Vicki Lawrence or Lou Gossett Jr., a respected actor like Ron Perlman, or a first-time convention appearance like Faizon Love,” Ensley said. “There are beloved genre stars like Mark Sheppard or Diane Franklin, incredible cartoon voice actors like the Teenage Mutant Ninja Turtles reuniting, anime stars in our Death Note reunion, respected film historians like David J. Skal and director Joe Dante and iconic gaming voices like Troy Baker.” Ensley explained that research from Visit Pensacola showed that Pensacon’s economic impact each year is more than $3 million to the local economy. “We’ve already started planning for 2025. We never stop working towards the next year,” he said. With more than 30,000 attendees each year, the logistical aspect of Pensacon requires careful attention to detail and is a year-long planning process. To accommodate the mass swarm of convention goers filling the downtown streets, Ensley works closely with city officials to prepare for the weekend. “We mainly work with permitting and traffic control with the city. We partner with the Pensacola Police Department to assist with traf-

fic control and to keep folks safe crossing streets, and we also utilize Winterfest’s trolley system,” Ensley explained. With many visiting Pensacola from out of town, Pensacon partners with the Pensacola International Airport each year to deck out the airport in pop culture imagery. “The airport has been a partner for 10 years now. Before the convention, they rebrand the entire airport. Guests and attendees who fly in are very happily surprised when they arrive and see all the changes,” Ensley said. Tickets to this year’s Pensacon are on sale now and a variety of ticket options are available. The standard weekend pass is $99.99 and includes entry for all three days of the convention. The VIP Experience is $194.99 and includes early entry, access to fast pass lines, a VIP exclusive shirt and more. Single-day passes are also available for purchase starting at $50. PENSACON 2024 A WEEKEND OF FANDOM FUN By Nicole Willis

H

ere in Pensacola, the month of Februar y marks the start of one of the most anticipated events of the year—Pensacon! This annual comic convention has become a fan-favorite, and it’s returning February 23 through 25 for its eleventh year. Pensacon lets everyone unleash their inner geek and take over the downtown streets while decked out in elaborate costumes dedicated to their favorite characters. Nerds and pop culture enthusiasts from across the country will flock to the Pensacola Bay Center to join in on the Pensacon fun. Eleven years ago, Pensacon was simply a dream for Pensacola local Mike Ensley. As a lover of all things nerdy and wacky, Ensley began thinking of different ways that he could share this appreciation with fellow fans throughout the community. Upon analyzing the state of pop culture at the time, he felt as though Pensacolians would likely embrace an official gathering to celebrate all things weird, wacky and wonderful. “L ooking around at how pervasive nerd culture—comics, Sci-Fi, etcetera—had become, I just realized the time was right. Marvel was ruling the movies. The Big Bang Theory was the most popular show on TV. There was just an appreciation of nerdiness at that time,” Ensley said. Little did he know he would create one of the largest and most spectacular events in the region. Since then, Pensacon has grown to become one of the most popular comic conventions along the Gulf Coast. More than 30,000 people attend the convention each year. The annual convention offers an abundance of activities hosted

as part of the three-day event. Pensacon attendees have the opportunity to enjoy live entertainment, participate in gaming competitions, meet and greet with their favorite celebrities and writers, shop at a variety of vendor booths packed with memorabilia and unique merchandise, attend panel discussions and more. Whether you are a super fan or a casual pop-culture enthusiast, Pensacon offers a little something for every type of fan. The event is held each February at the Pensacola Bay Center, which is where most of the action takes place. The Bay Center floor is flooded with vendors selling a variety of pop culture-themed merchandise. The second floor of the Bay Center houses various celebrity guests and serves as a space for fans to attend exclusive meet and greets, get autographs and take photos with their favorite celebs. The third-floor ring of the Bay Center is home to the Artist Alley and Writer’s Row portions of the convention, where artists and writers of different genres will showcase their work and meet and greet with attendees. Outside of the Bay Center is Poseidon’s Bay—an outdoor area filled with food trucks, activities, a stage for live performances and more. Poseidon’s Bay opens one hour before the main doors each day. In addition to the Bay Center, numerous Pensacon events will be hosted throughout the downtown area. “The biggest change [this year] is that we will be utilizing more of the venues at the Wright Place and First United Methodist Church to house panels and events,” Ensley explained. In addition to expanding its presence throughout the downtown area, this year’s Pensacon will bring a large number of highly anticipated celebrity guests.

