puppy this season. Buccella is a three-month-old male labradorgolden retriever mix. He is proudly named after beloved player Dan Buccella, who passed away from leukemia last November. Greg Harris, the owner of the Ice Flyers said it was important to seek the blessings of Dan’s wife and parents before naming the puppy. “I reached out to each of them, explaining our intention and leaving the final decision up to them,” Harris said. “All of them were deeply moved by the gesture and wholeheartedly agreed that it would be an incredible tribute to Dan. With their blessings, we then reached out to Canine Companions to share our plan on naming our future service dog after him.” Canine Companions is a national organization that enhances the lives of people with disabilities by providing highly trained service dogs at no charge to the recipient. Canine Companions dogs are bred specifically to be service animals. Each dog undergoes six to nine months of advanced training. Buccella is not the only Canine Companions puppy to join the team; a couple years ago, the Ice Flyers welcomed Ranger into their lives. Weston Cramer and LeAnne Pickering, volunteer puppy raisers, trained Buccella to be a future service dog. Buccella is Cramer’s fourth dog and Pickering’s thirteenth. Canine Companions is one of many nonprofit organizations

that the Ice Flyers partner with. According to Harris, making a positive impact on the local community is deeply ingrained in the Ice Flyers’ core values. “We are incredibly grateful for the overwhelming support we receive from our dedicated fan base, who also contribute to the betterment of our community,” Harris said. “We are committed to expanding our support by collaborating with various nonprofits, ensuring that our reach extends to different causes and demographics.” This season, the Ice Flyers plan to continue the tradition of designating each month to a specific charity. Additionally, there will be multiple opportunities during games and organizations to fundraise, and they will continue to sponsor various local events. “Our goal is to leverage our platform and resources to improve the lives of as many individuals in our own community as possible,” Harris said. Finally, Gary Graham will be returning to the Ice Flyers as head coach for the first time since he brought the team to a SPHL championship in 2013. We’ve conducted a Q&A with Coach Graham that expands upon his career and journey back to Pensacola. PENSACOLA ICE FLYERS RETURN TO THE RINK FOR 15TH SEASON By Darien Hardy

T

he Ice Flyers are embarking on their fifteenth season here in Pensacola with the intention of honoring local history and

Q&A with Returning Ice Flyers Coach, Gary Graham Can you tell me a little bit about yourself and your professional background? I started coaching at the age of 22, working with high school teams and AAA for four years. I then became an assistant coach for a pro team in Ft. Wayne, and I stayed there for another four years, during which we won three championships. The following year, I was fortunate enough to be offered the head coach job in Pensacola and we won a championship here. After that, I worked as a head coach in Ft. Wayne for six years before taking on coaching jobs in Beijing, Indy, Omaha, and Nottingham. Now, I am excited to return to Pensacola, where it all started for me. What drew you to coaching as a career? I have always gravitated toward leadership roles. I was class president in highschool and captain of my hockey team. I started my business when I was 20. Making decisions, solving problems, competing and, most importantly, developing the relationships with your players are really special in this line of work. How would you best describe your coaching style? I like to play an aggressive style. [Hockey] is an entertainment business so there is an element of finding the right players with personalities and characteristics that fit that identity.

looking ahead to a bright future. The team is ready to keep up the momentum from last season and looks forward to providing nothing but the best for their loyal fans. Director of Marketing and Oper-

