WINTERFEST 2022 KICKING OFF THE CHRISTMAS SEASON

It’s never too early to get into the holiday spirit, and this year, Winterfest is kick ing off the festivities earlier than ever before. This year’s event will run November 18 through December 24 and feature updated tours, return ing event favorites and more fun activities. The Winterfest festivities all take place at 223 South Palafox Place in down town Pensacola. This year’s Winterfest festivities will kick off with the Christmas Jubilee and the Elf Parade, which will be returning for the first time since before the pandemic. Each weekend throughout Novem ber and December, the streets of downtown Pensacola will come alive, and the entrance of the downtown courthouse will transform into the magi cal Plaza Wonderland, provid ing locals and visitors alike the opportunity to experience the magic of the season.
The Elf Parade is a children’s focused, non-commercial event where kids are invited to dress up in costumes and participate in contests designed for their decorated wagons and strollers. Parents can also participate in an ugly sweater contest, to be judged by Dee Dee Davis, who serves as the Christmas Fash ion Institute President. The parade will start at the Escambia County Courthouse and span for a few blocks to the plaza behind
the Pensacola history museum where the Christmas Jubilee will be waiting.
“It’s all free at the Christ mas Jubilee. It’s just our way of saying thank you to the people that came out and want to go to Winterfest,” Winterfest Board President Denise Daughtry said.
This year, the Winterfest event and kick off will be sched uled differently. Typically held in the late afternoon, the popu lar Elf Parade will start earlier in the day to allow for a special jubilee celebration immedi ately following the parade. For about two hours after the parade, guests can hang out at the jubilee where they will have opportunities to win a variety of exciting prizes and visit the Christmas Market.
Josh Davidson, Winterfest Treasurer, said this new sched ule will be more helpful to parents with young children and will also allow for more time for those without tour tickets to hang out a little longer and enjoy some of the fun festivi ties that Winterfest has to offer. The three themed trolley perfor mance tours and other events will begin earlier this year, as well.
On November 25, the parade lineup and contests will begin at 12:30 pm, with a special kick off party and market activities that will begin at 2 pm. Winter fest performances will be held
on Friday nights at 5 pm and on Saturdays and Sundays at 4:30 pm, with performances running every 15 minutes up until 8 pm.
In addition to earlier start times and a host of additional activities to enjoy prior to this year’s tours, Winterfest guests can look forward to even more special engagements during the performance tours, special effects, new lighting and allnew costumes.

Santa Claus is coming to town and will be available for pictures after each trolley tour. Professional photos will be available for purchase and guests are welcome to bring their personal cameras to take pictures or video during their visit. Children can also bring their Christmas letters to give to the jolly man himself, or they can drop them off in mailboxes that will be stationed through out the event space

Mr. Grinch sure is a mean one, but Santa’s favorite neme sis is begrudgingly allowing Winterfest guests to invade his space for a photo or two. Guests will meet the Grinch at his throne behind Santa’s sleigh. Unlike Santa, he likes to ask children what they don’t want for Christmas. Guests should take caution, as Mr. Grinch has some tricks up his sleeve and has a special lever that can launch guests out of their seats.

Grow your heart at Christ mas on a wacky adventure on the stolen trolley. Mr. Grinch used all of the trash from Mt. Crumpit to craft the best trolley at Winterfest. Throughout the tour, guests will get to see more of Dr. Suess’s beloved charac ters, such as Cindy Lou Who, The Mayor of Whoville, The Cat in the Hat and many more. As everyone knows, an evening in Whoville is the best way to get in the Christmas spirit. The Who’s aren’t sure how well this trip will work, but don’t worry, the Whoville Fire Department is ready with an emergency exit slide just in case. Guests can win the Grinch Award by wear ing their best “Who” costume. The most Seusian-looking Who on each tour will win their entire party a train ticket, so come dressed to impress.
Polar Express Tour

Join the Conductor for a magical journey through a wormhole in a life-size steam engine, the Polar Express. Share in the adventure as the Conduc tor recounts the story of the boy who received the first gift of Christmas: a bell from Santa’s sleigh. Onboard the Polar Express Tour, guests will see tap dancing hot chocolate servers and snowy landscapes. Rekin dle the wonder of the beloved storybook, along with the belief in the magic of Christmas. All passengers will receive a mini cup of hot chocolate. Come dressed in pajamas, if you’d like.
Scrooge Tour

