IMPROVABLE CAUSE
18 YEARS
By Morgan Cole
Pensacola’s comedy scene has grown steadily over the last ten years and encompasses a growing group of dedicated comedians, filmmakers, writers and performers. More comedians are getting involved in the local scene each month, and regardless of fame, cash or even laughs, they keep coming back for more with no signs of slowing down.
Some of these people perform each week at open mics or alongside touring comedians at booked venues. Others are more comfortable filming a skit on location and sharing their jokes via YouTube or Facebook once a new video is complete. Some might be nervous or awkward, while others are bold and charming. Regardless of their personality type, the subject matter or their delivery style, they all share an insatiable desire to bring humor into the lives of strangers.
One such group is the Pensacola-based improv troupe, IMPROVable Cause. Founded in 2005 by a group of Pensacola actors and college students, IMPROVable Cause is Pensacola’s professional improv comedy troupe.
A lawyer, a therapist, an education director and a graphic designer— make up the cast of the proudly PG-13 IMPROVable Cause improv troupe, which hosts monthly performances at the Clark Family Cultural Center on Saturday nights.
Although its members hold fulltime careers outside of the organization, this touring comedy troupe serves as a needed creative outlet for each of them. Of the original founding members, many of whom
still perform with the troupe today, is IMPROVable Cause co-owner and Pensacola native, Brooke Hardy, who began attending workshops when she was just 18 years old back before IMPROVable Cause was really brought together.
As time went on and more workshops were held, the same group of individuals kept attending and before they knew it, this same group had evolved into a performing improv troupe, Hardy explained.
“IMPROVable Cause first started as a murder mystery company that performed briefly in the early 2000s. By 2004, it had evolved into a series of free, public improv workshops led by Cole Dickson, and by December 2005, we were performing shows on a monthly basis,” Hardy said. “IMPROVable Cause was never created, it just evolved into what it is today. A group of community theatre actors and college students kept working on learning improv together every week and at some point, it was the same people, so it formed a troupe organically. We then decided to start performing, and that’s how we’ve become what we are today.”
For nearly 10 years, IMPROVable Cause hosted monthly performances and workshops at the now-defunct Silver Screen Movie Theatre near University Mall, until it unexpectedly closed down just before an upcoming show. Since 2014, IMPROVable Cause has proudly called the Pensacola Little Theatre home.
Now in its 18th year, IMPROVable Cause continues to host monthly performances and improv workshops that are open to the public. Outside of their regu-
lar monthly shows and workshop offerings, the group offers corporate team-building workshops, private entertainment for events and also participates in various festivals, conferences, conventions and fundraisers for community groups and non profit organizations throughout the Pensacola area.
“We also offer public workshops for anyone who wants to learn the basics of improv comedy, as well as team-building sessions that use improv techniques to help empower employees in the workplace and build stronger team relationships,” Hardy said.
Hardy explained that improv has so many applications in our everyday lives, and the group teaches this in both their community improv workshops and during corporate team-building events.
“Improv is all about communication and collaboration. It’s about setting your fear aside and working together to build something brick-by-brick. The cardinal rule of improv is ‘yes, and,’ which is really about accepting others’ ideas and adding to them, which can lead to some really creative ways of working together, both in our interpersonal and professional lives. Also, saying ‘yes, and’ to life leads to some pretty amazing adventures,” Hardy explained.
Mostly sourced from the local theatre community or from their monthly workshops, IMPROVable Cause currently has eight performing troupe members, each of which are highly engaged in the local arts and theatre community.
“Over the years, we have mostly sourced members from the local theatre community or from our
community workshops. We’ve never held formal auditions, and there’s never been a formal selection process. Some people come to us with formal improv training and experience, and others have never done it before but have good instincts and a desire to learn.
Improv is truly a collaborative art form–a team sport. We always say that one of the most important jobs we have in improv comedy is to ‘make your scene partner look good.’ That means that it is our job to have each others’ backs no matter what. If we focus on making our teammates look good and feel supported, we’ll get the same back,” Hardy said.
The comedy organization is funded solely by revenue from ticket sales, private bookings and corporate events. With no full-time paid staff members, all IMPROVable Cause performers volunteer their time and talents to keep things running behind the scenes.
