ICONIC PENSACOLA RESTAURANTS, BARS & ATTRACTIONS

Pensacola has always been known for its white sand beaches, its low-key coastal vibe and its naval and maritime history . While these aspects of Pensacola are deserving of acclaim, the city is also host to an eclectic variety quirky landmarks, unique attractions, historical architecture and creative small businesses that reveal our personality as a community and offer cultural touchstones that a create an ever evolving tapestry of life in our beloved little town. We’ve searched high and low to bring you some of the iconic sights and experiences that make Pensacola such an interesting and fun place to call home.

Restaurants

McGuire’s Irish Pub is an iconic restaurant, but it did not start out that way McGuire’s first began in 1977 as a small pub run by McGuire Martin and his wife Molly. The pub was started in a small shopping center, Town & Country Plaza, but it soon grew large enough for a change of scenery. In 1982, it was moved to its current location, the Old Firehouse on Gregory Street, and business has been booming ever since.

One of the many things that McGuire’s is known for is its iconic dollar bill decor. The restaurant boasts of having more than one million onedollar bills hanging from the walls and ceiling. The staple-hung dollar bills are even considered an asset that the restaurant must pay taxes on.

Turning to the menu, the restaurant also offers an 18-cent bean soup, the cheapest item available to buy unless purchased by itself, then it costs $18. This can be considered quite a bargain, as long as you get something else on the menu alongside the soup. The story goes that the Senate Bean Soup was served in US Senate for 18 cents, which is why McGuire’s is proud to still sell the soup at that same price today.

Knowing the most affordable meal on the menu brings into question the most expensive. For the price of $100, the Grand Burger is made up of filet mignon, ground and chargrilled to form a delightful burger patty. The

Grand Burger is not a solo show, as it comes with a side of caviar and a bottle of imported champagne. If you are looking for an undeniably iconic meal, the Grand Burger awaits.

Being an Irish pub, McGuire’s also offers a range of drinks like the Irish Wake, a bright green drink that will “knock you dead.” Limited to three per person, the Irish Wake comes in a mason jar you can keep. Another notable feature on the drink menu is the James Bond, taken directly from the James Bond official website. If you want to drink like an icon, order the super spy’s signature drink.

As Florida’s oldest brewery, McGuire’s takes customer satisfaction seriously. The pub brews their ale with no chemicals or additives, ensuring the best possible beer to serve to their customers.

McGuire’s has many drink specials, like Monday Margarita Madness and Thursday Ladies Nite. Happy hour is seven days a week, from 4 to 6 pm and 11 pm to close, offering half off the price of draft beer, wine and well drinks.

McGuire’s was named one of Florida’s 12 most iconic restaurants in 2022 by Trips to Discover, according to the energetic atmosphere and unique monetary decor.

In addition to serving quality food and drinks, McGuire’s also holds a 5K run leading up to St. Patrick’s Day. The St. Patrick’s Day Prediction 5K Run is one of the largest 5K events in the area, assembling huge crowds for the last 45 years. Signing up for the run promises a T-shirt and access to the after party.

McGuire’s also sponsors a pipe band, which is made of bagpipe and drum players wearing traditional Scottish dress attire. The McGuire’s Pipe Band began in 1988, and it is now under the leadership of Pipe Major Michael Vazzana. The pipe band plays at the 5K run and at other local events.

The combination of McGuire’s bright atmosphere and the heavy crowd brought in yearly by the St. Patrick’s Day 5K contributes to the Irish Pub’s status of being one of the most iconic restaurants in Florida. Pensacola is the proud home of McGuire’s Irish Pub.

Bars

Seville Quarter is perhaps the most well-known nightlife attraction in Pensacola. Loved by locals and visitors alike, this historic bar on Government Street in downtown Pensacola is decked out with local memorabilia, antique furniture and decor that helps the bar keep its old-timey charm. Established in 1967 by ex-Navy pilot and musician, Bob Snow, the large brick entertainment complex is housed in a historic 19th century warehouse that was formerly home to Pensacola Cigar and Tobacco Company.

