PENSACOLA OPERA’S 41 SEASON PRODUCTIONS AT THE HISTORIC SAENGER THEATRE By Darien Hardy
P
ensacola Opera is returning to the historic Saenger Theatre for its 41st season mainstage productions with a packed schedule of crowdfavorite performances and community events. Chandra McKern, general director for Pensacola Opera, and Corey McKern, artistic director for Pensacola Opera, are professionally trained opera singers who have performed at the famous Metropolitan Opera in New York City. “Our 41st Anniversary season promises to delight our current attendees and welcome new audiences with two classic opera productions, innovative special events, and some of the most exciting voices working in opera today,” Chandra said. “We are bringing in two world class directors this year who have a combined 80 years plus in the opera business,” Corey said. “Both of our mainstage productions, (Lucia di Lammermoor) and Die Fledermaus are full of excellent, challenging music and have great stories. With these directors and our excellent casts, I have no doubt our audience can expect world class operas in our lovely small town.” Pensacola Opera will open their 41st season with Gaetano Donizetti’s Italian bel canto opera Lucia. With performances on January 26 and 28, this dramatic powerhouse makes its return to the Saenger stage. Lucia follows Lucia Ashton, who is madly in love with Edgardo, leader of the Ravenswoods, her family’s fiercest political enemies. However, to save their family from poverty, her brother Enrico has already arranged her marriage to Lord Arturo Bucklaw. Caught in the middle of the two rival families, Lucia loses her strength and descends into madness, leading to the opera’s tragic conclusion. Donizetti’s beautifully tumultuous score is highlighted by the iconic
“Mad Scene,” an extended, virtuosic showpiece made famous by sopranos such as Joan Sutherland, Maria Callas and Beverly Sills. Lucia features an exciting alldebut cast of professional artists, including singers from Pensacola Opera’s own Jan Miller Studio Artist program. Starring as Lucia is soprano Abigail Rethwisch, playing opposite Andrew Morstein as Lucia’s true love, Edgardo. Bassbaritone Richard Ollarsaba plays Lucia’s brother Enrico who arranges her marriage with Lord Arturo Bucklaw, played by renowned tenor and teacher Jason Ferrante. The cast is rounded out by mezzo-soprano Alexandra Sanchez as Alisa, tenor Zachary Taylor as Normanno and bass Anthony Reed as Raimondo. The Pensacola Symphony Orchestra will be conducted by Cody Martin, with director Dona D. Vaughn making her mainstage directorial debut with Pensacola Opera. Pensacola Opera’s 41st season will close with Johann Strauss II’s eff ervescent and always entertaining German operetta, Die Fleder-
maus. Gabriel von Eisenstein finds himself at Prince Orlofsky’s elaborate masquerade ball, along with his wife Rosalinde, their maid Adele and his friend, Dr. Falke. The catch? They’re all concealing their identities as part of an elaborate prank of light-hearted revenge. Just as things begin to unravel, all is revealed and the characters accept their bamboozlement, raising a toast to champagne’s delicious pleasures. With nonstop laughs from start to finish, Die Fledermaus has become one of the most wellknown and beloved German operettas of all time. Returning soprano Kara Shay Thomson stars as Rosalinde with baritone Daniel Belcher making his Pensacola Opera debut as Gabriel von Eisenstein. Also making their debuts are Christian Sanders as Alfred, studio artist soprano Nicole Heinen as Adele and studio artist Bernardo Medeiros as Frank. Returning to the Saenger stage are studio artist alumnus baritone Scott Lee as Dr. Falke and mezzo-soprano Kayla Nanto as Prince Orlofsky. The show also features studio artists,
tenor Zachary Taylor as Dr. Blind, mezzo-soprano Alexandra Sanchez as Sally and Joe Tomko as Frosch. Leading the Pensacola Symphony Orchestra is Principal Guest Conductor, Jerome Shannon, with stage direction by John Hoomes of Nashville Opera. Pensacola Opera off ers a variety of other ways to enhance the opera experience through numerous outreach events, annual fundraisers and other social events held throughout the year. Immediately following opening night performances, Pensacola Opera hosts a Meet the Artist Reception at the Saenger Theatre in the upstairs event room. This reception includes a catered meal, drinks and cocktails, desserts and also provides an opportunity to mix and mingle with the stars of the show. Prior to the Sunday matinee performances, opera patrons are invited to Jackson’s Steakhouse for a special Director’s Champagne Brunch. This specially crafted meal includes a gourmet menu by the chef of Jackson’s, bottomless mimosas and a

