CELEBRATING FOUR DECADES OF OPERA IN PENSACOL A WITH A ONE-NIGHT-ONLY GAL A CONCERT

ensacola Opera has been a staple in our community since 1983; even before that, Pensacola has had a strong tradition of grand opera. The Pensacola Opera House that once stood at the corner of Jefferson and Government St. opened its doors in 1883, with a seating capacity of 1,400 people and—at its most prosperous—averaged 57 performances a year. Some argue that this historic southern opera house set the stage for the thriving arts scene in Pensacola today. And it is thriving!
In celebration of Pensacola Opera’s 40th Anniversary Season, and through grant support by Pensacola’s Foo Foo Festival, Pensacola Opera proudly presents Forty Forward: Celebrating Four Decades of Opera in Pensacola. On November 12, sixteen thrilling vocalists will take center stage at the historic Saenger Theatre to present an unparalleled one-nightonly gala concert, honoring the history of musical storytelling in Pensacola and looking forward to the bright future of Pensacola Opera. Joining our vocalists will be the Pensacola Symphony Orchestra, Pensacola Opera Chorus, Pensacola Choral Society, Pensacola Children’s Chorus and Ballet Pensacola. The sixteen featured soloists all have a special connection to Pensacola Opera. Four of them are nationally renowned artists who have performed multiple times in mainstage productions (Thomson, Orozco, Diegel, Quagliata). Four of them are alumni of the Artists in Residence Program (now known as
Studio Artists), who are returning to the Pensacola Opera stage from continuing their successful careers (Chang, Triebold, Scheuermann, Hopkins). Four of them are amazing local singers who appear with the Opera regularly for community events and fundraisers (Dunn, Tarabay, Lake, McKern). And rounding out the soloists are our 202223 Studio Artists (Abramowitz, Nanto, Ho, Lee). All of these singers will also be backed up by the wonderfully talented Opera Chorus and members of the Choral Society of Pensacola. ESCAMBIA COUNTY SEEKS APPLICANTS FOR THE CHILDREN’S SERVICES COUNCIL
DEBBIE WILLIAMS RECEIVES NOVEMBER 2022 EMPLOYEE OF THE MONTH
The Escambia County Board of County Commissioners is seeking applications from county residents to serve on the Children’s Services Council (CSC). Applications are available online at MyEscambia.com or in person at the Ernie Lee Magaha Government Building, located at 221 Palafox Place, 4th floor. The application consists of several parts: an Escambia County CSC application, a questionnaire for Gubernatorial Appointments and an optional resume. Both applications must be completed and submitted together to be considered for an appointment. The deadline to apply is Nov. 15, 2022, by 5 p.m. CST. Box 1591 Pensacola, FL 32502 On Nov. 3, 2020, 61% of participating voters in Escambia County supported the creation of the Children Services Council to be funded by an increase in ad valorem taxes of up to a maximum of 0.5 mil. The Children’s Trust of Escambia County will provide early childhood education, safety, developmental, preventative, health, and well-being services, including after school and summer enrichment programs. The CSC is responsible for assessing the needs of the children in the county and developing a strategic plan for addressing unmet needs, which must then be submitted to the Board. The CSC, like the county, must also go through the process of adopting a millage rate and budget in accordance with Florida’s Truth In Millage (TRIM) Act, and the CSC must submit an annual report to the Board as required by Florida law. To be considered for the CSC, Florida Statute criteria include the requirement that nominees have been residents
The Escambia County Board of County Commissioners is pleased to recognize Debbie Williams, Environmental Specialist in the Natural Resources Management department, as the November 2022 Employee of the Month. The board recognized Debbie’s selection at the Nov. 3, 2022, BCC meeting. Debbie began her career with Escambia County on Sept. 27, 1999. As an Environmental Specialist, she provides citizens with technical assistance to address land management concerns such as soil erosion and drainage issues. In addition, she plays an active role in land management activities on county-owned property, including timber, recreation and wildlife. Debbie also partners with the Natural Resources Conservation Service through the United States Department of Agriculture to help implement the conservation of land, water and aid, as well as cost-share programs for local farm producers and timber landowners. Additionally, Debbie serves as the point of contact for the Escambia Soil and Water Conservation District, where she has taken on new challenges as board member eligibility requirements recently changed. She has been deeply engaged with many parties as these amendments take effect, including the Escambia County Supervi-

