From 1908 to 1940, the Spanish Revival-style building now sitting at 407 S. Jefferson St. served as the Pensacola City Jail. After sitting empty for more than 10 years, a group of local women determined the space could be used in a better way to serve their city. In 1954, members of the local chapter of the American Association of University Women envisioned a venue to exhibit traveling art exhibitions, offer art classes for both children and adults, and provide a community space for public meetings, lectures, films and other cultural presentations. Joining with others in the community who shared this vision, they formed the Pensacola Art Association. After leasing the building from the city, the group purchased the building in 1988 and established the Pensacola Museum of Art (PMA). 2024 marks the 70th anniversary of the PMA becoming an art center in Pensacola. In the first year of the center, founders of the American Association of University Women created the Members Show as a way to honor and celebrate the relationship between local artists and the center.
Seventy years later, artists remain a vital part of the museum community and this annual exhibition highlights their talent and creativity. The 2024 exhibition showcases close to ninety local and regional artists working in a diverse range of media.
Over the years, the Members Show has grown exponentially. “Last year, we had fifty artists displayed at our annual members show. This year, almost ninety artists are represented in the galleries on the museum’s second floor,” PMA Director Nicholas Croghan said. “This is a testament to the growth of our museum as well as the expanding arts community in Northwest Florida. We are delighted and honored to showcase these talented individuals and are thankful for their museum membership and support.”

A Multimedia Meditation on Environmental Reciprocity
In 2023, Kelly Anne Mueller was awarded Best of Show in the PMA’s 69th annual Members Show for her
mixed-media work Nest. She was offered the opportunity to display a site-specific, solo exhibition this year in tandem with the 70th annual Members Show
Mueller is an artist, collaborator and educator whose focus on the interrelationship between organism and environment, science, and art, positions her as a visual ecologist. Deeply interested in the patterning relationships of the natural and man-made, Kelly’s multidisciplinary projects explore the tenuous space between natural laws of reciprocity and interconnectedness, the systems and cycles of nature, and the artificial, imposed order of human experience.
Her solo exhibition, Love Letters to Ursa Major, is a reflection on our relationship with the living earth and its inhabitants as we evolve as a species. Like any relationship, for it to thrive necessitates a delicate balance.
You can see the connection to the environment in Kelly’s work from the materials she uses, to the processes she employs. The centerpiece of the exhibition room is a 12-foot-tall bear titled Mother made from Louisiana blue tarps and recycled fabric scraps reminiscent of Cajun Courir costume fringe.
“Mother represents the earth as both a nurturing provider and a fearsome entity worthy of respect and care,” Mueller says in her artist statement. This large sculpture is also a nod to the famous sculptor Louise Bourgeois’s notable largerthan-life spider, titled Maman

the show. These pieces, mounted on wood panels, are encaustic-coated cyanotypes that are created by utilizing UV rays from the sun and iron salt solutions.
The photosensitive paper first turns white when reacting to the sunlight, and then blue with exposure to water. The imagery on these panels depict unexpected trans-species
cooperations, such as that of the badger and the coyote.

This team will provide a developmental opportunity for swimmers who have basic competence in the water but may not be ready for a competitive school or community team, or for families who may not be able to afford a traditional swim team. The team is under the direction of Regional Aquatics Director, Bonnie Steffensmeier. “Swimmers are required only to be able to swim safely across the pool to join the team.”

PENSACOLA ENERGY RECEIVES $10 MILLION IN FEDERAL GRANT FUNDING
Pensacola Energy was awarded $10 million in federal grant funding from the U.S. Department of Transportation to replace unprotected bare steel mains with polyethylene pipe throughout the City of Pensacola and Escambia County.
The substantial sum, presented at a special April 25 press conference, was funded by DoT’s Pipeline and Hazardous Materials Safety Administrations’ Natural Gas Distribution Infrastructure Safety and Modernization Grant Program in the form of two projects: Greenhut Court and Peachtree Park.
“How can we help communities do the work they need to get done, beyond regulations,” Deputy Administrator of the Pipeline and Hazardous Materials Safety Administration (PHMSA) Tristan Brown said. “Pensacola’s request was part of $1.8 billion requested during this phase of the grant.”
Pensacola Mayor D.C. Reeves commended Pensacola Energy Director Darryl Singleton. “Darryl and his team consistently drive home safety for our customers, community, and our employees. This grant is a testament to that commitment.”
15 miles of outdated pipe will be replaced in the Greenhut Court and Peachtree Park project areas. In addition, DoT has defined the two project areas as historically disadvantaged communities. The awarded grant dollars will improve these underserved neighborhoods by reducing safety incidents and fatalities while also
attracting new development and employment opportunities.

