The owners of one of Pensacola’s most beloved taco spots, Tacos Mexicanos, have worked their culinary magic launching yet another restaurant in downtown Pensacola—Gaby’s Taqueria.
Husband and wife duo Gabriel Hernandez and Gabriela Ramirez are the creatives and chefs behind the new white and baby pink establishment located at 104 E Gregory Street. If you have been on that side of town recently, you have likely seen the spot’s fun retro signage and bright patio decor, as well as caught a whiff of the freshly grilled meats, veggies and spices wafting through the air.
This duo of seasoned restaurateurs officially opened Gaby’s in late November and the location has been bustling ever since. When starting up a new restaurant, the couple sought the help of local entrepreneur Rafael “Raf” Simpson. They partnered with Simpson to create Artisan Restaurant Group (ARG), a new Pensacolabased restaurant company.
“We came together with a new strategic partner, Rafael “Raf” Simpson, to create ARG. The intent with ARG is to bring fresh new things to the area, meaning that we’ll be testing new concepts with different brands right here. Raf and I, along with other co-owners, want to be part of Pensacola’s future; we see big potential here,” Hernandez said.
ARG is a family-office backed restaurant company that is actively investing in exciting restaurant themes and locations throughout the Gulf Coast of Florida. The group currently includes restaurants such as Tacos Mexicanos, Gaby’s and a not-yet-opened pizza restaurant, whose location has not been disclosed, called Saturday’s Pizza.
ARG is fronted by Simpson and Hernandez, both of whom have years of management experience. “ARG is the coming together of two visions: Raf bringing in a lot of design-oriented concept development, and myself bringing in the operational know-how and team to make it all happen,” Hernandez explained.
The restaurant group has been able to provide Pensacola with a fresh new experience. Though there are several restaurants in the city that dish up delicious tacos, none have quite the same vibe as Gaby’s. Gaby’s is even far different from Tacos Mexicanos, despite the two restaurants serving a similar style of cuisine and being owned and operated by the same people.
“Gaby’s definitely brings a very fresh feel both in ambiance and food. The best move was definitely to go with something fresh and not messing with what already works well at Tacos Mexicanos. In the end, Gaby’s and Tacos Mexicanos should be great neighbors,” Hernandez said.

It is not everyday that you find authentic tacos being served out of a bright white and baby pink building. The eatery’s ambience and atmosphere is cute and clean, with
shade of baby pink. These design elements were envisioned and brought to life by Simpson’s wife and Pensacola-native, Lauren Bakarian.
The menu at Gaby’s features a variety of California-style Mexican food. They serve tacos featuring a variety of meats, burritos, bowls, and sides including a tasty Mexican corn salad called esquite, queso, freshly-made guacamole and more. The restaurant also serves breakfast all day long for those craving a bit of breakfast for dinner.

The Escambia County Board of County Commissioners is seeking Escambia County residents interested in volunteering to be considered for an at-large appointment to the Escambia County Planning Board.
At-large members serve a two-year term of office and attend one meeting per month (generally the first Tuesday of the month). Meetings are generally from 8:30 a.m. to no later than noon; however, occasionally may go beyond noon depending upon the agenda. No travel is involved unless the Planning Board members decide to view a particular property for informational purposes. Financial disclosure is required.

About The Escambia County Planning Board
This board was established by the Board of County Commissioners through adoption of Escambia County Ordinance No. 88-15. Ordinance 20049, adopted 02-05-2004, made changes as stated: Pursuant to, and in accordance with, F.S. 163.3174 and section 2.01 of the Escambia County Comprehensive Plan. The Planning Board is established as the local planning agency of Escambia County for the purposes established by Florida statutes and additionally prescribed in the Land Development Code. Accordingly, Planning Board members shall be informed and knowledgeable of the current conditions and development of the county. Board members shall also be familiar with county land development regulations, contemporary planning practices and the rules of quasi-judicial proceedings. The board shall take action on all matters according to the requirements of the LDC, other applicable county ordinances and state regulations as may be initiated by the board itself, the County Administrator or the BCC. The Planning Board has the authority and duty for:
(1) Comprehensive planning. Prepare the Escambia County Comprehensive Plan or plan amendments, hold public hearings on the proposals and make recommendations to the BCC regarding adoption. Additionally, monitor and oversee the status and effectiveness of plan implementation and recommend to the BCC any plan changes as maybe necessary.
(2) Land development regulation. Hold public hearings to review all proposed text amendments to the LDC and make recommendations to the BCC regarding approval, particularly as to consistency with the Comprehensive Plan and other provisions of the LDC.
(3) Quasi-judicial hearings. Hold quasi-judicial public hearings on proposed zoning map amendments (rezoning), vested rights and planned unit developments, to review the established record of evidence in support of LDC criteria and make recommenda -

