Immerse yourself in the world of timeless and nostalgic fashion at the Gulf Coast’s largest vintage clothing event—Pensacola Vintage Fest.
Hosted by the Pensacola Vintage Collective (PVC), the first annual Pensacola Vintage Fest will take place at the Pensacola Interstate Fairgrounds July 14, bringing together more than 70 vendors from across the region—each offering a unique treasure trove of retro garments and accessories that showcase the charm of years past.
Whether you are a collector of vintage clothing, a sports fan searching for old championship t-shirts or just an everyday shopper in search of that perfectly wornin pair of jeans, look no further than PVC’s upcoming Pensacola Vintage Fest. Every style and genre of men’s, women’s and children’s vintage clothing will be at shoppers’ fingertips during the event.
PVC was founded in 2019 by Ryan Smith, an active member in Pensacola’s bustling vintage scene. Smith has been selling unique vintage pieces through his local business, Obsolete Heat, for a number of years. There are two permanent Obsolete Heat booths in Pensacola—one in Bo’s Local Finds and the other in Blue Moon Antique Mall. In addition to maintaining his booths, Smith spends his time organizing and hosting various PVC markets and pop-up events throughout the community.
“We’ve done in the realm of 12 to 15 major events in the city at places like Odd Colony, Doc’s Hop Shop, Gallery Night, etc. So, it’s something we’ve been working on for a while and have built up to the point where we’re getting to now, where
we’re now ready to have a big time event,” Smith said.
Despite high turnouts at previous PVC events, Smith is expecting the upcoming Pensacola Vintage Fest to break attendance records, aiming to host anywhere from 2,000 to 3,000 attendees.
According to Smith, the largest PVC event so far was the Vintage Block Party, which is hosted semiannually at The Handlebar. “We’ve done the Vintage Block Party three times, and last October was by far the biggest draw from our accounts. It wasn’t a ticketed event, so it’s hard to gauge an exact number, but I would say somewhere in the realm of 1,500 to 2,000 people showed up that day,” Smith explained.
In order to accommodate a crowd of this magnitude, Pensacola Vintage Fest will be held inside a 20,000-square-foot air-conditioned expo hall at the Pensacola Interstate Fairgrounds. More than 75 local and regional vintage vendors will be set up inside the space, allowing attendees to shop and browse all of the wonderful vintage pieces, no sweat.
The main focus of Pensacola Vintage Fest is vintage clothing. Other PVC markets in the past have had a variety of vendors selling items other than clothing, for example, homewares and handmade products. “This event in particular will be a 90 percent vintage clothing event,” Smith said. The other handful include a few vintage homeware vendors and food trucks.
Smith carefully selected each of the vendors to ensure there would be a large and varied selection of quality vintage clothing available at the event.
“I want the people who are active in the scene to be there, and not someone who’s like, ‘Oh,
I have a few things. It’s like a yard sale, right?’ What I’m looking for is established and experienced vendors,” Smith said.
Many local vendors that regularly set up at PVC events will be in attendance, including Rocket to Saturn Vintage, Garden Street Vintage, Sporadic Vintage and many more. There will also be a number of new regional vendors attending the event.
“We have vendors coming from Georgia, Mobile, Birmingham, Panama City, Tallahassee, Tampa, Orlando and Auburn. We have vendors from all of those cities coming to Pensacola to set up for the event. So, it’s more than just a local event, we are attracting regional talent as well,” Smith explained.
Noles and Gator fans can get particularly excited about two vendors traveling into town—Picked and Dave’s Freshly Used. Picked specializes in vintage Florida State sports apparel, while Dave’s Freshly Used specializes in vintage Florida Gators gear. The two will share abooth, going head-to-head and in a UF vs FSU vintage face-off.
Pensacola-based vintage staple, Garden Street Vintage (GSV), is hosting perhaps the most unique attraction at the event, showcasing a massive collection of nearly 500 items of throwback Pensacola merchandise. From vintage Pensacola Junior College and University of West Florida apparel, to nostalgic Blue Angels memorabilia and more, there will be plenty of one-of-a-kind pieces for locals to explore. Even if you are not a regular vintage shopper, there’s sure to be something in this collection that will spark your interest.
