BETTY'S ON BELMONT REVIVING A CLASSIC
By Nicole Willis
If you’re from Pensacola or lived in the area anytime prior to the pandemic , you’re likely to remember the moody, lowlit bar situated on West Belmont Street called Chizuko.
Up until 2020, Chizuko was a staple amongst Pensacola’s nightlife scene. Located at 506 West Belmont St., the cozy bar was known for hosting punk shows, serving up flavorful brews and dishing up tasty vegan bar food. Now, a former co-owner of Chizuko is breathing new life into the old establishment, with a fresh new look, a modern rebrand and an entirely new name— Betty’s on Belmont.
Daisy Doyle is an entrepreneur, co-owner of the former Chizuko and the woman spearheading Betty’s establishment. Born in Pensacola, but raised in Arlington, Virginia, Doyle moved back to the Pensacola area in 2002, and has been working in various aspects of the service industry since. With around 25 years of experience in the service industry, including co-owning Chizuko, Doyle will leverage extensive service and business skills in her newest business venture.
“Chizuko was an amazing experience all around, I learned a lot about myself in the years we were open,” Doyle said. “Since Chizuko, I’ve learned how to handle life’s little daily stresses with my own forms of self-care, love and relaxation. Plus, this time around, I have much more confidence, and a ton of support.”
Working alongside Doyle to help bring her vision to life, is her business partner Lynn Cameron.
Cameron grew up in Pensacola and has worked with Doyle on a variety of other projects. When she’s not working as a nurse, she has been putting in some serious construction hours at Betty’s. The team began the renovation process in mid-September and completed the process in November.
While Betty’s will be different from Chizuko in many ways, Doyle still hopes to pay homage to the original establishment that many Pensacolians still hold near and dear to their hearts. One of the major choices she’s made in order to help accomplish this task is opening Betty’s in the same location as the former establishment.
“Chizuko closed during the COVID lockdowns. I had been
wanting to open another bar and looked at many locations since then. I actually had a lease for a different location on the day I looked at 506 West Belmont. The old space felt different, but familiar enough that it still felt like home. It was an obvious choice,” Doyle said.
“Betty’s is a safe space for all humans, but any and all forms of hate will not be tolerated. There’s too much love in this building and our neighborhood.”
Doyle says that the vibe of the two bars will be similar, with moody lighting and dark, eccentric decor. People who knew and loved Chizuko will experience a bit of nostalgia upon entering Betty’s, as Doyle describes the new bar as “grandma’s house with an edge.”
The two establishments are also still tied together through their names. Both of the bars’ names pay tribute to Doyle’s grandmother. “Chizuko was my grandmother’s birth name, but she went by ‘Betty’
when she came to the United States and moved to Pensacola to raise her family. So, Betty’s is like Chizuko ‘Round two!’” Doyle explained.
Like Chizuko, Betty’s will also offer a small selection of elevated bar foods with an Asian twist. The menu will vary slightly, including new items as well as a few old favorites. Betty’s will have a small seasonal bar menu with daily sushi specials, vegan items and tasty soups for the wintertime. Doyle says that patrons can expect Chizuko’s Curry Boiled Peanuts to return, as well as a rotating draft selection and sake bombs. Additionally, the Pretty Baked food truck will be parked outside serving up some delicious vegan sandwiches, sides and sweets.
This is not your average bar food, and Betty’s kitchen staff is not your average bar kitchen staff. “Dot, the former co-owner of Khon’s on Palafox, is running the kitchen with the help of his sidekick, Josh aka ‘Dela.’ We will be serving food until 2 am,” Doyle said.
One major distinction between Chizuko and Betty’s is that Betty’s is a queer bar. While Chizuko was a welcoming establishment to all,
Doyle emphasizes Betty’s being a safe space for LGBTQ+ individuals. “Betty’s is a safe space for all humans, but any and all forms of hate will not be tolerated. There’s too much love in this building and our neighborhood,” Doyle said.
