Fill The Mayflower
Manna Food Pantries will host the 17th annual Fill the Mayflower food and funds drive on November 22 from 5 am to 6 pm at Cordova Mall in Pensacola. Gather around the Mayflower truck and help fill it with food for families, seniors, veterans, children and individuals in need in Escambia and Santa Rosa counties. All are invited to come donate nonperishable food items and monetary donations. A $25 gift provides five days of food for a child in need. Drive is back. Brighten a child’s spirit this holiday season by donating toys, gift cards, clothing, crafts, hygiene and beauty products, sports equipment and shoes. Walmart Angel Tree and Red Kettle
On your next trip to the grocery store, look out for a giant Christmas tree covered in angel tags. The numbers on the tag match with a needy child in your area. Pick a tag to find the child’s first name, age and gender. The Salvation Army asks sponsors to take the time on their regular shopping trip to find gifts for one or more of the children on the tree. Gifts from sponsors should be unwrapped and unopened prior to donation. Individuals can participate in the program in person or online. U.S. Marine Corps Reserve: Toys for Tots
You’re probably familiar with the giant boxes in stores that quickly fill in the weeks leading up to Christmas; after all, Toys for Tots has been around since 1947. More than 75 years ago, Marine Corps Reserve Major Bill Hendricks was asked by his wife Diane to take her handcrafted dolls to an agency that would give them to children in need. After learning that no organization like that currently existed, Diane told him to start one. Since
then, Toys for Tots has grown into a nationwide program benefiting children all over the country. To contribute, please bring unopened, undamaged and unwrapped toys to one of the many drop-off locations in Escambia or Santa Rosa counties. Toys can be dropped off now to December 7. Christmas Connection Catholic Charities of Northwest Florida’s annual gift drive is back for its 45th year. Santa’s Workshop Santa needs help filling his workshop with new and unwrapped gifts for children at the Ronald McDonald House Charities of Northwest Florida. The children staying at the House will be given these gifts from Santa so they and their families can rest easy as the children receive their necessary medical treatments. Join OnBikes Pensacola for the 2024 Winter Bike Build on Sunday, November 23 from 1 to 3 pm and 3:30 to 5:30 pm at the Pensacola Bay Center. OnBikes crew members will help teach and guide volunteers to turn screws, pump tires, and make children’s dreams come true. The Pensacola Children’s Chorus (PCC) invites the community to a brand new, oneof-a-kind black-tie affair, OVATION, on Friday, January 17, 2025. Beginning at 7:00 p.m., guests will be treated to a private concert featuring the talented and dedicated members of the Children’s Chorus.

The FloridaWest Board of Directors is excited to announce the selection of Chris Platé as its new Chief Executive Officer. Platé brings nearly 30 years of experience in economic development, leading initiatives that have created 7,000 new manufacturing jobs and generated more than $4 billion in capital investment across North and South Carolina.
For the past 25 years, Platé has served with the Monroe-Union County Economic Development Commission, most recently as Executive Director. CELEBRATE THE HOLIDAYS WITH THE CHORAL SOCIETY OF PENSACOLA
The Choral Society of Pensacola will present two holiday concerts in December, one large-scale, featuring mixed chorus, chamber orchestra, and soloists, the other more intimate, featuring an ensemble of sopranos and altos, harp, and piano.
The first concert is a performance of a joyous masterpiece by one of the world's greatest composers, Johann Sebastian Bach's Magnificat. Set for Friday, December 6 at 7:30 pm in the Cathedral of the Sacred Heart, the program will also feature arrangements of two familiar carols and three selections from Handel’s Messiah, including the famous "Hallelujah" chorus. Artistic Director Peter Steenblik will lead the 100-voice chorus, chamber orchestra, and four soloists from Pensacola Opera’s Jan Miller Studio Artists program: soprano Rachel Fitzgerald, mezzo-soprano Camille Robles, tenor Micah Perry, and baritone Joseph O'Shea.