When Snow made the decision to rent the vacant warehouse, his initial plan was to transform it into a small venue space to perform with his bandmates. He named the new establishment “Rosie O’Grady’s Warehouse.”

After opening the venue and seeing its success, Snow eventually decided to purchase the old building and began to expand it with different rooms.

In 1971, Snow opened a second room in the complex called “Lili Marlene’s,” also referred to as “Lili Marlene’s World War I Aviators Pub.” This room is decorated with oldschool furniture and features model airplanes hanging from the ceiling.

As Seville continued to be a success, Snow opened up a second nightclub in Orlando, modeling it after his popular Pensacola establishment. “Church Street Station” opened in Orlando in 1974, with its first room called “Rosie O’Grady’s No. 2.” Despite this new venture being hours away, Snow continued to open rooms and upkeep Pensacola’s Seville Quarter.

Today, Seville Quarter is comprised of seven different rooms, each with a different vibe—Rosie O’Grady’s, Phineas Phogg’s, Lili Marlene’s, Apple Annie’s, Fast Eddie’s, End o’ the Alley and Palace Café. As the first room to open in Seville Quarter, Rosie O’Grady’s remains true to its original roots, boasting a saloon-style theme with a fun Western vibe.

In 1985, Snow sold the property to a group of investors. However, the group only held onto the property for a short period of time. From January 1987 to December 1988, Seville Quarter doors were closed to the public, until Pensacola attorney Wilmer

Mitchell and his family eventually took over the property and reopened it. Mitchell and family still own and operate the bar today.

Today, Seville Quarter remains a staple in Pensacola’s nightlife scene. People of all ages visit the establishment for good drinks, food and fun. Whether you want a quick bite or a full dinner, Seville’s menu offers something for every hunger level. From traditional bar food like spinach artichoke dip and pretzels to burgers and seafood, every diner is sure to find something to suit them. Seville also offers a variety of beers and cocktails, with specials changing regularly. In addition to being a bar, Seville also serves as an event space. A separate building called Heritage Hall was added to the Seville Quarter complex in 2003. Heritage Hall is a large banquet facility that can host over 1,000 guests, making it the perfect venue for weddings or other large gatherings.

Within the seven rooms of Seville Quarter, there is no shortage of entertainment at Seville, as the bar has grown to host several events every week such as karaoke, bar bingo, dancing, live music and more. Seville Quarter still remains one of Pensacola’s most buzzing establishments. For upcoming events and more information, visit sevillequarter.com.

Attractions

Our beloved coastal beaches with their signature pearly white sands, crystalline waters, fauna and wildlife are undoubtedly Pensacola’s signature icon. The Gulf Coast beaches serve as a temporary home for leatherback hatchlings and the herons, seagulls and eagles that can often be seen surfing the air above the ocean waves. The ivory sand that shines like a gem because of the gems—or quartz—from which the sand was made, and the morning glories that weave themselves through the dunes are just a couple of the many things that have been charming visitors and locals for decades. Pensacola Beach is neighbored on both sides by the remarkably beautiful and biodiverse Gulf Island National Seashore, a 150-mile

stretch of protected seashore that runs from Cat Island, Mississippi to Fort Walton Beach, Florida.

Aside from hosting a plethora of unique biological wonders, the beach that we all know and love is also a bustling tourist destination and a go-to spot for summer relaxation. Visitors and locals alike enjoy the many activities the beach offers, including fishing on one of the beach’s many piers, renting a boat and coasting towards the horizon, joining a dolphin tour, attending a wedding and even playing a round of mini-golf. Visitors can also indulge in Cajun-style dishes, seafood staples, southern comfort foods or Japanese cuisine at one of the many beachside eateries.

