War games to simulate counter invasion SAN ANTONIO, September 18, 2013 (AFP) – The Philippines and the United States launched war games Wednesday at a naval base facing turbulent waters claimed by China, as the allies sought to highlight their expanding military ties. About 2,300 marines from both sides are taking part in the annual maneuvers which this year are being staged alongside the South China Sea and come ahead of President Barack Obama’s planned first visit to the Philippines next month. The Philippines, which has

MANILA, Sept 18 (Mabuhay) – Levito Baligot, lawyer of the whistle-blowers in the pork barrel scam, on Wednesday said his clients will be able to prove that businesswoman Janet Lim Napoles handed money to some members of the House of Representatives. He said the whistle-blowers will also narrate how Gigi Reyes, the former chief of staff of Sen. Juan Ponce Enrile, used to communicate with Napoles. Baligot said there were times when congressmen would go to Napoles’ condominium unit in Pacific Plaza Towers in Taguig and the helpers would hand over to them money from Napoles. “There were no deliveries [to the houses of congressmen]. They received it at JLN Corporation. Regardless of whether they are partners or not, the fact is – tumatangggap sila e. There were instances when Mrs. Napoles met with legislators
outside JLN Corporation at duon niya binibigay. Remember, she had personal assistants who go with her on meetings. Sometimes, the agents of legislators also go to her house and it is the kasambahays who give the money,” he said in the interview. Borje and his media career. AFP warns MNLF rebels to surrender ZAMBOANGA, Sept 18 (Mabuhay) – Philippine soldiers pursued heavily armed rebels through the streets and homes of a major city Wednesday, warning they would be killed or captured unless they surrendered. About 200 members of the Moro National Liberation Front (MNLF) sailed into the southern port city of Zamboanga on September 9 to stake an independence claim and derail peace talks aimed at ending a decades-long insurgency. Eighty-six MNLF gunmen, as well as 11 soldiers and four civilians have already died in the ensuing conflict, which has seen street battles in neighborhoods occupied by the rebels as well as military helicopter rocket attacks. Military spokesman Lieutenant Colonel Ramon Zagala said fresh fighting took place Wednesday, and soldiers had orders to “neutralize” the remaining 3040 rebels, who were roaming through houses in urban areas. “We will continue with our calibrated military response until they are neutralised, either through being killed or captured, or they surrender,” he told AFP. “We want to let them know there is no dishonour in surrendering, when that saves lives.” MNLF leader Nur Misuari had reportedly called for safe passage for his men back to their island strongholds as part of a failed ceasefire initiative, but President Benigno Aquino rejected the condition. MNLF Commander Habier Malik ‘moving from house to house’ – AFP official MANILA, Sept 18 (Mabuhay) – Moro National Liberation Front Commander Habier Malik remains in Zamboanga City and is “moving from house to house,” a military official said Wednesday. “We believe that Commander Malik is still here [Zamboanga City] and that now they are currently moving from house to house,” imilitary information chief Lt. Col. Ramon Zagala said. But Zagala refused to disclose the exact location of Malik, even as he assured the public that the military is fully committed to finding the elusive MNLF leader. Government security forces have been engaging MNLF fighters since September 9 when the rebel group tried to hoist their flag at the Zamboanga City Hall. As of early Wednesday, the Philippine National Police said 80 percent of the six villages occupied by the MNLF gunmen have been reclaimed by government forces. At present, the military is conducting clearing operations in Zamboanga City while they are tracking Malik.
Still, Zagala maintained that even though they are now undertaking clearing operations, this doesn’t mean there is no more threat from the MNLF. “Well from the start of our operations, from containment to constriction to gradual constriction, we are now slowly moving to clearing. So hindi pa po tapos ang ating mga operasyon at patuloy po ang ating pag-clear nitong mga areas of interest natin,” he said in the same television interview. Zagala added that it’s imperative to finish clearing operations to engage Malik’s group soonest. As part of the clearing operations, the military on Tuesday captured the KGK Building along R. Lustre Street in Barangay Catalina, which is believed to be the command post of Malik. “Yung KGK building po ay hawak na po natin. Cleared na po natin yan,” Zagala said. No reinforcements? Meanwhile, Zagala clarified earlier reports that the MNLF fighters encountered by government forces in Barangay Mampang were reinforcements from the armed group.