“When the group started performing in 2005, one of the goals was to pay local actors for their work—something that was very rare back then in Pensacola— and we continue to do that to this day. After we pay our expenses, the money earned from ticket sales or private events goes back to our performers,” Hardy said.
Their improv shows consist of short-form improv games based on audience suggestions, like the TV show Whose Line is it Anyway?
“Everything we do is off the tops of our heads without scripts, so no two shows are the same. Over the last nearly 18 years, we have been a paid group of improv comedy actors, which I think is a really cool thing. Not only that, but we
rehearse for two hours each week to practice our skills and prepare for our shows. We’ve worked hard to cultivate a particular brand of improv that we’ve been told is pretty unique,” Hardy said.
If you’re looking to get your dose of late-night comedy, you can catch the IMPROVable Cause comedy troupe performing the first Saturday of each month at 10:30 pm at the Clark Family Cultural Center (aka Pensacola Little Theatre) located at 400 South Jefferson Street in downtown Pensacola.
The next IMPROVable Cause Live! performance will be held on September 2 at the Clark Family Cultural Center. Tickets are $10 each and available for purchase in advance from the PLT box office or at the door on performance nights starting at 10 pm.
With performances taking place later in the evening, content tends to lean more on the adult side of things. There’s no formal age requirement, but we would recommend ages 16 and older. Attendees also have access to a full bar starting at 10 pm.
If you are interested in sharpening your improv skills, the IMPROVable Cause comedy troupe will host their next public workshop on September 16 from 12 pm to 2 pm at The Gordon Community Art Center located at 306 N De Villiers Street in Pensacola. The cost to participate is $15 and space is limited to 20 participants. To reserve your spot, email by improvpensacola@gmail.com.

TAKE CONTROL IN 1, 2, 3 DURING NATIONAL PREPAREDNESS MONTH
Escambia County encourages residents to join in observing National Preparedness Month in September, recognized each year by the Federal Emergency Management Agency to remind everyone that we all must prepare ourselves and our families for disasters now and throughout the year. This year’s theme is, “Take Control in 1, 2, 3,” which focuses on preparing older adults for disasters, specifically older adults from communities that are disproportionally impacted by all-hazard events.
As your prepare your home, everyone, especially older adults, are encouraged to become more prepared in three simple steps:
1. Assess your needs. Everyone has unique needs. There are several factors that can affect the steps you need to take to prepare yourself and those you care for. Whether you care for pets, have children, have a medical condition or a disability, it is important to know what your family will need to stay safe.
2. Make a plan. Once you’ve assessed your needs, you can plan for what you’d do, where you’d go and what to bring if a disaster strikes. Your emergency supply kit should include items that meet your individual needs.
3. Engage your support network. Get to know your neighbors because they, along with your family and friends, can be a support network before, during and after a disaster by providing emotional and practical support.
“If you have lived on the Gulf Coast for any length of time, you know that September and October are our area’s peak hurricane months,” said Emergency Manager Travis Tompkins. “There are many people moving to our area that are unaware of this. Take some time to meet neighbors, interact with people at your place of worship and talk about how you need a plan when the storm comes. Remember, it’s ‘One Week Ready.’ Have enough food, water and supplies for a week. Check out our website for preparedness tips, and watch our ‘A Minute with EM’ videos on Facebook, YouTube or our website for a host of useful information and weather awareness.”
Follow these steps to make sure you and your family are prepared this hurricane season:
1. Know Your Zone. Familiarize yourself with evacuation zones and routes. In 2018, Emergency Management released a “Know Your Zone” website for residents to look up their evacuation zone. You can look up your address to see if your home is in evacuation zone A, B, C, D, E or none as well as view the impacts of storm surge in your neighborhood. Knowing your evacuation zone is one of the most important hurricane preparation steps you can take. It is very important that you look up your evacuation zone each year to find out if and when you should evacuate, even if you have looked it up in the past, as zones can change. Most importantly, don’t rely on previous storm experience.
