MAKING WAY FOR EXPANSION PENSACOLA

AINTERNATIONAL AIRPORT RECEIVES $4 MILLION FAA GRANT

s the largest airport between Jacksonville and New Orleans, the Pensacola International Airport (PNS) serves as a key gateway for travelers throughout the Florida Panhandle and southern Alabama.

With an average of more than 58,000 passengers and over 37,000 commercial aircraft arrivals and departures per week, PNS served a record-breaking number of over 3 million passengers in fiscal year 2024.

Over the last 10 years, PNS has seen 104 percent growth of travelers and flights combined—a trend that shows no signs of slowing down.

This rapid growth reflects both the increasing demand for air travel across our region and the airport’s ability to meet evolving passenger demands.

“The continued and rapid growth of our airport really speaks to the vibrancy of this wonderful community,” PNS Airport Director Matt Coughlin said. “Our team is poised to meet the challenges of this growth while affording the full spectrum of travel options for our valued travelers.”

As it prepares for future expansion, including upcoming terminal improvements, a new concourse and state-of-the-art parking updates, PNS remains dedicated to enhancing the traveler experience and helping drive economic growth across the region.

In October, PNS was awarded a $4 million grant from the Federal Aviation Administration (FAA) as part of the Bipartisan Infrastructure Law (BIL) Airport Terminals Program (ATP).

The FAA’s valuable investment in America’s transportation network will help modernize infrastructure, increase equity in transportation, help fight climate change, strengthen the supply chain and create jobs.

“Our team is poised to meet the challenges of this growth while affording the full spectrum of travel options for our valued travelers.”

Through the BIL, a total of $5 billion has been allocated ($1 billion annually from 2022 to 2026) to provide competitive grants for terminal development projects that address the aging infrastructure of the nation’s airports.

This grant marks the first time PNS has been awarded funds through this funding initiative, which aims to modernize airport terminals nationwide.

The program’s primary goals include making airports safer, more sustainable and more accessible.

The grant funds will play a pivotal role in the airport’s ongoing Terminal Expansion and Modernization Program, an effort to meet the increasing demands of the region’s growing air travel market and improve the overall passenger experience.

“The Terminal Expansion and Modernization Program is a major part of our long-term vision for Pensacola International Airport, and the additional support from the FAA will allow us to move forward with many critical improvements that benefit both our travelers and the community,” Coughlin explained.

The FAA’s ATP is in its fourth year of a five-year program, awarding a total of $970 million to 128 projects across 125 airports.

These investments not only enhance airport infrastructure but also contribute to the creation of highpaying jobs in communities across the country, including Pensacola.

“This grant is a significant milestone for Pensacola International Airport as we continue to meet the demands of our growing passenger base,” Coughlin said.

The Terminal Expansion and Modernization Program is set to increase the capacity of PNS, offering a brand-new terminal with five gates, enhanced traveler amenities, improved accessibility, a reconfigured and expanded TSA checkpoint and more.

The project will also help support the broader economic growth of the region by attracting more business and tourism to Pensacola.

“We have worked tirelessly, alongside our federal leadership, to improve Pensacola International Airport. This shows us these efforts are paying off. Obviously, it is not the end of our work,

but just the beginning as we move one step closer to offering a worldclass center of travel for our residents and visitors to Pensacola and the surrounding area,” Pensacola Mayor D.C. Reeves said.

The Terminal Expansion and Modernization Program is part of PNS’s larger vision to transform the airport into a modern facility capable of serving the needs of travelers today and many years into the future.

While plans for the airport’s expansion are currently in the design phase, the airport’s timeline for breaking ground on the expansion project is 2025.

In November, PNS also opened a new long-term parking lot to serve its burgeoning passenger demand. The new lot is located on Tippin Avenue and is fully paved and lighted and offers 435 parking spaces, two bus shelters and 14 EV charging stations to accommodate guests with electric vehicles. ESCAMBIA COUNTY EMS CORE PROGRAM

CELEBRATES 200TH

PATIENT MILESTONE

Escambia County Emergency Medical Services is proud to announce a significant achievement in its Coordinated Opioid Recovery Effort program. The CORE program has successfully assisted its 200th patient, reaching a major milestone in its mission to combat the opioid crisis and provide comprehensive care to individuals battling opioid addiction.