Betty’s plans to host a variety of events that will be popular favorites among those in the queer community, as well as allies. With two stages, there will be plenty of space for live events like drag shows, punk shows, comedy nights and more live performances. Upcoming events will be posted on the Betty’s Instagram account, @bettys_on_belmont.
Betty’s had its 3-day grand opening celebration on November 15 through 17. “It takes a ton of work and time [opening a new bar], but it feels great to be able to do it again! Chizuko was the coolest, in my opinion, haha, but we are all doing our best work to make this just as special, inviting and fun!” Doyle said.
Betty’s on Belmont is now open to the public from 6 pm to 2 am Thursday through Saturday, and 1 pm ‘til on Sunday. To keep up with everything happening at Betty’s, be sure to follow @bettys_on_belmont on Instagram.■

THE EAST HILL NEIGHBORHOOD ASSOCIATION
ESCAMBIA COUNTY MOVES FORWARD WITH AFFORDABLE HOUSING INITIATIVES
Escambia County is moving forward with two initiatives to add affordable housing in the community, as part of the county's ongoing efforts to increase the number of affordable homes available for residents.
At the Thursday, Dec. 12 Board of County Commissioners meeting, the BCC approved the following items:
• An agreement with Habitat for Humanity to sponsor the construction of 10 affordable single-family homes for sale to qualified, income eligible households.
• A resolution authorizing the conveyance of 14 county-owned properties to the City of Pensacola for development of affordable workforce housing.
Through the agreement with Habitat for Humanity, Escambia County will provide between $325,000 and $450,000 through sponsorships of $32,500 to $45,000 each, depending on income level. The sponsorships will subsidize construction costs to
help Habitat for Humanity keep the homes affordable for eligible homeowners participating in the program.
The BCC also authorized the conveyance of 14 county-owned properties to the City of Pensacola, in support of the city's affordable housing initiatives. The board has determined that these 14 properties are not needed for county purposes and that it is in the best interest of the public to convey the properties to the city to be developed for affordable housing.
These efforts are part of the numerous approaches and strategies Escambia County is implementing to increase the inventory of affordable homes in the community, including partnerships with nonprofits to leverage available funding.

ESCAMBIA EXTENSION AMONG TOP COLLECTORS IN STATEWIDE PEANUT BUTTER CHALLENGE
Escambia County Extension ranked among the top collectors statewide for the annual Peanut Butter Challenge, collecting over 1,500 jars of peanut butter to earn fourth place in the state and second place in the district.
Escambia County's peanut butter collections totaled more than 2,700 pounds, or 43,258 ounces.
The annual peanut butter drive is coordinated by UF/IFAS Extension and Florida A&M University Cooperative Extension, with donations collected to support local food pantries throughout the state.
Escambia County Extension Services
Director Nick Simmons said the overall goal of the friendly competition between counties is twofold: Not only does it help feed families in need ahead of the holidays, but it also promotes a Florida-grown crop.
"Peanuts are one of our main commodities here in Northwest Florida, so this bridges the gap between agriculture and community needs," Simmons said. "Hunger is a big need in the community, so this is a way we can bring both of those worlds together and promote nutritious meals while promoting the hard work that our farmers do."
The peanut, which is produced mainly throughout the northern regions of the state, contributed $137 million to the state economy in 2023, according to the Florida Agricultural Statistics Service.
Approximately 400 jars of peanut butter collected in Escambia County through the Peanut Butter Challenge were distributed during the annual Farm to City food distribution event last month, which provides Thanksgiving meal boxes to local families in need.
Dorothy Lee, a Family and Consumer Sciences Extension Agent II with Escambia County Extension, said the Peanut Butter Challenge is especially important because it provides one of the most-requested food items to local food banks during the busy holiday season.
"The goal is to collect the peanut butter and be able to share it with our community food banks, especially during the holiday season when they have a lot of requests for food items," Lee said. "Peanut butter is the number one item that's requested at food banks. It's high in protein and a good meat substitute, so it can really help those who are experiencing food insecurity."