2. Know Your Home. Is your home prepared for a hurricane? With COVID19, your safest place may be at home instead of a shelter. Pack an emergency supply kit. It should contain three days of clothes, nonperishable food, pet food, water and a battery-operated radio and flashlight with extra batteries. Also include a first-aid kit with items such as gloves, adhesive bandages and prescription medications. Please remember “Get One Week Ready.” Citizens should be equipped to provide for themselves, their families and their pets for at least three days following a major hurricane.
3. Know Your Plan. Plan how you will assemble your family and loved ones, and anticipate where you will go for different situations. Get together with your family and agree on the best ways to contact one another in an emergency. Inform out-of-town family and friends of your emergency plans and stay in contact. Plan your evacuation route and destination before an evacuation order is issued. Anticipate where you and your family will go for different
situations. Be sure to make preparations for pets and family members who made need special accommodations, such as a wheelchair ramp, oxygen tank or specific medications.
4. Stay Informed. Know where to go for trusted sources of information during a hurricane event. Sign up for alerts from your local emergency management office so notifications, including evacuation orders, go directly to your phone and email. You can also enable emergency alerts on your cell phones. Monitor local news for hurricane watches and warnings in your area and follow directions of local officials. Make sure you have a battery-operated or handcrank radio available should the power go out. Review and sign up for the different types of information/notifications available directly from Escambia County.
The National Weather Service also provided some steps to follow for National Preparedness Week:
• Determine Your Risk: Find out today what types of wind and water hazards could happen where you live, and then start preparing how to handle them.
• Develop an Evacuation Plan: The first thing you need to do is find out if you live in a hurricane evacuation zone. If you do, now is the time to begin planning where you would go and how you would get there. Be sure to account for your pets in your plan. As hurricane season approaches, listen to local officials on questions related to how you may need to adjust any evacuation plans based on the latest health and safety guidelines from the CDC and your local officials.
• Assemble Disaster Supplies: You’re going to need supplies not just to get through the storm but for the potentially lengthy and unpleasant aftermath. Have enough non-perishable food, water and medicine to last each person in your family a minimum of three days. Electricity and water could be out for at least that long. You’ll need extra cash, a battery-powered radio and flashlights. You may need a portable crank or solarpowered USB charger for your cell phones. If you need to go to a public shelter, the CDC recommends bringing items that can help protect you and others from COVID-19, such as hand sanitizer with at least 60% alcohol, bar or liquid soap and disinfectant wipes and masks.
• Get an Insurance Checkup: Call your insurance company or agent and ask for an insurance check-up to make sure you have enough homeowners insurance to repair or even replace your home. Don’t forget coverage for your car or boat. Remember, standard homeowners insurance doesn’t cover flooding. Whether you’re a homeowner or renter, you’ll need a separate policy for it, and it’s available through your company, agent or the National Flood Insurance Program at floodsmart.gov. Act now as flood insurance requires a 30-day waiting period.
FLASH Insurance Guide: If Disaster Strikes, Will You Be Covered?
° Find available coverage through FEMA and the National Flood Insurance Program.
• Strengthen Your Home: If you plan to ride out the storm in your home, make sure it is in good repair and up to local hurricane building code specifications. Many retrofits are not as costly or time consuming as you may think. Have the proper plywood, steel or aluminum panels to board up the windows and doors. Remember, the garage door is the most vulnerable part of the home, so it must be able to withstand the winds.
• Help Your Neighbor: Many Americans rely on their neighbors after a disaster, but there are also many ways you can help your neighbors before a hurricane approaches. Learn about all the different actions you and your neighbors can take to prepare and recover from the
hazards associated with hurricanes.
• Complete A Written Plan: The time to prepare for a hurricane is before the season begins, when you have the time and are not under pressure. If you wait until a hurricane is on your doorstep, the odds are that you will be under duress and will make the wrong decisions. Take the time now to write down your hurricane plan. Know who issues evacuation orders for your area, determine locations on where you will ride out the storm, and start to get your supplies now. Being prepared before a hurricane threatens makes you resilient to the hurricane impacts of wind and water. It will mean the difference between being a hurricane victim or a hurricane survivor.

PENSACOLA FIRE DEPARTMENT ANNOUNCES SMOKE ALARM SATURDAYS
The Pensacola Fire Department will be kicking off Smoke Alarm Saturdays in October, with a goal of providing free smoke alarms to every household in the City of Pensacola without a working smoke alarm.
