SHORT FILMS. BIG DIFFERENCE. MOUNTAINFILM ON TOUR PENSACOLA
By Ashlee Delaphan
Mountainfilm on Tour will return to Pensacola for its fifth year , bringing another exciting lineup of impactful films for the entire community to enjoy.
On November 16, the Pensacola Little Theatre will host the annual Mountainfilm on Tour, a film festival that showcases a variety of short documentary films that celebrate adventure, activism, environment, social justice and more.
This annual tour provides an experience that is sure to ignite a passion for environmental preservation among all who attend. Mountainfilm, the organization behind Mountainfilm Festival, is a dynamic group of films, people, stories and ideas dedicated to educating and inspiring audiences and communities to advance solutions for a more livable world.
The festival began in 1979 in the small Colorado ski town of Telluride with the primary purpose of using the power of film, art and ideas to inspire audiences to create a better world.
Since its inception, the Mountainfilm Festival has only continued to grow in popularity, attracting thousands of attendees each spring. The festival takes over both Mountain Village and Telluride, Colorado on the traditional, ancestral and unceded homelands of the Nuchu (Ute) and Pueblo people, establishing an inspired haven for thinkers and doers.
Throughout the festival, hundreds of short films are showcased to help form imaginative conversations among artists and filmmakers to encourage environmentally conscious thought.
“It’s a celebration of what the natural world has to offer and it’s a reminder that humans still have
a vital role to play in preserving the uniqueness of wild spaces,” former Mountainfilm Director Rick Silverman said.
After the Telluride festival, Mountainfilm leaves its home in the Colorado mountains for an annual tour across the country, highlighting a collection of the most influential short films featured that year.
One of the films that will be showcased as part of this year’s tour is Building the Buffalo. This short documentary was filmed in Kenya and shows how a simple pleasure like having a bicycle is often taken for granted, as well as the important work being done by the World Bicycle Relief organization in southern Africa. To these children, having a bike means having transportation to school and the means to get to work. In South Africa, a bicycle isn’t just a hobby item, it’s an essential piece of daily life that isn’t often available.
Mountainfilm on Tour provides a truly unique cinematic experience, showcasing inspiring documentary-style films and short stories that focus solely on celebrating adventure, culture, the human spirit and encourage proactive environmental thinking.
“In a time where it seems we can all have huge differences, this
evening is truly about leaving inspired and ready to make our world and our local communities a better place, something we can all agree on,” Mountainfilm Event Coordinator Chesley Allegri said.
Every year the ticket proceeds from the event benefit local nonprofits focused on the wellbeing of the environment. This year, Mountainfilm’s Pensacola stop will be sending funds to local nonprofits Healthy Gulf, an organization that fights for a clean and healthy Gulf of Mexico, and The Perdido Bay and Estuaries, an organization working towards making swimmable and fishable water for all. The organizations will be at the event to provide more information about their cause or to offer opportunities to contribute.
Mountainfilm on Tour takes place November 16 at the Pensacola Little Theatre located at 400 S. Jefferson St. in downtown Pensacola. There will be live music in the theater before the show. Food and drink for purchase from End of the Line Cafe as well as a full cash bar. Doors open at 6 pm. Tickets are $25 and can be purchased at the door or online. PORT OF PENSACOLA SHOWS
RESILIENCE WITH STEADY CARGO ACTIVITY AND EMBRACES NEW OPPORTUNITIES
The Port of Pensacola demonstrated resilience in a dynamic shipping market, reporting solid cargo activity for the completed fiscal year. Despite global supply chain challenges, the port maintained consistent cargo handling volumes, supported by strong partnerships with port users and a diversified cargo portfolio.
While total cargo tonnage was slightly lower at 374,834 tons (749,668,000 lbs.) compared to the previous year's 435,050 tons, this figure still represents a 78% increase from five years ago and is 34% above the port's 10-year average of 279,133 tons.
There were 43 deep-draft vessel calls which was down from 50 the previous year, primarily due to vessel availability and enduser cargo storage location decisions.
Key cargo segments included imported GE Vernova wind energy generation components, critical construction bulk materials like cement and aggregate from Cemex and Martin Marietta, pelletized agricultural materials, and over 1,200 containers (TEUs). Outbound cargo consisted of heavy construction equipment and vehicles plus other miscellaneous cargo.