tions to the BCC regarding approval, particularly as to consistency with the Comprehensive Plan and LDC.
Membership
(1) Appointment. Each of the five county commissioners shall appoint one member, and the BCC as a whole shall appoint two “at large” members. All seven will be voting members and must be approved by a majority vote of the BCC. The Escambia County School Board shall appoint one ex officio member and the commanding officers of NAS Pensacola and NAS Whiting Field shall jointly appoint a second ex officio member. These two nonvoting members will provide the school district and military installations with the representation prescribed by Florida Statutes and interlocal agreement.
(2) Qualification. All appointees of the BCC must reside within Escambia County and none shall be a paid or elected employee of the county. All persons seeking appointment shall furnish a resume or curriculum vitae to the County Administrator and BCC demonstrating their qualifications to serve.
(3) Terms of service. Each member appointed by an individual commissioner shall serve a four-year term concurrent with their appointing commissioner, and the two at large members shall serve two-year staggered terms. The school board and Navy representatives shall serve until replacement by their respective appointing authorities.
(4) Removal and replacement. Any member appointed by an individual commissioner may be removed from office during his term by that commissioner, and any at large member may be removed by a majority vote of the BCC. Any voting member absent from four or more meetings within a 12-month period shall be removed by the BCC unless the absences are reported by the Planning Board chair as beyond the control of the absentee. The school board and Navy may replace their appointed representatives at any time and for any reason they determine appropriate. Any vacancy occurring during an unexpired term of a member shall be filled for the balance of the term according to the appointment and qualifications provisions applicable to that member.
(5) Officers. The voting members shall elect a chair and vice-chair from among themselves. Terms of the offices shall be for two years, with eligibility for reelection.
Meetings
(1) The board shall hold regular meetings for the consideration of business. Special meetings may also be held as the members may determine necessary, or at the call of the chair or planning official. All meetings shall be public and adhere to Florida Sunshine Law requirements.
(2) Quorum and vote. At least four of the seven voting members must be present to hold a meeting, and a majority vote of those present is required for any official action to be taken at the meeting.
(3) Procedure. The Planning Board shall follow its adopted rules of procedure for the transaction of its business consistent with the compliance review processes of the LDC and any other applicable county or state requirements. Any questions of order or procedure not covered by these rules shall be decided according to the latest edition of Robert’s Rules of Order, as applicable.

ANDREW TUTTEN RECEIVES 2022 EMPLOYEE OF THE YEAR
The Escambia County Board of County Commissioners is pleased to announce Andrew Tutten, Network Coordinator in the Information Technology department, as the 2022 Employee of the Year. The board confirmed Andrew’s selection at the Jan. 5 BCC meeting. He was awarded Employee of the Month in August 2022.
Andrew began his career with Escambia County on Feb. 25, 2020. In his role as Network Coordinator, he is responsible for designing, installing and troubleshooting network systems to meet the functional objectives of the Escambia BCC. This includes monitoring all network routers, switches, firewalls and wireless access points that securely connect employees to their files and applications to the internet. Andrew is also responsible for implementing and maintaining network management software, researching, analyzing, and implementing software patches or hardware changes to resolve any network deficiencies. Andrew also oversees change management and architectural documentation for the network within the IT department.
In addition, he is a vital member of the cybersecurity team, continually reinforcing security posture by locking down the network and immediately patching vulnerable systems when needed. As part of his role on the cybersecurity team, Andrew serves as the Local Agency Security Officer for the BCC. Currently, he manages the Criminal Justice Information Systems’ technical audit by the Florida Department of Law Enforcement for the Escambia County jail.
Most notably, Andrew led a project to update the BCC’s data network infrastructure, requiring him to re-engineer each county-operated facility. As part of the project, Andrew and his team installed public Wi-Fi in 40 county parks and community centers, including the addition of Palo Alto’s firewall management platform, Panorama. These changes allow IT to manage over 50 firewalls across Escambia County. Andrew was responsible for the operation of the networking system for the SEC Soccer Tournament at Ashton Brosnaham Park in the fall of 2022 and recently assisted the State Attorney’s Office in configuring their network to FDLE.
Andrew holds certifications in Cisco CCNA, Juniper JNCSA and CompTIA Security+. In 2022, he received his Palo Alto Networks Certified Network Security Administrator certification and graduated from Florida’s Certified Public Manager Program.
“Andrew has built a great relationship with his department and is able to assist them in various projects,” said Scott MacDonald, Escambia County Interim IT Director. “He never opposes to working after hours to make network changes and is always searching for solutions to improve and protect our security posture. This acknowledgement is just one of many demonstrating that Andrew is an invaluable asset to our IT department and the citizens of Escambia County.”