lively introduction to the show by a member of the Pensacola Opera artistic staff . Tickets to these events are $50 each. While grand opera performances happen on the Saenger stage every season, a big part of Pensacola Opera’s mission is to bring opera outside the walls of the theater and into the community. Brown Bag Opera and Opera Al Fresco are two of these programs that off er opportunities to experience opera in a familiar, digestible setting at no cost. Brown Bag Opera is a monthly recital series where the community is invited to spend their lunch hour with Pensacola Opera. Each month from September to March, the Jan Miller Studio Artists provide a free, 45-minute recital of favorite arias and musical theater pieces while you enjoy your lunch. Brown Bag Opera recitals will be held January 30, and February 20 at noon at the Pensacola Opera Center in downtown Pensacola. Opera Al Fresco is a special pop-up concert series that brings live music to parks and green spaces throughout the city using the Opera’s StageMobile, which was secured through an IMPACT100 grant. This mobile stage can bring an elevated performance space to almost anywhere. The next Opera Al Fresco is February 10 at the Rev. H.K. Matthews Park in Pensacola. ESCAMBIA COUNTY COMPLETES LAKE CHARLENE DRAINAGE IMPROVEMENT PROJECT TO MITIGATE FLOODING Escambia County recently completed a major drainage improvement and flood mitigation project in the Lake Charlene area, which will provide much-needed relief for a neighborhood that has experienced repetitive flooding over the years. The county was awarded more than $5.3 million in FEMA grant funding for the Lake Charlene Drainage Improvement Project, which came to fruition after years of research and data collection, public input meetings, collaboration with the Lake Charlene Homeowners Association, and support from the Escambia County Board of County Commissioners. The final project design is expected to protect 75 homes from flooding in a 100-year storm event while also reducing the frequency of flooding in any heavy rainfall event for 266 properties covering 77 acres around Lake Charlene. “I’m incredibly excited to complete this significant project to provide some relief to the residents of Lake Charlene, and I know they are excited as well,” District 2 Commissioner Mike Kohler said. “Thank you to county staff, contractors, FEMA, and the Lake Charlene HOA for their collaboration and support. I hope this project will give Lake Charlene residents peace of mind and help improve their quality of life in this beautiful neighborhood in District 2.” Located in the Warrington Drainage Basin, Lake Charlene has approximately 339 acres that directly contribute stormwater runoff to the lake, with an additional 273 acres contributing during significant flood events. The Lake Charlene drainage project added two new 60” outfall pipes from Lake Joanne Drive south along 61st Avenue and across U.S. 98, and lowered the level of Lake Charlene to help balance downstream impacts by providing additional capacity in the lake. The project was primarily funded through a $5 million FEMA Hazard Mitigation Grant Program grant for construction, with an additional $295,181 FEMA HMGP grant awarded for project design. Escambia County contributed an additional $743,716 for project design and construction using Local Option Sales Tax funding. With some residents experiencing flooding multiple times over the years, the latest project is already alleviating the fear and anxiety in the neighborhood every time it rains, said Lake Charlene HOA President Don Hamblen. “It just gives us peace of mind,” Hamblen said. “I want to compliment the county, because this is a very comprehensive plan, and it has multiple parts to it. Getting to see this coming to fruition is a huge relief and blessing for our community – it just gives everybody a sense of peace and comfort and security in their home.” Historical flooding has been documented in the Lake Charlene area since 1979,