“Itong mga na encounter natin sa Mampang, these are the forces that fled. Nanggaling yan dito sa Sta Catalina, Sta Barbara area,” Zagala said, adding: “So hindi po yan reinforcement, liliwanagin ko lang. Sila po ay tumatakas na umabot hanggang Mampang.” It was earlier reported that MNLF reinforcements were the ones who abducted Senior Superintendent Jose Chiquito Malayo in Barangay Mampang. He was released hours later. Malayo has since denied that he was abducted, saying he had walked into the MNLF lines in order to ask them to release the hostages and for them to stop fighting. The Zamboanga crisis is now on its tenth day with at least 90 people killed. Figures from the military show that of those killed, 72 were MNLF gunmen, eight soldiers, three policemen and seven civilians. A total of 150 hostages have either been rescued by authorities or released by the MNLF gunmen. Four other hostages have escaped from custody. (MNS)
AFP warns Zambo residents vs returning to at least five villages MANILA, Sept 19 (Mabuhay) – Residents in at least five villages in Zamboanga City were warned Thursday against returning to their homes as the danger of encounters with the Moro National Liberation Front may still be there. Armed Forces of the Philippines public affairs head Lt. Col. Ramon Zagala said a sixth village is also being watched as it may be used
by the MNLF as an escape route. “We discourage na bumalik sila sa five to six barangays,” Zagala said. He said these include Sta. Barbara, Rio Hondo, Sta. Catalina, Mariki, and Talon-Talon. Zagala said a sixth village, Talon-Talon, is an “area of interest” because it could be a “possible withdrawal route” of the MNLF. “Ang area na ‘yan posible rin na ma-with-

The MNLF had engaged government forces in a standoff since September 9, though the government had noted several MNLF members surrendered in recent days. BI detains 14 cyber crime suspects MANILA, Sept. 19 (Mabuhay) – The Bureau of Immigration has detained 14 foreigners arrested by the police last month for involvement in cyber crimes. BI Officer-in-Charge Siegfred Mison disclosed the bureau arrested the nine Taiwanese and five Chinese nationals after learning they had posted bail and were about to be released from the Las PiĂąas City Jail. He said the foreigners will remain behind bars at the BIDetention Center in Bicutan, Taguig while undergoing deportation proceedings. But Mison stressed that the BI will not deport the aliens until the court has rendered its verdict on their case. “If convicted, they will have to serve their sentences first before being deported,â€? he said, adding the aliens’ detention at the BI jail will ensure they do not leave the
country while under trial for their crime. Mison declared that the BI’s “good guys in, bad guys outâ€? campaign is in full swing and that more arrests of illegal aliens will be made in the next few weeks. According to Atty. Jose Carlitos Licas, BI acting intelligence chief, the foreigners were among the 35 Chinese and Taiwanese nationals arrested by police anti-cyber crime operatives in Manila, Las PiĂąas City, and Imus, Cavite last Aug. 6. Licas said members of the PNP’s Anti-Cyber crime Group raided the suspects’ lairs on the strength of a search warrant issued by the Manila Regional Trial Court Branch 46 Judge Rainelda Montesa. The lawmen reportedly seized from the suspects several gadgets, including computers, internet routers and credit
cards, used in their illegal activities. Police said the cyber crime syndicates have victimized many rich people in Mainland China and Taiwan who were coerced into giving large sums of money after being blackmailed by the suspects. Charges of violating the Access Devices Regulation Act were later filed against the aliens before the Department of Justice. Meanwhile, the BI said it is searching for a new home. Ma. Angelica Pedro, BI spokesperson, said: “We need a bigger space to accommodate the growing number of immigration personnel. “Right now, we have 2,000 plus BI employees and we must find a new place within six months.�(MNS)