CORE is a state-funded addiction recovery program that expanded to Escambia County in late 2022, with the county accepting its first CORE patient in February 2023. Since its inception, the CORE program has worked diligently to offer personalized, non-judgmental support to individuals suffering from opioid use disorder. This program focuses on providing immediate medical care, counseling, and long-term recovery support to help patients through the recovery process.

“We are thrilled to celebrate the 200th patient milestone, which represents the dedication and compassion of our EMS team and the resilience of the individuals we serve,” said Joey Kerman, Supervisor of Escambia County EMS CORE program. “This accomplishment highlights the success of our Coordinated Opioid Recovery Effort, and we are committed to continuing this vital work to ensure that those struggling with addiction receive the support they need to reclaim their lives.”

The CORE program combines EMS response with community resources, including addiction counseling, mental health support, and recovery services, to give patients the tools and services they need to overcome addiction. By intervening at critical moments and connecting individuals with resources, CORE helps to break the cycle of addiction and offers a pathway to recovery.

"I'm incredibly proud of our CORE team for reaching this milestone and

continuing to help so many individuals in our community who are struggling with opioid addiction," Escambia County EMS Chief Chris Watts said. "The opioid crisis is impacting our community and many others across the nation, but through this program, lives are truly being changed for the better in Escambia County."

The CORE program is made possible by community partnerships including Community Health Northwest Florida and Lakeview Center.

“We believe in the power of community, and CORE is not just about emergency response, but also about providing longterm care and support,” Kerman said. “This milestone of 200 patients helped reflects the collective efforts of our EMS team, local partners, and the community as a whole.”

As the CORE program continues to grow, Escambia County EMS remains committed to providing compassionate care and essential support for individuals affected by opioid addiction. The 200th patient milestone is just one step in the ongoing effort to combat the opioid crisis and improve public health in Escambia County.

ALDERBROOK ROAD TO BE CLOSED FOR DRAINAGE IMPROVEMENTS BEGINNING DECECEMBER 26

BEACH LIFEGUARDS

HOSTING TRYOUTS JANUARY 25

Pensacola Beach Lifeguards will host a tryout on Saturday, Jan. 25, 2025, at 10 a.m. for individuals looking for a challenging, rewarding and exciting job with a starting pay of $18.35/hour.

The tryout will occur at the University of West Florida Aquatic Center, 11000 University Parkway, Bldg. 72. Applicants are asked to arrive at least 15 minutes early and to bring all relevant certifications to the tryout event.

Position requirements for employment include the following:

Able to swim 550 yards in a pool in 10 minutes or less

With

• Able to run 1.5 miles on a track in 15 minutes or less

• Be at least 16 years old

• Possess a valid driver’s license

Attending and passing a tryout is required to be considered for employment. If you pass the physical tests in the allotted time and meet all of the other requirements, you will be scheduled for an interview. If selected to be hired, you will receive paid training. Training includes but is not limited to, successfully passing 80 hours of open water training and emergency medical training. ESCAMBIA COUNTY CORRECTIONS RECOGNIZES IN2WORK GRADUATES

The Escambia County Corrections Department proudly recognized 18 IN2WORK graduates with a ceremony Tuesday, Dec. 17 at the Escambia County Jail, celebrating their dedication to achieving educational and career goals.

The IN2WORK program teaches employable food service skills to help incarcerated individuals successfully transition back into the community, providing participants with hands-on training and certifications that prepare them for jobs in the food service and retail management industries.

The IN2WORK program is operated by Aramark through a partnership with the Escambia County Jail, with a goal of reducing recidivism through education and certifications for post-incarceration employment paths.

"This is a benefit not only to the inmates, but to the department, to help with recidivism," Escambia County Jail Commander Scott Nash said. "Hopefully, this program will help these individuals get a job and be successful once they are back in the community. So it's just a benefit for all. They get back out in the community, they've got a job, and they can actually say it's a positive thing that came out of their time in jail."

The purpose of IN2WORK is to teach students how to function in a workplace setting and work as a team. Students learn accountability and responsibility through disciplined classroom and hands-on training. By building competent and confident graduates, they are set up for success upon reentry to their communities.

Johnathan Yohn just graduated from the program and said he is excited to put his new skills to use when he is released from jail in just over a month, with dreams of opening his own food truck someday.

"I've always been interested in working in the food service industry," Yohn said. "So when I became an inmate, somebody in the dorm told me they were doing the ServSafe, so I decided to take it. I learned a lot of things I didn't know before. It's a leg up. It just shows that even though I did something negative, that I tried to turn it into a positive in my life."