and Escambia County has completed several drainage improvements over the years to help mitigate flooding. When the April 2014 flooding event dropped over 20 inches of rainfall in the Lake Charlene neighborhood, more residents were impacted than ever before, with more than 200 reports of flooding in the areas surrounding Lake Charlene. Although Escambia County secured FEMA HMGP approval for the drainage project construction funding in 2014, the Lake Charlene HOA did not have the required votes for a construction easement needed to complete the project as of 2019. The county kept the project open and permits active for future possibilities, and with the support of the Lake Charlene HOA and the BCC, the project was able to move forward in early 2022. A catalyst for the neighborhood’s reinvigorated support of the project was Hurricane Sally in September 2020, which brought about 24 inches of rain in 48 hours and flooded more than 40 homes, according to Hamblen. “A couple of neighbors approached and asked whether the FEMA project could be reinvigorated, so that’s when we started the dialogue with the county and working through what we needed from the HOA,” Hamblen said. The neighborhood held a meeting in November 2020 that was focused on flood mitigation, ultimately achieving more than the twothirds majority HOA vote needed to acquire the easement for the project, with approximately 85% of the HOA voting in support. Escambia County staff worked to execute an updated agreement with the Florida Division of Emergency Management and put the project out to bid in early 2022, successfully requesting additional funding from FDEM to cover increased construction costs. Through a competitive bid process, the Escambia County BCC selected HDR Engineering, Inc. for the design and Quality Enterprises USA for the construction of the Lake Charlene Drainage Improvement Project, which is substantially complete as of January 2024. As a result of the drainage improvements, Hamblen said he’s already seeing new construction, new residents moving into the neighborhood, and significant home renovations being completed by longtime residents – all of which were becoming less common due to repetitive flooding. “People aren’t trying to get out of the neighborhood, because they’re not worried about having to experience repeat flooding, and all the stress and expense of being displaced out of your home for months,” Hamblen said. “Some of these people had flooded two or three times, and they just said I’m done and moved out. But now we’re seeing the reverse – we’re seeing younger families move in, we’re seeing new construction, remodeling. People have confidence to put down roots and make investments, because they believe they’re going to be safe.”
ED SPAINHOWER RECEIVES JANUARY 2024 EMPLOYEE OF THE MONTH The Escambia County Board of County Commissioners is pleased to recognize Ed Spainhower, Human Resources Specialist in the Employee Relations division of the Human Resources department, as the January 2024 Employee of the Month. The board recognized Ed’s selection at the Jan. 9 BCC meeting. Ed celebrates 10 years with Escambia County this year, having begun employment with the county on Feb. 4, 2014. As a Human Resources Specialist, Ed is charged with maintaining employee records, facilitating training opportunities, overseeing all FMLA and ADA processes, and educating county staff on human relations policies and procedures, all while ensuring compliance with employment laws and fostering positive relationships with employees. Ed has also taken the initiative to assist in implementing policy changes, instruct training sessions for county staff, develop necessary standard operating procedures for the Employee Relations division, and play an active role in prominent internal investigations. He regularly demonstrates a commitment to adhering to regulatory county
standards, carrying out his tasks with consistency, fairness and impartiality. “Ed is an extremely valuable member of our Human Resources team,” said Interim Human Resources Director Nikki Powell. “He always does his job with the utmost integrity and goes above and beyond with his research and training. He is eager to help develop our staff and serves as a mentor for his fellow team members. Ed continues to help advance our goals and improve our processes with innovative ideas and a dedicated disposition.” In addition, Ed is an exemplary Escambia County citizen, assisting elderly residents with their community’s upkeep and curb appeal, providing transportation for their medical appointments, and contributing financially to unhoused and unemployed people. As a United States Military Veteran, Ed donates his time and money to disabled veterans through organizations including ANVets, American Legion, Disabled Vets of America and the Coast Guard Foundation. The Board of County Commissioners commends and congratulates Ed on his selection as the January 2024 Employee of the Month.