SC stops construction at Gokongwei petrochem facility MANILA, Sept 20 (Mabuhay) – The Supreme Court has stopped the Gokongweis from constructing a perimeter fence for a petrochemical facility in Batangas province, after residents complained of possible harmful effects to nearby communities. In a notice of resolution dated September 17, obtained by the media on Friday, the high court sitting en banc issued a temporary environmental protection order against the construction of the facility of the JG Summit Petrochemical Corporations (JGSPC). JGSPC is a company under the Gokongwei-led JG Summit Holdings Incorporated, one of the largest conglomerates in the Philippines. “The court resolves to... issue a temporary environmental protection order ordering the respondents and any person acting on their behalf to stop the construction of the subject perimeter fence in the JGSPC Compound in Batangas City,� read the notice. The fence is being built for a naptha plant that is planned to be erected near the boundary of the petitioners’ Barangay Ibaba and Barangay Simlong. In their petition, the residents of Barangay Ibaba accused the JGSPC of grossly violating their right to a “balanced and healthful ecology� as guaranteed by Section 16, Article II of the 1987 Constitution, when the firm closed the river and began to construct a high perimeter fence. “Now, petitioners area and houses would surely (be) submerged and would be flooded after the respondent JGSPC has commenced the construction of high perimeter fence clearly blocking the free flow of rain water coming from petitioners place, surrounding areas and from the mountain as well,� the petitioners said. The residents argued that the JGSPC started building the fence even if it had not yet set up a canal that would be the alternate passageway of the water coming down from the mountains. The petitioners said JGSPC violated Section 2 of Republic Act 9275 or the Clean Water Act which provides a promotion of “environmental strategies and use of appropriate economic instruments.

(d) Employer must comply with employee requests to pay overtime hours worked in money instead of comp time for any comp time accrued for at least two pay periods. (e) Employers must keep records that accurately reflect comp time earned and used. Many employees receive comp time as extra compensation for having worked

‘On The Job’ reaps rave reviews at NYC press screening ‘On The Job’ garnered high acclaim from the New York media during its press screening recently. Indiewire even compared it to Infernal Affairs and The Departed, calling it “very intense� and “definitely a tough, politically knotty film.� On the Job twice earned comparison to Infernal Affairs, the 2002 Hong Kong crimethriller film directed by Andrew Lau and starring Lau and Tony Cheung. “Somewhere in that confusing mess there is a real story – in the same way that Infernal Affairs was,� said Stuart Lee of WNYN TV. Can I renew an existing domestic violence restraining order? The family court’s could grant initial restraining orders, protecting victims of domestic violence, for a period of up to 5 years under family code §6345(a). This includes personal conduct orders, stay-away orders, and residence exclusion orders. A recent client told me about her house in foreclosure. The husband had lost his job, and she was also unemployed. With two young children to worry about, the couple had to make some tough decisions. We determined that the house had no equity, the mortgage loans were at least $150,000 more than the value of the property, and the monthly payments were $3700.00 a month. The couple decided to focus on cash flow. To let the house go, and move into a rental which would cost half of the current mortgage. They chose to arrange a “short sale” of the property, since this would have lesser implications on their credit report, and possibly help pay their move, with money from the Harp 2 program. They decided to file a bankruptcy, eliminate all debts, and focus on the family. The short sale process will prolong the time she can stay in the house.

Perez, the court of appeal held that a trial court should have renewed a restraining order that was to expire after 2 years for a full 5 years, instead of only an additional 2 years, pursuant to family code §6345(a). Avalos v. Perez (2011) 196 CA4th 773, 127 CR3d 106. In that case, a woman who obtained a 2 year restraining order in 2008 against her ex boyfriend petitioner for a 5 year extension of that order in 2010. The woman alleged that her boyfriend now knew where she worked and that she feared he might initiate contact with her. The granted the woman’s renewal request but only issued it for 2 years. The woman then appealed. The court of appeal held that the trial court should have renewed the restraining order for a full 5 years, pursuant to family code §6345(a).

