HEARTY CHILI FOR A HEART-WARMING CAUSE

EPILEPSY ALLIANCE FLORIDA’S ANNUAL CHILI COOK-OFF RETURNS TO THE HANDLEBAR By Nicole Willis

A

s the Florida sunshine begins to give way to blustery and chilly days, there’s something warm and comforting about a hearty, piping hot bowl of chili. Thankfully for us chili lovers, we can now spread warmth not only through the mouthwatering chili we make, but also through the community. Epilepsy Alliance Florida’s (EAF) annual Chili Cook-off event brings out some of the best chili in Pensacola and supports EAF’s mission of advocating and supporting individuals impacted by epilepsy. On November 19, Epilepsy Alliance Florida (EAF) will host its annual Chili Cook-off at The Handlebar in downtown Pensacola. This fan-favorite event features some of the city’s best chili, tasty brews and exceptional entertainment—all in the name of raising awareness for epilepsy. “EAF, established in 1971 as a not-for-profit 501(c)(3), is dedicated to supporting those impacted by epilepsy by confronting the spectrum of challenges created by seizures,” Youth and Family Engagement Specialist for EAF Cecily Dupree said. “It is a founding member of the Epilepsy Alliance America. Epilepsy Alliance Florida provides numerous services to individuals and families, including advocacy and counseling, education and prevention, direct medical and neuropsychological services, as well as other programs regardless of financial situation or socioeconomic status.” EAF’s annual Chili Cook-off has a history of helping the organization succeed in its mission of supporting individuals impacted by epilepsy. Dupree explained that the proceeds from this year’s event will help EAF continue its programs and services for people impacted by epilepsy across the state. “Epilepsy affects 426,000 people in Florida, mostly children and the elderly. We provide them with a myriad of programs such as support groups, case management, medical services, prevention and education, Camp Boggy Creek and much more,” she said. Apart from this annual event supporting a wonderful cause, the Chili Cook-off also features tasty foods, beverages and live entertainment. This year’s event will include live music performed by The East Hillbillies, a raffle with prizes and, of course, plenty of

different chilis to try. Whether you like a meat-heavy chili, or prefer it loaded up with beans and veggies, the EAF’s Chili Cook-off is sure to have something to tempt your tastebuds. Both chefs and chili fans alike are invited to participate in the event. If you are a chili-lover looking to indulge, you’ll need to register for a Tasting Pass, which allows you to taste each of the different chilis at the event. Tasting Passes are $20 each and include a free cold beer, live entertainment and access to multiple tasting stations. Chili enthusiasts who are interested in dishing up their finest recipe are invited to compete for the title of “Best Chili in Pensacola.” Those interested in entering their best chili must register for a contestant ticket prior to the event. Both contestants and tasters can register online at epilepsyalliancefl.org/ events/chili-cook-off-2023/. Whether you participate in the event by preparing and serving up chili, or by tasting and enjoying yourself, your participation alone will make a big difference in the lives of Floridians affected by epilepsy, as event proceeds will support EAF and its services. “November is Epilepsy Awareness Month, so events such as the Chili Cook-off raise awareness and help us continue our services throughout the Panhandle,” Dupree explained. EAF’s annual Chili Cook-off will be held on November 19 from 4 pm to 7 pm at The Handlebar located at 319 N. Tarragona St. in downtown Pensacola. Each month we explore the quiet, scenic streets of Pensacola’s many historic neighborhoods for a fun and leisurely ride among friends. For November we have a very special Ride called the Panhandle Manatee Slow Ride—dedicated to the life of Jessica Bibza and her work to protect manatees and other marine life. Children must be at least 10 years of age to ride their own bicycle, and ages 10 - 16 must be accompanied by an adult. No pets are allowed on the Rides. GREG HARRIS AND THE PENSACOLA ICE FLYERS DONATE $125,000 TO BAPTIST HEALTH CARE FOUNDATION Greg Harris, owner of the Pensacola Ice Flyers, has made a $125,000 gift to support the new Baptist Hospital campus. The donation, made in honor of Harris’ family back home in Canada and the Pensacola Ice Flyers, is the largest donation to date in the hockey team’s history. The Foundation will name the outpatient pharmacy in honor of Harris’ father, who is a pharmacist, and the oncology conference room in honor of his mother, a cancer survivor. Both are located inside the Bear Family Foundation Health Center. “After hearing all the stories and the greater impact that the people at Baptist have and opportunities the hospital has in this community, I was in,” Harris said. “To be a part of something monumental is exciting to me. This is not just a community’s legacy or hospital’s legacy, it’s everyone’s legacy who’s a part of it. And now, my family, my Ice Flyers family and all of Ice Flyer Nation are parts of that. It’s truly an incredible honor to have the