"The Port of Pensacola is a vital link in Florida's materials and manufacturing supply chain, driven by our strong track record in cargo handling and vessel activity," said Port Director Clark Merritt. "This success fuels our growth as we embrace innovative marine technology projects and diversify our portfolio to boost Pensacola's economy."
Revitalization and Growth Initiatives:
• Investing in Infrastructure, Modernization and Sustainability: The port secured $11.4 million in state and federal funding with assistance from
the city’s grant staff. This project will address damage from Hurricane Sally and modernize critical infrastructure, including roads, rail lines, stormwater systems, and water distribution, enhancing operational efficiency, safety, and stormwater management.
• American Magic Sailing Complex: The construction of the American Magic high-performance sailing complex is a transformative project launched in 2024, with completion slated for fall 2025. This complex will house over 150 sailors, technicians, and fabricators, significantly impacting the port and Pensacola’s waterfront. Additionally, the University of West Florida’s recent receipt of a Triumph grant for their WAVE program will also build upon what American Magic’s presence on port will foster and establish Pensacola as a key center for sailing and cuttingedge marine technology advancements.
"The Port of Pensacola is proving its strength as a deepwater cargo port while embracing the future of high-tech maritime innovation," said Mayor D.C. Reeves. "The redevelopment of the port, particularly the northeastern side, is attracting cutting-edge companies like American Magic, creating a thriving hub for advanced marine technology. Port leadership and my administration is committed to fostering this growth, ensuring Pensacola competes on a global scale."

SANTA ROSA COUNTY ANIMAL SERVICES OFFERS HOME FOR THE PAWLIDAYS SHORT-TERM HOLIDAY FOSTER PROGRAM
Foster a pet this holiday season over Thanksgiving or Christmas through Santa Rosa County Animal Services (SRCAS) 'Home for the Pawlidays' short-term foster program. As a bonus, fosters who decide to keep their holiday furry friends permanently will have their adoption fees waived!
This year, the holiday foster program will be split into two date ranges. The Thanksgiving option will be Nov. 18- Dec. 8. The Christmas option will span Dec. 16- Jan. 6. This allows potential fosters to participate in either holiday or both!
Those interested should complete a foster application, and staff will review the applications to determine the pet that will best fit each foster. The shelter will provide everything a foster parent needs to care for the animal, including food, toys, treats, a harness and a leash.
"We're trying to encourage more of our community members to foster some of our awesome animals, especially through the holidays, to give them a break from the
ESCAMBIA COUNTY PUBLIC SCHOOLS HOLIDAY FOOD DRIVE IS NOV. 4 - DEC. 6
Join Escambia County Public Schools in collecting nonperishable food items for Manna, November 4 through December 6! All nonperishable food donations will be accepted at Escambia County Public Schools.
Virtual learners may take food donations to Manna at 3030 North E Street,
shelter," said Randy Lambert, Santa Rosa County Animal Services Chief. "The shelter is completely full, and getting these animals into loving homes, even temporarily, will ultimately help them find their forever home."
After foster applications are reviewed, shelter staff will reach out directly to schedule pick-up and drop-off times.
Staff also recommends scheduling time to meet animals before picking them up for fostering, but all pets available for adoption online can be fostered. This program gives pets a break from the shelter environment and the opportunity to spend the holidays in a loving foster home. Foster homes give the shelter great insight into the animal's behavior and reduce the number of shelter pets to care for during the holidays.
The shelter asks that foster parents take lots of photos and videos of their temporary pets and share feedback on the animals' behavior, likes and dislikes. For more information, call the shelter at 850-983-4680.