Pensacola Beach also features another legendary Pensacola landmark: Fort Pickens, which was once one of the largest constructed brick structures on the Gulf of Mexico. Made of 21.5 million bricks, Fort Pickens once stood as one of the largest man-made brick structures along the Gulf of Mexico. Named after Brigadier General Andrew Pickens, who served during the Revolutionary War, Fort Pickens was built to defend the Gulf Coast from overseas enemy attacks and was also the site of the final battle that ridded Pensacola of Confederate soldiers during the Civil War after their consequential failed ambush, the Battle of Santa Rosa Island. This battle resulted in nearly 100 Confederate casualties and 80 Union losses. During the Civil War, Fort Pickens was also one of the very few forts in the South to be and to remain under Union occupancy.

Also, among its other prisoners of war, Fort Pickens once held Geronimo, a leader of the Indigenous Ndendahe Apache people. The fort would also come to be an intermittent stop on the Underground Railroad, acting as a means to freedom for the enslaved people that also helped to build it. Two centuries later, the fortress still stands and draws curious adventure seekers from far and wide with its incredible view, meticulous construction, walkable nature trails and its camping grounds and the occasional Blue Angels practice session. AIA FLORIDA NORTHWEST’S PENSACAN 2023 NOW ACCEPTING BUILD TEAM REGISTRATIONS AND SPONSORS

The annual event benefits the hungry served by Manna Food Bank

Build team registrations and sponsors are being accepted now for PensaCan 2023 – an event led by the American Institute of Architects (AIA) Florida Northwest to fight hunger in our community. This year, PensaCan will take place September 21 through September 29. Teams are strongly encouraged to register now, though teams will be accepted through September 1.

PensaCan is a competition where local businesses, architectural firms, organizations, and amateur groups create impressive structures made entirely out of full cans of food that are then donated to Manna to feed the hungry in Northwest Florida. Businesses, organizations, civic clubs, schools, or any other groups are welcome to register their teams for PensaCan 2023! Build teams are encouraged to design food structures for display at Cordova Mall, however permissible off-site locations, such as offices, are also acceptable. Digital designs are welcome too.

Sponsorship tiers start at just $200 (the equivalent of providing 120 healthy meals for neighbors in need) and go up to $1,000 (the equivalent of providing 600 healthy meals for neighbors in need). PensaCan sponsors can sponsor a single build team or the event as a whole. All sponsorship levels include

(at minimum) recognition on event signage (displayed in Cordova Mall September 22-29) and Manna’s event webpage.

Following a week-long display of the structures (and posters with images of digital designs and off-site builds) at Cordova Mall, all food is then donated to Manna for distribution to our hungry neighbors in need in Escambia and Santa Rosa counties.

A panel of judges will vote on the structures on Friday, September 22, in categories such as Best Nutrition Award, Best Graphics Award, Structural Ingenuity Award, and more. And People’s Choice Award votes will be accepted online at mannahelps.org September 22 – September 29.

To sign up, for more information, or to sponsor, please visit mannahelps.org/ events/pensacan.

JUDGE REFUSES TO HALT KIDS CARE RULING

JIM SAUNDERS NEWS SERVICE OF FLORIDA

TALLAHASSEE — Warning against “foot-dragging,” a federal judge has rejected a request by the state to put on hold a ruling that requires Florida’s Medicaid program to make changes aimed at keeping children with complex medical conditions out of nursing homes.

U.S. District Judge Donald Middlebrooks issued a seven-page order Tuesday denying the state’s request for a stay of a ruling and an accompanying injunction that he issued July 14. The state wanted the stay while it appeals the ruling to the 11th U.S. Circuit Court of Appeals.

A key part of the ruling and injunction ordered the state to increase the availability of private-duty nursing that would allow children to receive care in their family homes and communities instead of in nursing homes. In seeking the stay, attorneys for the state argued that carrying out the requirement would be “impossible” amid a nationwide shortage of nurses.

Middlebrooks wrote Tuesday that he is “not persuaded that Florida will suffer irreparable damage without a stay, but I am firmly convinced that if compliance with the injunction is delayed, the institutionalized children, and those at risk of imminent institutionalization, will suffer substantial harm. The public interest would not be served by issuing the stay.”