Peanut butter is an ever-popular item in food pantries because of its nutrient density and shelf stability. The Peanut Butter Challenge took on new meaning in 2020 as it spread statewide for the first time as demand for food bank assistance had increased as an economic effect of the COVID-19 pandemic. The latest numbers from the United States Department of Agriculture show food insecurity affected roughly 12 percent of Floridians in 2023.
In addition to the community donations, the Florida Peanut Producers Association and Florida Peanut Federation have partnered with the project for years. These organizations are based in the northwest and northeast peanut-producing regions of the state and will again contribute to the totals distributed to food pantries in those regions.

PENSACOLA CHILDREN’S CHORUS PRESENTS OVATION:
AN ELEGANT AND IMMERSIVE EVENING BEYOND THE SAENGER STAGE
Tickets are now available for this inaugural gala event benefiting PCC’s Tuition Assistance Fund
The Pensacola Children’s Chorus (PCC) invites the community to a brand new, oneof-a-kind black-tie affair, OVATION, on Friday, January 17, 2025. This unique event offers patrons an unprecedented opportunity to experience the historic Pensacola Saenger Theatre like never before, all while supporting PCC’s Tuition Assistance Fund.
OVATION is more than simply a fundraiser or a concert; it’s an immersive experience that transforms the entire Saenger Theatre into a patron’s playground. “We’re opening every corner of the Saenger Theatre to our guests, allowing them to explore this historic landmark from perspectives few have ever seen,” Alex Gartner, PCC’s Artistic and Executive Director, said.
The evening begins at 6:00 p.m. with an elegant cocktail hour in the theater’s lobby, featuring live entertainment, exquisite appetizers and signature drinks at an open bar. Beginning at 7 p.m., guests will be treated to a private concert featuring the talented and dedicated members of the Children’s Chorus.
Following the performance, the celebration transitions from the concert hall to the stage itself, where every cracked door leads to more fun, food and entertainment in the seldom-seen backstage corners of the Saenger. “We're pulling back the curtain and inviting our supporters to immerse themselves in the secrets of the Theatre while they explore our 10+ dining options,” Gartner explained. “It’s an immersive experience that blends gourmet cuisine, live music and the magic of this iconic venue.”
The culinary journey will feature hors d’oeuvres and artfully curated buffet tables, encouraging guests to mingle and explore. Sponsors will enjoy table seating and the service of private wait staff beneath a twinkling tapestry of crystal, lights and chandeliers. Ticketed guests can enjoy dinner and cocktails with a variety of seating options, including cozy couches, quiet nooks, cock-
tail tables and a candlelit community table. Additional adventure can be sought in the backstage speakeasy with additional drinks and special entertainment.
“OVATION represents a new chapter for PCC where our supporters get the spotlight,” Gartner added. “Step onto the Saenger stage and find your mark. This evening is all about our incredible community.”
All proceeds from OVATION will benefit PCC’s Tuition Assistance Fund, supporting the organization’s commitment to making arts education accessible to all interested young people, regardless of financial circumstances. This commitment is more crucial now than ever before.
“Our Triple-A Commitment—Affordable & Accessible Arts—is at the heart of everything we do,” Gartner emphasized. “We believe that every child deserves access to a transformative music experience. With rising costs affecting many families in our community, our Tuition Assistance Fund ensures that financial constraints never prevent a child from participating in PCC. OVATION directly supports this vital initiative, helping us maintain our commitment to offer tuition as low as $25 per month for those in need.”
PCC was able to more than double their standard commitment last season with the support of donor-backed dollars, primarily from events like OVATION. “With a successful OVATION premiere, we can surpass our standard commitment once more!” Gartner proclaimed.

NAVARRE BEACH RESTORATION PROJECT UPDATE
The Navarre Beach renourishment project is underway. Two submerged pipelines will be staged near 7631 Gulf Boulevard and just east of Navarre Towers near beach access #39A. Safety signs and fencing are in place where the pipes come onshore.