“For the last three years Dallas, Adam and myself (GSV owners)
have been rounding up every vintage clothing item we could find that had anything to do with Pensacola. We decided not to sell anything in hopes of one day dropping it all at once as a huge vintage Pensacola-themed collection,” GSV co-owner Cody Potter explained.
“When Ryan brought up the idea of us debuting the collection at the biggest vintage event Pensacola’s ever seen, it was a no-brainer.
We are excited to showcase over 500 vintage Pensacola-themed t-shirts, sweatshirts, jackets and more from the 1950s all the way up until around the early 2000s. We are excited to finally give people a chance to see and buy some incredible local vintage that we have been collecting and appreciating over the last few years.”
Tickets to Pensacola Vintage Fest are on sale now for $5 at pensacolavintage.com. On July 4, the standard ticket cost will increase to $10 online and at the door. Early Bird tickets are also available online for $15, which offer early entry to the event for those wanting first dibs on available pieces. Kids 12 and under may attend at no cost.

SUNDAY’S CHILD AWARDS $120,000 TO PENSACOLA AREA NONPROFITS
Sunday’s Child, a Pensacola Bay Area member-based philanthropic group that promotes LGBTQ+ inclusion and equality by awarding grants to significant charitable and economic initiatives, recently awarded grants to six Pensacola Bay Area charities on June 30 at the organization’s 10th Annual Membership Meeting. The members of Sunday’s Child funded and selected the projects, which officially marks more than $1 million awarded to Pensacola Bay Area nonprofits since the organization’s inception in 2014.
Each of the six organizations will receive $20,000 to fund their projects:
• Capstone Adaptive Learning and Therapy Centers - “Barkery Booms,” which will expand their program that provides job training for people with disabilities in running a business, baking, and selling all natural pet treats.
• Center for Independent Living of Northwest Florida - “Equipment and Assistive Technology for Independence Program,” which will fund equipment and assistive technology for optimizing the independence of individual people with disabilities.
• First City Art Center - “Hear Me + See Me: Sunday’s Child Inclu -
sion Stage,” which will construct a permanent, covered performance stage as the centerpiece for the art campus, allowing the organization to showcase diverse art performances and art instruction.
• Golden Elite Track and Field Club“Van Expansion Project,” which will help the organization purchase a second passenger van to accommodate the influx of underserved youth to the track and field program.
• Hope Above Fear - “Empower,” which will fund a professionally produced, educational video detailing the impact of the drug epidemic among Pensacola Bay Area teenagers.
• Pensacola Habitat for Humanity - “Pensacola Pride Build,” which will unite allies and the LGBTQIA+ community to build a home together while fostering dialogue and awareness about housing inequality within the LGBTQIA+ community.

District 1 Commissioner Jeff Bergosh and Escambia County staff invite the public to join them for the Bradshaw-McNair Beulah Fire Station ribbon-cutting ceremony Thursday, July 11 at 11 a.m., located at 6400 W. Nine Mile Road. One or more Escambia County Commissioners may be in attendance.
The Bradshaw-McNair Fire Station, serving the residents of the Beulah community, is named after the late District Chief Dwain Bradshaw and retired ECFR District Chief Steve McNair. Chief Bradshaw died in the line of duty while responding to a call on Nov. 6, 2019. Chief McNair served the Beulah community as a volunteer firefighter for over 50 years before retiring.
The 14,503-square-foot facility will feature four vehicle bays for fire trucks. Along with the standard features within a fire station, such as a kitchen, living room area, gym, bedrooms, and shower facilities, the new Beulah fire station will include a community meeting and training room for public use.
Construction of the Bradshaw-McNair Fire Station was completed by Emerald Coast Constructors, Inc., and was fully funded by Local Option Sales Tax, or L.O.S.T.
“With the opening of the brand new Bradshaw-McNair Fire Station in Beulah, this community will have a state-of-the-art facility, a full-time staff, and multiple pieces of new firefighting and lifesaving equipment that will
help protect the citizens and property,” said District 1 Commissioner Jeff Bergosh. “This is a fitting tribute to the two men for whom this station is named, Dwain Bradshaw and Steve McNair, as this facility and those who man this station going forward will continue the legacy of service that Mr. Bradshaw and Mr. McNair epitomized. I am thankful for all the staff who worked for the last seven years to keep this project going, and I want to thank my predecessor, Commissioner Wilson Robertson, for his efforts to get momentum behind this project nearly a decade ago. A project like this requires patience, persistence and teamwork, and in this case, the team had it. This station is the fruit of this teamwork.”