The South Florida-based judge also wrote that the case, which has lasted more than a decade, “has devolved into obstruction for obstruction’s sake, without regard to the consequences for these children with medical complexity and their families.”

“There is no basis or reason for a stay,” Middlebrooks wrote. “These children deserve better, as do those whose taxes are already paying for these services. I caution the state against foot-dragging in complying with the injunction. This issue is too important. And for the families involved, the stakes are too high.”

Middlebrooks’ July 14 ruling came in a lawsuit filed by the U.S. Department of Justice, which alleged the state Medicaid program was improperly institutionalizing children. The case involves children with conditions that often require round-the-clock care involving such needs as ventilators, feeding tubes and breathing tubes.

The judge wrote that the Americans with Disabilities Act requires the state to provide services in the most “integrated setting appropriate” to meet the needs of people with disabilities. He also cited a major 1999

CHARTER SCHOOL FUNDING CHANGE PROPOSED

The Florida Department of Education has started moving forward with a proposed change that would affect charter schools’ eligibility to receive money for such things as building facilities and buying property. The department published a proposed rule Friday that involves “capital outlay” money and stems from a law (HB 1537) approved this year by the Legislature and Gov. Ron

MEDICAL MARIJUANA

FIRING GOES TO SUPREME COURT

A former Florida Department of Corrections officer has gone to the state Supreme Court in a dispute about his firing for using medical marijuana. An attorney for former officer Samuel Velez Ortiz filed a notice last week that is a first step in challenging a June 21 decision by a panel of the 1st District Court of Appeal that upheld the firing. Velez Ortiz, who was approved by a doctor to use medical marijuana to treat post-traumatic stress disorder related to previous military service, failed a random drug test in 2021, ultimately leading to his firing under the department’s “zero tolerance” policy. He challenged the firing and took the dispute to the 1st District Court of Appeal after the state Public Employees Relations Commission backed the dismissal. The three-judge panel of the appeals court pointed to marijuana being

U.S. Supreme Court ruling that said “undue institutionalization” of people with disabilities is a form of discrimination.

Attorneys for the state on July 17 filed a notice of appealing Middlebrooks’ ruling to the 11th U.S. Circuit Court of Appeals. They followed Friday by filing the motion for a stay.

The motion focused heavily on part of Middlebrooks’ ruling that required the Medicaid program to provide 90 percent of the private-duty nursing hours that are authorized for the children — a requirement the state said is not feasible. While about 140 children with complex medical conditions are in nursing homes, the case also involves children considered at risk of being institutionalized. The state’s motion said the private-duty nursing requirement could apply to about 2,750 children.

“Beyond the shadow of a doubt, the state will violate the injunction through no fault of its own, and despite its best efforts, because the provision of 90% of PDN (private-duty nursing) hours to 2,750 children in the midst of a nursing shortage is simply impossible,” the motion said. “If there is one fact that the parties, the court, and the witnesses all agreed upon at trial, it is that a critical nursing shortage currently exists across the country. The order and injunction do not deal with the undisputable nursing shortage that renders the 90% utilization rate flatly unachievable.”

But in his order Tuesday, Middlebrooks wrote that the state had a “full and fair opportunity” during the case to raise issues about being unable to comply with increased requirements for private-duty nursing. He wrote that the state “chose not to put on such a defense.”

“Despite its suggestions to the contrary, the state was not blindsided,” the judge wrote. “Indeed, the state’s failure to provide adequate PDN was the cornerstone of this case from its inception. It was certainly foreseeable that a finding of liability would necessitate a plan for the state to fix that problem, i.e., provide more PDN, and likely significantly more. That the state did not know what precise percentage of PDN hours it would eventually be ordered to deliver is irrelevant. It knew that some threshold amount would be set, and it was.”

In the motion asking Middlebrooks for a stay, attorneys for the state also indicated they would seek a stay at the Atlanta-based appeals court. An online docket did not indicate Wednesday morning that a motion had been filed at the appeals court.