SPACE HEATER SAFETY TIPS FROM ESCAMBIA COUNTY With freezing temperatures forecasted throughout the week, Escambia County Fire Rescue would like to encourage residents to practice space heater safety and know the potential risks associated with home heating equipment. Home fires occur more in the winter months than any other time of year. According to the National Fire Protection Association, heating equipment is one of the leading causes of home fire deaths and space heaters account for 4 out of 5 home heating fire deaths. “Space heaters should have a threefoot safe zone around them,” said Escambia County Fire and Life Specialist Ray Melton. “They should never be left on while you’re away from home. They should be checked and serviced every year before used. Never plug a space heater into power strips or extension cords, and always have working smoke alarms.” Follow these tips to stay safe while heating your home: • Have heating equipment and chimneys cleaned and inspected annually by a qualified professional. • Keep anything that can burn at least 3 ft. away from heating equipment, like the furnace, fireplace, wood stove or portable space heater. • Portable space heaters should be turned OFF every time you leave the room and before going to bed. • Never plug a space heater in a power strip. • Install carbon monoxide detectors to avoid carbon monoxide poisoning. • Never use an oven to heat your home. For portable electric heaters: • Place them on a solid, flat surface, away from high traffic areas and doorways. • Use and purchase heaters with an automatic shut off so if they are tipped over
they will shut off. Plug power cords directly into outlets and never into an extension cord. • Inspect for cracked or damaged, broken plugs or loose connections; replace before using. Heating Fire Facts: • Most home heating fire deaths (86%) involved stationary or portable space heaters. • The leading factor contributing to home heating fires (27%) was failure to clean, principally from solid-fueled heating equipment, primarily chimneys. • The leading factor contributing to ignition for home heating fire deaths (54%) was heating equipment too close to things that can burn, such as upholstered furniture, clothing, mattress, or bedding. • Nearly half (48%) of all home heating fires occurred in December, January and February. Practicing these home heating safety tips will help keep our community safe and warm during the winter months. Knowing what to do now is key to having a safe home. Escambia County Fire Rescue is available to provide and install smoke detectors free of charge for residents. According to NFPA, a working smoke detector cuts the chances of dying in a reported fire in half. City of Pensacola residents may call 850-436-5200 for smoke detector installation assistance. •
ESCAMBIA COUNTY MOVES FORWARD WITH OVER $100 MILLION IN PROJECTS IN FISCAL YEAR 2023 Escambia County moved forward with more than $100 million in county projects in Fiscal Year 2023, with a variety of impactful projects including road resurfacing, drainage and sidewalk improvements, infill housing, a new library, and much more. The Escambia County Board of County Commissioners approved funding for the projects, which will provide numerous improvements for residents throughout Escambia County. Repairs to the Casino Beach Fishing Pier on Pensacola Beach are also underway, with work expected to be completed by May 2024. TALLAHASSEE — A proposal began moving forward Tuesday in the Florida Senate that would ask voters to ditch a program that has given more than $33 million in state matching money to gubernatorial and Cabinet candidates over four recent election cycles. The Senate Ethics and Elections Committee voted 4-2 on Tuesday to advance a proposed constitutional amendment (SJR 1114), filed by Sen. Travis Hutson, R-St. Augustine, that seeks to do away with a matchingfunds program that voters approved in 1998. The committee also voted 4-2 to approve an accompanying bill (SB 1116). “This is money coming out of the general revenue,” Hutson said. “I believe we should put the question back to the voters to see if they would like us to spend general revenue on things other than advertising for statewide office.” Under the program, statewide candidates can receive matches for individual contributions of $250 or less. In exchange, candidates agree to abide by certain campaign expenditure limits. Matching funds are not available for contributions to political committees or outside of statewide races. When created, the program was promoted as a way to reduce the influence of big-money contributors by helping underfunded candidates compete in costly statewide elections. But critics have long described it as welfare for politicians. A 2010 ballot proposal to eliminate the program failed when it got 52.5 percent of the vote, short of the required 60 percent for approval. Opposing the proposal, the Rev. Marcus McCoy of Orlando, faith outreach director for
the group Equal Ground, said public financing encourages a more diverse pool of candidates. “We believe offering public financing ensures not only the well-connected and rich have an opportunity to seek elected office,” McCoy told the committee. In 2010, the state gave $6.06 million in matching funds to 10 candidates, with the majority of the money going to candidates running for the Cabinet posts of agriculture commissioner, chief financial officer and attorney general. The 2014 cycle saw the amount drop to $4.3 million, with the governor’s race drawing the majority of the funding even though then-Gov. Rick Scott didn’t draw from the program as he ran for a second term. The governor’s contest accounted for 82 percent of the $9.85 million distributed in 2018, with Gov. Ron DeSantis the top recipient at $3.2 million. DeSantis’ total grew to $7.3 million in his 2022 re-election bid, as the governor’s race accounted for 93 percent of the $13.015 million in matching-funds given out. Charlie Crist, the Democratic gubernatorial candidate, picked up $3.89 million from the state in 2022. If Hutson’s proposal is approved by voters in November, a Senate staff analysis said the program might continue to exist during the 2026 elections, when the governor’s office and all three Cabinet positions will be on the ballot. “The first year of this anticipated cost avoidance would occur in Fiscal Year 2028-2029,” the analysis said. A House version of Hutson’s proposal had not been filed as of Tuesday morning.