Question: If I have a derivative status that does not permit me to work, what can I do? Answer: You could always apply for a change of status when you get to the U.S. For example if you come to the United States on H-4 status, you could always apply for an H-1B yourself or a myriad of other types of status where you are no longer the derivative beneficiary, but the primary applicant. Question: Will my children be able to goto school if they are here on a derivative status? Answer: That also will depend on the type of derivative status. E-2 and L-2 will allow going to school without a problem (as long as not college). Otherwise, there has to be a change of status to F-1. Question: If one of my children is now 20, but my husband got an H-1B for 3 years, will my child also get derivative status for 3 years? Answer: No. The moment your child turns 21, his derivative status is over. Even if the I-94 states it is good for 3 years, by operation of law, it will terminate the day he is 21 years old. Therefore, it would be in your interest for him to file for a change of status a few months before, such as to F-1 to be a student. Question: Are derivative beneficiaries also the spouse and unmarried children under 21 years old? Answer: Actually, that is most of the time. However, there are certain visas which in actuality have a broader range of derivative beneficiaries, and therefore, make it a better choice if you qualify. For example, visas such as the U and T allow a broader range of derivative beneficiaries.
Question: What about the Green Card? Are there also derivative beneficiary’s? Answer: Yes, in much the same manner. Except when the Green Card or Lawful Permanent Residency is involved, it will result in the Green Card being issued. Therefore, you want to make sure to apply in plenty of time as in some cases, it will take years for the visa number to become current. There might be some ways of getting a derivative Beneficiary if the child is over 21 years old if they fall under the Child Status Protection Act. Fire burns for ageing MNLF leader Nur Misuari: ‘We don’t want to be part of the PHL anymore’ By Cecil Morella
Manila, September 19, 2013 (AFP) – Nur Misuari, a charismatic Muslim leader who set the Philippines’ south ablaze with rebellion decades ago, is back doing what he does best after a less-than-successful fling with peace. At the age of 71, the former academic is orchestrating a stand-off in the southern port city of Zamboanga that has claimed more than 100 lives and put him back in the national spotlight. “We don’t want to be part of the Philippines anymore,” Misuari told supporters in his Jolo island stronghold on August 12 as he declared himself the president of the “Bangsamoro Republik” and railed against national government authorities. “Their presence in our homeland is illegal, unlawful, illicit. They should pack up and leave.” A firebrand orator from an influential clan of the Tausug, a warriorlike seafaring tribe, Misuari rallied thousands of fellow Muslims in the early 1970s to take up arms for a separate state in the southern Philippines. He was continuing a tradition for Muslims in the south of the mostly Catholic Philippines who had for centuries resisted outside Christian rule – whether that be Spanish, American or Filipino. Misuari was a young political science professor at Manila’s prestigious University of the Philippines when he established the Moro National Liberation Front (MNLF) to launch a war for independence. The conflict, which eventually took on other forms with the emergence of other rebel groups, has gone on to claim about 150,000 lives. Misuari went into Middle East exile after a 1976 truce, then returned a decade later following the fall of dictator Ferdinand Marcos to begin negotiations with democratic governments in Manila. He eventually agreed to a peace pact in 1996, with the MNLF laying down its arms in return for self-rule in parts of the southern Philippines and Misuari as the autonomous region’s governor. Political life less successful for the revolutionary But life for Misuari as a bureaucrat and politician would prove to be far less successful than as a revolutionary leader. As head of the Autonomous Region in Muslim Mindanao (ARMM), he was finally in a position to help alleviate devastating poverty, corruption and violence in the south, and work to end the oppression that the millions of Muslims there feel. Instead, he established a reputation among the political elite, the national media and some Muslims as an aloof administrator who was more concerned about his own interests. They argue he wasted the hundreds of millions of dollars in development funds he controlled. “Some say he blew his chance, that he did not perform well, that he did not deliver, that he failed his people,” Jesus Dureza, who advised two past Philippine presidents on Muslim issues, told AFP. The governor was notorious for spending most of his time away, including weeks at a time with a large retinue at plush Manila hotels or on Middle East tours, said Ramon Casiple, executive director of the Manila-based Institute for Political and Electoral Reform. Nevertheless, Misuari undoubtedly retains some support and influence. “Nur is still an icon to some Muslims,” Dureza said.