Phase 1 of dredging (sand placement) is expected to start as soon as Sat., Dec. 21 from near 7631 Gulf Boulevard to the west end of Navarre Beach. This portion of the beach will be closed to the public. Crews will operate 24/7, including holidays, and will place around 700 feet of sand per day. Each phase is expected to take around seven days. Dates are weather and mechanicalissue dependent and may not be exact.
Beaches surrounding the construction area will be open to the public and sand ramps will be placed over the pipeline to allow beachgoers access to the gulf.
The restoration limits are from approximately 900 feet east of the Navarre Beach Pier and continue west to the Gulf Islands National Seashore property. Weather permitting, the estimated 30 days of sand placement is expected to be completed by late January 2025. Endangered species monitoring and relocations, including for sea turtles, will be performed by Santa Rosa County consistent with the county’s environmental permits.

RIVERA INDICTED IN LOBBYING CASE
JIM SAUNDERS NEWS SERVICE OF FLORIDA
A federal grand jury in Washington, D.C., has indicted former Florida Congressman David Rivera on charges of failing to register to lobby for a sanctioned Venezuelan businessman and laundering money to conceal the work, the U.S. Department of Justice announced Wednesday.
The indictment, issued Tuesday, alleges that Rivera, a Miami Republican, violated a law known as the Foreign Agents Registration Act in 2019 and 2020 as he provided consulting and lobbying services in the U.S. for businessman Raul Gorrin.
An office of the U.S. Department of the Treasury in January 2019 placed Gorrin on the “Specialty Designated Nationals and Blocked Persons List” because of bribes that Gorrin and another businessman paid to the national treasurer of Venezuela, according to the Rivera indictment. When people are placed on the list, their U.S. assets are blocked.
“On Gorrín’s behalf, Rivera sought to lobby U.S. government officials, including a senior official in the Executive Branch of the U.S. government …, to have Gorrín removed from the SDN (the Specialty Designated Nationals and Blocked Persons) List,” the Justice Department said in a news release Wednesday about the indictment. “Rivera received over $5.5 million for these activities and willfully failed to register under FARA (the Foreign Agents Registration Act), as required by law.” Rivera, 59, served in the Florida House from 2002 to 2010, including a stint as chair-
man of the House Appropriations Committee, before getting elected to Congress in 2010. He served one term in Washington, losing a re-election bid in 2012.
Rivera also was indicted in 2022 on charges that included accusations of violating the Foreign Agents Registration Act by representing the government of Venezuela. That case is scheduled for trial in April before U.S. District Judge Melissa Damian, according to an online court docket.
Tuesday’s indictment accused Rivera of seeking to make contact on Gorrin’s behalf with a senior government official, identified only as Government Official-1. It said Rivera tried to make contact “both directly and through a series of intermediaries” and that he “willfully engaged in these activities without registering under FARA.”
The indictment also charged Rivera with five counts of money laundering, including through shell companies, and five counts of “engaging in transactions in criminally derived property.”
“For David Rivera’s consulting and lobbying services to Gorrin, Rivera received over $5.5 million from and on behalf of Gorrin, with the payments transferred to Rivera through a series of Hong Kong intermediary companies,” the indictment said.
It said Rivera received the money through the account of a Florida company, Interamerican Consulting, and used that company to pay two people who helped in the attempt to lobby for Gorrin. One of those people was paid through a Delaware shell company, the indictment said.
GOP ELECTORS TOUT TRUMP WIN
JIM TURNER AND TOM URBAN NEWS SERVICE OF FLORIDA
In a more-celebratory mood than four years ago, Florida’s 30 Republican electors on Tuesday cast their votes for President-elect Donald Trump.
Unlike in 2020, when Democrat Joe Biden won the presidency, the GOP electors didn’t question the national results of this year’s election or express hope Trump could find a way to overturn results in other states.
Republican Party of Florida Chairman Evan Power, one of the 30 electors, said this year’s election “went smooth,” while calling Tuesday’s vote a historic day putting the “47th president in office.”