Harris Family and the Pensacola Ice Flyers on the walls of the new Baptist Hospital.” Harris became the new majority owner of the Pensacola Ice Flyers in the 2012-2013 season, and the team has since brought home four championships in the Southern Professional Hockey League and a continuous topthree ranking in the league in attendance. PORT OF PENSACOLA ANNOUNCES STEADY CARGO GROWTH AND FINANCIAL ACHIEVEMENT FOR FISCAL YEAR 2023

The Port of Pensacola is proud to announce significant achievements in cargo handling and financial results for fiscal year 2023. The Port of Pensacola’s historic highs of 2022 continued with cargo activity marking a 17% increase, complemented by a consistent 2.3% growth in annual cargo tonnage from the previous fiscal year. This moderate yet promising uptick, amidst the global decline in shipping volumes and heightened costs, underscores the strategic benefits recognized by businesses that partner with the Port of Pensacola. “The past year saw the port achieve steady cargo growth, even amid economic challenges and unprecedented inflation,” Port Director Clark Merritt said. “Our dedicated team at the port stayed actively engaged with the 23 diverse businesses we serve, ensuring smooth operations and addressing challenges swiftly. We refined our approach with established port cargo operators like Cemex and GE Wind Energy Power Systems, and we’re thrilled to pave the way for innovative ventures like American Magic Sailing — which is gearing up to launch a high-performance training center in the heart of the port.” The Port of Pensacola, an enterprise of

the City of Pensacola without reliance on taxpayer funds, fortified its financial position through a strategy of cost optimization and efficiency improvements. By achieving a 17.06% growth in revenues and simultaneously implementing measures to reduce operational expenses by 11.7%, the port effectively increased its profitability in 2023. From October 2022 to September 2023, the port handled 870 million pounds of cargo — a 2.3% climb from the previous fiscal year. DISTRICT 2 MYRTLE GROVE SOUTHEAST NEIGHBORHOOD CLEANUP ON NOV. 15 Join us in keeping our neighborhoods clean and safe! A neighborhood cleanup for residents in Myrtle Grove Southeast will take place Wednesday, Nov. 15. This is a chance for residents to dispose of items such as old furniture, appliances and household waste free of charge. Yard debris is eligible for removal during this cleanup. Only residents in the designated cleanup area can participate in the neighborhood cleanup. Please have all items for pickup at the curb by 7 a.m. on the day of the cleanup. Items left at the curb outside of the cleanup area will not be collected. If you live in the targeted area, you will have received a postcard in the mail with more information. Residents can view the boundaries of targeted cleanup areas as well as scheduled cleanup dates for 2023 on the Interactive Neighborhood Cleanup Map. Items eligible for removal include: • Household appliances and electronics • Household junk and debris • Bicycles and toys • Old furniture and mattresses • Barbecue grills