ations for the Ice Flyers, Brenden Arney said the team is focusing on storytelling and gameday experience. “With our storytelling, we want to give an inside look to our connection with our city and fans, harness some of the roaring emotions that our sport cultivates and tell our season’s story by capturing and sharing all the blood, sweat and tears that come with the pursuit of another championship,” Arney said. While the Ice Flyers staff is already extremely proud of the gameday experience offered, they are never satisfied. This year, fans will be able to play new mobile games that will win them prizes during the matches, join in on exciting intermission contests and be a part of an immersive experience. While building out the theme night schedule, the Ice Flyers staff made it a priority to include a themed game for everyone. Fans can expect to see the return of their favorite themes, a handful of brand new themes and some twists on the classics. The Ice Flyers are bringing back popular themes such as Star Wars Night, Mardi Gras Night and Peanuts Night. Batman Night is a new addition to the themed games. Additionally, Small Dog Fright Night will be a fun twist on the fan-favorite Small Dog Race Night. “Where else can you see small dogs racing on ice in funny costumes?” Arney asked. Speaking of dogs, the Ice Flyers are also welcoming a new team

I understand that you brought the Pensacola Ice Flyers team to a 2013 SPHL Championship win. What brings you back to the team as head coach now? Pensacola is a great city with great fans. Greg Harris is a special owner in that he gets the hockey side and business side very well. Seeing what Greg and the rest of his staff has built over the past 10 years is very impressive, and I look forward to playing a role in our future successes. What are some of your big plans for the Ice Flyers in this upcoming season? We have a strong core of returning players. To challenge them daily, I plan to set personal goals for each player and encourage them to achieve these goals. I believe that individual player success is tightly linked to team success, so I want to see each player contribute to the team’s daily goals. As a development league, personal growth is essential for our players. This growth also happens off the ice and out in the community. I believe that professional sports provide us with an opportunity to make a positive impact in the local community, and I look forward to working with the team to find ways to give back. Is there anything that you would like readers to know that I may not have asked about? I’m married with two amazing kids and four dogs. ■

PET WALK TO END DOMESTIC VIOLENCE On Saturday, October 14th from 9-11am, FavorHouse hosted its first Paws For A Cause: Pet Walk to End DV at Corinne Jones Park located at 620 W. Government Street. October is Domestic Violence Awareness Month and FavorHouse of Northwest Florida says that pets play a big role in domestic violence cases. Abusers will threaten, harm, or kill pets as a tactic to maintain power and control over their victim. FavorHouse Program Director, Marsha Travis, states “The fear of losing a beloved pet will keep people in a domestic violence situation. At FavorHouse, you don’t have to choose between your pet and your safety and we need to make sure people know that.” According to the National Domestic Violence Hotline “Currently only about 250 shelters in the United States are pet-friendly, with a handful more offering foster care arrangements for pets” while 97% of respondents, in a survey conducted by the Urban Resource Institute (URI) and People and Animals Living Safely (PALS) program, stated that keeping their pets was an important determining factor on if they would seek shelter. The Pet Walk to End DV event raised

awareness and funds for the pet-friendly shelter and services that serve residents of Escambia and Santa Rosa counties who are experiencing intimate partner violence. Wolfgang Events was there with fun activities for pets who love to socialize and play. People and pets were encouraged to dress in Purple to support DV awareness and there was a costume contest for our furry friends. The Paws For A Cause: Pet Walk to End DV is a part of the “Take Action to End Domestic Violence” campaign. To learn more about how to “Take Action” and to see the full calendar of events, visit FavorHouse.org/TakeAction. Since 1979, FavorHouse of Northwest Florida, Inc. has been committed to excellence in service to victims of domestic violence and sexual assault. As the only certified domestic violence center serving Escambia and Santa Rosa counties, FavorHouse provides crisis intervention, emergency shelter, outreach counseling, community education and legal assistance for injunctions for protection. For more information about FavorHouse programs and services go to favorhouse.org or call 850-434-1177.