Pensacola, FL 32501, Monday thru Friday, 9am to 4pm. Please let Manna know that the donation is for the ECPS Holiday Food Drive. Financial contributions may be made at mannahelps.org. EAST HILL CHRISTIAN SCHOOL ANNOUNCES SEMIFINALISTS IN THE 2025 NATIONAL MERIT SCHOLARSHIP PROGRAM
Today officials of the National Merit Scholarship Corporation (NMSC) announced the names of more than 16,000 Semifinalists in the 70th annual National Merit Scholarship Program. The principal, Dr. Lori Hadley, of East Hill Christian School announced today that Gabriel Palakonda has been named a Semifinalist in the 2025 National Merit Scholarship Program. These academically talented high school seniors have an opportunity to continue in the competition for some 6,870 National Merit Scholarships with nearly $26 million that will be offered next spring. To be considered for a Merit Scholarship award, Semifinalists must fulfill several requirements to advance to the Finalist level of the competition. About 95 percent of the Semifinalists are expected to attain Finalist standing, and approximately half of the Finalists will win a National Merit Scholarship, earning the merit Scholar title.
NMSC, a not-for-profit organization that operates without government assistance, was established in 1955 specifically to conduct the annual National Merit Scholarship Program. Scholarships are underwritten by NMSC with its funds and by approximately 280 business organizations, higher education institutions, and individual donors that share NMSC’s goals of honoring the nation’s scholastic champions and encouraging the pursuit of academic excellence.
To become a Finalist, the Semifinalist and a high school official must submit a detailed scholarship application, in which they provide information about the Semifinalist’s academic record, participation in school and community activities, demonstrated leadership abilities, employment, and honors and
awards received. A Semifinalist must have an outstanding academic record throughout high school, be endorsed and recommended by a high school official, write an essay, and earn SAT or ACT scores that confirm the student’s earlier performance on the qualifying test.
From over 16,000 Semifinalists, more than 15,00 are expected to advance to the Finalist level, and in February they will be notified of this designation. All National Merit Scholarship winners will be selected from this group of Finalists. Merit Scholar designees are selected based on their skills, accomplishments, and potential for success in rigorous college studies, without regard to gender, race, ethnic origin, or religious preference.
Three types of National Merit Scholarships will be offered in the spring of 2025. Every Finalist will compete for one of 2,500 National Merit $2500 Scholarships that will be awarded on a state-representational basis. About 770 corporate-sponsored Merit Scholarship awards will be provided by approximately 130 corporations and business organizations for Finalists who meet their specified criteria, such as children of the grantor’s employees or residents of communities where sponsor plants or offices are located. In addition, about 150 colleges and universities are expected to finance some 3600 college-sponsored merit Scholarship awards for Finalists who will attend the sponsor institution.
National Merit Scholarship winners of 2025 will be announced in four nationwide news releases beginning in April and concluding in July. These scholarship recipients will join more than 382,000 other distinguished young people who have earned the merit Scholar title.
FPL EMPOWERS 10 NONPROFITS THAT ARE BUILDING STRONGER COMMUNITIES

PROVIDING LIFE-CHANGING OPPORTUNITIES
Tiylan Westery, struggling with reading and lacking a positive male role model, observed the transformative impact of the weekly Youths Left Behind (YLB) meetings in his community center.
Determined to join despite being under the age requirement of 10, he boldly asked YLB founder Hassan Hills to lower the age limit. "I’m happy to be in the group now," Tiylan said. "When Mr. Hills shared his story of going to prison, I knew I didn't want to go down that road. Now, I’ve turned my F in reading into a B."
Thanks to a $10,000 grant from Florida Power & Light Company (FPL) and additional community support, promising change is underway in Tiylan’s life and the lives of other young men in Escambia and Santa Rosa counties.
"Our program helps young men see new horizons and avoid crime. We're grateful for partners like FPL, Escambia County Children’s Trust and the Escambia County Sheriff Department whose support is vital to our work,” said YLB founder, Hassan Hills, a former drug dealer who vowed to strengthen his community instead of destroying it after being released from prison.
With support from Escambia County Sheriff Chip Simmons and other community partners, Hills launched YLB in 2022 that targets young men ages 9 to 18 to join the group that provides critical mentorship, academic support and life skills fostering respect, responsibility and resilience.
With YLB growing from 11 to 72 members in two years, FPL’s donation will fund more tutors who mentor the vulnerable youths through the nonprofit’s holistic support systems, which include safe transportation to meetings and events, mental health resources and academic tutoring.