This year, Scrooge is getting his very own trolley. Take part in some ghostly fun with the classic tale: A Christmas Carol. Beginning at the steps of the old courthouse for a free to the public pre-show, guests will encounter Ebenezer Scrooge’s long-deceased partner Jacob Marley. Marley wears many chains around him with each link representing a selfish misdeed from his life. Marley must make Scrooge change his ways before it’s too late and Scrooge faces the same fate as Marley. Soon after, guests will meet the ghosts of Christmas past, present and future as they show Scrooge how he became so callous toward others, what the true meaning of Christmas is and that fortune isn’t as impor tant as he thought.

As colder weather starts to set in, Escam bia County would like to encourage residents to practice space heater safety and know the potential risks associated with home heating equipment. Home fires occur more in the winter months than any other time of year. According to the National Fire Protection Associa tion, heating equipment is one of the lead ing causes of home fire deaths and space heaters account for four out of five home heating fire deaths.
“Space heaters should have a threefoot safe zone around them,” said Escam bia County Fire and Life Specialist Ray Melton. “They should never be left on while you’re away from home. They should be checked and served every year before used. Never plug a space heater into power strips or extension cords, and always have working smoke alarms.”
Follow these tips to stay safe while heating your home:
Have heating equipment and chim neys cleaned and inspected annually by a qualified professional.
Keep anything that can burn at least 3 ft. away from heating equipment, like the furnace, fireplace, wood stove or portable space heater.
Portable space heaters should be turned OFF every time you leave the room and before going to bed.
• Never plug a space heater in a power strip.
• Install carbon monoxide detectors to avoid carbon monoxide poisoning.
• Never use an oven to heat your home.
• For portable electric heaters: Place them on a solid, flat surface, away from high traffic areas and
doorways.
• Use and purchase heaters with an au tomatic shut off so if they are tipped over they will shut off.
Plug power cords directly into out lets and never into an extension cord. Inspect for cracked or damaged, bro ken plugs or loose connections; re place before using.
Heating Fire Facts:
• Most home heating fire deaths (86%) involved stationary or portable space heaters.
• The leading factor contributing to home heating fires (27%) was fail ure to clean, principally from solidfueled heating equipment, primarily chimneys.
• The leading factor contributing to ignition for home heating fire deaths (54%) was heating equipment too close to things that can burn, such as upholstered furniture, clothing, mat tress, or bedding.
• Nearly half (48%) of all home heat ing fires occurred in December, Jan uary and February.

ESCAMBIA COUNTY ANIMAL WELFARE TO OFFER “HOME FOR THE HOLIDAYS” ADOPTION SPECIAL
The Escambia County Department of Animal Welfare is offering a “Home for the Holidays” adoption special now through Dec. 31. Anyone looking to adopt will be able to take home a cat or kitten for $10, or a dog or puppy for $25. Escambia County residents are required to pay a separate $11 licensing fee at the time of adoption. Adoption fees include spay or neutering services, microchips, heartworm tests and the initial vaccina tions including rabies vaccinations.
“Sending a pet home with its forever family during the holidays can be an incredible experience for the animal and the family,” said Animal Welfare Director John Robinson. “We hope you

