ROWING REVIVAL PENSACOLA ROWING CLUB REVIVES THE SPORT OF ROWING

Did you know that Pensacola has a history of rowing that dates back to as early as the 1800s? The Southern Racing Association held regattas that would attract hundreds of people to the gulf waters. Nearly 120 years later, with the help of Pensacola’s geographic location in the Flor ida panhandle, Pensacola’s rowing commu nity has become larger-than-life. It is one of the Pensacola Rowing Club’s (PRC) goals to become a rowing mecca in this region.

Rowing was brought back to the city in 2013 by a group of doctors and former university varsity rowers beginning their careers in Pensacola. With the help of Bob Ozburn, Dr. Tom Schneider and a few Pensacola residents with personal connec tions to other rowing communi ties, the Pensacola Rowing Club was born in 2015.

With the opportunity to use the calm waters of Bayou Texar to introduce the sport of rowing to the families of Pensacola, these rowers used only one hand-me-down eight-seat boat to recruit students and adults to the first ever Learn to Row (LTR) program. Even with short notice and little advertis ing, 70 people showed up for the program; the surprisingly large turnout proved the signif icant interest for rowing in the Pensacola area.

The club’s boats and other equipment were initially stored on the bayou’s shore line in two industrial-sized shipping containers, with the boats stacked on wooden racks adjacent to them. Then, in 2019, thanks to the gener osity of the City of Pensacola Parks & Recreation Depart ment, the PRC gained approval to begin storing their boats and equipment in a portion of the newly-constructed Bayview Park Community and Resource Center.

According to Tim Taylor, PRC’s treasurer, the PRC has had a relationship with the city for 15 years. The Bayview Park Community and Resource Center had previously served as a gymnasium prior to being destroyed by Hurricane Sally. During this time, the PRC was operating from the Community Center parking lot. They made a deal with the city to use a third of the boathouse for a fee, and they moved into the building in 2019. “The city is helping us keep rowing in Pensacola,” Taylor said.

For the past nine years, the

PRC has acquired used boats in every rowing category. The boats will, on average, age 20 to 25 years before needing to be replaced again, so keeping the boats in the best condition possible is essential. “We strive to keep our boats safe to row and available to use,” June Czer niawski, Director of Rowing for the PRC, said.

Czerniawski recently moved to Pensacola from Chicago, where her love and knowledge of rowing began. Czerniawski’s rowing experience in Chicago included being a team captain, safety officer on the Chicago River and regatta director, as well as two years running for the Chicago Sprints, a two-day event that attracts around 600 athletes each year. Currently, she is a competitive rower with around 45 medals in all classes of boats at the Masters National Level, Midwest and NE regional Regattas events.

Today’s membership of the club has grown to about 65 men, women and youth with ages ranging from 14 to 79 years old, from diverse back grounds and walks of life. “We bring the sport of rowing to all, regardless of race, color, reli gion, gender, age and national origin. Rowing is truly a sport for anyone,” Czerniawski said.

Rowing in Pensacola is accessible, affordable and offers excellent mental and physi cal health benefits as a bonus. “Guided by our mission state ment goal of providing equita ble and universal access to the sport of rowing, our dedicated and hard-working membership offers several programs and events to the people of Pensac ola,” Czerniawski explained.

Each year, the PRC hosts a minimum of three LTR Events held on Saturday mornings for area residents to learn about the sport of rowing for free. The club will conduct as many two-hour lessons as needed to accommodate those who show up wanting to learn how to row.

During the lessons, the coaches teach the parts of a boat and have students practice learning the stroke on a rowing machine, followed by an on-the-water experience with skilled rowers in the boat.

In addition to the LTR program, the PRC hosts adult and junior rowing programs. Adult rowing training programs are offered to novice rowers three times a year, with each one being four weeks long. Each class is two hours long and are offered two weekday evenings and two weekend mornings. A three-month membership to the club is included so novice rowers can practice with expe rienced club members before deciding if they want to join the club.