DeSantis. The proposed rule deals, in part, with school grades, which are based on factors such as students’ results on standardized tests. Current Department of Education guidelines say that charter schools that receive an “F” grade under the state’s accountability system, or two consecutive grades below a “C,” are not eligible for capital-outlay money. The proposal would change the rule so that charter schools that receive two consecutive “F” grades or three consecutive grades lower than a “C” would not be eligible for the funding. Lawmakers also during this year’s legislative session passed a separate measure (HB 1259) that requires school districts to share local property-tax revenues with charter schools.

TRANS ADULTS SEEK TO BLOCK

NEW LAW

TALLAHASSEE — Citing a “crisis of availability” of care, transgender people are asking a federal judge to block a new state law making it more difficult for trans adults to access hormone-replacement therapy and surgery.

The law, passed by the Republicancontrolled Legislature this spring and championed by Gov. Ron DeSantis, requires patients diagnosed with gender dysphoria to sign informed-consent forms crafted by state medical boards.

Under the law, only medical doctors and osteopathic physicians — not nurse practitioners — are allowed to order hormone therapy. The law also requires transgender people seeking gender-affirming care to undergo lifelong mental-health exams by state boardlicensed psychiatrists or psychologists.

The new restrictions have erected “unnecessary barriers” to care and “impose medically unsupported requirements” on trans people, plaintiffs argued in a revised version of a lawsuit filed Friday.

The law (SB 254) also banned doctors from ordering gender-affirming care for children but allowed minors already receiving such treatment to continue, under certain conditions.

Parents of transgender children filed a lawsuit challenging the restrictions, and U.S. District Judge Robert Hinkle last month blocked a ban on the use of puberty blockers and hormones to treat children diagnosed with gender dysphoria, calling the prohibition “an exercise in politics, not good medicine.” The state is appealing Hinkle’s ruling.

The lawsuit was revised Friday to add several adults as plaintiffs.

“One overall effect of the transgender medical restrictions has been to create a crisis of availability for transition-related care in Florida, with demand for that care vastly outstripping the supply of physicians authorized and willing to supply it. This has created extremely long wait times for treatment that leaves patients without their medications or access to other forms of care for prolonged periods, risking significant harm to their physical and mental health while they remain untreated,” the revised lawsuit said.

In a motion for a preliminary injunction filed Monday, the plaintiffs’ lawyers asked Hinkle to block parts of the law dealing with adults.

The law “singles out transgender individuals and creates arbitrary, harmful and medically unjustified restrictions that deter them from obtaining needed medical care,” the motion said.

The motion also argued that the “restrictions on transgender adults’ ability to obtain care, and those in the informed consent forms, are not even rational. Rather than fostering any interests in health or safety, they undermine them.”

Adult plaintiffs who joined the lawsuit alleged they have been unable to find treatment or have had long-scheduled surgeries canceled since DeSantis signed the law in May.

A declaration filed by plaintiff Lucien Hamel, a 27-year-old transgender man who lives in Indian River County, said he “was incorrectly assigned the sex female at birth,” began dressing as a male as a child and started receiving “transition-related medical care” four years ago.

Hamel said he had been receiving testosterone from a nurse practitioner at a clinic in Melbourne until the new law went into effect, but he’s now unable to find a healthcare provider who is authorized to prescribe testosterone and is taking new patients.

“Being forced to go without testosterone has had, and will continue to have, devas -

tating consequences for me physically, emotionally and psychologically. Because of being unable to obtain care, I experience debilitating fear, anxiety, self-loathing and despair,” Hamel said..

Hamel, the father of a 7-year-old son, said he can’t afford to relocate to another state.

“Thus, I am trapped in a state that is denying me access to critical medical care that I need to live and thrive,” he added.

Plaintiffs on Monday also filed declarations from doctors who specialize in treating people diagnosed with gender dysphoria. The doctors said the state’s approach is contrary to widely accepted medical standards and pointed, in part, to the informed-consent forms approved last month by the state Board of Medicine and the state Board of Osteopathic Medicine.