“These are key elements in guiding youth toward empowerment and away from violence and help these young men thrive to reach their full potential,” Hills said. “We are experiencing gun violence in our urban communities, but without interventions like YLB and support from our community partners, we would be dealing with an epidemic far worse than we see now.”
YLB is one of 10 nonprofits across Northwest Florida that FPL is honored to support through grants totaling $50,000 funded by the NextEra Energy Foundation, the charitable arm of FPL’s parent company. This is the second of three rounds of grants FPL Northwest region will award this year to nonprofits that focus on education, food insecurity, senior citizen support and child advocacy, as well as grants focused on environmental conservation and protection.
J.T. Young, FPL Vice President and general manger Northwest region, said supporting Youths Left Behind aligns with FPL’s commitment to nurturing safe, strong and resilient communities.
“At FPL, we are honored to support the Youth Left Behind that makes a lifesaving impact and all of these remarkable nonprofits that lend a hand to lift up those in need, and provide life-changing opportunities," Young said.
Other NextEra Energy Foundation grant recipients are: Escambia County
• Escambia County Medical Society Foundation: The ECMS Foundation Blood Pressure Cuff Program aims to reduce health disparities by providing at-home blood pressure monitors to low-income patients. Many lack regular healthcare due to financial and transportation barriers. The grant will allow the distribution of 500 cuffs, helping at least 80% of recipients manage their blood pressure better and reduce emergency interventions.
• ReadyKids!: To support Pre-K academic support in Escambia County, using one-to-one mentoring, family learning resources and classroom help to enhance long-term academic success.
• Valarie’s House: Expanding "In-School Grief Groups" at Pace Center for Girls in Escambia County. Currently reaching 50 girls. Funds will purchase supplies, grief books and journals for activities.
Okaloosa/Walton/Bay counties
• Emerald Coast Theatre Company (ECTC): Provides free theatre field trips to students in Okaloosa and Walton counties, aiming to expose them to fine arts despite reduced school arts programs. Over 1,600 students attended last year.

5 TAKEAWAYS FROM TUESDAY
JIM SAUNDERS NEWS SERVICE OF FLORIDA
Republicans had a great night. Democrats? Not so much. And 60 is a magic number in Florida. Here are five takeaways from Tuesday’s elections:
— NO DOUBT: In 2022, Republican Gov. Ron DeSantis won a second term by 19.4 percentage points, and Republican U.S. Sen. Marco Rubio was re-elected by 16.4 points. On Tuesday, Republican presidential candidate Donald Trump won Florida by about 13.2 points, and Republican U.S. Sen. Rick Scott got re-elected by nearly the same margin.
See a pattern? And that’s just at the top of the ticket. Up and down the ballot, Republicans further cemented their power in Florida.
As an example, registered Democrats outnumber registered Republicans in Miami-Dade County. But on Tuesday, Trump won Miami-Dade by more than 11 points, Scott won by 10 points, and GOP candidates handily won races for county sheriff, clerk of courts, property appraiser, tax collector and supervisor of elections.
— DESANTIS DELIVERS: After DeSantis’ presidential campaign was buried early this year in an Iowa snowbank, chatter swirled about whether his power would somehow be diminished in Florida.
But DeSantis on Tuesday showed that he hasn’t lost his ability to drive debate — and results — in the state. DeSantis led successful efforts to defeat ballot proposals that would have allowed recreational use of marijuana and enshrined abortion rights in the state Constitution.
The efforts were controversial, as DeSantis used state agencies to try to help persuade voters to oppose the amendments. But if DeSantis runs again for the White House in 2028, he particularly will be able to tell the Republican base that he defeated the abortion amendment.
— THE MAGIC NUMBER: All six proposed constitutional amendments on Tuesday’s ballot received more than 50 percent of the vote. But only two amendments — one to put hunting and fishing rights in the Constitution and another to make a property-tax change — passed.
How could that be? Unlike in most states, Florida requires approval from 60 percent
of voters, rather than a majority, to change the Constitution.
For instance, the abortion proposal, Amendment 4, received support from 57.1 percent of voters but failed. Backers argued Tuesday night that a majority of voters sent a message that DeSantis and the Republican-controlled Legislature should repeal a law that largely prevents abortions after six weeks of pregnancy. To put it mildly, that is probably wishful thinking.