TALLAHASSEE — Despite pounding parts of the East Coast, Hurricane Nicole will not hit Florida’s insurance market as hard as Hurricane Ian.
CoreLogic, a property-information and analytics firm, released an early estimate Friday that said Nicole’s privately insured losses will be less than $750 million. The modeled estimate represented “gross” losses, which typically means insurance carriers would not face the full amount because they are partially shielded by backup coverage known as reinsurance.
Nicole made landfall early Thurs day south of Vero Beach as a Category 1 storm before moving up the state as a tropical storm. The Category 4 Hurri cane Ian, which made landfall Sept. 28 in Southwest Florida before crossing the state, has been projected to cause tens of billions of dollars in insurance losses.
As of Wednesday, the state Office of Insurance Regulation said $8.7 billion in estimated insured losses had been reported from Ian, a number that has steadily increased. That number includes property-insurance claims and other types of claims, such as for auto damage.
While Nicole won’t cause as large of losses as Ian, Fitch Ratings on Friday released an analysis that pointed to the combination of the storms continuing to build pressure on Florida’s troubled prop erty-insurance system.
The ratings agency’s analysis focused on the state-backed Citizens Property Insurance Corp. and the Florida Hurri cane Catastrophe Fund, another state program that provides relatively low-cost reinsurance to carriers. Fitch said both programs have enough cash to meet their obligations from Ian and Nicole but cited potential longer-term effects.
If needed, both programs have the power to collect “assessments” — extra charges on insurance policyholders throughout the state — to meet obliga tions. They also can issue bonds.
“Citizens and FHCF (the Florida Hurricane Catastrophe Fund) are obli gated to levy emergency assessments or issue bonds if claims and reimburse ments exceed liquid resources, including reserves and premium collections, until obligations are fully met,” Fitch said in the analysis posted on its website. “Even if FHCF and Citizens do not need to tap the market this year, they will have exhausted much of their liquidity, leaving them more likely to have to borrow in the future to rebuild liquidity.”
Citizens has estimated it will receive about 100,000 claims from Hurricane Ian. The Florida Hurricane Catastrophe Fund estimated in late October it would have about $10 billion in losses from Ian, after going into the hurricane season
CITIZENS PUTS IAN ADJUSTING COSTS AT $136M
As it handles an estimated 100,000 claims from Hurricane Ian, the statebacked Citizens Property Insurance Corp. could earmark more than $136 million for insurance-adjusting services. The Claims Committee of the Citizens Board of Governors on Thursday will consider a proposal that would authorize $136.3 million for adjusting services because of the Category 4 hurricane, which made landfall Sept. 28 in South west Florida and crossed the state. Through Oct. 28, Citizens had assigned 53,079 Hurricane Ian claims to adjusting contractors, according to the proposal.

Citizens, which was created as an insurer of last resort, has seen its policy count more than double during the past two years as private insurers have dropped customers and, in some cases, gone insolvent because of financial prob lems. Citizens had about 1.116 million policies as of Nov. 4.
Gov. Ron DeSantis called a special legislative session in May to try to shore up the insurance system. Lawmakers took steps including providing $2 billion in reinsurance to carriers, but problems have persisted.
The Legislature is expected to hold another special session in December that will include addressing property insurance. Incoming House Speaker Paul Renner, R-Palm Coast, told City & State Florida, a sister publication of The News Service of Florida, that he expects a “pretty robust special session on prop erty insurance.”
Renner said last week that a priority will be to “provide stability and capac ity in the market, which is frankly at risk at this point. We don’t want that to happen where we have people who can only get Citizens policies. We’ve seen the dramatic rise in Citizens. So addressing the stability of the market and sufficient capacity is job one for the special session. But really 1B, if you will, is to make sure we begin the process of taking steps that will bring down the cost of insurance.”
Renner, who will formally take over as House speaker Nov. 22, cautioned that lower costs will “not happen overnight.”
“If we took the magic wand and every thing we didn’t get done during the prior special session got done that people might agree as optimal to reform our market to make it healthy, it still would not overnight bring down the cost of insurance premiums,” Renner told City & State Florida. “However, once we do rebuild that capacity, once we do have those additional reforms in place, then I’m hopeful that over time we’ll see those rates decline, and hopefully at some point actually see some reversal of the increases so people can get a break on their insurance premiums.”
Meanwhile, property owners in places such as Volusia County are grappling with damage from Hurricane Nicole. The storm and resulting erosion caused damage to beachfront homes, condo minium buildings and hotels, with some structures crumbling into the ocean.
The Volusia County property appraiser issued an initial assessment of more than $481 million in damage from Nicole, according to a county website. It likely will take a long period to determine how much of the damage is covered by private insurance.