The Greenhut Court project will replace 9.7 miles of unprotected bare steel mains and services from the 1950s with polyethylene pipe and eliminate methane emissions from leaks, removing infrastructure-related disparities by providing equitable access to modern infrastructure.
Project 2: Peachtree Park
($4,076,114 requested)
The Peachtree Park project will replace 5 miles of unprotected bare steel mains and services from the 1950s with polyethylene pipe, directly impacting the area’s environmental burden by reducing methane leaks.
The NGDISM grant program is available to municipalities and community owned utilities for the repair, rehabilitation or replacement of natural gas distribution pipeline systems. The grant dollars may also be used to acquire equipment to reduce incidents and fatalities, and avoid economic losses.

CITY PARTNERSHIP WITH BIG BROTHERS BIG SISTERS PROVIDES OPPORTUNITIES TO LOCAL YOUTH AND CITY EMPLOYEES
The City of Pensacola and Big Brothers Big Sisters of Northwest Florida matched 11 Pensacola High School students and 10 city employees to participate in the Big Brothers Big Sisters Beyond School Walls program for the 2023 academic year.
The Beyond School Walls program aims to assist selected students by improving their chances of graduating high school and transitioning into college, vocational school or the military. Through the program, city employees are able to mentor high school juniors during their first year and continue mentoring those students until the end of their senior year.
“Witnessing the growth in confidence and seeing the tangible benefits that the program brings to both mentors and mentees is truly heartwarming,” BBBS Match Specialist Samantha Romero said. “Every step forward, every moment of breakthrough, reinforces the importance of mentoring and the impact it has on shaping brighter futures in our community. Our partnership with the City of Pensacola is a testament to the idea that you don’t always have to carve out extra time to mentor a youth; instead, you can simply share the time you already have.”
The city’s two-year partnership with BBBS Northwest Florida has removed the main barrier to volunteering that many working-class citizens face — time. Through this partnership and the Beyond School Walls program, city employees have the opportunity to volunteer for one workday a month. During this time, mentors work in groups or individually with their mentees and help them reach their academic and extra-curricular goals
through real-life discussions and activities emphasizing the realities of life after high school and its demands. The discussions and activities often include field trips, guest speakers, ACT/SAT preparation, scholarship planning, and summer job or internship planning.
“Beyond School Walls is effective because it allows students to explore the workforce and get a sneak peek at life after graduation,” Community Liaison and Outreach Coordinator Kelsey Powell said. “We help students identify their passions, set goals, and chart a course for success — whatever that might look like for that particular kid.”
Some City of Pensacola employees perform community services throughout the year. However, for many, mentorship provides the best reward. In one day a month, you can truly impact a child’s life and show them that their goals are obtainable with planning, dedication and determination.
“It’s important to provide city staff with opportunities to reach our young people, as they will one day lead our city and fuel the direction of Pensacola,” Pensacola Mayor D.C. Reeves said. “These students chose to participate in this program, which shows they are willing to take the extra step to learn, grow and forge their own paths. I hope they all continue to build life-changing connections with their mentors and enjoy their experience at the City of Pensacola.”

