PENSACOLA MARDI GRAS PARADES, PARTIES & BALLS

It’s Mardi Gras season once again, and while New Orleans is typically considered to be the epicenter of this festive pre-Lenten celebration, our neighbors in Mobile were actually the first to host Mardi Gras (aka “Fat Tuesday”) in the United States. The tradition originally dates back to the French settlers who founded Mobile in 1702, a decade and a half before New Orleans existed. Today, Mobile’s Mardi Gras season, the oldest in America, stretches for months, kicking off in November with festive balls, krewe events and more. community saw all the fun being had in Mobile, and decided to host their own Mardi Gras. Now, more than a century later, the Pensacola Mardi Gras Grand Parade serves as one of the largest celebrations along the Gulf Coast, drawing some 6,000 participants and nearly 100,000 spectators each year.

The Pensacola Mardi Gras season officially kicks off on the first Saturday in January with a festive street party hosted along downtown’s historic Palafox Place, complete with a reverse parade and plenty of colorful krewe members. The season runs through Fat Tuesday, with tons of festive celebrations and parades occurring

non-stop throughout the city.

“The energy among Pensacola’s 90 plus Mardi Gras Krewes is higher than ever. That energy is translating into a growing community that is energized and excited for the 2023 Mardi Gras Season,” Pensacola Mardi Gras President Danny Zimmern said. “Balls, parades and special events centered around Mardi Gras have had record attendance so far this year and we can’t wait to celebrate the rest of the 2023 season.”

Unlike many other parades, our local Mardi Gras boasts a more welcoming and familyfriendly environment. While Pensacola Mardi Gras Inc. acts as a central hub and sponsors some of the season’s biggest events, it takes a village to make Mardi Gras happen. Pensacola is home to more than 100 krewes — social groups that form to celebrate the season — that help organize and participate in the annual parades. Pensacola’s Mardi Gras krewes have membership bases ranging from a handful of people to hundreds. A number of local businesses and organizations also support and take part in the Mardi Gras festivities by sponsoring, volunteering or hosting events throughout the season.

So, for those who thought Mardi Gras was something that was only celebrated in

New Orleans, you’re in for a treat because nobody does Mardi Gras quite like we do in Pensacola.

PENSACOLA PARADES & EVENTS

Krewe of Lafitte Illuminated Mardi Gras Parade

When: February 17 @ 7:30 pm

Where: Downtown Pensacola

The first parade is the Krewe of Lafitte Illuminated Mardi Gras Parade. This parade is extra special since it is hosted at night which allows the floats to be lit up.

This family-friendly event starts at 7:30 pm and goes on for a few hours. Paradegoers can catch candy, beads, toys, stuffed animals, bouncy balls, local swag and, of course, lots of Moon Pies. For more information, visit pensacolamardigras.com.

Pensacola Grand Mardi

Gras Parade

When: February 18 @ 2 pm

Where: Downtown Pensacola

The Pensacola Grand Mardi Gras parade draws in tens of thousands of people and is one of the biggest parades of the year. This parade has hundreds of floats and tends to last about four hours, so be sure to arrive early to claim your spot. For more parade details, visit pensacolamardigras.com.

Pensacola Beach Krewe of Wrecks Parade

When: February 19 from 2 pm to 11:30 pm

Where: Pensacola Beach

The Krewe of Wrecks Parade serves as the last parade of the season and it’s held on Pensacola Beach. This is a smaller-scale parade that first happened in 1980. The parade starts off at Avenida 10 and Via de Luna, runs west and then disbands at the Gulfside Pavilion in the Casino Beach parking lot. Pensacola Mardi Gras Fat

Tuesday Celebration

When: February 21 from 11 am to midnight

Where: Seville Quarter, downtown Pensacola

Pensacola Mardi Gras, local Krewes and Seville Quarter have teamed up to host a special French Quarter Fat

Tuesday Celebration February 21 at Seville Quarter in downtown Pensacola. This Big Easy-style Mardi Gras festival will feature a crawfish boil, Cajun food trucks, king cake and beignets, musical entertainment and dancing.

The event will kick-off at 11 am with The Priscus Celebration, a longtime Pensacola Mardi Gras tradition. The celebration will include a Jazz Royalty Brunch with a special Mardi Gras-themed menu, a bloody mary bar and famous crawfish boil. Local Mardi Gras krewes will transform each of the rooms inside the historic complex into the French Quarter for the day.