The PRC offers junior train ing sessions three times a year and a shorter summer program at the end of the school year. Fall, winter, and spring training sessions are three to four days weekly for three months. Prac tice times are from 4 to 6 pm on Monday, Tuesday and Thursdays, and from 8 to 10 am on some Saturdays. Adjustments are made to the practice schedule depending on the season. The PRC junior training program is open to all skill levels, from those who are novice rowers to those who are experienced.

The PRC offers scholarships to those who are unable to pay the program fees. “Junior programs across the country commonly provide scholarships, and our policy is consistent with other clubs,” Czerniawski explained.

“In addition to improving physical fitness, rowing teaches the valuable life skills of team work, trust, integrity, discipline, perseverance and leadership. Youth participating in sports have better mental and physi cal health, 40 percent higher test scores, 15 percent more are likely to go to college and 8 percent have higher future earn ings,” Czerniawski said.

Although the PRC provides scholarships to deserving students in financial need, the club also wants to prepare students through training to put them in the position of being able to receive collegiate schol arships through rowing. Concessions from local food truck vendors will be available for purchase. This festival will also feature a fun and competitive paddling race for both veteran paddlers and those interested in trying the sport for the first time.

The mission of the OAR Fest is to showcase paddling and outdoor recreation experiences within the Pensacola Bay area and provide environmental education that ensures these recreational opportunities will be available to Pensacola citizens and visitors for generations to come.

all youths. Notably, rowing offers more college scholar ships to women who row than those playing basketball and softball combined. Collegiate rowing scholarships for women are second in number only to the number of football scholarships available for men.

To kick off the fall rowing season, the PRC conducts a junior rowing training camp for five consecutive days practicing for two hours each day.

The PRC wants to bring the sport of rowing to youth and adults in our community. The club’s primary goal is to make rowing accessible to youth of all backgrounds and offer scholar ships to those in need. Even tually, the PRC is looking to double the size of the juniors program.

“This cause is near and dear

to my heart,” Czerniawski explained. “That’s why I’m in this job, for the juniors.”

Liam Jenkins, a coach for the PRC, rowed for five years in Michigan competing at regional and national competi tions over those years. He then started helping run the middle school LTR camps in 2019 and in the next year took over and ran the camps himself. Last fall, Jenkins moved to coach along side Ukrainian Olympian Vikto Grebennykov, whom he had raced with at the US Rowing Summer National Competition in the Summer of 2021. Greben nykov mentioned the opportu nity to move to Pensacola to help build the PRC’s juniors program.

“Rowing is almost an art form. There’s no other feeling like taking a boat out early in the morning when the water is as flat as glass,” Jenkins said.

“The aspect of working as a team, when a boat finally clicks and everyone moves together. It’s a full sensory experience as well as getting to spend time on the water while you’re staying fit.”

On the water, rowers find peace and calm in the repeti tive and synchronized nature of the rowing stroke. A team’s rhythm working together in precise timing creates a sense of belonging and common purpose. Rowing can lead to significantly better mental fitness when combined with the other benefits of reduced stress, less anxiety and depression, improved confidence, better cognitive function, and concen tration abilities. The physical benefits are incredible because rowing uses 96 percent of the body’s muscles. Rowing is a total body, low-impact workout that increases strength and flexi bility and improves cardiovascu lar health and stamina. Pairing a positive mental space with the physical benefits of rowing aids our youth and adults to live healthier and happier lives. “No rower would say it is an easy sport, but they would all say the work is so worth the effort,” Czerniawski said.

Escambia County Fire Rescue invites residents to join in observing National Fire Prevention Week 2022 from Oct. 9-15. This year’s theme is, “Fire Doesn’t Wait, Plan Your Escape.” Residents are encouraged to plan and practice a home fire escape throughout Fire Prevention Week.

