2022 PENSACOL A STATE COLLEGE DISTINGUISHED ALUMNI ASSOCIATION AWARDS by Morgan Cole

F

ive highly-accomplished Pensacola State College (PSC) alumni, former students and community leaders were honored at the annual PSC Distinguished Alumni Association Awards Gala held Saturday, June 11 in the Jean and Paul Amos Performance Studio at WSRE-TV on the Pensacola campus. From scholarship endowments to organizing fundraising events for scholarships to benefit both current and future students, each of this year’s Distinguished Alumni Association Award recipients have shown continuous support for Pensacola State College. This year’s awards gala kicked off with a special welcome from PSC Alumni and Athletics Executive Director of Development, Hailey Lotz, who thanked guests, sponsors and this year’s award recipients for attending the event and for their continued support of the College. “This event celebrates the achievement of outstanding individuals,” Lotz said. “Tonight is about our heritage and history. We have gathered to recognize greatness and to honor individuals who have shown dedication to a higher purpose.” PSC Alumni Association President, Mr. Lane Harper, provided the opening remarks, and Brent Lane, program director for Cat Country 98.7, served as the master of ceremonies for the evening. Mr. Harper and PSC President Dr. Ed Meadows presented the awards to each recipient based on five categories: Lifetime Achievement, Hometown Hero, Against the Odds, Spirit of Pensacola State College and Road Less Traveled. During the gala, Dr. Meadows also took a moment to honor PSC associate professor, alumna and coach, Carla Williams, who recently lost her life in a domestic violence tragedy. The 2022 PSC Distinguished Alumni Association Award recipients are:

LIFETIME ACHIEVEMENT Dr. Paul Szuch This award is presented to an alumnus or alumna who has reached state, regional or national recognition, and represents the highest level of achievement in their profession or service. Szuch has devoted his life to education. His own entry into higher education came in the 1960s when Szuch earned an Associate of Arts degree from Pensacola Junior College. Szuch went on to earn a Bachelor of Science degree in Management/Business Education from the University of West Florida, a Master of Education in Business Education degree from the University of Southern Mississippi and a Doctorate of Higher Education degree from Nova Southeastern University. Szuch’s first teaching job came in 1968 when he joined Escambia High School’s faculty as a business education instructor and assistant baseball coach. His educational journey continued for decades, culminating in Szuch serving as president of the Lamar Institute of Technology in Beaumont, Texas. He served honorably as the Lamar Institute’s president from 2006 until his retirement in 2016. Under his leadership, the Lamar Institute of Technology reached many milestones, including the establishment of dual enrollment programs and a Distance Learning Academy. HOMETOWN HERO The Honorable Marie Young This award is presented to an alumnus or alumna who has achieved a measure of success within the College’s service area and has

demonstrated notable community involvement. Young is a Pensacola legend who has dedicated her life to education and the community. She has served on the Pensacola City Council and was the first African American woman to serve on the Escambia County Board of County Commissioners. But even before she was an elected official, Young had already built a legacy of service—having taught for the Escambia County School District for more than 40 years. She eventually became a school administrator and, later, a principal. Young is a member of the PSC Alumni Association Board of Directors and is also a Lifetime Charter Member. She was voted to the emeritus board position in 2020. Young has also served on boards for the WSRE-TV Foundation, the Council on Aging of West Florida, the Area Housing Commission and the Community Equity Investment Board. AGAINST THE ODDS Gregg Beck This award is presented to an alumnus or alumna who has achieved success despite financial, sociological or physical adversity. Beck overcame a tough childhood on his journey to becoming both an entrepreneurial and business success. When Beck’s father died in the late 1960s, the 17-year-old left Pensacola Technical High School to get a job and bring a paycheck home for his family. Determined to not give up on his education, he enrolled in Pensacola Junior College High School in 1967. In 1981, Beck created BECK Property Company/ Beck Partners, which has been a dominant commercial broker in Pensacola ever since. The firm’s development/redevelopment projects include 33 Brent Center, the Shops of East Hill, 151 West Main Street and Bayou Corporate Center. The company is now run by Beck’s son, Justin. Beck now serves as an appointee on the RESTORE Advisory Committee which oversees the distribution of funds paid by BP to