A federal appeals court Thursday rejected arguments in a civil lawsuit filed by a Jacksonville attorney whose conviction was overturned in a highprofile case about alleged illegal gambling at internet cafes. A threejudge panel of the 11th U.S. Circuit Court of Appeals upheld a district judge’s decision to dismiss the lawsuit filed by attorney Kelly Mathis against former Florida Attorney General Pam Bondi, Statewide Prosecutor Nicholas Cox, former Seminole County Sheriff Donald Eslinger and an investigator and a former general counsel for the Semi nole County Sheriff’s Office. Mathis was convicted in 2013 on gamblingrelated charges involving an organiza tion known as Allied Veterans of the World, which was a major player in the internet cafe industry. The state’s 5th District Court of Appeal in 2016 said Mathis should receive a new trial, ulti mately leading to the prosecution being

Outgoing state Agriculture Commis sioner Nikki Fried wants the U.S. Depart ment of Justice to investigate a claim by former President Donald Trump that he sent federal agents to South Florida to keep the 2018 election from being “stolen” from Gov. Ron DeSantis. Fried, who narrowly was elected to her Cabi net post in 2018, asked U.S. Attorney General Merrick Garland on Monday to investigate Trump’s assertion that he eliminated “ballot theft” in Broward County by using the FBI and federal prosecutors. “There was no broad alle gation that the election was being stolen from Ron DeSantis in favor of Andrew Gillum. I know because I was on the ballot in 2018,” Fried wrote in a letter to Garland. “Although there was a recount for both the race for governor, as well as my own, there was no fraud, and no foul play. To my knowledge, there was no involvement by the Federal Bureau of

dropped. In the civil lawsuit and appeal, Mathis contended that he was acting as an attorney for Allied Veterans of the World and should not have been pros ecuted because of any alleged illegal activities involving internet cafes. He argued, in part, that he was arrested without probable cause and was a victim of “malicious prosecution,” Thursday’s ruling said. A district judge in 2020 said the state and Seminole County author ities were shielded from the lawsuit through immunities designed to protect prosecutors and government officials for actions they take in their work. Thurs day’s 32-page ruling by appeals-court Judges Jill Pryor, Britt Grant and R. Lanier Anderson supported that conclu sion. “Notably, the amended complaint (the lawsuit) included no well-pled alle gation that the prosecutors themselves conducted any investigative work before Mathis’s arrest,” part of Thursday’s ruling said. “Because the allegations in the amended complaint show that the claims against the prosecutors arose solely out of actions they took in initiat ing the criminal case and preparing for trial, we conclude that the prosecutors were entitled to absolute immunity.”

Fresh off getting re-elected, Gov. Ron DeSantis on Thursday named three tran sition chairman to help make appoint ments for his second term. Two of the transition chairmen, Adrian Lukis and Shane Strum, are former chiefs of staff to DeSantis. Lukis now works at the Ballard Partners lobbying firm, while Strum is president and chief executive officer of Broward Health, a large hospi tal system. The third chairman is Scott Wagner, an attorney from Miami-Dade
County who serves on the South Florida Water Management District Governing Board. “Over the coming weeks, the Keeping Florida Free Transition Team will meet with current leaders in state government, as well as Florida leaders who are interested in public service,” a news release from the governor’s office said. “Following those meetings, the team will advise Governor DeSantis on important appointments for his second term in office.” The governor’s office also announced a website, JoinTeam DeSantis.com, where people can apply for jobs in the administration. DeSantis, who defeated Democrat Charlie Crist in Tuesday’s election, will be inaugurated in January.

Gasoline prices across Florida appear to have readjusted after a tax “holiday” in October, according to the AAA auto club. The average price of a gallon of regular unleaded gas Monday was $3.55, up about nine cents from a week earlier and 26 cents above the mark on Oct. 31, the last day of the tax holiday. The state suspended its 25.3-cents-a-gallon gas tax in October as part of a tax package approved this year by the Legislature.
“It appears that Florida gas prices have now fully adjusted to a recent oil price hike and the reinstatement of the state’s gas tax,” AAA spokesman Mark Jenkins said in a prepared statement. “Oil and wholesale gasoline prices took a step back last week, which should cause gas prices to plateau.” Nationally, the aver age price Monday was $3.77, a penny higher than on Oct. 31. Some of Flor ida’s highest averages Monday were in the West Palm Beach area, at $3.70 a gallon, and the Gainesville area, at $3.62 a gallon. Among the lowest prices were in the Pensacola and Panama City areas, both at $3.31 a gallon, according to AAA.