The Bradshaw-McNair Fire Station is located directly behind the former Beulah Fire Station, which has served Beulah residents since 1977. Numerically, the fire station will remain as ECFR-Station #2.

FEDS PROPOSE WORKER HEAT PROTECTIONS

The Biden administration is moving forward with a proposal that would require heat protections for workers across the country, after Gov. Ron DeSantis this spring signed a controversial law barring Florida local governments from imposing such requirements on businesses.
The federal Occupational Safety and Health Administration on Tuesday released a proposed rule that would require employers to provide such things as water and rest breaks when temperatures top certain thresholds.
“Workers all over the country are passing out, suffering heat stroke and dying from heat exposure from just doing their jobs, and something must be done to protect them,” Douglas L. Parker, assistant secretary for occupational safety and health, said in a prepared statement. “Today’s proposal is an important next step in the process to receive public input to craft a ‘win-win’ final rule that protects workers while being practical and workable for employers.”
The issue of requiring Florida businesses to provide heat protections for workers drew fierce debate during this year’s legislative session.
DeSantis in April signed a bill (HB 433) that includes preventing local governments from requiring heat-exposure protections for workers. That part of the bill came after the Miami-Dade County Commission last year considered a proposal to require construction and agriculture companies to take steps such as ensuring that workers have access to water and giving them 10-minute breaks in the shade every two hours when the heat index is at least 95 degrees, according to a House staff analysis.
Supporters of the bill, including groups such as the Florida Chamber of Commerce and Associated Industries of Florida, said it would prevent a patchwork of regulations and that employers already face require -
ments to protect workers from heat-related injuries. But opponents said workers need additional protections as they earn livings in Florida’s sometimes-stifling heat.
The federal government does not have specific standards for hazardous heat conditions, but OSHA can take action against businesses through what is known as a “general duty clause” of a workplace-safety law, according to a background document posted Tuesday on the agency’s website. The proposed rule seeks to provide specific standards.
“OSHA’s efforts to protect employees from hazardous heat conditions using the general duty clause, although important, have limitations leaving many workers vulnerable to heat-related hazards,” the 437-page background document said.
The proposed rule, in part, would require employers to develop plans to prevent heat-related illnesses or injuries and monitor heat conditions.
When conditions reach what is described as an “initial heat trigger,” such as a heat index of 80 degrees, employers would be required to take steps including providing cool drinking water and break areas. When conditions reach a “high heat trigger,” such as a heat index of 90 degrees, they would be required to take steps such as providing mandatory rest breaks of 15 minutes every two hours.
If the proposed rule is ultimately approved, it would apply to about 36 million workers in outdoor and indoor workplaces, according to OSHA. The proposal will be published in the Federal Register, starting a public-comment period before the agency could finalize a rule.
OSHA last week announced it had cited Guerrero Ag LLC, an Arcadia-based labor contractor, after a 41-year-old worker collapsed in December 2023 while harvesting oranges. The worker, who died after being hospitalized, had symptoms consistent with a heat stroke, the agency said in a news release.
ABORTION ‘STATEMENT’ GETS ANOTHER LOOK

A state panel Monday waded back into questions about possible financial effects of a proposed constitutional amendment on abortion rights, with amendment opponents warning the measure would lead to costly litigation if it passes in November.
The panel, known as the Financial Impact Estimating Conference, spent more than five hours discussing how — or if — approval of the amendment could affect such things as education and health-care budgets. The panel will meet again July 8 to try to agree on a “financial impact statement,” which would appear on the ballot with the proposed constitutional amendment.
The ballot proposal, Amendment 4, seeks to enshrine abortion rights in the state Constitution. It says, in part, that no “law shall prohibit, penalize, delay, or restrict abortion before viability or when necessary to protect the patient’s health, as determined by the patient’s healthcare provider.”
Financial impact statements usually draw little attention, but the statement for the abortion measure has spurred a court fight. The Financial Impact Estimating Conference approved a statement for the proposal in November, but that was before the Florida Supreme Court on April 1 issued a ruling that allowed a six-week abortion limit to take effect.
Floridians Protecting Freedom, a political committee leading efforts to pass the constitutional amendment, filed a lawsuit arguing that the November statement needed to be revised after the Supreme Court ruling.