recover from the 2010 Deepwater Horizon oil spill. He also serves on the Escambia County Zoning Variance Board and supports the Fred Waters Baseball Clinic. SPIRIT OF PENSACOLA STATE COLLEGE - Gerry Goldstein This award is presented to an alumnus or alumna who exemplifies the highest standards of achievement through making a significant and lasting impact on the lives of others through service to the College and/ or local community. Goldstein is a successful businessman and educator who has become a leader in investment banking and has also helped raise funds for student scholarships over the past 12 years. Goldstein also launched the popular annual PSC Quail Hunt, a major fundraiser for the PSC Alumni Association’s matching funds program. He also hosts the alumni association’s annual Quail Hunt and Pheasant Shoot each fall. Goldstein and his wife, Mitzi Goldstein, along with friends—retired U.S. Army Brig. Gen. John Adams and his wife, Dr. Laura Magan—established an endowed scholarship for PSC students in any field of study. Goldstein’s latest academic project is focused on PSC’s College of Business; the project allows PSC students who pursue a Dr. Marjan Mazza Bachelor of Applied Science Degree in Business and Management to take the first two courses in UWF’s MBA program, while still enrolled at PSC. Upon completion, students will have a direct path to UWF’s MBA degree and will have already finished about 10 percent of the program. ROAD LESS TRAVELED Mary Hoxeng The “Road Less Traveled” award is presented to an individual in the community who follows their heart in a direction that is both challenging and uncertain, with rewards beyond expectations. Even though Mary Hoxeng and her husband, Dave Hoxeng, didn’t move to the

area until 2002, the media power couple just seem like Pensacola natives, as they have dedicated themselves to making the community better and stronger. The couple owns four local radio stations— CatCountry 98.7, NewsRadio 1620/92.3, WEBY-ESPN 1330/99.1 and the recently-launched Playlist 94.5. Mary is the general manager and chief operating officer of all four stations, all of which boast a strong local flavor and community commitment. The Hoxengs have been supporters of PSC since their arrival and recently established the Dave and Mary Hoxeng Endowed Scholarship, which will provide educational opportunities for PSC journalism students. She is a PSC Alumni Association Lifetime Charter Member and serves on the Escambia County Tourist Development Advisory Council, the Escambia County Sheriff ’s Foundation Board and the Florida Five Flags Fiesta Commission. She also serves on the board of Five Flags Rotary Club, the Council on Aging of West Florida, ARC Gateway and is the Leadership Pensacola Alumni Board Chair. During the gala, a series of video tributes from various community and business leaders, elected officials, Pensacola Mayor Grover Robinson IV and attorney Jim Reeves, were broadcast to all five award recipients. Also in attendance was Pensacola City Neighborhoods Administrator Lawrence Powell, who served as one of the speakers for the evening. On Saturday, July 16, the 988 Suicide & Crisis Lifeline was officially launched as a service for individuals experiencing a mental health crisis. Those in need of the service can call or text “9-8-8” to be connected with a trained counselor. Modeled after 911, the new 988 Suicide & Crisis Lifeline is a quick and memorable number designed to connect those who are suicidal or experiencing any form of a mental health crisis to a trained counselor. The 988 number will connect those who request the service to an existing network of over 200 local mental health crisis centers throughout the country. If a local crisis center is unable to take your call, the call will automatically be forwarded to one of 16 backup crisis centers throughout the country. Xavier Becerra, the secretary of the federal Department of Health and Human Services, said during a recent press conference about 988, “If you are willing to turn to someone in your

Merit System Protection Board (MSPB)

This board was established by the Board of County Commissioners through adoption of Escambia County Ordinance No. 2005-38, enacted on August 18, 2005. Upon the legislative sunset of the Escambia County Civil Service Board, effective October 1, 2005, the MSPB was created to provide a fair and equitable mechanism for the expeditious review of appeals and grievances of the classified employees of the county before a non-partisan deliberative body. County Ordinance 2005-38 provides the means for a classified, permanent employee under the jurisdiction of the MSPB to appeal disciplinary actions, and that these employees may file an appeal or grievance for perceived violations of the ordinance or the rules. Presently, the classified employees under the jurisdiction of the Board of County Commissioners, the Sheriff’s Office, the Supervisor of Elections and the Santa Rosa Island Authority are covered under the MSPB. The MSPB is composed of five volunteer members, each selected by the Board of County Commissioners. Each member serves a two-year term. MSPB meetings are typically held once per month but may occasionally meet

a second time, if needed. Meetings are normally held on the second Monday of each month at 5 p.m. On months in which a hearing occurs, the hearing is held at approximately 5:30 p.m. in the BCC meeting room at the conclusion of the business portion of MSPB meeting. Qualifications of Board Members

No person shall be appointed to the MSPB as a member who: 1. Has not been a resident of Escambia County for two or more years preceding the appointment to the MSPB. 2. Is holding an elective or appointive office in federal, state, county or municipal government, provided that prior appointment as a member of the MSPB shall not disqualify a person from being reappointed. 3. Held political office in, or was a salaried or hourly employee of Escambia County, during the 12 months preceding appointment to the MSPB. 4. Is a member of the immediate family of a current employee or elected official of Escambia County. 5. Is a current officer of any union representing employees of Escambia County. 6. Is working for any vendor who has a current contractual agreement with any participating appointing authority. 7. Has been convicted of, or has had adjudication withheld of, a felony or any crime involving moral turpitude. Qualifications must be maintained throughout the member’s tenure, or the member must resign his position on the MSPB. Attendance

Any member of the MSPB shall be removed and replaced after being absent from more than three consecutive meetings during any calendar year. The MSPB shall determine whether any member’s absence is unexcused. Compensation of Board Members

The MSPB members shall serve on a voluntary basis and not be financially compensated for their service.

