Construction is complete on a new townhome development in downtown Pensacola. One Spring, located at the corner of Spring and Intendencia streets, consists of 14 three-story townhomes, each with its own private rooftop terrace and garage. The development consists of six three-bedroom units and eight 2-bedroom units, with ten of the units having street-facing balconies. Ron Ladner and business partner Rimmer Covington are heading up the development project. Ladner and Covington are joint owners of Shaggy’s Restaurants, which has six locations including Pensacola Beach. A majority of the townhomes are complete and the property is now conducting private showings. Developers said that they worked hard to keep the price point of the townhomes as competitive as possible, with units now on the market with prices ranging from mid-$500K to $600K.

Bruce Beach Park on Track to be Complete Next Year
The construction of Bruce Beach Park is now heading toward the second phase of development with the park on track to open in 2024. Construction is underway on the $6.3 million first phase of the park. The first phase includes building a central plaza with a walkway, shade structures, two public lawn areas with seat walls, a learning garden with plants and play structures for children and a pedestrian bridge over Washerwoman Creek, connecting the park to Community Maritime Park.
The Pensacola City Council received updated plans for the second phase of Bruce Beach Park that include updated walking paths and a kayak launch location. Designers from firms SCAPE and HDR told the council that they planned on opening a temporary restroom trailer at the park that will serve as the public restroom facilities until the construction of the planned education and historic center is complete. However, the education and historic center are currently a part of the unfunded phase three of the park project. Engineering plans for phase two are currently 60 percent complete, and the plans are expected to be
finished later this year with bids for construction being advertised this summer as phase one construction is set to wrap up. The council has budgeted $674K for phase two of the project. In February, the City Council approved a contract for street improvements on Clubbs Street that will allow for the construction of a small parking area at Bruce Beach. 32-Unit Townhome Development Planned for Tanyard Neighborhood
A new 32-unit townhome development is being planned for the Tanyard neighborhood in downtown Pensacola. Pensacolabased aDoor Properties submitted to the Pensacola Planning Board a proposal for a 32-lot development called Main Street Crossing. The project is located at 555 South G Street and is slightly more than 1 1/2 acres. The southern edge of the property fronts Main Street just across the road from the Builders First Source lumber yard. The proposal asks the city to approve the new lot lines for the planned development. Although much of the project is still in the design phase, the company plans to build 32 highend rental townhomes, which are anticipated to be rented out for around $2.5K per month. aDoor Properties purchased the property in February for $1 million, according to the Escambia County Property Appraiser’s website. For several months, aDoor has had a notice of demolition posted on the 1952 warehouse that currently occupies the site. ■

ACCOUNTING SPECIALIST EVELYN RANCIFER RETIRES AFTER 49 YEARS OF SERVICE
During the May 4 BCC meeting, the board and county staff celebrated Evelyn Rancifer’s retirement after 49 years of service. She retires as an Accounting Specialist with the Escambia County Engineering Department.
Evelyn’s employment with Escambia County began on Aug. 6, 1973, as a Clerk Typist in Record Indexing at the Escambia County Comptroller’s Office. She was quickly promoted to recording, then to accounts payable. She transferred to the Engineering department in 1998 and served for over 20 years with various job duties. In the same time frame, she also worked at the Pensacola Bay Center (then the Pensacola Civic Center) as an usher, a ticket-taker and a supervisor.
As Accounting Specialist for Engineering, she has diligently supported the day-today operations of Engineering and other departments at the Central Office Complex by overseeing accounts payable. By focusing her attention on the details of invoices before sending them for payment, she has caught errors and saved the county significant sums of money over the years.
Over her tenure with the county, Evelyn has received multiple Employee of the Month awards and was named Employee of the Year in 2001. She is admired by co-workers and friends throughout county departments and has been commended for her professional and personal dedication, her outstanding work ethic, and her willingness to lend