The second concert showcases the Society’s Treble Ensemble, under the direction of Isabelle Peterson, in a twentiethcentury classic, Benjamin Britten's A Ceremony of Carols. In addition to the Britten, the program includes several short
works for Christmas, and it features harpist Katie Ott and pianist Meredith Stemen in collaboration with the ensemble and in solo works. A Ceremony of Carols is set for Tuesday, December 10 at 7:30 pm in the University of West Florida Center for Fine and Performing Arts.

CITY OF PENSACOLA UPDATES OPTIONS FOR DOWNTOWN PARKING
Pensacola Mayor D.C. Reeves announces new options for visitors to Downtown Pensacola. "I've always maintained, visitors to Downtown Pensacola need to know what they're getting for their money," said Mayor Reeves. "This is about providing the best experience we can for those who visit and work downtown."
First, a new, updated web page dedicated to Parking Management services is now live. This ParkPensacola site contains an interactive parking map, showing ways to park and pay, as well as showing everyone where the parking revenues are being spent. You can also find a map of the privately-run parking lots and contact information for those parking management companies. There is also a new Park Pensacola presence on social media. We invite everyone to "like" and "follow" for the latest updates.
Second, a number of changes will occur Friday, Nov. 29th.
The 230 spaces at the Commendencia St. Lot, accessed through S. Jefferson St. will be free 24/7.
Additionally, 12 open-air spots at the Jefferson Garage, at the corner of Garden and Jefferson, will be 30-minute "free" park-
ing, excluding special events. This will allow people to park and quickly drop into a neighboring business and then get right back into their vehicle. Mayor Reeves adds, "We continue looking at expanding these options of 30-minute parking around the city as we collect more and more data."
Finally, the city is using City of Pensacola parking funds to offer a free, hop-on/hop-off trolley which will travel from the Commendencia St. Lot to the free parking found on Wright St. The trolley will run Thursday evenings from 5 p.m. - 10 p.m. and Friday and Saturday evenings from 5 p.m. - midnight. There will also be a "Trolley Tracker" showing the real-time location of the trolley on the ParkPensacola website.
The city is currently working on a couple of other projects we hope to unveil sometime in the first quarter of 2025. That would be wayfinding signage throughout downtown directing visitors to the nearest free parking areas. Parking Management is also working on enchanced parking permit options including a discounted rate for city residents.

BLUE WAHOOS ANNOUNCE FRONT OFFICE PROMOTIONS
The Pensacola Blue Wahoos announced on Tuesday a series of promotions and additions to their full-time front office staff.
After five years in the organization, Tyler “TJ” Johnson has been promoted to assistant general manager. Born and raised in Pensacola before attending Troy University, TJ joined the Blue Wahoos in 2020 as an operations intern and most recently served as a corporate sales executive.
Andie Masten has been named a corporate sales executive. A Kansas native and graduate of Pittsburg State University, she joined the Blue Wahoos as a merchandise trainee in 2023 before becoming an operations trainee in 2024.
Jessica Voigt and Jada Washington have been named group sales executives. Both graduates of the University of West Florida, Voigt was a group sales trainee with the Blue Wahoos in 2024 while Washington spent the
past two seasons working on the Flight Squad and operations team at Blue Wahoos Stadium.

ORGANIZERS SEEK AUTHORS & LITERARY PROFESSIONALS FOR SPRING OUTDOOR BOOK FESTIVAL
Books By the Bay, Northwest Florida’s premier outdoor book festival, is seeking authors, poets, editors, graphic designers, cover artists, illustrators, agents, literary professionals and new and used book vendors to participate in its 2025 festival.
The one-day, free event is slated for March 29 at Pensacola’s Museum Plaza, 120 Church Street, behind the Pensacola Museum of History in downtown Pensacola.