The 988 Suicide & Crisis Lifeline is a joint effort between the Department of Health and Human Services, the Substance Abuse and Mental Health Services Administration and the Department of Veterans Affairs. Today, the Biden administration has invested more than $400 million in an effort to strengthen local crisis centers and other mental health services to support 988. The National Suicide Prevention Lifeline, available by calling 1-800-2738255, will remain active, but calls placed to the NSPL will be forwarded to 988. FIVE ECFR VOLUNTEERS ACHIEVE FIREFIGHTER I CERTIFICATION Escambia County Fire Rescue is excited to announce that five ECFR volunteer members have successfully attained their Firefighter I certification through the state of Florida. In order to gain a Firefighter I certification, students must complete 206 hours of fire training through online courses and practical evolutions. The five ECFR volunteer firefighters have invested numerous hours to receive the proper training to fight fires in Escambia County. In addition to the online training and practical evolutions, the students also had to complete the following training as part of the state’s curriculum: • Mental Health/PTSD Training • Cancer Prevention Training • FL-130 Wildland Firefighter Training • FL-180 Human Factors in Wildland Fire Service • FL-190 Introduction to Wildland Fire Behavior • ICS-100 Introduction to Incident Command System

The purpose of the committee is to make recommendations to the Board of County Commissioners regarding issues relating to the disabled community and any other issues requested by the board. The committee is composed of seven voting members, and all members of the committee must be electors of Escambia County. Each commissioner on the Board of County Commissioners appoints one member to the committee, and each member serves concurrently with his or her appointing commissioner’s term. The board collectively appoints two at-large members, who each serve a four-year term. There are four meetings scheduled each year on the third Wednesday of the month. Meetings begin at 3 p.m. and typically last until 5 p.m. Special meetings may be scheduled if needed. There is no travel required.

STATE, TEXTBOOK COMPANY SPAR IN PRICING PROBE DARA KAM NEWS SERVICE OF FLORIDA TALLAHASSEE — A textbook company is pushing back against a subpoena issued by Attorney General Ashley Moody’s office in an investigation into pricing of school instructional materials, saying the state’s request for documents involves scrutinizing millions of emails and would cost hundreds of thousands of dollars. Moody’s office last month issued a subpoena to Savvas Learning Company, LLC, seeking information about discounts on instructional materials offered to Florida school districts. But the New Jersey-based company on Thursday filed a motion in Leon County circuit court asking Judge J. Lee Marsh to “modify or set aside” the subpoena and issue a protective order blocking some of the documents from public scrutiny. The attorney general’s probe comes after a whistleblower alleged that publishers might be violating state law by providing free or discounted instructional materials to some districts but not offering the same deals to all 67 counties. Under Florida law, publishers are required to charge all districts the lowest price they charge for materials anywhere else in the state or country. The whistleblower’s allegations prompted the Small School District Council Consortium, made up of districts in 39 rural and fiscally constrained counties, to ask Gov. Ron DeSantis and other state leaders to investigate. After learning they could have paid thousands of dollars more for materials than their larger counterparts, school officials in some of the state’s poorest counties also are seeking retroactive reimbursements or credits for future purchases. “Once the investigation is complete, we

STATE MOVES AHEAD ON CONTROVERSIAL EDUCATION LAW NEWS SERVICE OF FLORIDA STAFF The Florida Department of Education on Monday published a proposed rule designed to carry out part of the controversial new “Parental Rights in Education law” (HB 1557), which critics disparagingly dubbed the “don’t say gay” law. The law, signed by Gov. Ron DeSantis in March, said instruction on sexual orientation or gender identity “may not occur” in kindergarten through third grade. In older grades, the law prohibits such instruction that is not “age-appropriate or developmentally appropriate” for students in accordance with state standards. Parents are allowed under the law to sue school districts for violations. But the measure also provides an alternative process for resolving disputes that would use special