“There was a lot of frustration four years ago when we were not on the side of victory,” Power said. “A lot of frustration with the election and the process. Now, people are just relieved that the four-year nightmare of Joe Biden and (Vice President) Kamala Harris is over. And we’re going to put the president back in office.”
Before the vote, Attorney General Ashley Moody, also an elector, called the Tuesday event a “celebration,” as “we feel like this was a big win for the future president, right here in our home state.”
State Sen. Randy Fine, a Brevard County Republican and elector who is running in a special election for a congressional seat, said before the vote that he thinks “Americans feel
more hopeful now about our country than certainly they have for the last four years.”
The Florida electors gathered on the same day that electors held similar meetings across the country to give Trump and Vice President-elect JD Vance more than the 270 electoral votes they needed to defeat Harris, the Democratic presidential candidate.
The Trump-Vance team was lined up to receive 312 votes to 226 for Harris and her running mate, Minnesota Gov. Tim Walz.
Trump won Florida’s 30 electoral votes by beating Harris by more than 13 percentage points in the state. He also won Florida’s electoral votes during his successful 2016 campaign and unsuccessful 2020 re-election bid.
This year’s electors, made up of party stalwarts and elected officials, came from a list submitted by the Republican Party of Florida because Trump won the state.
Among other electors were state Chief Financial Officer Jimmy Patronis; Agriculture Commissioner Wilton Simpson; state Senate President Ben Albritton, R-Wauchula; state House Speaker Daniel Perez, R-Miami; state Sen. Joe Gruters, R-Sarasota; state Rep. Dean Black, R-Jacksonville; and State Board of Education Chairman Ben Gibson.
An alternate elector was called in as former state Attorney General Pam Bondi, who is Trump’s selection to become U.S. attorney general, was unable to attend.
PRIVATE INSURERS OK’D TO TAKE CITIZENS POLICIES
JIM SAUNDERS NEWS SERVICE OF FLORIDA
Homeowners’ insurance policies appear poised to continue flowing out of the state’s Citizens Property Insurance Corp. in 2025. The latest indication came Monday, when Florida Insurance Commissioner Michael Yaworsky signed orders approving proposals by three private insurers to assume up to 160,440 policies from Citizens in March.
The orders followed months of similar approvals as Citizens, the state’s largest property insurer, has reduced its policy count through what is known as a “depopulation” program. Citizens had 982,892 policies as of Friday, but the count is expected to drop this week because private insurers will assume a batch of policies through a depopulation round approved in October.
In the orders approved Monday, Slide Insurance Co. will be able to assume up to 100,000 policies in March; American Integrity Insurance Company of Florida will be able to assume up to 35,000 policies; and Trident Reciprocal Exchange will be able to assume up to 25,440. Those are maximum numbers and, based on past depopulation rounds, the actual number of customers shifting from Citizens to the private insurers will be smaller. Citizens reached as many as 1.412 million policies last year after private insurers shed customers and raised rates because of financial problems in the industry. But the depopulation program — and changes in state laws aimed at bolstering the private insurance
STATE SEEKS TO SLAM DOOR ON PRISON HEAT CASE
JIM SAUNDERS NEWS SERVICE OF FLORIDA
Saying the “Constitution does not mandate comfortable prisons,” Florida corrections officials want a federal judge to toss out a potential class-action lawsuit alleging the state has violated inmates’ rights because of hot conditions at a Miami-Dade County prison.
Lawyers for the Florida Department of Corrections, Corrections Secretary Ricky Dixon and Dade Correctional Institution Warden Francisco Acosta filed a motion Tuesday seeking dismissal of the lawsuit filed in October.
The lawsuit, which names three Dade Correctional Institution inmates as plaintiffs, alleges violations of the U.S. Constitution’s Eighth Amendment ban on cruel and unusual punishment and violations of the Americans with Disabilities Act and another disabilitiesrelated law known as the Rehabilitation Act.