The inaugural 2024 festival “drew rave reviews from “attendees and exhibitors alike,” according to a spokesperson from the event organizer, Emerald Coast Writers, a 501(c)3 nonprofit organization.
Books By the Bay’s planning committee is also seeking applications from authors to read from their latest book at the festival. The event focuses on literary appreciation and will feature a wide range of genres from children’s books to memoirs, romance to fantasy and nonfiction to historical fiction, even graphic novels and comic books.
The day’s events will include author signings, book sales, stage performances, children’s activities and the return of the popular haiku slam. Attendees will have the
opportunity to interact with local authors, national bestselling authors, literary experts and publishers, including New York Times and USA Today bestselling author Julie Cantrell, and tech advisor for I am Legend , Transformers and Army Wives Paul Sinor.
Professional exhibitor booths, vendor and author tent spaces range from $100 to $125. Local authors may rent two-hour time slots in the authors’ signing tent.
“Last year, our first year, was incredibly well received and we were given wonderful feedback from vendors and attendees alike,” Event Director Tonya Dalhaus said.

Pointing to a potentially broader impact, a divided appeals court Wednesday overturned a racketeering conviction against a former Jackson County sheriff’s deputy who planted drugs in vehicles during traffic stops.
A three-judge panel of the 1st District Court of Appeal upheld former Deputy Zachary Wester’s convictions on other charges. But a majority ruled he should not have been convicted of racketeering because he acted alone. The ruling ordered resentencing.
Saying the case involves a “complex legal issue, and its answer has far-reaching impact,” the panel also asked the Florida Supreme Court to take up the issue, which involves a law known as the Florida RICO (Racketeer Influenced and Corrupt Organization) Act.
“Here, there is no question that Wester was employed by or associated with the JCSO (Jackson County Sheriff’s Office),” Judge M. Kemmerly Thomas wrote in the majority opinion joined fully by Judge Joseph Lewis. “Further, it is undisputed that he used the office of sheriff to carry out his crimes. That is to say, his acts were ‘inextricably intertwined’ with his law enforcement duties and facilitated the prohibited acts. However, the evidence establishes that he acted alone and not in concert with any other individuals in the commission of the crimes ‘through’ a pattern of racketeering activity.”
But Chief Judge Timothy Osterhaus dissented on the racketeering issue, saying that the RICO Act and other cases show that “racketeering encompasses crimes like Wester’s, where an individual employed by an entity activates the weight of that entities’ authority and tools — the entire law enforcement system in Jackson County in this case — in a criminal scheme.”
“(It) is undisputed that the sheriff’s office employed Wester and vested him with the full authority of a deputy sheriff to enforce the criminal and traffic laws in Jackson County on its behalf,” Osterhaus wrote. “Wester leveraged this authority as well as the tools of the sheriff’s office — patrol car, lights, uniform, badge, arrest authority, handcuffs, jail, official paperwork, etc. — to commit a series of crimes that were only successful because of Wester’s employment and association with the office. It vested governmental authority in Wester to do what he did — to
make traffic stops, conduct vehicle searches, and make arrests that activated the entire criminal justice system in Jackson County against his victims — the sheriff’s office jailed Wester’s victims as lawbreakers, the state attorney’s office prosecuted them, and courts administered their cases.”
Describing the facts of the case as “disturbing,” Thomas wrote that Wester began working for the sheriff’s office in 2016 and planted drugs in certain vehicles during traffic stops.
“After Wester set up the unsuspecting and innocent individuals, they were arrested and charged with drug-related crimes, drastically impacting their lives,” Thomas wrote.
“The crime spree came to an end only when an internal affairs investigation was initiated into Wester’s unauthorized disconnection of his body camera during the traffic stops.”
Wester was found guilty on one count of racketeering, along with charges of official misconduct, perjury, fabricating evidence, false imprisonment and possession of a controlled substance and drug paraphernalia, Thomas wrote. He was sentenced to slightly more than 12 years and six months in prison.