Since 2016, more than 6,217 tons (12,434,000 pounds) of waste have been disposed of through the Community Redevelopment Agency’s Safe Neighborhood Program. During neighborhood cleanups, crew members and volunteers visit different neighborhoods in the county to remove a variety of debris and waste free of charge. TALLAHASSEE — Wrapping up a special legislative session shadowed by the war between Israel and Hamas, the Florida Senate on Wednesday passed measures to expand sanctions against Iran and provide money to bolster security at Jewish day schools and preschools. The Senate unanimously approved the bills, which passed the House on Tuesday. They are ready to go to Gov. Ron DeSantis. Legislative leaders called the special session after the Palestinian militant group Hamas attacked Israel on Oct. 7, touching off a war that has killed thousands of people in Israel and Gaza. While the special session also addressed issues such as providing aid to areas hit by Hurricane Idalia, lawmakers focused heavily on showing support for Israel and Jewish residents of Florida. That included passing bills to target Iran, a key backer of Hamas, and to counter a rise in anti-Semitism. One of the bills (HB 5C) would expand restrictions on state investments in businesses with ties to Iran. The measure would expand a 2007 law that requires the State Board of Administration to divest from what are known as “scrutinized” companies with links to Iran’s petroleum industry. Certain financial criteria are used in determining whether companies land on the scrutinized list. The State Board of Administration manages Florida’s massive pension fund and other investments. Under the bill, the investment restrictions would expand to other types of industries, such as the financial, construction, manufacturing, textile and manufacturing sectors. House and Senate bill sponsors acknowledged they do not know how many companies could be affected by the expansion. But supporters said it is important for Florida to show that it does not want state money supporting Iran. “They don’t want America to survive,” Sen. Jay Collins, R-Tampa, said Wednesday before the Senate passed the bill. “They stand in opposition to everything we stand for.” But some Democratic lawmakers questioned whether the bill would have much

effect. Among other things, the federal government has imposed a wide range of economic sanctions against Iran in the decades since hostages were taken at the U.S. embassy in Tehran in 1979. “I just want to make sure we’re doing real things here, as opposed to puffery,” Sen. Jason Pizzo, D-Sunny Isles Beach, said. DeSantis appears certain to sign the bill, as he began calling for increased sanctions against Iran shortly after the Hamas attack on Israel. Lawmakers during the special session also approved providing money to help increase security at Jewish day schools and preschools amid increasing incidents of anti-Semitism. The bill (HB 7C) would provide $15 million for grants that could be used for such things as installing lighting, security cameras, fencing and shatter-resistant windows at Jewish day schools and preschools. Another $10 million would go to the schools for “nonhardening security measures,” such as hiring security workers and training them on threat awareness, emergency procedures and first aid. The bill also includes $20 million for what is known as the state’s Nonprofit Security Grant Program, which can be used for security improvements at other types of organizations. Senate bill sponsor Alexis Calatayud, R-Miami, called anti-Semitism a “global scourge.” Pizzo questioned whether the bill included enough money to help protect Jewish schools, but Calatayud said lawmakers also can look at funding issues during the 2024 regular legislative session, which will start in January. “We believe this is going to be the right investment at this time,” Calatayud said. Some Democratic lawmakers also called for funding for security at historically Black colleges and universities. They cited incidents such as a racially motivated attack in August when a man killed three Black people at a Dollar General store in Jacksonville. HALT SOUGHT TO ONLINE SPORTS BETTING JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE — After the Seminole Tribe relaunched a sports-betting app, attorneys for two pari-mutuel companies Tuesday asked the Florida Supreme Court to halt the online wagering as a legal battle continues to play out. The attorneys for West Flagler Associates and Bonita-Fort Myers Corp. filed a motion at the Supreme Court hours after the tribe quietly began allowing some gamblers to place wagers on the sports-betting app anywhere in Florida. The pari-mutuel companies filed a petition in September at the Supreme Court challenging part of a gambling deal between the state and the tribe that would allow online sports betting. The companies contend that the sports-betting part of the deal violates a 2018 constitutional amendment requiring voter approval of casino gambling. With the case pending, attorneys for the pari-mutuel companies Tuesday asked the Supreme Court to “immediately suspend the sports betting provisions” of a law that carried out the gambling deal. “This exigency has been created by the launch of the Seminole Tribe’s mobile betting application on November 7, 2023, without prior warning,” the attorneys wrote in a 15-page motion. The motion said the Supreme Court likely will not rule on the underlying challenge to the gambling deal until sometime next year. “In the meantime, absent an expedited ruling on petitioners’ … request, the tribe will apparently continue with its off-reservation sports betting operations in contravention of the Florida Constitution ... potentially raking in millions of dollars in sports bets that this court may eventually find were authorized in contravention of the Florida Constitution and derogation of the people’s right to decide on the expansion of casino gambling,” the companies’ attorneys wrote. The motion was the latest move in two years of legal wrangling about the gambling deal, which Gov. Ron DeSantis and Seminole Tribe of Florida Chairman Marcellus