“More than 100 actors, artists, musicians, etcetera, will be at Pensacon,” Ensley said. “We’re lucky in that we’ve been around for 11 years now, so we are approached by agents offering us their clients. We do a lot of reunions, so we often work with multiple agents to pull those together.” A variety of fandoms are also celebrating reunions at this year’s convention including, but not limited to, Star Wars, Sonic the Hedgehog, The Walking Dead, Teenage Mutant Ninja Turtles and Death Note. More than 10 actors and actresses from the Star Wars franchise will be present. Several notable voice actors from the Sonic the Hedgehog animated series and video game will be present—Jason Griffith, Lisa Ortiz and Pete Capella. Fans of AMC’s hit show, The Walking Dead, will be happy to see Chandler Riggs, Ross Marquand and Seth Gilliam at the convention as well. Celebrating more than 36 years since first debuting on-screen, the original voice actors for the 1987 Teenage Mutant Ninja Turtles TV series will also be in attendance— Cam Clarke who voiced Leonardo, Barry Gordon who voiced Donatello, Rob Paulsen who voiced Raphael and Townsend Coleman who voiced Michaelangelo. There will also be a variety of popular anime voice actors in attendance, including Alessandro Juliani, Brad Swaile, Brian Drummond and Shannon Chan-Kent, all of whom played a role in the popular manga series, Death Note. Attendees can also expect to meet other notable actors from films like The Rocky Horror Picture Show and An American Werewolf in London. “I’m excited about all the guests! They all bring something special to the event—be it a legend like

ESCAMBIA COUNTY COMPLETES IMPROVEMENTS ON PENSACOLA BEACH Escambia County has invested millions of dollars into improvements and maintenance on Pensacola Beach over the past several years, completing a variety of projects including beach renourishment, drainage upgrades, new crosswalks and lighting, traffic improvements and more. With record-breaking tourism numbers in recent years, Escambia County has continued to work on improving and maintaining Pensacola Beach for both visitors and residents who enjoy visiting local beaches. “We’ve invested heavily over the past several years into making improvements throughout the county, and Pensacola Beach is no exception,” Escambia County Administrator Wes Moreno said. “Whether it’s through pedestrian improvements to make Pensacola Beach more walkable, public safety investments, beautification projects, or one of the many other projects on Pensacola Beach, we have worked hard to noticeably improve the overall beach experience for both residents and visitors.” Several Pensacola Beach projects were paid for through Local Option Sales Tax funding, including: • Beach Renourishment • Quietwater Beach Landing • Pensacola Beach Master Plan Drainage Projects/Road and Drainage Improvements • Pensacola Beach Public Restrooms • Pensacola Beach Congestion Management Plan/Lane Widening and Congestion Improvements Escambia County has also worked with FEMA to move forward with numerous Hurricane Sally repairs on Pensacola Beach, including ongoing repairs to the Casino Beach Fishing Pier and repairs to the iconic Pensacola Beach sailfish sign that were completed in 2023. Through the Pensacola Beach Congestion Management Plan, Escambia County evaluated road improvements and options for improving the traffic flow throughout the beach. The county completed the Pensacola Beach Access Road, also adding a longer

right turn lane on Pensacola Beach Boulevard for drivers turning right onto Fort Pickens Road. Many Pensacola Beach facilities have also been repainted to create consistency and improve aesthetics on the beach, including restrooms and pavilions at Casino Beach, Park East, Park West and Quietwater Beach. Additionally, new playgrounds were added at Park West and Quietwater Beach, providing additional amenities for children of all ages to enjoy. One upcoming project will add new changing rooms in front of the public restrooms at Casino Beach, which will provide additional changing space for beachgoers and especially families with young children. The project is expected to begin later this year, pending approval from the state. Additionally, construction has started on Americans with Disabilities Act improvements at the intersection of Via De Luna Drive and Fort Pickens Road. The project will include resurfacing and reconstructing the intersection to bring curb ramps and crosswalks up to current ADA standards. Immediately following this project, crews will resurface the southbound lanes of Pensacola Beach Boulevard from the Bob Sikes Bridge Toll Booth southward for approximately half a mile. Over the past several years, Escambia County has also replaced several beach walkovers to improve beach access. Most recently, Pensacola Beach Dune Walkover 27C near Portofino was replaced by the county, with approximately $300,000 in funding contributed by the Santa Rosa Island Authority. • Additional projects completed include: • Bob Sikes Bridge Rehabilitation • Bob Sikes Fishing Pier Slope Restoration • Pensacola Beach - Portofino / CR 399 Traffic Calming & Landscaping • Pensacola Beach Traffic Capacity Improvements To view a complete list of projects in Escambia County, visit MyEscambia.com/projects.