While the case remains pending at the 1st District Court of Appeal, the estimating conference Monday discussed possible revisions to the statement. Panel member Chris Spencer, who represented Gov. Ron DeSantis, and groups opposing the amendment repeatedly pointed to potential litigation costs if the amendment passes.
As examples, they said they would expect lawsuits about how to define “healthcare provider” under the amendment and how the measure would affect a current law that requires parental consent before minors can have abortions.
Jason Gonzalez, an attorney for Protect Women Florida Action, an opponent of the amendment, said the measure could lead to more litigation than a 2016 constitutional amendment that allowed medical marijuana
REINSURANCE PICTURE IMPROVES FOR FLORIDA

As Florida gets ready to enter the thick of hurricane season, property insurers have seen improvements in the market for reinsurance — critical backup coverage that helps drive how much homeowners pay in premiums.
Now, it’s a waiting game as forecasters expect a busy, and potentially costly, season.
New reports by the reinsurance brokers Aon and Gallagher Re said Florida property insurers found better prices and more availability when purchasing reinsurance coverage that took effect June 1 and Monday.
“Following several years of significant reinsurance rate increases, relatively low catastrophe activity and improved results for both insurers and reinsurers, many of Florida’s insurers experienced rate reductions at mid-year for the first time in three years,” the Aon report, released Monday, said.
Similarly, the Gallagher Re report, posted last week, said: “Following three consecutive years of double-digit risk adjusted rate increases, Florida’s reinsurance market was overdue for a pause in 2024. For the most part, this is what looks to have been delivered at the 6.1 (June 1) renewal, with risk-adjusted rates on most programs either flat, or down by up to 10%.”
But the reports also suggested the reinsurance market started to have what Aon described as hurricane season “jitters” as a series of forecasts were released this spring predicting an extremely active storm season. The reports said the ominous forecasts led to higher prices and less availability of coverage for later reinsurance purchases.
“The next few months will be critical to the outlook for (reinsurance) renewals in 2025,” the Aon report said. “One outsized hurricane loss, or a series of U.S. landfalls, this season may yet see a revision to more challenging market conditions.”
Property insurers buy reinsurance and a type of financial instrument known as catastrophe bonds to hedge against risks. Being able to offload a portion of risk is vital for insurers when big storms hit.
While many homeowners might not realize it, the costs of what is known as “risk transfer” get baked into insurance premiums. High costs and tight availability of reinsurance contributed to major property-insurance problems in recent years that resulted in hundreds of thousands of Florida homeowners losing coverage or facing hefty premium increases.
With the insurance market crumbling in May 2022, state lawmakers agreed to spend $2 billion in tax dollars to temporarily provide additional reinsurance coverage to insurers. They later approved a program that effectively offered additional levels, known as “layers,” of reinsurance funded through $1 billion in state tax dollars and premiums paid by insurers.
State and industry officials say the overall insurance market has improved since lawmakers in late 2022 passed a series of changes that included helping shield insurers from costly lawsuits. Nevertheless, the state’s Citizens Property Insurance Corp., which was created as an insurer of last resort, remains by far Florida’s largest carrier, with 1.211 million customers.
Insurers rely on a combination of reinsurance bought in the private market and from the state-run Florida Hurricane Catastrophe Fund, which can provide coverage at a relatively low cost.
The Florida Hurricane Catastrophe Fund, known widely as the Cat Fund, could provide as much as $17 billion in reinsurance coverage this year if needed. But before insurers could tap that money, they would have to pay specified amounts to cover claims. The amounts would vary by insurer, but the maximum amount for the entire industry would be $9.93 billion.
To pay its portion of potential costs, the Cat Fund is projected to have $6.91 billion in builtup cash and another $3.25 billion in borrowed money, according to a May report. It could borrow an additional $6.84 billion if it needed to pay up to the $17 billion coverage limit.

“That will happen, times probably 10, with this amendment,” Gonzalez told the panel. “There are multiple provisions that are undefined. … They will all be litigated. There are terms like viability that are not defined in the amendment, healthcare provider, health of the mother, these things are not defined. They will be litigated endlessly, and it will be of extraordinary cost to the state.”
But Michelle Morton, an American Civil Liberties Union of Florida attorney who represented supporters of the amendment, said the Florida Supreme Court has said potential lawsuit costs should not be included in financial impact statements.