FEDS TAKES AIM AT CHILDREN’S INSURANCE LAWSUIT
JIM SAUNDERS NEWS SERVICE OF FLORIDAThe Biden administration on Tuesday urged a judge to dismiss a lawsuit in which Florida has challenged federal guidelines for a program that provides subsidized health insurance to tens of thousands of children.
The filing in federal court in Tampa by U.S. Department of Justice attorneys was the latest move in a months-long battle over guidelines issued last year for the Children’s Health Insurance Program, which operates in Florida as KidCare.
The program provides low-cost health insurance to children whose families make too much money to qualify for Medicaid. In Florida, that has meant families have paid $15 or $20 a month for coverage.
Florida filed the lawsuit in February, challenging guidelines issued by the federal Centers for Medicare & Medicaid Services that would prevent states from cutting off coverage for nonpayment of premiums after children have been found eligible for the program. Eligibility is determined each year, so the state contends the guidelines could lead to coverage being provided for months without premiums being paid.
With KidCare financed by the state, the federal government and premiums, the lawsuit said family payments play an important role in “maintaining the long-term stability” of the program.
“Requiring participants to make modest contributions to the cost of health insurance also reflects a conscious policy choice by the Florida Legislature, which concluded that Florida residents are best-served when those receiving state-subsidized health care retain a measure (of) accountability for, and investment in, the benefits they receive,” the lawsuit said.
But the Biden administration argues that the guidelines properly carry out a federal law known as the “Consolidated Appropriations Act, 2023” that made changes to the Children’s Health Insurance Program. In a February court filing, Justice Department attorneys said the law required the children’s program to match a “continuous eligibility require -
ment” in Medicaid that does not allow dropping coverage for non-payment of premiums.
“These changes were intended to reduce ‘churn’—cycles of termination and re-enrollment that increase administrative costs and cause coverage lapses for vulnerable children,” said the February document, which was a response to a Florida request for a preliminary injunction.
The Biden administration’s motion to dismiss the case filed Tuesday and the February document also raised a series of other arguments, including that such disputes should go through an administrative process.
Florida’s children’s health program dates to the 1990s, with subsidized insurance available to families with incomes up to 210 percent of the federal poverty level. As an example, a family of four at 200 percent of the poverty level this year would have income of $62,400, according to federal calculations.
The Legislature and Gov. Ron DeSantis last year approved a bill that would expand eligibility in the subsidized health program to 300 percent of the poverty level with higher premiums than have been charged in the past. The expansion requires federal approval, and court documents said the state would have to comply with the new guidelines to get approval.
“CMS (the federal Centers for Medicare & Medicaid Services) indicated that it would not approve Florida’s proposed expansion without accompanying modifications to Florida CHIP’s (Children’s Health Insurance Program’s) continuous eligibility provisions, namely, the provisions that allow the state to disenroll an eligible child for nonpayment of premiums during the continuous eligibility period,” the lawsuit said.
Florida contends that federal officials have misinterpreted the law that made changes in the children’s health program. Also, it argues that federal officials have violated a law known as the Administrative Procedure Act in the guidelines.
U.S. District Judge William Jung held a hearing April 18 on Florida’s request for a preliminary injunction but had not issued a ruling as of Wednesday morning, according to a court docket.
STUDY DETAILS HEAT RISKS FOR WORKERS

After Florida lawmakers this year barred local heat protections for workers, a new study cites “strong and robust evidence that excessive heat increases the frequency of injuries” to workers — with risks particularly in the South.
The Workers Compensation Research Institute last week released the study, which uses workers’ compensation insurance claims data and temperature data from 2016 to 2021. The study included data from 24 states in the South, Midwest and Northeast.
In part, it found that the probability of work-related accidents increases by 5 percent to 6 percent when maximum daily temperatures top 90 degrees, compared to days when temperatures are 65 degrees to 70 degrees. It also cited a “clear increase” in numbers of days with temperatures over 90 degrees and 100 degrees over a four-decade period.
“It is apparent that excessive heat has become more frequent, and if these trends continue, the result will be more heat exposure for the workforce,” the study said.
The study was released less than a month after Gov. Ron DeSantis signed a bill (HB 433) that includes preventing local governments from requiring heat-exposure protections for workers. The bill, which also will prevent local governments from placing wage requirements on contractors, drew heavy debate during this year’s legislative session and was backed by business groups.
The heat-related part of the bill came after the Miami-Dade County Commission last year considered a proposal to require construction and agriculture companies to take steps such as ensuring that workers have access to water and giving them 10-minute breaks in the shade every two hours when the heat index is at least 95 degrees, according to a House staff analysis.
Supporters of the bill, including groups such as the Florida Chamber of Commerce and Associated Industries of Florida, said it would prevent a patchwork of regulations and that employers already face requirements to