Thomas wrote that the RICO law was written to address organized crime, and she said applying it to criminals acting alone “would create unintended results.”
“A plethora of examples can be imagined,” Thomas wrote. “Suppose that Ethel, a 76-year-old, who works at her church parttime as a volunteer bookkeeper, skims $5 from the church bingo pot on three occasions to fund her lunch. Under the state’s proposed application, Ethel would be subject to either indictment for petty theft (possible sentence of up to 60 days in jail) or for violation of the RICO Act (possible sentence of up to 30 years). Although she used an ‘enterprise’ — a church that was separate and distinct from herself — and she could not have committed the crime if not for her job as the accountant, she did not act in concert with another or act in complicity with anyone else to carry out the pattern of racketeering activity. In practical application, the state’s proposed interpretation of the RICO Act would at its core, only require the existence of an enterprise (a business, formal or informal, legal or illegal) as a necessary component of the crime.”
PROJECTS EYED TO INCREASE SPACE LAUNCHES

State aerospace leaders have outlined major upgrades around Cape Canaveral as they look to build on this year’s record number of launches, which were boosted Monday by the liftoff of two Falcon 9 rockets. Space Florida officials think six projects, ranging from an improved electrical system to replacing a bridge, need about $100 million a year through public and private investments.
Todd Romberger, Space Florida’s senior vice president of the spaceports business unit, said the work, based on industry trends, would increase the annual “tonnage” capacity of what could be launched at the cape from roughly 1,000 metric tons to 5,000 metric tons.
“That would be the equivalent of about 220 Falcon 9 launches a year, which currently we are getting up close to about 100 or so over the next, I would say, year or two,” Romberger said Thursday during a Space Florida Board of Governors meeting.
Lt. Gov. Jeanette Núñez, who is the chairwoman of the Space Florida board, said listing the projects “really hones in on what the challenges are for our growth.”
The six projects involve upgrades to wastewater treatment facilities, improved electrical infrastructure, wharf expansion at Port Canaveral, added fuel distribution, wetland mitigation and replacement of the NASA-owned Roy D. Bridges Bridge over the Banana River, which connects the Kennedy Space Center and Cape Canaveral Space Force Station.
“This bridge has some, I’ll call it geometric constraints that will inhibit passage of large cargo over it,” Romberger said. “And so, this is an issue that we will need to solve to help relieve some of the bottleneck in moving large things around the cape.”
Replacing the bridge would cost $145 million.
Meanwhile, upgrading the electrical system across the spaceport is projected to cost $275 million. The current system is considered insufficient for certain launch operations.
THIRD QUARTER TOURISM UP IN FLORIDA

Florida posted a record third-quarter tourism total this year, with the numbers bolstered by U.S. visitors as international travel continued to lag behind pre-pandemic levels, according to the Visit Florida tourism-marketing agency.
Despite the state taking hits from two hurricanes in August and September, Visit Florida on Monday estimated 34.61 million people traveled to Florida during the third quarter, up from 33.995 million during the same period in 2023 and 34.551 million in 2022.
“The hard work and resilience of Floridians have been instrumental in keeping our tourism industry strong, showcasing the best of what our state has to offer,” Visit Florida President and CEO Dana Young said in a prepared statement.
The report estimates that 31.758 million people from other states visited Florida from July 1 through Sept. 30. That was up from 31.2 million during the third quarter of 2023 but down from 32.022 million during the same period in 2022.
Meanwhile, Visit Florida estimated 2.27 million overseas travelers and 582,000 Canadians visited the state during the third quarter this year. That was up from 2.227 million overseas travelers and 568,000 Canadians in 2023 and 1.931 million overseas travelers and 598,000 Canadians in 2022..