The allegations focus, in part, on the effects of heat on older inmates with medical conditions. Dormitories at the prison do not have air conditioning, and the lawsuit said the Department of Corrections has “chosen to detain hundreds of elderly and disabled people at Dade Correctional Institution without taking any meaningful action to abate the risk caused by these extreme conditions.”
Tuesday’s motion to dismiss the case, however, said the Eighth Amendment argument “fails because the facts do not give rise to a substantial risk of serious harm to plaintiffs, nor demonstrate that Secretary Dixon or Warden Acosta has been deliberately indifferent to the conditions and risks faced by these (named) plaintiffs in particular.”
“By itself, the lack of air conditioning does not pose a substantial risk of serious harm. The deprivation required to allege an Eighth Amendment claim must be objectively ‘extreme’ enough to deny an inmate ‘the minimal civilized measure of life’s necessities.’ The allegations of the complaint (the lawsuit) have not ‘cleared this high bar.’” the motion said, partially quoting legal precedents.
The motion also said Dixon and Acosta “are responding reasonably to the heat-related risks within Dade CI and prisons throughout Florida.”
“Regarding Dade CI in particular, prison officials have placed educational posters throughout the staffing area warning about the dangers of excessive heat and informing staff of the signs of heat-related illness,” the motion said. “Warden Acosta even directed his staff during the summer of 2023
to provide cool water in the dorms and to contact the duty warden if an exhaust fan/ system stops working. Officers sometimes bring coolers full of ice in the summer, too. And plaintiffs acknowledge that the prison has repaired exhaust fans.”
But the lawsuit alleges that the Department of Corrections subjects inmates to “unbearable heat and abysmal air quality.”
“Defendants are aware that extreme heat in their facilities’ housing areas poses a substantial risk of serious injury to prisoners, including plaintiffs and the class (of inmates),” the lawsuit said. “Defendants’ knowledge is demonstrated by FDC’s (the Department of Corrections’) policies, practices, and statements. Defendants remain indifferent to the risk, failing to take reasonable steps to mitigate it.”
The named plaintiffs are Dwayne Wilson, a 66-year-old inmate who has hypertension, an enlarged prostate and a burn scar over much of his body that impairs his ability to sweat; Tyrone Harris, a 54-year-old inmate who has conditions such as hypertension and asthma; and Gary Wheeler, a 65-year-old inmate who has chronic obstructive pulmonary disease, according to the lawsuit.
The plaintiffs are represented by attorneys from the Florida Justice Institute. The lawsuit seeks an injunction that would require corrections officials to “develop and execute a plan that remedies and abates plaintiffs’ and the class members’ serious risk of harm due to the heat index and lack of ventilation; this plan could include (but not be limited to) the installation of air conditioning or other measures that maintain the heat index in the Dade CI dormitories at safe levels.”
The lawsuit, which has been assigned to South Florida-based U.S. District Judge Kathleen Williams. came after heat in prisons drew attention this year, including from state lawmakers.
Sen. Jennifer Bradley, a Fleming Island Republican whose sprawling North Florida district includes a number of prisons, told The News Service of Florida this summer that she had worked with Dixon to find ways to mitigate the effects of what had been record-breaking heat in some areas of the state.
“This is something that has been an issue for many, many years. But this summer has been really unprecedented, unrelenting. I hear from (inmates’) loved ones, but more importantly, I visit prisons and when I go and visit, it is just oppressive,” said Bradley, who at the time was chairwoman of the Senate Criminal and Civil Justice Appropriations Committee.
ALBRITTON EYES PHASING OUT ‘DREAMERS’ TUITION BREAK
JIM TURNER AND TOM URBAN NEWS SERVICE OF FLORIDA
Senate President Ben Albritton on Monday suggested phasing out a decade-old law that allows some undocumented immigrant students, known as “dreamers,” to receive in-state tuition rates at Florida universities and colleges.
market — have led to a steady decline in the number of Citizens policies.
Citizens was created as an insurer of last resort, and state leaders have long worried about financial risks if the state gets hit by a major hurricane or multiple hurricanes. If Citizens couldn’t pay all of its claims, it could collect additional money from policyholders throughout the state — including possibly non-Citizens policyholders — to cover costs through what are known as assessments.
