helicopters to Xbox games that entertain millions around the world,” assistant attorney general Leslie Caldwell said. An indictment returned in April and unsealed Tuesday charged the four with conspiracy to commit computer fraid, theft of trade secrets and other offenses. Those named in the indictment were Nathan Leroux, 20, of Bowie, Maryland; Sanadodeh Nesheiwat, 28, of Washington, New Jersey; David Pokora, 22, of Mississauga, Canada; and Austin Alcala, 18, of McCordsville, Indiana. Police swooped on 40 homes in Malaga in Spain as well as in Sofia, Burgas and Silistra in Bulgaria in “Operation Im-
perium”, Europol said in a press release issued from its Hague-based headquarters. Filipino couple in animal torture videos jailed for life MANILA, September 30, 2014 (AFP) – A Philippine couple have been jailed for life for forcing young scantily-clad women to torture or kill animals for the sexual gratification of online customers, a court official said Tuesday. Victor Ridon and Chita Dorma Ridon were found guilty of human trafficking by a court in the northern city of San Fernando. “As clear as day, the factual evidence points to the accused spouses as the perpetrators of these grievous crimes,” Judge Alpino Florendo wrote in his ruling. Court clerk Allen Sarmiento told AFP the “crush video” ruling, handed down on Monday, was the first of its kind in the Asian country. However Philippine police have also conducted raids against individuals who make children perform sex acts for a global Internet audience. The Ridons were arrested in 2011 and
put on trial in 2012 following a complaint by a US-based animal rights group about animals being tortured or killed for sexual gratification in the Philippines. The court found the couple had forced several babysitters, including one aged 12 and a 16-year-old, to perform in dozens of “crush fetish” videos designed to sexually arouse a certain group of Internet users. The younger girl, in her underwear, was videotaped by the couple crushing a sea snake and beheading a monkey in 2008, it said. The older girl, in a short skirt, performed acts of cruelty to sea snakes, chicks, rabbits, guinea pigs, a puppy, dogs, frogs and rats in 2009, the court heard. The two minors later testified against the couple, who were also given prison terms of between two and 15 years for child abuse and cruelty to animals. They were also fined a total of 9.91 million pesos (about $221,000) each.

Pacquiao ‘pities Mayweather’, vows to play pro basketball GENERAL SANTOS, September 29, 2014 (AFP) - Philippine boxing hero Manny Pacquiao Monday brushed off Floyd Mayweather’s latest taunts, saying he pitied his American rival as he urged him to read the Bible. Pacquiao also assured fans that he would play a few minutes of professional basketball when the new season opens next month even while he trains for a match in Macau in November against unbeaten American Chris Algieri. Despite calls by boxing fans for the
two biggest names in the sport finally to meet, Mayweather has refused to commit to a match but has not refrained from baiting Pacquiao. GM, Chrysler US car sales up in September; Ford’s dip
NEW YORK, October 1, 2014 (AFP) US auto giants General Motors and Chrysler scored solid sales gains in September on robust demand for larger vehicles, but Ford sales slipped, according to figures released Wednesday. Total US light-vehicles sales in September were 1.25 million, up 9.4 percent from the year-ago period, according to industry specialist AutoData. General Motors, the largest US automaker, said sales rose 19 percent from a year ago to 223,437 vehicles, with strong gains in trucks and smaller crossovers. Big gains came in GMC sport utility vehicles and the Chevrolet Suburban SUV, among others. “GM saw strength almost across the board in September” after introducing new trucks and SUVs “at exactly the right time,” said Kurt McNeil, US vice president for sales operations at GM. “We will have improved availability of heavy-duty pickups and large SUVs in the months ahead, and the Chevrolet Colorado and GMC Canyon are arriving in showrooms as we speak. This sets us up to finish the year on a very strong note.” Chrysler, a unit of Italy-based Fiat Chrysler, also reported a 19 percent rise in sales, to 169,890 units, with big gains coming in its Jeep and Ram pickup truck divisions. But Ford Motor said September sales fell three percent from a year ago to 180,175 vehicles. A key factor was lower sales to rental car companies, which were down 40 percent. Edmunds.com analyst Jessica Caldwell said that Ford has been underrepresented in the truck market due to lower inventories ahead of upcoming launches. “Ford has a truck problem right now, and that’s not something you can say very often,” Caldwell said. “But the fact is that Ford is sitting on the sidelines while its competition is engaging a plush market