Residents are advised to have a plan for everyone in the home. Children, older adults, and people with disabili ties may need assistance to wake up and get out.

“Having working smoke alarms is one of the most important items in your home,” said Fire and Life Specialist Ray Melton. “When these alarms sound, you must know two ways out of every room in your home and knowing those two ways to escape is to have an escape plan.

Since 1922, the National Fire Preven tion Association has sponsored the public observance of Fire Prevention Week. To learn more about Fire Prevention Week and tips on preventing and preparing for home fires, visit nfpa.org/fpw

Escambia County Fire Rescue is available to provide and install smoke detectors free of charge for residents. According to NFPA, a working smoke detector cuts the chances of dying in a reported fire in half. LAKEVIEW CENTER ANNOUNCES NEW PARENT COMPANY NAME AND BRAND

Lakeview Center celebrates a milestone today in its journey as an independent nonprofit, one year since separat ing from Baptist Health Care. After a 25-year affiliation, team members embraced the opportunity to rebrand the organization and name the new parent company – LifeView Group –to better explain the breadth of services they provide.

Lakeview Center is known for mental health care, having started in 1954 as a small children’s guidance clinic and grown into what is today the most comprehensive behavioral health agency in Northwest Florida. AMBER MCCARVER RECEIVES OCTOBER

2022 EMPLOYEE OF THE MONTH

The Escambia County Board of County Commissioners is pleased to recognize Amber McCarver, Laboratory Manager in the Natural Resources Manage ment Department, as the October 2022 Employee of the Month. The board recog nized Amber’s selection at the Oct. 6, 2022, BCC meeting.

Amber’s career with Escambia County began on Oct. 31, 2017. Her duties include running water samples for nutri ents and metals, filling in for lab techni cians when needed, and helping run tests for residuals, chlorophyll, microbiology, oil and grease. In addition, she assembles bottle kits for the sampling team, coordi nates the sampling schedule with the field team to maximize analytical batch effi ciency, trains the technicians and interns on new methods, and goes out in the field to assist with sampling when needed. Amber also makes herself available after hours to receive water samples as they come in, preventing them from going out of hold time. Additionally, she regularly attends Quality Assurance Manager train ing with the Florida Society of Environ mental Analysts. Staff has praised Amber for demonstrating exceptional dedication to the department’s success and service to Escambia County’s citizens.

Along with her regular duties, Amber recently took on the air particulate moni toring program, requiring her to complete air monitoring a minimum of 12 times per

quarter and produce a final report. She publishes her findings for public view ing on Natural Resources Management’s webpage, available here. She also regu larly attends town hall meetings on behalf of the Water Quality Level Monitoring team to answer questions from citizens.

“Amber is an incredible team player and a valuable resource,” said Natural Resources Management Director Chips Kirschenfeld. “She helps wherever and whenever she is needed without prompt ing. She is an expert at troubleshooting instrument problems and is constantly researching more ways for our depart ment to run efficiently. We could not be more grateful to have her on our team and for the chance to recognize her contribu tions.”

Outside of her duties with the county, Amber is the Florida Society of Environ mental Analysts Region 1 Co-Director. She recently assisted in organizing the fall 2021 three-day training conference and the spring 2022 sampling workshop. She is also a member of the Gulf Coast Citizens Diplomacy Council, where she interacts with international scien tists serving as council delegates and members.

ESCAMBIA COUNTY SEEKS VOLUNTEER FOR CONTRACTOR COMPETENCY BOARD

The Escambia County Board of County Commissioners is seeking Escambia County residents interested in volun teering to serve on the Escambia County Contractor Competency Board. One applicant will be appointed for service beginning in December 2022.

The duties of the CCB include accepting contractor applications, administering contractor examinations, and issuing and recording Certificates of Competency and renewals; making an annual report; investigating complaints

CCB members serve a three-year term and meet the first Wednesday morning of every month. Members receive $50 per meeting as compensation for their services.