ECFR’S YOSHIMI CORE NAMED 2022 VOLUNTEER FIRE OFFICER OF THE YEAR
On Tuesday, Jan. 3, Escambia County Fire Rescue Assistant District Fire Chief Yoshimi Core was named the 2022 Volunteer Fire Officer of the Year by the Florida Fire Chiefs’ Association.
Chief Core began his career with Escambia County Fire Rescue in 2015. Prior to his career with the county, Chief Core joined the U.S. Navy as a firefighter in 1984, serving until his retirement in 2014. His time with the Navy included a three-year stint with the U.S. Navy Blue Angels as a Command Master Chief. Following his naval career, Chief Core worked as a financial advisor for First Command before choosing to follow his father-in-law’s advice to become a firefighter for Escambia County.
“I’m honored to be named the 2022 Volunteer Fire Officer of the Year among all of the other great firefighters out there,” said Chief Core. “There are so many more deserving firefighters than me that set the example, train their juniors and continue learning. At the end of the day, taking care of people will help more people to serve their communities and to help answer the call of volunteer service.”
Since 2022, Chief Core has served as the assistant district fire chief for Escambia County Fire Rescue. Throughout his time with ECFR, he has consistently exhibited dedication and professionalism with his fellow firefighters.
“Chief Core has been instrumental in carrying out his duties as an assistant district chief, but he has also gone above and beyond in many circumstances,” said Deputy Fire Chief Paul Williams. “He has a strong military bearing from his past service with the U.S. Navy and brings that bearing and professionalism to ECFR. Chief Core has been a mentor to many volunteer members and has most recently been working with the training division to enhance training for the department’s volunteer personnel. We are fortunate to have Chief Core as a member of the department and look forward to many years of service to come.”
Chief Core will be honored on Wednesday, Jan. 18, during the opening ceremonies at Fire-Rescue EAST in Daytona Beach, Fla.
When discussing his recent honor, Chief Core offered a few words of advice, “What is the best use of your time right now? Then go do it.”
ESCAMBIA COUNTY RESIDENTS ENCOURAGED TO REVIEW NEW FCC BROADBAND MAP
Escambia County residents are encouraged to validate the accuracy of the Federal Communications Commission’s new national broadband map. The map details where internet service is and is not available across the country, down to the location level. Challenges to the FCC broadband map are due by Friday, Jan. 13. View the map at broadbandmap. fcc.gov/home.
Residents should submit challenges if they notice any inaccuracies such as location or available internet service providers listed for their location. Accurate maps are necessary to identify
communities most in need of funding for high-speed internet infrastructure investments.
Residents without a fixed or mobile broadband connection are especially encouraged to participate. A mobile phone, a friend or family member’s computer, or a public access site can be used to enter a home address, review, and if needed, challenge the FCC’s national broadband map.

DESANTIS PICKS COULD LEAD TO NEW COLLEGE CHANGES

TALLAHASSEE — Gov. Ron DeSantis on Friday appointed six new members to the New College of Florida Board of Trustees in a move that one appointee and conservative ally of DeSantis said is aimed at “recapturing higher education.”
The picks will allow DeSantis to make more of an imprint on the board at the Sarasota liberal-arts college, after the governor in an inauguration address Tuesday targeted “trendy ideology” in higher education.
The new trustees include a senior fellow at a conservative think tank, a dean at a prominent conservative college, a professor at a California college, an Emory University professor, an attorney who is a New College graduate and a founder of a Christian school.
The appointees, Christopher Rufo, Matthew Spalding, Charles Kesler, Mark Bauerlein, Debra Jenks and Eddie Speir, will require confirmation by the Florida Senate. Under state law, university boards of trustees are required to have 13 members, though only 11 were listed Friday on the New College website.
Bryan Griffin, DeSantis’ press secretary, told The News Service of Florida in a statement that the trustee picks have “a firsthand understanding of the Florida education system” that is a “product of their work with us” and the state Department of Education.
In The Daily Caller, a conservative media outlet, DeSantis’ chief of staff, James Uthmeier, was quoted as saying the revamped board could make the school “along the lines of a Hillsdale of the South,” — alluding to Hillsdale College, a Christian college in Michigan that is prominent among conservatives.
Spalding is a professor at Hillsdale and dean of the Van Andel Graduate School of Government at Hillsdale’s Washington, D.C., campus.
When asked by the News Service about how the trustee choices would factor into bringing about the potential changes described by Uthmeier, Griffin pointed to a “skewed focus” at New College.
“The New College of Florida is a public institution with a statutorily stated mission of ‘provid[ing] a quality education.’ Unfortunately, like so many colleges and universities in America, this institution has been completely captured by a political ideology that puts trendy, truth-relative concepts above learning,” Griffin said in a statement.
“In particular, New College of Florida has reached a moment of critical mass, wherein low student enrollment and other financial stresses have emerged from its skewed focus and impractical course offerings,” Griffin said.
The smallest school in Florida’s university system, New College has about 700 students and lists one of its core values as building a “just, diverse, equitable and inclusive community” on campus.
“We seek a balance between recognizing and celebrating difference, respectfully supporting each other’s growth, and ensuring that historically marginalized and oppressed groups are not experiencing trauma and harm,” an online