The consent forms say “medical treatment of people with gender dysphoria is based on very limited, poor-quality research with only subtle improvements seen in some patients’ psychological functioning in some, but not all, research studies.”

Dan Karasik, a professor emeritus of psychiatry at the University of California-San Francisco, said the forms are “riddled with false and misleading statements” and thereby “undermine informed consent.”

Daniel Shumer, a pediatric endocrinologist and professor who serves as the medical director of the Comprehensive Gender Services Program at Michigan Medicine, University of Michigan, also criticized the forms.

“When a regulatory agency interferes with the informed consent process to require doctors to misstate information, impose medically unsupported requirements and create unnecessary barriers to ongoing care, the process is corrupted and patient autonomy is undermined. Nowhere is this more apparent than in the consent form itself …,” Shumer said.

Kenneth Goodman, founder and director of the University of Miami Miller School of Medicine’s Institute for Bioethics and Health Policy, said in a declaration that the state-approved forms “depart from wellestablished principles of medical ethics” and undermine physicians’ decisions about how best to serve their patients.

The “doctor-patient relationship is of fundamental importance and therefore should be free from legislative or regulatory interference that does not serve a medical justification,” Goodman said. “These principles apply as a matter of professional ethics notwithstanding any individual’s personal viewpoint on gender identity or whether gender transition care should be legally accessible.”

Debate about the bill restricting genderaffirming care focused largely on children during the legislative session that ended in May.

“We cannot speak something into existence that doesn’t exist. We cannot change our sex,” Rep. Ralph Massullo, a Lecanto Republican who is a dermatologist, said in May before the House gave final approval to the measure. “And for those children that this bill addresses, they cannot change their sex, and they need to learn that fact.”

Florida is among a number of Republican-led states that have approved measures to curb or prohibit gender-affirming care for transgender children and adults. DeSantis, who is running for president, has made the issue one of his priorities.

In a separate lawsuit, Hinkle on June 22 blocked a state ban of Medicaid coverage for transgender children and adults, saying the effort was “invidious discrimination.” The state also is appealing that decision.

illegal under federal law and said Velez Ortiz would be committing a felony by using marijuana and possessing a gun. It said correctional officers, in part, are required to qualify with firearms and be able to be issued guns in situations such as prison riots. “Because Mr. Velez Ortiz uses medicinal marijuana to treat his post-traumatic stress disorder, he is a regular user of marijuana,” said the ruling, written by Judge Clay Roberts and joined by Judges Stephanie Ray and M. Kemmerly Thomas. “Although he can legally possess and use medicinal marijuana under state law, his use of it is illegal under federal law. Accordingly, he cannot lawfully possess a firearm. Each time he does, he is committing a felony. And each year, he is required to possess a firearm to qualify. As a result, he is violating his requirement to maintain good moral character, which is required to keep his correctional officer certification.”

An order issued Monday said proceedings at the Supreme Court will be on hold until the 1st District Court of Appeal rules on a motion by Velez Ortiz for a rehearing.

SWEEP NABS HEMP PRODUCTS AIMED AT CHILDREN

The Florida Department of Agriculture and Consumer Services said Tuesday that a week-long inspection sweep of businesses uncovered 68,689 packages of hemp-extract products --- some with euphoric, highpotency THC --- marketed toward children. The sweep, dubbed “Operation Kandy Krush,” was conducted at 475 businesses in 37 counties. Packages marketed toward chil -

dren were found at 134 establishments, said Aaron Keller, a department spokesman. A state law (SB 1676) that went into effect July 1 includes prohibiting sale of hemp-extract products intended for human ingestion to anyone under age 21. The sale of hempextract products that could be inhaled was already prohibited. The new law also requires that packaging not be considered attractive to children. That means products can’t be shaped like humans, cartoons or animals or manufactured in a way that leads to them looking like popular candy. Selling such products can lead to second-degree misdemeanor charges. Second violations within a year can draw first-degree misdemeanor charges.