“The court has been very clear, both now and in previous cases, that speculation about future litigation is not within the bounds of the financial impact statement,”
Morton said.
Spencer, who recently was named executive director of the State Board of Administration after serving as DeSantis’ budget chief, acknowledged that it might not be possible to predict how much lawsuits will cost but said “we know it’s not zero.”
Panel member Amy Baker, coordinator of the Legislature’s Office of Economic & Demographic Research, agreed that the amendment would lead to lawsuits but said trying to address it in the statement is “not a slam dunk.”
When the panel drew up the November statement, it was uncertain about whether the six-week abortion limit would take effect. At the time, abortion-rights supporters were challenging a 2022 law that prevented abortions after 15 weeks of pregnancy. The Supreme Court in April upheld that law, also effectively allowing the six-week limit to begin May 1.
The November statement included caveats about the challenge to the abortion restrictions and concluded, “Because there are several possible outcomes related to this litigation that differ widely in their effects, the impact of the proposed amendment on state and local government revenues and costs, if any, cannot be determined.”
An estimating conference analysis, however, indicated it is “probable” that the amendment would lead to cost savings in criminal-justice, education and healthand-human services programs. Among the factors is that the amendment would reduce the birth rate in the state.
RIVERA CAMPAIGN FINANCE RULING REJECTED

A federal appeals court Monday tossed out a ruling that would have led to former Florida Congressman David Rivera getting hit with a $456,000 fine in a case involving alleged campaign-finance violations.
A three-judge panel of the 11th U.S. Circuit Court of Appeals said a district judge improperly granted summary judgment to the Federal Election Commission in the case, which involves allegations that Rivera, a Republican, secretly funneled money to try to undermine a Democratic rival in 2012.
The panel said U.S. District Judge Marcia Cooke, who died last year, did not properly take into account testimony from Rivera and that “issues of fact” remain in the case. Granting summary judgment shortcircuited a potential jury trial. The panel Monday sent the case back to district court for further proceedings.
The long-running case stems from Rivera’s 2012 campaign for re-election to Congress. Rivera, of Miami, faced a challenge from Democrat Joe Garcia and was alleged to have provided money to help Justin Sternad, a candidate in the Democratic primary. Garcia ultimately won the primary and defeated Rivera.
The Federal Election Commission alleged that Rivera, who also is a former member of the Florida House, violated a law that bars contributions made in the names of other people.
In the summary judgment, issued in 2021, Cooke wrote that “Rivera initiated the scheme when he met with his associate, Ana Sol Alliegro and directed her to approach Sternad with an offer to provide financial support to his primary campaign. Alliegro did so, and Sternad accepted the offer. At Rivera’s supposed direction, Alliegro then spent the next few months acting as an intermediary, transmitting funds to Sternad, the Ster-
nad (political) committee and the vendors providing services to that committee.”
Cooke refuted Rivera’s arguments that testimony by Alliegro should be rejected and pointed to testimony from other people, including Sternad.
“Accordingly, the testimonial evidence in this case establishes that Rivera orchestrated a scheme in which he made unlawful contributions in the name of another to the Sternad campaign for the purpose of undermining Joe Garcia’s campaign,” Cooke wrote. “Rivera accomplished this by using Alliegro and other third parties to make cash payments on behalf of the Sternad campaign. Additionally, the uncontested testimonial evidence adduced in this case shows that Rivera directed Sternad to file false reports with the FEC.”
But Monday’s decision said Rivera argued that the district judge “erred in granting summary judgment because there was a genuine issue of material fact regarding questions that should be resolved by a jury.”
The panel found that Cooke “improperly discounted” testimony that Rivera gave in 2020 in a deposition and affidavits.
“Seeing that the heart of this dispute concerns whether Rivera made contributions in the name of others to Sternad’s campaign, we find the denials in the deposition and affidavits significant,” said the panel decision, shared by Judges Charles Wilson, Robert Luck and Barbara Lagoa. “The district court’s ruling, considering this evidence, runs contrary to the instructions provided (in a court rule), which state that summary judgment may only be granted where there is no genuine dispute as to any material fact.”
The panel also vacated a $456,000 fine that Cooke imposed against Rivera. A court docket indicates that the case has been reassigned at the lower court to U.S. District Judge Aileen Cannon.