At 2 pm, Krewe Royalty and elected officials will be on-hand to join in the festivities as Seville Quarter is taken over and turned into the French Quarter. At 5 pm, Pensacola Mardi Gras krewes will come together for a celebration featuring live entertainment. The coronation of a new King and Queen of Priscus for 2024 will also take place, along with a special Mardi Gras Drag Show and awards ceremony presented by President of Pensacola Mardi Gras, Danny Zimmern. The fascinating and unique results from Japanese-style wood-fire kilns have been appearing in ceramics articles since the 1980s, and around the year 2000, wood-fired ceramics sparked the interest of many potters in the Gulf Coast. After learning that there were no wood-fire kilns available to the public within a 12-hour radius of the Escambia-Santa Rosa County area, Brenda, Marty and Jason Stokes, co-owners of Holley Hill Pottery in Navarre, along with the original members, formed the Gulf Coast Kiln Walk (GCKW) Society as a 501(c)(3) nonprofit in 2001.

The society is dedicated to the history, preservation and promotion of the woodfueled ceramic arts, and it strives to build a sense of community through clay related activities—to bring individuals of all ages together to celebrate the ceramic arts heritage and pass it on to future generations. The GCKW brings visitors, beginners, experienced potters and the like through history as they learn how to fire pottery in the society’s two significant kilns, as the name “Kiln Walk” suggests.

In August 2004, Don Reitz, a wellrespected wood-fire artist from Arizona, and his former assistant and now Indiana University Southeast professor, Brian Harper, completed the design and build of a 32-foot anagama-style kiln with the help of volunteers and the Santa Rosa County Sheriff’s Department. The kiln was fired for the first time in December of 2005.

Anagama kilns have to be loaded from the back to front and, in Japanese tradition, the kiln takes four days to load and can fit more than 800 pottery pieces at a time. Then, six to 12 people must monitor the kiln for 24 hours per day for six days. The kiln must slowly cool for 12 days before it can be reopened.

“It’s a time-consuming process,” Jason Stokes, GCKW Kiln Tech and son of Marty and Brenda Stokes, said. “Every little pot has to be placed exactly how you want it in the kiln because every pot affects the one behind and in front of it. It’s a very delicate and slow dance through the five-day process.”

In 2006, another wood-fire kiln from the 1940s was constructed on the Kiln Walk property. Their historical “Ralph Howard Phillips” Kiln is a working modified “southern groundhog” kiln found in Jay, Florida. After getting permission from the landowners to disassemble the kiln, the society was able to carefully document the kiln and safely move it to the GCKW site. As of today, it is the only kiln of its kind in the state.

To rebuild the kiln, the Stokes family and many society members used new fire brick on the inside and the original red brick inside the firebox and on the exterior of the kiln. These kilns can reach temperatures up to 2,500 °F, so had they continued to use the original brick, it would have slowly melted down to nothing. The project was finished in the spring of 2008 and prepared for its “inaugural” firing in February 2009.

The GCKW Society fires its two kilns once a year in conjunction with the annual WoodStoke Pottery and Kiln Festival, which is held on the second Saturday in February. Nearly 50 potters from all over the southeast United States participate in the month-long activities on the GCKW grounds, such as workshops and educational activities that happen before, during and after the festival. Today, more than one thousand visitors come to partake in the festivities.

Chris Gustin, a world-renowned studio ceramicist, an emeritus professor at the University of Massachusetts and the GCKW’s designated “wood-kiln whisperer,” as the Stokes family deemed him, helped to alter

the anagama kiln. Since then, he has worked closely with the society and is now the WoodStoke Festival’s featured artist for both 2022 and 2023.

Gustin has been surrounded by the ceramic arts his entire life, as his parents managed and co-owned several commercial ceramic factories in Los Angeles. He dropped out of school to work in, and eventually run, one of these factories.

His parents dabbled in collecting ceramics and other handmade wares, so Gustin grew up in a space where ceramics were celebrated. When he was around 20 years old, Gustin left the manufacturing arena and went to the Kansas City Art Institute to study studio ceramics for his undergraduate degree. He then got his graduate degree at Alfred University.

Gustin loved the studio aspect of making pots. He set up his first studio in Guilford, Connecticut, then after five years, left to teach in New York, and then Boston. After being a combination of a teacher and studio artist, Gustin moved to Massachusetts and bought a chicken farm that he renovated into a state of the art studio.

“I got into clay one way and then found another way, and so I started showing and selling my work—and ended up showing in New York—and the career kind of took off,” Gustin said.

Gustin has known about the GCKW for years because of the society’s notable firing workshops. Artists from around the world— Gustin included—have come to lead workshops and use the society’s iconic wood-fire kilns. Gustin was in Bailey, North Carolina for another wood-fired kiln festival where he met Jason Stokes, who invited Gustin to come down to the facility and see the kilns firsthand.