Yohn said he enjoyed the six-week course, which taught him everything from proper food storage, to sanitizing and cleaning procedures, to keeping up your appearance and hygiene when working in the food service industry.

Students accepted into the program receive a certification from the National Restaurant Association upon completion. Once released, Aramark offers IN2WORK

graduates an opportunity to apply for a scholarship to continue their education and jumpstart their career through exclusive access to employment opportunities with Aramark.

"We have continued to invest and drive innovation around IN2WORK because we have a genuine interest in helping former offenders transition back into society, and know the program works," said Tim Barttrum, President of Aramark's Correctional Services group. "By offering a full suite of solutions, our goal is to fulfill the need to educate, train, and encourage graduates to continue their development once they've been released. We consistently see results with those who implement the program including increased self-worth, esteem, and morale — factors that have been proven to promote a safer environment and more positive outcomes for our graduates."

PORT ARTHUR, TEXAS, NATIVE CONCLUDES 37 YEARS OF NAVAL SERVICE

A native of Port Arthur, Texas, and 1987 graduate of Lincoln High School retired from the U.S. Navy after 37 years of faithful service during a ceremony at the National Naval Aviation Museum aboard Naval Air Station Pensacola, Florida on December 19.

Capt. Clifford Collins, Jr., whose grandfather and father served in the Army, forged his own path and enlisted in the Navy in 1987 following his love for the ocean and dreams of seeing the world.

“I spent most weekends fishing with my brother and friends, watching in awe as massive ships sailed through the channel,” Collins said. “The sight of those vessels navigating the waters sparked a sense of wonder and fueled my dreams of exploration and adventure, ultimately shaping my decision to join the Navy.”

Collins’ parents, Cliff, Sr. and Mary, and stepfather, Rogers, collectively taught him at an early age the importance of a strong work ethic and teamwork, which was instrumental in him advancing in the Navy.

“I credit my mom for teaching me the importance and value of hard work,” Collins said. “This invaluable lesson helped me succeed throughout my career in the Navy, and I cannot thank her enough for what she did for me.”

Jimmy Perkins, a Vietnam veteran and neighbor of the Collins family, also shaped a young Collins through tales of his exploits in the sea service.

“Mr. Perkins would often share stories about his time in the Navy, recounting the adventures and camaraderie he experienced,” Collins said. “Listening to him was like being a kid in a candy store, and those tales of life on the water sparked a passion in me that would ultimately guide me toward my own naval career.”

Family and friends were not the only ones who influenced Collins; his experiences in the Navy affect how he currently views the world.

“Throughout my time in the Navy, I often found myself in situations I did not want to be in,” Collins said. “I enlisted to sail the seas, but I constantly tried to avoid sea duty—yet the Navy kept sending me back to it. However, everything changed when I received orders to USS Blue Ridge (LCC 19). That assignment opened my eyes to the world in ways I never expected. I traveled to third-world countries, saw things I could never have imagined and gained experiences that still shape my perspective to this day. Those memories are forever etched in my mind.”

Collins rose through the enlisted ranks, promoting to chief petty officer, before being selected for a commission as a naval officer. Highlights of his career included multiple tours in Japan and serving on major staffs, including Carrier Strike Group 5, Military Sealift Command, U.S. Pacific Fleet, Chief of Naval Personnel and the Chief of Naval Operations. He was even assigned to the White House Military Office. His final tour was with Naval Education and Training Command in Pensacola, Florida, as the chief of staff.

Looking back at his journey from a kid growing up in a small Texas town to 37 years in the Navy, Collins offers a piece of advice to anyone interested in military service.

“I encourage my children and anyone considering a military career to view the Navy as a solid foundation for a fulfilling life,” Collins said. “It offers not just valuable experiences but also countless opportunities to grow and develop. The key is to maintain an open mind, embrace the challenges and understand that service will provide rewards far beyond what you can imagine."

ESCAMBIA COUNTY COMPLETES JONES SWAMP FLOODPLAIN RESTORATION

Escambia County has completed the Jones Swamp Floodplain Restoration Project, restoring 10-plus acres of historic wetlands and wildlife habitat, along with planting over 16,000 trees and plants.

The project included excavating approximately 50,000 cubic yards of dirt and fill material, with a goal of restoring the area back to its natural wetland state. Loafing logs and brush piles were installed to help provide wildlife habitats, along with treating exotic and nuisance species to promote native plant growth.