JIM SAUNDERSArguing that the issue is moot, votingrights groups on Friday urged an appeals court to reject an attempt by the state House and Senate to shield lawmakers and legislative staff members from testifying in redistricting lawsuits.
Lawyers for the groups filed a 44-page brief at the 1st District Court of Appeal that said they decided in December 2022 not to continue seeking depositions of lawmakers and staff members as part of a constitutional challenge to a congressional redistricting plan passed in spring 2022.
As a result, the groups said an appeal of an October 2022 decision by a Leon County circuit judge that could have led to depositions is moot.
But attorneys for the House and the Senate have continued pursuing the appeal, arguing that a legal concept known as “legislative privilege” bars requiring testimony from lawmakers. Ultimately, the House and Senate want to take the issue to the Florida Supreme Court and to undo a 2013 ruling that allowed such testimony in certain circumstances.
The voting-rights groups’ brief said that “in December 2022, there was no longer a live issue — or even the threat of one — for this (appeals) court to resolve.”
“This appeal is unquestionably moot,” the brief said. “It challenges the circuit court’s October 27, 2022, order allowing appellees (the voting-rights groups) to depose a limited subset of legislators and staff involved in the 2022 congressional redistricting process on a limited number of topics. But those depositions never happened.”
In a March 11 brief, however, attorneys for the House and the Senate argued that the “appeal raises questions of great public importance” and that the 1st District Court of Appeal should send the case to the Florida Supreme Court. The Legislature ultimately wants the Supreme Court to “recede” — essentially reverse course — from the 2013 ruling in a case known as Apportionment IV.
Education Fund, and individual plaintiffs filed a lawsuit in 2022 challenging the constitutionality of a redistricting plan that Gov. Ron DeSantis pushed through the Legislature. They contend the plan violated a 2010 constitutional amendment that set redistricting standards, including a standard that said plans could not “diminish” the ability of minorities to “elect representatives of their choice.”
The 1st District Court of Appeal in December 2023 upheld the constitutionality of the plan, and the groups have appealed to the Supreme Court, where that issue is pending.
But as part of the case, the plaintiffs in 2022 also sought depositions from six current and former lawmakers and five current and former staff members. The Legislature fought the depositions, but Circuit Judge J. Lee Marsh in October 2022 said he would allow the lawmakers and staff members to be questioned, with some limits.
Marsh cited the 2013 Supreme Court precedent. “The appropriate line in this case is where the doors to the House and Senate meet the outside world,” Marsh wrote. “Accordingly, each legislator and legislative staff member may be questioned regarding any matter already part of the public record and information received from anyone not elected to the Legislature, their direct staff members or the staff of the legislative bodies themselves. They may not be questioned as to information internal to each legislative body that is not already public record (e.g., their thoughts or opinions or those of other legislators.)”
In addition to arguing that the appeal of Marsh’s ruling is moot, lawyers for the voting-rights groups also wrote in Friday’s brief that there is “no absolute legislative privilege in Florida.”