CITY OF PENSACOLA AWARDED $1 MILLION IN FEDERAL GRANT FUNDING The City of Pensacola has been awarded $1 million in federal funding from the Forest Service’s Urban and Community Forestry Program to support inner-city communities through equitable access to trees and their natural benefits. The grant dollars will be used to support the city’s disadvantaged communities in three areas: • Tree planting and maintenance • Restoration and resilience • Workforce development The funding is part of more than $1 billion awarded by the United States Department of Agriculture for this program, which was made possible by the 2022 Inflation Reduction Act. “I’ve said from the beginning that for our city to thrive, it has to be a city for all of us –

not just some of us,” Mayor D.C. Reeves said. “This $1 million will help us improve quality of life and health outcomes in our most underserved communities. I appreciate this historic investment by the USDA that more than triples our funding for Pensacola’s tree canopy, and I thank our Grants Office for another job well done.” The City of Pensacola was selected from a pool of 842 grant proposals and is one of 23 awardees in the State of Florida. The Grants Office will continue to work with the USDA and the U.S. Forestry Service’s grant staff to further specify the funding’s specific usage and ways it can benefit communities in the City of Pensacola. MAYORS’ INSTITUTE ON CITY DESIGN SELECTS MAYOR D.C. REEVES TO PARTICIPATE IN 78TH NATIONAL SESSION Media Contact: Dominique Epps 850-435-1629 depps@cityofpensacola.com Pensacola Mayor D.C. Reeves is one of eight mayors in the U.S. selected to participate in the 78th National Session of the Mayors’ Institute on City Design in Boston this week. The MICD National Sessions are centered around the discussion of critical design challenges in municipal projects and provide an opportunity for mayors to present an in-depth case study for peer and expert review. Mayor Reeves, the first-ever Pensacola mayor to be invited to the program, will present Pensacola’s Hollice T. Williams Greenway project to the mayors and national design leaders. Hosted by Boston Mayor Michelle Wu, the collaborative program will take place from Oct. 11 through Oct. 13. The National Session is an opportunity for mayors to engage with design leaders and each other to find solutions to their city’s most crucial planning and design needs. “It’s an honor to present a transformational project that means so much to our city to a group of such distinguished mayors and world-renowned designers,” Mayor Reeves said. “I appreciate MICD recognizing this as a vital project for Pensacola and for helping us achieve our goal of creating a generational asset to the surrounding neighborhood and the city as a whole. This is an opportunity to ensure this project creates generational change.” Mayor Reeves was also selected for an MICD program this spring, participating in the Just City Mayoral Fellowship at the Harvard Graduate School of Design. There he also presented on the Hollice T. Williams

Greenway project. While there has been discussion about this project dating back to 2004, the City of Pensacola was awarded its first significant funding totaling $30 million in grants — with more grant applications under review. The Hollice T. Williams Greenway is a 1.3-mile stretch under Interstate I-110 that will function as a stormwater park and an amenity for the region to enjoy. MICD hosts several Institute Sessions throughout the year. However, the National Session that Reeves is attending only occurs once a year. The mayors invited to attend the MICD 78th National Session are: • Mayor Michelle Wu, Boston, Mass. (Host) • Mayor Tim Kelly, Chattanooga, Tenn. • Mayor Mike Duggan, Detroit, Mich. • Mayor Harvey Ward, Jr., Gainesville, Fla. • Mayor Rex Richardson, Long Beach, Calif. • Mayor Sheng Thoa, Oakland, Calif. • Mayor D.C. Reeves, Pensacola, Fla. • Mayor Helen Tran, San Bernardino, Calif. • Mayor Kenneth Welch, St. Petersburg, Fla. MICD is a leadership initiative of the National Endowment for the Arts in conjunction with the United States Conference of Mayors. STATE DEFENDS MEDICAID RE-LOOKS