STATE COULD BLOCK LOCAL CHARGING STATION RULES JIM TURNER NEWS SERVICE OF FLORIDA TALLAHASSEE — An effort to prevent local governments from regulating electric-vehicle charging stations started to move through the Florida Senate on Tuesday as part of a wideranging package dealing with the Department of Agriculture and Consumer Services. The Senate Agriculture Committee voted 4-1 to approve the bill (SB 1084), which would limit regulation of EV charging stations to the Department of Agriculture and Consumer Services, which oversees pumps at gas stations. Committee Chairman Jay Collins, R-Tampa, said the bill would clarify a “patchwork” of requirements that businesses face across the state involving charging stations. But Sen. Lori Berman, D-Boca Raton, said cities and counties need to have a say in where charging stations can be located. “If you just allow everybody to put them where they want, it could be a problem for traffic and safety,” Berman said. “We passed a bill last year that was supposed to be the preemption to end all preemptions. So, I don’t understand why we are doing further preemptions.” Florida has 3,230 public charging stations in 44 of the 67 counties, and a staff analysis of the bill said electric vehicles made up nearly 3 percent of all cars sold in Florida from July 2020 to July 2021. Meanwhile, the number of charging stations has increased.
The bill, which needs approval from two more committees before it can go to the full Senate, deals with a broad range of issues related to the Department of Agriculture and Consumer Services. Among those issues is a proposed prohibition on the manufacture and sale of meat cultivated from animal cells, or what is sometimes known as lab-grown meat. An identical House bill (HB 1071) has been filed. A 2021 state law already prohibits local governments from mandating such things as electric vehicle charging stations on gas retailers. That bill was in reaction to a move by Petaluma, Calif., banning new gas stations with the intention of accelerating the shift to electric vehicles. Meanwhile, Florida lawmakers also are looking this year to make up for lost gas-tax dollars caused by motorists shifting to electric vehicles. Gas-tax money goes for transportation projects, such as road and bridge work. A Senate staff analysis has projected an increase in the use of electric vehicles could result in a 5.6 percent to 20 percent drop in “motor-fuel based revenue streams” by 2040. A Senate bill (SB 28) seeks to impose a $200 annual registration fee on owners of electric vehicles, an amount somewhat similar to the $283 that a typical Florida driver pays in fuel taxes each year.

TALLAHASSEE — With the bill’s sponsor saying that rapidly expanding access to generative artificial intelligence “threatens the integrity of elections,” a bill that would require disclaimers on political ads created by using the technology began advancing Tuesday in the Florida Senate. “This is something that is very new. This is something that we’ve seen more and more frequently, I think, as the political campaign season has been accelerating here recently,” bill sponsor Nick DiCeglie, R-Indian Rocks Beach, said of the use of artificial intelligence in political ads. Generative artificial intelligence, or AI, allows users to input prompts to create content that can depict such things as people speaking or taking actions. It has become widely accessible through programs such as ChatGPT, which is limited to generating text. Under the bill (SB 850), political ads or any “miscellaneous advertisement of a political nature” that feature video, audio, text or images created using generative AI would have to include a notice making clear that the technology was involved. “Created in whole or in part with the use of generative artificial intelligence (AI),” disclaimers would say. The Republican-controlled Senate Ethics and Elections Committee voted 4-2 along party lines to approve the bill, with Democrats questioning a change that would make violations punishable by first-degree misdemeanor charges. A previous version would have imposed civil penalties if people distribute ads that include AI without including disclaimers. Sen. Tina Polsky, D-Boca Raton, questioned potentially making such violations a crime. “Who would be charged? That’s a very important part of this bill. If you’re making it a crime, then, is it the person who created the
ad? Is it the candidate? How can a PC (political committee) be charged with a crime?” Polsky asked. DiCeglie indicated he would answer Polsky’s question outside of the committee meeting. He said the bill is “applicable to the type and purpose of the communication, not the person creating it. So, I can certainly follow up with you on that.” The bill also would allow people to file complaints with the Florida Elections Commission about alleged violations and would require the commission to adopt rules that would provide for expedited hearings on the complaints. Polsky also asked about what types of AI use would constitute violations of the measure. “If I (using AI) put myself next to a very positive figure, but that person hadn’t endorsed me, or likewise if I put in a mailer a picture of you next to a nefarious character and acted as if you guys are in cahoots even if you’re not, would that be a violation of this proposal?” Polsky asked. DiCeglie indicated that the bill might need more work as it moves through the Legislature. “If that ad has you standing next to, say, a president, and in fact you did not stand next to that president, I think those are the questions as this bill moves through the process that we can further clarify and answer, really hone in exactly what we want this piece of legislation to do in preparing us as a state to deal with this new technology,” DiCeglie said. Before voting against the measure, Polsky said it is “not ready yet.” “I’m very surprised that there’s a crime attached to it, and I think that needs to be cleaned up,” Polsky said. The bill would need approval from the Senate Rules Committee before it could be considered by the full Senate. A similar measure (HB 919) has been filed in the House.