assistance to all who are in need. A wise woman, the epitome of grace and decorum, her counsel sought by young and old alike, and with all her irrepressible optimism, cheerfulness, and friendliness, Evelyn created a unique atmosphere that will be difficult to replace in the Engineering department.
“What an honor to celebrate a woman I have looked up to my entire life,” said Escambia County District 3 Commissioner and Chairman Lumon May. “Evelyn’s impact on my life and the life of others will never be forgotten. Evelyn is the true epitome of a public servant, and Escambia County was blessed to have her for so many years. Evelyn, we wish you the best in your retirement and thank you for your dedicated service to our community.”

Evelyn retired for the first time on Aug. 1, 2008, with 35 years of service, before returning to her position for almost 15 more years. Her second and final retirement is marked on her 73rd birthday, May 9, 2023.
ECFR TO HOLD PHYSICAL ABILITIES TESTS JUNE 3 AND 5
Escambia County Fire Rescue will hold two physical abilities tests Saturday, June 3, and Monday, June 5. Both tests will take place at Pensacola Fire Department Station 4, 1 N. “Q” St., at 8 a.m. and is open to anyone interested in joining Escambia County Fire Rescue. Participants should arrive 30 minutes early to sign in.
Florida-certified firefighters with a certificate of completion must sign up for the certified test. Those without Florida fire certifications must sign up for the cadet test. The certified test is also open to volunteer firefighters needing a physical abilities test.
In order to become an Escambia County Firefighter, participants must pass the test. Interviews for those who pass the test on Saturday, June 3, will take place on Monday,
June 5. Those that pass the test on Monday will interview on Tuesday, June 6.
The certified test consists of:
• 1 3/4” charged hose pull in 27 seconds
• Keiser sled in 60 seconds
• Tower evolution in six minutes
The cadet test consists of:
• 25 push-ups in two minutes
• 40 sit-ups in two minutes
• Run 1.5 miles in 15 minutes
• 1 3/4” charged hose pull in 27 seconds
• Keiser sled in 60 seconds
• Tower evolution in six minutes

TAKE THE FLORIDA BROADBAND SPEED TEST
Escambia County, in conjunction with the Florida Department of Economic Opportunity (DEO), is enlisting the help of the public to take the Florida Broadband Speed Test to assist in further developing Florida’s Broadband Availability Map. Your participation will help the state of Florida identify gaps in high-speed internet service in order to advance the state’s overall broadband infrastructure expansion goals.
Using your internet connection, the speed test will measure the speed of internet transmission between your device and an outside server. The speed test can be completed using any device that has an internet or cellular connection and takes less than one minute to complete. After taking
the speed test, you will receive immediate results from your test. The DEO recommends completing the test again even if you have already done it.
Results will populate the map once you complete the speed test and will include your download, upload, latency and ping speeds.
The data collected from your internet’s speed test will be displayed on the Florida Broadband Availability Map in real time.
“By taking the Florida Broadband Speed Test, you are providing real-time data to the state of Florida, which will help them develop a plan to eliminate the digital divide,” said Escambia County Information Technology Interim Director Scott MacDonald.
ESCAMBIA COUNTY TO HOST CAREER FAIR MAY 18
Escambia County, in partnership with CareerSource Escarosa, will host a career fair Thursday, May 18, from 9 a.m.-2 p.m. at the Pensacola Bay Center, 201 E. Gregory St. The event is free and open to anyone looking for a career with Escambia County.
During the event, potential candidates will have the chance to speak one-on-one with representatives from the county’s various departments including Public Works, Corrections and Mass Transit. Attendees will also be able to apply for jobs in person. Human Resources employees
will be available to share more information on county benefits including healthcare coverage, salaries, tuition reimbursement and retirement packages. In addition, representatives from CareerSource Escarosa will be on-site to assist candidates throughout the day.