"We are continuing to work hard to protect and improve our local waterways, and projects like this are incredibly important in supporting our ongoing efforts," District 2 Commissioner and Chairman Mike Kohler said. "Escambia County is filled with natural resources that contribute significantly to our quality of life, including beautiful wetlands like Jones Swamp. I'm very excited to complete this significant project to support water quality and habitat restoration and ensure we are continuing to be good stewards of the natural resources we are so fortunate to enjoy here in Escambia County."

Previously a wetland area, the Jones Creek floodplain was cleared and filled by the U.S. Navy in the 1950s as a safety feature, providing a clearway beyond the southern end of the Navy's airfield runway. In addition to clearing 50,000 cubic yards of dirt and fill material associated with the former clearway, the restoration project included a geotechnical survey to evaluate fill material for potential contamination prior to removal. The survey did not find any contamination in the fill material.

The Jones Swamp Floodplain Restoration Project was funded through the National Fish and Wildlife Foundation Gulf Environmental Benefit Fund, with a final budget of approximately $1.47 million.

Team members across Baptist departments shopped for the students’ wish lists and brought snacks, games and activities to each classroom. Funds for the Christmas gifts and party are provided through the Helping Hands team member giving program of the Baptist Health Care Foundation, which is funded by

generous contributions from Baptist team members across the organization.

MILTON FARM LOSSES COULD TOP $600M

Agricultural production losses in Florida from Hurricane Milton could reach $642.7 million, pushing the state’s potential crop and livestock losses from three hurricanes this year to nearly $1 billion.

The University of Florida Institute of Food and Agricultural Sciences, or UF/IFAS, on Friday released a preliminary estimate of losses from Milton, which plowed into Sarasota County with 120 mph maximum sustained winds on Oct. 9, crossed the state and affected 55 counties.

With losses estimated between $190.4 million and $642.7 million, Milton had a larger impact on agricultural production in Florida than Hurricane Debby in August and Hurricane Helene in September. Both of those hurricanes made landfall in rural Taylor County.

“It’s the area that the storm hit as well as the time of season that they (farmers) were in,” Christa Court, UF/IFAS Economic Impact Analysis Program director, said Friday about Milton during a conference call with reporters.

“It’s both the timing and the geography of the storm in this case,” Court added.

The UF/IFAS estimates for Milton are mostly tied to the current growing season and don’t include damage to such things as fertilizer and feed or repairs to damaged and destroyed infrastructure.

Milton affected more than 5.7 million acres of agricultural land, two-thirds of which was used for livestock grazing, according to UF/IFAS.

Vegetable and melon production took a large financial hit in Milton, with an estimated $52.5 million to $233 million in losses. Greenhouses and nurseries were at $66.9 million to $177.3 million in estimated losses.

Livestock and animal production losses were estimated at $29.3 million to $86.5 million. Fruit and tree-nut losses were estimated at $14.6 million to $57.7 million. Citrus losses were estimated at $23 million to $55 million. Field and row crops sustained an estimated $3.89 million to $32.9 million in losses.

Last week, the U.S. Department of Agriculture cut by 20 percent a forecast for Florida orange production in the current growing season and lopped another 14 percent off the anticipated harvest of grapefruit.

Helene resulted in an estimated $40.3 million to $162.2 million in losses, with the total expected to be narrowed in the coming months. Debby led to an estimated $170 million in losses, according to UF/IFAS.

“Milton resulted in higher agricultural losses than Hurricane Helene, not only because it caused more intense weather conditions overall, but also because areas producing high-value commodities experienced higher-intensity weather conditions,” said Xiaohui Qiao, a research assistant professor with the Economic Impact Analysis Program.

As another comparison, Hurricane Ian, which made landfall in Southwest Florida in 2022, resulted in $1.033 billion in agricultural losses. Hurricane Irma, which ran up the state in 2017, caused $1.31 billion in losses.

Court said data collection has improved since Irma.

Days after Milton’s arrival, state Agriculture Commissioner Wilton Simpson estimated that the storm caused between $1.5 billion and $2.5 billion in losses, while Debby, Helene and 2023’s Hurricane Idalia, which also made landfall in Taylor County, caused another $1.5 billion in damages.

“This major hurricane follows several years of above average rainfall, severe storms and winds, other tropical cyclones, hard freezes, and the significant economic disruption to all sectors of the economy caused by supply chain issues and mounting inflationary pressures, which may hinder access to necessary resources these farmers need,” Simpson wrote to U.S. Department of Agriculture Secretary Tom Vilsack.