— DOWNTRODDEN DEMOCRATS: Republicans have controlled almost all levers of political power in Florida since Gov. Jeb Bush was first elected in 1998. But as recently as 2018, Democrats lost gubernatorial and U.S. Senate races by less than 1 percentage point.
Now, the bottom has fallen out. In addition to the huge margins that Trump and Scott ran up Tuesday, Democrats couldn’t cut into GOP supermajorities in the state House and Senate and didn’t come close to flipping any Republican-held congressional seats.
It’s true that Republicans have vastly more money than Democrats and have skillfully used redistricting to their advantage, but that will be the situation for the foreseeable future. With a gubernatorial election two years away, Democrats will need to quickly figure out a way to be competitive — or face remaining in the political wilderness.
— NOTHING TO SEE HERE: When lawmakers gather in Tallahassee on Nov. 19 for a oneday organization session, some of the names and faces will be different. But Republicans will maintain supermajorities that pretty much give the GOP free rein in the House and Senate.
Sen. Corey Simon, R-Tallahassee, easily won Tuesday’s only competitive Senate race. Meanwhile, Republican House members Susan Plasencia of Orlando, David Smith of Winter Springs, Paula Stark of St. Cloud, Peggy Gossett-Seidman of Highland Beach and Fabian Basabe of Miami Beach fended off Democratic challengers.
Also, Republicans Erika Booth knocked off Rep. Tom Keen, D-Orlando, in a Central Florida district, and Republican Anne Gerwig appeared to narrowly defeat Rep. Katherine Waldron, D-Wellington, in a Palm Beach County district. In a pick-up for Democrats, Leonard Spencer defeated Rep. Carolina Amesty, R-Windermere, in the Orlando area.
HUNTING, FISHING RIGHTS OK’D, PARTISAN SCHOOL RACES NIXED
JIM TURNER NEWS SERVICE OF FLORIDA
Florida voters Tuesday approved two of four ballot measures proposed by the Legislature, putting hunting and fishing rights in the state Constitution and making a property-tax change.
But proposals backed by Republican lawmakers to hold partisan school-board elections and end public financing of political campaigns fell short.
About 67 percent of voters supported what appeared on the ballot as Amendment 2 and was titled “Right to Fish and Hunt.” Constitutional amendments need support from 60 percent of voters to pass.
Luke Hilgemann, executive director of the International Order of T. Roosevelt and T. Roosevelt Action, which supported Amendment 2, said in a statement that “Florida voters sent a message that they won’t stand for attacks against our sporting heritage.”
“States across the nation can now look to Florida's success as a blueprint for advocacy and action, uniting sportsmen and women to push back against restrictive regulations and safeguard our outdoor way of life,” Hilgemann said.
Charles O'Neal, chairman of the opposition group NoTo2.Org, raised concerns that the proposal would override protections for fish stocks, open state waters to foreign commercial fishing and possibly allow hunters to trespass on private property.
Opponents also included the Sierra Club-Florida and Save the Manatee Club.
The Vote Yes on Amendment 2 political committee, which led the effort to pass the measure, raised $1.228 million.
The other successful measure, Amendment 5, received 66 percent of the vote, according to unofficial results as of about 10 p.m.
The measure, titled “Annual Adjustments to the Value of Certain Homestead Exemption,” is expected to give many homeowners slightly larger property-tax breaks.
Homeowners receive tax exemptions on the assessed values of their property up to $25,000 and on the values between $50,000 and $75,000. The amendment will require adjusting for inflation the exempt portion currently between $50,000 and $75,000. Meanwhile, what appeared as Amendment 1 on the ballot would have reversed a voter-approved change from 1998 that
RECREATIONAL POT PROPOSAL FALLS SHORT
DARA KAM NEWS SERVICE OF FLORIDA
A $150 million-plus effort to allow recreational use of marijuana in Florida fizzled out last Tuesday, falling short of the needed 60 percent voter approval and delivering a major victory for Gov. Ron DeSantis.
Trulieve, the state’s largest medical-marijuana operator, pumped nearly $144.6 million into the proposed constitutional amendment. The Quincy-based company’s contributions made up more than 94 percent of the overall total of $152.27 million in cash raised by the Smart & Safe Florida political committee that sponsored the measure, which appeared as Amendment 3 on the ballot.