It’s simple. The law is clear. Special deals are to be given to everyone. And the fix is easy: Follow the law.” The subpoena, issued June 16, said Moody’s office is investigating Savvas to determine whether “there is, has been or may be a violation of … the Florida False Claims Act” and initially gave the company until July 21 to hand over a trove of records. The state requested “all documents relating to sales of instructional materials to any Florida school district, including but not limited to quotes, proposals, offers, price and/or cost estimates, pricing files and worksheets, purchase orders, and invoices.” The state also asked for “all documents relating to instructional materials discounts for any Florida school district,” along with “all documents, communications, policies, or agreements relating to how instructional materials discounts for any Florida school district are effected, executed, handled, administered, or carried out.” The subpoena also sought information including “all communication with any school district” related to the discounts and communications related to discounts with the Florida School Book Depository, a for-profit company that distributes instructional materials for publishers. But in the motion last week, Savvas argued the subpoena should be “set aside” because, in part, it failed to identify the company’s purported wrongdoing. “There is no reference anywhere in the

TALLAHASSEE — Gov. Ron DeSantis’ campaign picked up $3.35 million in matching funds from the state on Monday, exceeding the amount he received in public money throughout the 2018 primary and general elections. DeSantis was one of five statewide candidates who received initial draws from the long-controversial matching fund program, according to information posted online by the state Division of Elections. Democratic gubernatorial candidates Charlie Crist and Nikki Fried combined to receive just under $1.6 million for their campaigns, with Crist totaling $964,646 and Fried getting $634,092. Republican Attorney General Ashley Moody’s campaign got $232,438, while Republican state Chief Financial Officer Jimmy Patronis received $151,410. Other candidates for attorney general and chief financial officer didn’t receive matching dollars in this year’s first distribution. Candidates for agriculture commissioner also didn’t receive the money. In the program, public funds are provided to match contributions of $250 or less from individuals to candidates’ campaign accounts. Matching funds are not available for contributions to political committees or outside of statewide races. Candidates accepting the state money must pledge to limit overall expenditures. Gubernatorial candidates are ineligible for the money until they collect $150,000 in contributions. For state Cabinet candidates, the threshold is $100,000. Some lawmakers have long tried to do away with the public-financing system, which was put into the state Constitution in 1998 by voters. The program was Intended to reduce the influence of big-money contribu-

tors by helping underfunded candidates compete in costly statewide elections. Lawmakers placed a repeal proposal on the 2010 ballot, but the measure failed when it gained only 52.5 percent of the vote, short of the required 60 percent for approval. Lawmakers have made subsequent attempts to repeal the program, but the proposals have not made it through the Legislature. In 2018, more than $9.85 million was distributed through public financing, with $3.23 million going to DeSantis. Another $478,903 went to Moody, $334,604 went to Patronis and $158,507 went to Fried, who successfully ran for agriculture commissioner in 2018. The program distributed $4.34 million to 13 candidates, including Crist, in 2014. Crist, who unsuccessfully ran for governor that year, drew nearly $2.6 million from the program. More than $6 million went to 17 candidates in 2010. DeSantis is receiving the public money as he piles up contributions for his re-election campaign. As of July 15, DeSantis’ campaign account had brought in $13.44 million. His political committee, Friends of Ron DeSantis, had raised more than $130 million since the start of 2019. Crist had raised $5.84 million for his campaign account, while Fried had brought in $2.5 million. Crist’s political committee, Friends of Charlie Crist, has taken in $6.15 million since May 2021. Fried’s political committee, Florida Consumers First, had raised just over $5 million since the start of 2019. Moody had raised $1.3 million for her campaign account, while Patronis had raised $1.069 million. TALLAHASSEE — An appeals court Monday cleared the way for a lawsuit challenging whether a Republican candidate for a Tampa Bay-area congressional seat properly qualified for the ballot. Attorneys for candidate Jerry Torres went to the 1st District Court of Appeal on July 18 seeking to halt a circuitcourt hearing in the lawsuit, which was filed by plaintiffs including the Florida Democratic Party and former state Rep. Sean Shaw, D-Tampa. Torres argued that holding a final hearing on July 19, as had been scheduled by Circuit Judge John Cooper, would violate a court rule that spells out periods of time before such hearings can be held. The Tallahassee-based appeals court issued a stay July 18, putting the hearing on hold while the two sides filed further arguments. But a three-judge panel of the appeals court Monday turned down Torres’ arguments about the timing of the circuitcourt hearing and lifted the stay. It did not explain its decision. The underlying lawsuit, filed June 24, contends that Torres did not have qualifying paperwork properly notarized as required by law. Torres filed to run in an Aug. 23 Republican primary in Congressional District 14, as the GOP seeks to unseat U.S. Rep. Kathy Castor, D-Fla., in the November election. In arguments filed Friday at the appeals court, Torres’ attorneys pointed to political motivations of the plaintiffs. “First, plaintiffs should at least be candid that this case is political warfare by litigation,” the document said. “They do not allege that Torres is disqualified for some substantive qualifications-law violation or that he made any false state-