Osceola Jr. signed in 2021. The deal, known as a compact, also allowed the Seminoles to add craps and roulette to their Florida casinos and add three casinos on tribal property in Broward County. In exchange, the Seminoles agreed to pay the state at least $2.5 billion over the first five years and possibly billions of dollars more over the course of the pact, which was ratified by lawmakers. The tribe in 2021 briefly launched an app to allow sports wagering throughout the state, but the app was shut down amid a federal lawsuit filed by the pari-mutuel companies. The U.S. Supreme Court last month refused to block the deal in that lawsuit, which is separate from the Florida Supreme Court case. The focus of the litigation has been on part of the deal aimed at allowing gamblers to place mobile sports wagers anywhere in the state, with bets handled by computer servers on tribal property. The deal said bets “using a mobile app or other electronic device, shall be deemed to be exclusively conducted by the tribe.” After the U.S. Supreme Court ruling, the tribe announced Nov. 1 that it would begin allowing sports betting at its casinos in December. But it went further Tuesday by saying it would also take online sports bets from a limited group of gamblers. At least in part, access will be available to people who used the 2021 app or who have points from the tribe’s “Unity by Hard Rock” loyalty program for casino gamblers. “The Seminole Tribe is offering limited access to existing Florida customers to test its Hard Rock Bet platform,” Gary Bitner, a spokesman for the tribe, said in an email Tuesday. The Supreme Court has not said whether it will take up the underlying challenge to the gambling deal. West Flagler holds three jai alai licenses, while Bonita-Fort Myers Corp. does business as Bonita Springs Poker Room in Southwest Florida. They contend they could be hurt financially if the tribe is able to offer online sports betting statewide.

TALLAHASSEE — A federal judge has rejected a challenge to a 2021 Florida law banning transgender female students from playing on women’s and girls’ sports teams. U.S. District Judge Roy Altman on Monday issued a 39-page decision granting a request by attorneys for Florida Education Commissioner Manny Diaz Jr. and the State Board of Education to dismiss a lawsuit filed on behalf of a transgender high-school volleyball player. Altman ruled that the controversial law did not violate constitutional equal-protection and due-process rights and Title IX, a federal law that prevents discrimination based on sex in education programs. He left open the possibility that attorneys for the Broward County student, identified by the initials D.N., could file a revised lawsuit on the equal-protection and Title IX issues. Attorneys for the state argued that the law was aimed at helping ensure athletic opportunities for girls and women who want to play interscholastic or college sports. They contended the opportunities could be threatened by the participation of transgender females, who were identified as biological males at birth. Altman said he found that “promoting women’s equality in athletics is an important governmental interest” and disputed that the law (SB 1028) discriminated based on stereotypes. “In our case, SB 1028’s gender-based classifications are rooted in real differences between the sexes — not stereotypes. In requiring schools to designate sports-team memberships on the basis of biological sex, the statute adopts the uncontroversial proposition that most men and women do have different (and innate) physical attributes. Ignoring those real differences would disserve the purpose of the Equal Protection Clause, which is to safeguard the principle that ‘all persons similarly situated should be treated alike,’” he wrote, partially quoting legal precedents. IDALIA AID, ‘SAFE FLORIDA HOME’ BILL PASSES The Florida Senate on Wednesday gave final approval to a measure that would provide additional aid to rural areas after Hurricane Idalia and address a backlog of residents seeking home-improvement grants to help lower property-insurance premiums. The Senate voted unanimously to support the $416 million measure (HB 1C), which is ready to go to Gov. Ron DeSantis. The House unanimously passed the bill Tuesday as part of a special legislative session. Senate sponsor Corey Simon, R-Tallahassee, said people in the Big Bend region hit by Idalia on Aug. 30, particularly in the agricultural industry, are “smiling today” as lawmakers backed additional assistance. “It’s good to see that folks are seeing rural Florida, seeing our producers that are out there, their needs, their wants,” Simon said. The measure drew some concerns during the three-day special session. One issue was a two-year extension of a developer-friendly provision that prohibits local governments affected by 2022’s Hurricane Ian from raising building fees or adopting “restrictive or burdensome” changes to comprehensive plans and land-development regulations. But those concerns