The drive to authorize recreational weed came eight years after voters overwhelmingly approved a constitutional amendment allowing medical marijuana. More than 800,000 Florida patients are enrolled in the medicalmarijuana program.
But this year’s proposed amendment faced unprecedented opposition from the state’s most powerful elected official — DeSantis — who launched a crusade to defeat Amendment 3 and another ballot measure, Amendment 4, aimed at enshrining abortion rights in the state Constitution. The abortion amendment also appeared to fall short of the required 60 percent voter support.
DeSantis blitzed the state and the airwaves blasting the pot and abortion amendments. His chief of staff, James Uthmeier, chaired two committees that raised more than $30 million to fight the two proposals.
“We fought the good fight, we kept the faith, and we finished the race. Thanks to @ GovRonDeSantis and our great team for everything they sacrificed over the past months to protect our great state from amendments that sought to attack our families and way of life. To other states facing these challenges — you can win, but you must fight!” Uthmeier posted on the social media platform X around 8:30 p.m.
Amendment 3 would have given Trulieve and the state's other medical-marijuana companies the ability to start selling euphoria-inducing cannabis products to anyone in Florida, including tourists, age 21 or older. With 156 retail locations throughout the state, Trulieve sells more than a third of all medical-marijuana products — including smokable marijuana — in the state.
"Tonight, a strong majority of Floridians voted in support of legalizing recreational marijuana for adults. While the results of Amendment 3 did not clear the 60 percent threshold, we are eager to work with the governor and legislative leaders who agree with us on decriminalizing recreational marijuana for adults, addressing public consumption, continuing our focus on child safety, and expanding access to safe marijuana through home grow,” the Smart & Safe Florida committee said in a statement.
Opponents of the proposal, however, cheered its demise.
“Even after spending over $150 million – the most in any drug legalization effort in American history – the people of Florida saw through Amendment 3’s web of deception and defeated this corporate power grab,” Jessica Spencer, director of advocacy for the Vote No on 3 Campaign, said in a statement.
Mark Wilson, president and CEO of the Florida Chamber of Commerce, called the proposal “bad for Florida and even worse for Floridians.”
“This pro-drug amendment was bad for our kids, bad for our communities, bad for our local business, and ultimately bad for Florida. The Florida Chamber was proud to stand with Governor DeSantis to unite community and business leaders across Florida to help ensure this amendment’s defeat,” Wilson said in a statement.
As he traveled throughout the state campaigning against the proposal, DeSantis repeatedly called out Trulieve CEO Kim Rivers, who shepherded the company into one of the nation’s largest cannabis sellers in less than a decade. Trulieve was one of Florida’s first licensed operators, after voters approved the 2016 constitutional amendment allowing medical marijuana. The company also operates in Arizona, California, Connecticut, Georgia, Maryland, Ohio, Pennsylvania and West Virginia.
The governor flexed the full strength of his executive office to oppose the measure, tapping numerous state agency heads — including leaders of the Department of Juvenile Justice, the Department of Children and Families, the Florida Department of Law Enforcement, the Department of Highway Safety and Motor Vehicles and the Department of Health — to join his effort to defeat the pot proposal.
required school-board candidates to run without party affiliations. Amendment 1 received support from 55 percent of voters, short of the required 60 percent.
Supporters of Amendment 1 contended that holding partisan school-board elections would increase transparency about candidates and that the elections often are already battlegrounds for Republicans and Democrats.
But critics argued the proposal was an effort to consolidate power by Republicans, who hold voter-registration edges in 57 of the state’s 67 counties.
The proposed amendment came after controversies have roiled many school boards in recent years about issues such as mask mandates during the COVID19 pandemic and removing or restricting school library books. Also, Republican Gov. Ron DeSantis has taken a high-profile role in trying to help elect conservatives to school boards in some parts of the state.
Also failing Tuesday was what appeared on the ballot as Amendment 6, which would have repealed public financing for statewide candidates.
Under the public-finance program, candidates for governor and Cabinet seats can receive matches for individual contributions of $250 or less. In exchange, candidates agree to abide by certain campaign spending limits. Matching funds are not available for contributions to political committees or outside of statewide races.