WASHINGTON, D.C. – Filipinos and Americans will finally have a taste of Philippine bananas with the arrival in California of the first shipment of highland cavendish from Bukidnon, the Philippine Embassy announced today. With the arrival of the maiden shipment of 7.047 metric tons of highland bananas at the Port of Long Beach near Los Angeles, the Philippines has earned the distinction of being the first Asian country to export bananas to the United States, Ambassador Jose L. Cuisia, Jr. said. “With this shipment, we are hopeful that Philippine bananas would be able to find and satisfy a niche in the competitive US banana market,” Ambassador Cuisia said. “We also hope that this is the beginning of increased access of Philippine bananas in North America.” The arrival of the shipment, which is the first of an estimated 3,000 metric tons that the U.S. hopes to import from the Philippines this year, came almost eight years after the Philippines first requested market access for its bananas, according to Agriculture Attaché Dr. Josyline C. Javelosa. As this developed, the Philippine Consulate General in Los Angeles is pleased to inform the public that Philippine fresh bananas will now be available at Gelson’s and Walmart beginning Saturday, 21 September 2013. The highland bananas, which will be marketed in the U.S. under the Sweetio brand, were exported by Dole Philippines to Dole Food Company Inc. and were shipped from the Mindanao International Container Terminal in Tagoloan, Misamis Oriental, on August 20. The bananas, which arrived on September 9, have been transferred to a ripening warehouse and will be available in local stores in the Los Angeles area next week, according to Javelosa who witnessed the transfer of the shipment with Consul General Hellen Barber Dela Vega and Trade Representative Jose Dinsay. Javelosa said the shipment puts the US in the list of overseas destinations for Philippine bananas that include Japan, Hong Kong, New Zealand, Korea, China, Singapore, the Middle East, Canada, Russia and Indonesia. Javelosa expressed the gratitude of the Department of Agriculture and the Philippine Embassy to officials of the Animal and Plant Health Inspection Service of the US Department of Agriculture for working closely with the Bureau of Plant Industry to ensure that the banana exports meet US phytosanitary requirements.

Claudine Barretto faces theft complaint Claudine Barretto has been accused of theft by her former personal assistant, amounting to over P100,000 in damages, in the latest legal case to beset the actress amid her controversial marital spat. The case against the actress was filed last week by 19-year-old Dessa Cadelario Patilan, the personal assistant who was imprisoned in May this year, following Barretto’s accusations of theft. At the time, the 34-year-old actress alleged Patilan stole a watch worth P1.8 million, and several jewelry amounting to P8.5 million.
In her complaint-affidavit filed before the Office of the Prosecutor in Marikina, Patilan accused Barretto of violating Article 308 of the Revised Penal Code of the Philippines or Theft, over an alleged incident that took place in May. Patilan is demanding from her former employer P13,550 in damanges, P50,000 in moral damanges, P50,000 in exemplary damages, as well as the monetary cost for legal services. Narrating alleged events on May 10, Patilan in her affidavit said the theft happened at Barretto’s residence in Loyola Grand Villas in Marikina City.