While this year’s visits from overseas and Canada were higher than in 2023 and 2022,
they have not returned to levels from 2019, before the COVID-19 pandemic slammed the tourism industry in early 2020. In the third quarter of 2019, Florida drew 2.502 million overseas visitors and 703,000 Canadians. Florida attracted 29.295 million U.S. travelers in the third quarter of 2019.
During the first three quarters of 2024, Visit Florida estimates the state had 109.7 million visitors, 1.8 percent more than during the first nine months of 2023.
The new estimates came as Visit Florida has launched a $5.75 million effort to let tourists know that the soon-to-end 2024 hurricane season hasn’t closed the state.
Three hurricanes have hit the state this year. Hurricane Debby came ashore Aug. 5 in rural Taylor County with 80 mph winds. The more-powerful and deadly Hurricane Helene made landfall Sept. 26 in Taylor County after pounding other coastal communities as it moved through the Gulf of Mexico. That was four days before the end of the third quarter.
Meanwhile, Hurricane Milton hit Sarasota County on Oct. 9 and caused extensive damage across the state.
Visit Florida’s marketing effort started by highlighting areas that did not sustain heavy damage in the storms, such as Amelia Island, Islamorada and Pensacola. It will expand to focus on “fully recovered destinations” in Tampa, Naples and Fort Myers, while assisting counties most affected by the storms, from Pinellas, Sarasota, and Manatee to the more-rural Taylor, Dixie, and Levy.

When he returns from a trade mission to Italy, Gov. Ron DeSantis likely will face decisions about picking a successor to U.S. Sen. Marco Rubio and setting a special election to replace U.S. Rep. Mike Waltz.
President-elect Donald Trump has reportedly chosen Rubio, R-Fla., to serve as secretary of state and announced Tuesday that Waltz, R-Fla., will serve as national security adviser.
While an official announcement about Rubio’s selection had not been made Tuesday afternoon, it would lead to a closely watched decision by DeSantis about appointing a U.S. senator for a term that would last until the 2026 election. Also, a special election will be needed to choose a replacement for Waltz in Congressional District 6, which is made up of all or parts of Flagler, Lake, Marion, Putnam, St. Johns and Volusia Counties.

Jewett also doesn’t envision First Lady Casey DeSantis getting the Senate nod, though he said “she is quite popular” with the state’s Republican base and she has received mention as a possible 2026 gubernatorial candidate.
Susan MacManus, a retired politicalscience professor at the University of South Florida, said Nunez appears to make the most sense for the U.S. Senate, in part because it would maintain connections with Hispanic women voting for Republicans.
"(Nunez) knows the concerns of Florida very well and how to communicate these issues when they come up in the Senate. She would be well-versed in the policy side of Florida, as well as the demographics,” MacManus said.
Also, Space Florida estimates additional wharf space would cost $2.1 billion.
Space Florida this year released a report calling for a nearly doubling wharf space at Port Canaveral during the next decade to meet the needs of the private space industry.
The study priced the work at $42.2 million for the first phase, growing to $2.1 billion for what is outlined as a seven-phase project.
Space Florida is considering another study to determine how all of the state’s ports can be tied to the space industry.
Part of the reason for the wharf expansion is projected demand for liquid natural gas for launch vehicles. Keeping fuel on pace with expansion, separate from the wharf projects, would cost $182 million.
Another $180 million would go toward locating and restoring wetlands in exchange for at least 381 “wetland mitigation credits” at the cape over the next 10 years.
Also, Space Florida said the spaceport is at capacity for its wastewater. While it will look at on-site treatment, it would prefer new infrastructure that would be installed by Brevard County to accommodate up to 700,000 gallons a day. The estimated cost is $20 million.
“We do not expect these to all be solved solely by the state or by our partners at (the Florida Department of Transportation),” Romberger said. “But the bottom line here is that we need to work together with federal partners, with the spaceport users, to come up with creative solutions where we are, you know, as a community and as an industry contributing together to solve these problems.”
Space Florida didn’t provide a breakdown on how much will be requested from the state and federal governments.