Florida Statutes also require that gubernatorial appointments are representative of the demographic diversity of the county’s population. After the application deadline of Nov. 15, 2022, has passed, the eligible applicants will be compiled for the Board’s consideration during the Dec. 8, 2022, meeting. The Board of County Commissioners will nominate six applicants to be submitted to the Governor for review and potential appointment. Following the Board’s selection, the County Administrator will then send a letter to the Governor and the Governor’s Appointments Office with the list of six nominees to be considered for appointment to the CSC. All of candidates will be notified of their nomination. In accordance with Florida Statutes, the Governor then has 45 days to make a selection or request a new list of candidates. Per Section 125.901, Florida Statutes, the Children’s Services Council (CSC) shall consist of 10 members, including: • The superintendent of schools; • A School Board member as appointed by the School Board; • The Department of Children and Families District Administrator, or his or her designee; • A judge assigned to juvenile cases as appointed by the Chief Judge; • A County Commissioner as appointed by the Board of County Commissioners; and • Five members appointed by the Governor from candidates nominated by the Board of County Commissioners to serve a four-year term. DISTRICT 2 MYRTLE GROVE NW NEIGHBORHOOD CLEANUP ON NOV. 9 Join us in keeping our neighborhoods clean and safe! A neighborhood cleanup for residents in Myrtle Grove - Northwest will take place on Wednesday, Nov. 9. This is a chance for residents to dispose of items such as old furniture, appliances and household waste free of charge. Yard debris is eligible for removal during this cleanup. Only residents in the designated cleanup area can participate in the neighborhood cleanup. Please have all items for pickup at the curb by 7 a.m. on the day of the cleanup. Items left at the curb outside of the cleanup area will not be collected. If you live in the targeted area, you will have received a postcard in the mail with more information. Residents can view the boundaries of targeted cleanup areas as well as scheduled cleanup dates for 2022 on the Neighborhood Cleanup Interactive Map. ESCAMBIA COUNTY OFFICE OF PURCHASING TO HOST FREE VENDOR ROUNDTABLE NOV. 16 The Escambia County Off ice of Purchasing will host a free vendor roundtable Wednesday, Nov. 16 from 2-6 p.m. The roundtable will take place at the Ernie Lee Magaha Government Building, located at 213 Palafox Place, in the purchasing conference room located on the second floor. During the roundtable, Escambia County Purchasing representatives will review the procurement process, bid packages, vendor registry and bonds. Staff will be available to answer questions during the event as well. The roundtable is open to current vendors and anyone who is interested in register-

The test will take place at Pensacola Fire Department Station 4, 1 N. “Q” St., at 8 a.m. and is open to anyone interested in joining Escambia County Fire Rescue. Certified firefighters with a certificate of completion must sign up for the certified test. Those without any fire certifications must sign up for the cadet test. The certified test is also open to volunteer firefighters needing a physical abilities test. In order to become an Escambia County Firefighter, participants must pass the test. ESCAMBIA COUNTY ANIMAL WELFARE TO OFFER “HOME FOR THE HOLIDAYS” ADOPTION SPECIAL The Escambia County Department of Animal Welfare is offering a “Home for the Holidays” adoption special now through Dec. 31. Anyone looking to adopt will be able to take home a cat or kitten for $10, or a dog or puppy for $25. Escambia County residents are required to pay a separate $11 licensing fee at the time of adoption. Adoption fees include spay or neutering services, microchips, heartworm tests and the initial vaccinations including rabies vaccinations. “Sending a pet home with its forever family during the holidays can be an incredible experience for the animal and the family,” said Animal Welfare Director
John Robinson. “We hope you will open up your home to a pet for the holidays and beyond. OPPONENTS REVAMP CHALLENGE TO EDUCATION LAW