The unshakable optimism of a middleaged extra is the warm heart driving “The Bit Player,” an appealing dramedy that pokes plenty of good-natured fun at TV soap operas Anchored by a glowing central performance by Filipino screen queen Vilma Santos as the single mother who smiles her way through work-related indignities in order to pay for her daughter’s education, the pic reps a fine feather in the cap of veteran helmer Jeffrey Jeturian. Winner of the audience award for best film in its category at Cinemalaya and a hit in domestic release in August, this crowdpleaser launches on limited North American screens on Sept. 13. The wise and witty screenplay by Jeturian, Zigcarlo Dulay and Antoinette Jadaone hits the right mix of humor and compassion from the outset. In a funny pre-credits sequence showing an exasperated production crew hiring and firing a succession of extras for the tiny speaking role of a housemaid, eager-to-please hopeful Loida Malabanan (Santos) is pipped for the job at the last moment. Very much a modern incarnation of heroines from classic Hollywood melodramas of the 1950s, Loida only strengthens her resolve in the face of such setbacks. Fiercely determined to not ask her (unseen) ex-husband for financial assistance, Loida is driven to survive and succeed because of her adult daughter, Joyce (Ronaline Enriquez), also a divorcee and a college student whose tuition fees are due. Unhurried opening segments paint a lovely picture of a selfless mother undaunted by being lumped into the category of “nameless wannabees” by fast-talking casting director Josie (Ruby Ruiz, terrific). Loida’s belief that it’s never too late to become a star is one of many character traits that will have audiences rooting for her all the way. With this critical factor firmly in place and Santos in supreme form, Jeturian steers a more overtly comedic path once Loida and her spunky best pal, Venus (Tart Carlos), find work on the set of a soap opera regaling with the title of “You Were Mine First.” Constant chuckles and a fair supply of big belly laughs are the order of the day as Loida, Venus and a lovable collection of fellow nameless wannabees are herded like cattle by Josie, acid-tongued assistant director Vincent (Vincent de Jesus, hilarious) and the super-stressed-out director (Marlon Rivera) of “You Were Mine First.” As expected, much of the fun derives from scenes being shot for the wildly melodramatic “You Were Mine First.” To that end, Jeturian gets great value from guest appearances by a host of big-name local stars including hunky matinee idol Piolo Pascual as troubled groom-in-waiting Brando, Pilar Pilapil as severe matriarch Dona Esmerelda and a wonderfully over-the-top Cherie Gil as gun-toting super-bitch Dona Beatriz. For all the merriment on display, the screenplay never loses sight of the economic and emotional imperatives propelling Loida’s uncomplaining acceptance of her place at the bottom of the entertainmentindustry food chain. It’s no surprise when Loida finally gets a chance to make a mark with big speaking role in “You Were Mine First,” but the manner in which this plays out is surprising and genuinely touching. As if inspired by the lightning-fast schedules of teledramas, Jeturian and his team shot this highly entertaining item in just 11 days with tip-top results. Lenser Lee Briones contributes significantly to maintaining the balance of comedy and heartfelt drama with elegant compositions in Loida’s domestic environment, and appropriately brighter, flatter images during her time on the soap set. Vincent de Jesus delivers a delightfully bouncy score to match his thesping input, and production designer Ericson Navarro clearly had a ball creating the delightfully tacky interiors for “You Were Mine First.”

The annual health fair supports St.

A family finds their ideal home at The Grove After a thorough search throughout the metro for the perfect condominium unit, a family headed by a successful entrepreneur found their home in The Grove by Rockwell. SCE recommends solutions to help with high summer bills ROSEMEAD, Calif., Sept. 10, 2013 – Southern California Edison (SCE) reached a new year-to-date peak power demand of 22,534 megawatts (enough to power about 14 million average Southern California homes at a point in time) last week. With the high heat expected to continue sporadically over the next few weeks, SCE is offering customers solutions to combat high electric bills. “We’re well aware of the higher-thannormal bills our customers may face after an especially hot month, when they’ve been using their air conditioning more than usual,” said Seth Kiner, SCE’s vice president of customer programs. “We want people to know that there are tools and incentives that can help them keep track of their energy spending, as well as payment solutions for those that may need assistance.” For example, more than 333,000 SCE customers have signed up for the Budget Assistant tool, which alerts them when they approach their set monthly spending goal. The My Account feature on SCE.com can also help customers monitor their energy usage, view their current bill and projected next month’s bill. Save Power Days reward customers with up to $100 a year in bill credits for conserving energy from 2-6 p.m.