The SpaceX rocket launches on Monday were the 77th and 78th from Florida this year, up from 72 orbital rocket launches from the Kennedy Space Center and Cape Canaveral Space Force Station in 2023.
There were 57 launches in 2022 and 31 in 2021.
The wharf study projects 197 launches in 2028, 282 in 2033, 386 in 2043 and 1,252 in 2073.
Rubio’s term is scheduled to expire in 2028, but DeSantis’ appointee would serve until an election is held in 2026. Rumors swirled Tuesday about potential appointees, such as Lt. Gov. Jeanette Nunez and Florida Attorney General Ashley Moody. Appointing a current officeholder such as Nunez or Moody would ripple into more changes in state politics.
“I think there's some names floating around, from the lieutenant governor to the attorney general,” Evan Power, chairman of the Republican Party of Florida, said. “So, you have a couple names floating around. But I think the governor is going to make that decision. And then when those disappear, we’ll have to back-fill those, and the dominoes will take effect.”
Along with Nunez and Moody, early speculation about potential selections included former Florida House Speaker Jose Oliva, U.S. Rep. Laurel Lee and James Uthmeier, DeSantis’ chief of staff.
“Those are some of the big names,” University of Central Florida political-science professor Aubrey Jewett said. “Of course, there are possibly many more as Florida has a very deep bench of Republicans these days.”
The most recent time a Florida governor appointed a U.S. senator was in 2009. ThenGov. Charlie Crist named George LeMieux, his former chief of staff and top political adviser, to complete the term of U.S. Sen. Mel Martinez, who resigned.
Uthmeier played a key role in DeSantis’ failed presidential campaign and chaired two political committees that last week helped defeat proposed constitutional amendments on recreational marijuana and abortion rights. DeSantis spearheaded efforts to defeat the amendments.
Another bit of speculation has been that DeSantis would step down, with Nunez, who would then become governor, appointing him as Rubio’s successor. That would make him the incumbent in the 2026 Senate race.
“Watch DeSantis appoint himself to replace Rubio,” Rep. Anna Eskamani, D-Orlando, posted on the social-media site X.
Jewett said he doesn’t think that scenario is likely, “given that DeSantis still has presidential aspirations and views himself as chief
As for Waltz’ seat, Power anticipates numerous candidates in the solidly Republican district, with speculation already including names such as Jacksonville City Council member Rory Diamond, state Rep. Chase Tramont, R-Port Orange, and former St. Johns County Sheriff David Shoar.
“I think there's a number of people who are looking at it. Some county commissioners are looking at it,” Power said.
“I welcome a robust primary. And we'll be there to defend them in the general (election),” Power added.
Power said he doesn’t anticipate many more of Trump’s appointments coming from Congress, where Republican majorities are thin. But more appointments could come from Florida, as Trump, a Palm Beach County resident, is now associated more with Florida than his native New York.
“The president ran last time as a New Yorker,” Power said. “He’s now completely a Florida guy, with a Florida team and Florida people around him. Lots of his staff was Florida. So, I think there will be a lot of Florida staff along with these appointees.”
Susie Wiles, a Florida resident who was Trump’s senior adviser in this year’s campaign, was named last week as White House chief of staff.
Rubio, who went from challenging Trump in 2016 to being considered a potential running mate this year, served as Florida House speaker during the 2007 and 2008 legislative sessions before getting elected to the U.S. Senate in 2010. Waltz has served as chairman of the House Armed Services Subcommittee on Readiness and is a member of the House Foreign Affairs Committee and the Permanent Select Committee on Intelligence.
“It’s no surprise that foreign leaders are eager to reconnect with President Trump,” Waltz tweeted Monday on X. “They know he brings strength, understands deterrence, and knows how to make deals that WORK.”
A Green Beret and former Pentagon policy adviser to former defense chiefs Donald Rumsfeld and Robert Gates, Waltz also served in the Florida National Guard, which led to combat tours in Afghanistan, the Middle East and Africa.