Republican supporters of Amendment 6 pointed to a need to limit government spending. But opponents of the amendment contended that public funding helps level the playing field for candidates with limited financial support.
Candidates have tapped the program for more than $33 million over the four mostrecent gubernatorial election cycles.
Public campaign financing was approved by voters in 1998.
A 2010 proposal by the Legislature to repeal the program fell short, getting 52.49 percent support from voters. Tuesday’s proposal received slightly over 50 percent.
In addition to the four proposals placed on the ballot by the Legislature, voters also considered proposed constitutional amendments on recreational use of marijuana and abortion rights. Both of those amendments did not reach the 60 percent threshold.
DeSantis targeted contributions by Trulieve, which is publicly traded on the Canadian stock market, as he fought the proposed amendment. The governor argued that the proposal’s passage would cement the company’s “monopoly” on the cannabis market in Florida.
“I don’t think there’s ever been one company that’s put in this much money for one ballot measure in all of American history. And so the only way they can justify that is because this amendment is going to guarantee them a massive profit stream,” DeSantis said at a rallystyle event last week.
As of about 9 p.m., the state Division of Elections website showed that nearly 56 percent of Florida voters supported the proposal — not enough to meet the 60 percent approval threshold.
PONDER
State Surgeon General Joseph Ladapo, as an example, recently released guidance warning about dangers of marijuana and advising healthcare providers to regularly drug-screen patients ages 12 and older. The Department of Highway Safety and Motor Vehicles, meanwhile, released public-service announcements warning against driving while under the influence of marijuana.
DeSantis also focused on what could have been a weakness in the proposal for people who might otherwise support decriminalizing marijuana: The measure did not include allowing people to grow their own marijuana.
“They do provide that you have basically an unfettered right to possess and smoke marijuana, but only if you buy it from them. They do not provide you with the right to grow your own product in your backyard,” DeSantis said at an event last week. “So they’re forcing business into this big weed cartel.”
PICKED FOR COLLEGE PRESIDENCY
JIM SAUNDERS NEWS SERVICE OF FLORIDA
Former state Rep. Mel Ponder, R-Destin, was picked Tuesday to become president of Northwest Florida State College, following in the path of other ex-lawmakers who have become college and university leaders.
The Niceville-based college’s Board of Trustees chose Ponder after he and three other candidates were interviewed Monday and Tuesday. A news release said the board hopes to approve a contract Nov. 18 with Ponder, who most recently has served on the Okaloosa County Commission.
“Each candidate brought unique life experience to the college, and we appreciate their time and interest in the position,” Lori Kelley, chairwoman of the Board of Trustees, said in a prepared statement. “I look forward to discussing an employment agreement with Commission Ponder, who brings deep experience and passion for our community to this critical role. I am confident in his ability to lead our college into the next stage of its growth.”
The job became open after former President Devin Stephenson was picked in April to become president of Florida Polytechnic University. Ponder served in the state House from 2016 to 2020, before getting elected to the Okaloosa County Commission. He did not seek re-election to the commission this year.
Other finalists for the college post were R. Gwyn Armfield, a retired U.S. Air Force brigadier general; James Walter Ross, former president of Pamlico Community College in North
Carolina; and Mark Strickland, provost and chief campus officer of the Seminole Campus of St. Petersburg College, according to the Northwest Florida State website.
Ponder would follow two other former lawmakers who have become state college presidents during the past 17 months. Former Rep. Fred Hawkins, R-St. Cloud, was chosen in June 2023 to serve as president of South Florida State College, while former Rep. Tommy Gregory, R-Lakewood Ranch, was chosen in April to become president of State College of Florida, Manatee-Sarasota.
Also, former House Speaker Richard Corcoran, R-Land O’ Lakes, became president last year of New College of Florida after serving as state education commissioner. In addition, state university system Chancellor Ray Rodrigues was selected for that job in 2022 after serving in the Senate and the House.
Ponder, who has a bachelor’s degree in finance from Florida State University, works as association executive for the Emerald Coast Association of Realtors, according to information on the Northwest Florida State College website. Ponder also previously served as Destin mayor. The news release did not say when Ponder might take over the presidency if a contract is finalized.