Since getting involved with the society, Gustin has started to help the GCKW develop a space that supports the arts and community, where different constituencies can come and use clay to not only learn about ceramics, but also create their own communities of support.

“From a community point of view, you guys have a diamond in the rough there. I don’t know how many people know about it, but it is a really special place and it is accessible. They [GCKW] do workshops, they do programs, they do these firings and of course they have these plans for a much bigger footprint,” Gustin said.

Brenda Stokes and the other members of the GCKW Society are working to construct a multi-use “Historical Working Center” to provide space for educational workshops and research. There will also be a gallery area to display wood-fired ceramic art and historical artifacts. The center will bring education, artistic expression and art appreciation to one location for potters and visitors alike.

“This center will not only be an introduction to what people can learn at the universities, but it will also be a support center for people like my son [Jason Stokes] that come here and need a place to fire,” said Brenda Stokes. “At the same time, famous artists can come here to mentor the lower-level potters.”

Following-up with their mission, the GCKW strives to educate people about the ceramic history and be a support center for potters everywhere.

“I’ve seen lives change radically for the better by creating communities that people can go to where they feel safe and supported, and the GCKW is one of those places,” Gustin said.

The Pensacola Children’s Chorus (PCC) is a non-profit, community-based arts education program which uses music and performance to inspire and nurture a new generation of young leaders. Escambia County Area Transit is proud to announce the arrival of three new Gillig buses and building enhancements to the Rosa L. Parks Transit Complex. The new buses and building enhancements were announced during the “STEP Into Transit” event on Feb. 7. ECAT also promoted the Student Transit Empowerment Pass, a bus pass that allows youth in grades K-12 to ride the bus for free during the school year.

The three new 2022 Gillig buses are the first buses to be added to the fleet since 2014. Equipped with seated capacity for 23 riders and additional hand straps for riders to safely stand, each bus is Wi-Fi ready, contains automatic passenger counters, and can accommodate two wheelchairs and two bicycles.

During the event, Escambia County Mass Transit Director Rodriques Kimbrough and District 3 Commissioner and Chairman Lumon May spoke about the future of mass transit and the role ECAT plays in benefitting the community.

“My goal as the mass transit director is to ensure ECAT continues to drive towards excellence,” said Kimbrough. “Escambia County Area Transit had not purchased buses

like these in over a decade. Adding these buses to our fleet is vital to myself and the citizens of Escambia County. This is just the beginning of the future of mass transit.”

“I want to thank our entire staff for their hard work and commitment to bettering our community,” said Commissioner May. “The greatest investment we can make is in human capital. Today is another investment in human capital; by offering the STEP pass and new buses, we are investing in our children. Our children are the future and the greatest resource we have. By doing this, we ensure that every child gets a chance to get to a safe destination.”

SERGEANT WILLIAM HALLFORD RECEIVES FEBRUARY 2023

EMPLOYEE OF THE MONTH

The Escambia County Board of County Commissioners is pleased to recognize Sergeant William Hallford of the Corrections department as the February 2023 Employee of the Month. The board recognized Sergeant Halford’s selection at the Feb. 2 BCC meeting.

Sergeant Hallford began his career with Escambia County on July 29, 2013. In June 2015, he joined the Tactical Response Team and was appointed to K-9 Officer in February 2020. He was the first K-9 Officer selected for the position at the jail and since then, has worked hard to develop and promote the K-9 program at the Escambia County Correctional Facility.

Later that year, in March, he became certified in narcotics detection and evidence recovery through the United States Police

Canine Association. In addition to his role with Escambia County Corrections, Sergeant Hallford regularly supports law enforcement officials and has assisted in recovering countless amounts of contraband.

“Sergeant Hallford’s skills and dedication have proven to be a valuable asset in keeping Escambia County citizens safe,” said Corrections Director Rich Powell. “He is one of many fine and outstanding men and women we have at Escambia County Corrections. I am proud to recognize him as the Employee of the Month and honor his commitment to serving our community.”

The Escambia County Board of County Commissioners commends and congratulates Sergeant Hallford on his selection as the February Employee of the Month.

JUSTICES QUESTION APPROVAL OF FPL RATES

TALLAHASSEE — State Supreme Court justices Wednesday questioned whether regulators adequately justified the approval of a settlement that increased base electric rates for Florida Power & Light.

The Supreme Court heard arguments in two challenges to the Florida Public Service Commission’s approval in late 2021 of the four-year settlement, which began increasing FPL customers’ rates last year.

FPL reached the settlement with the state Office of Public Counsel, which represents consumers in utility issues, and other parties including the Florida Retail Federation, the Florida Industrial Power Users Group and the Southern Alliance for Clean Energy.