TALLAHASSEE — Parents, students and a non-profit group have filed a revised lawsuit after a federal judge last month tossed out a challenge to a new state law that restricts instruction on gender identity and sexual orientation in public schools. The revised version, filed Thursday in federal court in Orlando, alleges that the law is unconstitutional, including “chilling” First Amendment rights. Defendants are the State Board of Education and the school boards in Orange, Indian River, Duval and Palm Beach counties. “The law, by design, chills speech and expression that have any connection, however remote, to sexual orientation or gender identity,” the 66-page lawsuit said. “The impact of the law has been immediate and severe. Defendant school boards and their agents have already begun implementing significant changes under the law. They have instructed teachers to review hundreds of books that acknowledge LGBTQ+ people and families and have eliminated vital support systems for LGBTQ+ students, including guidance and training that combat bullying and violence.” The law, which has drawn nationwide attention, prevents instruction on gender identity and sexual orientation in kindergarten through third grade and requires that such instruction be “ageappropriate … in accordance with state academic standards” in higher grades. It also opens school districts to lawsuits over alleged violations of the restrictions. Republican lawmakers this year titled the measure the “Parental Rights in Education” bill. Opponents labeled it the “Don’t Say Gay” bill. Lawyers for the parents, students and non-profit group filed the initial version of the lawsuit in July. But U.S. District Judge Wendy Berger last month denied a request for a preliminary injunction and dismissed the case. Berger, however, said the plaintiffs could file a revised version. Berger ruled on a series of grounds, including saying that the plaintiffs did not show they had legal standing. Also, she described the lawsuit as a “shotgun pleading” and said the plaintiffs “fail to specify what policy or custom of each defendant supports liability” under the U.S. Constitution. “Instead, plaintiffs dedicate their time exclusively to arguing that the underlying law is unconstitutional, without specifying any causal link between the actions of these defendants and the alleged deprivation of a constitutional right,” Berger wrote. “On this basis alone, the court finds that plaintiffs have
HURRICANE WATCH ISSUED FOR EAST COAST NEWS SERVICE OF FLORIDA STAFF A hurricane watch was issued Monday for a large stretch of the East Coast of Florida, as Subtropical Storm Nicole posed a late-season threat to the state. The National Hurricane Center said the hurricane watch was in effect from Hallandale Beach to the border of Brevard and Volusia counties. It also was in effect for Lake Okeechobee. A tropical-storm watch was in effect from Hallandale Beach to around Ocean Reef in the Florida Keys and from the border of Brevard and Volusia counties north into Georgia. Also, a storm-surge watch had been issued for most of Florida’s

Like in the Orlando case, plaintiffs in the Tallahassee lawsuit filed a revised version Oct. 27. Plaintiffs in the Orlando case are Orange County residents Jennifer and Matthew Cousins and their four children, including a seventh-grade student who is gender non-binary; Will Larkins, a senior at Orange County’s Winter Park High School and president of the school’s Queer Student Union; a married same-sex Indian River County couple, David Dinan and Vik Gongidi, who have two children in public schools; and the non-profit CenterLink, Inc., which has members including LGTBQ community centers in Orange, Duval and Palm Beach counties. In addition to raising First Amendment issues, the revised version of the lawsuit alleges that the law violates dueprocess and equal-protection rights. The due-process issue stems, at least in part, from arguments that the law includes vague terms that have “led to, and continue to lead to, discriminatory and arbitrary application and enforcement across various school districts.” As examples, the lawsuit said the measure doesn’t include definitions of “classroom instruction,” “sexual orientation,” “gender identity” and “age-appropriate.” “The law’s nebulous and overbroad terms achieve the intended, discriminatory goal of erasing all mention of LGBTQ+ people and families in schools,” said the lawsuit, filed by attorneys from Lambda Legal Defense, the Southern Poverty Law Center, Southern Legal Counsel and the firm Baker McKenzie LLP. “The law creates loselose situations for parents, teachers, and students. A school either can avoid any conversation acknowledging LGBTQ+ people or face a lawsuit by any parent hostile to the presence of LGBTQ+ students and families.” Gov. Ron DeSantis has frequently touted the law as he runs for re-election this year. When he signed the measure (HB 1557) in March, DeSantis said parents’ concerns about their children’s education are “being ignored increasingly” across the country, and he derided the law’s critics. “They support sexualizing kids in kindergarten,” DeSantis said of critics. “They support injecting woke gender ideology into second-grade classrooms. They support enabling schools to, quote, transition students to a, quote, different gender without the knowledge of the parent. Much less, without the parents’ consent.”