Escambia County Code of Ordi nances Sec. 18-56 provides that CCB members shall be appointed from certain representative segments of citi zens and professions, including contrac tors, design professionals, business persons, and lay persons. The Board of County Commissioners is currently seeking the following for membership on the CCB:

AGENCIES TANGLE IN CONCEALED WEAPONS ‘QUAGMIRE’

TALLAHASSEE — With Hurricane Ian bringing massive storm surge and inland flooding, Floridians could have more than $10 billion in uninsured flood losses, according to an analysis by CoreLogic, a property-information and analytics firm.

CoreLogic released a projection Thursday of $10 billion to $16 billion in uninsured flood losses in Florida. That is in addition to the firm’s estimate of $30 billion to $48 billion in insured wind and flood losses in the state.

Residents who have mortgages on properties in designated flood zones are required to have flood insurance, which is mostly purchased through the National Flood Insurance Program. But most Floridians don’t have flood insurance, exacerbating problems from Ian, which caused flooding across the state.

Property owners face the possibility of cleaning up water damage without the financial backstop of insurance.

“This is going to be a big flood event, unfortunately. ... At the end of the day, what we do know is that not enough policyholders have flood insurance in the state of Florida, and this is going to be a big flood event, and homeowners policies do not cover flood insurance,” Fred Karlinsky, a prominent insurance attorney and lobbyist with the Green berg Traurig firm, said this week during a taping of the “Deeper Dive with Dara Kam” podcast with News Service of Flor ida senior writer Dara Kam. The podcast will be posted online Monday by City & State Florida, a sister publication of the News Service.

In a news release, CoreLogic described inland flooding from the storm as “extreme” and pointed to areas along the Peace River, which flows through hard-hit places such as Hardee, DeSoto and Charlotte counties.

Meanwhile, the analytics firm pointed to broader effects from the hurricane on the real-estate market. Tom Larsen, senior director of hazard and risk management for CoreLogic, said in a prepared state ment that “extra costs incurred from the surge in repair needs simultaneous with a fragile economy are headwinds to rapid

After giving $1 million in August, the Seminole Tribe of Florida last week contributed another $1 million to the Friends of Ron DeSantis political committee, according to a newly filed finance report. The committee plays a key role in Gov. Ron DeSantis’ bid

“Housing markets in Florida will face difficult times as many Florida residents have been impacted by the devastating storm,” Selma Hepp, interim lead of CoreLogic’s Office of the Chief Econo mist, said in another statement. “Initially, we are likely to see an increase in mort gage delinquencies as is typical follow ing catastrophes. Also, rents are likely to jump as households who lost their home seek immediate shelter. Longer term, home price growth in hard hit areas is likely to lag that of the rest of the state and nation as people may opt to move to areas less prone to natural disasters. CoreLogic observed this trend in the Gulf Coast region following Hurricanes Laura, Delta and Ida (in 2020 and 2021).”

Numbers of insurance claims have steadily increased throughout this week as residents and business owners returned to properties damaged in the Category 4 storm, which made landfall Sept. 28 in Lee and Charlotte counties before cross ing the state.

While estimates of insured losses have varied, they are in the tens of billions of dollars. That has sparked widespread speculation about the effects on Flori da’s already-troubled property insurance industry.

But while residents grapple with rebuilding, the Fitch Ratings agency released an analysis Thursday that offered a bit of good news for the state: Fitch said toll roads, ports and airports that it rates are expected to have hurricane damage that is “minimal and short-lived.”

As an example, Fitch said in a news release that Port Tampa Bay, Port Canav eral and the Jacksonville port reopened Saturday. Also, Fitch said airports had fully reopened, except for Southwest Florida Regional Airport in Fort Myers, which opened with limited service.

Southwest Florida Regional Airport said Friday that it expects to fully reopen Tuesday.