This initiative is part of the Sound the Alarm fire safety campaign in partnership with the American Red Cross, with the Red Cross providing the smoke alarms for distribution to residents free of charge.
The first two Smoke Alarm Saturdays are scheduled in the Creighton Heights and Westside Garden District neighborhoods, with additional events to be scheduled throughout the city.
During Smoke Alarm Saturdays, PFD firefighters will be going door to door from 9 a.m. to noon, walking the neighborhood and offering to install a smoke alarm free of charge. PFD will be joined by Mayor D.C. Reeves, American Red Cross volunteers, and one or more City Council representatives while canvassing the neighborhoods.
Smoke Alarm Saturdays Schedule
• Saturday, Oct. 7: Creighton Heights (South of Creighton Road/West of Tippin Avenue) - 9 a.m. to noon
• Saturday, Oct. 21: Westside Garden District (South of Cervantes Street/ North of Garden Street/East of Pace Boulevard/West of A Street) - 9 a.m. to noon
As part of Smoke Alarm Saturdays, the Pensacola Fire Department encourages all residents to take a moment to test their smoke alarms and ensure they are working properly. Visit nfpa.org for an info sheet with smoke alarm safety tips from the National Fire Protection Association. Smoke alarms that are properly installed and maintained play a vital role in reducing fire deaths and injuries. According to the National Fire Protection Association, a working smoke alarm cuts the chances of dying in a reported fire in half.
To request a free smoke alarm and smoke alarm installation assistance, call the Pensacola Fire Department at 850-436-5200.

REDISTRICTING APPEAL COULD GO ON FAST TRACK
JIM SAUNDERS NEWS SERVICE OF FLORIDA
TALLAHASSEE — A state appeal has put on hold a circuit judge’s ruling that a congressional redistricting plan violated the Florida Constitution, as the case could be on a fast track to the state Supreme Court.
Secretary of State Cord Byrd and the Florida House and Senate filed a notice Monday that is a first step in appealing the decision issued Saturday by Leon County Circuit Judge J. Lee Marsh. Under a procedural rule, the notice triggered an automatic stay of Marsh’s decision while the case continues to play out.
The notice was filed to appeal the decision to the 1st District Court of Appeal, but attorneys for the state and voting-rights groups that challenged the redistricting plan agreed last month to seek what is known as “pass-through jurisdiction” to the Florida Supreme Court.
If granted, that would effectively mean skipping the usual process of litigating at the 1st District Court of Appeal before going to the Supreme Court. The agreement last month said the parties would seek a Supreme Court ruling by Dec. 31.
State lawmakers are scheduled to start the 2024 legislative session in January. A Supreme Court ruling by Dec. 31 would allow them to redraw congressional lines, if necessary, during the session.
The qualifying period for 2024 congressional candidates will be April 22 to April 26, according to the state Division of Elections website.
Marsh issued a 55-page decision that sided with a coalition of voting-rights groups that challenged the redistricting plan, which Gov. Ron DeSantis pushed through the Legis-
INSURANCE ISSUES COULD POSE LONG-TERM PROBLEMS
As Florida recovers from Hurricane Idalia, Fitch Ratings this week warned about longterm effects of property-insurance problems in Florida and California. “Rising premiums and reduced availability of homeowners’ property insurance could drag on housing markets, development activity, overall economic growth and ultimately tax bases for certain California and Florida local governments over time,” the ratings agency said in a post Tuesday on its website. “Insurers are re-evaluating their exposures to geographic areas with elevated catastrophe risk as they face greater losses and higher building and reinsurance costs. Insurance plays a key role in securing mortgages and enabling rebuilding following natural disasters.” Fitch said Florida has the highest homeowners’ insurance premiums in the
REPUBLICANS FILE IN TORRES, BELL DISTRICTS
Republican candidates have filed paperwork to run in 2024 for seats that will be vacated by Sen. Victor Torres, D-Orlando, and Rep. Melony Bell, R-Fort Meade. Kissimmee Republican Jon Arguello opened a campaign account Tuesday to run in Senate District 25 in Orange and Osceola counties, according to the state Division of Elections
DESANTIS REQUESTS AID FOR FISHING INDUSTRY
Gov. Ron DeSantis on Wednesday sent a formal request to the U.S. Department of Commerce seeking assistance for the fishing industry after last week’s Hurricane Idalia. Without putting a dollar figure on the potential damage, DeSantis said in a letter to Commerce Secretary Gina Raimondo that the commercial and residential fishing communities in North Florida’s Big Bend region were “greatly affected” by the Category 3 hurricane. “Florida’s Big Bend
lature in 2022.