NOTICE OF RIGHTS
This action is final and effective on the date filed with the Clerk of the Department unless a petition for an administrative hearing is timely filed under Sections 120.569 and 120.57, F.S., before the deadline for filing a petition. On the filing of a timely and sufficient petition, this action will not be final and effective until further order of the Department. Because the administrative hearing process is designed to formulate final agency action, the hearing process may result in a modification of the agency action or even denial of the application.
Petition for Administrative Hearing
A person whose substantial interests are affected by the Department’s action may petition for an administrative proceeding (hearing) under Sections 120.569 and 120.57, F.S. Pursuant to Rules 28-106.201 and 28106.301, F.A.C., a petition for an administrative hearing must contain the following information:
(a) The name and address of each agency affected and each agency’s file or identification number, if known;
(b) The name, address, any e-mail address, any facsimile number, and telephone number of the petitioner, if the petitioner is not represented by an attorney or a qualified representative; the name, address, and telephone number of the petitioner’s representative, if any, which shall be the address for service purposes during the course of the proceeding; and an explanation of how the petitioner’s substantial interests will be affected by the agency determination;
(c) A statement of when and how the petitioner received notice of the agency decision;
(d) A statement of all disputed issues of material fact. If there are none, the petition must so indicate;
(e) A concise statement of the ultimate facts alleged, including the specific facts that the petitioner contends warrant reversal or modification of the agency’s proposed action;
(f) A statement of the specific rules or statutes that the petitioner contends require reversal or modification of the agency’s proposed action, including an explanation of how the alleged facts relate to the specific rules or statutes; and
(g) A statement of the relief sought by the petitioner, stating precisely the action that the petitioner wishes the agency to take with respect to the agency’s proposed action.
The petition must be filed (received by the Clerk) in the Office of General Counsel of the Department at 3900 Commonwealth Boulevard, Mail Station 35, Tallahassee, Florida 32399-3000, or via electronic correspondence at Agency_Clerk@dep. state.fl.us. Also, a copy of the petition shall be mailed to the applicant at the address indicated above at the time of filing.
Time Period for Filing a Petition
Petitions filed by any persons other than the applicant, and other than those entitled to written notice under Section 120.60(3), F.S., must be filed within 14 days of publication of the notice or within 14 days of receipt of the written notice, whichever occurs first. The failure to file a petition within the appropriate time period shall constitute a waiver of that person’s right to request an administrative determination (hearing) under Sections 120.569 and 120.57, F.S., or to intervene in this proceeding and participate as a party to it.
Any subsequent intervention (in a proceeding initiated by another party) will be only at the discretion of the presiding officer upon the filing of a motion in compliance with Rule 28- 106.205, F.A.C.
Extension of Time
Under Rule 62-110.106(4), F.A.C., a person whose substantial interests are affected by the Department’s action may also request an extension of time to file a petition for an administrative hearing. The Department may, for good cause shown, grant the request for an extension of time. Requests for extension of time must be filed with the Office of General Counsel of the Department at 3900 Commonwealth Boulevard, Mail Station 35, Tallahassee, Florida 32399-3000, or via electronic correspondence at Agency_Clerk@ dep.state.fl.us, before the deadline for filing a petition for an administrative hearing. A timely request for extension of time shall toll the running of the time period for filing a petition until the request is acted upon.

Judicial Review
Once this decision becomes final, any party to this action has the right to seek judicial review pursuant to Section 120.68, F.S., by filing a Notice of Appeal pursuant to Florida Rules of Appellate Procedure 9.110 and 9.190 with the Clerk of the Department in the Office of General Counsel (Station #35, 3900 Commonwealth Boulevard, Tallahassee, Florida 32399-3000) and by filing a copy of the Notice of Appeal accompanied by the applicable filing fees with the appropriate district court of appeal.