LAWMAKERS COULD SCRAP CHINA-LINKED INVESTMENTS JIM TURNER NEWS SERVICE OF FLORIDA TALLAHASSEE — The Florida House on Wednesday rolled out a proposal to divest an estimated $277 million in state pension-fund investments in Chinese state-owned companies. The proposal, approved by the House State Affairs Committee, would require the State Board of Administration to develop a plan for selling holdings tied to Chinese companies by Sept. 1 and complete divestment within one year. The State Board of Administration invests state money, including in the pension fund. In introducing the proposal, Rep. Mike Caruso, R-Delray Beach, said the federal government has imposed sanctions against the Chinese government. “The government of the People’s Republic of China, together with the Chinese Communist Party and Chinese military, have long engaged in activities contrary to the interests of the United States,” Caruso said. The proposal would prohibit pensionfund investments involving companies linked to the Chinese government, the Chinese Communist Party and the Chinese military. A House analysis said investments in more than 200 Chinese state-owned entities accounted for $277 million, or 0.16 percent, of the retirement system fund. Of that, $53.6 million is linked to China Construction Bank Corp. and $46.4 million is in Kweichow Moutai, which specializes in a particular Chinese liquor. The majority of the investments are under $5 million. The Senate Governmental Oversight and Accountability Committee last week approved a similar bill (SB 7060), which needs approval from the Fiscal Policy Committee before it could go to the full Senate.

The bills come after a series of efforts by state leaders to try to cut economic ties with China and other countries. In December, 2021, Gov. Ron DeSantis, Attorney General Ashley Moody and Chief Financial Officer Jimmy Patronis, in their role as trustees of the State Board of Administration, directed a review of Florida Retirement System investments to find links to the Chinese Communist Party. In March 2022, Lamar Taylor, the interim executive director and chief investment officer of the State Board of Administration, announced officials were pausing new investments in China, which had been part of the state’s “emerging market strategies” since the mid-1990s. The state has imposed similar bans about Cuba since 1993, Sudan and Iran since 2007 and Venezuela since 2018. For the past eight years, the state also has prohibited investments in companies engaged in an economic boycott of Israel. DeSantis and Republican leaders have particularly targeted issues related to China in recent years. One law, dubbed the “Combating Corporate Espionage in Florida Act,” would lead to felony charges for “trafficking in trade secrets.” Another requires entities seeking state grants or contracts to report receiving certain gifts or grants “from any foreign source.” Meanwhile, the 11th U.S. Circuit Court of Appeals is set to hear arguments in April about part of a 2023 state law that places restrictions on people from China and other “foreign countries of concern” owning property in the state. People from China in the United States on visas or seeking asylum and a real-estate broker argue the law is unconstitutional and violates the federal Fair Housing Act.

GROUPS TARGET EPA OVER PHOSPHATE REGULATIONS JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE — A coalition of groups Tuesday moved toward filing a lawsuit against the U.S. Environmental Protection Agency over regulation of phosphate-industry waste that the groups say poses environmental and health dangers. The groups, such as the Center for Biological Diversity, the Sierra Club and Waterkeepers Florida, submitted a formal notice that they plan to file a lawsuit in 60 days if the EPA doesn’t act on a 2021 petition seeking regulations on phosphogypsum waste. The waste, a byproduct of producing fertilizer, is piled in what are known as phosphogypsum “stacks” in certain areas of Florida. The sites also include large amounts of contaminated wastewater. The issue drew heavy attention in 2021 when massive amounts of wastewater were discharged into Tampa Bay because of concerns about a potential breach of a reservoir at the former Piney Point phosphateplant site in Manatee County. Tuesday’s 18-page notice said stacks and wastewater contain toxic waste and that the EPA has not responded to the 2021 petition requesting regulation under a federal law known as the Resource Conservation and Recovery Act. “The 2021 petition detailed major releases of phosphogypsum to surface and groundwater that occurred since the EPA last comprehensively reviewed phosphogypsum in 1990,” the notice said. “Shortly after EPA received the 2021 petition, Florida officials ordered the discharge of hundreds of millions of gallons of water from the top of the Piney Point phos-

On its website, Mosaic, a major phosphate-industry player, said phosphogypsum is deposited on stacks under “strict standards” established by the Florida Department of Environmental Protection and the EPA. Mosaic also described itself as “one of the most highly regulated companies” in the state. “Florida regulations are among the most rigorous in the nation which is why the U.S. Environmental Protection Agency is using Florida’s phosphogypsum regulations as a template for the rest of the nation,” the website said. “Mosaic has developed extensive monitoring systems for air pollution control, surface and groundwater management, employee health and safety, process safety management and waste management/ minimization.”