But groups that were not part of the settlement filed legal challenges, arguing that it was not in the “public interest” and contending that some parts of the agreement violated state law.

During Wednesday’s hearing, Chief Justice Carlos Muniz and other justices questioned whether the Public Service Commission should have done more to justify approval of the settlement. Muniz also appeared to question whether it was a true settlement, as some parties were not included.

Muniz said that “at the end of the day, the PSC has the responsibility to set the rates.”

“The PSC can’t delegate to these (settling) parties just the responsibility to decide what’s in the public interest,” Muniz said in questioning commission attorney Douglas Sunshine. “So you still have the same obligations you would have had in the absence of a settlement agreement.”

As an example, Muniz and Justice John Couriel said the commission’s final order approving the settlement did not detail expansion of an FPL program known as SolarTogether. That program drew objections from parties that were not included in the settlement.

The program involves some customers paying more on their electric bills to help finance solar projects and then getting credits that result in a payback. Critics contend the program is unfair to other customers who don’t take part — a contention that FPL disputes.

“There’s no explanation whatsoever for the PSC’s thinking on how it got to approving this,” Muniz said. “From a judicial review perspective and from a matter of the PSC

complying with its obligations, how can the order not address the major issues that are in dispute in a way that allows us to kind of have a window into what the rational process was that led to the finding that it was in the public interest?”

“I would submit that the commission’s final order … lays out all of the aspects that it found in the settlement agreement and provided the analysis that is within the final order,” Sunshine responded.

“But the chief (justice) is right, isn’t he, that the final order doesn’t talk about SolarTogether at all. Right? You concede that?” Couriel replied.

“I concede that,” Sunshine said. “But again, the parties, the signatories to the settlement agreement, they negotiated this document, and there’s a give and take in that process.”

Later, Daniel Nordby, an attorney for FPL, said the SolarTogether part of the settlement was a “change in magnitude, rather than a change in kind from the way that the pre-existing SolarTogether program was structured.”

“What the commission was considering with SolarTogether in the context of this expansion proposed here was not the underlying authority to approve the program. Because that had been done in a prior order in 2020 that was not challenged,” Nordby said. “The commission was considering simply whether this expansion was fair, just and reasonable and in the public interest.”

The Supreme Court typically takes months to issue rulings after hearing arguments.

The group Floridians Against Increased Rates and a coalition of three other organizations, Florida Rising, the Environmental Confederation of Southwest Florida and the League of United Latin American Citizens of Florida filed the challenges at the Supreme Court. The cases were later consolidated.

Base-rate issues are closely watched, as they involve billions of dollars, make up large portions of customers’ monthly bills and help determine how much profit that utilities can earn.

FPL filed a base-rate proposal in early 2021 and ultimately reached the settlement, which includes numerous issues. After approval by the commission, the settlement led to a $692 million rate increase in January 2022 and another $560 million hike that took effect last month. The settlement also will allow increases in 2024 and 2025 to pay for solar-energy projects that are not part of the SolarTogether program.

DESANTIS WANTS TO EXPAND STATE GUARD

TALLAHASSEE — The recently revived Florida State Guard would more than triple in size and add aviation and maritime equipment, with funding going from $10 million to more than $95 million, under Gov. Ron DeSantis’ proposed budget.

DeSantis last year pushed to reactivate the volunteer state guard to assist the Florida National Guard during emergencies. The state guard was set up during World War II to replace Florida National Guard members who were deployed abroad. It went inactive in 1947 but remained in state law.

Chris Spencer, DeSantis’ director of policy and budget, told members of the Senate Appropriations Committee on Tuesday that an expanded state guard is needed to help an overtaxed Florida National Guard.

“Our national guardsmen have a much longer, much more frequent schedule of activations because of our emergencies than other states that have more national guardsmen,” Spencer said while giving a budget overview, “That’s a big burden on the families of national guardsmen and it’s a big burden on the national guardsmen themselves. It’s a factor in the challenges that we’re having in recruiting national guardsmen in Florida.”

With approximately 12,000 Florida soldiers and airmen, Spencer added some members of the National Guard are deployed in non-emergencies, with about 400 working in state prisons.

Meanwhile, the DeSantis administration is proposing to increase the size of the state guard from 400 to 1,500 members. Spencer said the goal is to have the state guard fully operational by the July 1 start of the upcoming fiscal year.

Sen. Bobby Powell, a West Palm Beach Democrat who questioned Spencer on the state guard’s proposed funding, said after the meeting he would like more information on the plans.