SCE customers may also make payment arrangements and/or see if they qualify for financial assistance programs. More details are available at www.sce.com/highbillhelper. Customers who don’t have air conditioning or don’t want to use it can also escape to cool centers, which offer respite from the heat. A call to 211 can help locate nearby locations. SCE recommends these easy ways to save: Set thermostats no lower than 78 degrees. Use electric fans instead of air conditioning when practical. Turn off unused appliances and equipment, and shut off lights when leaving a room. Close drapes and blinds to keep out direct sunlight. Avoid using humidifiers at the same time an air conditioner is running. Limit the opening and reopening of refrigerators, which are major users of electricity in most homes. What has changed for Fannie Mae Harp programs is that they will now allow a 150%/175% loan to value or combine loan to value on primary and secondary residences. Let me site some example that will easily relate to some of you : Assuming you have a current mortgage balance of $400,000.00 on your existing one or two combined mortgages. If you current market value of your owner occupied property is around $275,000.00, you will get a chance to refinance to the current low interest rate with this HARP Program. Here are some of the guidelines that you have to qualify for : • 620 minimum Fico for Owner Occupied. – 680 min Fico for Second homes. • Standard Conforming loan amount are eligible, loans under $417,000.00. • No mortgage lates the previous 12 months. • NO Debt to income ratio limitation as longs as the Du (Delegated Underwriting) approves. It’s possible that your mortgage is backed by Wells Fargo, but the more likely answer is that Wells Fargo is just your mortgage servicer; the bank that collects your payments. Wells Fargo backs very few of its own loans. Most loans for which payments are sent to Wells Fargo are backed by either Fannie Mae or Freddie Mac. Doublecheck with Fannie Mae and Freddie Mac before assuming Wells Fargo backs your loan. Same goes with all major banks like BOA, Citi and Chase. I have a jumbo mortgage. Can I use HARP 2.0? No, HARP 2.0 is not meant for jumbo mortgages. It’s for mortgages backed by Fannie Mae or Freddie Mac only. There is talk of a HARP 3 program. HARP 3 would likely include loan types not covered by today’s program guidelines. You can read more about HARP 3. What is HARP 3? HARP 3 is the next iteration of HARP. It’s currently in talks in Congress. There is no expectation for when, or if, it will be passed. HARP 3 is rumored to include all of the loan types and borrowers who are specifically excluded from HARP 2. You can read more about HARP 3. My bank sent me a HARP rate quote. It looks like a high interest rate. Should I shop it around? Yes, you should always shop HARP mortgage rates because they vary so widely from bank-to-bank. You may save a lot of money just by getting a second opinion. Harp is just a vehicle lenders/brokers use therefore, do

shop around and you should try and get a True No Cost Refi Loan. Will the Home Affordable Refinance Program help me avoid foreclosure? No. The Home Affordable Refinance Program is not designed to delay, or stop, foreclosures. It’s meant to give homeowners who are current on their mortgages, and who have lost home equity, a chance to refinance at today’s low mortgage rates. What are the minimum requirements to be HARPeligible? First, your home loan must be paid on-time for the prior 6 months, and at least 11 of the most recent 12 months. Second, your mortgage must have been sold to Fannie or Freddie prior to June 1, 2009. And, third, you may not have used the program before – only one HARP refinance per mortgage is allowed. Will HARP 2.0 “forgive” my mortgage balance? No, HARP does not forgive your mortgage balance, nor does it reduce your principal owed. HARP refinances your current loan balance only. It is the same as any other refinance. You keep saying LTV doesn’t matter, but my bank turned me down for HARP because my loan-to-value was too high. That’s normal, actually. Not every bank will underwrite HARP loans to the letter of the guidelines. Loans with high LTVs can be risky to a bank. Therefore, some banks will limit their business to loans under 125% loan-to-value, for example. Remember – just because one bank turned you down doesn’t mean that every bank will. Apply somewhere else to get a second option. Is HARP the same thing as an FHA Streamline Refinance? No, the HARP mortgage program is administered through Fannie Mae and Freddie Mac. British car industry roars by European rivals London, September 15, 2013 (AFP) Britain is accelerating away from its European competitors in the car-making sector with investment flowing into the factories of Nissan and Jaguar Land Rover as Chinese and American demand drives sales. Jaguar Land Rover said Tuesday it was pumping £1.5 billion (1.8 billion euros, $2.4 billion) into its plant in Solihull near Birmingham, creating 1,700 jobs and giving a welcome fillip to industrial central England. The Solihull plant will make new lightweight Jaguar and Land Rover models made of aluminium. In northeast England, Nissan has been granted permission to extend its already vast plant in Sunderland, securing jobs in an area where major employers are in short supply. The investment decision was announced
at the Frankfurt Motor Show by JLR chief executive Ralf Speth, who said it was “further evidence of our commitment to advancing the capability of the UK automotive sector and its supply chain”. JLR now employs 11,000 people in Britain, with another 24,000 employed in its supply chain. Joe Rundle, an analyst at ETX Capital, credited the British government with reviving an industry that once looked close to extinction. “The UK automaking industry was considered a dying sector as car factories produced high volume motors by lowskilled manufacturing,” he said. “However, the UK government’s initiatives to kick-start manufacturing activity is turning the country’s auto making industry into one of premium niche manufacturing,” he added.