DESANTIS CALLS FOR SANCTIONS AGAINST IRAN

JIM SAUNDERS NEWS SERVICE OF FLORIDA

TALLAHASSEE — Amid heavy scrutiny, state officials Wednesday defended a process to determine whether millions of people remain eligible for Medicaid coverage and said they are trying to help children find other health insurance if they leave the program. “Our top priorities here are that we want to ensure that if you are eligible, you maintain your coverage and if you’re not eligible, that you are provided with alternative options for what may be available for you to choose from,” Casey Penn, a deputy secretary of the Florida Department of Children and Families, told members of the Senate Health and Human Services Appropriations Committee. The committee received presentations from the Department of Children Families, the Agency for Health Care Administration and the Florida Healthy Kids Corp. about what is known as a “redetermination” process that started this spring. The process was triggered by the end of a federal COVID-19 public-health emergency. During the public-health emergency, which began in 2020, Florida and other states could not drop people from the Medicaid program for reasons such as not meeting income-eligibility requirements. Florida’s Medicaid program grew from about 3.8 million beneficiaries in January 2020 to nearly 5.8 million in April of this year. But now, the state is in the midst of a yearlong effort to determine whether beneficiaries remain eligible — with Medicaid rolls dropping to about 5.25 million in August, according to data on the Agency for Health Care Administration website. Democratic lawmakers and groups advocating for Medicaid beneficiaries have criticized the redetermination process, which also has been hit with a potential class-action lawsuit. That lawsuit, which is pending in federal court in Jacksonville, alleges the state has violated due-process rights and a federal Medicaid law because it has not provided adequate notice about reasons for terminating people’s benefits and about opportunities for hearings before termination. Also, on Tuesday, a coalition of about 50 groups sent a letter to Gov. Ron DeSantis that, in part, called for putting the redetermination

TRULIEVE ADDS $500K TO POT INITIATIVE The medical-cannabis company Trulieve has added $500,000 to a ballot initiative aimed at legalizing recreational use of marijuana, bringing its total contributions to $39.55 million, according to a newly filed finance report. Trulieve has contributed all but $124.58 of the money raised by the political committee Smart & Safe Florida, which is leading the initiative. The committee had spent $39.545 million as of Sept. 30, the report posted on the state Division of

EDUCATION ‘CUT SCORES’ EYED The State Board of Education next week is slated to weigh approval of “cut scores” that would determine achievement levels on state standardized tests under a new system of monitoring student progress. The Legislature and Gov. Ron DeSantis in 2022 approved a law that replaced the former Florida Standards Assessments with a new testing system. Under the new system, exams are administered at the beginning, middle and end of each school year, with the final test of the year being used for accountability issues. The first round of the tests was administered last academic year. Cut scores would allow measuring students’ progress against results from previous years. The state board during an Oct. 18 meeting will consider cut scores proposed by state Education Commissioner Manny Diaz Jr. State law requires dividing results into five levels, with

process on hold until changes can be made such as increasing staff at call centers. “There are several issues that are causing families and individuals to erroneously lose coverage: long call-center wait times, inadequate staffing at the Department of Children and Families, inaccurate and difficult to understand language in administrative forms that families receive, and inappropriate use of household income to determine individual eligibility,” the letter said. “This loss of health insurance coverage due to procedural errors and inefficiencies is unacceptable and preventable.” Many of the concerns focus on children losing coverage. “It’s as if we are traveling blindly in not knowing how many children are without coverage. So, there’s no type of tracking system?” Sen. Tracie Davis, D-Jacksonville, asked during Wednesday’s meeting. The Agency for Health Care Administration runs much of the Medicaid program, but the Department of Children and Families plays a key role in the redetermination process. Florida Healthy Kids Corp. operates the KidCare program, which includes offering subsidized health insurance for children whose families don’t qualify for Medicaid. Penn touted the Department of Children and Families’ efforts in redetermination, pointing, for example, to what he called “robust” communication strategies to reach out to beneficiaries. Also, Penn and Ashley Carr, chief marketing officer of Florida Healthy Kids Corp., said the agencies are trying to help easily move children into other coverage if they leave Medicaid. Along with KidCare, some families also could get coverage through employer-sponsored health plans or the federal insurance marketplace, officials said. Sen. Gayle Harrell, a Stuart Republican who chairs the Health and Human Services Appropriations Committee, said she thinks the process is “on the right track.” “I want to make sure every person who is eligible is getting either Medicaid or KidCare,” Harrell said after the meeting. “That’s what today was about.” — News Service Assignment Manager Tom Urban contributed to this report.

tion. Albritton is slated to become president after the November 2024 elections, succeeding President Kathleen Passidomo, R-Naples. Republicans are able to choose the president because they hold a large majority in the Senate. Albritton is the current Senate majority leader. House Republicans last month formally designated Rep. Daniel Perez, R-Miami, to succeed Speaker Paul Renner, R-Palm Coast, after the 2024 elections.