The Escambia County Board of County Commissioners is pleased to recognize Shandra Jenkins, Billing Manager in the Public Safety Department, as the May 2023 Employee of the Month. The board recognized Shandra’s selection at the May 4 BCC meeting.
Jenkins began her career with Escambia County on Oct. 20, 2015. As the Billing Manager in the Public Safety Department, her primary duty is to oversee and streamline the billing and collections processes of the EMS Billing Department and ensures that the organizational standards are followed.
Throughout her time with Escambia County, Jenkins has displayed commendable dedication. She has worked tirelessly to aid the County Attorney’s Office and contracted legal council in preparation for an upcoming legal case, easily spending over 20 hours per week outside of her regular duties. Additionally, Shandra has arduously worked with former EMS software providers to coordinate extensive case requests to build reports.
Jenkins consistently goes above and beyond to ensure that the EMS Billing Department meets or exceeds monthly goals to properly support the EMS division. She regularly collaborates with EMS administration and the EMS Operations Division to advise regarding specific patient transports and the associated billing

In partnership with Zarzaur Law, P.A., the YMCA of Northwest Florida is excited to announce the second season of the Zarzaur Law “Zingrays” swim team. This team will provide a developmental opportunity for swimmers who have basic competence in the water but may not be ready for a competitive school or community team. Under the direction of Bonnie Steffensmeier, Regional Aquatics Director.
“We are very proud to continue our support of this developmental swim team,” Joe Zarzaur, founder and lead attorney at Zarzaur Law, P.A., said. “This team allows all participants to grow and accomplish more than they ever thought they could, no matter their skill or economic level.”
The 40-member team (increased from 30 the previous year), made up of youth swimmers 4–18 years old, will practice at the Hunter Pool and plans to participate in four meets this summer. Because of the sponsorship of Zarzaur Law, P.A., the cost to families is just $100 for the summer. Additional financial assistance is available from the YMCA on a sliding scale if that fee is still out of reach.
“When we think about the Y and swimming, our first thoughts are safety, and that’s a good thing. We certainly want every child to be safe in and around water. But our partnership with Zarzaur Law takes water safety so much further. Through the Zarzaur Law Zingrays swim team, we can talk about discipline, sportsmanship, and confidence—skills that
processes to verify compliance to best practices.
Additionally, Jenkins serves as the HIPAA Compliance Officer for the Public Safety Department. She regularly provides updates and training to all employees to ensure adherence to state and federal regulations. Jenkins has also provided HIPAA Compliance training to other county departments, demonstrating her commitment to her work and the residents she serves.
A natural leader, Jenkins consistently shows compassion, praise, encouragement and appreciation towards her team. Her exemplary performance in community interactions and diffusing escalated situations along with her ability to communicate clearly and calmly have made her an invaluable asset to EMS, Public Safety and the residents of Escambia County.
“Shandra is an exceptional employee within the Department of Public Safety,” said Public Safety Director Eric Gilmore. “She and her team from the EMS Billing Department work tirelessly to support the functions of EMS. Many people do not realize that EMS is not taxpayer-funded, so the work she and her team do is critical to the continued success of EMS.”

“Last summer, we watched swimmers— some as young as 4—develop in just a couple weeks. This year, we’re excited to welcome returning swimmers, plus some new team members, to again offer this opportunity to youth who might not otherwise have this experience.”
As summer approaches, pools and beaches become simply irresistible. But already this spring, there have been local stories of rescues and drownings, including one of a teen who died while saving others. One drowning in our community is too many. The YMCA’s first commitment is to teaching water safety. The Zarzaur Law Zingrays swim team is next level—an incentive for these youth to see how far their swimming can take them. Perhaps we have some future competitors and lifeguards for our community right here on this team.
The team will also be mentored by members of the Zarzaur Law, P.A. Triathlon “Gavel” team. The mission of the Zarzaur Law triathlon team is to serve as ambassadors for the sport of triathlon and to volunteer in our community for various philanthropic causes.