Citizens President and CEO Tim Cerio said this month that improvements in the private market also have helped reduce the number of homeowners turning to Citizens for coverage.
“We think we are going to end the year at only 369,000 new policies, which is 30 percent below what we forecast. So, because the market is getting healthier, we are seeing less new business come in,” Cerio said during a Dec. 4 Citizens Board of Governors meeting.
“We’re certainly moving in the right direction.”
The depopulation process, however, can lead to some homeowners facing higher insurance premiums.
That is because of a law requiring Citizens customers to accept offers of coverage from private insurers if the offers are within 20 percent of the cost of Citizens premiums.
For example, if a homeowner received an offer of coverage from a private insurer that is 19 percent higher than the Citizens premium, the homeowner would have to accept it.
The state last month also approved a depopulation round that will happen in February.
Albritton addressed the issue during a media availability, after Sen. Randy Fine, R-Brevard County, this month filed a bill (SB 90) that would repeal the law. Albritton suggested a gradual approach that would take into account students who already receive the tuition benefit or who are making plans to attend colleges or universities at the cheaper in-state rates.
While he did not propose a timeline for phasing out the law, Albritton suggested putting a “sunset” on it — a legislative term that usually involves setting a future date to end a law or program.
“If you're not going to have access to it at some point, whatever that number of months or years may be … you won't plan on it,” Albritton, R-Wauchula, said. “If you and your family have built the idea of going to college around this, and you built your budget around it, a sunset would make sense to me.”
Lawmakers and then-Gov. Rick Scott in 2014 approved the law, which allows undocumented immigrant students to avoid higher out-of-state tuition rates if they meet certain criteria. The students need to have attended a secondary school in Florida for three consecutive years immediately before graduating from high school and must apply to a college or university within two years of graduation.
Fine, who is running in a special election for a congressional seat, filed his repeal bill Dec. 6, contending Florida is offering a “better deal” to undocumented immigrants than to students from other parts of the U.S.
“Someone from Georgia, who wants to go to one of our public universities, is going to pay three times as much as an illegal immigrant who shouldn’t even be in America,” Fine said on Monday.
When he filed the bill, Fine estimated the repeal would cut about $45 million subsidy for undocumented students.
A 2023 report by the American Immigration Council and the Presidents’ Alliance on Higher Education and Immigration estimated that in 2021 about 40,000 undocumented students attended Florida colleges and universities.
“We should not be asking Floridians, who are struggling to make ends meet to pay their insurance bills and their grocery bills, to cough up $45 million for illegal immigrants,” Fine said Monday. “It’s just wrong.”
Fine filed the bill as he runs in a special election to replace U.S. Rep. Mike Waltz, R-Fla., in Congressional District 6. Waltz is leaving office next month to become President-elect Donald Trump’s national security adviser.
The special primary election in the Republican-leaning district, which covers all or parts of Flagler, Lake, Marion, Putnam, St. Johns and Volusia counties, will be held Jan. 28. The special general election is April 1. Fine, who has the backing of Trump in the race, will exit the Senate on March 31 to meet the state’s resign-to-run law. Florida’s 60-day legislative session will start March 4.
When the 2014 law was approved, Albritton was one of 32 House members who voted against the measure. Albritton was elected to the Senate in 2018 and became president last month.
“I believe that citizenship matters,” Albritton said Monday. “It should matter. It is what this country was founded on.”
Differences between what students pay for in-state and out-of-state tuition can be large.
At Florida State University, the difference ranges from $6,517 for in-state tuition to $21,683 for other students. At the University of Florida, in-state tuition is $6,381 compared to $28,658 for out-of-state students.
The 2014 law was passed by a 26-13 vote in the Republican-controlled Senate and 84-32 in the House. It was a priority of thenHouse Speaker Will Weatherford, R-Wesley Chapel, and was sponsored by then- Rep. Jeanette Nunez, a Miami Republican who is now lieutenant governor.