Gov. Ron DeSantis’ re-election bid. That brought to $13.75 million the amount the national GOP group has contributed to DeSantis’ committee this year. Mean while, the Democratic Governors Asso ciation last week contributed $685,000 to Friends of Charlie Crist, a politi cal committee supporting Democratic candidate Charlie Crist. The national Democratic group also helped Crist with a $464 in-kind contribution of research services in August. DeSantis and Crist are squaring off in the Nov. 8 election.

TALLAHASSEE — In what it described as a “legal quagmire,” the state agency that issues concealed-weapons licenses has sued the Florida Department of Law Enforcement to try to obtain informa tion about why a woman was flagged as ineligible for a license.

The lawsuit, filed Friday in Leon County circuit court, involves the inter play between the Florida Department of Agriculture and Consumer Services and FDLE in issuing licenses and conducting background checks. It also focuses on a ruling last year by the 1st District Court of Appeal that required the Department of Agriculture and Consumer Services to have more information to back up the denial of at least some license applica tions.

While the Department of Agriculture and Consumer Services issues licenses, FDLE conducts background checks of applicants through a federal database known as the National Instant Criminal Background Check System, or NICS. If background checks show applicants are ineligible for concealed-weapons licenses, FDLE notifies the Department of Agriculture and Consumer Services.

The lawsuit stems from an applica tion submitted by a woman, identified only by the initials M.S. After conduct ing a background check, FDLE noti fied the Department of Agriculture and Consumer Services’ Division of Licensing that M.S. was ineligible for a concealed-weapons license because of “mental health” reasons, according to the lawsuit.

M.S. disputed the denial and requested a hearing at the state Division of Administrative Hearings. As part of the administrative case, the Department of Agriculture and Consumer Services sought additional information from FDLE about the mental-health issues that would make M.S. ineligible.

But FDLE declined to provide the additional information, which it said was protected from disclosure under a federal rule, according to the lawsuit. Also, FDLE said the Department of Agriculture and Consumer Services was not a law-enforcement agency and that

providing the information could jeopar dize FDLE’s access to the federal back ground-check system.

In the lawsuit filed Friday, the Depart ment of Agriculture and Consumer Services wants a circuit judge to require FDLE to comply with a subpoena that seeks the additional information.

While describing itself and the FDLE as “partners in processing appli cations for concealed weapon licenses,” the licensing agency said it could be “placed in the untenable position of being required to issue a concealed weapon license to an individual even though the top law enforcement agency in Florida has advised that the applicant is a fire arm prohibited person for mental health reasons. It is a public safety issue.”

A key underlying issue in the dispute is a June 2021 ruling by the 1st District Court of Appeal that said the Depart ment of Agriculture and Consumer Services improperly denied a concealedweapons license for a man who said his civil rights were restored after a 1969 conviction in Illinois.

The appeals court said the licensing agency should not have relied only on a check of NICS in denying the appli cation. It described the NICS result as a “starting point” and said it “may be a sign that points toward prohibition, but it is not prohibition itself.”

With M.S. challenging the denial of her application, the Department of Agri culture and Consumer Services says it needs more information to comply with the requirement of the appeals-court ruling, which involved a man identified by the initials R.C.

The lawsuit said the licensing agency and FDLE are trying to comply with state law, but the process has “become stifled by the newly evolved legal quag mire and has resulted in the present impasse.”

“Now that the Division (of Licensing) knows FDLE, the top law enforcement agency in the state, considers M.S. to be a firearm prohibited person, it produces an absurd result to require the division to issue the concealed weapon license only because FDLE will not disclose the infor mation required by R.C. (the 2021 case),” said the lawsuit, which was assigned Monday to Circuit Judge John Cooper.

Florida is nearing 82,000 resident deaths from COVID-19 since the pandemic started in 2020, while numbers of newly reported cases continue to drop, accord ing to data released Friday by the Florida Department of Health. The data showed that a reported 81,661 residents had