A Republican senator who oversees environmental spending said this week he wants to continue efforts to shift properties from septic tanks to sewer systems to try to help protect waterways. Sen. Jason Brodeur, a Sanford Republican who chairs the Senate Agriculture, Environment and General Government Appropriations Subcommittee, said a “big focus” will be getting homes and

Critical race theory is based on the premise that racism is embedded in American society.
The choices for the New College board drew criticism from Andrew Gothard, president of the United Faculty of Florida union.
“Like many Floridians who have ties to the New College community, UFF (the United Faculty of Florida) was surprised and disturbed today to see the appointment of six trustees whose only apparent interest in the institution is politically and ideologically motivated,” Gothard said in a statement to the News Service.
Gothard said trustees have a “solemn duty” to act in the best interest of everyone on campuses.
“Promises to upend programs with ideologically driven claims that could not be farther from the truth of what actually occurs in a higher education classroom — these do nothing to improve New College, nor will they draw interested students to a campus where trustees are so at odds with the faculty, the local administration and the truth,” Gothard said.
Rufo, who previously made a public appearance with DeSantis, was described in a news release Friday from DeSantis’ office as having “led the fight against critical race theory in American institutions.”
Rufo is a senior fellow with The Manhattan Institute, a conservative think tank.
“My ambition is to help the new board majority transform New College into a classical liberal arts institution. We are recapturing higher education.” Rufo said in a Twitter post.
Before joining Hillsdale College, Spalding was vice president of American studies at the conservative Heritage Foundation.

TALLAHASSEE — Lawmakers are moving forward with plans that would give the state more control over the Reedy Creek Improvement District, which Gov. Ron DeSantis targeted last year after the Walt Disney Co. criticized a controversial education law.
A notice posted Friday by the Legislature on Osceola County’s website outlined potential changes that might keep the framework of the special district but make a series of changes such as the state dictating who would run the district. Also, the changes would make clear that the district’s debt could not be transferred to nearby local governments, while raising the possibility of a new name for Reedy Creek.
The sprawling district, which covers portions of Orange and Osceola counties, was created for Disney in 1967 and essentially gave the entertainment giant control over issues such as land use, fire protection and wastewater services.
But Disney angered DeSantis last year by publicly opposing a law that restricts instruction about gender identity and sexual orientation in schools. As a result, Republican lawmakers passed a measure to dissolve Reedy Creek and five other special districts across the state.
The bill, however, did not make the dissolutions effective until June 1, 2023, giving time for lawmakers to possibly re-establish the districts and make changes.
Detailed legislation has not been released with proposed changes to Reedy Creek. But DeSantis spokeswoman Taryn Fenske said Friday, “The corporate kingdom has come to an end.”

A federal appeals court Friday upheld the convictions of a South Florida healthcare executive on charges of fraud, illegal kickbacks and money laundering. A three-judge panel of the 11th U.S. Circuit Court of Appeals rejected arguments by Philip Esformes, who was found guilty in 2019 in what federal prosecutors described at the time as the “largest health care fraud scheme charged by the U.S. Justice Department.” Esformes, whose businesses included nursing homes, was accused of defrauding the Medicare and Medicaid programs, according to Friday’s ruling. That included such things as bribing doctors to improperly refer patients to his facilities and billing for unnecessary and expensive medical services. After being convicted, Esformes was sentenced

“Curious how this’ll stop special treatment Disney gets,” Eskamani said. “Seems to me the main goal is to give DeSantis control over a private company.”
Adrian Lukis, a former chief of staff for DeSantis who now works for the Ballard Partners lobbying firm, told Fox News that, “while this will be painful for Disney, I expect businesses throughout the state will be proud of their governor for making it clear that he doesn’t care who you are, or how politically connected you may be — no one gets special treatment in Florida.”