Elections website showed. The proposed “Adult Personal Use of Marijuana” constitutional amendment would allow people 21 or older “to possess, purchase, or use marijuana products and marijuana accessories for non-medical personal consumption by smoking, ingestion, or otherwise.” Smart & Safe Florida has collected enough petition signatures to put the measure on the November 2024 ballot but needs Florida Supreme Court approval of the proposed wording. Justices are scheduled to hold a hearing Nov. 8. Florida voters in 2016 approved a constitutional amendment that broadly allowed medical marijuana.

a middle level, Level 3, indicating “on-gradelevel” performance. The Senate Education PreK-12 Committee on Tuesday received a presentation that showed students’ results on last academic year’s end-of-year tests if the proposed cut scores had been in place. For example, on the English-language arts and reading exams, 52 percent of third-grade students would have scored a Level 3 or higher. For 10th-grade students, 48 percent would have scored a Level 3 or higher on the Englishlanguage arts and reading test. In mathematics, 42 percent of eighth grade students would have scored Level 3 or higher under the proposed cut scores. Juan Copa, a deputy commissioner with the Department of Education, told members of the Senate committee that the proposed scoring system will set a “more rigorous bar” for student achievement than the previous testing system. “Is it a more rigorous bar? Yes. But is it a more rigorous bar that is outside the norm of what is achievable? No,” Copa said.

TALLAHASSEE — Gov. Ron DeSantis on Tuesday called for increased state sanctions against Iran for aiding Hamas in the deadly surprise attack in Israel over the weekend. Appearing at a South Florida synagogue, DeSantis said he will ask lawmakers during the 2024 legislative session to further block Iranian business ties in Florida in a way “that will make a difference in terms of the substance, but I think symbolically, be also important.” Iran already is on a list of nations where, for example, state investments are prohibited. DeSantis, a Republican presidential candidate, said during the appearance at the Shul of Bal Harbour in Surfside his proposal will reinforce a commitment against doing business with state sponsors of terrorism. While a detailed proposal was not issued, it could affect such things as the financial, construction, manufacturing and mining sectors, according to information released by his office. “We’re going to prohibit state and local governments from contracting with any company on this expanded sectors list, and we will not lift the sanctions until both the president and the U.S. Congress certify that Iran has stopped supporting international terrorism in seeking to acquire weapons of mass destruction,” DeSantis said. But Rep. Anna Eskamani, an Orlando Democrat whose parents immigrated from Iran, questioned the effectiveness of proposing enhanced state sanctions. “I have never even heard of a state sanctioning a foreign country, and the United States has already placed heavy sanctions on Iran which have been pretty constant through several presidents,” Eskamani said in a text message.

PRIVATE COLLEGES BOOST PERFORMANCE DATA The Independent Colleges and Universities of Florida this week began offering expanded online information to give prospective students and families — and the Legislature — a better look at the 30 private schools’ performance. State law requires private colleges that participate in a voucher-type program to annually report data about issues such as the “access rate,” or percentage of students qualifying for needbased federal Pell Grants, graduation and retention rates and post-graduate outcomes. About 43,000 students receive the vouchers, known as Effective Access to Student Education, or EASE, grants, which provide roughly $3,500 toward tuition. But schools that are part of the Independent Colleges and Universities of Florida, or ICUF, are now