Cristie Kedroski, a senior vice president at the school, has served as interim president during a search for Stephenson’s successor. Stephenson took over as Florida Poly president in July, replacing Randy Avent, who decided to step down from the post.

NOTICE OF RIGHTS
This action is final and effective on the date filed with the Clerk of the Department unless a petition for an administrative hearing is timely filed under Sections 120.569 and 120.57, F.S., before the deadline for filing a petition. On the filing of a timely and sufficient petition, this action will not be final and effective until further order of the Department. Because the administrative hearing process is designed to formulate final agency action, the hearing process may result in a modification of the agency action or even denial of the application.
Petition for Administrative Hearing
A person whose substantial interests are affected by the Department’s action may petition for an administrative proceeding (hearing) under Sections 120.569 and 120.57, F.S. Pursuant to Rules 28-106.201 and 28106.301, F.A.C., a petition for an administrative hearing must contain the following information:
(a) The name and address of each agency affected and each agency’s file or identification number, if known;
(b) The name, address, any e-mail address, any facsimile number, and telephone number of the petitioner, if the petitioner is not represented by an attorney or a qualified representative; the name, address, and telephone number of the petitioner’s representative, if any, which shall be the address for service purposes during the course of the proceeding; and an explanation of how the petitioner’s substantial interests will be affected by the agency determination;
(c) A statement of when and how the petitioner received notice of the agency decision;
(d) A statement of all disputed issues of material fact. If there are none, the petition must so indicate;
(e) A concise statement of the ultimate facts alleged, including the specific facts that the petitioner contends warrant reversal or modification of the agency’s proposed action;
(f) A statement of the specific rules or statutes that the petitioner contends require reversal or modification of the agency’s proposed action, including an explanation of how the alleged facts relate to the specific rules or statutes; and
(g) A statement of the relief sought by the petitioner, stating precisely the action that the petitioner wishes the agency to take with respect to the agency’s proposed action.
The petition must be filed (received by the Clerk) in the Office of General Counsel of the Department at 3900 Commonwealth Boulevard, Mail Station 35, Tallahassee, Florida 32399-3000, or via electronic correspondence at Agency_Clerk@dep. state.fl.us. Also, a copy of the petition shall be mailed to the applicant at the address indicated above at the time of filing.
Time Period for Filing a Petition
Petitions filed by any persons other than the applicant, and other than those entitled to written notice under Section 120.60(3), F.S., must be filed within 14 days of publication of the notice or within 14 days of receipt of the written notice, whichever occurs first. The failure to file a petition within the appropriate time period shall constitute a waiver of that person’s right to request an administrative determination (hearing) under Sections 120.569 and 120.57, F.S., or to intervene in this proceeding and participate as a party to it. Any subsequent intervention (in a proceeding initiated by another party) will be only at the discretion of the presiding officer upon the filing of a motion in compliance with Rule 28- 106.205, F.A.C. Extension of Time
Under Rule 62-110.106(4), F.A.C., a person whose substantial interests are affected by the Department’s action may also request an extension of time to file a petition for an administrative hearing. The Department may, for good cause shown, grant the request for an extension of time. Requests for extension of time must be filed with the Office of General Counsel of the Department at 3900 Commonwealth Boulevard, Mail Station 35, Tallahassee, Florida 32399-3000, or via electronic correspondence at Agency_Clerk@ dep.state.fl.us, before the deadline for filing a petition for an administrative hearing. A timely request for extension of time shall toll the running of the time period for filing a petition until the request is acted upon.
Mediation Mediation is not available in this proceeding.
Judicial Review
Once this decision becomes final, any party to this action has the right to seek judicial review pursuant to Section 120.68, F.S., by filing a Notice of Appeal pursuant to Florida Rules of Appellate Procedure 9.110 and 9.190 with the Clerk of the Department in the Office of General Counsel (Station #35, 3900 Commonwealth Boulevard, Tallahassee, Florida 32399-3000) and by filing a copy of the Notice of Appeal accompanied by the applicable filing fees with the appropriate district court of appeal. The notice must be filed within 30 days from the date this action is filed with the Clerk of the Department.