The lawsuit focuses on North Florida’s Congressional District 5, which in the past elected Black Democrat Al Lawson but was overhauled in the redistricting process. White Republicans won all North Florida congressional districts in the November elections after the map was redrawn.
Florida voters in 2010 approved a constitutional amendment, known as the Fair Districts amendment, that set standards for redistricting. Part of that barred drawing districts that would “diminish” the ability of minorities to “elect representatives of their choice.”
The voting-rights groups argued that the 2022 redistricting plan violated the so-called “non-diminishment” standard.
“Under the stipulated facts (in the lawsuit), plaintiffs have shown that the enacted plan results in the diminishment of Black voters’ ability to elect their candidate of choice in violation of the Florida Constitution,” Marsh wrote.
The notice of appeal, as is common, does not detail arguments that lawyers for Byrd and the Legislature will make as they challenge Marsh’s ruling.
But DeSantis and the state’s attorneys have argued that the U.S. Constitution’s Equal Protection Clause prevented using a district similar to the previous shape of Congressional District 5 because it would involve racial gerrymandering.
The district in the past stretched from Jacksonville to Gadsden County, west of Tallahassee, incorporating areas that had large Black populations. The 2022 plan put the district in the Jacksonville area.
country and pointed to pullbacks of firms such as Farmers Insurance in Florida and California. It also cited massive growth at Florida’s Citizens Property Insurance Corp. which was created as an insurer of last resort but now has nearly 1.4 million policies. “Recovery following natural disasters may be delayed or incomplete if there are greater numbers of those who are under-insured or uninsured due to affordability or nonrenewal issues,” Fitch said. “High-risk areas could be left with a smaller tax base if hurricane or wildfire damage leads to permanent relocations, or if these areas find it difficult to attract new residents. Fitch has not observed these effects playing out to date, as insurance is one of many factors in home purchase decisions. However, pressures on housing demand could be amplified with increasing natural disasters and insurance markets in which the insurers of last resort are costly or impose higher assessments to cover increased claims.” Florida lawmakers in December passed a series of changes to try to shore up the insurance market, including taking steps to limit lawsuits against property insurers.
website. Torres cannot run again next year because of term limits. Also in the race are Rep. Kristen Arrington, D-Kissimmee, and Orlando Democrat Carmen Torres. Meanwhile, Mulberry Republican Shawn Curtis Mcdonough opened a campaign account last week to try to succeed Bell in Polk County’s House District 49. Also in the race is Lakeland Republican Heather McArthur. Bell is running for Polk County supervisor of elections.
STATES SAY FLOOD INSURANCE FIGHT SHOULD CONTINUE
JIM SAUNDERS NEWS SERVICE OF FLORIDA
TALLAHASSEE — Florida and other states are trying to fend off an attempt by the Biden administration to end a lawsuit challenging changes to the National Flood Insurance Program that have led to higher premiums for many property owners.
Attorneys for 10 states and local government agencies in Louisiana filed a 44-page document Tuesday urging a federal judge to reject arguments that they lack legal standing to challenge the changes, which became fully effective April 1 after being phased in. U.S. Department of Justice lawyers filed a motion last month to dismiss the case.
Tuesday’s document pointed to “crippling effects” of changes in the program, which is the dominant provider of flood insurance in the country.
“Plaintiffs do not dispute that, under the legacy rating system (previous system), many individuals experienced slight annual increases as permitted under (a federal law),” said the document, submitted by Louisiana Attorney General Jeff Landry and joined by the other plaintiffs. “But policyholders have never seen rate increases like the ones they are seeing” under the changes.
The legal fight is playing out as areas of Florida’s Gulf Coast clean up from flooding caused by Hurricane Idalia, which barreled up the gulf last week before making landfall in the Keaton Beach area of Taylor County.