LAWMAKERS LOOK AT RAISING CITIZENS COVERAGE CAP JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE — Pointing to increased home values and difficulties finding property insurance, a Florida Senate committee Tuesday approved a bill that would allow residents with homes valued at more than $700,000 to get coverage from the state’s Citizens Property Insurance Corp. Under current law, Citizens is barred from selling policies for homes with a “dwelling replacement cost” of $700,000 or more, except in Miami-Dade and Monroe counties, where the limit is $1 million. The bill (SB 1106) would allow coverage for homes throughout the state with dwelling replacement costs between $700,000 and $1 million if private insurers do not offer comparable coverage for the homes. “Citizens was created just for this — to be the insurer of last resort,” bill sponsor Ed Hooper, R-Clearwater, said before the Senate Banking and Insurance Committee voted unanimously to approve the measure. But the bill would be a significant change for lawmakers, who have argued for years that Citizens needs to shrink. It is not clear how many newly eligible policies would land in Citizens if the bill passes. Banking and Insurance Chairman Jim Boyd, R-Bradenton, acknowledged he has been reluctant to add more policies to Citizens. Boyd led efforts in 2022 to pass an overhaul of the property-insurance system that included changes aimed at shifting policies from Citizens into the private market. “We’re in unusual times right now,” Boyd, an insurance agent, said Tuesday. “And while the market, I think, is starting to respond to the reforms we made, it’s still a little ways off. So, there’s certain things as a legislature I think we need to do.” While the bill would allow residents with homes valued at more than $700,000 to get Citizens coverage, it includes caveats — and extra costs for those homes. As an example, annual rate increases for Citizens customers are limited by what is known in insurance circles as a “glide path.” That will limit rate increases to 13 percent in 2024, 14 percent in 2025 and 15 percent in 2026. But under the bill, the glide path would not apply to homes with dwelling replacement costs of $700,000 or more, meaning they
could face larger rate increases than other Citizens customers with lower-value homes. Also, the bill would impose a surcharge on policies of $700,000 or more. Those surcharges would be $2,500 or 25 percent of a home’s premium, whichever is less. Dwelling replacement costs reflect the amount of money that would be required to rebuild homes. They can differ from market values of homes, at least in part because they do not include land values. Rep. Doug Broxson, a Gulf Breeze Republican who is an insurance agent, said people with homes valued over $700,000 now might have to consider purchasing what is known as surplus-lines coverage if they cannot find policies in the regular market. Surplus-lines carriers don’t face the same regulations as other insurers on such things as rates and coverage requirements. At the same time, home values have soared in many parts of the state. “Ten years ago, $700,000 would have been a mansion, I think, but today it is just a home,” Hooper told reporters after the committee vote. With the 60-day legislative session starting its second week Tuesday, it remains to be seen whether Hooper’s bill will ultimately pass. Rep. Kim Berfield, R-Clearwater, has filed a similar House bill (HB 889). Also, other lawmakers have filed bills that would make changes related to Citizens coverage. Among them, Sen. Ana Maria Rodriguez, R-Doral, and Rep. Jim Mooney, R-Islamorada, filed bills (SB 604 and HB 565) that would increase the Citizens coverage limit in Miami-Dade and Monroe counties from $1 million to $1.5 million. Miami-Dade and Monroe have had a $1 million cap because state regulators determined they do not have a “reasonable degree of competition” for insurance coverage. Citizens has grown during the past three years to become the state’s largest property insurer as private carriers dropped customers and raised rates because of financial problems. Citizens had 1.232 million policies as of Friday, according to data on its website. It reached as many as 1.412 million policies in fall 2023 before seeing decreases because of a “depopulation” program, which is designed to move customers into the private market.