SPORTS Mayweather still undefeated, beats Alvarez BY Rod Mijares
Floyd “Money” Mayweather, Jr. captured the WBC Light Middleweight championship and the WBA Super World Light Middleweight titles via a majority but controversial decision by defeating Mexican champion Saul “Canelo” Alvarez on September 14, 2013 at the MGM Grand Garden Arena in Las Vegas. Mayweather’s win preserved his undefeated record of 45-0, with 26 knockouts. Judge Cynthia J. Ross provided the controversy on an otherwise uneventful bout by scoring it 114-114 tie in contrast to Dave Moretti’s score of 116-112 and Craig Metcalfe’s score of 117-111 in favor of Mayweather for a 12-round bout. She was one of the two judges who scored it 115-113 in favor of Timothy Bradley who earned a controversial win against Manny Pacquiao. Richard Shaefer, the CEO of Golden Boy Promotions, was so upset about Ms. Ross scoring that he was urging the media to contact the Nevada Boxing Commission. When asked, Mayweather could only managed to say, “Nevada Boxing Commission is the best in the world. I just leave it
at the hands of the commission. It is what it is. She could be older,” referring to Ross, that earned some laughter from the crowd. It was an uneventful fight as there was little toe-to-toe skirmishes and no knockdown. Mayweather said that he planned to use more jabs and combinations going down the stretch but he dislocated his left elbow after the 5th round when the fight seemed too close. He said he wanted to give up using jabs but forced himself into using them after looking at his children. In spite of the dislocated elbow, Mayweather threw more jabs and connected 42% or 138 jabs out of 330, while Alvarez connected only 15% of his jabs, hitting 44 out of 294 punches. Mayweather also landed 232 out of 505 total punches, while Canelo only connected 117 out of 526. Canelo who earned cheers from the fans –Mayweather met jeers when he entered the arena – was the fan favorite but had no answer to Mayweather’s missile-like jabs, right hooks, right upper-cuts, and straight right combinations that he unleased throughout the fight. As Canelo targeted
his opponent’s body, Mayweather connected to his opponent’s head. Canelo’s frustration was evident in Round 12 when he just sighed and stopped chasing his opponent as Mayweather kept on side-stepping with his never ending footwork. Mayweather securely played it safe in the last round as he danced his way to the bank until the bell finally rang to end the fight. “He is very fast, he is very fast and accurate and more so when he is just trying to make points as his punches are not that strong but he is making points and he is fast. the World* I have my game plan. I kept on trying to work on my game plan but he is very good. He took me out of it. I just have no answer,” Canelo said after the fight. In some instances that Canelo connected, Mayweather seemed upset that he always came back with a combination, and from there on, intelligently backed away to avoid Canelo’s counter- punches and kept his point advantage. Mayweather was a zen master teaching Canelo the rudiments of the sweet science of boxing. It is not just a brawling sport but where skills play a dominant role in winning. “Tonight, experience played a major key.