But dozens of organizations, such as the Center for Biological Diversity, Earthjustice, the League of Women Voters of Florida, the Farmworker Association of Florida and the NAACP Florida State Conference, urged DeSantis to veto the bill. One letter, for example, said preempting “local governments’ ability to protect workers from climate-caused extreme heat is inhumane and will have enormous negative economic impacts when lost productivity is taken into account.”
The non-profit Workers Compensation Research Institute conducts studies of issues related to workers’ compensation insurance. A list of members and supporters on its website includes insurers, health-care companies and major businesses, such as Publix Super Markets, Inc. and The Walt Disney Co.
The new study looked at temperature ranges and what it described as “direct” injuries to workers, such as heat exhaustion, and “indirect” injuries. As an example, an indirect injury could involve a worker growing fatigued and falling off a ladder.
While researchers found an overall increase in risks as temperatures rose, researchers wrote that “we detected the largest effects of excessive heat in the South” and cited higher risks in the construction industry.
The study said that under the federal Occupational Safety and Health Act, employers are responsible for “providing workplaces free of known safety and health hazards (also known as the ‘general duty’ clause), including protecting workers from heat-related hazards.”
But it said “there is no federal occupational health and safety standard in effect to protect workers from heat exposure. OSHA has been taking steps toward the creation of a federal standard protecting workers against excessive heat that would more clearly set forth employer obligations and measures.”
“Apportionment IV erred in rejecting an absolute legislative privilege in civil cases and instead establishing a shapeless, standardless balancing analysis as the purported safeguard of the prerogatives of the legislative branch,” the March brief said. “That error threatens the legislative process with grave consequences and should be overruled.”

But in the March brief, attorneys for the House and the Senate wrote that historically, “the legislative privilege safeguarded the integrity and independence of the legislative process and assured that fear of personal repercussions would not sway the votes of lawmakers or chill the freedom of speech and action in legislative deliberations.”
The current and former lawmakers involved in the dispute are former House Speaker Chris Sprowls, R-Palm Harbor; former Sen. Ray Rodrigues, R-Estero; former Sen. Aaron Bean, R-Fernandina Beach; Sen. Jennifer Bradley, R-Fleming Island; Rep. Tom Leek, R-Ormond Beach; and Rep. Tyler Sirois, R-Merritt Island. Each had a leadership role in the 2022 redistricting process.
CITIZENS INSURANCE EYES BACKUP COVERAGE
With the 2024 hurricane season starting June 1, the state’s Citizens Property Insurance Corp. Board of Governors on Tuesday approved spending as much as $750 million on backup coverage to help pay claims if a big storm hits.
The board approved buying private reinsurance that could provide about $5.5 billion in coverage. Reinsurance plays a critical role in Florida’s hurricane-prone market, with insurers buying it in advance to help cover claims if major storms deplete their cash.
Tuesday’s approval did not finalize this year’s Citizens reinsurance coverage, with officials saying negotiations need to play out. Citizens spent about $650 million last year.
“We definitely do not pay above market (rates) for the reinsurance,” Jennifer Montero, the agency’s chief financial officer, told board members. “We have walked away before, and I think the market knows that.”
But Citizens, which was created as an insurer of last resort, goes into the 2024 hurricane season as by far the state’s largest property insurer. As of Friday, it had nearly 1.197 million policies after a surge in recent years as private insurers dropped customers and raised rates because of financial problems.
Citizens has tried to trim its number of policies through what is known as a “depopulation” program that moves customers into the private market. Citizens had as many as 1.412 million policies in fall 2023 before seeing reductions because of depopulation.
Regulators also have approved proposals by Slide Insurance Co., Security First Insurance Co. and American Integrity Insur-
ance Co. of Florida to take out batches of Citizens policies next week as part of the program, state records show. But policy takeouts are not expected in the coming months as insurers stay away from additional risks during hurricane season.
“The likelihood of depopulation in midstream of hurricane season has become very unlikely,” Citizens board Chairman Carlos Beruff said.
In addition to buying reinsurance on the private market, Citizens and other property insurers pay for coverage through the Florida Hurricane Catastrophe Fund. That state program offers limited amounts of coverage at lower prices than the private market.
But ultimately, if Citizens does not have enough cash and reinsurance to pay claims after a big storm, it has the power to collect additional cash from its customers — and potentially even from customers of other insurance companies — to cover the costs.
As an example, insurers sometimes measure risks by what is known as a 1-in-100-year event, essentially a storm that has a 1 percent chance of happening in a given year.
An executive summary provided to the Citizens board for Tuesday’s meeting indicated that even with a purchase of $5.5 billion in private reinsurance coverage, a 1-in-100-year storm would exhaust Citizens’ cash surplus. Citizens customers then could face paying $567 million in extra “surcharges” to cover the costs of such a storm, the executive summary said.
Forecasters have predicted a busierthan-average hurricane season, which will last through Nov. 30.