A document in the lawsuit said the National Flood Insurance Program included about 1.391 million Florida policies, with total coverage of nearly $367 billion. Many homeowners who have mortgages are required to carry flood insurance.
The lawsuit, filed in June in the federal Eastern District of Louisiana, centers on changes known as “Risk Rating 2.0: Equity in Action.” Federal officials contend that the changes, which gradually started taking effect in October 2021, are designed to make the flood-insurance program “actuarially sound”
COURT TO ‘EXPEDITE’ NURSING HOME KIDS CASE
A federal appeals court has agreed to speed up holding a hearing in Florida’s appeal of a ruling that would require changes aimed at keeping children with complex medical conditions out of nursing homes. The 11th U.S. Circuit Court of Appeals said in an order Tuesday that it would “expedite” oral arguments in the legal battle between the state and the U.S. Department of Justice. Nevertheless, the arguments will not happen until after final briefs are filed on Dec. 6, according to a schedule in the order. U.S. District Judge Donald Middlebrooks in July sided with the Justice Department in a decadelong dispute about whether the state was improperly institutionalizing children who often require round-the-clock care and have needs such as ventilators, feeding tubes and breathing tubes. Middlebrooks
and reflect the risks of each property.
“These changes all reflect best practices in the insurance industry, which is precisely what Congress charged FEMA (the Federal Emergency Management Agency) to do under the NFIA (National Flood Insurance Act),” Justice Department attorneys wrote last month. “Furthermore, the geographical distribution of premium payments has been stark: Under the legacy rating approach, taxpayers and policyholders in landlocked states were covering the cost of flood risk in a few coastal states. Risk Rating 2.0 charges every policyholder their fair share based on their property’s true flood risk and thus accomplishes the stated purpose of the NFIA.”
But the lawsuit alleges, in part, that federal officials violated a law known as the Administrative Procedure Act by making changes that were “arbitrary and capricious.”
In trying to prevent dismissal of the case, the plaintiffs raised a series of arguments about having standing to challenge the changes, including saying they will suffer economic harm
“It (the overhaul) imposes unreasonable and unexpected costs across the board, and as a result, it imposes distinct and direct harms on each plaintiff,” the document filed Tuesday said.
Along with Florida and Louisiana, other states in the case are Idaho, Kentucky, Mississippi, Montana, North Dakota, South Dakota, Texas, Virginia.
While the National Flood Insurance Program dominates the market, a commentary released Friday by the AM Best financialrating agency said an increasing number of Florida property owners are buying private flood-insurance coverage.
“Given the rise in average pricing of flood policies provided through the National Flood Insurance Program, private flood insurance in Florida has seen notable growth, with the number of policies up 30% in 2022 from 2021,” the commentary said.
wrote that the Americans with Disabilities Act requires the state to provide services in the most “integrated setting appropriate” to meet the needs of people with disabilities. He also cited a major 1999 U.S. Supreme Court ruling that said “undue institutionalization” of people with disabilities is a form of discrimination. In an accompanying injunction, Middlebrooks required the state to provide more private-duty nursing to help children live with their families or in their communities, rather than in nursing facilities. The state is seeking a stay of the injunction while the appeal moves forward — a request that the Justice Department is fighting. The state filed a motion Aug. 21 requesting expedited arguments in the case. “Good cause exists to encourage swift resolution of this appeal,” the motion said. “The district court’s injunction imposes dozens of obligations on the state. The injunction’s deadlines for the state’s compliance, as well as the heavy financial burdens required to work towards compliance, have quickly begun to accumulate.”
is an important cornerstone of the state’s fishery,” DeSantis said in the letter. “This region includes over 600 fishermen, 160 fishery wholesalers and retailers, 240 aquaculture shellfish farmers, and 450 for-hire charter captains, all of which play important commercial fishery roles.” A news release from the governor’s office said Idalia, in part, caused boat facilities to be lost and halted commercial and charter fishing operations. “Additionally, tourism for fishing in the area will be impacted while the community rebuilds,” the news release said. Idalia made landfall Aug. 30 in the Keaton Beach area of Taylor County after coming up the Gulf of Mexico.