TALLAHASSEE— A U.S. district judge has tossed out a lawsuit filed by Florida Agriculture Commissioner Nikki Fried and other plaintiffs challenging federal prohibitions on medical-marijuana patients buying and possessing guns. Judge Allen Winsor on Friday issued a 22-page ruling that granted a request by the U.S. Department of Justice to dismiss the lawsuit, which alleged the prohibitions violate Second Amendment rights. The dispute has been rooted in a conflict between federal and state laws. Under federal law, possession of marijuana is illegal; under a 2016 Florida constitutional amendment, hundreds of thousands of patients are able to buy medical marijuana. Federal laws also bar certain people from buying and possessing guns, including people who use drugs illegally. The lawsuit, filed in April, alleged the federal prohibitions “forbid Floridians from possessing or purchasing a firearm on the sole basis that they are state-lawabiding medical marijuana patients.” But Winsor, who is based in Tallahassee, cited the U.S. Constitution’s Supremacy Clause in saying that marijuana remains illegal, despite the Florida constitutional amendment. “In 2016, Florida stopped criminalizing the medical use of marijuana. Many people refer to this change as Florida’s ‘legalizing’ medical marijuana, but Florida did no such thing. It couldn’t. ‘Under the Supremacy Clause of the Constitution, state laws cannot permit what federal law prohibits,’ and federal law still prohibits possession of marijuana — for medical purposes or otherwise,” Winsor wrote, partially quoting a legal precedent. The lawsuit cited a federal law, known as the Rohrabacher-Farr Amendment, that bars Justice Department officials from using federal money to prevent states from carrying out their own medical-marijuana laws. At bottom, the historical tradition of keeping guns from those the government fairly views as dangerous — like alcoholics and the mentally ill — is sufficiently analogous to modern laws keeping guns from habitual users of controlled substances. BOARDS BLOCK TREATMENTS FOR TRANSGENDER MINORS DARA KAM NEWS SERVICE OF FLORIDA TALLAHASSEE — Doctors will no longer be allowed to provide treatments such as puberty-blocking medications, hormone therapy and surgery to transgender people younger than 18, under rules approved Friday by the Florida Board of Medicine and the Florida Board of Osteopathic Medicine. The boards’ actions Friday came after the Florida Department of Health in July filed a petition seeking a rule-making process on the contentious issue of treatment for gender dysphoria. The petition — pushed by state Surgeon General Joseph Ladapo and championed by Gov. Ron DeSantis — proposed prohibiting doctors from using medical interventions such as surgery and medications to treat minors diagnosed with gender dysphoria, which the federal government defines clinically as “significant distress that a person may feel when sex or gender assigned at birth is not the same as their identity.” DeSantis, who is campaigning for re-election and is widely seen as a top contender for the Republican presidential nomination in 2024, has elevated the issue of treatment for transgender youths. The governor frequently refers to surgeries on transgender minors as “genital mutilation,” though experts have said the surgeries are exceptionally rare. Friday’s medical boards’ vote “will protect our children from irreversible surgeries and highly experimental treatments,” Ladapo said in a statement. “I appreciate the integrity of the Boards for ruling in the best interest of children in Florida despite facing tremendous pressure to permit these unproven and risky treatments. Children deserve to learn how to navigate this world without harmful pressure, and Florida will continue to fight for kids to be kids,” he said.