“I’m just interested to know, is there something we don’t know about, as regular people, that we’re missing, that we need to add from 400 to 1,500 (with the) state guard,” Powell said. “There is a lot of conversation centered on what is happening in Washington, D.C. Is Florida, are we a part of the nation?”

The budget for the current fiscal year included $10 million to reactivate the state guard and cover the costs of six positions.

As part of an overall $114.8 billion budget he proposed last week for the 20232024 fiscal year, DeSantis is asking lawmakers for $1.3 million to expand the salaried positions to 10; $50 million for aviation equipment; $3 million for maritime equipment; $22 million for storage facilities; and $19 million for training and protective equipment.

Last June, DeSantis said more than 1,200 people applied for the guard’s 400 positions.

As part of recruitment efforts for the Florida National Guard, DeSantis has proposed $1,000 bonuses for new recruits and guardsmen who renew contracts.

Spencer said similar recruitment bonus incentives are not on the table for the state guard.

“If we don’t hit our 400 and if we think it’s going to be a challenge to hit our 1,500, we may come back and ask for support from the Legislature for an incentive plan next year,” Spencer said. “But as of right now, we feel pretty strong there’s going to be a lot of interest in joining, and hitting that number should not be a challenge.”

TALLAHASSEE — A proposal that would allow Floridians to carry concealed firearms without licenses began moving through the state House on Tuesday, as a debate emerged about whether the bill lives up to the “constitutional carry” label given by supporters.

The House Constitutional Rights, Rule of Law, & Government Operations Subcommittee voted 10-5 along party lines to approve the measure, after an at-times tense threehour meeting.

The bill (HB 543) would eliminate a concealed-weapons licensing process that includes people undergoing criminal background checks and completing firearmstraining courses. Under the proposal, people with concealed firearms would need to carry valid identification and “must display such identification upon demand by a law enforcement officer.”

The majority of more than 100 people who testified or signed up to testify about the measure Tuesday opposed the bill — with numerous gun-rights supporters criticizing it for not going far enough. They urged lawmakers to allow what’s known as open carry, meaning firearms would not have to be concealed. Many said the bill’s “constitutional carry” moniker was a misnomer.

Chris Rose II of Gainesville described the measure as watered down and expressed frustration at what he characterized as a promise that was not delivered.

“This bill is not constitutional carry. This bill is not close to constitutional carry. This bill is not what the other half of the country has, and I am fed up with being a secondclass citizen to those folks,” Rose told the panel.

Democratic lawmakers heavily criticized the bill as it would eliminate the firearms-training requirement. Rep. Dotie Joseph, D-North Miami, proposed adding

ELECTIONS PROSECUTION BILL GETS OK

In a party-line vote, a Senate committee Tuesday approved a proposal that would broaden the statewide prosecutor’s power to investigate alleged election crimes. The Republicancontrolled Senate Fiscal Policy Committee voted 14-6 to approve the bill (SB 4-B), which is part of a special legislative session that started Monday. The bill is rooted in the high-profile arrests in August of 20 people on allegations that they cast ballots while being ineligible to vote. The Office of Statewide Prosecutor charged the defendants, who were alleged to be ineligible because of previous felony convictions. But judges dismissed

various training requirements to the measure, but the Republican-dominated panel rejected all amendments sought by Democrats.

“It makes no sense that people have to pass an exam to drive a vehicle but not to own a gun,” Joseph said.

But Pinellas County Sheriff Bob Gualtieri, who spoke in favor of the bill on behalf of the Florida Sheriffs Association, said current training requirements tied to the licensing process are “meaningless.”

“The training that people get today is really meaningless training. It’s this online course for about 30 minutes, and that’s what you get,” Gualtieri said.

Gualtieri said the bill would not change current prohibitions on where people can carry concealed weapons, such as at schools and polling places, and said the bill “protects people’s right to protect themselves.”

Several groups that support gun-control measures warned the bill would make Florida less safe.

“The licensing process that this bill is trying to take away is a vital part of making sure that guns are kept out of the hands of folks that would misuse them,” said Alyssa Akbar of the organization March for Our Lives, which was formed after the 2018 mass shooting at Marjory Stoneman Douglas High School in Parkland.

But Bill sponsor Chuck Brannan, R-Macclenny, described the proposal as simply removing the requirement that gun owners seek the government’s permission to carry firearms.

“If you’ve ever gotten a concealed-weapons permit, it certainly is not extensive training. So I think the differences are going to be negligible after this bill,” Brannan said.

The bill, filed for the legislative session that will start March 7, appears to be on a fast track in the House. It now needs approval only from the Judiciary Committee before it can go to the House floor. The Senate does not have a similar bill.