An October report from the state Department of Agriculture and Consumer Services found major structural damage to nurseries and cattle ranches, while power outages caused disruptions to cow-milking operations. The report also found cotton, peanut and rice crops suffered “minor to catastrophic” damages, while vegetables, melons, blueberries, strawberries, and tropical fruits experienced “significant damages.”

A federal spending package proposed this week included $110 billion in emergency aid to communities recovering from Hurricane Helene and Helene Milton. But the fate of the money remained unclear Friday as the U.S. House struggled to pass a spending plan.

STATE REBUFFED IN MANATEES LAWSUIT

A federal judge has rejected a state attempt to end a lawsuit stemming from manatee deaths in the Indian River Lagoon and said a trial is needed to determine whether the Florida Department of Environmental Protection has violated the Endangered Species Act.

U.S. District Judge Carlos Mendoza issued a 17-page order last week siding with arguments by the environmental group Bear Warriors United that wastewater discharges into the Indian River Lagoon have led to the demise of seagrass and, as a result, the deaths of manatees.

But he said he must determine whether an “ongoing violation” of federal law exists. Mendoza denied a state motion for summary judgment, a request that would have shortcircuited a trial.

“As such, the only remaining issue of fact for the jury is whether there is an ongoing risk of manatee takings under FDEP’s (the Florida Department of Environmental Protection’s) regulatory regime,” Mendoza wrote.

Bear Warriors United filed the lawsuit in 2022, contending that the department has not adequately regulated sewage-treatment plants and septic systems, leading to discharges that killed seagrass — a vital food source for manatees — in a northern stretch of the Indian River Lagoon.

Florida had a record 1,100 manatee deaths in 2021, with the largest number, 358, in Brevard County, the focus of the lawsuit. Many deaths were linked to starvation.

The state had 800 manatee deaths in 2022, before the number dropped to 555 in 2023, according to Florida Fish and Wildlife Conservation Commission data. The state had a reported 538 manatee deaths this year as of Dec. 13.

Mendoza in September also denied a state request to dismiss the lawsuit, which names as the defendant former Department of Environmental Protection Secretary Shawn Hamilton.

EPA BACKS CONTROVERSIAL ROAD PROJECT

The U.S. Environmental Protection Agency has approved a controversial proposal that would lead to using phosphogypsum, a radioactive byproduct of the phosphate industry, in a road project.

The EPA on Friday issued a notice of approval for Mosaic Fertilizer, LLC, a subsidiary of The Mosaic Company, to move forward with the pilot road project on company property in Polk County. The possibility of using phosphogypsum in road projects has long drawn opposition from environmental groups, which have argued it could pose risks to people working on roads and to water quality.

Phosphogypsum is typically stored in huge stacks, but Mosaic proposed building four sections of test road that would include different mixtures of phosphogypsum in road base material, according to the EPA notice. The project would be at the company’s New Wales facility.

In the notice, which is expected to be published Monday in the Federal Register, the EPA said the “approval applies only to the proposed pilot project and not any broader use.” The notice acknowledged a large number of comments submitted in opposition to the proposal but said the EPA concluded the project would be safe.

“Results from multiple modeling efforts indicate that risks due to the proposed pilot project are low,” the notice said. “EPA believes that for this existing site, it is most appropriate to consider the potential risk to site workers and the nearest residents to the site when determining whether the pilot project is as protective as leaving the

phosphogypsum in the stack. No comments raised topics which EPA did not consider in its technical evaluation or lead to a concern for human health or environmental impacts not previously considered.”

But Ragan Whitlock, a Florida-based attorney with the Center for Biological Diversity, which opposes the proposal, called the EPA decision “mind-boggling.” In a statement Friday, Whitlock cited risks to road crews and water quality and raised the possibility that the decision could be a step toward using phosphogypsum more broadly in road projects.

“The well-documented harm to public health and the environment from this kind of waste leaking out of radioactive phosphogypsum storage stacks should be leading to better oversight of Florida’s biggest polluters,” Whitlock said. “Instead the EPA has bowed to political pressure from the phosphate industry and paved the way for this dangerous waste to be used in roads all over the country. We’ll do everything in our power to protect Florida's people and precious environment from this reckless plan."

As the EPA considered the Mosaic proposal, Florida lawmakers and Gov. Ron DeSantis in 2023 approved a bill that authorized the state Department of Transportation to conduct a study of using phosphogypsum in road projects.