Friday’s joint session of the medical boards mirrored previous meetings about the issue, with “detransitioners” condemning the treatments for children and teens and LGBTQ advocates saying the treatments can be life-saving medical interventions. Critics of the state restrictions include a host of medical associations, pediatric endocrinologists and parents, who urged the boards to allow health-care providers to continue to use widely accepted standards of care for treating gender dysphoria. With an at-times raucous audience attending Friday’s meeting at a Holiday Inn in Lake Buena Vista, Board of Medicine Chairman David Diamond, a Winter Park oncologist, said the boards weighed input from doctors and researchers. “To say that there is a singular … standard of care is simply not accurate,” he said. “The chief point of agreement amongst all the experts, and I must emphasize this, is that there is a pressing need for additional, high-quality clinical research.” The rules approved Friday would prohibit doctors from prescribing puberty-blocking, hormone and hormone “antagonist” treatments for patients under age 18. The rules would not apply to children already receiving such treatments. Doctors also will be banned from performing surgical treatments on minors. In an unusual move, the boards split on a proposal to create an exception for minors seeking gender-affirming treatment, with the Board of Medicine rejecting the exception and the Board of Osteopathic Medicine approving it. A joint committee of the boards last week gave preliminary approval to an exception that would allow minors to begin receiving treatments such as puberty blockers if they participate in a federally approved clinical trial at a
university-affiliated center. No such trials currently are underway in Florida, according to an initial review. Both full boards were set to vote on rules that included the exemption on Friday, but the Board of Medicine stripped the provision out of its rule. The Board of Osteopathic Medicine approved a rule that included the exemption, creating what the boards’ long-serving attorney said was an unusual divide. “I really have not encountered this situation before where you have one board who’s going to be having a rule that would be inconsistent with the second board on such a matter,” attorney Ed Tellechea said. People and groups on both sides of the issue sent thousands of pages of messages to the state boards, according to meeting records posted on the Board of Medicine’s website. Board members spent less than two hours hearing from the public after voting to approve the rules. “There are only two sexes, male and female. We can reason this through our reason, medical fact, common sense and biblical truth,” Diane Gowski, a Bay Pines doctor who is the president of the Florida Catholic Medical Association, said. “We are made by God. He is our only creator. … Unfortunately, what transgender ideology, in my opinion, has created, is a lie.” Diamond ordered security guards to escort from the meeting room someone who tried to shout down Gowski. The person shouted, “Proud transgender woman!” as she was led away. Diamond chided the audience, saying such conduct was not permitted “in a civilized society.” State Rep. Anna Eskamani, D-Orlando, accused the boards of heeding advice from “online trolls” rather than medical experts who have advocated for gender-affirming treatment. She also
accused the boards of furthering DeSantis’ political agenda. “If you’re going to do this four days before a major election, also be aware that the Republican Party of Florida is spamming the entire state with antiqueer mailers, and we are not standing here today on the Friday before Nov. 8 by chance,” she said. “I expect the Legislature to be a political being, not the Board of Medicine.” Opponents of the rules will have 21 days to file administrative challenges, which they have vowed to do. Lawmakers in a handful of other states have banned gender-affirming treatment for minors, but Florida appears to be the first state in which medical boards have prohibited doctors from providing such therapies, according to experts. LGBTQ advocacy groups condemned the boards’ decisions. “These rules, as written, put transgender youth at higher risk of depression, anxiety, and suicidality. Those are the facts purposely ignored by a Board of Medicine stacked with DeSantis political appointees who have put their toxic politics over people’s health and well-being,” Nikole Parker, director of transgender equality at the Equality Florida organization, said in a prepared statement. Treatment for transgender people, and youths in particular, has become a fiercely debated political issue in Florida and other states. Prominent medical groups and the Biden administration support treatments for gender dysphoria, while many Republicans argue the treatments should be blocked for people under 18. Also this year, the DeSantis administration issued a rule preventing Medicaid reimbursements for gender-affirming care for transgender people of all ages. That rule is being challenged in federal court.