BACKERS: ABORTION INITIATIVE ‘CLEAR AND PRECISE’ A political committee leading efforts to pass a constitutional amendment that would ensure abortion rights in Florida pushed back Tuesday after Attorney General Ashley Moody said she would try to block the measure from reaching the 2024 ballot. In a filing Monday at the Florida Supreme Court and in an opinion piece published Friday, Moody argued that the proposed amendment does not meet legal requirements to go on the ballot. Those requirements include making sure the proposal’s wording is clear and limited to a single subject. In an opinion piece published on the Florida’s Voice website, Moody pointed to part of the proposed amendment that says it would prevent restrictions on abortion before “viability.” Moody wrote in the opinion piece that “viability” can have more

Florida already lists Iran as a “foreign country of concern,” along with China, Russia, North Korea, Cuba, Venezuela and Syria. Since 2008, Florida has prohibited state agencies and local governments from contracting for goods and services of more than $1 million with any business that has contracts with the Iranian government. A state law passed this spring placed landownership restrictions on people from the foreign countries of concern. The U.S. and Iran have not had a formal diplomatic relationship since 1979, when Iranians took over the American embassy, according to the U.S. Department of State. The U.S. has imposed numerous sanction programs that restrict access to the United States for companies that engage in certain commercial activities in Iran. Florida Senate President Kathleen Passidomo, R-Naples, and House Speaker Paul Renner, R-Palm Coast, voiced support Tuesday for DeSantis’ proposal in a news release from the governor’s office. “We must ensure we are doing everything within our authority as a state government to protect Floridians from this dangerous and corrupt regime,” Passidomo said in a statement. The 2024 session will start in January. Eskamani said resolutions have been filed for the session supporting the people of Israel. And she suggested Florida could expand “services and provide financial support for refugees.” DeSantis said the Florida Department of Law Enforcement, the Florida Highway Patrol and Attorney General Ashley Moody will issue a reminder that Florida bars actions supporting terrorism, including raising money for Hamas or other groups.

publishing more data than what the law requires. For example, Bob Boyd, president and CEO of the organization, pointed to data about the access rate. “The metric they use in the statute is Pell-eligible (students). But that doesn’t capture if a lot of the schools give institutional discounts or they do other things to try to get minority or underserved students into their student body,” Boyd told The News Service of Florida in an interview. The ICUF schools are reporting access-rate information that includes the percentage of students who are first-generation college students and the proportion of students who are 25 years or older. The “alternative metrics” on access also list percentages of students who receive need-based grants known as Florida Student Assistance Grants. Boyd said the expanded reporting serves as a way to prove to lawmakers that ICUF schools are affordable and are bolstering Florida’s workforce. “The argument is, how do we show the House and the Senate how well we’re performing, because we’re all so unique and diverse,” Boyd said.

than one meaning. But the political committee Floridians Protecting Freedom released a statement Tuesday disputing Moody’s argument. “The proposed amendment is clear and precise in limiting government interference with abortion ‘before viability,’” Floridians Protecting Freedom Campaign Director Lauren Brenzel said in the statement. “Viability in the abortion context has always meant the stage of fetal development when the life of a fetus is sustainable outside the womb through standard medical measures. This is how the state of Florida itself defines viability. This is how the United States Supreme Court and Florida Supreme Court still define viability. Dictionaries and doctors also define viability this way in the abortion context. This is a disingenuous argument by a politician desperate to block Floridians from voting on this amendment.” The Supreme Court needs to sign off on the wording of the amendment before it could go before voters next year. The proposal would bar laws that restrict abortion “before viability or when necessary to protect the patient’s health, as determined by the patient’s healthcare provider.”

the lowering of flags at state and local facilities through Friday. Separately, Sen. Lori Berman, D-Boca Raton, and Rep. Katherine Waldron, D-Wellington, filed resolutions (SR 126 and HR 125) supporting Israel’s existence as a sovereign nation and supporting its right to defend itself.