“Upon a determination of suitability by the department, phosphogypsum from phosphate production may be used as a construction aggregate material in accordance with the conditions of the United States Environmental Protection Agency approval for the use,” the bill said.

FAST-GROWING FLORIDA TOPS 23.3M PEOPLE

Growing faster than almost any other state, Florida’s estimated population topped 23.3 million people this year, according to data released Thursday by the U.S. Census Bureau.

The Census Bureau estimated that Florida had 23,372,215 people as of July 1, up from 22,904,868 a year earlier. Florida’s increase of 467,347 people was second only to Texas, which gained 562,941.

Also, Florida’s 2 percent growth rate trailed only the District of Columbia, which had a 2.2 percent rate, according to the Census Bureau. Texas and Utah each had 1.8 percent growth rates.

Bureau said. “Domestic migration netted another 411,004 residents. The South was the only region with positive net domestic migration, where the number of people entering the region exceeded those leaving. Natural increase also contributed 218,567 to the growing region.”

Natural increase is a measure comparing births and deaths. While Florida saw large overall population growth, it was one of 17 states that had more deaths than births, with a 7,321 “natural decrease,” the Census Bureau said.

State economists also pointed to such a decrease in a July report that projected Florida’s population over the coming decade.

In ruling last week on certain issues in the case, including that discharges led to killing seagrass and the deaths of manatees, Mendoza granted part of a Bear Warriors United motion for summary judgment — but the issue about ongoing risks remains to be resolved.

In its motion for summary judgment, Bear Warriors United said the department “has known for decades that the septic tanks and wastewater plants it authorizes release human nitrogen” that causes such problems as algae blooms in the lagoon.

“DEP thus authorizes the destruction of the lagoon’s ability to sustain seagrass and other macroalgae which are essential food sources for the manatees' survival,” the group’s attorneys wrote. “As such, DEP’s regulatory regime for septic tanks and wastewater plants directly and indirectly results in the ongoing unlawful ‘take’ of manatees, in violation of (a section of the Endangered Species Act), and this court must issue an injunction requiring compliance with the ESA (Endangered Species Act) to prevent further take of manatees.”

But in the state’s motion for summary judgment, attorneys wrote that Florida has taken steps in recent years to try to reduce discharges into the lagoon and disputed that it has violated the Endangered Species Act. The motion said the department’s “actions are not the proximate cause of any harm” to manatees, which are classified as a threatened species.

“The record shows that DEP has not authorized or entitled any party to cause a violation of water quality standards,” the state’s motion said. “It has, instead, worked diligently to restore an impaired water. There is no proximate cause. DEP is entitled to judgment as a matter of law because with no dispute of material fact, it has not violated the ESA.”

The lawsuit involves part of the Indian River Lagoon from the Melbourne Causeway in Brevard County to Turnbull Creek in southern Volusia County.

The estimated national population increased 1 percent to 340.11 million.

Florida’s growth reflected two key issues in the Census Bureau data: international migration and population increases in the South.

A news release accompanying the data said net international migration “was the critical demographic component of change driving growth in the (U.S.) resident population. With a net increase of 2.8 million people, it accounted for 84% of the nation’s 3.3 million increase in population between 2023 and 2024.”

The Census Bureau said Florida, California and Texas had the largest gains from net international migration, with Florida showing a 411,322-person increase.

The news release also said the South added more people from July 1, 2023, to July 1, 2024, than all other regions combined. It said the overall population in the South increased by nearly 1.8 million people.

“The largest contributing component to this growth was international migration, which added 1.1 million people,” the Census

“Natural increase is expected to remain negative throughout the forecast horizon as deaths continue to outpace births,” the report by a state panel known as the Demographic Estimating Conference said.

The state report estimated Florida had a population of 23 million people on April 1, with the total estimated to increase to 25.7 million in 2034. State and Census Bureau estimates have differed in the past, at least in part because of their methodologies.

The state report estimated Florida would add 319,109 net new residents from April 2024 to April 2028, saying such increases “are analogous to adding a city slightly smaller than Orlando, but larger than St. Petersburg every year.”

The new Census Bureau data showed Florida solidly in third place behind California and Texas in overall population. Florida is followed by New York, Pennsylvania, Illinois, Ohio, Georgia, North Carolina and Michigan.

The Census Bureau said three states, Vermont, Mississippi and West Virginia, had slight population decreases from July 1, 2023, to July 1, 2024.