HISTORY OF COMMUNISM IN SCHOOLS DRAWS DEBATE RYAN DAILEY NEWS SERVICE OF FLORIDA

COURT ORDERS ANOTHER LOOK AT IMMIGRATION RULINGS

February 21, 2024 ◆ 4

TALLAHASSEE — An at-times tense meeting of a House panel Tuesday exposed a simmering debate about whether a proposal to teach about the history of communism in grades as low as kindergarten is a polarizing idea or, as a supporter said, “not divisive in any way.” The bill (HB 1349) would require lessons about communism and its history in all grades of public schools. The requirement would take effect in the 2026-2027 school year, and lessons would have to be “age appropriate and developmentally appropriate” while covering certain topics. For example, the bill would require lessons about the history of communism in the U.S. and domestic communist movements. The measure also would require teaching about the “increasing threat of Communism in the United States and our allies through the 20th Century, including the events of the Cultural Revolution in the People’s Republic of China and other mass killings from Communist regimes.” The Republican-controlled House PreK12 Appropriations Subcommittee voted 10-2 along party lines to approve the bill, with three of the panel’s five Democrats absent when the vote was taken. Rep. Patricia Williams, D-Pompano Beach, pointed to a need to address other educational issues such as students not being able to read on grade level and said the bill’s supporters “want to put something in the classroom to divide them.” Williams also suggested that the measure’s supporters were following orders by backing the bill. “I’m so glad that the Democratic Party allows us to vote our district and our history, versus being robots, given something (that) somebody tells you what to do and how to do it,” Williams said. But bill sponsor Chuck Brannan, R-Macclenny, rebutted Williams’ comments, saying that he had only spoken about the measure with constituents. “The insinuation that someone told me to run a bill — I refute that, that is totally a baldfaced lie and not true. I don’t know where that comes from,” Brannan said. Brannan also said Florida “is home to a diverse community of victims of communism” and that “this educational initiative is not divisive in any way, there’s nothing nefarious about this.” “It simply aims to provide a comprehensive understanding of communism’s impact.

WE’RE SOCIAL!

Not as indoctrination or fear-mongering. But as a means of acknowledging its role in victimizing, torturing, murdering and displacing millions of people in the past century,” Brannan said. The measure also seeks to set up a Communism History Task Force under the state Department of Education. The proposed task force would be made up of gubernatorial appointees and would be responsible for recommending curriculums and academic standards for instruction about communism. Julie Meadows-Keefe, who spoke in opposition to the bill on behalf of the group Florida Moms for Accurate Education, urged members of the House panel not to approve the bill but said if they did, lawmakers should require it to be “balanced.” “I would hope that curriculum would be included about the McCarthy era in the United States of America. Where we were divided, at war with one another, where people were unfairly dragged before Congress and accused, unfairly, of being communists. So if we’re going to present this curriculum, I would hope that it would be balanced,” Meadows-Keefe said. Several Republican lawmakers vehemently defended the bill. Rep. Vicki Lopez, R-Miami, said lessons about communism were part of her education growing up. “I may be dating myself a little bit here, I went to school in the ‘60s, at a time when we had Russia in our backyard, and Cuba. I have a distinct recollection of learning about Marxism, communism, the McCarthy era. It was all taught. I didn’t think it was unusual, it wasn’t divisive. I’m curious as to how we got away from it, quite frankly,” Lopez said. Rep. Alina Garcia, a Miami Republican who said she was born in Cuba, argued that it is “never too early to teach our children the atrocities of communism.” “When we don’t learn from our history, we are destined to repeat it. And there will be nowhere to go, God forbid, if this country ever falls into the hands of communism,” Garcia said. A change to the bill approved by the panel Tuesday removed a proposed requirement that instruction about the history of communism include lessons about “cultural Marxism.” A discussion in a previous House meeting focused, in part, on the use of the term and how it would be defined. A similar Senate bill (SB 1264) awaits a hearing by the Senate Education Appropriations Committee.

Where words change worlds

Need a Lawyer? It is always a good idea to check with a lawyer before you make an important decision—whether you are buying a house, making a business deal, or settling a dispute. A short talk with a lawyer often tells you all you need to know—how serious a problem is, how to handle it swiftly and how to make sure it is settled for good.

The Summation Weekly publishes local and legal news every Wednesday and is distributed throughout Escambia and Santa Rosa counties at numerous locations.

Get Answers to Legal Questions With over 50 participating local attorneys experienced in many different areas of law, we can help you find an attorney to handle your case. Your call is free. When you meet with your lawyer, there will be a small fee of $40.00 for the first half-hour consultation. Fees for additional services after the first half-hour are arranged between you and your lawyer.