of willing truck buyers. “It’s creating a lot more pressure on the 2015 F-150 to perform – and perform well – once it hits showroom floors.” US sales of Japanese automaker Toyota rose 1.7 percent to 167,279 cars and trucks. SUVs and crossover vehicles “continue to be industry’s hot spots,” said Bill Fay, Toyota group vice president. PARIS, October 2, 2014 (AFP) – Ever had trouble getting out of a tight parking space? Had a crash in a foreign country? And what if your car could avoid a potentially fatal collision with a pedestrian? Carmakers vaunting their latest offerings at the Paris Motor Show this week are increasingly using technology that would make James Bond salivate as they bid to take driving risks and burdens out of customers’ hands. “It’s coming to the point now that because of all these new technologies, carmakers are starting to bring them together towards building vehicles capable of highly automated driving,” said Ian Fletcher, analyst at IHS Automotive. Volvo has pulled out all the stops to showcase its latest high-tech XC90 SUV, putting it on a revolving platform
with rain and snow falling on the sides in a soothing, nature-like decor that contrasts with the loud music and smiling models nearby. “It’s probably the safest car on Earth right now,” boasted Dennis Nobelius, XC90 project manager, as he pointed out a device on the windscreen that allows the car to spot a pedestrian and avoid a collision. Carmakers have for years been working to perfect anti-collision systems involving pedestrians, who, being unpredictable and prone to change direction at a moment’s notice, are more difficult to detect than other objects. Like Volvo, Ford also uses a similar device to spot pedestrians, with in-built cameras and radars to detect and identify a person, and an intelligent algorithm to work out the probability of them crossing the car’s path.
If the technology determines that the car will hit the person, an audible and visible warning signal is immediately sent to the driver. If the driver ignores it, the car automatically brakes. “The industry is working towards the goal of reducing accidents to a minimum, and the governments are also pushing the industry towards this goal,” said Thomas Lukaszewicz, head of Ford’s active safety research in Europe. And while independent test centers had previously given vehicles good safety awards based on the cars’ body structure and equipment such as airbags, they now focus also on so-called active safety – systems that assist the driver in preventing an accident. Volvo’s XC90, for instance, has sensors at the back of the car that can spot a vehicle coming up too fast from behind.

Luxury carmakers crank up sales while keeping the dream alive PARIS, October 3, 2014 (AFP) – Faster, shinier and as inaccessible as ever to mere mortals: the latest luxury cars remain the stars of the Paris Motor Show but manufacturers face a tricky balance between meeting demand and maintaining exclusivity. The latest offerings from Bentley, Rolls Royce and Lamborghini purred onto the stage at the Paris Motor Show, which opens to the general public on Saturday, at a time of record luxury car sales. With a wealth of new super-rich clients in China and the Middle East, the fastgrowing luxury car segment is presenting
a unique challenge to bosses who know their greatest currency is rarity. “If you are producing too many cars you have a problem in selling them, you start discounting and you start destroying the value of the brand, or the dream,” said Lamborghini boss Stephan Winkelmann. “You buy a Lamborghini not because you need a car but because you want a dream to become reality.” In Paris the luxury Italian carmaker unveiled the sporty yet curvy Asterion, its first hybrid supercar. “For Lamborghini it is not about the volume of cars we are selling, it is about
being profitable and always selling less than the demand. This is one of the key sentences in the luxury business,” said Winkelmann. “Last year we sold 2,121 cars, this year will be more and the year 2015, I think we are even going to do more.” The productivity versus rarity conundrum is seen as having contributed to the downfall of once great Ferrari president Luca Cordero di Montezemolo, pushed out of the flashy sports car brand earlier this month. Montezemolo reportedly hoped to keep the red and black brand exclusive
by limiting sales to some 7,000 cars a year, whereas his replacement Sergio Marchionne “chose volume”, said Remi Cornubert, an expert in strategy development at the Oliver Wyman consultancy. While the hyper-luxury car market remains marginal, with only 0.1 to 0.2 percent of the global market, it is “the faster growing segment”, said Jonathon Poskitt, an analyst at research company LMC. Bentley unveiled the latest version of its Mulsanne Speed, which promises to go from 0 to 100 km/h (60 miles/h) in only 4.9 seconds.
